And always i will ask to limit comments to 2 minutes and available for q. Mr. Baldauf, welcome to rules. Floor is yours. Thank you very much. Are you able to hear me . We can hear you perfect. Thank you for accommodating me im coming in to you from naples, italy. I am here on a 21 2 month sebat cal study at the American Academy in rome. That is exploring the food culture of compannia and its rep to architecture of 2 things that are near and dear to me. But and the ties to why im excited by mayor broeds nomination of people i grew up in San Francisco. I returned after college and graduate school to work in San Francisco. And have worked here since the 9 early 90s. And it is my home. I raised our 2 children here. And the opportunity to give become to the city is one that im very excited about and in the capacity being on the Historic Preservation commission. Im excited about that because all of my work has been involved in i way with Historic Building in one respect or another. We were fortunate to work on the transformation of the Ferry Building in the Ferry Building market place. Our firm did the ground floor food hall. We then worked on the transformation of the old western Furniture Mart what was the twitter building. And locked at the ground floor of that building and as chairman of the board of the foundation, i was very involved with the restoration of the palace of fine arts 10 years ago. And that place is very important to me. So i have been involved with icons of San Francisco for a long time but i think that the thing that i am most excite body is the legacy business project of the Historic Preservation commission. I think it is in the just architecture this makes a city it is how we live in it and use it. And the legacy businesses are a living expression of this. And so i think that you know it is interesting because when i first learned about the commission i thought more architectural terms when i dug in and did go to a couple of the meetings and i found myself increditedabley excite today is how architecture is the stage for our lives that is interesting to me. The whole set of cultural connections. And in fact thats what im exploring here in southern italy now. Im happy to answer questions but im honored to be before you and thank you for giving me your time. Thank you mr. Baldauf. I dont have questions for you i will say i share your perspective tht importance of our historic legacy cultural and more than just the buildings. I think this is true in the city this has the cultural districts my district has 3 of them in the lbgtq which has historic asset list and the transgender cultural district. Supervisor safai . Thank you, chair. Thank you, hans for putting your name forward. Just a couple questions. One the same i ask almost everyone this come forward. Have you attended the Historic Preservation commission and what are your thoughts about the more rent work they have done . Why well i attended the one i believe the first week in august. And this was a relatively nun ton contentious meeting. I know that over the past several months just because i read about it in the newspaper but not follows exhaustive low a lot of controversy regarding one project. I it is heard for mow to comment because i dont did not know the ins and outs of this project. When i would say about Historic Preservation is that you know i am very aware of the secretary of interior standards but im also aware they are subject to interpretation. And i think that i would say i try to be approach projects with a thoughtful pragmatism. We didnt get a approval of the Ferry Building project through the state Historic Preservation office for tax credits because they were unhappy with the fact this we were opening up the floor from the grounds floor up to the roof of the sky light. And responsiblesing the great space that is the defining element of the Ferry Building. And we had to go to washington, d. C. And have the higher authorities bless that part of the project. It was controversial for people who wanted nothing to change. But i would argue and i feel that time has in my mind validated our assertion this being able to experience the grand space from the ground floor how most people experience the building is important. But at the same time, i think this we came up with the scenario using the grass hand everhand rail when is you stand on the stair case after gone up to this second floor; you have very much can feel what the building was originally designed like if you compare photographs. When i look for in those situations the win win. And so i was not involved or hear the nuance on the castro theatre project. But i would say that when i always look for in projects how do you really satisfy the spirit of the preservation in the importance of that while the same time recognizing that the life of Building System irrelevant important and than i need to live. I dont know photocopy this answers your question. That was good. That was good i know you bring qualifications i wanted know if you had interaction or personal experience with attending the Commission Meetings and sounds like you have and put thought into this. I think one of the other thing its is in the necessarily the purview of your commission it is more the planning department. The discussion of the departments the commission and the Department Working to have i better map and understanding of the historic label of men of the buildings in the city. Ooh lot of times than i are in a nonclassification until it is determined the historic niche of i belling. I think it will be helpful if the commission worked with planning to understand the map of San Francisco and the current status of each belling would help facilitate the development in the city. And speedup the process. Something for you to think about. On your work on this commission and work with the Planning Commission in general. Otherwise, i have no comments, appreciate it. Thank you. Thank you thank you, supervisor safai and mr. Baldauf dont see other comments but we will open this up. Open up to Public Comment. Supervisor chan, welcome to rowels the floor is yours. Thank you chair dorsey for schedule third degree item and thank you voice chair walted wolton and safai for being on the committee and hear us. I am a first generationim grant. Came to San Francisco chien town when i was then. My family, my nom mom a single mom with 2 teen kids were grateful to find rent control apartment, bordering north beach and china town we were able tom stay in San Francisco and thrive. But, through a journey from then that was 1990 to today of 2023, i have seen a journey of tenants trying to survive in San Francisco especially today in the very high rent circumstance. And volatile circumstance. And so for when original low the union at home first introduced by supervisor supervisor peskin in 22 im grateful to see how it was approved by this board. Of supervisors. The idea was this tenants live nothing buildings 5 units and more can form a youn and form Tenant Association. And be able to collective low bargaining their right as tenants with corporate land lords and this we saw this with that, am many tenabilities form associations throughout the city. And that really impact on their lives. In terms of stability and being able to still in their homes. Especially during the pandemic when things have been quite difficult, and so with this said we have Lessons Learned and we understand this we could do better as tenants associations. Can have long with lands lords have an opportunity that is more fair. And equal in their conversations. Therefore we now have the Union Legislation before you today. Specific low,um see in this legislation, is this we are really try to artic lit when good faith means. That is hoping this you know to help corporate land lords understand this than i need to in to the table and have good faith conversation with tenants and move some of the conditions and conversations forward in a productive manner. So thats one and this is when you will see today. And additional low clothes, we are hope that you will be in supportive of amendment this is we propose today. Line 3, page 3, line 12 this is adding adequate time for Translation Services. This again is a lessons we learned for monolingual tenants the difficulties than i face. And through Tenant Association and during the meetings. Hay need additional time to understand the notices through Translation Services provided by our tenants advocates. Even though they are there to prosecute void support it is in the easy to have real time understanding of the notices they receive. So than i need in more time to have these notices to trans lit to be appropriated for these meetings. So those are things we learned the left couple years. Here we are hoping we can make better improvements on thiso it is equal and productive. When the Tenant Associations mote with the corporate land lords. I want to remind us that begin the task the learningest corporate land lord in San Francisco. Just sold 75 buildings to balast investments. An example of the scale of impact that these types of corporate land lords have on our residents and 75 building this is is equal to about more then and there 2,000 unit in San Francisco and thats 2,000 households could be impacted. With this union and legislation improvement, hopeful low this could also bring confidence and stabilities and opportunity for the tenants to talk with their corporate land lords during the transition. So with that, thank you, clothes and hope to have your support. Thank you. Supervisor chan. I will express my grad gratitude for your work on this itemism spent most of my career working in the stele attorneys office. Where landlord tenant, played out in affirmative litigation. You mentioned there was a case that when i was the the city attorneyy office, city departments and sky line realty and he this many of those properties ended up become properties. I do see the value of this legislation. Even in my time as a supervisor, i have dealt with the situation where there was an in regard where i could have seen for perhaps unintended reasons would have been helpful to as well ansorption to reach out to. When we had a flood in a build nothing my district we wanted to make sure especially below market rate residents placed in house andmented make sure all residents were and i was in i situation i needed to rely on the land lord. It would have been nice to have i separate contact often it was like herding cats. I know the legislation state this is the rent board has authority to issue rowels and regulations inform some of the feedback we had different stake holders in this, i know there is a lot of wishes for the thing to bes clarified. Im hopeful the rent board will do this. I think this is important and Ground Breaking legislation. And appreciate your work and im in support. Vice chair walton thank you, chair dorse and thank supervisor chan for introducing this change in code. And wants to move to sept proposed amendment firefighter item 2. Supervisor safai. Thank you, chair. And supervisor chan. One thing i think is super important this may be im not a lot of people experience is and a lot of folks i think need the service and representation are seniors. A lot of time it is later in life than i are in the surrounded by family. But yet they are age nothing place in the situations and without the right guidance and the right individuals to talk to they can get confused not know everything this is going on. I think this is know important aspect and you e louded it as an immigrant myself when people are dealing with language barriers is be intimidates. To have rep centation. I understand some of the thing this is might seem repetitive to some of the representatives from the industry but i know this it seems as though this is i modest request for the ability to have conversations and conifer about changes in the over all environment where people are living and i know this can be disruptive to anybody regardless of whether than i are a tenant or not. I think that this strikes a balance and appreciate you moving this forward. Thank you can we open up to public ment . Thank you, mr. Chair are there members here in the chamber this would like to ment to item 2 . Lineup on the wall to the right. Remote call in members dial star 3. For those on hold wait until the system indicates you have been unmuted. Welcome, caller you may proceed. Good morning supervisors im brad ahern i work at housing rights committee. Mr. Ginsberg, welcome. Thank you a pleasure to be here nice to see you again. Last time was during the pandemic and virtual. So it is good to be back here. Indeed. Before we get in specifics, lets start with a broad question, how can will parks system play a part in the economic recovery . Well, our parks system playing an Important Role throughout the pandemic. Parks were here when people in San Francisco needed them the most. A place where people could gather and could care for Mentality Health and fizz cat health and have a sense of community and a sense of place during a really weird time. And now that things are reopening and figure out how to recover, parks are going to continue to play a significant role people are out and having a good time. There are special events happening in parks. Concerts and the weather is good. The best way parks play a role in our economic recovery is to motivate people to come to our city from other places and to motivate our residents to get out and enjoy themselves exciting to her we opened a new park and there is another. What is special about the 2 new projects . Sure. San francisco is going through, i think, a park renaissance. We opened the francisco park, which is just magnificent property that sits on top of an Old Reservoir dating back to the gold rush and has tremendous views of the Golden Gate Bridge and bay and a place where you can bring kids. A cool play ground to bring dogs an amazing dog park. A meadow to watch the fireworks. Fog willing. Fleet week, community gardens, it is just such an incredible unique space. We are proud of it. And then right down the road in a few years, we will be pleased to welcome everybody to india basin in the bay view in the southeast part along the southern water front. 1. 7 miles of waterfront that until recently has been under utilized and under fulfill in the a community this needs it the most. India basin is really a feel moment for the bay view and southeastern part of San Francisco. It is going to be San Franciscos next great and one of the most important parks thats fantastic. Now, we have a great history of having conference in parks. Can you touch on the years highlights . Upcoming and on going. This is something im particularly excited about. I dont think there is ever have been more music in San Francisco parks than there is right now so, lets go around the city and talk about music. Stern grove, is in the 85th concert season. Back after the pandemic. In this just fabulously treasured meadow. Free concerts all summer long. In Golden Gate Park, at the man shell not guilty music concourse free concerts 4 days a week. Wednesday, friday, saturday and sundays. We have sing are song writer wednesday. Jazz and seoul on friday. Communities performances on saturdays of different kindses and sundays reggae it is extraordinary. As we go across the city, we got wonderful performances in the jerry theatre in mc clarnin park a special jerry day coming back to the theatre. On june 21st we had make music day appearing all over the city in park in civic center. On the marina green. Again in Golden Gate Park. It has been a great time for music and ties into the recovery and the Tremendous Energy where we are feeling and you know anybody who says San Francisco is struggling needs to hang out in the park system. Where well is joy and beaut and he inspiration every day. So, the San Francisco board of supervisors passed legislation to make jfk drive in will Golden Gate Park car free. How have residents responds. The San Francisco residents responds positive. Families. Bicyclists, joggers, people with dogs and people from every corner of San Francisco have discovered that jfk promenade is a treasure. It enhances the parks so much. Imagine a Beautiful Day in the park and weather on foot or on bike you are strolling down jfk, you pass sixth avenue and head to the music concourse for a concert or the museum; it is joyous and made Golden Gate Park sproord. I have been hering about disk golf and pickle ball. Can you tell us about and where people can practice and play. I knew you were going. Pickle ball the Fastest Growing sports. You know across between 10 and is ping pong and may be with a whiffle ball. Ping pong on a life sized course it is easy to learn about skill based people who are good are irrelevant good and it is easy to play. It is fun and accessible. We are trying to accommodate sport. We have over 55 courts around San Francisco. 11 dedicated just for pickle balt others per pickle ball and tennis. We have 5 or 10 space you can play pickle ball indoors and keeping up with the tremendous popularity of the sport. To learn more about the Program Visit [music] San Francisco is known as yerba buena, good herb after a mint that used to grow here. At this time there were 3 settlements one was mission delores. One the presidio and one was yerba buena which was urban center. There were 800 people in 1848 it was small. A lot of Historic Buildings were here including pony express headquarters. Wells fargo. Hudson Bay Trading Company and famous early settlers one of whom william leaderdorph who lived blocks from here a successful business person. Africanamerican decent and the first million airin california. Wilwoman was the founders of San Francisco. Here during the gold rush came in the early 1840s. He spent time stake himself as a merchant seaman and a business person. His father and brother in new orleans. We know him for San Franciscos history. Establishing himself here arnold 18 twoochl he did one of many things the first to do in yerba buena. Was not california yet and was not fully San Francisco yet. Because he was an american citizen but spoke spanish he was able to during the time when america was taking over california from mexico, there was annexations that happened and conflict emerging and war, of course. He was part of the peek deliberations and am bas doorship to create the state of california a vice council to mexico. Mexico granted him citizenship. He loaned the government of San Francisco money. To funds some of the war efforts to establish the city itself and the state, of course. He established the first hotel here the person people turned to often to receive dignitaries or hold large gatherings established the First Public School here and helped start the Public School system. He piloted the first steam ship on the bay. A big event for San Francisco and depict instead state seal the ship was the sitk a. There is a small 4 block long length of street, owned much of that runs essentially where the transamerica building is to it ends at california. I walk today before am a cute side street.
