Line item 2, report to the commission discussion. 2a, weekly crime trends offenses occurring in San Francisco and major significant incidents. Provide a summary of planned activities and events. This will include a brief overview of unplanned events or activities occurring in San Francisco having an impact on public safety. Commissioner discussion on unplanned events and activities will be limited whether to calender for a future Commission Meeting. Status of Department Efforts to implement proposition Staffing Levels. Please, to let you know, im getting feedback so if you cant hear me let me know i was getting feedback when you were talking earlier. Things are ok for me now. Great. Thank you. Ill start this weeks chiefs report with an update on the status of our crime picture, over all we are down 25 in part one crime and compared to last week were down 26 and as i have stated in several Commission Meetings, we are seeing a rise in burglar hesied although were flat this week in several of our district stations which is good news. The Biggest Issue were seeing are our garage burglaries and typically bicycles and other small hand tools and things like that are the target of property and we have made some cigarses and that regard so hopefully that will put a little bit of a dent because we leave some of the folks that were arrested were serial offenders so well work on that and work with our surrounding jurisdictions and coordinate efforts in terms of identifying serial offenders who are in the city and county of San Francisco but surrounding cities as well. One such incident was a bug larry that occurred this week in the northern district. Video suspects was obtained for garage buggies that occurred on august 18th. This particular incident, the subjects had several objects from the garage and Officers Determined that some of the items stolen were found discarded in the 2,200 block of north point. On november 11th. Our northern stations Investigation Team forwarded images of the suspects to our burglary detail who quickly identified the suspects and also determined that they had been involved in several other cases. On november 25th, one of our suspects was arrested at a location. He actually was wearing an ankle monitor when he was arrested. And he was placed under arrest for his involvement in this burglary as well as others. He is a chronic offender and we hopefully his arrest will hopefully make a difference in slowing some of this down. I want to remind everybody that is watching, please have some basic safety tips and make sure you see cure your garages and if we have bicycles, even if theres secured in your garage, its a good idea to lock them and make it a little bit more difficult for people to take them. Scooters are the same. That has been hot property as well. Scooters, skate boards and the like. If you can, keep them secured in your residents if possible and not in your garage. We want to make it hard and make ourselves as resilient as possible. On the Violent Crime front. Our homicides are above where they were total year to date last year. Were at 45 homicides year to date and that is a 32 increase from where we were this time last year. We ended 2019 with 41 homicides, which was a low, almost a 50year low, however, this 45 numbers is alarming. Its on a larger scale, you all may be aware of this but its not only San Francisco that is experiencing this problem, this is most major cities in the country are seeing increases in homicides and shootings and most of them are significantly higher than us if thats any good news. But still, we have a problem here that we want to correct and turn around. This time last year, december was a pretty difficult month in regards to homicides. We had seven for the month of december last year so we hope we can turn that tide around and slow things down. 71 of our homicides what we have 71 clearance rate year to dade so hopefully we can get closure to some of these cases for the victims and their families. We have single side going from two to eight. Tenderloin has a 38 increase going from eight last year to 11 this year and bayview has a 30 increase they went from 10 this time last year and 13 this year and out of the district stations, northern actually has a decrease, they went from four this time last year to one year to date and they had two this time last year they have one year to date and near to date, zero to zero. And they went from nine last year and nine last year and to 20 this year and tenderloin from 11 to 22 and bayview from 36 to 47, mission from 10 to 16. Southern from eight to 10. There are, however, good news. Four district stations that are below where they were this time last year in shootings, thats central and it went from nine shooting incidents to three this year. They went from twotoone and one to three to two and actually theres three out of the seven that went down. Thats where we are on shootings. Again, hopefully we can have a good month in december. We are doing everything that we can in terms of the deployment and putting our officers in the areas that have been hot with shootings. We did have a killing a couple weeks ago and it was a night of our last weeks quick. The first one was at 38th avenue at gar reand a vehicle was traveling west on gary approaching 38 when his volkswagen made contact with pedestrians and 68yearold male. A victim was just crossing the street. The driver of the vehicle remained at the scene and that investigation has currently undergoing. The male, the 68yearold male did not survive his injuries. At this point it does not appear to be a alcohol or under the influence related incident and as i said, the driver remains a scene and was cooperative with the investigation and its a really important event. Unfortunately the vehicle did not stay at the scene. The vehicle fled and persuade by witnesses to the Bayview District and the 900 block of kansas and that vehicle was abandoned and the vehicles fled on foot. Our investigators are following up and we have good needs including the vehicle so we hope to bring that specification to closure and a resolution. Sadly our victim did not survive his injuries and he was also pronounced deceased on that incident. It was a bad night yesterday in terms of fatal traffic collisions. Another update as many of you are probably aware our director of health, dr. Grand coal fax announced and due to a rise in covid in our city and county and throughout the state. The city moved into the most restrictive tier based on the state guidelines for reopening and as a result beginning on sunday, november 29th, which was this past sunday for any counties in the purple tier and this means indoor worship, indoor movie theaters, indoor gyms and Fitness Centers and indoor operations at museums, aquariums and zoos are to close. Retail stores have to limit their capacity to 25 and outdoor dinning will continue in our city and county. For anyone interested in a complete list of Operational Impact and Health Orders they can be found on the Citys Department of publichealth website and in addition to the roll back that will take place in our city, San Francisco will implement, as i stated, the state at home order that requires non essential businesses to close and prohibits members of different households to gather indoors or outdoors between 10 00 p. M. And 5 00 a. M. And this will be in effect until december 21st. And many of us ask what is the role of the Police Department in this and city has done a really good job of being very prudent about enforcement efforts. Many other city entities involved in the educational process and including warnings when warnings are appropriate for those incidents that are malicious or grossly the ordinance and the Health Orders, then the Police Department may be asked to step in and enforce and weve been prudent about that and as you all know, i regularly reported on our enforcement efforts back in the spring when we first started going on the cold Covid Response and well take that City Partners and education is still the key as these orders change wash your hands and be informed with these changes. It is on the publichealth website. The last issue in my report, i just want to give an update on the november 18th Commission Meeting, the commission asked for an update on the proposition e proposal that was passed and amended city charter section 4. 1 to 7. And this was we were asked to provide an update on our role in this and if there are questions about their clarity. At this time, i just want to give you background on what went into this and our staffing and deployment in improving our menthol gees and our ability to have systems in place to really be accurate and timely and our staffing and deployment has been a process thats been going on for really about three years and 2018, we introduced a staffing and deployment unit. We created a brand new unit which is centralized and was responsible to be basically the staffing and deployment tracking and the personnel assignments of tracking throughout the department. With this unit, we included sworn in and non sworn members including an analyst who we were very fortunate to have join our department from the Controllers Office and this unit has completely automated our personnel tracking system and created a current and historical record of employees, the positions they work within in the department so its very helpful and having that Historical Context in order to make future predictions about our staffing needs. With this new process in place, we also decided that the unit would be tasks with overseeing the development of the tools needed to determine adequate Staffing Levels which in this case, unit staff will be delayed on to metrics consulting who gave a presentation in front of the commission about their staffing analysis of the San Francisco Police Department and i guess as a further reminder, matrix was a Consulting Group that was with the rp process to conduct a staffing analysis and this was an Initiative Led by board of supervisors president norman yee, it came before the commission several years ago and it did get Commission Support and the Department Support so that led to a Staffing Task force. To really drill down on our staffing needs and give us a comprehensive staffing analysis. What is important to note here, is out of this process, matrix will help develop an interactive tool that will enable us, the Police Department, to comprehensively determine our staffing needs to every position and within the department on a dynamic and on going basis and thats the information based on that tool that will be brought before the Police Commission on the odd number of years and in terms of our staffing recommendations. So, theres still work to be done in terms of that staffing analysis tool and we hope to have that work completed during the First Quarter hopefully in 2021 and i think were on task and scheduled to do that and then we will have the ability to do a lot of the staffing analysis on an ongoing basis from this point forward or from that point forward. So, that is really the update for proposition e and if theres any questions on this part of my report or any other part of my report, im happy to answer them. Chief, earlier you mentioned an uptick in you used the term hot prowl. Can you explain what tha explais for the members of the public. Hot prowl burglaries are burglaries committed when the resident is inside the structure of the house so if you are in your bed sleeping, even if its your garage, you are in the dwelling while the burglary is taking place. And they are more dangerous because they can lead to confrontations and the like and violence and so those we take very seriously. So those have suffered an increase and its something that were very concerned with. Hopefully we can identify some of the more prolific offenders and get them and solve some of these cases and we hope it slows us down some. Commissioner cohen. All right. Good evening, everyone. Can you hear me . Chief, thank you very much for your report. I have a couple questions, really, im interested in knowing, i see what the data is telling me as it relates to shooting year to date by month. Comparing 2019 to 2020. I was wondering if you could add some if you could quantify it but maybe you can qualify it. I guess i making asking you to speculate but could you add some context why these numbers are increasing . Is there a connection to the pandemic . Is there a connection to sheltering in place. I just want to understand a little bit more about, for example, the month of october and i want to understand those numbers on a deeper level. Thank you, commissioner cohen. Its a really good question and im glad you asked it. One thing we can say for sure. I will get to the speculation of the pandemic. Theres some speculation from, well, this part is not speculation. A lot of the Mental Health professionals as cross the country including here think that theres been psychological impacts regarding the pandemic. And those have led to depression and weve seen we havent really seen the uptick in Domestic Violence that we were anticipating and thats a good thing. There have been definitely psychological impacts. Now how that impacted shootings and aggravated and assaults and those type of issues, i cannot make that connection i can only say that we know from our experts, our psychologists and psychiatrists and people who do this for a living, theyve been impacted on the mind based on the pandemic. Now theres a lot of speculation across the country including here. Whether thats adding to this increase of violence crimes because many cities are experiencing this and many cities to a much worse degree than us. One thing i can say, with our shootings, is that in some areas of the city, they have been group involved in games or groups and bayview, inkel tied e and we know theyre tied to previous homicides or homicides that happen in other cities and this is a phase of retaliation sometimes that retaliation has been laid and that is not uncommon. An incident may happen and you may have a retaliation a year later. Thats not uncommon at all. The other thing, in certain districts like in the tenderlo tenderloin, the degree of our shootings are by narcotics activity. Weve had narcotics related robberies go bad that results in shootings and the like and even some of the once outside of the tenderloin, we know for just based on investigations that that is narcotic related activity. Also, we know that very few of these shootings are just random. We have disputes and an argument that gets out of control and someone ends it with bringing out a gun. That number is not as large as the other two areas than the group involved and i say group because its not a game. It could be this neighbourhood versus that neighbourhood or that type of thing. We do know that the percentage of our shootings are related to that and the do you track any other types of violence in the city . When you talked about arson on the presentation, shooting victims, do you also deal with sexual assaults . Sexual assaults, yes, we do. Those numbers are much smaller in scope than what were talking about the shootings and we do track them. The majority of those are people that know each other and we get very few stranger, true stranger sexual assaults which is a good thing. The reason why i asked is because, one of the things that we were concerned about, at the beginning of this pandemic, was an increase in Domestic Violence, right. If you have a shelter in place, you have to stay at home. Many women are sheltering with their potential abusers. When you report these, you dont report these numbers. And im curious to know if theres an increase or a trend. An increasing interpreted. I mentioned this earlier that we thought we might anticipate when the pandemic first resulted in a shelter in place, a stay at home. That was a big deal. We took the measures including the text 911 text to really put some measures in place to get some people who are experiencing Domestic Violence, opportunities to call and they cant get to a telephone and that type of thing. We havent seen the increase we thought but i didnt break it out for this report. I could come back to the commission with a breakdown of Domestic Violence and its how tracked pre pandemic and so he have more clarity and i can get more clarity on that. Thank you, and my final question really has to go wit with the staff are our professional Standards Bureau who are responsible for coordinating and really spearheading this work and you know that comes at a need but theres a cost to that when we pull officers out of our stations and investigations or whatever their assignments are. We really dont have a lot of cushion to make those types of moves that we had to by necessity and again its worth while but it comes at a cost. The other thing to this is a lot of the reforms that have been put in place, ill give you one example and not be too long winded are practise time and distance and taking your time. From the fires and and it gives a lot of home that its going to alleviate some of those calls coming to the Police Department and well see how it pans out and it may be annie efficiency that will allow it to have more room and flexibility on some of our deployment. We hope its going to thank you, this is my last question and chief, you really did touch on this because the Mayors Office launched this special Pilot Programme that i guess rams Department Health threaders to respond to those members that are having these mental breaks. I would like you to start to track, in some way, i hope to see a decrease and sfpd interaction in this level of in this type of, i dont know what the word is, engagement, if we can continue to move forward just to be able to quantify the success of the programme and dph will have their numbers and its important to sfpd and it tracks this and keep up with their numbers as well. And im hopeful that well have a positive response that this Pilot Programme will be successful. We absolutely with track it from the beginning and keep the commission informed and im hopeful too. We all are hopeful this would be a good thing. And its successful. Successful alternative. Ok. Thank you, thank you colleagues, madam Vice President. Thank you, commissioner hamasaki. Thank you. Chief, when you are discussing prop e and the staffing, i saw this article in the news, i think it was either yesterday or today, about some sort of agreement that was reached between the poa and i saw your name on it. It relates to i couldnt figure out quite what it is because it doesnt seem to have any clear parameters for what actually it does. And its related to staffing or is more specifically what this letter is. With this letter is a part of this on going conversation commissioner cohen just talked about what we cannot have the Police Respond to. This is part of the mayors, one of her four initiatives of not having the Police Respond to none criminal type of calls when theres no criminal activity at foot and what this letter was was an offshoot of the department has been working with Mayors Office and other city departments on including the department of Emergency Management to identify those calls, those types of calls that fit in that criteria being calls that maybe another department can handle not the Police Department so there were fires and things like that. Some of the Parking Enforcement calls. Some traffic collisions that the p. O. A. Has agreed that yes, we will work with the department to make this happen. Theres still a lot of process that has to go into this and as you stated, if its going to be strength and policy changes its going to have a commission but what were doing right now is really digging into the assessment fees and assess those types of calls and and the poa has agreed to work and the other departments are involved because of and the discussions with those departments and those respective collective bargain unions but this process is just getting underway and this was really a part of the mayors objective to not have us respond to these types of calls. It goes in line with the Police Commission resolution on us responding to those homeless related calls and it goes to the Mental Health response that a lot of people can be better and so that is not doing anything other than that its really an agreement to Work Together and identify those calls and shift away from a Police Response. A lot of that goes to whether we have the capacity of the city to do that. Yeah, i guess, maybe this is my lawyer brain trying to read it but, does this commit anybody to doing anything other than just saying identifying these areas. That is the conversation with all those different players is on going. Why is that the poas decision about what type of calls that they respond to. Its not their decision. Its their decision eventually there are collective bargaining issues that will come to play because its work that they respond to that if theyre going to give up, that could have impact within a scope of legally within the scope of collective bargaining so, they will have to be in this conversation. What theyre saying is, we want to expedite this and this is my interpretation of what theyre saying, were telling you that, were willing to do this and here are the calls and the department identified the calls. The poa has been involved in this conversation and theyre willing partner in terms of shifting these calls away from policing which is what many are asking for and they have a non Police Response to these calls where you dont need an officer with a gun and all the weight of Law Enforcement to handle these calls. I guess to me, it kind of came out of its strange this was released on the same day that the p. O. A. Obtained the 6 raises of people working together. It does not bind them to anything at this point. That actually the reason that came out the way it did if you followed the Board Hearing was part of that was a request by the board to understand what it is that we were working on and that realm so that was part of the reason that letter was requested by the president of the board. And i hadnt seen the news article on it so i dont know what was written about the news articles but it does not bind anybody to anything because theres a whole lot of other work that has to be done. Like i said, really, theres all these other departments and entities that have to agree to this as well and. Its a press release to give people discover for signing off on to a large raise for the police union when the city is facing a massive deficit. I was hoping that it actually bound them to some concrete actions but that does not not seem to be the case. Did you in any point, consider consulting with the commission on this because i would think there would be some areas that perhaps we might want to weigh in on if theres areas that are going to be part of negotiations regarding calls for service. This will have to come to the commission. This effort is being led by and coordinatessed by the Mayors Office and we were asked to participate in it and parts of this conversation were happening before all the calls were reformed because of the george floyd incident. That really can put this to a new level of urgency with all the calls for change and reform and what Police Officers should be responding to and they shouldnt. Theres a lot of coordination that goes to that and being coordinated except theres multiple departments that are involved in these conversations. The commission eventually, to answer your question, has to be involved if theres any policy shift and policy changes. To identify all the groundwork it takes to do that, this is being coordinated by the Mayors Office and at this point, i think its more of identifying those types of calls based on the analysis from d. E. M. And the Police Department of publichealth and the Fire Department of what sits in that and what sits into the categories that we can have a discussion about. Thats what weve done. Ultimately, this is going to have to come back to questions of policy as you just stated. So, moving forward with this process, i think it would be great if you can loop the commission in. When i first saw it in the newspaper, i was a little shocked. I thought there was a agreement to change all of these responses for calls for services and i read it close and i thought this is actually not saying anything substantive other than just kind of like hey, this is what we might do. So, i do think this is an area where the commission should not be involved and weve always had issues or we raised issues of when we were told about things after the fact and decided a contentious discussion and so im glad we learned about it from the media, but i would have loved to learn abou learned abom the department. Heard and understood. Thank you, chief. Thank you. Will you, chief, i was hoping that you could also let us know how this transition by allowing those calls to be diverted to the Police Department to other individuals. How that is going to effect programmes like hsoc and the officers at each district station that respond to homeless issues and other Mental Health issues. Because i think it ties to the staffing issues that would you also raise and since those calls are now going to be diverted, then that frees up officers and rather than increasing Staffing Levels, maybe its more of a reorganization or re adjustment the officers to areas that are needed since the calls pertaining to Mental Health and homelessness or homeless issues are now being diverted. Because work within that budget. So, i think that would be an interesting presentation and. Only a small group of calls have been averted at this point and thats those calls that are handled by ems6 and it amount to about eight calls per day on average. The Police Department is still handling everything else. The plan is that as we go through each of these categories, the problems that i discussed earlier that we come to an agreement that another department or another entity can handle them and then create a capacity to do that so that is a process thats going to take some time i want to make sure its clear theres only a small group of calls right now that are actually being averted and in a very small area. Its being piloted in the tenderloin and its that area. So its a very small pilot. I think its promising and to your point, it will hopefully allow us and make some reassessments on staffing needs because we already know, based on the current analysis, that were 200 plus officers short. So maybe that will give us some relief there and to not have to hire 200 more officers and maybe that will get some there. We want to make sure that we work hard and we work expediently as possible to put this together and it can be done to put it together and well keep the information for chem and we want to push this forward. Row imagine policing is how its been going and we are there and. Before the last Commission Meeting it was very informative because some of the specialized units, we found that its more beneficial to not have certain specialized units and have them out patrolling. I think theres good stuff and. The number of calls are eight per day and sf can be handling all the and its a sense of what that means all the rest. How much of what kind of volume is sfpd still handling and how long do you think it will take to transition more off sfpds plate at this point . Eight on average is not a hard number. This unit is planning the ems6 will be expanded to six ems6 units in the spring of next year. So, it will expand. To give you an idea of this group, as identified that theres probably about 20,000, 20 to 22,000 calls a year that will fall in this category that were talking about so its volumes of if he with dont have the capacity with these group, someone has to respond to these calls so we have to build a capacity. Hopefully this pilot we can workout the kinks and all that. The Fire Department has been great and publichealth has been great. Theres a lot of details in the the devil is in the details in how we make this transition. [please stand by] i have couple of updates. Currently were at 725 cases that have been open at this point in the year. This time last year, we were at 686 cases in terms of cases that be have closed, we closed 808 cases this time last year we closed 600 cases. Depending on number of cases cas that we have open now are 355 cases today. This time last year, we had 403 open cases. Weve sustained 39 case so far this year. This time last year we sustained 35 cases. We had 34 cases that have been open longer than nine months. This time last year, we were at 23 cases that have been open longer than nine months. Of those 34 cases, 18 of them are told and remain 16 have not been told. We remediated 32 cases this year. At this time last year we remediated 27 cases. We have 32 cases that are pending with the chief right now waiting hearings or decisions. We have 13 cases that are pending with the commission. In terms of the outreach since our last Commission Meeting, we participated in rate Equity Leadership group discussing city wide projects. We also participated and hosted mediationbased Discussion Panel with three volunteers from the d. P. A. And on november 20th, we hosted a virtual d. P. A. 101 informational session for chalk. Chalk is community in harmony acting for learning and kids organization. Were gong a lot with the Youth Commission and may taking meetings with them on their behalf with agencies they identified to learn more as well as know your rights brochure stuff that we helped develop. Upcome, we have couple of events that would be of interest to the commission. We can talk about the them at a later time, i want to Say Something about changes in the election as the chief presented just on some of the oversight reforms taking place in the state just so that Everybody Knows whats going on in the state since the election. We can talk about that at a later time. I want to talk about what the current state of things are as well as where d. P. A. Is in context to these things. I know we have something scheduled in the next few weeks if not months about the local Progress Report that started addressing some of those issues. Lot of those things have changed now in the election. I want to make sure that the public as well as the commissioners are updated where d. P. A. Fits in context with other agencies doing this work. Thats all i have for now. Ill have an overview all of the policy recommendations and all of the policy work in the staff report. Thank you. Thats a great idea about presenting the presentation director henderson. I have two question. The first question is the 39 sustained cases versus 75 from last year. If you can explain the difference. It seemin seem like not past 40. 34 open cases that are older than nine months regarding missing deadlines, i wanted to know why there are so many cases even though 18 are told. I think thats still kind of a high number. Thank you for your question. Im not sure what those numbers are. If ask me to guess, i hate to guess without knowing the specific number. I would guess the numbers were higher than last year. Last year we were sustaining lot of cases with bodyworn camera violations. Lot of them i didnt turn the camera on and i forgot in the training. I dont know if thats the reason. I would guess that had a large part to do or play in the disparities in the numbers from last year versus this year with the new technology being introduced. Remember, we ramped it up. There was a 6month period where we didnt hold the department accountable through the discipline process. We just made record of those transgressions that they occurred. When we started Holding Department accountable with filing, the numbers shot up. I dont know for sure thats the reason. I would guess that was the reason because it took a little bit of time for the department to catch up with their training and the actual practice for those numbers to level back down to what the numbers youre seeing now. Thats what i would guess why we have that spike. In terms of the cases pass the 707 da207 day. Since i took over that position in july 2017, we have never missed one deadline. The deadline is never beyond nine months. I will continue so we dont miss any deadlines since we have not under my leadership. That said, for the numbers that have come in, i go through these numbers and the cases regularly, especially before the meetings. Were talking about 16 cases out of the 34 cases because those are the ones that have been told. Of those, 10 of them came right before the shelterinplace took effect. Those cases are in there and those investigations are taking a little bit longer because of pandemic implications. I will look into i dont have the an answer for the other six i will look into them and let you know. Without you asking the question, that really make sense what all of the numbers means. I wanted to raise it, it does seem like a high number and thats one of the greatest fears and the commission as well. Not on my watch. There has been a spike because of the pandemic. This revision and all the hard work we did Means Nothing if were not willing to address issues of bias, racism and antiblack sentiments within the department. When the allegations came to light back in february 2020, i asked that this matter be agendized so we can speak get directly to mr. King and address these troubling allegations. Our request was made to investigate the allegations. However, thats not d. P. A. s responsibility or their jurisdiction. As the policy making body of the San Francisco Police Department, it is incumbent upon us to find out the truth of the allegations and address them. Last week i did ask to agendize this item. I believe that what was agendized was a report by d. P. A. With respect to the investigation or what they have done thus far. We must have mr. King appear before the commission to discuss the matter openly and allow fellow commissioners to ask questions and to really examine these allegations. These allegations are very serious. I assume that the chief would also want these allegations addressed given all of the hard work that he has done with respect to the bias policing and his commitment to biasfree policing. Were allowing the issue to continue to fester. Its my understanding that d. P. A. Will be presenting their findings thus far on this matter on december 16th. I spoken with mr. King. He is available december 16th. Im asking to have mr. King appear before the commission to address the issues that were raised in the article and these allegations. Presentation of the safe streets for all quarterly report, 3rd quarter 2020. Good evening, im off mute. I started my video. I dont know. You can see it. You can pull up the slides for me. Vice president taylor, commissioners, chief scott, members of the public, watching online, good evening. Im here to make a presentation for the 3rd quarter 2020 safe streets for all. Reminder for everyone during this presentation, Police Department committed to the citys Division Zero strategy to eliminate deaths and reduce serious injury in San Francisco by 2024. We prioritize focus on the file, Traffic Enforcement and high Network Corridor from it first slide and second image, that the representative of the number of corridors throughout the city. These are streets which identified through Statistical Analysis by department of public health. Location is where we have the most frequent occurrence of series injury collision and collision that result in unfortunately fatality. We partnered with the Community Stakeholders and city agencies to expand training and education for all. We promote Traffic Safety and educate the public. In terms of deployment in addition to working with our Public Information office throughout our patrol stations throughout the city to distribute information to Community Members about our efforts. We also use our social media platform on twitter and facebook to now things like bicycle and Pedestrian Safety enforcement operation, then to the right of that image, another addressing parking rounds that were designated out in the district. Other enforcement operations that we do to raise awareness and educate the public and hopefully change behavior. Bottom of the slide youll see advocacy groups were engaged with. This slide is representative of the statistics that we have through our 3rd quarter this year. The Traffic Enforcement efforts and the Traffic Company which are the officers assign to uniform patrol motorcycles. Youll see that the red bars indicate the total number of violations which is 11,743. Blue bar indicate focus on the five violations and the third were up to 6210. Which is a Department Wise average of 53 . Below each station youll see a percentage, which represent the percentage of focus on the five citations for violations that or drivers issued citations for a violation of one of the focus on the five categories. Here we have two graph. These are traffic fatalities from january 1st. The circle graph to the left indicates the mode of transportation that an individual was engaged in during the collision that resulted in a fatality. Pedestrians, unfortunately, are the largest percentage of the total, 19 victims who have died and result being involved in a collision. To the right of that graph, the bar graph indicates the age of the victims, the two groups impacted the most are 30 to 39yearolds and 50 to 59yearold. Vision zero traffic fatality from january to september, the red bars indicate the results from 2019 and the blue bars indicates the results for this year, 2020. For the first three quarters in 2019, there were 23 vision zero traffic fatalities for the same period this year, there has been 15, which is a decrease of 17 . In the next three slides are corollated. That identifies the different locations throughout San Francisco where individuals suffer a fatality as result of being involved in a collision. Pedestrian accounted for the majority 42 of the 19. We have a Network Amount of the city, county of San Francisco. Those corridors are indicated by the blue marking on this map. Which indicates the streets were the most serious injury and fatal collisions that occurred. You see the greatest conversation is within the area of the tenderloin. The dots represents all the fatalities that in that network. On Treasure Island that was a fatality that occurred with a local collision. There were six of those total from the city. I know this is a concentrated map. Theres lot of information there. If you go to the next slide. This slide lays out the locations of all of the dots in that high injury Collision Network map from the previous slide. It indicates the locations types of modes of transportation that were used, for example motorcycle vehicle and pedestrian. Last column indicates the primary collision factor responsible for the collision indicated by vehicle codes. You can see that there are many cases where a determination of primary collision factor has not been determined yet. Thats the end of the Powerpoint Presentation that i have. Are there any questions . Commissioner hamasaki thank you. Good evening. We talked about this at the last presentation about the enforcement aspect showing the effectiveness of that. Do you recall that discussion . Yes, i do. Commissioner hamasaki do you have anything to present on that . Because it was a while ago. Obviously, these numbers are not great. I guess its a little surprising when weve been shut down for most of the year to have numbers comparable to last year, which was a normal crazy San Francisco streets are filled. I dont know if that that means people are driving more crazy. Its obviously not great to see almost 20 fatalities, looks like a pretty wide range vehicles. Since we talked last, were you able to i guess have any changes been made that will give us more hope that our pedestrians, our bicyclist, motorcyclist, skateboarders what can we look forward to really turn this around . This is not i think you addressed working with partners and collaborations. This is not an issue that is all on the departments accountability. These are drivers and theres no way to have an officer on every corner controlling every intersection and so forth. Can you give us some hope . Well, commissioner hamasaki, you do recall you asking the question and we had discussions and one of the projects that were examining now is you asked, do we know can we tell the public that our Enforcement Actions on the Network Corridors in the locations where the collisions are happening, are they having an impact . To that point, were having that discussion. It will involve collaboration with the partners we work with the m. T. A. And department of public health. To answer your question about number of collision. In 2018 we had 30 fatalities and in year we this different stages of shelterinplace order which the Service Provided by m. T. A. With muni. Thats been a reduction of public transit. Theres also become a reduction in traffic on our roads. I cant point to a specific study that would give you numbers or percentage. I can tell you from reading articles on the internet, locally and listening to stories from members of the public about commute times and how commutes have been reduced. About a month ago, there was a discussion about the amount of traffic returning to 90 of prepandemic shelterinplace orders. The traffic return to like well over 90 . I cant speak to how they came to that figure. I did read another article today on the west Side International association of chief of police, they made information about Law Enforcement profession. One article was specific to the issue that youre asking about and it was in wisconsin and may have done a study that shown although traffic have been reduced, dealing with their shelterinplace orders and latest of the pandemic, their fatal collisions risen 32 . One thing i can point im with you 100 . We have to educate people. M. T. A. Is focused on engineering things like whats commonly referred to like daylighting. Lot of members of the public may have seen intersections or streets and cars right at the corner near the crosswalk. Theyve taken those Parking Spaces and removed them and painted the curbs. One thing thats common in all the fatalities here, theres a lot of i want to be respect respectful not criticized people who made a mistake and died. Theres a Common Thread when you look at the last slide, the primary collision factor in lot of the fatalities is speeding. We know has speed increase, the possibility that somebody will die as a result of collision, increases. Its hard somebody may get struck but they maybe able to survive injuries at the lower speed. Reducing speeding, making sure that people give the rightofway, pedestrians and crosswalk. When youre in the crosswalk, vehicle have so stop. If we can change that and change speeding and change people behavior if regards to racing through a red light, whatever term you want to use. When the light turns yellow you should be on the brakes. We still have fatalities as a result. Were hoping to look at all of these locations and majority of our enforcement that we coordinate through m. T. A. Is the about focus on the violations. Were trying to stop fatalities. Thats the message that i relay to all the captains and the conversation that i have with the captain and motorcycle officers. Evaluation piece of it, were working on. Its a big thing to get our hands around. Its going to require coordination with other city agencies so they can gather all this data and get into it and figure out the risk. Commissioner hamasaki is the San Francisco Bike Coalition one of these partners . Yes. I apologize if brian is watching, bria commissioner hamasaki i have spoken to some of them. I know they have some ideas. As long as you folks are in communication, im glad to hear that. Yes, sir. Vice president taylor commis sioner cohen might be having connectivity issue. The second portion of my question is, i was wondering if the department or this coalition that youre working related to the topic, you guys are used successful strategies of other cities. Are there other cities that have policies that are in place to bring down pedestrian fatalities . Yes, commissioner. I have to tell you, that im sorry, i didnt hear the first part of your question. I can answer the second. Commissioner cohen commissio ner hamasaki answered my first question. The answer is yes, youre talking to the Bike Coalition. Thats important. Second portion of it, are we reviewing other successful strategies in other cities to reduce pedestrian fatalities . For example, i dont know if were looking at flashing markers in crosswalk or overhead flashing lights. I wanted to know are we on the cuttingedge what is being done and considered . I can tell you that i meet regularly i engaged in communication with my partners over at sfmta on a regular basis. This year, the discussion vision zero is an International Sort of strategy its certainly National Strategy here in the United States. Constantly assessment and evaluation in different areas how effective vision zero is and what measures are in place. The conversation this year over the last six months has been about the use of cameras and theres been some significant discussion from partners of Law Enforcement like in other areas like in seattle and oregon about the role of Law Enforcement and Traffic Enforcement specifically how it relates to vision zero. Its multifaceted why conversation is occurring. Couple of reasons largest reason is part of the discussion of equity and impact that Traffic Enforcement have on different groups. Is it equitable, fair and biased. Thats something thats been going on outside Law Enforcement profession as it relates to vision zero as well as within our own profession. The second thing is that groups like m. T. A. And other cities, their m. T. A. S evaluate their vision zero engineering strategy. Part of that use of cameras and signs and some of what you were referring or mentioning, use of lights and signs. I dont recall this is in seattle or oregon, there was a study they did. They had a specific area that was known for speeding. They increased the deployment of three signs to alert people to the speed limit, cautioning them to slow down in that area r they did this study over a specific period, they found slight reduction in speeding. They attributed that to the point of additional signage, educate motorist. Short answer to your question, were looking at strategies being used in other places. The Law Enforcement piece of it is education and enforcement. Enforcement thats focused and datadriven. Commissioner cohen thank you. Appreciate that. What works has nothing to do with Traffic Enforcement theres nothing bias that comes from it. I strongly encourage you to look very strongly at this department and reorganize it to more useful endeavors. Its not working. Its okay, its not your fault. This is not the thing that will change the fatalities in the street. Its okay to admit that and move on. Thank you. Vice president taylor next funnel. Presentation of the sfpd on general orders on policy roam, 3rd quarter between 20 discussion. Vice president taylor who is presenting . I am for sfpd. Im happy to defer to the staff. Good evening, commissioners and members of the public. Thank you for opportunity to d. P. A. To share the policy work we did in the 3rd quarter of 2020. I do want to point out that the bulk of this work was done by there have been progress made on the work that has been carried on by myself and sharon woo and other members of the d. P. A. Policy team. I want to make sure that i gave credit where credit is due. With that, Sergeant Youngblood, you can advance to the next slide please. Just highlights of our 3rd quarter policy work, we made recommendations to enhance officerinvolved shooting protocol. We worked toward the adoption of sfpd procedures with deaf and hard of hearing individuals. Which was adopted by this commission in july 2020. In august of 2020, we published our 2019 annual Language Access report which addresses d. P. A. Language access complaints and key d. P. A. Language access projects and goals. We also collaborated with sfpd on the expanded use of force reporting and appropriate control technique in light of George Floyds death. We also recommended we made recommends with regard to revisions of the department of general order. As the commission is aware, there is a quick schedule of turnaround that the department trying to obtain in terms of revising many of the departments general orders. In the 3rd quarter, we made new recommendations for several d. G. O. S. I want to talk about the process that happened. We were approached by the department with the list which was relatively ambitious of d. G. O. They wanted to provide. With input from the department was to separate the recommendations into tiers. There was one tier of d. G. O. S where d. P. A. Agreed we were not going to make any recommendation. There were two other tier. One tier in which d. P. A. Would make recommendation without getting draft from sfpd subject Matter Expert. Another tier where would wait for the draft from the subject Matter Expert before we make recommendations. That tier dealt with recommendations where the d. G. O. Was old that we didnt know how it was implemented. Once we broke those into tiers, then the work started and there are several d. G. O. S that were working on. It was elias or hamasaki who requested that the department track where we are. Were at a point were in terms of tracking to indicate our stride. Theres lot of progress thats happening this these various tiers of d. G. O. S that were working on. In 3rd quarter we made new recommendations with regard to d. G. O. S 3. 05. The department weapon return panel. Alcohol and drug use by members and investigations. [please stand by]. So then theres a productive back and forth that happens during these meetings with ongoing recommendations or outstanding recommendations. And for the most part, we are able to resolve a lot of them. And speaking specifically with the hostage and barricaded suspects d. G. O. As an example, there were six recommendations, and at the end of the day, four that we ultimately agreed upon and two that we didnt agree upon, but we were persuaded by the department after having that discussion. Sergeant youngblood, if you could advance to the next slide. So this is the d. G. O. Of what i talked about what the sparks report is, and this was the d. G. O. , i believe, talked about prior to the thanksgiving holiday. In the column to the left most of the slide, its the recommendation that was made, and then, theres a date that the recommendation was received by the department. Then, theres sfpds response, sf sf sfpds recommendation and explanation. So in the sparks report, that explanation might be there, and then, it might be edited to show what our discussion is about, and so this is just a snapshot of what the process looks like. And as i mentioned earlier in this presentation, i do think that we hit our stride in terms of being able to moving things along and really having meaningful conversations between the two agencies about our policy recommendations and our d. G. O. Revision recommendations. Next slide, please. That is it, and belieobviously happy to answer any questions that you have. [inaudible] Vice President taylor maybe, well have sfpd go next, and then we can address any questions we have. Executive director, are you ready . Yes. Sergeant youngblood, if you can pull up my presentation. There are a few edits that i made this evening, and ill send it over to Sergeant Youngblood this evening, and all of the edits are in this presentation. There were a number of edits made related to that meeting. Good evening, commissioners, Vice President taylor, chief scott, members of the commission, and executive director henderson, im kathrin mcguire. Im the executive director of the Strategic Management bureau in the department. The things i will be presenting are the Third Quarter 2020 sparks report, which includes the dates of july through october im sorry, july through september of 2020. So as a reminder, this really only covers that time period. Weve made other progress since then, but in that quarter, we issued 23 Department Bulletins and notices, and with one of those being a bulletin, and 22 of those being notices. We issued two general orders, as you all well know. The bias free policing policy and the interactions with deaf and hard of hearing individuals, and we issued one department manual, which was the Community Ambassador program manual, which you also saw at the time. As i go through these, i wont read through all of these slides. It is he a its a lot of words, but in the interest of the public watching, we provide a brief description of what they do, and then, ill talk through the items that have moved beyond the under revision portion of our process. As you know, d. G. O. 1. 08, which was Community Policing, was appropriated for meetandconfer, so i expect that will be back in front of you fairly soon. Department general order 2. 07, which is the discipline process for sworn officers im sorry, that is also under revision as our peace officer rights and drug and alcohol use by members. The d. G. O. On personal use of social media is with a working group, so that is in an initial stage of revision, and as you know, the d. G. O. 3. 09 is tabled for future Police Commission for a future Police Commission meeting, and d. G. O. 3. 10, serious incident review board, ive corrected this item to reflect that this is in the early stages of revision, as well. The 5. 03 investigative detentions has been a topic tonight, and so its up for further consideration with this body. 5. 04, arrests by private persons, this was a change from the last presentation that was submitted because you all approved and adopted that item on at that meeting on the 18th. And then, working on a few more a few more general orders that are under in progress, rather, rights of onlookers, nonuniform officers obtaining search warrants, Domestic Violence, which you will see in the coming weeks, and psychological evaluation of adults. We are we also, as you know, adopted victims of Violent Crime notification, and that was adopted in quarter four on november 4 Commission Meeting. And then, we have working groups in progress for policies and procedures for juveniles of sorry. Policies and procedures for juveniles in detention, arrest, and custody, and then children of arrested parents, as well. For media relations, we will be beginning a working group soon. Im working with matt dorsey on that particular d. G. O. , and then, we will also be beginning a working group for guidelines for First Amendment activities in the new year. And then, in this last slide of sort of general orders that are in progress, the d. G. O. 11. 11, making some final revisions, and that will be in front of the commission soon, as well. So then, to give you a flavor of the kinds of recommendations that we have incorporated into our our revisions of either manuals or d. G. O. S, ive excuse me, ive outlined some of those here. And so these are the these represent the d. G. O. S or manuals that were passed or issued to the department during quarter three, and so then, im rehashing what kind of what d. P. A. Recommended for those particular policies. So d. P. A. Was an integral part of the biofree policing policies and individuals in the form of a working group. And then, for the policy manual, the recommendations that were implemented or partially implemented related to d. P. A. Recommending that the Community Ambassador manual require that the incident report writer include the incident report in the incident report the name, contact information, and that the individual was acting in the role of Community Ambassador in the written or oral statement. So we included that in the manual. We also included a recommendation that the Program Coordinators duties upon being notified that a Community Ambassador engaged in misconduct was involved in a Major Incident or used force or took took enforcement action. So i believe we adjusted that to reflect that Community Ambassadors would not be taking enforcement action, and then finally i think theres a couple more here d. P. A. Requested that the d. P. A. Include complaints, so reflecting d. P. A. As the recipient of complaints from the community and how those would be held by handled by Community Ambassadors for Community Ambassadors, rather. And then, d. P. A. Also recommended that courses were required for maintaining ambassador skills, including for things like cmcr and 4th amendment training, that those things would be specified in the manual, as well. And then, that the notification to the Community Ambassador Program Coordinator regarding any uses of force action, we tabled this just because the language thats been added throughout the order are not sworn employees and are not authorized to use force, which makes the recommendation i dont like using the term moot here, but it makes the recommendation unnecessary to include that language because they wont be conducting those activities. Im sorry . No. My team helps facilitate the Strategic Planning process, and strategy 1. 0 was really from professional standards, as well. So which Strategic Planning process or to which Strategic Planning process youre referring, im not entirely clear. There is a bias Strategic Plan, there is a a Community Policing Strategic Plan. Strategy 1. 0 sits above all of those, but theres a recruitment and retention Strategic Plan, as well. So are you asking about one of those specifically or just generally . The Strategic Plan 1. 0 is sort of the overarching Strategic Plan, and then, theres basically subplans for various working groups or topic areas. And so the Strategic Plan why is it 1. 0 . Is there different iterations of it to follow or yeah, 1. 0, we refer to it as 1. 0 because its the framework, and it sets the vision, and i see the chief coming on here to talk a little bit here. And those other plans, really, are supposed to flush out 1. 0. And then, so chief, if you want to ill defer to you. There are recommended multiple Strategic Plans that will fold into the framework of 1. 0. Its hiring and retention Strategic Plan, Community Policing. Theres a number of them, so they all would fall into that framework that would fit into 1. 0 and the collaborative initiatives i mean, those five initiatives, strategic initiatives. So to answer your question, we have to do it kind of in pieces because theres so many of them, and theyre in different work groups, and theyll fold into the framework. Commissioner hamasaki okay. Is there a way that we can get and i dont know what format this would be in that we can get the overarching plans and the subplans . It doesnt have to be particularly detailed or anything, but just to know where they are in the process . Im bob mosier, chief of staff, and im here to present Department Bulletin 20163. Department bulletin 20163 is being submitted modifying department general order 10. 02. That seeks to amend the guidelines establishing the wearing of jewelry or ordnance. The section we wish to correct is within the current language of 10. 02 speaks to what officers are allowed to wear, and it specifically speaks and references gender in terms of the earrings and other jewelry or ornaments that officers are allowed to wear. This policy will amend the current language eliminating reference to gender and female officers specific, replacing the language with members. The public of the Department Bulletin is to align with current city policy relating to gender inclusion, as well as mayoral executive order 18. 03. The pertinent sections of this Department Bulletin are found in the bulleted sections that you can see on the screen. I will not read the language thats in those sections, but basically, what they refer to are the types of items that officers may wear, wristwatch, rings, hair clips, earrings. It delineates specifically what type of earring an officer may wear on duty, and then finally, it also prohibits the wearing of other facial jewelry, for example, nose, lip, eyebrow, ear gauges, or double hole piercings while in uniform.
