Goodern moing president spears, and all the commissioners. Really happy to be here. I just have a few comments to make with regard to my report. First, everyone has seen the news and heard but im just not sounding the alarm but cautioning everyone around the budget coming up for next year. It is not looking fantastic, it isnt even looking great. What that means for all of us is that we will hopefully continue toi know we will continue to provide the services, the Amazing Services that staff provides each and every day, and there might be some tightening of our belts. We dont know what it will look like yet, but we do know that if we have grandiose ideas about new programming or new things we want to do, thats probably not going to happen in the coming year. So, now to good news. Last week i was fortunate enough to be able to attend the National Adult protective Service Association conference, and it was in boston and i went with i think we had six people from aps who was there, lead by our fearless leader. It was amazing to be among all the aps workers, das staff in particular. Reminded every day how hard they work, flexible and empathic they are. There were great workshops achilles presented at one and [indiscernible] im just really heartened by the work we do here, how innovative we are and i just appreciate all you and just want to send a special shout out to the aps team who i got it know better, so thank you for that. Also, a few weeks ago i was asked to attend a round table with speaker emeritus pelosi who i kept referring to as my forever speaker, and it was at the dr. Davis Senior Center and it was really addressing issues facing older adults and it was really wonderful. It was livestreamed and she had it on her social media. She had it all over social media and just say that thehere im in boston Walking Around not with a conference. I was walking downtown going to get lunch and minding my own business, and this guy stops me and says, hey, dont you run something in San Francisco . Im like, what . First i said no, because i dont know you and i dont want you talking to me. I was like, why . He said, something to have to do with seniors. You were on a program with nancy pelosi. Im like, what and he said, yeah, i saw it. Anyway, im a celebrity now, and i told my whole family they had to treat me with that respect. Anyway, it is fantastic the work we do and it is being seen all over the country, so look out, people. So, thats all i have. I have another presentation later, but that is all i have for right now. Thats a awesome presentation. Commissioners, item 6 is the das Employee Recognition executive director dearman president spears and the Das Commission honor lessee barryearby a ihss social worker. [applause] so, leslie barryearby is a ihss social worker who has been with dos and Inhome Supportive Services since april 2007. For the past 16 years leslie dedication and come both colleagues and clients has been a shining example and inspiration to us all. Leslie is warm, positive attitude, commitment and drive are what makes her the goto person in our program. Both clients and coworkers alike gravitate to leslie as she treats everyone she encounters with a big smile, warm wave and happy hello. Despite all daily duties and demand, leslie always finds the time to give clients and das coworkers her undide divided attention. Also the goto person because of her team orientsed approach, professionalism and passion to help every situation in any way as possible. As new projeths arise and need for staff feedback is critical developing and implementing change, leslie is one of the first social workers we reach out to. Her feedback is invaluable because of her insightfulness and ability to provide years of front line experience that is both honest and constructive. Sometimes due to the time sensitive nature of projects, leslie is approached without much notification or detail and without hesitation she immediately agrees to take part and lend us her knowledge. For all the big and small things leslie has done for our clients, coworkers and the program in general, we here at das and i had rks ihss are proud and grateful to honor leslie barryearby with the das september employee of the month award. Commissioner, item 7 is Advisory Council report presented by das council prez dependent Diane Lawrence joining us via webex. President lawrence, can you hear us . Thats okay. You will just have to listen. Or not. So, i combined as you know from my report this reporttwo meetings just to bring things up to date. It was exciting in july. We had absolutely everybody in attendance and i cant tell you how emotional that was, especially since we have new members that we had not ever seen in person. We only see them on zoom, so that was really exciting. And then, we had a update on the isolation project by Deputy Director kaufman and again, i detailed that in my report. And then, we have been discussing the Dignity Fund Coalition advocacy for the funding. As you all know, the dignity fund will not get its additional 3 million this year, so that is also a concern at the council as i know it is with you. The july we were told the lgbtq Mental Health program was close to starting at the august meeting were told it has begun and that means that we have clients who are receiving Telehealth Service from 15 therapist, fee free and online and seems to be going well. We also celebrated at our august meeting the departments winning of a u. S. Aging invasion award, and we actually got to see it and pass it around, so that was pretty exciting. Excited when the Department Wins awards, which they frequently daand that was the cultural appropriate Grocery Program through central [indiscernible] we walked past the area where the awards are and that was impressive. There were two site visits, the curry Senior Center and revisit to Russian Community center. Curry is one of the first times anyone visited that in a very long time. We are focus just on those sites where there has not been a visit recently. I think those are pretty well detailed, but the curry does dothey stayed open throughout the whole pandemic, so that is a little different then many others. They have a wonderful case manager to client ratio, and right now they are serving breakfast and lunch seven days a week with about 150250 clients per day. There are extensive onsite services. Multiple buildings and there is a new one that probably has opened by now at turk and larkin, it is a old tire sales office. They also have a clinic and housing across three buildings. The clinic grew out of the tb work dr. Francis curry the City Health Director many many years ago and whom the site is named. The Russian Community center, two members went out and visited it and it is a small site in the innerrichmond. I have driven by it is a few time and very tiny. It is a pretty selfcontained group that knows what it wants and services are driven by the client. Majority of their clients receive home deliveredthose receiving Nutrition Service receive home delivered meals. There are about 30 people that meet in person. There is one social worker, so most everything happens in russian and what the two Council Members noticed in the discussion is the director was not familiar with all the services that were available. They tried to educate on what was available to the clients. There will be a senior power wellness and grand parent Day Celebration in district 4, and as many know, California Commission on aging is having their fall meeting here in San Francisco next monday. That open house. So, thats our report. Anybody have any questions . Yes, are there questions from commission . Can you hear me . I just reallyi dont know why, but this one miner point jumped out at me and i wanted to ask you to clarify. In your report the curry center commissioner jung, can you speak or move the mic a little, please . That better . Yes. President lawrence, at the curry Senior Center, in terms of the availability of meals, i notice on point 4 it is noted that when the lgbtq men meet at the center they get free lunch, but the women do not. This was something that Advisory Council member thought was quite interesting. The men meet at lunch time in their support group and women meet later in the afternoon. I justlunch is available, it is just the timing of the meeting is such that men meet at lunch time and the women do not. It was something that was a point of interest, and i think allen cooper who did the site kind ofhe brought it up. It was a little like, thats interesting. Okay. I want to make sure and their website was very very well developed. Everything is in english and so allen and the director discussed the availability of other languages, which we said before is problematic with many of the sites. Not always easyeasy to navigate, but not necessarily in multiple languages. I are assume they are moving forward to take keps to address this . Yes. Great. Thank you. We point that out frequently both in the reports and to the directors when the Council Member meets with them. Okay, thank you. I have one question. Thank you for that one. That was one of my questions. On the site visit for Russian Community center, can you elaborate on number 9 of whats planned regarding the lack of knowledge that is available regarding the services . I know outreach is one of the focal points of what we seek to do here and can you just elaborate on what the plan is there . I dont know if there is a plan at the moment commissioners, president spears. I think part of the challenge is the community is a very tight Nit Community and previous site visits over the years is something always stressed by the Council Members that have visited. I think that we can do a followup early next year if you would like. It is makingbeginning to make the clients aware. Dont know any action plan was put in place, but ill follow up with the two Council Members that responded, that went out to the site, but i know they were verythey wanted to make sure that the director knew about the wealth of Services Available in the city. Yes, okay. Thank you. No problem. I guess go ahead. On that point in particular, isnt there a staff member at das that helps monitor for that center . Some person in our system that could also followup . Yes. Trying to clarify. Usually after those site visits there is a staff person that is also made aware of what they discovered. Yes. Okay. I thought so. Thank you. They actually are getting our reports and mike told us they are finding a way we added the information on the virtual sites has been very helpful to them. Okay. Commissioners, item 8 is joint legislative tac report presented by Advisory Council president , Diane Lawrence. Have to finish my notes. Again, i put two reports together. Im not going into all the details of the plan. The proposed plan for the changes to the joint Leg Committee. What i did wantwhat we have discussed just to levelset, back in june the question of what was the purpose of the joint legislative committee, and what do we do . What should we be doing . So, we did research and we had two discussions now. We had a lively discussion about august 16 at the joint Leg Committee meeting and at the Advisory Council. So, i sent my report received the details and we will vote on that on the 20th at the joint leg and Advisory Council on where we go. If you have any comments, please let us know. We will be commissioners bittner and lum have both graciously agreed and volunteered to help us keep track of any bills that would impact persons with disabilities or the veterans, so if we want to do advocacy or look into them further, we will have that ahead of time. But, you will get thisif this is approved, you will still get the monthy update of the reports of where the bills are. We are spending a lot of time reviewing the bills and had no time to discuss advocacy and impact. President lawrence are you still there . Im here. Okay. A cohost unmuted me. Got it. Okay. Just on the legislativebecause i also served on a legislative committee so applaud the work that went into that. Very thoughtful refocus. I think it is great. One thing about it that i think i asked before and want to clarify, when we want to advocate for legislation, we canare we also a part of the citys general legislativethere are people in the Mayors Office that their job is monitor legislation and we collectively, we, serve on so many committees that touch on legislation that does that also bolster sort of how we advocate for legislation . Yes. Okay. And then, anything that this Committee Comes up with and wants to advocate for, can that become part of that city wide, staff wide effort to advocate for legislation . Just so that it strengthens by all of those resources. Thats what i wanted to make sure that was also part of this. Yes, it is. What it actually will do is give us more time to meet those deadlines. Often times where we meet we will also align what we are looking at and bills we start tracking with priorities and the city priorities, so there is more alignment to start with. But, this will allow us, we want to advocate in this area and the city is going that way, heres our letter and heres our information so there is one voice coming from the city and county. Great. Just wanted to make sure that was part of this, just acknowledging it. I just want to say it sounds terrific so thanks for the work that went into that. Thank you so much. No problem, thank you. Im the cochair here [difficulty hearing speaker] as always, our report was included in your docket, so you can read more detail on any section i cover. Our Mission Statement at the top, we are a coalition of agencies who serve seniors and people with disabilities and we advocate for the interest of those two communities in the city and we also educate our members with various informational presentations. To that end, the presentation was from the alzheimers association. Talk about the resources they offer. Particularly, what they have for providers toall aspects of alzheimers and dementia and dementia associated care. You can check out all they have to offer at alz. Org, which is a very comprehensive website. [indiscernible] they do have trainings available and resources in multiple languages. In september, we will have the presenter from the open house lgbtq center. They will be going over an assessment with us, trying to encourage lgbtq seniors with disabilities to take take [audio cutting in and out] in october, we will be hearing from [indiscernible] that will be an informational presentation we are again excited about. I will also note, we are starting to plan our Holiday Party where we have gather and have providers every december. Now to report on the working group. As you know commissioners, case is a coconvener, along with the [indiscernible] of your Service Provider work group. The purpose of the Service Provider work group is to advise the Oversight Advisory Committee for the fund on various matters pertaining to the dignity fund, including allegations. We meet quarterly, so we met in august at the Dignity Fund Coalition meeting. The purpose of the meeting was to have providers have the chance to give feedback on potential areas of spending for one time only fund. One time only funds are like grant monies and money that comes to the Department One time only. Infusion the money in the departments and gets them spent as soon as possible and only come to the Department One time. This was a chance for providers to give priorities on how to spend that money. I will say before i start the list of priorities, which is again in your packet, but in this presentation we did not know how much of the funds will be available and that wont be known till later this fall, but we wanted to give feedback early in the process so we can give feedback to the [indiscernible] early on in their deliberations. [indiscernible] mike ross attended the meeting on the departments behalf. So, we reallythe priorities that came up in the meeting were priorities that providers had been expressing in some form or another for several years now. Case management digital divide, communication, hybrid programming and connectivity, language capacity, access to transportation, et cetera. Again, the full list is in your packet, so invite you to take a look through that. These onetime funds, the way the department sends them is [indiscernible] because again, as president lawrence mentioned, the dignity fund isnt getting itsdid not get its 3 million allocation for this past fiscal year and so, this isthe funds are our only chance to make that up, and so the decisions the department makes will be hard, but are going to a critical one in how they spend that. I will display for you, one other issue that came up repeatedly and comes up in all these conversations is Behavioral Health and Behavioral Health is a complicated issue that das is trying to start to figure how to weigh into, so what role does the department have in tackling Behavioral Health issues because there is a lot of overlap with other departments there. So, our next steps with this is we will compile feedback from this meeting, and be presenting it to the [indiscernible] at their september meeting which is i believe in two weeks, september 18. And we will be presenting this to them for their deliberations and consideration. Again, funds wont be [audio cutting in and out] for their final consideration. The one time only funds, given your first comment regarding the budget, whats the likelihood they are one time funds or is thatwe just wait and see . Im going to let my deputy Cindy Kaufman answer. Thank you for the question commissioners. Cindy kaufman, Deputy Director, community service. The one time only funds are primarily funds that have not been spent this year, so if there is a contract and they didnt fully get spent, didnt get out the door fast enough they were one time only for this year, that is why well take later in the fall once all the books are closed out to take a look at those. Every once in a while it will be other funding that some of the other funding that came through that you have seen are from cda and so those have gone into contract and identified as one time only Going Forward but primarily these are unspent funds. Is that not to exceed delta . Should i think of it that way . It isinstead not to exceed, what happened is lets say there is dollars that have not been spent in that one year, and so we repurposed those dollars. Sometimes they go back into the program. Sometimes the program whatever reason it may be has no way of spending the funds, and so for us what we get to do is we get to keep it in dignity fund and it can go back out. Got it. Okay. So, we recently published our annual Strategic Report for this year. It outlines what well work on this year in support of the over arching strategic goals and provide a lookback at our major achievements from last year. Thes report is posted online on our reports page. Today ill be talking about our annual report for fiscal year 202324. Next slide. Our work is structured by five main goals shared throughout sfhsa. Goal one, equity, inclusion, accessibility. Goal two, a strauck workforce and collaboration. Goal three, employment and economic security. Goal four, health and wellbeing. Goal five, safety and care. In my presentation this year im going to highlight one action from each of these goals. Next slide. You are way ahead of me. You are fine, doing great. Goal one, equity, inclusion, accessibility. We broke ground june 2023 on the affordable had you seening site where we will be colocating the nation first city funded Disability Community Cultural Center and it is across the street from city hall on van ness and grove. I know we have been talking about it a lot but it is actually happening and if you drive by you can see its being built. We are in the final stages of procurement for a Service Provider to develop and begin implementation of the center and expect to bring a contract forered with for approve by the Das Commission in the next couple months. Yea next slide. Goal two. We got a lot happening over there. So, goal two is the strong workforce collaboration. Last year das facilitated the first ever aging and disability affordable shouzing needs assessment, which culminated in 10 findings and nearly 50 recommendation for the citys lead agencies on issues of housing, disability and aging to better meet the Affordable Housing needs of San Francisco seniors and people with disabilities. Having conclude said our facilitation of this process, das moved into a supporting role that continue over the next year collaborating with the San Francisco Planning Department and other City Partners to plan and begin implementation of these recommendations. Additionally, we will soon publish a aging and disability Affordable Housing overview report, which summarizes information about the citys current and planned Affordable Housing stock. This is really important because it keeps us at the table and constant reminder of older adults veterans and people with disabilities and their need for housing. Goal three, is employment and economic security. San francisco as you know is facing an acute care giving workforce shortage, including inhome Supportive Service program. As such, das and our partners are committed to removing or reducing barriers to employment in the care giving field wherever possible. We partnered with the ihss Public Authority late last year to launch a Pilot Initiative addressing the shortage of ih is ss independent provider. We waived the live scan finger printing fee, perspective ip incur completing a mandatory background check as part of the application process to become a ihss home care worker. The pilot will continue to the new fiscal year and our preliminary understanding of its impact is very promising. In a survey of 260ip job applicants who received the fee waver, over 85 percent of respondents agreed free finger printing made it easier for them to complete the provider enrollment process. Goal four, health and wellbeing. We have been work wg the vendor over the last year to design and begin building a dynamic online resource directory that meets the needs of our population and know we talk said about this at commission several times. The directory will allow user to develop tailored searches for das funded services and other resources right for them based on factors like service type, location, language capacity and cultural expertise. To supplement the public directory, we will also implement anant integrateed tool for das intake staff and Community Based providers to facilitate Service Referral in the network. We are excited begin testing with Department Staff and Community Stakeholder in the coming months as we continue preparations for the 2024 release of this important resource. And finally goal five, safety and care. Last year aps implemented a state wide expansion and Program Eligibility and scope of services to include seniors age 6064 and individuals experiencing homelessness. As we projected, this shift resulted in a increase in aps case loads. The program is receiving about 1100 more reports of abuse annually. Even as aps continues to rise to the challenges posed by this increase, the Program Remains focused using data informed practice and delivering equitable high quality services. We will continue work in this year to develop regular analysis of program data, including services and outcomes to support High Level Program strategy and individualized staff coaching to improve services. So, those are just some of the highlight from each goal, but you see from the report that we have a lot of things happening, and again, it is really impressive the amount of work das does. Yes. On the goal 3, you mention that the waiving of the fees has enabled additional applicants to apply for these positions that Health Services providers. Are we waiving the fees only, and we are not waiving the process in which they have to be screened, right . Exactly. We are only waiving the fees because the fees can range anywhere from i think 35 to 80 to get finger printed, so if you do it at the Public Authority, you are not charged, but you still have to be screened in order to go through the process to become thank you. Yeah. Other questions . [multiple speakers] i want to say thank you so much for the wonderful news of having reached more people. That was very clear and thank you for making that so clear in this report and it is a real accomplishment. I was just so glad to read that. Then, i was alsobecause i know i am looking forward to the onwline data base and sometimes i understand what it does and sometimes i dont quite. When it comes online, can we get a demonstration of it at the Commission Meeting . When it is ready could we see how it works . Yes. Absolutely. Okay. I think that we all will be excited to see how it works. I was a techy in my career so i like looking at new things. That will be cool and we will help become the advocate for it, so that will be great. I thinkthen i had a weird question. I didnt know qulaut the acronym [indiscernible] was. I wrote that in my notes and some reason that wasi couldnt understand something because i didnt know what that meant when i was reading it so just a small point. I love how cindy ran away. Executive director dearman, i always look forward to this annual report. It provides wonderful summary of how hard you under your vision, your leadership and your staff with their commitment and compassion has done work in the last year, and indeed a lot to be proud of recollect , so thank you. Accommodations and great compliments, so thank you. Thank you. As far as questions, first in terms of work accomplished, what i did really quickly is took a look at the highlights, 202223 highlights by the numbers and noting in every area noted here, all the numbers increased from last fiscal year, so indeed, not only have there been a lot of services improvements, but also just the number, the volume of what has been done in all the various areas, so great work. Yeah, i think it speaks to the need, but it also speaks just last year when we did the Community Needs assessment we heard over and over again about outreach and reaching people and i think our staff has spent an eordinant amount of time try to figure how to reach the hard to reach and havent figured it out all the way, but working on it. It is obvious based on the results. I also had that [indiscernible] question. That has been answered. Okay. Have two other miner questions. Under goal one, strategy to invest begin [indiscernible] Disability Initiative in partnership, can you talk more about that . Yes. So, you all might remember that a few years agoprepandemic so i have no time has no meaning, we did a reframing aging campaign, and which we found to be really successful and really got people talking about aging, what it looks like, how not to be a ageest and all those things. And so the goal is to do asomething similar, reframing disability campaign. We are working with the Community Alliance for disability advocates, cada trying to figure out whatit doesnt have to be the same thing we did with reframing aging, but what do we want to do, what will have the most impact and when should we do it . The goal this year is to actually have a real plan. We hoped to do it right after we did the reframing aging, but covid hit, then recovery so here we are now and this year we are really focused on it. That sounds great. The other question i had is under goal four, health and wellbeing. Speak into the mic. And, the next question is goal four, health and wellbeing, number four under the third strategy. This is where it states, collaborate with the bay Area Social Service consortium and develop a work plan and begin implementation of a regional Strategic Plan to strengthen aging in Adult Services. Can you talk more about that . Yes. Actually, jill nilson who is our Deputy Director can speak much better to this issue. Thank you. Thank you so much for the question commissioner. Jill nilson, Deputy Director of programs. Over the past several years, we had a regional Adult Services committee that has been getting together with the support of the bay Area Social Services consortium, and this is a organization that is housed within the Uc Berkeley School of social welfare, and the focus of our meeting is really to bring local universities and local Adult Services departments together so that we can work on mutual goals. We are primarily focused on workforce issues. With the help of uc berkeley and a researcher, we actually were able to develop a Strategic Plan similar to todays action plan that we are reviewing, but for our region. Much of the Strategic Plan focuses on Capacity Building at the local county level, and then also trying to address workforce shortages, in particular, trying to develop a really robust pipeline of msws and other social work classifications to work within our programs. Im actually presenting on the Strategic Plan at the county welfare director association at the annual conference next month. I would be happy to send the report to ravi if you like to see it. It is a very high level report. I dont think there is anything in the report that you probably dont already know, and one thing i can say is we have best practices across the region and several best practice models we implemented in here San Francisco are highlighted in the report. One of our goals is make sure we are replicateing and scaling those best practices across the region, and we also have a particular focus on smaller counties. The distribution of resources across our region is not equitable, and we have a lot of resources in San Francisco that other counties do not have, so the Strategic Report is a opportunity to highlight and showcase what is happening in some counties, hopefully to the benefit of policy makers, maybe boards and supervisors to see they are doing that in San Francisco, perhaps we can replicate and implement a program like that here in their county. Hello again, director dearman, brezdant spears, commissioners, jill nielsen, Deputy Director of programs. The contract that you have in front of you for consideration and ultimately ill ask for your approval to enter into the contract is a bit unusual for us and that is two reasons. The first is that this contract would establish state Wide Services opposed to Services Specifically earmarked for San Francisco. And in the second reason is that the funding to support this new contract is not San Franciscos funding. This is actually funding that belongs to all 58 counties in california. It is funding that is currently allocated within what is known as the 2011 realignment special contract fund. Also commonly known as the 59th county fund. And so, a little bit of history on this fund, and today really San Francisco Human Service agency, we are the fiscal agent managing these funds. You may remember that back in 2011 there were a series of bills that were passed and they all were commonly called the 2011 realignment package, and essentially what that did is it moved programmatic and fiscal responsibility from the state back to the counties for a myriad of programs. Notably for the Human Services agency, Child Welfare and related programs like foster care assistance, adoption assistance, and also Adult Protective Services, funding and responsibility were realigned back to the counties and those funds are housed within the protective services subaccount and then within that subaccount is where we have each county has their own fund, and then there is also this 59th county fund. That is a bit of the fiscal architecture of the 2011 realignment. And the purpose of the fund is actually to reimburse the state, reimburse the California Departmentf osocial services and thats because they hold and administer several statewide contracts that benefit the Child Welfare system and today we are a brand new contract that hopefully well enter into to provide support services and we are broadly speaking Adult Service departments across the state. And all of this is set up in the Statutory Authority is set up in the california government code and the code requires that one county serve as the fiscal agent and that county is responsible for administering and monitoring and managing those funds. Santa clara county was the first administrator of the 59th county funds. They did that until 2015 when they said, we like someone else to take this over, and the San Francisco Human Services agency has been managing the 59th county fund every since. The Human Services commission, your Sister Commission annually approves an agreement between the California Department of social services to set up this 59th county arrangement to establish the responsibilities that our agency has, so Human Services commission probably is a bit more informed. I believe the first time we are bringing a contract that is accessing the 59th county funds to the Das Commission. The Human Services agency doesnt reserve compensation for our role and really our responsibility is pretty straight forward. We process invoices that we receive from the California Department of social services, and we also respond to their directives and today im here because we were directed by the department of social services to establish a sole source contract with the child Family Policy Institute of california. They authorized us to access the 59th county realignment funds and these decisions were made in collaboration with the county Welfare Directors Association, the county Welfare Directors Association represents the interest of the counties. The fund specifically will be used to provide Implementation Support Services to adult and aging departments across the state. There will be a particular focus on Capacity Building within Adult Protective Services programs. And really the focus of the contract is to assist counties in the translation of state policy into feasible county practices. The child Family Policy Institute of california was created in 2004 and they serve as the implementation arm of the county Welfare Directors Association. This relationship with the county Welfare Directors Association helped to place the child Family Policy Institute of california into a unique role that is not shared by other organizations, and thats necessitated the sole source contract. The child Family Policy Institute of california understand the challenge county social Service Agencies play. They are well positioned to assist counties through the new contract. Just a few highlights of the activities they propose to carry out. One is developing implementing Leadership Coaching Program for Adult Services Deputy Directors. Like myself. They will assess different ways counties are delivering asult services and Adult Protective Services to identify best practices and to develop and deliver strategies for sharing replicateing and scaling these practices. They will collaborate with Adult Service departments across the state as well as cdsf, department of social services and the county Welfare Directors Association to identify implementation strategies to improve county Adult Services. They also will monitor policy and initiatives that develop from the states master plan for aging to support counties they work to implement these initiatives. And also notably will be meeting with funders, including foundations that specialize in Adult Services to seek out new funding opportunities to support county Adult Service programs. Any funds not expended through this contract during the fiscal year leading up to 2526 will revert back to the 59th county fund. It is really a wonderful opportunity for Adult Services departments across the state to receive new focused support, help implementing best practices, and really enhance organizational capacity within Adult Services departments. So, i am happy to answer any questions that you might have, but on behalf of department of social services, i like to request your authorization to enter into this sole source contract. So interesting. It is. I agree. I understand we are stepping up and doing a good thing, but do we also benefit by being this playing this role santa clara used to. Are you at the table a little bit more . Not you in particular, but who ever is involved in this . Broadly do we benefit from this . It is a good question. I think if you ask our fiscal director, joe wong he would say no. It is purely administrative process from his perspective. Like all of you, this 59th county was new to me. I actually learned about this just a couple months ago, and so ithere are funds in the account. There is about 29 29 million that has not been budgeted for the upcoming fiscal year, so the new knowledge i now have around the 59th county will better position me at state meetings to be able to ask questions and potentially for San Francisco in collaboration with our partners to propose new ideas, ways to benefit Adult Service departments across the state. Really, San Francisco aside, when you look across the state, especially the smaller Rural Counties i was referring to before, their Adult Services departments are ity bity. You may have one manager who is carrying cases and maybe over see aps, ihss, Public Authority, veterans, maybe the aaa, and they in smaller counties find the Child Welfare programs are more robust because there are Greater Services earmarked and greater mandates and more attention at the local level as well. Im excited about possible opportunities, in particular to really try to raise the Capacity Building for counties that really need it. We have been talking the regional plan i was just speaking about before, the child Family Policy Institute of california is thinking that they can help countieshelp the bay area to operationalize our plan and they can do a lot of coordination, administration, heavy lifting and they then want to do that across the state as well. Back to your question, i dont knowthere isnt a direct benefit to San Francisco. We have more staffing resources, so easier for us to absorb the responsibilities, but it has me thinking about new ideas. That is what i thought so thank you for validating that. As a san franciscans, im looking at the fact that we are now providing the effort and the manpower to organize and manage this program, which is huge. Should we not be asking the state to fund the positions that is being asked of us to organize this effort . Should wejust want to make sure i am understanding your question. Should we be asking the state to fund through the 59th county for example, one full time equivalent position to manage the contracting process . Im not sure the government code would allow us to do that, but i can certainly explore whether that is even a possibility. Whether we would move to do that i think is a broader question. I think as a fiscal sponsor, coming from the non Profit Sector there is usually some form of compensation for being a fiscal sponsor, even from a administrative perspective. Forget about the invasion that might come from it, but from a administratesive perspective. Merced has been providing access to a safe respite bed, meals and supportive personal care service on 24 hour bases for aps since fiscal year 1718. This contract was initially generated in fiscal year 21 with total of two beds available at all times. During the federal response to covid19 pandemic, relife funds were made for additional beds displaced as a result of covid19 issues such coming out of shelter in place hotel sites. At this time, the covid related funding has been depleted and modification now secures the beds our cleents needed through the end of the current contract by using both local funds and now applying federal funds from the American Rescue plan act or arpa. Adrc administer information, referral assistance and are Translation Service at locations throughout San Francisco providing crucial support for many older adults, adults with disabilities, veterans and caregivers in the community. Services are structured to insure availability and accessibility throughout San Francisco with at least one adrc in each oof the supervisor district, thereby providing suvs in the community where the client lives. Toolworks is one of two city wide adrcs specializing in providing services to adults with disabilities. Is a integral part of the adrc network. The funding will support salary increases and operational expenses in the form of rent. There are enochanges to the Service Deliverables and scope of service. This is three Year Contract and running into the last 9 months and in terms of putting in the request originally for the work, certain amount was requested for, so, why is there now a need to request for additional 40 thousand to cover ongoing expenses . Great question. There are a couple of answers to that. The first is around staffing salaries. As i mentioned in the presentation, toolworks is one of two city wide adrcs and provide service specifically for adults with disabilities. They are vital to that network and they do incredible work, but they had a difficult time keeping staffing, and a lot has to do with salaries, just staffing shortages and things like that and so, they run into it in the last year where they ended up paying outside using other funds to cover salaries while trying to fill positions like a higher paid position was covering and stuff like that. The other part is just around operational expenses. They never had any item in the budget or any request for operational expenses, but they are in a situation where at their facility the majority of services are still not quite hundred percent in person. A lot of them are virtual because of the community they serve and vulnerabilities that exist from covid. The adrc is hundred percent in person 100 percent of the time, and so it is just helping to supplement their rent. It is only 7 of the total toolworks rent but just to assist, so that is the specific timing of it. Great. Thank you. Anymore comments from the commissioners .
