So my report for this evening, students in the San FranciscoUnified School District black star rising Summer High School readiness and Success Program will engage in a virtual ucsf mathematics engineering achievement bridgebuilding contest to showcase their use of the consents theyve learned over the past five weeks. Students receive the support during a fiveweek Summer Program along with Case Management and quarterly check ins led by our district staff. While schools are temporarily closed, the program was held virtual this year and included a robotics component. The rising 9th graders in this program this year used popsicle sticks and elmer glue to construct their bridges. The students are required to practice scientific writing and focus is required by mesa. Students will need to turn in their lab books that explain the algebra equation they used to construct the slope of the bridge. They also used their understanding of the mathematics to calculate the load on the deck of the bridge. The bridges were dropped off to the mesa ucsf educational director over the weekend and this week each bridge will be tested to determine how many pounds of weight it can hold. So congratulations to our students. We look forward to hearing the results. I would like to remind families good afternoon, ms. Wright mitchell, you may want to mute. I want to remind families to take the fall learning survey on the front page of their website. It is important that your voice is heard during this process. In San Francisco, the School District allowed students to take materials home over the summer to make face shields. We can use the printers. 400 of them have already been distributed to Nursing Homes and schools. This student is also using his own printers that make gadgets to open doors and press buttons without having to touch them. It makes me feel happy that i can be helping people. Superintendent matthews there you see some of our students and the innovativeness that is happening. Many of our students, we have moved our 3d printers from our schools into their homes and garages and theyre making face shields and masks. As you just saw, the earpiece, behind the earpiece that is distributed throughout the community. That is my comments for this afternoon. President sanchez thank you, dr. Matthews. We have amazing students, chevon and katia who have ive had the opportunity to meet in the past. And chevon helped agendaize our town hall last week and run it. Being surrounded by people my age who believe in making schools a better place. Moving onto our first update, it is the vote 16 resolution. The topic is to provide students with the opportunities to vote at age 16 and be more involved in civic with our city and School Districts. Our goal is to encourage all School Students to register early and vote at every election. We hope this resolution motivates our generation to become more civically involved in our city. Well be introducing the board on july 28th during the board of education meeting. We would like to thank president sanchez for being a great cosponsor on this project with us. The second update is the title 9 resolution. This is focused on providing safety and developing an automated for usfsd students within the Sexual Harassment complaint procedures. Our goal is to create better procedures, developing a curriculum that addresses Sexual Assault and better systems of support between admin and students. I would like to ask you to consider to treat the Elementary Schools fundamentally different than the middle and high schools. The reason being that we learned both from epidemiological observation and through biological understanding that Elementary Schoolaged children are substantially lower risk to be vectors of transmission, that is to get or transmit covid19. And for that reason, committing to Distance Learning from middle and high school, but engaging or developing a plan for Elementary Schools to open up would seem to be prudent from a diseasetransmission perspective. In other words, its a lower risk population and its the youngest kids who are least able to learn through Distance Learning whereas the older students i have older students thank you. Were moving on to section i. Thinks the meat of the matter. Superintendent matthews thank you, president sanchez. I didnt want to give you the opportunity to tell me i was muted. I was about to Start Talking with mute on, and i stopped myself. Good afternoon, everyone. It is a pleasure and honor to be here. And im so grateful youre all here. Im going to ask for mr. Steel to please put up the deck. First and foremost i want to thank all of the teachers, administrators, para educators, all of our labor partners, parents and students who participated in this process to get to a place where this evening we wanted to give the board the direction that we are leaning in. On july 28th, we are going to present to the board for approval a recommendation for fall learning, but one of the things that we said, if were leaning in a certain direction, we wanted to let the board know that so the board could hear where were leaning and also, if we get direction from the board, this is the direction that the board agrees with, then we could tell the community this is what were planning to do, so the community wouldnt wait until three weeks until school started, but literally, its almost 56 weeks before school starts. Many districts are making announcements this week about their fall learning plan. So the timing falls right in line with what many other districts are doing. Next slide. So once again i wanted to say. Were not looking for a vote from the board, but the hope is we can have a conversation and get a sense from the board this is the right direction. So tonight this afternoon, what i want to talk about is, i want to give an update of process that we used. If you had the opportunity to see the information we collected to help us in making a determination of a recommendation to tell then the board and the community what our recommendation is, and then the next steps that we believe need to be taken as we move forward. Next slide. So, we always begin with what our core values are. Were student centred. So when were making decisions or recommendations, its focused on students. Our students come first. Were fearless in how we make these decisions and recommendations. We know that it takes a team and it takes a team approach, so we wanted to be united in our approach. We know that teams make the best decisions because you have more voices involved. Social justice, its around making sure that those who are most in need receive more. And then were diversity driven. We look at who we are and all that we bring as a community, as a people, as a district and we operate from an assetbased model that everybody is bringing assets and not a deficit. Not looking at what someone isnt bringing. Our mission, which is what we consider the ontheground marching orders, is that for every day were going to provide for each and every student quality instruction and equitable support to thrive in the 21st century. This process is really around how do we believe in the current environment what is the best way to make sure that were providing our students those 21st century skills required for them to thrive. So, the goals ultimate goals of the planning process were to establish guided principles and then begin to talk about and discuss what are our real learning options. Then once we discovered what those are, and determined what those are, do we have the logistics, the staff agreement and the learning strategy to make those options a reality and then ultimately, the end of the day, the final question is what is our recommendation going to be for the board on july 28th, two weeks from now, what learning will look like on august 17th. I spoke to this at the last meeting. Starting from the bottom, its to take input from the stakeholders, city partners, and then move that into that that information is moved into work groups. These work groups are working back and forth with staff and then the three work groups actually end up getting information to a policy team that ultimately will make a recommendation to the board. This gives you a time line of how and where and how and when we started collecting information. It started, as you can see with Wellness Checks. We had a staff survey. Working groups began on june 24th. As you see, the Family Survey is there and its still open. Town Hall Meetings were held last week and there were seven of them and ill talk about them more. Now the first board of education meeting on july 14th and the goal here is to give you a sense of direction so we can tell the community this is what we believe were doing. So that information that we collected and how we collected it. So first and foremost, we in the work groups and in the town halls, there were guiding documents that we used and these guiding documents are basically saying giving us information about what if once youre bringing students back, what are the protocols you need to have in place for students who are returning . And so thats the way we view these documents, as looking through them, looking for the protocols, looking for the common practices, especially the first three, the centers for Disease Control protocol, the California Department of Health Protocol and then our California Department of Public Education protocols and then the last one, not the fourth one, but the last one were guidelines from our city. And these guidelines basically told us what these groups, different groups thought needed to be in place if and when students returned. That was a big factor, because as were thinking about that, then were questioning do we, as you mentioned earlier, that question of what is the safety protocols, what do we have in place, do we have the logistics in place, it was really around the guidelines and the ability to answer the questions effectively. The fourth one is actual ly ab7 which provides guidance to School Districts on Distance Learning and gave us guidelines of what needed to be in place for Distance Learning and what learning needed to look like for students in the fall. Going back to the last document, the San Francisco department of Public Health guidance, i talked about that briefly. Health and Safety Practices here in San Francisco, one of the key things to remember about that is that currently the San FranciscoHealth Officer still has not allowed schools to reopen. So people need to know and understand that we are still under an order that requires schools to remain closed. This is more information we looked at. These are the key indicators that the city uses to inform regarding safer and gradual reopening of San Francisco. You can see there, hospital systems, cases, testing, contact tracing, personal protective equipment and then the city uses those indicators and then they also have measures to determine in a color coded system to determine progress that is being made and where its considered the city is in each of these places. So as you can see, in regards to the hospital system, you can see that its at 22 , which is level 4. Which is high alert. So the rate of weekly change, the goal is less than 10 . You can see that the city is actually at 22 . So more than twice the percentage that the city the aim for the city. The second is acute care beds. 35 . You can see that is level one. So the city is meeting the target there. The goal is to make 15 . The third one is average new cases per day per resident. The goal is 1. 8 per 100,000 residents. You can see its actually at 7. 4, which is again a level 4 high alert for the city. So with the goal being 1. 8, this is more than three times the level that the city, or the target for the city. The next one is 7day average test elected and you can see that is the goal is 1800 per day. Currently the city is at 2500. So there the targets are being met. And then here you see the percent of cases reached for contact tracing. Note you can see that is level 2, low alert. And the city is at 85 . Then finally the p. P. E. Categories with a 30day supply, the goal is 100 down to 60 . And its not its at 89 . That is a level 2 low aall right, but mostly on track. But i want to take a minute to go back. If you can go back two slides. Okay. If you look at the acute care beds, thats what we can do. Thats what the city can do to prepare itself. So if you look at these as what we can do and what the virus is actually doing, the top slide is what the virus is actually doing. So where the virus is, is actually twice the goal that the city would want it to be at. The goal is 10 , the city is at 22 . The bottom slide is what we can do, the city can do. The city can make sure its collecting as many tests per day, but what the virus is doing, the top slide, is three times the average number of new cases that are coming in. So you can see the difference there, its what man or what woman or what we can do versus what the virus is actually doing in the community. And you can see in those two slides that the virus is still at a very high level, three times in this slide, twice as much in the previous slide of where the city would want it to be. Next slide. This is the cases per 10,000. As you can see, most of the cases are in the southeast central part and the southeast part of the city. So as i said earlier, there is 8077 this is the trailer bill to the budget bill and as you can see, previously we as a district, the state gave us a waiver on instructional minutes. That is no longer the case. You can see that the expectation now is for kindergarten, there is 180 instructional minutes, three hours. First and third grade are 230 minutes. And first and fourth are 220 minutes, which is four hours of instruction a day. The expectation is that teachers are checking in with students daily. And then here you see, skipping down to c, that the expectation now is that there be 180 instructional days per school year. So you can see that its clear that the expectation now from the state is that we offer they want to get to inPerson Instruction to the greatest extent, but if that isnt possible, you can see the expectations and the waivers that were in place previously are no longer in place. This is guidance from cdc. As the schools plan for reopening they must engage parents and caregivers, families and students in the decisionmaking process to build trust for plans implemented. So one of the things we did was just that. We established Stakeholder Engagement that involved all of the areas that you just saw. We had seven town halls and the work groups, teaching and learning, logistics and personnel. We had a staff survey and a Family Survey. This just goes over, in order to set up the town halls in the survey, you can see all of these are Community Partners and partners involved in putting the town halls and the survey planning together. Next slide. This is just the date of the town halls. You can see there was a teacher town hall. Teacher and para educator town hall. A staff town hall. A family town hall in english, in spanish, cantonese. We had a cdo town hall and then a student town hall that was actually designed by our student members and led by our current Student Board member ms. Heinzfoster. Seven town halls were held across four days. You can see the number. 16,000 participants. 13 major questions, answers. Almost 24,000 thoughts were shared and 376 thoughts were rated. We used the process called thought exchange and it gave people in the town hall the opportunity to put their thoughts in, but also rate other thoughts. As those thoughts came in, we answered those questions. This is just more information about the town hall. And you can see the participants and who participated in the town hall. And you can see families, the student town hall, the family town hall, 3,000. You can see the number of people throughout the community who were engaged with us through thought exchange at the town hall. This is by zip code percentages. So you can see throughout the city we had Different Levels of participation, but we had participation in almost every area of the city. The themes that emerged from the town hall. Number one that we heard repeatedly was safety, concerns around safety. Then number two was consistency in Distance Learning. As we heard these themes around safety, it transitioned to if for whatever reason you determine that you and the district determine that students will not be inperson, then what will Distance Learning look like . And what would those plans look like . There was variability across cohorts in regards to how it was delivered, access to training, access to technology. We heard a lot about Distance Learning. We heard about choice. Many parents and Staff Members said they wanted to attempt at some point we get to a place we get to have choice. Equity needs to be major part of the system, whatever we do. Increasing support for those who did not connect or whose data says were least connected to what Distance Learning looked like. And more interaction has to be a part of if we are in Distance Learning, more interaction between students and staff needs to occur. Then you can see, these are just some of the questions. The top questions. I just talked about some of them. What about district employees at higher risk . Distance learning where teachers get taught to do Distance Learning better. What will grading look like . Transportation . How do we get to school with no bus lines . And can students and teachers choose what option, inperson, hybrid, stayhome, the choice they feel is best . This gives you a sense of i showed this slide previously you can see how diverse it was. Im sorry, the teaching and learning work group. Big thank you to each of the leads of each of those work groups and of course all of the members who participated. So from teaching and learning members, teaching and learning work groups, the major themes that came from that group are this is what the group did. They had two days to design, to rethink schools. They reflected on Distance Learning. They identified Guiding Principles which ill go over in a minute. They analyzed constraints and corporations and discussed considerations and discussed inperson, hybrid and Distance Learning models. As you can see here well maybe you cant see. This slide says if the group felt we should begin in Distance Learning. And then gradually move to a z phase in hybrid model. The logistics team, what is done. Thank you to everyone on the slide for the work you did, coming and sharing and giving your vupts and being there with us. As we look at the guidelines from cdc, cde, the california Public Health and San FranciscoPublic Health, there really is much in about cleaning and disinfecting and this shows you that if all 56,000 students returned, our custodians would not be able to clean and disinfect the entire district. The key is the cleaning and disinfecting. Another key constraint as you can see is public transportation. Theyre projected to operate at 30 by the end of august. So all of this gives you a sense of some of the constraints that will be in place if were following the guidance from all of the different organizations that have put guidance in place. Also, things running through the feedback, need clear roles of responsibility for cleaning and disinfecting, concerns for disabled students and there was brought up how social distancing will impact daytoday experience. If theyre going to distance learn, it needs to be done differently in so many aspects that it was done in the spring. The final work group was a personnel work group. Thank you to the team that came together to talk about both what we can do, how we can do it and if there are constraints or pluses that we can learn from. Safety as a theme that came out of this group was safety and wellness of the staff was the dominant theme. Then you can see some of the comments that came through. Adult to adult transmission creates high risk for covid19. There was a lot of talk about age and the guidance that has come from the cdc, cde, the department of Public Health around age and adult high risk groups. Questions and concerns. More data about transmission in adult to adult versus child to adult scenarios and we learned about that from the town halls. That the adult to adult transmission is the greater when youre thinking about transmission. And then going back to that age as an example. Going on to the next slide. This just gives you a sense of the staff age distribution. And you can see in, for example, our student nutrition workers, more than half of the student nutrition workers are above 55, which is a highrisk group. 50 of our custodians. 46 of our substitutes are above 55. So this just gives you a sense of more information that we selected to help us with the determination of where we believe the direction we should go in. So the recommendation and next steps. So this goes back to that initial question. The four things we wanted to answer, what are our Guiding Principles for making the decision . What are the real possible learning options . Do we have a strategy to make the options a reality and what is our recommendation to the board for learning for learning beginning august 17. The Guiding Principles. The teaching and learning group spent a great amount of time with this. So the other two groups didnt do this, but the teaching and learning group did. So i want to make sure that is clear. All three groups didnt design these, but the teaching and learning did. They did a fantastic job. You can see the guide principles are about antiracism for every child, humanizing, health and safety, being responsive and then consistency and continuity. So these were the Guiding Principles decided by and they spent much time on this, so i want to thank them for their work. I think these are fantastic. From my perspective, they should be our Guiding Principles moving forward. The real responsibilities are a full return when i say full return, im talking about 56,000 students august 17, immediate hybrid return august 17, which is some form of the 56,000 large group coming back in some way so theyre there for part of the time and then hybrid is both a Distance Learning and a combination of Distance Learning and inPerson Learning. So that would be starting august 17. A delayed return, so starting later like after labor day, but that would be 56,000. Then Distance Learning to begin the year and then a gradual hybrid return. Then the question is, do we have a logistic staff agreement and learning standing to make any, all or none of the options a reality . As you can see, we dont have staff agreement for any of those right now. Definitely any of the three, the second, third and fourth, we would need an m. O. U. The first one, just us returning, we know weve heard from our labor partners there is concern for full return, so even then we would have to get staff agreement on just around returning our normal return cycle. The learning strategy for full return, yes, because thats just us coming back and doing what weve done. A no for a hybrid and a delayed full return. Yes for a delayed full return. Then for Distance Learning, there is a yes, but we need to enhance Distance Learning based on the feedback weve received. Then i talked some about the logistics concern. You can see for each, the full return, there is definitely logistics concerns. For the immediatehybrid return, definitely there are facilities concerns that i talked about previously. For Distance Learning, the same logistics concerns for the other three columns, column one, two and four exist. There are concerns, can devices for all, Internet Access for all and increased nondigital supplies, especially for lower grades. So there are logistics concerns for all, but not to the extent Distance Learning immediate does not have the same extent of concerns that the other three columns have. Then i went over some of these. What i didnt go over was sixfoot social distancing, a typical classroom capacity is reduced by half. If we brought 56,000 students back and had to have sixfoot social distancing, clearly we would not be able to do that, so we basically need another half a district. I talked about the muni is only projected to be at 30 by the end of august. I think the number is by the 17th. Closer to 20 2025 . And our transportation could require double to serve existing students at currently assigned sites. So with that in mind, our recommendation for the fall is that we begin Distance Learning initially. You can see on the side the bullet points. All students will not be in person august 17. Plan for Distance Learning with phased return. No one asked the question, im going to answer it. I would say at the earliest it would be eight weeks out. So i dont want people thinking the phased return starts two or three weeks in. We think we should consider a limited inperson school for small groups. On the 28th well come back to what that looks like and we believe there should be a gradual hybrid return once science and data suggests its safe to do so. Finally, with that being said, if were Distance Learning, we absolutely have to make sure, or have to put things in place to strengthen Distance Learning. Strengthen the relationships between families and students. We have to ensure consistent and regular communication between the home and the school. Consistent expectations for live interactions with teachers and staff. Instruction must connect students with each other and with the instructors. This was heard loud and clear from our student town halls that one of the Major Concerns was there wasnt a sense of connectedness or an attempt to connect students with each other through Distance Learning. Additional support clearly means for our focal student groups, these were the groups least connected, latino students, africanamerican students, lowincome students, special ed population. Structure needs to be differential ated. We need to make sure there is access to the technology and connectivity for families and staff. That one, i want to take a moment to say this is a commercial for people wanting to become active or looking for ways to get involved. One of the things we believe as a district, this was clearly important and we immediately got devices into the hands of our students. And then had students reach out to us, 312. Were looking to increase that now. K12. But part of the issue part of our concern is the connectivity. We as a district believe its important to make sure youre approximate just getting youre just getting the device and no way to connect, it might as well just be a coaster for your cups because its just you have to be able to connect. And one of the issues is that we currently have so when we connect with students we have the att, tmobile, verizon, the companies were connecting through, they have not we feel that we should all be in this together and be partners. And they have just kept their rates at full rates. So if there is an area to advocate, this is one of the areas we hope that people will begin to advocate for. Especially for districts doing Distance Learning. We raised, as you know some funds, and basically, you know, a large portion of the funds are just being turned over to our not turned over, but were having to pay full rates for connectivity, so my hope is people will advocate for at t, tmobile, verizon, to significantly lower rates for students connecting through Distance Learning. Thats my commercial. Capacity is needed for students to navigate and then attend a health and wellness for our students. Attend to. The next big thing ahead. Well be coming back to you with a full report. We will hopefully if this is the direction that the board agrees, Distance Learning, well begin immediately the development and training. We will immediately begin working on our approved attendance and monitoring because part of ab77 as you saw, the minutes are there and the number of minutes and the 180 instructional days so we have to have accurate attendance and monitoring because for every student who is not there, it means we lose funding and we want to make sure we can fund this model. Then we want to survey use the survey already in place and make sure we have an understanding of what choice is, so when phased return begins, we will have that in place for the decisions we make around what that phased return looks like. I want to end before we go to comments and then board eventually its for you to tell us if this is in the right direction so we can begin to make announcements tomorrow to the community and our staff. But one of the things i wanted to say, there was an article a news article that came out this weekend in the chronicle. And out there, the superintendent, parts of it were for me disappointing and ill tell you why. I love the way president sanchez began this meeting. And we didnt communicate about this. But the way he began the meeting is the way i want to end this presentation. That we, as San Francisco unified are all in this together. I often use the hashtag, if i put a tweet out, hashtag, we are usd. We are. We are in this together. And i can tell you the state is not coming to our rescue. The federal government is absolutely not coming to our rescue, if anything, theyre making things more difficult. So were in this together. And the disappointing part for me about that article was it you know, a reporters job is to help the newspaper sell newspapers. And so if the reporter can pit one area of sfusd against another area, unfortunately, some reporters will do that. And so some of the comments that were made were one area of the district complaining about another area. I want to say this to all of us. One of the things that Martin Luther king, one of his phrases or quotes, was if we dont learn to live together as brothers and sisters, we will perish as fools. And we have to figure out how to do this and live together as brothers and sisters and figure this out and Work Together. And it isnt i believe a big part of working together is the understanding that no one is going to get everything they want. So then it becomes how do we figure out how to Work Together and say i cant have it all, but this is going to be enough for me . And that goes for all of us. Administrators cant have everything they want. Teachers, youre not going to get everything you want. Board members, youre not going to get everything you want. We all have to figure out how do we move this forward in a way that says were going to work on this together with the understanding that im not going to get everything, but im willing to maybe put some of my personal needs or personal wants aside for the betterment of the district to move forward. Were all in this together and my hope is we can figure this out together and keep on pushing together up instead of tearing each other down. I realize there are risks, but the children are not the major risks. Especially the preschoolers. They need germs and Human Interaction to grow and learn. Orange county has decided to do just that. I highly recommend reading the white paper they issued and how they came to open without restrictions. If you were to divide the challenge and treat Elementary Schools as the priority to develop a reopening plan for and more middle and high school, these are more difficult because kids are more at risk, thats a full Distance Learning paradigm until further notice. I think that would be well supported by the science, the younger kids do are harmed most by the Distance Learning. As are the parents. My kids are older, so it doesnt affect me. On this historic making day, im honored to be joined by colleagues to read a statement on black lives matter. Before i go to the statement, i just wanted to share this poem. May our black boys and men feel peaceful. Healthy and strong. May our black boys and men feel safe and protected. May our black boys and men be safe and protected. May our black boys and men be safe and protected. May our black boys and men live with ease by black yoga. This point was shared with us at one of our meetings. She added this last line. May they serve in a manner that makes this a reality hash tag janice young. That was our six year old student who was tragically killed on the fourth of july by a stray bullet. I also urge the board to include Outdoor Learning in their plans for this year. I would like all those who made Public Comment to step out of their privilege and think about those who are not represented in our current learning system all the time. I also would like to encourage sfusd to develop working groups and trainings to better support Distance Learning during this time. I would like to encourage that sfusd develop monthly town halls for students and teachers and families share concerns during that time. Also to address our Current Issues of equity. Also if we go into stable cohorts think about those in positions of privilege that will have a lot of backlash. I know some parents would not want me to be in their pods just based on where they live. Making sure the pods are equitable and everyone is on the same page when they do come about. Also that everyone gets on the same page because this is the best option for us to protect our family, students and the staff. continuing the message, i would really like to say thank you to everybody who spoke tonight. Something i noticed was that i didnt really hear students voice in Public Comment. That might be because some of us are scared to speak out. Some of us might not even know exactly what a Board Meeting is. I think c hevon did a great job talking about the students who might not be heard or having their experience be talked about. I feel like the students just like she said the students experiencing homelessness, domestic violence, learning differences, i really want to piggy back off everything she said and say those are students that need us the most right now. That being said, we are living in a pandemic, right . We are living in a time where nothing is certain. Lives are being lost. Everyday. I feel like because of that, we have to prioritize safety. That is something that i have been hearing from students all across district. Students are worried about giving the corona virus to their families. I feel like overall, you know, people are worried about safety. Thats the number one concern. The second concern is how do we feel motivated doing Online Learning. How do we feel like waking up every morning to go learn when its just on a screen. I feel like we really have to give teachers the opportunities to get the professional development, have time to create this curriculum. I think that the best option right now is to do Distance Learning and slowlynot rush into something that could, you know, potentially cause lives to be lost. Thank you. I do have several questions president sanchez. I want to follow your recommendation about how you want to good about doing this. Just in terms ofmy first thing was about the amount of in person Summer Programs ive seen for young kids and what if anything were picking up or learning about that that maybe we can use in the fall . I dont know who is the best personmaybe dr. Matthews. i can start and then if you want to come on. We definitely have twoactually three people from the city side who are on ourwho have been on our working groups. I dont know if that was a subject matter that was covered in terms of what we picked up from the city summer camps that have happened. Let me stop there and see before i go on. If you had any further comments regarding what we picked up from summer camps or Summer Learning . thank you dr. Matthews for the question. In terms of Summer Learning. I know that weve been working closely with the excel after School Program theyve been doing mostly Distance Learning for the summer. We learned things about the way theyve been running their zoom classes. A few of them have been doing a combination of distance and in person. Part of the child care opening. Thats mostly the learning for younger students. Weve been learning from them different strategies that they have had to implement the practices around child care. Ways they can connect and do a hybrid. Maybe you have a teacher that comes in as a Distance Learning through zoom. You have after school staff working with the students in person. Some combination and things like that. We Just Launched a shared schools yard two weeks ago and were doing site visits now to see what is happening for outdoor education. Were drawing on the expertise and education of our partners to see if that can inform some of the work going forward. just in my neighborhood i see the rec centers everyday and they are doing some sort of in Person Instruction. There is some sort of in Person Instruction happening whether health is at risk or whether they are gaining in terms of organized curriculum. Those are all things we can find out. It seems like on the city side there are still things happening in person. Im looking to get some more information on how thats going on. If people are still healthy and how we can use that model especially for our youngest kid it have some more going in Person Instruction when the fall starts. Obviously theres varying levels of who is comfortable participating. That data would be useful in helping accommodate our youngest kids. Ive seen it happening driving around. Im assuming youre talking about the same program. similar programs. I know some of the programs are happening in different neighborhoods. In person, the data youre talking being in terms of folks getting sick, all of that information is being tracked. We are working with the department of Public Health to learn from the experience on that side of how well workers have stayed healthy and students and children and things like that. Well combine all of that data moving forward. Many of the programs started in june where the cases were in a different place than they are today. Were also seeing is there any change based on now that we have more cases occurring and how does that impact things. Its a factor that we have to keep looking at the data. Well continue to track that. Thank you for the question. okay. Generally im going to say in terms of the plan that was presented. I dont have any major hang ups about what you are proposing dr. I do have questions about accommodations related to specific groups. Im going to highlight a few of them now and reserve the others until others have a chance to talk. Teachers with kids how we are gowhats the thinking around balancing the demand for teaching versus Students Learning and one person in Public Comment mentioned families with low income children. Theres many children in the home and there are two parents that are working that are essential workers and they have to go to work, how were thinking about accommodating those family fz wies if we knoww many we have that we know in that situation. thank you. I would say this before we go on ifyou said you just wanted to highlight those, correct . Yeah. I wanted you to address those. I have others that im going to wait for others. one of the things i wanted to say and maybe i should have started with this. In developing what we have developed thus far, one of the things we said is that the detailed plan was to be delivered on the 28th. Thats when we were planning to address many of the questions you have and many of the others. Ive heard several callers say i didnt hear that included or that included. We didnt want to go over every detail tonight. This is just to give the board a sense whether you agree with the direction so we can alert. I want to let other Board Members know hopefully youre getting ready to formulate your questions especially in regards to whatit doesnt mean that we havent addressed that or that it wasnt included in tonights present eation. We as a Public Education system are going to have to be adaptive and flexible we heard a lot of that testimony over the last few weeks and months. Relatedi also wanted to thank the affinity groups as well for your statement on black lives matter and how were supporting our families. That continues to be in the forefront for us as a district. Diving into the presentation, ill keep my comments into three areas. One islet me open up with, yes. I think at this time knowing where we are with covid 19 our infection rates comparatively San Francisco is doing better than other parts of california and the region. Its clear that Distance Learning starting august 17th is the best approach. Particularly the focus on three areas which are big. Professional learning, a two track planning, and third is really the Public Health piece and how were going to ensure that health and safety for our students for our workers and family. Related to professional learning, i know there was much feedback around just even in tonights testimony around our Public Comment around how we must support our educators and teachers around adapting to Curriculum Development that is specifically for Distance Learning. Ive experienced as a parent and hearing from parents as well about particularly for all of our students how important it is and continues to be that our educators get the support they need around hybrid teaching model and what are the supports there. For an example, what is the plan . Will there be an opportunity for before School Institutes for teachers and leaders. Thats also part of the discussion around what an mou is going to look like and how important that is to make its progression. Related to the two track planning. I wanted to just highlight, its not mutually exclusive were delivering robust learning from day one and what does that reopening plan look like over time for the district. Either it be and perhaps this will be in two weeks about what, for example, is it 60, 90, four month plan. So we can adapt when its guided for safety in returning for school. Ill keep my comments high level right now. The Public Health piece. How are we partnering with department of Public Health . Do we have an understanding of how much ppe is needed . How far are we . How are we working with the state or city Agency Partners to help with some of those resources including either it be testing, tracing, as well as overall, for example, working with our nurses. Ill leave with that around the creativity. I know that the staff has already been thinking about outdoor space and Outdoor Learning. Im excited to hear that there are initial concepts. Either it be in the south east neighborhood and how were really thinking about building Outdoor Learning schools and how that can be potentially replicated across the city. Just wanted to name if it wasnt explicit today in the presentation for the public to know that creative thinking is happening. I really welcome those opportunities to think about the use of our School Facilities during Remote Learning as well as other Properties Like parks and rec, libraries and how were really diving even deeper with our Community Based organization partners. Ill leave my comments there for now. well come back to you later. theres a lot that im going to build on commissioner lamb. Maybe that will help with the dialogue. So much appreciation for our new student delegates. Im super happy to be working with you both. As far as questions i do have a lot. Ill be pausing throughout. I also encourage the district to just give us the best you can answers to our questions. I know were not settling on a plan now. Well have something on the 28th. Thats a long time to wait to get information. Theres so many Creative Ideas that weve heard tonight and been discussing for months. At least we have some high level idea to implement our discussions and questions. theres no end date. Its not for 30 dates, the leader of Public Health feels its safe to return to school. You heard a lot of parents saying, a lot of callers saying we should return to school. We should return to school immediately. Bottom line is the order is in place. That order doesnt have an end date. Even if we made a plan tonight that called for us returning to school, we dont know when end date is. We couldnt go back to school because the order isnt in place. right. Given that the city is still functioning and restaurants are openwith this order still able to happen how has that been accommodated for schools. Should we have any kind of opening in the fall . Has that been discussed or organized in a way to help us think creatively about working in person. in terms of working with the city around schools, you know the guidelines have come out. The guidelines are once students are back on site, this is what you should consider. Thats what the guidelines are. They havent said its going to happen this week or sixty days or thirty days. Once the order is lifted, this is what you should consider. Thats what the guidelines are. hopefully we can get into place the city is listening to teachers and these schools that want to open up and think of creative ways of learning so we have a better idea of ways to utilize our buildings. Id like to know the direct connection that we have with city agencies starting with the department of Public Health. Who on our staff is talking to who in dth. We can start there. I have a number of agencies id like to know our connection. thank you for the question commissioner lopez. In terms of the department of Public Health. They have a covid 19 policy Response Team that is made up of the folks that saw us presenting at the town hall. Myself along with chiefthe director of custodial katie. Chief of Early Education, nursing, and the executive director of School Programs kim host. We meet with them on a weekly basis to discuss Different Things they are learning around different guidelines since child care is obviously a conversation that we have with our Early Education folks. On the larger city side of it theres thethe mayor created a number of policy teams and, forgive me i cant remember the name of the team, use of child care. The department of children youth and families, the chair of that. Myself sit on that. Leon lee attends when possible. Those meetings were meeting on a weekly basis. We havent met lately. It includes park, libraries, the mayors office, controllers office. They are all large city agencies. San francisco mtas. At that meeting folks share different plans thats why we have the information about what is happening with sfmta in the fall. We have rec and park there talking about what is available through their agencies sm the a. A lot of conversations about how as a city we can share resources in terms of after dressing the pandemic as a city rather than each agency doing it separately. I think there are other task force, other sfu district leaders may sit on. right. Just to clarify the connection with b ph is at the city level not the county, correct . the city and county, the folks that we sit with, we dont meet with the county Health Officer and dr. Grant co lfax which is the city health director, i think. Im not sure exactly which of those they report to. my understanding is that its a com combo. The current order and all the past orders youve just heard the county Health Officer. to wrap up, i did have questions about rec and parks and Sf Public Library and mta. How can we get one individual from the School District and representative to work with those individual departments. Set up we have right now rks, is not working in a way thats helpful for me to understand whats helpful for our students. I would like to make that information clear from now on and reinstate those meetings. How can we get someone to represent mta and rec and parks and have that be their responsibility. i would say part of itaccelerate cant just say hey, were going to come sit in your meeting an be a part of it. Those meetings have to reach out. We can say, this is critical moving forward especially during these times. They reached out and said wed like at least one or two people to sit in. The othersthe ones you have mentioned have not specifically reached out to say it would be critical fori know theres a group which includes department of transportation and park and recs. As ive said, its been off and on. thank you. Im sorry. Also sfmta it has been meeting once we went to the weekly meeting. Her transportation director, they are having ongoing meetings. I believe chief wilson does speak regularly. Im more focused on the dth. Policy meeting, they are part of that. We have meetings on a weekly basis where were discussing that information. There are a lot of discussions going on. right. Them reaching out or us. Theres a lot of interest in connecting our city departments to rea think what learning can look like. Given that these agencies are ready, i want to ensure we begin those connections now. I will pause for other commissioners. one of the things ive noticed myself is nobodys ever been through a pandemic before. Constituents are confused about who makes decisions how do things get decided. Theres a sense of helplessness too. You cant involve everybody in every single meeting. I want to say number one, i appreciate district work in holding so many town halls. Ive never seen that. I really appreciate the thought exchange process. Additionally the working groups. Thats real life partnership. You have parents and district staff working in partnership with Central Office to make plans. I want to acknowledge that. Im confused about d ph. Whats been frustrating for me, ive been talking about it on social media. Why are they pushing a three feet social distancing. Nobody else is pushing that. I dont expect you guys to answer that question. Thats a question d ph has to answer. I think its a question that a lot of staff agrees around safety just the understanding of how do these decisions get made. Little kids dont get sick, i dont know if thats true. I want to see the research. I want to see the data. This virus is constantly evolving. Im also hearing thag i that its brain damage. We just dont have enough data. These are folks that work for the city. They are public servants. I feel like i dont even have access to them. Constituents when we make a decision saying this is safe or not safe, we have a range of safety. We have to say what is our acceptable width when we do reopen. I have no idea how those decisions are being made. I want to know from you, superintendent matthews, how can i get more information about answering my questions, i need that information in order to make a decision on is it safe. How does the public know if its safe. There are people who think, we can open all schools. We dont have a nurse for every school. A lot of staff, families may not know that. We dont have enough nurses for every school. That may change our ability to feel safe. If we say we want a nurse at every school, we cant do that right now. If we say maybe a half a nurse at every school works. Im just saying i want that to be transparent for me and also for the community so they can understand all the nuts and bolts of how were making decisions about whether or not we have the capacity to meet these safety guidelines that d ph is putting out there. Thats my biggest question as it relates to Vice President lopez. She is the Vice President of the board asking questions about how things are keked and how are Coe Community can get questions answered as well. How can i get information and the public get information in terms of their assessment of safety just in general. do you want to try to tackle that . if the answer is you dont know, thats fine too. Theyre not here to answer the question and to me, thats frustrating. I think they should be accountable to the public just like you are accountable and im accountable. well pass on all these comments to them. In general when the different departments of Public Health and this would be across the entire bay area are thinking about the guidelines. They are consulting all of the different articles that are coming out of medical journals. Since the start of the pandemic as far back as earlylate last year 2018 all of the research coming out both internationally and nationally. Data shifts and changes. They create their recommendations. i know. Im sore y. My question is how do i get access to them. im sorry. I meant i said i dont know and i will pass the information onto them. i appreciatepeople dont agree. I also want to state this. I watch everything, right . People are saying Different Things and there are some things everyone agrees on and people dont know. They dont have enough data. Im hearing from people saying they dont know if young kidsthey dont seem to suffer from covid 19 at higher rates but there are still questions about whether they can transmit when they are a symptomatic. We dont have enough data. Were golong term effects. We havent had it long enough to know long term effects. I dont expect themi feel like its important for us to be able to and also similarly i appreciate commissioner lopezs questions around the city. We rely on the city. I didnt realize it was an issue before. Weve got two thirds of the buses arent going. How are we going to get to school. My kids went to school everyday on the bus. High schoolers, middle schoolers. Its important for the public to know that we dont have the ability to make good on things we dont manage k, right . Maybe they need to know that. They can reach out and say hey, we need the schools to open. You need to start. Those kinds of conversations. Im wondering if you all have any thoughts on how we make that more seamless. I feel like with the police too. Theres the district, theres the city. Parents and students dont experience us in these discrete ways. And so just, for example, just talking through mclaren park or other uses of green space and open space i think is a really exciting next part of our work . I think its just us as a district really landing on, you know, what are our considerations . So well cycle back through everybody. Commissioner moliga . First, i want tho thank all the parents that came out to advocate for their kids, and then, i want to thank all the members everyone for coming out. If one is being elevated, it seems like Something Else is not, and i recognize that its not going to be an easy decision for us to navigate through. So i also want to appreciate the School District, vince matthews. I know we went through this whole consulting issue a couple of months ago, a month ago, and folks have been able to rally back with a detailed plan of what it should look like. Also, i wanted to acknowledge the infinity group, and we should not be cutting any funds that supports our African American students, and welcome to our delegates. Welcome to the party. On the topic that folks are talking about currently, i think one of the things that we havent dug into yet in terms of the coordinated care plan that we passed earlier i think in summer is really probably getting an update on what that coordinated care looks like. I think we need to questionget update on what that looks like. We have our joint select Committee Meeting with the city on the 24, andth, and i think a Good Opportunity for us to have that conversation with the city. Im not sure if the supervisor folks from the city and county side would have any oversight over those folks, but i do think those things are important to bridge. The two things that i wanted to put out there and i appreciate all the commissioners comments so far. A lot of them have been on point. Were talking about curriculum, were talking about teaching right, but to be honest, this Virtual Learning has completely failed some of our kids because it just hasnt worked. We can build the curriculum, we can train folks up. But the question is in my mind, where are we in terms of reengaging kids in school . We can engage the parents, we can engage the families, we can do the Wellness Checks, but how do we engage kids in learning . Its going to be super difficult. I havent heard enough from nurses, social workers, and everybody else that are doing works that make our district operate, right . So i want to get a better understanding of what those look like, our parent liaisons, etc. , etc. And the one thing ill leave out there so we can move forward, i do want to take a deeper dive for what it would look like for our prek to 5 kids. Ive been talking to parents all week, but when i saw the map, and i noticed who was actually showing up, i started reaching out to c. B. O. S and parents. Probably talked to almost 100 people in the past couple days, just to get some input on how things should look. And a majority of parents who have kids prek to kindergarten say theyre struggling, so id be curious to notice based on our current, like, bullet points that you mentioned, superintendent, first, do you even have the capacity . And then second, you know, are we able to provide some, like, of creative, innovative space to even host this kind of learning, and then, can we actually do it . So those are the two things on my plate, that im engaging with you know, what does engagement look like, and then, what does this prek learning look like . Did you want a response, commissioner . Yeah, if folks want to respond well, if folks have a response i guess definitely if folks want to hear it. I want to hear it. Me, too. Okay. Well, then, yeah, let it rip. Okay. I will try to start, and let me know if i missed what youre asking and i didnt include that . So in terms of the coordinated question, that is an area that we have been thinking about and planning about with those folks that we have in the summer. Most of the divisions do not work in the summer. Were trying to do what we can amidst all of the other things. So we definitely are thinking about the created core plan, how that works for families and for students, how we ensure that we have more spaces and better spaces for students to connect and families to connect than we did in the spring. The town halls, they were so informative, how do we create spaces for them to be with each other. How and how do we create it but coordinate it better . Were also really thinking about when things transition back to inPerson Learning, what are the safety protocols and plans that we need to have . We had some of those that weve built a little bit in the spring remember when we were looking at the closures. Were looking at the mistakes we made, doing scenario planning because we have to know what to do when somebody tests positive, and what are our plans for contact tracing, the work that we need to do versus when d. P. H. Will pick up the work from us . So were doing some dry runs so were prepared when the principals come back. I think some folks said at both of the staff town halls, how do we provide information that people understand where is the data coming from, where is the information coming from . So were starting to design those programs so that when staff come back in late july, ready for the administrators, we are ready to do some training, and then when school site staff, either at the Central Office sites or school sites come back, were ready to have some training and support with them. So then, in the coordinated care plan, we continue to have conversations with Public Health, the coordinated Public Health, about the mobile crisis unit, what coordinated care . Is there a family link or a Student Resource link, do we need to build out to do that . Were really looking at sort of making sure really really embedding the were really embedding the antiracist practices that dr. Matthews talk about to ensure that were not perpetuating while supremacist white supremacist cultures. So were trying to design on a district level as opposed to a division level, and i just have to say that deputy superintendent has been really great in bringing together different chiefs and instructional leads so that were all starting to plan this together as opposed to each of us sort of planning it in our room, and then coming out and not having a coherent plan, so if i if i missed some of what you were looking for, please feel free to follow up with questions. All right. Student delegates, you want to chime in . Yeah. I actually had a question. I was unsure if i should ask it during this meeting or the next week, but ill just do it right now because i think its appropriate to our conversation. I had a question regarding, you know, custodians. I was a part of the logistics work room, and being a part of that, i found out that we have 300 custodians for our whole district, and that in turn means that they covered 3. 2 million square feet of our sfusd property, but the total square feet that we have is 7. 8 million. And a burning question i have is that how can we ensure, when the time comes that we reopen our schools, how can we ensure that custodians are not over worked more than they are currently . I go to a school where we only have one custodian, and she leaves already really late already. How can we ensure you know, because its a part of safety, and, you know, i think its something we should address because, you know, custodians, you know, would be at the forefront battling this virus, and i think, you know, we should be addressing that. Im not sure if we have an answer for that, but basically, im asking what plans do we have in place to better support our custodians . Right. And that was highlighted in the text that the superintendent explained in the logistics. I dont know if you want to expand on that . Yeah. I would just say a few things. Were making the recommendations i would say that one theres a couple of things. One, when we return so what you saw was the clean the ability to clean and disinfect, and so once you add the disinfecting, thats what move it down to the november that only half can get done, because disinfecting is covered. And the other option we discussed is students have a combination of Distance Learning and inPerson Learning, so at some point, students wouldnt be present, and those would be the times that more cleaning would be done because students arent present. So thats the way that we think about it when we talk about it. The other piece, of course, this is something that weve asked and talked to the governor and legislature about. In order to do whats required in the guide, the schools absolutely need more funding. Where is if the encouragement is to have more students return, you cant say were going to have students return and were going to keep funding at the same level all students return and were going to keep funding at the same level. That just doesnt work. Shavan, do you want to say anything . Most of my comments refer to next weeks updates, just making sure that we have adequate resources for parents, like parents of students with i. E. P. S, African American, latinos. I think theyll have a better response at the next meeting, so ill just wait till then. Okay. Thank you. Commissioner cook . Yeah, i had a question about personnel in general and vacancies . Did you want to speak to that right now . So are we fully staffed in 2020 for future vacancies, and on the custodian front, do we have vacancies . And then, i have a question on the Internet Provider that you brought up. Hi, commissioner cook, hi, everyone. Good evening. So right now, i can tell you the live data. We are close to being fully staffed when it comes to our classroom teachers. We have 26 vacancies, and we filled 331 positions so far. So our count is 357, and were 95 staffed. Regarding custodians, i dont know of any vacancies. As far as i know, those positions are fully staffed. Objection. So related to personnel, theres one thing about student programs. Does this mean that there are no fall sports . It came up in our town hall meeting, superintendent matthews, and the response was, at this point, we are not allowed to. One of the guidance is to try to keep stable cohorts of groups, and to be honest with you, thats impossible if teams are playing other teams, so you cant keep a stable cohort you may have a stable cohort at practice, but once you engage in other teams, thats out the window. So we havent had any the guidance that we have around students is if there are sports, students need to be kept in stable cohorts. Okay. I have a specific question about playworks and other related services, and we pay for some of those services. You mentioned earlier based on the number of kids that we have, for Service Providers to lower cost. Is there i so appreciate you bringing that up. Is there any type of support were getting from the city or the governor to address that . Can we make public what the prices are, because, you know, were spending money on this and not the p. P. E. Equipment, and the money has to go somewhere. How can we expand on what you mentioned earlier so people know when they incur costs to the district, but bringing other authorities involved to help us negotiate a new rate . Is the representative on . Yes, i am. Can you talk to us more about the service . Sure. If i can provide framing about the internet Service Providers and where the action is happening . Theres a lot of work across the country because districts across the country are experiencing this, not just us. But were part of this, as well, because theres advocacy at the national level, not just the state level, to address pervasive wifi service for students at home, similar to what the push was in the 1990s and 2000s about internet connectivity, being able to provide that service at home. The far ranges of it, its essentially like paying for a data plan that you would have on a phone if you had cellular service, so thats what a hot spot provides. And unfortunately, its not necessarily the hot spot connectivity is not the same as high Speed Internet. It does have limitations, and it varies neighborhood by neighborhood and hot spot by spot. So it can cost anywhere from 50 to 150 for the actual hardware. The plans can cost anywhere from 10, 15 a month to 40 or 50 a month. We are looking at some of our lowest cost options that we have confidence will work in our community. But the reality is its millions, and depending on the amount of time you know, three months of 12 months of a Monthly Payments gets very expensive. So if were talking about multiyear connectivity, were talking in the millions of dollar range. Okay. Go ahead. I was just going to say, i do know that the governor and the state superintendent created a Digital Equity task force and brought together the internet Service Providers, so theres attempts, you know, to get movement on that, but this is something that districts across the country are facing. Okay. And so dr. Matthews, you did speak specifically to wanting people to advocate on behalf of lower rates. Can you help paint a picture of what were spending on this as opposed to Something Else because if we dont get new money, where is this coming from . How should people reach out, and who should they contact . Well, its important, as you just said, because these are dollars that we would spend in other places if we didnt have to spend on connectivity. Whether its bringing in additional nurses, as you just said, or, you know, whatever our priorities would be. People have mentioned more professional development. Our Student Board members just talked about additional custodians, so there are a number of places that we can spend dollars where were not able to spend because were spending on connectivity. We you know, one of the things that i would say is we definitely will give you more information on this in our next meeting, and in terms of the advocacy right now, you heard the governor and the state superintendent have formed a task force. But we id say that would be one area. Id say talking to your legislature would be another area, but i dont have the the exact communication to report directly to the company, but i think the louder the voices are, the better we have the opportunity to make change in this area. I dont know if you had specific advocacy. No, thank you for sharing that. I think, too, just at the national level, as well, theres advocacy, including the inclusion of so two things. One, the expansion of the erates program, which has provided dollars to districts for the last 20 years for internet connectivity, and theyve been looking to fill that gap at home. Weve been working with the council of great city schools and the consortium of great School Equity and other organizations to be part of that advocacy. Okay. The last thing i was going to say, just in terms of this 2028 plan, i am interested in [inaudible] thats going to be the reality the first day of school. I heard the general plan that were going to see what happens the first eight weeks, and Distance Learning starts day one. I would like to see how the district would support thinpla like this that need support. I also just want to express my personal support around the hurt how the school year ended. I just want to continue to be in conversation with students and families. I especially want to connect with families, because i know for families that live in Public Housing that have multiple kids, its really tough. So i plan to be more hands on, so i look forward to connecting with you. Commissioner lamb, and then, commissioner lopez after that, and then collins. So i think its already been said, but i just want to reiterate how important it is for us as we talk about hour plans what it would look like differentiated by age, particularly the youngest, k2, and what that looks like specifically for just knowing that Distance Learning is not the same for our youngest students and also what that means for parents as co coeducators at home. I think its important for us to have a plan around our students for learning, and we also need to make sure that were not created a mosegregat system of tracking where one group gets lost and another stays online, so i just want to make sure we take a look at what those plans look like when we do return. I also want to go back to encouraging the staff to speak specifically. I think theres been a lot of focus on the younger grades and elementary, but what seems more complicated is around middle and high, right . Knowing the research that weve seen about adolescents, what is that going to look like, especially in high school, and what will we have to embark on, particularly on those paths and trying to keep those paths consistent. And then lastly, how are we engaging our students across ages, and it goes back to that differentiated, that we know that young people are having a more difficult time in their learning, and that goes backhand in hand on working with their educators, on what that continuity in learning and what that looks like at a district and all the way to at our sites around what those expectations are both for our students and our educators. Thank you. Or if theres any response to has there been any discussions around what the paths look like for middle and high thus far or other districts and conversations that you all may be having right now . Superintendent matthews . Okay. I just want to be careful around the use of the term paths. Its a very specific term. What weve been discussing is having cohorts of students, and making sure those cohorts of students stay together. Want to distinguish that from the pod comment that you heard in Public Comment. When we think about learning models and what that looks likes, we have had a number of conversations around target student groups. Those have included our youngest learners, as well as students who are in our s. B. C. Classes, mild moderate. So all of those groups that you have surfaced in this conversation, weve talked about both in our teaching and learning group as well as other convenings, and so were still identifying who those target plans are, but differentiating as many different groups as possible, both in the Distance Learning and hybrid model. And then one last question, as were thinking about different parks or open space and looking really at Outdoor Learning, not only looking at, of course, the southeast where we know a Large Population of our students are at, looking at chinatown, too, at open space in relation to the number of students and families. Just wanted to put that out there. Thank you. Thank you. Vice president lopez . So just to continue what weve been discussing, i think i need to emphasize there are two parts in the conversation that were having . The first is health and safety of our educators, staff, children, families, and that seems clear throughout all of the town hall discussions that weve been having . So getting a real clear number of who is who is willing to come back, who needs to come back, which families, like, deputy superintendent just mentioned, which groups we want to prioritize in inPerson Learning when we do get to this hybrid model. And then, theres the piece of the actual Distance Learning. Like, we also need to really start ramping up what that looks like and rethinking, like, our mistakes and understanding when we were learning in the spring, the idea was health and safety first, and that was it. So taking what we can learn from that experience and making it something thats as as essential and as important and as creative as possible, given the circumstances. And so thats why i really want to emphasize this connection to the city agencies because were talking a lot about space, and we need to utilize other spaces that arent in use outside of our own classrooms when we will open door for our student populations or whatever it is, we will be able to prioritize and decide to hold inPerson Learning. But the question how learning will be happening is still top of mind. So i just want to hear more about ideas behind that professional learning, what that looks like. Educators are saying theyre willing to come back and do learning ahead of time, so what does that schedule look like . How are we going to do it before august 17, so that when that date is open, were ready to go, the tech is in place. And how are we teaching parents to be teachers . So i know that this is a loaded question, but i do wonder, like, first if we can start with our tech plans in returns before august 17. Whats in place already, given what we learned from the spring . You had a lot of questions there, so i dont know im sorry . You had a number of questions. The question that i just emphasized was the tech so specifically having tech available for educators and families, because we wanted to broaden our tech from 312 to k12. Yeah. And just to add to that, i remember hearing it was prek. Prek . Yes. Im hoping its prek, and we have miss todd with us. Yes. Yes, hi. So we are planning for additional distribution that will need to happen for for august . Yes, were looking at prek through second grade, and so when we look at were planning for the prek through second grade, and its supposed to be access and the you know, the Family Resources and support thats needed. As we know from the spring, that it was our families of our youngest grades that really needed not that all families that families across all grade levels didnt need support, but really needed support, right, because their children werent as independent as the technology and hadnt been using it in their classroom prior to covid. Well have third graders that were second graders before that will need more instruction, as well as addressing any gaps that we had in our third through 12th grade. We have a number of constraints, though, with it. Were estimating that it could be as high as 15,000 total devices again, with both chrome books and hot spots . So weve been building up our inventory to support that, and then, through the timing factors. So with our strategies through the spring and our primary deployment. It was challenging because we had a harder time of reaching and connecting with the families and the students, a harder time than schools have. Schools, they have the text numbers, they have those contacts. So were looking at how, for the spring, we leverage our schools and our Schools Community to amplify the distribution so that we can reach students, you know, as quickly as possible . So and it was said by a caller earlier, we do have to recognize, though, that not every child who Needs Technology will have it on august 17, because it does take time. We had about a nineweek process in the spring to reach between what schools did and we did centrally, so we have to be mindful of that and plan for that, as well. Right. And i hear that, and i think thats why we have worries. Weve known since the spring, and that was our initial reaction, and im very excited and very grateful to the work that the School District did, but we now have a number of families who do have access. Like, how are we following up with them, and why would it take this long to prepare them before the start date . If its a matter of connecting with families, i think, like, we each individually, like, we each as a School District, all the people who have given Public Comment, who have engaged in town hall, have the ability to reach families, like. So that is a concern of mine. So you have so in terms of so let me start, and then, you can so one of the things you asked is the question since weve known since the spring, the issue has been in terms of what our learning plan was going to be, we havent known since the spring. Theres many things we didnt know in terms of what the budget just was finished with the trailer bill, so that gave us a sense of what the expectation was from the state. The fact that, you know, the the fact that the virus is resurfacing, these are all things that we didnt know in the spring that we did know now. So we definitely did not know we would be back in Distance Learning in the spring. This is something that i actually the expectation you know, were presenting this to the board tonight at a high level so we can tell the community. The reason were doing it now is because the community has been asking this question, but we didnt know and could not answer until. So its not that weve known since the spring that we were going to be back in Distance Learning. And one of the things that i want the community to know, the administrators that have called in, the teachers who have called in, who have said we want our students back in class. Parents, administrators, myself, we all want our kids back in school. We know thats where they learn best, and we know that thats where interactions happen best. Thats where the connectedness that the students mentioned in their town hall happens best. So we all want that. The question is how can we do it safest . And through this town hall process, probably around the 5th, 6th, 7th, is when we started looking at the data, hearing about safety, and thats when we put all this forward. So thats all a long way of saying we havent known since the spring. Did you want to add anything, miss todd . Im actually its okay on my end. I dont think were going to get anywhere in this conversation with this question. Okay. And commissioner collins, and then commissioner moliga. Thank you. So i just want to piggyback on that. I wanted to know specifically i mean, i do we havent totally known, but i do think theres been some processing around how Distance Learning worked, and i also, just as any educator, think about how were going to ramp up in the fall. Currently, we have the state has said we have to do 180 instructional days in the year, and that doesnt count any more days for teachers because we cant pay them more. I think we should be asking the state for more help, and theres a lot of things, you know, that superintendent matthews, you suggested. They should be helping us with broad band, they should be giving us more money for cleaning, things like that. And im wondering, im proposing to the president and Vice President and to the board, i would like to write a letter to the governor and to the legislature, saying look, we want to do these things, but we need more help, and some of that means flexibility. Like, make if we could have two weeks less time per semester of days of instruction, thats two weeks of time that teachers can actually prepare and coplan and create more robust learning. People need to understand teachers arent working right now. They may be, on their own, planning, but we dont have the resources to pay them right now to work collaboratively to do more robust learning. So i guess first off, im asking other commissioners, and im asking president i mean, superintendent matthews, do you think we could advocate with other Board Members across the state because i know were not alone, do you think that would be fruitful and do you think you would be willing to help draft a letter requesting specific support . I dont see superintendent matthews, but i would be down for that. I dont want to talk too much, but even before this, we all needed more resources for this, particularly with the crisis at hand, and im willing to codraft a letter that we can send around or circulate with districts around us and throughout california. And one of your questions is i know its effective. You say we need p. P. E. , and the state started delivering p. P. E. Originally, the governors budget for us was a nostarter, and we said thats just not going to work. So i dont know if that worked or not, but i guess id say this. It definitely cant hurt, it cant make things worse. And it would affect things a lot better. Okay. Then i would like to schedule a time immediately to sit down and talk with staff because i may not be seeing things that staff does as specific barriers. We can all reach out to tony thurman and other Board Members so we can start advocating for more support because the more peop power we have, the more we do. And lets just say we dont have more flexibility in more planning time for teachers. We only have five days i dont know. Im not saying we dont want to do this, but right now, we only have five days. Do you have any thoughts on how we could give teachers more time on how to plan more curriculum or adjust to Distance Learning. And i know this isnt your solid plan, but id love to hear your thoughts. And before he does that, its four days. Oh, four days . Thank you. Its a good conversation starter for around the hours that are already in the contract are meeting times, and converting those to p. D. Times because theres a certain amount of hours a month that are supposed to be taken up by meetings. Id be interested to know how we can get teachers more times. Its even more of a question that now that were into this School Closure phase. One of the things that i heard from president sanchez was looking at the m. O. U. Or a longer workday. One of the nice things around ab 77, it does allow some flexibility around what instruction looks like. So those days of instruction are not all inperson, so it can be a combination of inperson and live, and thinking about asy az asynchronous. [inaudible] so were getting creative around just the schedule itself, commissioner collins, and how we can leverage the schedule and how we can actually find, you know, the open end, the loophole, if you will, around that four hours of construction to leverage whatever time we have teachers, on the clock or in the building to do professional development. And then, in addition, i wanted to piggyback one of the things that i want to say is nobody in the country did Distance Learning well because what we were doing was emergency online teaching. Some teachers, they were in situations just like students and families. But we do have some time to think ahead, and we can learn from that. One of the problems that we heard was there was a lot of inconsistency across the system. C. B. O. S wanted support, but systems were all over the place. Parents wanted to know, but it was one way at one school and another way at another. I do think as a system, i dont want to, you know, overly prescribe for everyone, you know every this is the hours that we teach, but i do think when we have clearer clearer set guidelines of when kids are learning and when theres free time, its clear for the public, as well, and so if its not happening cause i heard that there are some kids that said he they werent getting instruction. Thats very rare, but its just unacceptable. But that wasnt clear, like, when things were happening, so im just wondering your thoughts on that. Before i answer that question, i also wants to say, commissioner wanted to say, commissioner collins, in response to your first question, we were developing a 30day plan. I heard one of the commissioners talk about this phase in or ramp up and really think about how we can set up a scope and sequence for all sfusd that vote for teacher capacity to do the work and really makes it clear to parents and teachers what it will look like, but also gets students ready to engage in Distance Learning. Were thinking about a plan to bring everybody on board, so the first 30 days are getting us ready to do distance in a much better way. One of the things that we created in the spring was a Distance Learning guide, and i think that guide was really helpful for a lot of folks, however, what we realed was that guide was a guide for teachers and administrators so they knew the plan, but we never we talked about it, but we never talked about that plan to be family and community facing. So part of that was there wasnt clear necessary instruction. So one of the things that we said for sure was as we enhance the Distance Learning guide, well make a family facing one. You mentioned that we want folks to have economy, but theres ideas about defined economy. So how can we get clear around what is the constant or the consistent, and what is the loose . Weve gotten a lot of input over the spring and even now to ramp up for the fall, and so i think whatll make this time more hopefully more successful is were not designing it ourselves and saying here, heres your type, but were getting input from our leaders, our educators, and our parents around what worked and didnt work. So i think theres going to be a lot more thats going to form the guidance so folks are more bought into it but also making sure that stakeholders are also clear on that guidance. And then also just submitting ongoing feedback cycles. We realize how important that is so along the way, we can tweak and iterate as we go. And one of the things that i appreciate is from you and the chief academic officer, dr. Priestly, is you really made an effort to engage with the public. You held multiple town halls and you participated with the School Resource task force. Not just once, but they were these regular iterated meetings, and im wondering, are we going to continue that and or what are some other technisms that you see mechanisms that you see that just regular parents or students or staff can give you this feedback . You know, what are the mechanisms that youre thinking might work with that . Were keeping up with the equity task force. We paused for the summer, but we definitely want to ramp that back up. Even thinking about how do we keep up with that [inaudible]. I was thinking through, i want to say thank you to superintendent matthews for your comments about the article in the chronicle. Im tired of this failure for public schools, and i want to acknowledge, too, this has been a bumpy ride. Its not perfect. Im not going to be a pollyanna and say its perfect. Its not perfect, but ive never had this amount of town halls with community in multiple languages with so many commissioners and partnering with agencies like meta and h. R. C. And things like that. I also want to acknowledge the Family Resource link line, which is a phone number you can call and ask any question, and theres a person on the other end of the line. Ive been asking for that for ten years, and the fact that were staffing it and the huge, huge list is a huge win for staff, and i want to acknowledge it. We have never, ever done a system wide Wellness Check in the district. I know were nervous about the next thing, but i want to really acknowledge all of us you know, we got rid of the police m. O. U. We have not stopped. We did multiple budget meetings and kept asking staff to go back so we could save staff at sites. I really want to acknowledge all of that work on all of our part, including the work of the board and parent leaders and student leaders and community leaders. Were going to continue to meet support, and we are need support, and were going to need district staff, but i want to acknowledge you because youve stepped up, and you continue to step up, and i just really appreciate it. We are just continuing to build off of and strengthen what we already had as an existing Community Partnership network, where we met with our c. B. O. Partnership on a regular basis throughout the year, and we developed a way to share the information that we thought would be most useful or they can been asking for us in terms of community usefulness models. What we were able to do is build that even more robustly with the Partnership Network meetings that commissioner collins just mentioned, and we continue to move that work forward as we move through this process. It isnt something that were going to put a pause on . Things get slowed down during the summer because we have many staff not working, but that is part of the coordinated care plan, is to work with our c. B. O. Partners through that. Thats a lot of partnering. Thanks. And the last one is could we also get an update on what the wellness plan is going to look like . I want to know how were going to provide Wellness Services throughout this plan however we whatever we choose, and specifically around partnering with communitybased organizations. Jase just got killed on fourth of july, which is not okay, and another individual got killed, like, literally that sunday. When schools were open, we were able to provide, you know, kids, you know, with all kinds of things. So i would love to see what our robust wellness strategy is going to be in the fall, because i know a lot of kids are hurting right now, and they could definitely use our support, especially what would can lo it look like to utilize our nurses and Community Partners . Yeah, were looking at all of that. That is a part of our coordinated care plan. Were trying to fold all of that in so we can communicate and leverage resources within the division of student and academic Family Support throughout the district, so that is definitely forthcoming. And one of the big things i think that this experience has taught us is its not unusual for many of the supports in the district to end for winter breaks and fall breaks and summer breaks, and what this experience has taught us is this is really hard on families and students, so were thinking what as a district does it look like to have yearround partnerships, and what does a warm handoff look like for the time when the School District isnt in session . I cannot promise that we will have all the answers for by the fall learning. We will have supports and services that will be available, and that is our work to continue throughout the year to iterate so that next summer, when we enter the summer in whatever way we enter it, we have some kind of warm handoff to our student partners and c. It might not have been explicit, but just to name, you know, that during this initial period of Distance Learning, really having the staff look at plans, you know, keeping or having our school sites open and available, either it be as we think about what our c. B. O. Partners and their role is going to be in working with the district, in either, you know, again, supports for our youth and our students, and then, as well as i know its been raised to engage with our labor partners because ive seen some emails around the interests of educators who may not have a home environment that allows them to do their teaching, as well, so just to reiterate that. And then secondly, deputy superintendent already commented on it, but i think just how valuable and important it is to continue these working groups so that there is that more consistent and continued collaboration to be able to provide that.
