Although i know that were going to see each other, im going to sorely miss him on this commission that he has run so well. Good morning, im wendy im the chair representing district 1 as well and im just here to introduce myself, i was elected earlier this spring. And im whited into fighting for equitable park which i love. Rec and park raised me growing up so marks are near examine dear to my heart. But i want to followup on what weve been doing. We have an Acquisition Sub submit talking about the tenderloin, city planning came to present to them and theyll be coming to prosac next week. We just had a really great training with my new roberts rules and ethics, we have done some great tours of mission bay park, watched our rangers graduation this last month, and really excited to keep leading this group. We are struggling as you know prosac has been cut in half. So its important whether theyre a alternate or Voting Member how important their input is to this department and their Service Matters and we need to keep them coming back to prosac and we need to make sure that were advocating for the different communities in San Francisco. Im not the general manager sitting in for the general manager and heres our september report. Were excited to announce that last waoem the board of a supervisors have plan to bring trikt, as well as three downtown concerts start ining 2024. This plan will generate between 1. 4 and 2. 1 Million Dollars annually for the department as well as provide other benefits to the city like job creation, dollar spent and restaurants and bars and other small businesses. The permit includes free maoun rides for all concert goers to and from the fields. In addition, excuse me, in addition to the revenue for parks and programming, they will help ensure that the downtown remains an important hub for arts and culture and the arts. And as you know, last month, yes it was last month in august, the 15th annual outside lands concerts concluded bringing an estimated 225,000 people to the polo field over three days. During the 15 years, the festival has generated over one billion dollars in economic activitied. As always we are thankful to our part nrz examine looking forward to work withing them on this new concert. Padel, you think i said that right, is coming to the embarcadero plaza. No offense to the pickle ballers in the proud, thanks to an exciting partnership, rock and park will bring up two courts starting next month. Padel is a cross between squash andnot to be confused with pickle which is the Fastest Growing sport in this country. It was created in mexico, boast over 10 million players across the globe. Construction on the temporary courts starts this week and once complete, the courts will be the first to be open to the public in northern california. Bringing these courts is just one example of our public spaces constantly evolving to meet the needs of our residents. Once they are up and running, people can play for free, monday through thursday from 2 to 4, although advanced booking is strong low advised. Other times will be available for a fee. And players will be able to make those reservations at park padel. Com or through the mobile app. Wendy mentioned our park ranger graduation, we just received a new batch of freshly park rangers and a special thanks to the mayor for her support of our Ranger Program through the budget for many years. Earlier this month, 13 train hes completed an 18 week course that helped them hone their leadership skills. The new rangers graduated during a ceremony on september 8th at the randall museum. We thank you commissioner louie, commissionr house and anderson for joining us there. And of course our general man yes, sir and our chief ranger dave murphy as well as supervisor safai and en guardio and scott were in attendance. This brings the total number of park rangers to 41. We thank the park rangers for their commitment and ensuring that they remain safe and welcoming places for everyone. Did anybody happen to watch koko gov. Win the u. S. Open . I sure this. This u. S. Open was special for other reasons in San Francisco. Our general manager, went to new york during this u. S. Open to receive the u. S. Tennis Association Outstanding fas tilt of the year award on behalf of the lis and doug goldman tennis center. Of the 29 centers nationwide, the goldman received the top spot of featured facility. Its an exciting win for rec and park and the Tennis Coalition of San Francisco, our partner in delivering that project and lifetime activities who runs the facilities now. We thank everybody for their hard work to make it an Award Winning attraction. We also had u is s watch party on september 9th where hundreds of people passed the court to watch koko can during that event the Tennis Coalition celebrated our general manager for all of his work on that project. Late last month, we also celebrated the reopening of hers park. Made way for several improvement including two new play areas and filled with educational play opportunities. Also received major landscaping upgrades as well as new paths, walkway, drinking fountains, the hearsay playground with significant for many reasons including that they will compliment the new rec center which currently under construction. The new playground marks the 10th of 13 plow ground through the lets play initiative as you know. That is a Public Private partnership to bring creative play escapes across the city, prioritized by our citizen task force. And one of my favorites, flower piano, held one of their most popular events, flour piano, dozens of artist play on pianos scattered throughout the gardens. And wufnt highlight was latin award winner pablo and im sure not to pronounce his last name, so ill just call him pablo, were good friends now, played at the lounge. The new flour piano lang welcomed over 3000 guests. And enjoying live music is the epitome of summer in San Francisco and this was one for the books. As always we thank our partners, and sunset piano for put on this very very special event. Fall giants a cam maoe is next. This summer the rec and park launched their firstever baseball and softball academy, i feel like we should let Jupiter Jones talk about this one. The free program last 8 weeks and provides Young Players a challenge ra lick lum louing them to play on their games. At cad maoe will continue this fall on saturdays. Did you know that its patronized by people from all over, not just the tenderloin for excellent produce, fresh fish, flowers, fruit and the people of the tenderloin are patronizing that because they dont have a supermarket. This is one of the reasons that the Farmers Market be retoader to its original location at the plaza. I see people, there are no signs directing people to the temporary location. Now another part of the problem is, what are the plans . We heard there is a six ofmonth pilot. Then we were told, well what is the plan . Where is the budget . Where is the money coming from . I do remember that there was a one out reach in the, Farmers Market a couple of years ago and people were asked to write their thoughts on a post it. I think youll agree that has an insufficient way to provide feedback. Sol if you look at the picture, we were promised that if the bricks were removed, they would be removed carefully. As you can see there is a lack of care and removal here in the picture i took yesterday. There are many more questions that we have but the crying need for is for this Farmers Market that has been there for Something Like 42 years to return. Thank you. Thank you. Im here to speak on behalf of my constituent see. For me, ill live, i live near safeway at the pension but im thinking about my constituent see, one day bought market, people have assessment concerns, people, like people who live near wood, the tenderloin have a hard time advocating in the neighborhood. I had a chance to express this concern at my meeting regarding to the union bra sa plan. Another thing i want to say is people who have to catch bart maybe live in different parts of the city. They have to navigate hardly to go to the Farmers Market, that is a concern. And people who are completely blind may be have a different time, navigating to new park, system where they have here. And i also, used to visit tenderloin for 16 years, so i understand where youre coming from. Thank you, hillary. Patsey and then bill and then may. Speaker hi im patsey furgeson and i want to talk about the marina project. I live with my husband in a one bedroom apartment its not issue that matters only to wealthy homeowners. I would like to make two points. First i was at the meeting on august 23 where 130 people showed up to protest. A number of them also complained that the clean up of the pollution and gas house was inadequate. Those are the two issues that people want care about. They want a clean up and they dont want to know a new boat harbor built in front of my marina green that would destroy beloved promenade along the water front. I was upset when i got an email asking me to fill out a survey that didnt mention either of those points. I imagine they will be used to say that they support this project. There is no way to register operation on that survey. I really think that this project should be tabled since there is no real opportunity for public input and what little has been allowed has been negative. Nobody wants this project because its a bad idea. And the second point my settlement was to clean up gas house calls. I dont understand why any money is being used for anything else. Its a misuse of funds. That money is not for rec and park to spend to provide a new revenue source. Its for cleaning up the calls and so i ask you to please clean up the coves as much as you can and put the boats back there. Thats what is best for San Francisco and thats what the public wants. Thank you, bill and then may and then greg. Jierk food morning, im bill clark and im here to speak about the boat harbor. Im a boat owner with a birth in harbor. Im different from a birth holders. Im equally passionate about the whole marina green experience where my boat is part. I spend more time on the park than most park enthusiast, spending nearly everyday and couple of nights each week. I suppose you can call it my office. The place i feel more at home, its difficult to. Among the components, as well as the vibe of what it feels to be within it. There is a balance between the east examine west harbor. The start green simplicity and stage for the nature show unfolding before you. The buzz of urban life that fades against a subliminal blur. The creativity of the past expressed to the architecture as it relates to the golden gate bridge, one of the great manmade structures. Since theyre inception in the early 1800. As the a for mention components continue to a park that is a unique place larger than life and ahhh inspiring place to spend time. This is a roundabout way to express my position in the boat harbor. Im may ing and im a resident of the marina, im here to speak to you about the marina project as well. And most of us are part of the keep the water front open organization. There is a rumor that there is big money behind what were doing. I want to show you this is a grass roots organization, its mostly retired people. Its volunteer base, nobody is being paid, so please stop that rumor. There is no other organizations that we know of that opposing this. There is no big money. The emails that youre receiving are from real people, theyre not robo generated. And i want to submit 150 personal comments that included in those emails in case you think theyre just a template. I also want to talk about surveys. The people who have filled up the survey and invited to the meetings were mostly white. Everyday he takes picture and any given day, it would be 80 of poem of color who use it. And you know this is kind of living room of the city. These people are not being represented. I know that rpd says they have limited funds for out reach. In a few weeks we were able to get over 250 signatures on the petition and these are the names of all the people who have signed the petition. Do you mean, 2050. You said 20. Over 2500. Yes, it looks a lot more than 250. Okay, thank you, i have greg and aaron and hank. Speaker thank you. Thank you, commissioners for your time and effort on this commission. With your improvement project, i have a question, were expanding the west harbor across the last remaining water view on the north side will be considered. As of policy making board, rather than a governing board, will your vote be advisory to rec and park or will it be directive . In other words, unpopular plan, is rec and park required to comply or can it take your vote under advisement and proceed with the plan anyway. Thats my question. Thank you. I have aaron and hank. I want to say thank you for listening to us. I know youre tired of marina residents. In case, we feel passionate about this, the marina green is a park to us, its the attribute of our neighborhood. I walked there several times a day, all of my dog owning friends walk there several times a day. My kids played soccer there when we were growing up and we all spent all of our time and the view is great, but this is not a view facing for me and the rest of the people. There is only 40 house thats it may affect. This is about the magnificence of that piece of land and what we get looking at open nature. When this settlement was made, this is a press release from the City Attorneys Office and it explicitly says the clean up will allow San Francisco rec and park to implement including replacing failing docks in the east harbor. Three months later a a settlement was negotiated that was completely different than that directive and i dont understand why. Nobody wants this and i know, actually you do understand why, its all about the dredging. Its all about the dredging that happens every year. And i imagine thats a big item, that is not what this lawsuit is about and its not serving the rest of the public. So i just want to say as a mother of two 20something, they will never own a home yet alone a boat. So i dont know what this project is serving. Thank you. President anderson, we have one minute. As a partner on this project, they have the privilege of supporting the implementation of the Equitable Development plan which is engaging the community to activate this site. These activations aim to preserve local culture and community coheesing. We support these resolutions as theyre critical towards the realization of the Water Front Park at indian basin. This is a crucial part of the continued push of the access in the bay. We would like to thank our for equitable plan to ensure the success of this park. Thank you. Thank you. She is the sitting Vice President , i have known her for three years. Were not just colleagues were friends and ill also say that that, she puts her heart and soul into everything she does, commission related or otherwise and its my pleasure to second this nomination. In 120year history of this commission, which became combined recreation and park in 1950, this is the first time a woman has provided a majority female commission. And it is, amazing to say that in the city and county of San Francisco, the most progressive city possibly in the world. This is a proud moment for everyone. Thank you women and those who love women. And my stand point the leadership of the department is majority female. Phil is a very smart man. And the women that have chosen to lead him are, thank you phil. I want to thank ashley summers here and her predecessor, who have served this commission with incredible ethics care and love. They make sure that they do what theyre suppose to do. And to make sure that the public is aware that there is transparency and that everyone gets a chance to speak and say their peace and mind. She keeps us on point, thank you, ashley and thank you margaret. We have learned about ourselves on this issue. We learned a lot about communication and im glad to reach out to the community. I know its immaterial perfect but do you know how hard it is to reach out to people when folks dont want to look at things that get hung on their dor knobs. Dont want to read emails, may not have time to see a flying, it just goes on and on and on. Its really really hard to reach out to 900,000 people. Examine our department does a check of a job. Is it perfect, no. Its procedures and we follow them, we listen. And especially at what is happening with the indian basin, we learned to listen in ways that have recently been opened in ways that they should have and thats right and good. The changes have been transformative for the city for that community. And i thank you, my sisters where i had my restaurant, ive been with you guys for a long time. We cannot make everybody happy at once, please know that were balancing everything that we can and all that we hear from all of you and thats very very important to to me and i know its important to everybody in the commission and we have to make a judgment call and its painful when we cant make everybody happy. Know that were doing our best. And just like youre advocating for your position we have to advocate for everybody at once. And do you know how hard that is . At some point, decisions must be made. And i trust the judgment of my colleagues. This has been an amazing experience in my personal life since saturday, i have dealt with nervous break down of a dear friend had to go down to l. A. And finding out that my friend has cancer and also celebrated the marriage of people in their 60s just to proof that love conquers all. This is an amazing time in my life and i want to express gratitude for everything that life brings. I want to welcome kerry here, who founded a nonprofit about girls runing, is that right . And i want to welcome brianna here, i took some notes, hold on here. And busy person who is also been president of the commission on a status of women. So you must be really celebrating this moment with me. Tell us what is your favorite park or space in our system. Larry will you please start . He didnt know i was going to do this. Tell us a secret, we know about the union stuff. Larry mazzola, i have many favorite parks many in the sunset district where i grew up. Over on slope boulevard. The park i played in the most is ralph nickel park on eucalyptus. Thank you, and some people also call him tiger. All right. Annie. Im annie, proud to be born and raised in San Francisco where i still live in my home Mission District i have three daughters that i have raised. My day job im a Community Arts administrator and im a girls baseball advocate, which youll hear a lot about. My favorite park or the park we spent the most time is pucker amazon and mostly because its home to the girls baseball program. Thank you, annie. Bonita. Bonit louie here, its my unmute. This is not a day that i dont go to Golden Gate Park, i spent time, you can find me on the grounds of the valley of the conservatory of flowers since the closure of jfk promenade. Its been a gem that everybody is enjoying when youve had a really crappy day or youve had a good day, thatses a sacred spot to be. One of my other favorite parks is San Francisco park. The residents really wanted that reservoir to be rebuilt when philanthropy money of 27 Million Dollars that says resounding voice that they really want a beautiful park there. And they raise thed the money for dogs and people and want to congratulate you and i want to welcome our new sisters here kerry and brianna and thats it for now. Im also a San Francisco native im active polls and playgrounds of San Francisco. Ill mention two parks in particular, i grew up in the engel side ocean view neighborhood. And most of my time as a kid was at mini lovie park. And now im two blocks from Golden Gate Park. I love to run, run there two or three or four times a week. And all of us will say we love all the parks. But those are just two of my favorites. Would you like to introduce yourself. Sure. Im honored to be here and it will be great to serve under you. I grew up in the mountain and up state new york. When i chose to move here 25 years ago, i immediately found the parks. Im a lifelong runner, i start today run through Golden Gate Park and any trails and paths in between. And i raised my three daughters here and between all of us, and we have a dog names crissy field. We are constantly in the park. Its like limitless. Im now cheering for my daughter, who is Cross Country there. Im a horrible tennis player. And ive always loved the park. So thank you. Thanks kerry. Would you like to go brianna . As you heard, my name is brianna, i grew up on a little town right on the border called el centro california. Im not a native but im raising a san franciscan for sure. And i absolutely believe that the space and access to it is essential for all of us. I was very sick for much of my pregnancy and the balboa pool saved me. Happy to play tennis with you anytime kerry, its a lot of fun. And a shout out to one of my neighbors, who created the San Francisco passport. My son and i really enjoy going through that and visiting all the parks and playing to see what is new, what dirt and fun things we can get into and play with. My husband is avid biker and has taken up fly fishing because there is angler club and casting pond. What i love about the city is you never know what you can get into or where it can go. But there is treasures around every corner and im committed to making sure that those treasures are accessible and for all. Hi, im cat stewart anderson, i want to mention my proud scottish heritage. Im a native californian 5th generation on my mother side and a southerner on my dads side. My dads side helped settle this country. Im very proud of being a native daughter of california. Born in the San Fernando Valley and i grew up in little rock arkansas examine returned to california two weeks from graduating from arkansas examine i went to uc irvine and uc law San Francisco. I have been in San Francisco for over 35 years it is mia dopted home. I would like to say im a native San Francisco but i can say that i gave birth to two native san franciscans. I really love the out doors, i would prefer to be out doors than anywhere else. I walk everywhere. My favorite park is the marina harbor, i walk it almost every single day. Part of that, areas is owned by the golden gate Recreation Area. But then i take a left turn and my mex is fine arts. And i also love mossconi rec because thats where i spent most of my time with my children. And we do have an amazing park system and whenever i go out of town, i try to visit other park systems. And like said before my experience on the commission, im proud that every time, im driving around, im like yeah, i live within a tenminute walk from a park and i drive about a zillion before i get to city hall and im so proud of the work that were doing. So thank you all, i accept this position and im honored. So lets see now, what next . Well because the election resulted in the vacant Vice President seat, we can open nominations for Vice President. Because he was a fireman and a pe teach and her a youth baseball coach and a labor guy like larry, being a native he spoke about how he understand and loves all the pools and parks. So he would be real asset. He has a legendary broadcasting voice. So he sounds really good when he talks into these microphones. But not just basketball, eyes basketball and volleyball. Were in really good shape. And for that, i would like to nominate commissioner joe hallisy as vice commissioner. Thank you. Annie. I would like to second that nomination. My buddy hallisy and i were a pointed at the same time and the unique experience of being appointed in the middle of the pandemic. So spent a lot of time, a lot of our on boarding virtually and im just really grateful to have done this with you. We learned together, a lot has been said, but commissioner hallisy loves the city and he shows up always and shows up authentically to all events spending all the different, buckets of work that the department does. And because of that, every time he makes a decision, whether it be his decisions are always extremely shoutful and fair and very authentic. You always speak from the heart and i have utmost trust in your leadership and im excited to second the nomination for Vice President. Thank you an owe. My name is kneel im relatively new to the department i started in february in the Property Management team. Property management, we manage establish our long term lease wz a variety of vendors to operate things such as our golf course sxz Japanese Tea Garden and other things that we dont do inhouse. I had a pleasure to of serving permits, reservation and property. She is not able to be here today. Her daughter is getting married this weekend so she is a busy mother right now. Im pleased to bring to you our Lease Agreement for our union square cafes. The agenda item today is to discuss and take possible action to authorize the department to enter agreement with Tyler Florence also known as the dpraiter organization for the purpose of operating two kiosk concessions on union square plaza. You have in your sheet, your action would allow us to develop a lease for period up to 3 years with two potential threeyear extension based on the term established on the term sheet. The conclusion of rfp process. And ill go into the history there. It would activate two current vacant spaces and if we approve operations in the cafe spaces would begin between 30 days of execution. We have a long history of cafe operators here. We may remember rulies operating in the space and buck orelas and we brought in mccalls who is a Catering Company to kind of operate and help us keep the activity there and the lights on on a month to month basis. So we wanted bring a long term tenant now that some of the uncertainlies are over and bring some new life back into this space. Half a spaces on the east and west ends. The dewey monument rises in the middle and there is a stage that is tucked in there. Ill talk about these premise in the greater detail but there are several buildings here that were discussing and that we would like to activate. The property has two different, organize into the east and west complex. You can see a patio area there is a limited seating perhaps 8 to 10 tables but more seating outside. Its a very open concept. This served as a great cafe for many years. This is also adjacent on that open space on powell street. This used to be a ticket booth, i think when a lot of activity went online many years ago, this is now boarded up more or less. But its a opportunity for a little more connection on what is going on in the cafe and in the plaza. So as i mentioned with we really wanted to embark on the process to find an operator to lease these spaces. Our goal is to find somebody that really represents the best of San Francisco and draws somebody in, whether they visit once or live here. And we wanted to find something, find an operator that really, maintains and operates this place, the caliber that we expect. There is only one union square in San Francisco. I think one person thing to know is there is no kitchen on either of these spaces. So we were clear on all of our bidders that they would need a kitchen elsewhere and be able to have a system of bringing materials back and forth as needed. We want to be clear with people that that was the case. We released the rfp in april and organized the meeting bidders as well as five site visits. A lot were by request. There was an increasing interest as we moved along. We shared this rfp with a organization including la cucina africanamerican chamber of commerce, his pan take chamber of commerce and sf travel to invite a variety of people in the cafe, restaurant industry. And over 12 businesses participated in one event or more. They walked with us on the plaza, they got to look at all the nooks and crannies in the spaces can we received over 51 questions over the process that we responded to. We have to have the process very fair and was reported and all of that information was put on the website. In the end, we received six proposals and we, organized a Selection Panel of people from sf travel people that can help us and find the best proposal. You know, we wish that we had more spaces because we received more interest and a lot of creative ideas. I think this stated back to our goals. We wanted to find somebody who had done this before. And we wanted to make sure that their Financial Plan was detailed and sound. We wanted to be somebody to be successful because thats important to our department sd our park system. Tyler florence you may recognize him hes an American Chef over 20 years of shows on the food network. His local restaurants you may have been to weyburn tavern as well as couple of concession in sfo. Individual formed the Greater Organization so youll see that term in our leased documents there. Our proposed lease that were proposing to you today, threeyear term with two additional fouryear terms. The rent that we are proposing is 10 of grocery receipts over 100,000 every month. The hours of operation that are proposed here, will be dealing from 10 to 7 and day low 7 to 7. And operations would commence within 30 days of lease execution. And i want to talk about the offering. So the east is going to be a little bit more of a savory side and beer and wine and cocktails as well. The west complex which is that side along powell street, will be the sweet is breakfast oriented. This is an imagine of the executive pastry chef who the pleasure of meeting. She has a great instagram account. Im excite today showcase her pastries. When you look at the east and west complexes, i think we were really excited by this proposal of something that could serve for a long period of time and serve people who are looking for something whether it be a full meal or Something Sweet to nibble on. Team is very interested in helping to activate the space. To bring more people downtown and finish a lot of enthusiasm partnering with local organizations. And so again, the commission, what were asking for today, you have seen the term sheet attached, wore asking for a recommendation to approve the term sheet. Im going to ask to enter into a term lease. And ill ask him to speak. I spent many hours with him on the square looking at all the spaces hearing about his ideas with many of his executive chef and his team. There is no one else. There is a lot of enthusiasm that i heard for this space and project and city. And im pleased for to you meet him. Thank you. Chef tyler, please. Speaker i cochair of congress, union square is my Recreation Area and im greatly concerned about this deal that youre striking, its a sweetheart deal. When i look at the past work that is happened with like, you know, rec and park leasing, the ferris wheel for example, which the city got screwed on, out of that ferris wheel you have to check yourselves and look carefully. Is this best in the interest to allow no rent to be paid for revenue up to 99 or 100,000 per month, also im also concerned about what is a called a taking of the common sense. This union area, this is the peoples common sense. Commons. And if youre leasing it with high prized food items that only affluent customers can afford, this is not always in everyones best interest especially our lower income Tenderloin Community which abuts union square. Im really concerned about what is happening with union plaza and the pay to play scheme. Look at your lease terms. Im not saying you should approve this lease but get rid of this 100 cut off. If theyre making money, they should pay rent. How does that serve San Francisco . So look over the contract, i caution you to look over the contract and really serve our citizens. Which the caters when we were asked, it sounds like a great idea, none of them knew they had to pay. Examine once they learned they had to pay, they are against it. The actual, there is still uncertainly and ten tiffs and concerns around, not bringing in a ton of revenue and having to pay on them. And then were charging a higher percentage rent in order to recupe money if theyre successful. Other businesses at least in San Francisco have similar terms to their lease . Its above, they pay rent once its above a certain profit level . As for example the union square, the previous tenants, rulys was paying 2 percent under 200,000 month. So they were still paying if it was less but, its a variety of, we dont have a template, we work it out with each tenant based on the situation. No rush but something id be interested in. Yeah, just wanted chime in on that question. Like kneel said all of leases our structured differently. We tried to structure them such that theyre appropriate for the location. The investment as well as the economics of the time, as we know, commercial leases are way down in San Francisco right now. The question before you today is this, inappropriate economic deal for the department. Okay. I would just ask the business, to really consider the commercial center in the shopping but its true. What we heard about the tenderloin and other areas and populations with other needs and really just hear that, thats been said today is considering those needs and those communities as well in the plans. Anyway, good morning, president anderson, feels good to say that, commissioners and sarah. Im lisa bran nrnd ston im the director of partnerships at the San Francisco recreation and park department. And im here for discussion and action to recommend that the board of supervisors authorize the recreation to accept an expand grants totaling 55 Million Dollars. And to approve a Fund Establishment agreement with the San Francisco foundation and related agreement wtz other parties all to support the initiative. All the previous commissioners know about this. Its lovely to talk about these are so attorney. The trust Republic Land. National city wide and a Community Base nonprofit. Were all working together to bring a transformation new park to Hunters Point, guided by an Equitable Development plan to ensure that the benefits of this parka crew to the neighborhood. That will also close an important gap in the bay trail. The new park is being developed in three phase to see ensure Community Access to green space. Phase one was remediation and that was completed last summer. Phase 2 is the construction of the southern half of the new park and thats well under way can will be completed next year. And then phase 3 will be the transformation of beloved but under performing existing park that will happen as soon as the southern part of the park is open to the public. And just a little bit of a update, its amazing to see what is happening there so heres a few photos. So on the top is the framing of the building. We believe will hold also to programming but probably primary educational programming. And before that, the proper color for the building which has to be actually lifted to build the Community Room that will be below and there is material samples for the bureau that is going on the ground of the primary pier on the southern part of the park. And as i mentioned, the development is being guided by an Equitable Development plan. And as the next step once the design was complete, we worked with the community to to find out their priorities. And we published the Equitable Development plan. Those were arts culture and identity and worked for Business Development and transportation and connectivity, Healthy Communities and ecology, Youth Opportunities and security. And just to note that even as were building the park, were working on these areas of focus that the Community Asked us to work on. In the renders as called the Innovation Lab which is going to be placed on the northern part of the park that is open. A place to have some park programming. Below that are banners that are going up to provide more information to the community about what is happening at the park. Then there is picture existing park. And then i just wanted to highlight that in may the partners lead by our community, celebrated the completion of construction training by 16 Community Members who are now in union jobs around the city including the 900 site. So now for the numbers, park design for remediation and construction. And importantly 15 million of that 15 million is set aside for Equitable Development project and programs. Sorry too fast. And a grant of 15 Million Dollars made to the project in 2019 by the john family fund. Public funding has been approved by this commission and the board. And in may of 2019 they authorized rec and park to accept the first 25 million and enter into a Grant Agreement and Initiative Partners and authorize the general manager to execute new Partnership Agreements related to india basin. So what were doing today is the next step of public funding. So the total private fundraising goal of this initiative is around 75 Million Dollars. Some of which has been pledged. Right now we have pledges and payment of about 23 Million Dollars. And again what were seeking is the authority for the city to start accepting that new funding. So this new set of agreements recognizing the partners goal of raising additional goal of private funding and creates a fiscal relationship with the San Francisco foundation. And all of the partners. This made the most sense and it has a mission aligned with the goals of the project. Which is to mobilize resources examine act as a catalyst for change to build Strong Communities and promote philanthropy in the San Francisco bay area. I want to focus on exhibit a. Exhibit a, just memorialized the existing partnership structure. The structure consist of an executive team tin member and initiative Decision Making body. The executive team makes decisions on recommendations from underlying subject matters each of which is lead by the appropriate agency. So rec and park which is managing the site design. A pri responsible for overseeing edp projects. Leads onsite events and rec and park is sort of air Traffic Control on coordinating budget tracking and reporting on the initiative. These roles and responsibles with normally be on each of the agreements between the department and each partner. But because this is a Multi Partner initiative and one of the view that weve done in the particular way, we wanted all of those roles and responsibilities together in all documents that all the partners would sign off on. A tem mret of that agreement is included dmt packet. And then the first india basin agreement with the john foundation. This agreement will establish two funds, a project fund that will support project construction and then an edp fund that will support projects and programs run by Initiative Partners or by Community Serving nonprofits. Donor advance funds attached as exhibit be d. Funds will be disbursed by rpd at the direction of the executive team to a tax exempt nonprofit or government agency. This is a very preliminary budget that underlines threes agreements. I know its hard and small to read. But this has the new rounds of funding. Each budget in writing between the partners. And then very importantly exhibit e approves by disclosure auditing requirements put in place by the controller. This includes consolidating information with each partner providing rec and park with its audited financial maintaining financial records and allowing the controller to audit its records related to this agreement. And all of this will be done in compliance with the city sunshine ordinance which requires, we dont take anonymous donations, we list all of our donors examine we know whether a donor has a relationship with the city. So that brings me to the last item is that is the department is plan to go ask the board of supervisors for a waiver of the payment provision. Were working on this dpraoement. And its important, because because we have about 17funds for a community that sorely needs them and theyll be transparent. As i noted the Record Keeping will be very transparent, donors to the initiative. Either to the San Francisco foundation and all the nonprofits will be posted on this departments website and well note any financial relation with the city. We believe that there are some potential funders where there is a gray area about whether or not we can ask for funding and rather than go through a lot of gymnastics to talk to those potential funders, we thought the most transparent approach would be to request the sixmonth waiver from the board. And i believe the regulations have the sixmonth waiver for this purpose to allow funds to come into the city for important purposes. Im going to conclude my presentation and i thank you for bearing with me with some contract terms. Talking is an important part of my job but were with these partners all the time. And i feel very hon todayer to be work withing three nonprofits. So thank you very much, and im happy to take any questions. This is a huge opportunity for everybody who is young to not only contribute to the vision of the park but to actively program the space. Its just a huge opportunity to again, reinvest in the neighborhood that has been left behind. So of course were here to support the accept and extend and ill say that this is the first time that ive seen a nonprofit be elevated to make decisions on a 2 Million Dollars investment that is coming into the neighborhood and im very proud of that. And i want to start by saying that everybody in the u. S. Has the right to have a high quality park within ten minutes of where they live. Water front park is one of the examples where the community did not have access to the park for a really long time. And did not have access to the one water front. The park design and ideas are coming and were honored to proud to be supporting this effort. This iconic park is connecting the water front and will make all san franciscans proud. And as lisa mentioned, its a complicated partnership and we are, figuring out the final details of this agreement with rec and park and with the San Francisco foundation. The item before you is a presentation and discussion only regarding a status update on the mall memory walk which includes decorative paving. So you all approved renovation back in april 2020. A lot has happened in the last three and a half years and the project achieved a brief mild stone with the commission approving Civic Design Committee approving the concept for the memory walk. So staffs office was a good time to update you you all. Apologies, hold on. So quickly the project Team Provided in kind support and project management since the project inception and who has received a park grant to fund a Memory Program as well as several community organization. In the western edition diverse neighborhood and district 5. The parks situated in the filmore district formerly as the harlem of the west which was massively shaped in the 1970s and 60 examine suffered tremendously on the war of drugs. And primarily boarded by cooperating Housing Development and anchored on the central blocks where the park center and Community Center and africanamerican parts and culture complex. The history of the project is parked by several out reach innovations providing opportunities for Community Members to ask one another how they want to experience their neighborhood park. Sd improve wealth and we willness. Ill highlight three Public Events and survey really focused on this memory walk idea. So in the conceptual design and emphasize the importance across all five blocks of the park. So recreation and our partners have used this plan, and these ambitious projects goals to seek additional funding for the project with the same of realizing the communitys full vision. You can see how the palate provide a design language and such a quick update that this project started with less than 3 Million Dollars for renovating one of the playgrounds and now thanks to being awarded multiple grants. And securing Partnership Funding from the Utilities Commission our project sees 27 million examine were able to renovate all areas across five blocks. While two other conduct a Community Visioning for the memory walk under contract for trust for public land. So in 2020, the offices of sharyl had lead initial vision anding planning that lead to this exploration of west african including tenkente with meanings rooted in strength and celebration. And studio mla continued the process and really explored a concept of home which is symbolized and in the found in the architecture lost to redevelopment as well as this Cultural Diversity of the neighborhood. To establish a language across the full five blocks. And in the last couple of years, built upon it to identify scenes for each block healing and remembrance and afrnging the north and sound of the block. Family Community Togetherness and local artist and performers. And other programming. So were here highlighting the memory walk approved bit Arts Commission on monday and noting the potential for lead opportunities. Im going to get into these in more detail. I want to go back to the marina and talk about that for my two minutes. One thing im concerned about is the lack of agreement. The staff wrote into the agreement that there would be a new north harbor at the north end of the marina green as part of the settlement. There was no Public Engagement at all and it was not announced. And nothing came of it for two years. The survey did not ask anything. So finally in march of this year, they did discuss a new agreement and a lot of Public People were upset about it. In may we had a meeting at fort mason for a vas number of people expressed dissatisfaction with this. And then the staff said, were going to take Public Engagement. There was opposition and in august, we had meetings in missconi center and again, there was a lot of people who opposed to this. One of the senior staffers said i dont know what the position, the new harbor is going in. So a number of us are very disappointed if there has been limited Public Engagement about this. Speaker good afternoon, im also talking about the marina harbor plan. Im celine wong, i live in marina for over 40 years. And for my regular exercise i walk along the marina green and then i bring my grandkids, my friends who come from other parts parts of the city and they enjoy the view that we have. Also i wanted to add that last saturday, i spoke to many parents who were not aware of this plan at all. And they expressed the opposition to the plan. They were shocked to hear that it was going to have the heart in front of the marina. So please keep the water open and thank you for listening to me. Thank you. Im trying to understand why there was a corporation that was handed a permit starting in 2019 to operate trail rides. This pilot permit has continued to be reawarded every six months despite San Francisco park promising to issue an rfp in 2020 and appears to violate the codes in the administrative code which prohibits projects for longer than two years and being used to Competitive Bidding requirement. In addition, this corporation has been sued by its own employees of a wage theft and other labor Law Violation sxz recently settled the lawsuit for 147,500. There are other young women coming forward that were not part of the lawsuit but to also claim they were overworked. Denied their and lots of warning about the conversations there. A mother recently emailed to let them know about two separate incidents involving children being thrown by forces uncontrolled workrs and warn that they were allowed to continue operating that the child could get killed. Yet this pilot permit was renewed again shortly after this warning and through the end of this year. Im here to ask the commission how a corporation with agrecious Business Practices that appear to violate multiple laws has been allowed to operate on city lands for so long and without public input. I can find no evidence that this op raying was ever put in in front of your commission or the board of supervisor sxz required by law. Thank you, next speaker. Were deeply concerned about the relocation of the heart of Farmers Market from union plaza to fulton plaza especially the lack of Community Involvement in the process. Healthy and affordable food to be able to all san franciscans. Part period of time city is a source of nutrition. The tenderloin lacks any full Service Grocery store and many residents dmend on the market. Despite the Critical Role of the Farmers Marketplace this could not have happened without Community Involvement which is left farmer and Community Concerns unaddressed. Furthermore the risk to the market comes from san franciscans are rising food insecurity. Provided additional Food Assistance to the first three years of the covid19 pandemic. This relocation comes from the pardon meers who are still recovering. At the core of glide commission and we stand with the farmers and Community Members asking for the support that they need to continue to provide healthy fresh and affordable food. Thank you. The farmers used to take place in the union plaza for recreational uses for quite a while. As part of that was daily activation, the first stop was to ask the market if they can operate everyday which they were unable to do. So as we have looked to positive way, and to have skateboarding elements, pingpong tables, tech ball table the market was asked to move across the street. Its a couple hundred people that we have worked with them to address including the folks that come to the Farmers Market. We have now offered validated parking. Its an interim process. Nobody was kicked out, we had a successful transition, its status quo and probably on the great to great improvement so i would ask people to have patience, its a very special space to all of us so that we can feel safe and have fun. Are any activations going to be there im clear about what that was about, there is no fee to use any of those facilities. So last night i went to the conservatory of flowers i saw something that it was the 20th anniversary of putting bakt dome on top of the conservatory of flowers. And since i mentioned i go there everyday, i didnt know that a lot of history of San Francisco about the conservatory. So it was a wonderful building, they held it in the orchid pavilion about 100 people came to learn about the conservatory of a flowers. It was burned down because of a flower not because the earthquake. It showed all of this footage and christopher is our historian for our department. Just to hear him with no notes is amazing. And then in 1993, i guess, there was like in the early 90 there is there was a San Francisco experienced 110 mile winds which blew it dome off. So the architect was there last night and talked about how she wanted to restore it. They built it with steel and wood. You wonder what is this going to the house . I want to say happy anniversary, it happened in september 20 in 2003. They replaced the dome so last night was september 20, 2023 and we want to say happy anniversary to the conservatory of flowers.
