Two, two year options to extend. Were only asking for one twoyear option to extend. And before we exercise the final twoyear option to extend, we would evaluate if there were Civil Service employees who i believe chair fewer were concerned would be laid off or have been laid off if they could do the services in step . I totally get that. What im saying is that rather than the airport having the ability to have the second twoyear option at its sole and absolute discretion and suggesting and with all respect to my budget chair, that this only be one twoyear extension rather than the unenforceable language that is being suggested by the budget chair. What is before you is one option to extend. Before we exercise the second option to extend, we would come back to the wards for approval and presumably to present what we have reviewed in terms of if there were other Civil Service positions that could perform these jobs. So are you coming back to the board because pursuant to section 9. 118, subsection b, of the charter that you have to do that . Yes. Thank you for your explanation. I appreciate it. President yee i still need a second. Seconded by supervisor peskin. Supervisor peskin thank you. President yee i see that theres so we will call the amendment. Clerk on the amendment, supervisor stefani. Supervisor yee. Yee, aye. Supervisor fewer. Fewer aye. And supervisor haney. Aye. Haney aye. Supervisor mandelman. Mandelman, aye. Supervisor mar. Mar, aye. Supervisor peskin. Peskin aye. Supervisor preston. Preston aye. Supervisor ronen. Ronen, aye. Supervisor safai. Safai aye. There are 11 ayes. President yee okay. Take the roll on this item as amended. Clerk on item 15 as amended. [roll call] [roll call] there are 11 ayes. President yee okay, without objection, the resolution as amended is adopted. So theres usually a break somewhere but i havent seen it for a while. Supervisor peskin will you just take over the facilitation of one or two items. Supervisor peskin i would be happy to come up to the chairs podium, mr. President. President yee okay. So were on item number 19. Supervisor peskin i understand that. Madam clerk on number 19, the contract to amend number 6, are there any members that would like to comment on this . Seeing none, madam clerk, could you please call the roll. Clerk on item 19. [roll call] there are 10 ayes. Supervisor peskin thank you,. Supervisor mandelman . Madam clerk. Could you please read the next item. Its been adopted unanimously. Please read the next item. Clerk the way that the president has this listed he wanted items 20 through 22 to be called together. And here are three resolutions that declare the intent of the city to reimburse certain expenditures from proceeds of future bonded indebtedness to authorize the director of the Mayors Office of housing and Community Development and application and related documents to the California Debt Limit Allocation Committee to permit the issuance of Residential Mortgage revenue one. For item 20 for an amount not to exceed 30 million for the acquisition and rehabilitation of the san christina hotel. For item 21, not to exceed 40 million for 777 broadway. And 15251529 grant avenue, otherwise know as the throughline apartments. And for item 22 supervisor peskin my apologies, go ahead, madam clerk. Clerk and for item 22, the issueance and of sale of Revenue Bonds by the city in a Principal Amount not to exceed 75 million to finance the development of a 137unit Affordable Rental Housing Development located in the city at 4840 Mission Street and to ratify and approve actions her heretofore taken wih all three projects and any application as defined. Thank you. Supervisor peskin thank you, madam clerk. Colleagues, on items 20, 21 or 22, are there any comments . Mr. Chair . Supervisor peskin supervisor safai. Supervisor safai sorry. I wanted to say some quick words about item number 22. Unlike many parts of San Francisco, our district does not have or has not had any family Affordable Housing built in the history of this district. We have one small tiny housing authority, a 10unit building. But this would be the first family Affordable Housing built in the history of district 11 in the heart of the excelsior. There is an old funeral home at least 75 million, a result of the issuance of these bonds, a result of the hard work that we put in with the community. Bridge housing, the neighbors. And many, many people involved in this project over the last id say five years, but the 3 1 2 years that i have been in office. I want to particularly thank mayor breed for coming in last year during the budget process and chair sandy fewer for supporting that effort and colleagues for supporting that effort, for putting 30 million of our citys money into this general fund money which was then switched out, originally going to be one pool of eraf and it was switched to a bond, Affordable Housing bond money this last november. But that particular gap allowed us then to move aggressively and save a couple years on this projects development. We have a few projects in the pipeline. One private development of 50 affordable that many of you supported that will actually be the first. But this would be the first 100 family Affordable Housing. So i just wanted to call it out at 4840. To thank the mayor for her strong commitment to district 11 and thank you to all of the colleagues that supported that allocation last year. And that is what allows us to do what were doing today and move so aggressively where we will begin this fall in prepping this site for a groundbreaking and moving forward with the development of this site. So thank you, colleagues and thank you for your support. Supervisor peskin thank you, supervisor safai. I see that president yee is back, but while i still have the chair for just a hot second, i would just like the Mayors Office of housing to ed few us on the Revenue Bonds as they relate to 12044 mason and 777 broadway and 15251529 grant avenue in the Northeast Corner of the city that i happen to represent. And with that i hand the gavel back to president yee. President yee miss chan, are you there . Yes, yes, supervisor peskin could you elaborate, you want me to address the effect of this project . Supervisor peskin so, miss chan, as you know, and as the new head of the Mayors Office of housing and Community Development knows, i want to use these opportunities for this unit of government to explain to this board, but more importantly, the people of San Francisco who watch this what these instruments are, how they work, what the indebtedness means, what these projects mean. Like, for instance, 777 broadway has been an Affordable Housing project for most of my adult life. So if you could actually explain this. I mean, we wrote these up every time they come to us, but we never used this as an Educational Opportunity to explain not only to those of us who voted on them, but to members of the public precisely what these instruments are and why we do this. Sure. So these are three and for items 20 to 22, these are existing Affordable Housing projects, including the three sites that you named in that item. And theyre applying to the state California Debt Limit Allocation Committee for an award of tax exempt bonds which are used to finance the construction of these sites. San francisco is the issuer of the bonds. Were not within these items were not asking for the board to approve any city dollars for the funding of these sites. But we are asking the board to approve of the projects being able to apply to the state for this tax exempt bond financing that is required in the federal requirements of the bond the bonds program. So the board and the Budget Committee have seen many proje projects see disapproval because most Affordable Housing projects are financed with tax credits and tax exempt bonds. And the 4 tax program and the tax exempt Bond Financing Program is the primary means by which we fund the projects. Largely because they have been for the most part noncompetitive, but we are seeing with such a high demand for Affordable Housing across the state, we are seeing that the bonds are have started to become competitive this year. So just in summary, again, this is one financing tool for funding Affordable Housing, but it is a very critical one and its just as part of the requirement for accessing, we do need the board to provide approval for the project to seek the awards from the committee. I hope that answers your question. Supervisor peskin see just so were clear through the president to miss chan, this is not the creation of any new housing . This is in essence a refinancing . That is correct. Which would allow the project to do rehabilitation work. The project to do rehabilitation work. Supervisor peskin and relative to item 21, whats that rehabilitation work consist of at 7777 broadway, 15251529 grant, 1204 mason . So as you will see in the file that there is a project description which describes the rehabilitation work which includes those exterior work building lights and improvements, including life safety improvements, as well as common area improvements and unit specific specific unit improvements. There is a long list of improve improvements that is included in the description. Supervisor peskin thank you miss chan. Thank you. President yee good questions supervisor peskin. Im always learning more on what this means. Lets see, so i think we have three items, is that correct . So go ahead and take the roll for items 22 20 through 22. Clerk numbers 20 through 22. [roll call] there are 11 ayes. President yee okay, without objection, the resolutions are adopted unanimously. And thank you, supervisor peskin, for taking over for a few moments there. President yee okay. Madam clerk, go ahead and call the roll. Clerk i would like the special vote items. On item 26, supervisor stefan stefani. [roll call] supervisor peskin . Supervisor peskin members, when two of our members refuse to vote and one of them had to be taken out of the bathroom by indiscernible . indiscernible . Clerk was that an aye, supervisor peskin . Supervisor peskin that wa was. Clerk [roll call] there are 11 ayes. President yee okay. Without objection, the ordinance is passed on First Reading. Madam clerk, to our next item. Colleagues, i would like to make a motion to continue this item to next weeks 7 time28 meeting and we are working with the City Attorney to revise certain definition so that theres uniformity. And i would propose these changes next week once we hear back from the City Attorney. President yee seconded by supervisor peskin. Madam clerk, on the motion to continue. Clerk on the motion to continue to july 28. [roll call] there are 11 ayes. President yee okay, the motion to continue to july 28th passes. Madam clerk, lets go to item number 28. Clerk item 29, resolution to condemn the increase of racial profiling and discrimination harassment from private businesses and individuals, who profile people of color for suspicion of crime or denial of Service Based on the individuals race, age, ethnicity, language, gender, sexual orientation, immigration status, and national origin. President yee okay. Go ahead and call the roll. Clerk on item number 29. [roll call] supervisor safai pleas add s a cosponsor on this item too. Clerk there are 11 ayes. President yee without objection, the ordinance is adopted unanimously. Madam clerk, lets go to the committee reports, i believe . Number 37. 737 am i correct . Clerk you. President yee item number 37. Clerk item 37 was considered by the budget and finance committee at a special meeting on tuesday, july 21st and was forwarded as a committee report. Item 37 is a Charter Amendment and initiative ordinance, business and tax regulations code, adjustment of baseline funding and business tax changes pursuant to the rules 22. 7 this item shall be continued for one week to allow six days to intervene between the first appearance today and any board order of submission to an electorate beginning with next week. President yee okay, colleagues, i want to thank supervisors fewer and haney who worked tirelessly for trying to enforce this piece of legislation to get to the ballot in november to really fix the indiscernible and we have to continue the item well have it in committee. So i want to thank the mayor, mayor breed, for her support in unifying and getting behind this version of the gross receipt tax measure. And i also want to thank a couple cosponsors that just joined in, supervisor safai and supervisor mandelman, that indicated that they wanted to be cosponsors earlier. And we will not be voting on this today as it needs to sit for a week. But i wanted to make sure to acknowledge the labor also and Community Partners as well as other Small Businesses for their input into this process. So supervisor peskin . Supervisor peskin mr. President , i am not one for compliments, but i would like to reiterate what i have said in committee. This was remarkably complicated. It had a lot of moving pieces. There are many, many people to thanks, many of them are staff members. And im not known for being nice to anybody, but, president yee, you conducted this entire thing incredibly well for which i am profoundly grateful. You took a lot of it and consistently and calmly brought them together in a way that i think that was ultimately profoundly fair. You got the mayor on board. You got the lefter and more left parts of our board, the supervisors on board. This offers profound relief to the Small Business sector of the tax paying community. But i really want to thank you, norman, for how you conducted this entire episode. indiscernible . President yee i appreciate it. But it wasnt hard with the three of you working on it. What could i say. It could be much more difficult, but i felt that it was just indiscernible . So, madam clerk, what do i have to do now . I have to make a motion to continue this item . Is there a second . Second. President yee seconded by supervisor stefani fewer . Okay, all right. Okay, then go ahead. So theres been a motion made and seconded. Madam clerk, can you please call the roll on this continuance . Clerk to continue item 37 to july 28th. [roll call] there are 11 ayes. President yee without objection then the Charter Amendment is t continued to the meeting of july 28, 2020. Madam clerk, go to the next item, 38. Clerk mr. President , i have to make a correction, i failed you. We did not call item 30 yet and i want to do so before we move any further. President yee okay. Clerk determining that the issue of a type42 onsale beer and wine public premises Liquor License to the nobody inn l. L. C. , doing business as the nobody inn, located at 620 post street, district 3, will serve the public convenience or necessity of the city and county of San Francisco, and requesting that the California Department of alcoholic Beverage Control impose conditions on the issuance of the license. President yee madam clerk, call the roll on this item. Clerk on item 30 [roll call] there are 11 ayes. President yee okay, then without objection this item passes unanimously. Now i think were back to 38. Clerk yes, that is truly correct. Item 38 was considered by the government audit and Oversight Committee at a special meeting on friday, july 17th and was forwarded as the committee report. Its a resolution to approve for purposes of the International Revenue code, section 147 [f] the issuance and sale of revenue obligations by the California Enterprise Development Authority in an aggregate Principal Amount to not exceed 25 million to finance or refinance the acquisition, construction, renovation, rehabilitation, improve mint and or equipping of educational and related facilities to be owned and operated by the San FranciscoWaldorf School association, a california nonprofit Public Benefit corporation. President yee madam clerk, go ahead and call the roll. Clerk on item 38. [roll call] there are 11 ayes. President yee okay, good. Without objection, the resolution is adopted unanimously. Madam clerk, lets go to item number please call items 39 through 41 together. Clerk okay. First i will say that items 3942 were considered by the landuse and Transportation Committee at a regular meeting on monday, july 20th. Items 39 through 41 were forwarded as committee reports. Item 39 is an ordinance to amend the general plan to amend the market and octavia area plan, making conforming amendments to the arts element and the housing element, and to make the appropriate findings. Item 40 ordinance to amend the various sections of the planning code to amend the van ness and Market Downtown residential special use district to encourage additional housing and uses that support neighborhood residents and businesses and to give effect to amendments to the market and octavia area plan to add a new planning code section 425 to create the van ness and Market Community facilities fee and fund. And item 41 is an ordinance to amend the zoning map of the planning code to amend the boundaries of the van ness and market residential special use district and make other amendments to the height and bulk district maps and zoning use district maps and to make the appropriate findings. President yee okay. Madam clerk, go ahead and call the roll. Im on the roster, president yee. President yee oh, okay, sorry. Supervisor peskin. Supervisor peskin no problem. Thank you. Colleagues, so items 39 to 41 as set forth compromise a package of legislation that seeks to rezone the area around Market Street and van ness at that intersection known as the hub. My office, along with supervisors haney and ronen, have worked closely with the central citys coalition to bring to the board the amended legislation thats before us today. And the legislation limits the zoning changes for the hub to three sites that have gone through an Extensive Community process. Mainly, the project sites at 30 van ness, 10 south van ness and 98 franklin. The result of which has been a considerable package of Public Benefits. With full support from the community, we if we pass this, it would essentially be fast tracking the necessary changes for these three sites in phase one, something that is also strongly urged and supported by our labor allies. At the same time wed also be taking the time we need before moving forward with the rezoning of the rest of the area. We are pausing the remainder for really a specific purpose, which is as discussed extensively in committee, is to allow a thorough race and Equity Analysis on what the effects will be, particularly on communities of color of the complete hub plan. The process to scope this analysis is already underway and it is our intention to allow no more than six months for the completion of this process. Its important for stakeholders on all sides and that nothing in the full plan has been rejected at this point. Rather, by duplicating the relevant files as we did at committee, we have effectively kept the broader discussion in committee while moving forward with the projects that are in the process of entitlement and have offered to the Community SignificantPublic Benefits that i will not detail here today, but are extensive. I do want to note one thing that is widely covered in the media that i think that is really very significant. And that is that as part of the Community Benefits package, the developer of the 10 south van ness has agreed to allocate their Affordable Housing obligation to a land dedication for the purpose of creating 100 permanently Affordable Housing. And among the sites being considered is 1979 Mission Street. Known as the monster in the mission. And we are really excited by the possibility that the monster in the mission may yet become what activists have called the marvel in the mission. What supervisor ronens office has worked so hard to ensure, along with so Many Community activists. So i want to be clear that the city approvals dont require the developer to acquire and develop that specific site, but, nrms, nonetheless, we know that todays approval is a crucial step in the efforts to secure a 100 affordable site. And if this were to come to fruition at 1979 mission it would really be an incredible win and a testament to the power of organizing for the Mission District and for the housing Justice Movement at large. And in particular for a neighborhood that has suffered the displacement of more than 8,000 latinos over the past decade. To lay the groundwork for 100 Affordable Housing project envisioned and articulated at the marvel in the mission would really be a milestone to this city. So i think overall the package before us today represents a sensible balance, one that effectively green lights some 1,644 units of new housing, a significant apportion of which is affordable, and much of that deeply affordable. While really listening to the demands of the community to elevate and to Center Important considerations of race and equity before moving forward with the remaining parcels. I want to note as my colleague, supervisor peskin, said in committee yesterday that really the significance of of what we see as a paradigm shift here in how we as a city pursue and approve major developments. We need to bring in Community Groups in the process and make sure that as benefits are conferred to building this city, that we do that with the support of Community Members. In particular, communities of color. And i just want to recognize how throughout this process that the community has led this package that we see before us today. I want to thank the central citys coalition, in particular john and angelica and la i. R. S. , and david woo, and tess wellborn and astasia, and many others who worked so hard on this as part of the coalition and helped our office to move forward with this balanced approach at this time. And i also want to recognize and thank the district nine office, abbey of the district 6 office, my colleague supervisors haney and supervisor ronen and kyle smeeley of my office for all of their work to bring this package forward. So, colleagues, i urge your supports for items 39 to 41 today. Thank you. President yee thank you, supervisor ronen . Supervisor ronen thank you so much and thank you, supervisor peskin, for all of your words. And to supervisor haney, for all of your work on this as well as your staff and the amazing amy in my office who has been working very hard on this. I want to add my voice of support for what my colleagues have already expressed or what supervisor preston already expressed today. This amended package of legislation is a win for San Francisco and truly signals a change in how we plan the development in our city. So with our vote today were taking the practical step of green lighting three Major Projects that are ready to proceed following the intensive Community Input and with the Community Benefits. At the same time, we are passing a framework for the remainder of the hub with approvals of future projects to be phased in following an Equity Analysis already underway. We cannot continue to plan for the future of San Francisco without an honest assessment of the reallife impacts of communities of color and lowincome and lowwage workers and Small Businesses. Once we have that information, we cannot put that report on a shelf and the impacts cannot be mitigated or theres overriding mitigations that force us to overlook the damage. In june, there was a powerful resolution acknowledging the harms to the communities of color due to historical and presentday planning and zoning policies and committed to a bold and forwardthinking strategies to advance racial and social equity in San Francisco. We must once and for all not only study but absorb and integrate and utilize the information so that development enhances economic opportunities, protects and expands Affordable Housing and preserves cultural districts. This hub will be our first test. Thank you so much, colleagues, and i hope that you will all support today. President yee sprrv supervir haney. Supervisor haney there we go. You know, i just wanted to echo the comments of my colleagues, supervisors preston and ronen. The hub, of course, kind of sets at the intersection of the three of our districts. Much of it falling into my district, including i think two of these projects. And i just really want to appreciate the collaborative approach that weve taken with our three offices and our respective staffs, abbey in my office and kyle and amy and their hard work and all of the Community Advocates and residents and the project sponsors. Its really important that we are able to move forward these three Key Development sites immediately and they will add many hundreds of units of housing, including many units of Affordable Housing. And also as supervisor preston said, theres incredible urgency around one of them that we hope that will lead to the development of a 1979 mission as 100 Affordable Housing, which would be a huge victory for not only the mission but for our entire city. So i want to thank again my colleagues and the staff from planning and all of the Community Members and the central city coalition. We had a lot more work to do. And i think that once we receive the results of the race and social equity study we will be able to ensure that the next steps of this provide most Equitable Development plan possible for this growing part of our city that, this hub area plan will really determine the future of. And so thanks again, supervisor preston, for this for your leadership and supervisor and chair peskin as well that contributed extensively in committee and supervisor safai. Thank you. President yee supervisor fewer. Supervisor fewer thank you, president yee. Theres a lack of Public Schools in that area and im wondering if that has been on your radar because that Large Development area, as you know, is not residential before. So i think that supervisor haney knows full well that there is really a lack of Elementary Schools, middle and high schools in that area. So i would hope that you are working very closely with planning. I have mentioned it many, many times to planning when they are briefing me on this plan that theres a lack of educational public Educational Opportunities there. So i just wanted to make sure that as we are building a whole new community there that we are not forgetting the importance of Public Education and the accessibility to schools in that area. Thank you. President yee thank you for your comments, supervisor fewer. And one of the things that i am hoping that well have some elements into and encouraging around familyfriendly elements that we could have so we can move forward soon. Madam clerk, go ahead and call roll call on this. Clerk on item 39 through 41. [roll call] there are 11 ayes. President yee okay. Without objection, the ordinance are passed on First Reading. Maddamadam clerk, lets go to rl call. Clerk supervisor stefani, youre up first to introduce new business. Supervisor stefani thank you, madam clerk. Colleagues, today im introducing the nogovernment rackets or fraudulent or transaction act known as the no grasp act which will close several loophole necessary the citys contracting process and increase oversight over how contracting is conducted. Ongoing local and federal investigations have made clear that we need more accountability from city departments. The no grab act will be a step forward to safeguard taxpayer dollars. This proposal will amend the administrative code and close the loopholes that former direct workers used to have contracts to recipients without solicitation, documentation, evaluation or oversight. It creates a new strict set of rules governing the use of prequalified contracting pools, and as needed professional Services Contracts which give Department Heads broad discretion to direct certain kinds of contracts to specific individuals. And which has been ripe for abuse. According to a recent report from the city auditor, the former director of public works used these contracting tools to issue over 150 contracts totaling over 250 million over the last three years. This represents over 90 of the contracts public works issued, 90 . The no grab act will set forth minimum standards for all city departments that seek to use these types of contracting tools. It will require departments to solicit bids publicly, evaluate these bids using fair and objective criteria, retain all related documentation, and provide copies to the office of Contract Administration and the controller for oversight and review. By making these necessary changes, the no grab act will bring our contracting procedures in line with nationally recognized best practices and it will eliminate opportunities for abuse. San franciscans should not have to wonder whether their taxes are being used for corrupt purposes. And as elected officials, our primary responsibility is to be careful stewards of our resources and, of course, the public trust. The no graft act will move us closer to restoring that trust. I would like to thank the city auditor mark delrosa and the attorneys for their help drafting this legislation. And i look forward to seeing it pass in the future. And i also want to thank for the cosponsorship. I look forward to your support as this moves through the process. The rest i submit. Clerk thank you, supervisor stefani. Supervisor walton. Supervisor walton thank you so much. Thank you so much, madam chair. Colleagues, today i do have a resolution to introduce as well as two memoriams. First, along with supervisors peskin and haney, i wish to introduce a resolution in support of sb797. This resolution would allow for a dedicated funding stream for caltrain. In its prime precovid19, it carried 60,000 people a day for weekday commutes, up and down San Francisco, the peninsula and the silicon valley. Every year San Francisco county and mateo county and Santa Clara County has millions to fund the rail system with no dedicated Funding Source across the country. This resolution allows a tax on the ballot for november to commit to changes in the governance structure so theres shared accountability and sharedditioshareddecisionmakingd to ensure 100 million a year for caltrain operations. You may have seen media reports and social media discussions highlighting the fact that there are concerns from San Francisco and Santa Clara County about the fact that the sanmateo Transit Agency has been the main for caltrain for years. And that the c. E. O. Is also the c. E. O. Of caltrain by default. We, supervisors peskin, haney, and i, have been working hard to keep San Francisco and caltrains best interest at the forefront. We are excited to introduce this resolution that would provide for a dedicated Funding Source and make sure that the voters and residents of San Francisco have a voice in the management of resources and leadership for the railroad. After all, San Francisco and Santa Clara County will provide close to 80 of the revenue generated for caltrain from this proposed tax. I want to thank our colleagues and leaders and Santa Clara County, especially supervisors cindy chavez, and san jose mayor locardo, and mr. Fernandez, and Assembly Members and the City Council Member deb davis. Also Assembly Members david chu and senator scott wiener, our very own mayor london breed, and c. T. A. Director chang, who has been working tirelessly on this in the past few days. President norman yee, supervisor haney, and, of course, supervisor peskin, who have been the joe montana to my jerry rice during this entire process. I also want to thank our amazing legislative aide, particularly sunny angula from supervisor peskins office, and our office and jim lowe, from president youres office. Im also calling for the imht of committee of the whole for this to be heard in next weeks supervisor meeting to have a conversation so we can vote on this. Lets do lets work to do what is best for our constituents, for San Francisco, and for caltrain. And i believe that supervisor peskin does have some words at this time. Clerk okay, supervisor peskin. Supervisor peskin thank you, madam clerk, thank you, mr. President , for acknowledging me out of order. I am not sure whether i was jerry rice or joe montana, but i do want to say to commissioner walton, our joint powers board representative from San Francisco, a ninemember agency that for the last year and a half, supervisor walton and myself have attempted to build bridges with our colleagues in santa clara and san mateo counties over an issue that has existed for decades. I am ashamed that the caltrain staff are actually spending our funds from the taxpayers of San Francisco and funds from the taxpayers of santa clara, running a Political Campaign rather than coming to the table and having a discussion that we all want to have about shared governance and the future of a promising railroad that has and can continue to decongest the highway 101 corridor and be environmentally sound. Im sorry . Clerk supervisor ronen, please mute your microphone. Supervisor ronen im so sorry. Supervisor peskin no worries whatsoever. I do not believe in the 20 years that i have been an off again on again member of supervisors, that i have ever experienced a regional disagreement that has risen to this magnitude. I want to say to our counterparts in San Mateo County that we really want to work with them. This is not a power play by the city and county of San Francisco or Santa Clara County. This is really about having real representation as we go to our voters relative to taxation. But i really want to salute supervisor and commissioner walton for staying the course, for really trying to, pun intended, to get this railroad back on the track. We are not we are not out of the woods, but i think that we are moving forward and supervisor chavez and mayor locardo are moving forward with something that hopefully our counterparts in San Mateo County will embrace. And let me be clear the notion that this railroad is about to be bankrupt is a manufactured notion. And even if that were true, and it is not true, let us be clear 80 of the tax base that we are being asked to bring to our voters comes from Santa Clara County and San Francisco county. Precovid precovid, this railroad actually delivered less people than the jay in our city. Lets be clear, this railroad ran 92 runs a day. Today it runs 70. It used to deliver approximately 63,000 people. Today it delivers about 3,500 people. And our sfmta have made command decisions to eliminate temporarily maybe for many years maybe forever 40 bus lines. The demands that are being brought to us by caltrain are not equitable as a matter of race, as a matter of income, or as a matter of geography. Lets get this right. To our friends in San Mateo County, this is an opportunity. Please understand that we want to work with you. To supervisor walton, thank you for your leadership. Clerk thank you, supervisor pe peskin. Supervisor walton thank you, supervisor peskin. I appreciate all of your work with our office on this. As you know we have been working very hard, day in and day out, including nights and weekends, as a unit. And what we have here i think is something that will obviously be beneficial to our voters here in San Francisco as well as to caltrain. And a dedicated Revenue Source is important, but we also have to make sure that our voters have the opportunity to be able to be responsible for the decisionmaking and that is something that is important. They have to have a voice at the table. With that said, i have my first in memoriam. And today im proud to honor the memory of Christopher Alexander wyatt. Chris was born in lufkin, texas, in 1981 and moved with his family to San Francisco when he was 10 years old. A big part of the district 10 community, chris graduated from George Washington high school and took his first job as a laborer and a proud member of the labor union, local 261. Later in life, he became a member of the teamsters and worked as a truck driver until his illness made it challenging for him to continue to drive. Chris was a devoted father and husband, who loved spending time with his family, especially outdoors under the sun, and the day and the stars at night. He was very adventerrous an advd liked fast cars. Meeting and seeing new things and people gave him so much joy. His quiet demeanor and generous spirit was one of a kind. He was courageous, determined, supportive, loving, and dependable. And he will always be remembered by those who hold him dear. Chris is survived by his wife, hattie, and his three sons, and his daughter heavenly. Our prayers are with chris family and we lost a precious soul all too early. The second in memoriam and this is on behalf of the entire board of supervisors, via president yee, and i want to thank president yee for honoring congressman john lewis at the beginning of our meeting. I stand in honor of one of our countrys most influential leaders and one of my own personal heroes. Congressman john lewis. So many of the rights and freedoms that black people across the country experience today are because of john lewis work and passion. And for this unquestionably john lewis will forever be remembered as an icon, a visionary, and a legend in the fight for Racial Justice. His story starts with his Humble Beginnings in troy, alabama, where he was one of 10 children born to sharecroppers. From a very young age by virtue of his skin color, he was forced to face and confront the deepseeded issues of racism and inequality in america. He studied at segregated Public Schools in alabama. He saw how racism continued to play out in his Community Despite legislation change. And whenever he fought back to challenge these oppressive systems, he was met with resistance, violence, and pure bar barritbarbarity at times. Despite this, he kept standing and inspired by Martin Luther king jr. And nonviolent demonstrations from a young age, he fought hard for the principles of Racial Justice and equality, while passionately advocating for nonviolence. In nashville, tennessee, he led sitin demonstrations at segregated lunch counters. He participated in freedom rides across the south, sitting in seats that were meant to be for white customers. He organized drives for Voter Registration and with each of these struggles as his influence grew, so did his recognition. Between 1963 and 1966, he served as chairman of the student nonviolent coordinated committee, known as snvk. And he led a number of student events. Soon after the entire country recognized him as the powerful and influential icon that he truly was. In 1963, he was dubbed as one of the big six leaders of the civil rights movement. Joining a number of other powerful leaders such as martinn luther king jr. , and james farmer, a. Philip randolph, boyd wilkins and whitney young. He was the youngest speaker at the 1963 march on washington. Which he also coorganized. He led the historic march in selma, alabama, in 1965 with Jose Williams on the edmund petis bridge, fighting for voting rights. He was associate director of the Field Foundation and the director of the Voter Education project. President jimmy carter appointed him to direct 150,000 volunteers with action. He was elected to the Atlanta City Council in 1981, which was followed by his election to congress in 1986. And, finally, his position as u. S. Representative of georgias fifth congressional district. He was awarded the medal of freedom, the lincoln medal, the golden plate award, among many others for his commitment to Public Service and for fighting for different communities. However, more than having undeniable charisma and passion, congressman lewis instilled hope and inspiration to millions of people around this country. His spirit continues to live on in the institutions that he was a part of, the communities that he touched, and the people that he served. One of my greatest moments is when the members of the community brought congressman lewis to San Francisco, and i had a moment to personally meet him and thank him for all of his work and his fight in allowing me to be in a position where i can do something similar. I would like to close by reading one of his most remarkable sayings. You must be prepared if you believe in something. If you believe in something, you have to go for it. As individuals, we may not live to see the end. And though john lewis did not live to see the end, we must ensure that generations that come do have that opportunity. We must ensure that his image of a just and free america is fulfilled. As a city committed to serving our communities, San Francisco promises to continue to honor his legacy. Seeing the world with his optimism and hope and moving through the world with his passion and grit. Fighting in the world for his vision for a just and completely free and equitable america. The rest i submit. Clerk thank you, supervisor walton. President yee thank you, supervisor walton. So john lewis, the memoriam for john lewis, id like to submit it on behalf of the board. Clerk okay, thank you. So moved. President yee thank you. Clerk mr. President , the floor is still yours. President yee well, i will go ahead and relinquish it. I will submit. Clerk okay, thank you. Supervisor fewer. Supervisor fewer thank you. I am proud to introduce a resolution urging support of Assembly Bill 310, authored by Assembly Members. Which would restructure the infrastructure and Economic Development bank as a publicly owned state depository bank. This restructure has moving funds from the pulled money investment account to the i bank fund and to allow increased lending and credit offers to credit unions, local governments and Small Businesses harmed by the economic recession. I have been working on the issue of public banking for over three years now. And though as a result of the resession we may not be able to make such progress as i hope before leaving office, but i have not given up hope. This moment requires us more than ever to rethink outside of the box, outside of the box in terms of financial models that serve us and serve the public. This moment is forcing us to look at the transformation system and to make sure that the public good is a priority and make sure that our most vulnerable residents get their needs met. Large banks are not meeting that threshold so its imperative to move this work forward to a supportive system of public banking. Im appreciative of our state representatives for leading at the state level, and i hope, colleagues, that you can all support this resolution. The rest i submit. Clerk thank you. Supervisor haney. Supervisor haney thank you, madam clerk. I have a few items. First, today along with supervisor walton and hillary ronen, we are introducing the right to safely protest act. This was the announced intent around this for a few weeks ago, and it took a few weeks to figure out details with the City Attorney. This legislation is long overdue and necessary, especially in light of what we have seen happening in the streets in response to massive and widespread use of dangerous impact weapons, chemical sprays and military equipment to disburse peaceful protests. Law enforcement officers across the United States have deployed military equipment and crowd control weapons such as chemical agents, rubber bullets and extended impact weapons and energy projectiles. While these weapons are referred to as nonlethal or less than lethal alternatives to the use a firearm, research and investigations have shown that crowd control weapons often cause severe injury and in some cases death. A recent aclu study entitled lethal in disguise showed that there were incidents between 1990 and 2015, 1,025 people injured from impact projectiles. 53 individuals died and 294 suffered permanent disabilities. Of the injuries, 70 were considered severe. The aclu study relies on medical literature that indicates that kinetic impact projectiles cause injury and disability and death. The police departmenta use of force is governed by the general order 5. 01, and the use of force policy, which was overhauled in 2016. And generally allows the use of certain weapons. In july 2020, the Police Commission amended the portions of the use of force policy but they did not address the use of many of the weapons that we will address here. But the general order 8. 03 and 8. 10 specifically addressed the Police Officers conduct and investigations during lawful assemblies but they do not regulate the use of weapons or militarygrade equipment during lawful assemblies. Currently the city law does not specifically address the Police Departments use of certain weapons and militarygrade equipment during lawful assemblies and in other circumstances. So the right to protest safely and to protect re residents from inhumane tactics, to prohibit the Police Departments from using deploying and lawning or firing the weapons and the kinetic impact projectiles and chemical agents and disorientation devices during a Lawful Assembly protected by the First Amendment or in response to a violation of a curfew or a verbal threat direct ad an officer or noncompliance with a directive. We saw in our city and we than we will continue to see our residents step out to demonstrate and to assert their First Amendment rights. They need to be able to do so peacefully and they need to be sure that they are not going to be injured or worse when they are doing nothing more than asserting their own rights and speaking out. Military weapons, chemical sprays, rubber bullets and pepper balls and flexible baton rounds have no place in our citys demonstrations. We know that even across the bay in oakland that many residents, including some san franciscans, were injured by tear gas and other types of projectile weapons. Even though San Francisco has been a leader in many ways around how we have put forward limitations on use of force in department general orders, they do not go far enough and they are not clear enough when it comes to banning the use of these sorts of weapons for crowd control. This legislation is absolutely necessary. And it will protect our residents. Thank you again to supervisors ronen and walton for cosponsoring. Im also introducing a hearing on vacancies in the citys Supportive Housing stock. For six months, beginning last september through february, i cochaired monthly meet iings wh over 25 Homeless Service and Housing Providers with the mayor and the department of homelessness to identify some of the most egregious gaps in the homelessness response system. The issue that came up nearly every month was vacancy in Supportive Housing and how we are effectively helping people to move through the system and into housing. Commitments were made to have a vacancy rate of less than 3 and improving the referral process and timeline, including get ployment of a new tracking system for vacancies and creating one central housing application. However, throughout the meetings and in the many months since, the department has still not produced a total number of units that continue to sit vacant and the changes to the process have not been transparent. Moving people into Supportive Housing is critical and while i know that the department of homelessness recognize this is priority and has been working to address it, its critical that we bring this issue to public light. And that we get updates and how we can support and help. I was very happy to also to see the announcement today from the mayor and the department of homelessness around the 6,000 housing placements. And what we want to make sure is that to the extent that th exten make vacant Units Available quickly and get them inside, we should take advantage of that, especially during this pandemic. The last thing they want to share is just, again, to appreciate the work of supervisor walton and supervisor peskin and your partnership on bringing forward this resolution today on the caltrain measure. You know, its absolutely critical and essential that we fund caltrain, that we secure a dedicated Revenue Source. Residents of my district rely very heavily on caltrain to get to and from work. They absolutely want to see this measure on the ballot, as do i. And i think that its a time that we dont retreat from regional rail, but we double down. All over the world were seeing the growth of rail. Were seeing support for trains. And i think that its crucial that this body stands up and offers the opportunity for our residents to support caltrain and regional rail. We are seeing an opportunity for huge expansion. I have in my district a Sales Force Transit Center which is right now the worlds most expensive bus station. And we want to bring trains to the transit center. We want to have the downtown extension. We have a huge amount that weve already invested into this system. And as we invest, we should also do it in a smart way that ensures adequate and inclusive accountable governance and so i believe that the comp myself that we have in comp myself that we have in front of us is the right one and, again, i think sfsta and our delegation and especially supervisors walton and peskin. I believe that this proposal is one that the other counties and the other bodies that need to vote on this should should vote on this identical version. And we should all move Forward Together and get caltrain funded and supported and put this in front of voters. It is needed. And the governance changes are critical and the funding is absolutely essential and im blaglad that well have a commie of the whole and discuss it further and discuss it with the public next week. Rest i submit. Clerk supervisor mandelman. Supervisor mandelman thank you, madam clerk. I would do the drafting request first. It is a joint effort of supervisor walton and myself. We are introducing this request for legislation to raise minimum Health Care Standards for more than 9,000 workers that are servicing San Francisco international airport. The healthy airport ordinance will guarantee the assurance to families who are unable to afford individual or family plans offered by their employers. The healthy airport ordinance will amend the 2001 Health Care Accountability ordinance to require that San Francisco airport employers provide Service Employees and their Families Health insurance that meets minimum standards under the Affordable Care act. At no cost to the employee. And regardless if the employee lives in San Francisco or works onsite at the airport or pays into a reimbursement account for employees. Now politicians often talk about how we do this method, but this pandemic has made that connection very, very real and very, very clear. When one of us gets sick, all of us are at risk. This is especially true at San Francisco airport where workers are on the front lines every day, risking their health to allow the airport passengers to travel in and out of the bay area safely. Yet thousands of airport workers are uninsured or underinsured, depriving workers of access to the health care they need to protect themselves, their families, and all of us from contracting covid19. For far too many airport workers, employer provides the Health Insurance is so expensive that even basic coverage is out of reach. Those covered by employer provided plans, the high price of copays and deductibles mean that workers forego the necessary or Urgent Medical needs because they cannot afford to take on thousands of medical debt. And far too many cannot afford family coverage and leaving spouses and kids and other family members without insurance. This state of affairs is shameful. It is also dangerous for workers and passengers alike. We know that the pandemic is hitting communities of color with particular brutality here in San Francisco in the broader bay area and across the country. S. F. O. Workers overwhelmingly are people of color, do essential jobs that put them into close contact with travelers and residents that are required to work in enclosed space where is it can be difficult to maintain social distancing and other safety protocols. They work with security checkpoints, attend to guests in wheelchairs, prepare inflight food and beverage, clean the terminal and airplane cabins and more. The pandemic puts these workers and the guests they serve at significant risk. As of july 20th, at least 76 workers at s. F. O. Have tested positive for covid19, more than two dozen were forced to selfquarantine without pay after their workers became infected. As we rebuild our economy and welcome visitors back to San Francisco and the bay area for the health of our workforce and our economy and all san franciscans, we need every airport worker to access to quality Health Insurance and we cannot afford to wait. I thank supervisor walton and the thousands of underinsured s. F. O. Workers who put their lives on the line every day to their job. Including the cabin cleaners, luggage handlers and janitors and Security Officers and wheelchair attendants. And the rental car staff, teamsters 2785, Truck Drivers and the local catering workers. Colleagues, i hope that we will have your support as we bring this legislation forward in the coming weeks and i believe that supervisor walton also has remarks to share. Clerk supervisor walton. Supervisor walton thank you so much, supervisor mandelman. And, one, i want to just thank you for being my partner in this work, along with all of labor. It is just very important that our essential workers are protected and have Adequate Health care. These are the folks that have been going to work every single day during this covid19 pandemic. And it is definitely unjust, unfair, and inequitable that they do not have Affordable Health care for themselves as individuals who continuously are on the frontlines, but also for their families. And so this healthy airport ordinance is going to make sure that, one, that they have the access to Affordable Health care for not only themselves but also for their families. And i just want to again to say that my heart goes out to all of our essential and frontline workers that are out there every day continuously going to work and continuing to be exposed, continuing to have to earn a living while their families and communities are also exposed. And so the least we can do is to make sure that they have the health care that they need as theyre on the frontlines being exposed on a daytoday basis. So im happy and proud to support this ordinance and cosponsor this ordinance with supervisor mandelman and looking forward to providing this health care through the ordinance and working with everyone to get this done here at the board of supervisors. Thank you, supervisor mandelman. Supervisor mandelman thank you. The resolution that im introducing urges the United States congress to pass the real economic supports that acknowledges the unique restaurant assistance needed to survive act. That is known as the restaurants act, yes, it is an acronym, someone should maybe get a prize for that. Across the country, independent restaurants employ 11 million workers and San Francisco restaurants employ 60,000 people. Thousands of restaurants in San Francisco have been forced to close or operate at limited capacity due to our Public Health orders and the Golden Gate Restaurant Association estimates without federal relief that 50 to 60 of San Francisco restaurants may not be able to survive financially beyond november. The restaurants act establish a 120 billion revitalization fund for nonpublicly traded independent restaurants with 20 or fewer locations. And provides grants, not loans, for the losses of the same period from last year, to operating expenses not covered by p. P. E. , and prioritize the minority and womenowned businesses for help. Its introduced in both the house of representatives and the senate with bipartisan support and restaurants across country need passage to have a fighting chance at weathering the impacts of the covid19 pandemic. I want to thank the Golden Gate Restaurant Association and my office for bringing this resolution forward. And i want to thank you supervisor stefani for your cosponsorship and the rest i submit. Clerk thank you, supervisor mandelman. Supervisor mar. Supervisor mar submit. Clerk thank you. Supervisor peskin. Supervisor peskin today together with supervisor mandelman, i am introducing legislation to waive fees for occupation of the public rightofway. I have long held that people who use the publics domain should pay for that. please stand by supervisor peskin the district that i represent has a very large number of immigrant families, including nearly half of the chinese community, almost 10 of the latino community, and it is critical that everybody be counted. I want to thank sarah sousa for working on this in my office and making a push to make sure that everybody is counted. Finally, i would like to adjourn todays meeting in memory of a board aide who i knew many years ago. My chief of staff, sunny angulo, was a dear friend of him, and i remember him as a bright and independent thinker, a gentleman named rob eschleman who worked with my colleague in district 11 elections. And i think matt met rob through different Political Organization efforts. That was dotcom 1. 0. He was a radical thinker and a rare breed who, like sunny angulo could actually speak on their boss behalf. He spent two years in Matt Gonzalez office before trying to get his first room candidate elected that would be the same Matt Gonzalez and later joined efforts to spread that message across the nation. Later, he followed his love of journalism to Columbia University and ended up as a professor and writer and married his intellectual soul mate, nana. He celebrated this past wednesday with a picnic with friends in brooklyn, and he was later found dead of natural causes. Our condolences go out to his mother and wife. I was personally lucky to have known him and worked with him. May i rest in peace, and the rest i will submit. Clerk natural causes. He survived being a journalist in iraq. He was our colleague, and we will miss him truly. Thank you, supervisor peskin. Supervisor peskin thank you, madam clerk. Supervisor peskin supervisor preston . Supervisor preston submit. Clerk thank you. Supervisor ronen. Supervisor ronen thank you. My computer froze. So supervisor preston submitted . Clerk yes. Supervisor ronen okay. Let me know if i need to turnoff my camera. Colleagues, im very sad to ask that we close todays meeting in honor of maria martinez, who died last week in Bernal Heights surrounded by her daughter, paloma and family members. Maria was born and raised in indianapolis. She described her move west as her journey to truly find and connect with her mexican self. She said when she arrived here, she was finally home. Maria was on department of public staff for more than 20 years. She was most well known for her conceptualship of the whole person care model. Her work has been used by dr. Nigusse bland and many others. Her long time friend, ol olga talamante, described meeting maria in 2004. Her organization had just received a grant for young latinas, particularly around sex education. Maria was working in d. P. H. And said i can help you with that. They met weekly, mostly getting together for early bird breakfast and. President yee you might want to turnoff your video. [inaudible] supervisor ronen can you hear me . President yee not too well, so turnoff your lineal. Supervisor ronen okay. Is that better . President yee so far. Supervisor ronen okay. In addition to her work at the chicana latina foundation, maria previously served on the board as director of the Mission Cultural center and was instrumental in making cultural equity an integral part and criteria for the San Francisco arts commission, funding, and resources. In 2018, she learned that teachers at Mission Education center, a transitional Elementary School for newcomer Spanish Speaking immigrants were spending their own money for christmas presents. Maria kicked off a regalitos, a fund raising drive, making sure that each children received a pair of shoes, a gift card for their parents, and a gift list especially for them. She wanted to be sure that children knew that there were people fighting for them, that they were not alone. Maria was a fierce and giving friend, a mentor and a guide, always serving for a purpose, always a voice for those most underrepresented. She insisted that those being served had to be centered in the development of solutions. She was so raidian, so full of laughter radiant, so full of laughter and joy. She will be sorely missed. Maria, may you rest in peace. Before i talk about my second introduction, id like to pass the mic to supervisor shamann walton, who also had some words on behalf of maria. Clerk supervisor walton . Supervisor walton thank you, supervisor ronen, and thank you, supervisor yee, for allowing me this brief moment. I just wanted to add my sentiments to the course and echo everything that supervisor ronen said and just say that as a person who is dedicated to service, maria who is someone who left a mark on the community that she served. I had an opportunity to participate this past year at her regalitos program at Mission Education center, and just to see the look on the childrens faces as we, number one, was able to pass out gifts but also myself and tracey Brown Gallardo from my office. We also had an opportunity to help the young people and the children and the students put batteries in some of their toys. We actually helped them build some of their toys, and this was all something that miss mart necessary made possible for these young people and for the families, and she did it year in and year out, raising thousands of dollars to support m. E. C. As well as other facilities and communities, so i just want to say she will definitely be missed, and she was a staple in community. Rest in perfect power. Thank you. President yee supervisor ronen . Supervisor ronen oh, yes. Thank you. Colleagues, im also going to introduce a hearing request regarding how the city can support San FranciscoUnified School District and parents and teachers and students to have a much more successful Distance Learning in the fall. Despite plans for Distance Learning in the fall, parents, children, and educators in San Francisco have been given little guidance on what the fall semester will look like. Many family who have the financial means are independently arranging learning pods for their children. These pods are taking various shapes and formats but have no structure our guidance from the School District to make these pods successful. Many families are dealing with the constant stress and anticipation of being forced to leave their children at home if they must work without any adult supervision over their learning or their safety. Most people in San Francisco regardless of their employment or [inaudible] supervisor ronen many families do not have reliable Internet Connection or technological devices to have access to consistent learning opportunities. I am calling a hearing on how the city can it is the School District and teachers, parents, and children to start the school year successfully while engaging in Distance Learning. I am ininviting the School District, the director of children, youth, and families, the he heducators, and the uni educators of San Francisco to attend, and the rest i submit. Clerk thank you, supervisor ronen. Supervisor safai . Supervisor safai sorry. My thing froze for a moment. Submit. Clerk okay. Lets see. Any names on the roster . Mr. President , that concludes the introduction of new business. President yee thank you very much. Lets go straight into Public Comment. Clerk okay. Clerk thank you both very much. There are 35 folks in the queue listening, and there are 19 ready to speak, so mr. Qao, can you please send the first speaker through. Linda chapman. Linda chapman. I mention that supervisor waltons ordinance calls to mind penalties for abusers of the disoriented men who are victimizing my neighbors just because theyre passing along Market Street, and i want to report that there was already a good impact on saturday, when i came upon an incident again with my neighbors lawyer threatening a young man in this case, a young man who was black but hes an equal opportunity oppressor, this guy, and he was saying to him, are you going to call the police . Now, what was he doing . He was a nice looking young man, very polite, and well dressed, even, but confused mentally, and he was about to enter this device that was left by a contractor somebody elses contractor that had big signs on all side that said honey bucket. So he thought he was going to use it for the intended purpose. Down comes my neighbor from the fourth floor, shouting thats private property, and im going to lock it, etc. I came along just in time for the question, and i said hes not going to call the police because hes already done that twice, making a false Police Report, and a false Police Report is a crime. I asked my neighbor if he was aware of the curin ordinance. I read a report that more than half of these People Killed by police could probably be people with mental disabilities. You already know that our jails house more people like that than our treatment facilities. Clerk thank you, miss chapman. You know, i cannot express okay. Clerk thank you, and next caller, please. Welcome, caller, you have up to two minutes. Hello. This is Michael Petrellis calling. I have two subjects to address. The District Attorney, chesa boudin, has not held a single town hall meeting for we the people to question him. Chesa boudin hasnt held a single town hall meeting where we, the people, can directly question him. I am calling on chesa boudin to Start Holding weekly Virtual Meetings so that we can question him about things like hes entered into a collaboration with the scam artist shawn king. Shawn king is a scam artist who is setting up a truth and Reconciliation Commission here in San Francisco, and hes using the name of the District Attorneys Office to raise 1 million. Shawn king is asking for 1 million to go to him that he will then pass along to the District Attorney to run the Reconciliation Commission, yet chesa boudin has not held an opportunity for us to get details about his collaboration with this scam artist. I think that is really wrong for chesa boudin to not use his Public Information officers to organize town hall meetings. Finally, my second point is i would like for you supervisors to put Public Comment at the beginning of the meeting for at least 15 minutes. You make us wait for hours to give Public Comments and that needs to change. Thank you. Clerk thank you for your comments. Next speaker, please. Welcome, caller. I have a comment on item number 47. Good afternoon. Im a retired scientist, nasa projects. I live in the San Francisco bay area. I am director of the American Institute of islamic history and culture, which has more than 3 Million Students and scholars around the globe. I stand before you as a former member of the Legislative Assembly in kanataka, india, and i strongly support resolution 200771. 70 years later, we said never again to the holocaust in germany, and now, we face the same situation in india. The government has the intent, the means, and the processes in place to declare millions of its own people stateless and incarcerate them in Detention Camps which are being built all over the country at a feverish pace. A refugee crisis of biblical proportion is in the making, and it will have an impact on the population here in San Francisco. The neighbor of myanmar is at stake. This resolution is not antiindian, it is for human rights. We want india to succeed and prosper as an inclusive, democratic society. We do not want to go the way of nazi germany, i urge you to vote in support of resolution 200771. Thank you. Clerk thank you for your comments. Next speaker, please. Welcome, caller. You have up to two minutes. Hello. Hello, madam clerk, can you hear me . Clerk yes, mr. Chrisfall, we can. Yes. This is jim chrisfall. Im in district 8. Hello, madam clerk, president yee. Im calling to talk about transit issues. Another week, another month, no Transit Services in my neighborhood. This is despicable. How long will this go on . We need muni to operate like a transit system, not mismanagement and full corruption. We need not another penny to caltrain, not another penny to muni. With these service cuts, its unbelievable. Muni says its on life support and is in crisis. How does muni plan on getting itself out of a black hole . Its not like youre going to get it from the voters of San Francisco because theyre not going to support an agency that does not take care of its own, so not another penny for muni, not another penny for caltrain, not another penny for b. A. R. T. , not another penny for any of these agencies that have cut services during the pandemic. This is outrageous. While the mayor goes around in her s. U. V. And supervisors get Police Escorts by the sfpd to go to restaurant openings and retail shops, the every day person needs to go to the grocery store, to the doctors office, to the pharmacy. You have left seniors and disabled kicked to the curb because muni doesnt go anywhere. Let me repeat that. Muni goes nowhere. Thank you. Clerk thank you for your comments. Next speaker, please. Welcome, caller. So supervisors, Public Comment should be held at the beginning. Its now 8 00, or close to 8 00, and we have to wait to hear all the drab deliberation. 90 of it is drab, and then comes our Public Comment for a measly two minutes. Let me remind you, the United Nations was formed here in San Francisco. You dont even follow the center of Disease Control and prevention norms the homeless, they dont even follow the center for Disease Control and prevention norms, keeping them 6 feet apart. Your first duty is to serve the citizens of San Francisco, and there shouldnt be one Single Person sleeping in a tent, and we have thousands all over the city, and you dont give a damn, and we have to listen to all these deliberations about the s. F. O. And some other garbage that you cant do anything about, not even housing. You cant do anything about. These people lying in the tents at one time had housing, and now, theyre on the streets, and the whole world knows about San Francisco. And what do you all do . You talk about this, that, and the other things. It has no meaning. Crimes against humanity, thats what you are doing. Crime against humanity. Innocent people, more are elders. Mentally challenged, dying slowly on the streets of San Francisco. Clerk thank you, mr. Dacosta, for your comments. Next speaker, please. Maam, do you have your television on . Hello . Clerk okay. Can you begin, and ill set your time. Yes. My name is belinda, and ive lived in the bay area for nearly 25 years. I urge the board to pass the resolution 200771. When someone shows me the picture of the entrance to an indian Detention Camp and nazi germany, it gives me chills. Now that im married to a man from india, i feel the dread that it could happen again, and the early stages genocide have been happening over a number of years, including erasing indian history, burning muslims arrive just on the rumor that they ate beef, destroying Christian Churches and even shops selling valentines day. Its happening to the muslims from western china and the population of myanmar. The same atrocities that happen there could happen in india. 200 million muslim lives destroyed, and then, the other groups will have the same fate unless we speak up now. India [inaudible] this resolution helped reminded me that it has to get back on track as a democracy where many different people has interacted through the centuries. India has to hear from San Francisco, a beacon of hope. Thank you. Clerk thank you. Before the next speaker is sent through, i will announce that there are 36 individuals on the phone and 29 individuals in the queue. Next speaker, please. Hi. This is diana block. Can you hear me . Clerk yes, we can. Yes . Thank you. Okay. My name is diana block. Im a resident of potrero hill, district number 10. I was a Research Analyst for ucsf for 23 years. Im very excited to be the first person to speak in support of the resolution to promote medical and Scientific Collaboration between San Francisco and cuba, number 200773. There are many of us who have been waiting to be able to speak. I hope many of us will be able to share why we think this is such an important resolution for you to pass unanimously. Last july, i visited cubas center for bioengineering in havana, and we learned then from the director of the center about cubas impressive Biotechnology Program beginning in the 1980s. We heard about many of the unique medications and treatments that the center has developed, including medications which prevents diabetic amputations and the many antiviral medications. We also learned about the rigorous classes used for enrolling people in Clinical Trials in cuba. Little did we imagine that eight months later, one of those medications, the interferon alpha 2b would become a frontline drug in the fight against covid19, used successfully in china and requested by countries around the world. This country, the u. S. Blockade against cuba, prevents this medication from being imported and others, affecting communities hardest hid by the virus. This would send a strong message that medical and Scientific Collaboration with cuba clerk thank you, maam. Thank you for your comments. Thank you. Next speaker, please. President yee, members of the board of supervisors. My name is bruce agman, and for identification services, im a resident of mission bay, and i have served on a variety of transportation advocacy advisory working groups or committees. Im speaking in support of the resolution placing the eight cents sales tax on the November Ballot to provide a stable Funding Source for caltrain and agree with representatives of santa clara and San Francisco counties that conditions addressing government and oversight must be incorporated. Although there is a joint powers board providing oversight to caltrain, it has a unique structure. Im sure at time of conception, this was considered an optimal framework. However, over time, participating members have identified oversite and best practices that will provide more effective oversight. There are tough times ahead. Prior to the pandemic, the funds were stretched to the limit. With focus on oversight and guest best practices now, they will hold the agency now that optimally meets the need of the contributing counties. This resolution addressed the core needs of caltrains operating in the immediate future and to substantially expand service as needed. I urge san mateo to embrace the measure, pass the measure, and get it on the 2020 ballot. Our of our counties should Work Together to make sure that the resolution on the ballot is sound, and by voting yes, is beneficial to all constituents, whether someone likes caltrain or not. Clerk thank you for your comments. Next caller, please. Welcome, caller. Yes. This is peter warfield, director of the library users. First, i want to comment on the minutes. The minutes, i think, inadequately expressed the concerns we had. It said we expressed concerns regarding essential services and not now being provided by the public library. It sounded like there was concern about what was provided. We were concerned with whats not provided, and we went onto say that we believe there is a need for and no plans for full restoration of not just services, library services. And id appreciate if you would add those few words to make the summary of our comment more accurate and more representative. For your information, the library has a 160 million budget and doesnt even have Curbside Service yet. It has no plans for full restoration of the library, and we also commented last time on the fact that, for example, there are no specific plans at all for noncirculating materials, such as newspapers and magazines, which i think are essential for public citizenship and understanding of whats going on, particularly these days. We also commented about very unhappy librarians expressing their concerns with regards to their dangerous assignments as disaster workers. We also talked about problems of city college, closure of fort mason, the new elimination of the older adult program, which we think is age discrimination. A lot of people do, and the questionable deals going on with the balboa reservoir. Those things should be added to the minutes, and theyre still relevant. Thank you very much. Clerk thank you, mr. Warfield. Next caller, please. Hi there. My name is charmin, and im calling in support of the resolution that affirm welcoming community to Indian Muslims. I really hear what it means to be bringing on genocide across indias most vulnerable communities. The government is bent on created islamophobic policies thats going to create the largest Homeless Population in the world. Legislation is going to bring on an Important Convention thats going to be international condemnation, and San Francisco will not support the Indian Governments persecution of muslims. The u. N. Has already said that the c. A. A. Is fundamentally discriminatory, and the u. S. Commission on interreligious freedom, it is recommending that the u. S. Government should consider sanctions. This resolution will be an assurance to the entire bay area south Asian Community that you all will continue to welcome the most vulnerable. There are so many survivors of genocide who live in the bay area. This is vital to know that San Francisco is a sanctuary see for all city for all south asian americans. The reality is that no one wants to be on the side promoting a genocide, especially given that trump and m m modis relationship is only getting stronger, so i really urge the commissioners to vote yes and stand in solidarity clerk thank you. Thank you for your comments. Next speaker, please. Good evening, supervisors. I would like to start by thanking you for your service at this late hour. I live in south san jose. [inaudible] i would like to start by thanking supervisors walton and peskin for their collaboration on a resolution that would bring caltrain leadership to the 21st century. I also appreciate supervisor haneys position because the taxpayers of Santa Clara County want a high speed rail as soon as possible. In closing, i encourage you to reach out to muni and the v. T. A. And providing rear Transportation Service in San Mateo County [inaudible] thank you, and good night. Clerk thank you for your comments. Next caller, please. We have 38 members of the public listening and 22 in the queue. Welcome, caller. Hi, supervisors. My name is barnali, and im here to speak in support of agenda item 47, a resolution 200771, opposing indias exclusionary National Registered citizens and citizenship Amendment Act. Im a bay area resident. Im originally from india who grew up hindu, and im deeply troubled by what is happening in my homeland. I hear from family members and siblings who say theyre afraid for their families. Many live in mixed families, and theres a fear of being torn apart. Even though these actions might be impractical to implement in a country of 1. 3 billion, theyve already done the work of creating fear and destabilizing communities. We are not exaggerating when we say that this government has advanced many of the steps that lead to discrimination. Now living here, i know there are others like me that often feel helpless that we cant do much, but i believe that actions like the one youre about to take today can go a lot a long way in letting the government in india know that the world is watching. With the global rise of isla islamophobia and racism against muslims. I believe that this resolution is a line to the stated values of the city of is in line to the stated values of the stated values of the city of San Francisco as a safe city and a sanctuary city, and i thank you for your comments. Clerk thank you for your comments. Next speaker, please. [inaudible] clerk thank you, caller. Next speaker, please. Hello, supervisors. Today, i wanted to call upon you to say thank you for previously endorsing and in support of 200515. I really do believe that the San Francisco city police and sheriffs are in desperate need of reduction clerk sir, im pausing your time. That item is not eligible to be spoken on in general Public Comment this even. Its already had its time in committee. I understand, but youre now seeing it again for the supervisors . Clerk no, this is when they act on the item. The committee is where the Public Comment occurred, just for future reference for you. We welcome all your comments at committee, but if you wanted to share other issues with us, please feel free, and ill start your time. Sure. Clerk okay. Here we go. You have a 1 38 left. Thank you, supervisors, tonight, for calling to see Public Transportation tax on the ballot. I think that Program Needs to be allocated to modern transit. I would like it to be part of the b. A. R. T. System. I dont think that the Management System of caltrain is responsive to the needs of the community. I think longterm, the b. A. R. T. System needs to be run at all hours. I see our modern metropolitan needing those systems. I dont see caltrain responding to our demands. So when i am asked, is caltrain a good use of our money, as a constituent, i would say no. I think the question should be how do we reform it into the system that we need into this community rather than the problem that it is for this community, which i dont think it serves us well in its current form, and i think youre seeing broad agreement with that across the political spectrum. But i think for those sort of large changes to occur, for it to be reintegrated into somewhere else, the public voters are saying no, no, this isnt how we fund it, and this isnt the organization that we fund needs to and probably will now occur, especially now that money is especially tight, and that structure is an additional tax. I hope b. A. R. T. Gets an opportunity and expects the opportunity to purchase clerk thank you for your comments. We appreciate your flexibility this evening. Thank you for your comments. Before the next caller is put through, ill just indicate that the items on the charter agenda today are not eligible for Public Comment, but you can speak about other things generally. Okay, operator. Please send the next caller through. Welcome, caller. You have up to two minutes. Hello. My name is nesbin fletcher, and i would like to thank the entire board for addressing the issue dealing with collaboration between San Francisco and the cuba medical institutes. Im not sure exactly what the number is, but its the resolution that was proposed by supervisor ronen. My name is nesbit fletcher. Im a bay area resident, and im a black man who is very, very invests in our city, that this resolution is passed because it deals with saving lives. My wife has worked in San Francisco for over 35 years, and so we are very, very invested in what our board of supervisors does. Im codirector of the bay area [inaudible] brigade and the national [inaudible] brigade, and i support San Francisco and cubas collaboration on medical issues. It is very important to me as an 80yearold black man who has a number of preexisting conditions diabetes, high blood pressure, cancer to deal with and to hope that there can be some collaboration between San Francisco and cuba so that a member of antivirals such as interferon, alpha 2b, and other medical medications can be discussed, can be u utilized, and can be brought to the people here. Its important that San Francisco, whos a world class medical institution city, joins in medical collaborations and for this items agreement. Cuba has over 2300 medical clerk thank you, thank you, sir. Sir, thank you for your comments. With y we appreciate you tuning in this evening and giving us your comments. Operations, next caller, please. Welcome, caller. Hello . Clerk we can hear you. Welcome. Okay. So im calling on behalf of the collaboration medical collaboration cooperation with cuba, number 48, 200773. My name is david paul. Ive worked as a Nurse Practitioner at San Francisco general for over 35 years. Ive seen how important it is to have collaboration between different medical services to address the complex needs health needs of our vulnerable population. Given the Global Nature of this global pandemic, it is vital to have this collaboration between nations, which this resolution simply calls for. Cuba has made great progress in developing antiviral medications that treat seriously ill covid patients, cancer medications, and has medications that prevent diabetic ulcers. All of these are used by other countries but are denied by our federal government. Cuba has a very highly respected biotech industry, and cooperation between our scientific institutions was beginning over obama but is now being blocked by our government. Access to health care should not depend on ones political views or ones ability to pay. This is a national issue, but its important to San Francisco because its a policy that does affect the Public Health of our citizens. But denying access to valuable treatments and research for illnesses that our communities are suffering from. We call for you to put an end to the restrictions for this needed medication. Thank you very much. Clerk thank you for your comments, sir. Next speaker, please. There are 35 listeners and 17 members of the public in the queue. Welcome, caller. Hello. Can you hear me . Clerk yes, we can. Hello, supervisors. My name is [inaudible] born and raised in San FranciscoMission District, currently living in noe valley. I speak today to strongly urge you to pass resolution promoting the medical and Scientific Collaboration between San Francisco and cuba. In 2011, i was diagnosed with stage four Kidney Cancer and had surgery to remove my left kidney. The conversation at this time with my oncologist was buying me time. That summer of 2011, i learned cuba has a homeopathic to treat that cancer. I called my physician, and she had no data here in the u. S. Its shown to have antiinflammatory properties. In my almost ten year journey with cancer, ive had treatments, mostly radiation and chemotherapy, and brain surgery in 2015. With Kidney Cancer, the fiveyear survival rate is less than 12 . I cannot find data on 12year survival rates. When people ask me how well it works, i tell them i dont know, but im here to tell them about it. Its so important to pass this resolution and send a message to washington to collaborate with cuba and end the blockade. Thank you. Clerk thank you for sharing your story. Next speaker, please. Can you hear me . Clerk thank you. Good evening, supervisors. My name is narisa. Im a south asian resident, and ive been a resident of San Francisco for the last 25 years, and i support supervisor mars resolution opposing indias exclusionary National Register of citizenship and caste Amendment Act. The c. A. A. And n. R. C. Not only lay the foundation for genocide, but legalizes it. You urge you to vote yes on resolution 200771 to condemn indias exclusionary campaign. Thank you. Clerk thank you for your comments. Next speaker, please. Welcome, caller. Can you hear me now . Clerk yes, mr. Pillpel, we can. Welcome. It is david pillpel. Just wanted to report in the last few days that ive been involved with several city meetings via different technologies with coit, capital planning, the m. T. A. Meeting, to varying degrees of success, but really, the Gold Standard around town is the board of supervisors. All of the work that madam clerk and her staff do from early in the morning until late at night really implement and allow Public Comment. I also want to say with regard to the m. T. A. , im not pleases about their proposed service restoration, i think it includes some areas of town, which is good, but excludes other areas and risks safety at the areas of church and west portal. We may have a longer discussion about that in the future. I also wanted to take just a brief moment to recognize the memory of harry brit and jane morrison, both of whom were wonderful people in this city, and this city has a loss and is much less interesting without them. Thank you, and look forward to further talks in the future. Clerk thank you. Thank you for your comments and for your compliments to all of the staff in the office of the clerk of the board. Next speaker, please. Welcome, caller. Hello. Yes, hi. I want to thank the board for their stamina and thank the organizing talents of the people supporting justice in south asia, but im here actually to speak on the issues thats being put forth by supervisor ronen has regards to cuba. Hi name is kathrin cusick. I worked at sf general and have actually worked in cuba in their hospitals several times, and i go there a couple of times a year and am in touch with Health Care Service there. I would say its important to vote on issues such as this. We voted on the issue of el salvador many, many years ago, supporting the people of el salvador, and i hope we vote to support the rights of the people of San Francisco as well as the people of cuba. I have seen the Biomedical Development that they have there, which is really impressive. As you know, they may be one of the first to come up with some treatment for covid19. They just celebrated one week free of covid19 infections, even though they have visitors from spain, france, and every other hot spot. I urge you to take a look at this resolution. Its certainly to the benefit of san franciscans if we can have cooperation with cuba despite our federal government, and it would be key to the people of cuba. Cuba lacks many things. They can keep a 56 chevy running, but not a generator, because they dont have a block. [inaudible] in conclusion, thank you for introducing this, supervisor ronen. Im in your district, and thank you, supervisors, for being willing to listen to the public. Clerk great. Thank you for your comments. Next speaker, please. Welcome, caller. Good afternoon, supervisors. My name is harry bernstein. The balboa reservoir project, which has been aimed in your direction for years, will be coming to two Board Committees next week, monday and wednesday. In june 1988, prop l authorized the construction of 203 houses. It also offered to set aside 16 acres of the colleges west campus for a future city college if this property is ever declared surplus. The Water Department at that time repeatedly stated that it needs this property known as the north basin and will never declare it surplus, and that is one of the reasons that the college long relied on the p. U. C. Owned residencervoir lon it designed the performing arts center. It took the p. U. C. At their word, and that is the Lower Reservoir lot today, where the construction is being planned. Also, the proposed sale of the balboa residencer vary is relatively controversial because of the less than fair Market Selling price of 16 a square foot in San Francisco. The land should be sold for a price of at least 90 of the appraisers. That the board waves the appropriate appraisal, how can you know that the property is being sold at a fair price . Thank you. Clerk thank you for your comments. Next speaker, please. Hi. Can you hear me . Clerk yes, we can. Thank you. Hi. My name is [inaudible] and i am asking you to [inaudible] clerk thank you for your comments. Next speaker, please. Hi. Can you hear me . Clerk yes, welcome. Dear San Francisco board of supervisors. My name is essem, and i am a resident of San Francisco bay area for last 20 years. Im calling to express support for San Francisco resolution 200771 for condemning indias exclusionary act. Ill focus on some of the human rights organizations which have expressed concern on this. Amnesty international stated that this legitimizes discrimination on the basis of religion and stands in clear violation of the constitution of india and human rights law. It purposes to be inclusionary while it is exclusionary. The process has been arbitrary, unfair, and hurried. Unit y usdirf has called upon the United States to declare india an area of concern because of the governments action. [inaudible] a and send a message to the government of india that San Franciscos residents stand with minorities in india. I wish you god speed in passing this resolution, and thank you very much for your time. Clerk thank you. Thank you, sir. Thank you for your comments. We have about 15 individuals waiting in line, about 35 listening. If you are interested in getting in line, just press starthree on your phone. All right, operations, please allow the next caller to speak. Hi. My name is [inaudible] and thanks for letting me speak. Im a physician practicing in the bay area for the past 35 years or so, and im calling in to support resolution 200771 against the n. R. C. And c. A. A. , and the San Francisco of city is seen as a beacon of light around the world, especially when it comes to matters such as social justice, equality, and freedom of speech, and freedom in practicing religion. We firmly believe that injustice anywhere is injustice everywhere. A lot of speakers have talked about the legality and genocide, but i would like to talk from a human perspective and a human heart. This afternoon, my cat actually hunted down a bird and killed it and was eating it, and i watched it in horror, and it was painful to see a birds design in front of me. And i cannot imagine as a human anywhere meeting the same fate. We have seen so many pictures of this, and a picture is worth 1,000 words. And ive seen pictures of people, theyre getting their faces burned only because they were muslim. I was talking to a rabbi friends how some of the muslims are asked to drop their pants down by mobs, and its to see if theyre circumsized, and if they arent, they are killed. Theyre using the same play book as the nazis are. Clerk thank you for your comments, sir. Thank you. Clerk thank you. Next speaker, please. Welcome, caller. You have up to two minutes. Hi. Thanks, and appreciate the board of supervisors of San Francisco for taking this item agenda item number 47 [inaudible] you are condemning that, and id like to applaud the conscience in the fact that other cities in the United States have already done that. Just want to speak from a perspective of how this will impact the Larger Population of india. India has about 200 million muslims, and they form about 20 of the population there, and they have been living there for centuries, and they have lived side by side with their nonmuslim neighbors. But the various programs that have happened in the last 20, 25 years under the leadership of Prime Minister modi all along the way, this is disturbing for indiaUnited States relations at its core, because india is not only a growing economy but also strategy partner for the United States. And it is also in the United States interest to safeguard the growing force that india is to counterbalance china. So from that perspective, we believe that india needs to grow, but not without its without taking care of its minorities and the underprivileged and the backward classes that it has so long neglected. So i urge all supervisors to pass this resolution, item number 47, 200771, and i congratulate them on taking up this agenda today. Thanks very much. Clerk thank you, sir. Thank you for your comments. Operation, next speaker, please. Thank you for having me on this evening. [inaudible] in the emails about the [inaudible] i really dont think the board of supervisors should be doing caltrain work while [inaudible] clerk thank you for your comments. Operations, next speaker, please. Hi. My name is olivia gomez reeves. Im a doctor. In fact, im a graduate of ucsf, and my son and his daughter live in supervisor ronens district. Im asking you to support supervisor ronens and peskins resolution number 48, allowing collaboration between San Francisco and cuba. Cuba has been effectively able to control the covid19 pandemic. The numbers bear this out. In the past week, in a population of 11 million, theyve had 17 new infections only, and no covid deaths, and this is with extensive testing based on thorough contact tracing. Id like to see San Francisco lead the way in the u. S. Using cuban expertise to control the pandemic. As one of the earlier speakers says, this is about saving lives. I thank you for your time. Clerk thank you for your comments. Operations, next caller, please. Hi. So this evening, id like to address a number of things. First off, id like to address the comment policy. I find it somewhat concerning that, you know, were restricted on what we may and may not comment on. My feeling is there are certain restrictions due to the brown act, but i i dont understand why we arent given a chance to comment on the individual items at the time theyre brought to to order. And then yeah, i think thats people should be able to make comments on them afterwards, and so yeah, i find the restrictions on the items on the comments to be very disappointing. And so then, id also like to echo concerns about public transit. Muni is still very difficult to use. I still have no idea what buses are running, and when theyre running; and caltrain, most people who live in the city. Ive taken caltrain before, and honestly, i dont find it very useful and i dont see for me, most of the time, i use muni, i use b. A. R. T. , but caltrain, its just not that great of a way to get to the south bay, so i dont think sticking more money is a good way of i mean, i guess i know if yi i guess, you know, if you want to put it to the voters, thats fine clerk maam, im going to invite you to my Virtual Office hours on friday, and im happy to give a thorough explanation who callings in to the clerks office. Thank you for your comments. Operations, i understand we have 12 members in the queue and 28 members who are li listening. If members listening want to get in the queue, press starthree, and operator, please send the next caller through. Thank you, ladies and gentlemen. 42 u. S. C. 1983. Im not going to start cussing yet, because ill get cutoff, which is a violation of the brown act. Ive been watching this, sitting on my ass since 2 00 to speak. Any other council, board member, you get to speak at the beginning because the public because the public, they care about the public. They recognize our rights, they recognize our feelings. Were not the ones that are Public Servants getting paid to sit through these meetings c. Thats you. Thats your job. Youre my elected official. You work for me. Now the board of education, theyve learned about the brown act. One day, one day you you will get screwed over by a brown act lawsuit. The city of los angeles paid michael hunt 240 . Yeah, 240, Something Like that. Over 200,000 in damages because they violated his rights. Dont let it happen to you. 42 u. S. C. 1983. Fuck you clerk thank you for your comments. Is there another caller on the line . Operations, please send them through. Hello, good evening, and im speaking to the resolution promoting medical and Scientific Collaboration between San Francisco and cuba. Good evening. My names mickey, and i currently work with seniors in district 7 and district 11. Im an essential worker with a Community Living campaign that advocates for San Francisco seniors and disabilitied individuals. In honor of them and my mother, who was born in cuba and died in San Francisco, i strongly support the resolution promoting medical and Scientific Collaboration between San Francisco and cuba, and i totally urge the board to support it, too, as you continue to lose the fight with covid. Ive seen the effect that covid has had on our seniors medically and the impact at that it has taken on impact that it has taken on their medical health. Covid crosses gender and medical health. Its given communities who worked so hard to give back to their communities to suffer by not being able to see our children. The seniors remain isolated from friends and family they have made in groups such as the Community Connector program, often facilitated by my organization, the Community Living campaign. Last night, i sent a get together of one of our videos to a senior, who emailed back that it brought her to tears because she missed her group so much. We reject our San Francisco values clerk thank you for your comments. Thank you. Operation, please unmute the next caller. Welcome, caller. Hi, thank you. This is adam from district 6. I wanted to call in and talk brief brief briefly about consumption storefronts. We already have an overabundance of Cannabis Stores in the district here. Just like Liquor Licenses, they should spread equally across the city. District 6 shouldnt be considered as a Party District for those who want to buy cannabis but dont want dispensaries near their home. Right now, weve got one store trying to go up just around the corner from a kids karate shop. Theres already one store a block from the navigation center, and another one is trying to go up another block from that. They theyre trying to prey on the most needy. Im asking the Board Members to please consider a moratorium on dispensaries in district 6. I know that supervisors have tried to limit these stores in their districts, and i know that chinatown has an exception to block all Cannabis Stores in their neighborhood. Were not asking for a total ban, but a moratorium until theres a more equitable distribution. Thank you. Clerk thank you for your comments. Next caller. Hi. Th this is bodham. Can you hear me . Clerk yes, welcome. Thank you. I am talking in favor of this resolution 200771. This is an extremely important act by the San Francisco board of supervisors, speaking out loudly and clearly across any sort of discrimination and any sort of discriminatory act that will result in millions of people who will become stateless [inaudible] we have known that the parent Indian Government is building Detention Centers to house citizens who do not have [inaudible] this is very concerning, and as a citizen of San Francisco, with parents living in india, i believe we as a city of San Francisco speaking out loudly and clearly against this act would send a strong message to our allies. With friends, we are ready to speak out. I also want to echo what the previous caller said about having this Comment Section at such a late hour. I would strongly urge to set an established time for Public Comment rather than making people wait from 3 00 p. M. All the way until 9 00 p. M. Please consider this as a Public Service and set up an established time for Public Comment. Thank you. Thank you for your comments. There are 29 listeners and ten callers in the queue. Operator, please unmute the next speaker. Hello. My name is reeta. Im calling you on behalf of richmond, californias regla cuba friendship community. We passed this resolution promoting medical collaboration between cuba and San Francisco. As youve heard from many callers tonight, this is something that the residents of San Francisco very much deserve. As a Public Health professional for 22 years, i provided services to San Francisco general patients, Mission Neighborhood health center, native American Health center, and San Francisco childrens council. I have also visited the biotech institutions in havana and heard from leading members of the their Public Health ministers of Public Health on the work theyre doing. I also collaborate nationally with the saving lives campaign of which this resolution is part. Ive spoken with representatives from minnesota, massachusetts, montana, chicago, and sacramento. Everyone is preparing to pass resolutions. Theyre looking to San Francisco for unanimous support on this. Why shouldnt we all have access to Cutting Edge Research and effective treatments for this terrible virus . So thank you for your support and your long hours of work. I am a resident of San Francisco and a member of the indian diaspora, and im here to speak on resolution 200771. It is so important that the supervisors standup in collaboration with muslim and casteoppressed communities. This global issue directly affects local issues here in s. F. As these islamophobic actions are upheld by the trump administration. Clerk thank you for your comments. Next caller, please. Welcome, caller. You have up to two minutes. Good evening. I am speaking in support of the resolution calling for medical collaboration with cuba. My name is everardo gonzalez, and i am studying to be a high school educator. I currently reside in east palo alto, but i consider San Francisco my second home. Due to the pandemic, most of the adults in my household are currently unemployed. My father has arthritis, is a prediabetic and is unable to work. My mother works overtime to makeup for the lost income. We converted a living room into a bedroom for my siblings, and my father moved into a van in the driveway. My uncle has diabetes and copd caused by smoking. I have a nephew who stays with us with asthma, andbut the tru is we are a medical emergency away from financial ruin. We just last year received a twomonth eviction notice from the landlord. He changed his mind, but we may not be as lucky next time. The virus is not expiring any time soon, which makes the response from our local government all the more time. Cuban medicine naturally boost the bodys immune system can keep families like mine healthier. Please say yes to medical cooperation. Thank you. Clerk thank you for your sharing your personal story. Next caller, please. Hello. My name is maria guzman, and i want to thank supervisor mar for item 200771. I want to thank them for this very important resolution given that there has been a tremendous amount of Human Rights Violations conducted in india. I am also calling as a a former resident of the San Francisco bay area, and im also calling as a d c delegate who worked on an amendment to t the d. N. C. Platform, so i want to read to you the resolution which other delegates and i approved. While we wish to build upon our longterm strategic relationship with india, we [inaudible] as noted in the reports of the u. S. Department of state and the u. S. Commission of International Religious freedom, we affirm the designation of india as a country of particular concern due to a series of violations of religious freedoms and will work to persuade india to appeal its divisive International Amendment act that discriminates against muslims. Again, these policies are inconsistent with the San Francisco values and its history as a welcoming city for south asian communities. We truly need to stand with our values and stand against these terrible values by india. Thank you very much. Clerk thank you for your comments. Next speaker, please. Thank you. Hi, supervisors. Im calling in support of the resolution opposing Indias National registry of citizens and the citizenship Amendment Act which together lay the Legal Foundation to exclude citizenship to millions of indi Indian Muslims based on their population. It will bring us one step closer to the v. S. P. S government of a vision free n muslims. I urge you to vote yez on this resolution and join millions who are standing up against islamophobic Detention Camps. I believe the people of s. F. Have the moral courage to standup to this global wave of islamophobia. We cannot remain silent. Please vote yes on 200771. Thank you. Clerk thank you for your comments. Thank you, the board of supervisors, for giving me this opportunity to speak on resolution 47, number 200771. My name is nafar, and i have been a 12year resident of the bay area. This resolution is important not just for indians but as a responsible member of the south Asian Community, this resolution is going to a huge impact and send a message to indias government. I urge the Supervisor Council to vote in favor of resolution 200771. I congratulate them for this courage to speak the truth. Thank you. Clerk thank you for your comments. Operations, please unmute the next speaker. Hello. Good evening. My name is sayed. I moved to the city in the year 2000. Im calling in support of supervisor mars resolution 200771. The resolution condemns the Indian Government for the human rights abuses and the skrim in a story laws. Discriminatory laws. It has been internationally reported, including the new york times, that the violence was incited by a gentleman of Prime Minister modis party, but the police refused to arrest him. The investigation was targeted towards one end. Indias news media has reported that mass arrests of muslims have been ordered by ministry of homeland security, who is mr. Modis closest confidante, and the United States commission on religious freedoms has already called upon the u. S. Government to sanction him. Imagine being born during the holocaust and not being able to learn about the killing of thousands of jews clerk thank you for your comment, sir. Next speaker, please. Good evening. My name is vickie legion, and im urging you to cosponsor the legislation urging medical collaboration with cuba. I was a lecturer at San Francisco state. Cuba has been asked to send their covid experts out to 28 countries around the world, working in coronavirus hot spots, but the United States are not allowed to accept these experts or these advanced medications or Public Health methods. So the bay area and cuba have roughly similar sized populations, but i want you to understand the difference in the level of virus control. So last sunday, the bay area passed 40,000 covid infections for the first time. And cuba has 2,500, which is onesixteenth the number. One of them is cuba has a medication that is the top drug in the chinese formulary. Under the u. S. Blockade, our Health Care Workers cant get access to the drug, and people in Critical Care cant be treated with this drug, interferon. So we know that we need to Work Together with cuba, and we thank you for cosponsoring the resolution for medical cooperation between San Francisco, a medical power house, and cube, a medical power house. Thanks a house. Clerk thank you for your comments. Next speaker, please. Welcome, caller. Yes. So i i would like to address the issue of San Francisco condemning the actions of other nations, and i guess international i dont think that its really the role of San Francisco to sort of take this diplomatic role. I feel that its a city government, and it should be focused on municipal issues, like getting the local transit running, and there are local issues that the city should be focused on, rather than what is going on in some other part of the world. You know, we have congress that makes treaties and does all these other things, and thats why we have congress to do these sorts of things, so i dont see why why the board of supervisors has taken it upon themselves to decide that theyre going to play a role in international relations. Theres just no need for it, and we need the board of supervisors to be focused on local issues, so i would strongly encourage the board of supervisors to stay focused on local issues and get the local issues to work. Thank you. Clerk thank you for your comments. Next speaker, please. Hello. This is lynn. Can you hear me . Clerk yes, we can. Welcome. Hi. So im lynn, im a student at city college of San Francisco. Im a resident of district 4. I go to school in district 7, and i work at district 9 in a Family Restaurant in the mission, and so, you know, im here to support the resolution in promoting medical and Scientific Collaboration between San Francisco and cuba. Covid has impacted our communities greatly, and the conditions of covid has impacted those near to me at home and abroad. Also, personally, my mom has asthma, so if she were to be impacted or infected, she would likely not survive. We work in the mission out of necessity, and we take precautions, but right now, cases are rising, and in the city of s. F. , we follow protocols, but we know this alone will not adjust the longterm crisis because the crisis is disproportionately affecting African American communities and people of color. Right now, you know, this is a social justice issue, right, and the most vulnerable are being impacted. The filipino as well as they makeup a lot of the frontline Health Care Workers. A lot of us locally and internationally are speaking out. Over 50 countries have requested the expertise from the cuban medical brigades and speaking collaboration. It begins with a resolution to call for the United States and president to clerk thank you for your comment. Great. Thank you for your comment. Much appreciated. Operations, please unmute the next speaker. Hi, supervisors. My name is mishan. Im a resident of the bay area for eight here. Thank you for your time, and im here to speak in support of resolution 200771. Violence against indias minorities, oppressed castes, are becoming common, and millions are becoming homeless under these state laws. These allow government to target disproportionately affected people, putting them in federal prisons that are being built right now. I hope that bypassing this resolution, the city of San Francisco will stand in solidarity with oppressed people in india and the millions of people who have protested these laws in india and around the world and with several Community Leaders who have been jailed by the government in retaliation and put at risk for covid. And i hope that resolution will also condemn the organizations in the United States that have not only funded but actively participated in the misinformation campaigns run by indias ruling government. I have faith in the leadership of the supervisors and urge you to pass this resolution today. Thank you. Clerk thank you for your comments. Operations, please unmute the last speaker. Hi.
