Yes, there is one final caller. I will unmute them now. Clerk thank you and welcome, caller. Caller hi. My name is tom angston and a Small Business owner in the sunset and i have lived here for 20 plus years. Im calling in support of the property at 1420 taraval. I drive by the taraval corridor often and i know that when i go by a building it screams to me what a gorgeous property that should be preserved. I think that putting in a multitenant building fits in with the properties that are around it. I understand the concerns of the other neighbors, but development is common in the city and we want to keep moving the city forward. As someone who is looking to invest in this community currently and conditions that were facing, i see the businesses close left and right in my neighborhood. And so if they want to push this city forward and invest and bring in jobs and construction and bring more housing into the city and modernize the city, im all for that. And im for supporting the local businesses in the city as well. So i wholeheartedly would like to put my support behind this as a business owner. People are going to object to whatever we try and do in this city but we need to keep moving this city forward and improving it and not constantly living in the past or because Jerry Garcias builder had something to do with it. So, please, take it seriously, lets invest in our neighborhood and keep moving forward. Thank you very much. Clerk thank you for your comments. I understand that theres one other caller in the queue. Welcome, caller, you have up to two minutes. Caller hello, i am a private citizen. I have been in the sunset for almost 25 years. Can you hear me . Hello . Clerk yes, yes, we hear you. Caller im sorry. Sorry, sorry. And i thought that i was muted there. I am Seamus Okelly and i have been in the sunset district for the last 25 years. Im calling in support of this project. I think that the current climate going around that we need more jobs in the neighborhood, more construction jobs. I think that if this home is not done, i dont think that it would survive another architect. So i think its time to fix it up and make more homes available for kids. I have two kids myself and we hopefully one day could buy a property. This would be the perfect location. I think that the revitalization of the street is well underway. I think that it needs more help for projects like this so that people can afford to buy. I also think that its very good for the city for more taxpayers. Right now the city is really hurting after this covid, and im scared that there will be more tax money coming into the city. And they also think that this project is very well designed. I think that has really put a lot of thought into the neighborhood with the zoning of the building. And the neighbors privacy with the building. So i honestly think that this should move forward. I think that its a success for the sunset, for the neighborhood. Thank you. Clerk thank you for your comments, sir. Operations, another caller in the queue . No, madam clerk, that completes the queue. Clerk okay, i thank you all of the callers and thank you for your patience. Mr. President . President yee thank you, thank you for the comments. And i just lastly would like to invite the appellant to present a rebuttal argument. You will have up to three minutes. Thank you. I would start out, that i was at both of the Planning Commission meets and that the Planning Commission supposedly balanced the competing interests. I would challenge that. They showed really a lack of interest in any of the issues that were brought before them. And i think that it was a timing issue. The issues resulted from the executive search. And the commissioner turnover and a leave of absence and with maintaining a quorum. This was a unanimous vote but there were only four voting members there. Mr. Rosen . Supervisors, there are two Property Owners of 1420 taraval but we only heard from one. And zucker says that he represents mr. Mandel. And theres another that owns another 50 and we havent heard anything from her. Peter mandel wants us to believe that the city he said that the city needs more Affordable Housing. How misleading. What hes failed to say is that he wants to build market rate housing. We know nothing about the financing on this selfdeveloped project and whether we would end up with an empty lot and an economic downturn. This project smacks of elitism in a city that could use less elitism. How would mr. Zucker feel if a neighbor covered his windows and if mr. Mandel had his windows covered in st. Francis wood . How would any of us feel . Its not the job of the Building Code to protect tenants. It is the responsibility of this body to protect tenants under rent control, to prevent their windows from being covered, and to exercise its oversight role over the Planning Commission. Part of that oversight role is a common sense reality check. Covering windows of rentcontrol units with marketrate units doesnt pass the smell test. Did the flawed project make it through planning . Its hard to believe, but you bet it did. This project is full of flaws. Falsified affidavit of the preapplication meeting giving rise to the project, according to two people who were there. Replacing naturally affording housing, with marketrate housing clerk one minute left. Is not consistent with the code element. And covering the windows of next door at 1414 taraval, these tenants are under rent control. Do wes have a city want to block their light and air with marketrate housing . What do this body and this government stand for . We have an item today to protect the tenants due to covid. Should we protect rent controlled 10ants with a false affidavit and a flawed project . And desmollishing one of the resources that our middleclass neighborhood has that is part of the neighborhood character is outrageous. Again, elitism. Inconsistent with the general plan Housing Element and planning code section 101. 1b2 that existing housing and neighborhood character be conserved and protected to preserve the cultural and Economic Diversity of our neighborhoods. The story from the project sponsor keeps changing. He said that he wanted to help to solve the housing crisis at the Planning Commission. And then he said that he wanted to build housing for his children. Clerk thank you, mr. Rosen, that concludes your threeminute rebuttal. President yee thank you very much. I guess now that the public hearing has been held and this will be filed. We will now reconvene as the board of supervisors. As previously discussed, we will take consideration of the conditional use authorization, which involves an analysis whether the Planning Commissions determination to authorize the project was appropriate. To reverse the planning departments decision, or to authorize the conditional use with additional conditions. Theres eight votes of the board. So supervisor, do you have any comments to make . Supervisor mar thank you, president yee and madam clerk, for facilitating the hearing. I did have a few questions for planning staff. Mr. Starr, the other planning staff that are with us, more about the historic the determination around historic significance for this property. Yeah, this property is in an historically workingclass residential neighborhood. The homes and other buildings in the parkside were built to serve the Housing Needs of working families in the decades following the 1906 earthquake. So they understandably lack obvious architectural or design details that appear in homes in other neighborhoods originally created for the wealthy and the elite in our city. So i just have a question how do our preservation standards account for workingclass neighborhoods like the parkside, where buildings have few architectural characteristic as a matter of the economy . Sure. I can just say that the building was determined to be a resource, just not retaining integrity. But ill let stephanie, who is a preservation expert, to take over the response to that. Good afternoon, president yee and the board. I just want to make sure that you can hear me okay. President yee yes. Okay, great. Yes, so i can talk a little bit to kind of the preservation process and kind of looking at these more modestly designed workingclass residential structures. When we are completing an historic determination to see if a property is a resource, we rely on the four criteria that is outlined. So properties that are significant for their associations with events or with people or for their architecture or for archaeological resources. And with regards to specifically looking at this type of building, we do look at the Development Patterns in the neighborhood to try to figure out, you know, where it was potentially early Residential Development in relation to either earlier or later commercial development and kind of how does it work with each other. And with the understanding that the designs were a bit more of a modest of a style, and not exactly your highstyle architecture. We do we look at that and, you know, while they might not be buildings that are significant specifically for highstyle architecture, we consider them as potential Historic Resources with the working class or middleclass neighborhoods. In regard to looking at significant im sorry in regard to looking at integrity, integrity sewhat we take into consideration when we have identified that there is an Historical Resource and we want to look at whether or not we are able to portray or illustrate that potential significance. So we, you know, with an understanding that theres not really applied architectural features. We do rely on the conditions versus what the condition was for the construction. So features such as window patterns and window types, window designs, in this specific instance the front porch, looking at siding material. Things that would be considered, you know, just as part of the architectural fabric, we rely a little bit more heavily on the analysis of the conditions and those features to determine whether or not significance is still portrayed through those features. With the understanding that its not highstyle building. In this particular instance, looking at items alterations that have taken place, with windows taken out and the front clearance to accommodate for that kind of garage and or commercial space. Looking at elements related to the porch. Those, you know, alterations that have taken place further diminish the level of integrity that the resource has. Thank you. I had a followup question. So regarding your determination that the you know, that the modifications or alterations to the building are significant enough that to lead to the determination that its not an historic resource. Can you respond to the points made by the appellant and others that these alterations are relatively minor and can be easily be restored, you know, just replacing windows, rereplacing the windows, and the siding and the railing on the porch, for example. Sure. Supervisor mar im sorry. And is this a consideration or the ability to restore the property to more of its original state. Is that a consideration in the determination of historic significance . Sure. So for the second part of the question first. Whether or not the property could be potentially restored is not something that we have considered when were looking at determinations. Just to backtrack a little bit, the department did agree that the alterations that have taken place are minor. We feel that theyre substantial enough to cause the property to no longer maintain that integrity. And with review under the act, we look at the existing conditions of the potential historical preservation, to make the call. And so while it might be reversible in nature, thats not the existing condition. The existing condition incorporates all of these alterations with our analysis of the integrity. Supervisor mar okay, thank you. I dont have any other questions for the planning staff. I did have one or a couple questions for the project sponsor. Okay. President yee is the project sponsor Still Available . Im turning on my okay. Im here. Can you hear me . Supervisor mar yes, we can, thank you, mr. Mandel and mr. Zucker. More followup on the points raised by the lead or the owners of 144 taraval, you know, the property next door who will have two windows, you know, on the Property Line covered up by the proposed project. And i wanted to see if you would be able to state a little bit more clearly for the record what the mitigation measures that you had offered to the lead family . Yeah, justin, you want to start or you want me to start . Go for it, peter. Well, what we talked about in december 12th is that we would offer to all of the construction to close up the windows permanent and to close up those two windows. And then also to offer on the upper floor a skylight that could open for fresh air. But down on the second floor level, there we were going to offer some more lighting on the interior. They do have two bay windows that, you know, are within a few feet in the front of the building. So they do have plenty of light going in there. But those were the two items that we were going to offer for those two windows. We also there were a couple there are nonproject related building repairs, just being neighborly, and goodfaith efforts to help with consideration. One of them is on the western facade theres one missing piece of siding, and peter had mentioned that hed be happy to repair that, replace that one piece of siding. And if there were any other damage that were to occur that is not anticipated during the demolition and construction that hed obviously take care of that. But, again, not anticipated. And then finally there is a window in the rear of their building that is in severe need of fixing that peter has offered to repaint for them. Thats correct. Supervisor mar great, thank you. President yee thanks to supervisor mar. I actually have clarification question really, and im not sure who wants to answer. But theres a lot of about this being affordable units. So its a little confusing to me. Is it affordable unit . Are we talking about rentcontrolled units . There are two Different Things to me. Go ahead. Im sorry, the existing unit is market rate. It is ol has the ability to be considered rent control so its not an affordable unit by any means. President yee and then in regards to the tenants, are they moved out, theyre still there . That wasnt clear either. Theyre still there, but, you know, they are supportive of the project and thats in writing to supervisor mar. So they know that its coming. Whenever that day is. So theyre living there and theyre paying some rent, three of them. Theyre in their early 30s, i should say. President yee thank you for the clarification, it just wasnt clear. Supervisor mar, would you like to have a last word or whatever . Supervisor mar president yee, i dont have any other questions for the parties. I do have some Closing Remarks. President yee yeah, i dont see any other supervisors on the roster here. So if you would like to do your Closing Remarks now. Supervisor mar thank you, president yee. I wanted to just start by thanking the appellant and the public who commented today and also in writing for raising very important concerns about Historic Preservation and Housing Affordability in the parkside district. Its important to look at this project in context. This early 20th century property is in an historically workingclass residential neighborhood, directly on a major transit line. And in a commercial corridor. The homeowner, as you stated, grew up in this house and proposes to build three familysized units in a commercial and a commercial space in a growing neighborhood. I believe that this is a kind of density and development that is appropriate for this location. And the commercial corridor and neighborhood. While the historic determination is usually adjudicated through the ceqa appeal process, and not the c. U. Process, i do want to speak briefly on my position. And i agree with the Historic Preservation planners assessment that the property does not maintain integrity but also acknowledge that its a significant part and really a rare example of the parkside early Residential Development. The parkside has a rich workingclass history that opened up affordable homeownership opportunities to generations of families. Many of whom were immigrants from europe and more recently asia. We must preserve our history, whether through protecting the most intact examples of singlefamily architecture, or honoring this legacy by continuing to support new generations of working and middleclass families to be able to live in our community. I look forward to continuing Historic Preservation conversations proactively identifying potential Historical Resources and historic districts in the parkside and the sunset neighborhoods and exploring incentives for the Property Owners and other creative ways to respect our neighborhoods rich and workingclass history. And with respect to 1420 taraval, i do agree with the determination by the planning staff that this home is not a significant enough resource to reject the conditionaluse authorization and the Developers Plan to demolish the home and create three new familysized Housing Units that otherwise are a good fit for this site and the neighborhood. I also want to briefly acknowledge the issues raised about Housing Affordability and tenant displacement. The project proposes to replace one threebedroom home where current tenants are paying marketrate rate rent of 4,500 per month, with three marketrate threebedroom flat. So theres a net increase of two familysized Housing Units and no loss of Affordable Housing. The three tenants submitted a project support letter and stated that there is a buyout agreement. And the owner agreed to forestall payments during this stayathome order and agreed to a repayment plan with the tenant. The tenants were notified of the owners plans to develop the property before they moved in. And they were introduced to tenant advocate, but decided that it was unnecessary. Its true that there are many singlefamily home tenants who are at risk of eviction and over the last decades, district 4 has experienced one of the biggest losses of rental housing citywide. We need to stop predatory practices, especially for lowincome tenants. So, supervisor, i would not support a project if this were the case and this is not such a case here. And, finally, we do need quality Affordable Housing in San Francisco and in the sunset district. And, unfortunately, our policies do not reflect this priority in smaller projects. We know that we cant rely on the market or private developers to rent at affordable rates. Nor should we rely on older deteriorating housing to keep rents down. We cant support developers with a clearer process and clear expectations while maintaining the neighborhood input to achieve the best outcomes. And, supervisor, i have been and i will continue to push for preserving and constructing new Affordable Housing in the sunset and parkside neighborhoods. So, colleagues, in conclusion and after full consideration of all of the facts and the prospective expressed by the project sponsor, appellant and the public, i will not be supporting the appeal today. And as such i intend to make a motion to approve item 25, and the conditionaluse authorization. President yee thank you, supervisor mar. So this motion is made to approve item 25 and table items 26 and 27. Is there a second . Second, safai. President yee seconded by supervisor safai. And, madam clerk, please call the roll. Clerk on the motion to approve item 25, table 26 and 27, supervisor preston. Aye. Preston, aye. Supervisor ronen. Ronen, aye. Supervisor safai. Safai, aye. Supervisor stefani. Stefani, aye. Supervisor walton. Walton, aye. Supervisor yee. Yee, aye. Supervisor fewer. Fewer, aye. Supervisor haney. Haney, aye. Supervisor mandelman. Mandelman, aye. Supervisor mar. Mar, aye. Supervisor peskin. Peskin, no. There are 10 ayes and one no with supervisor peskin in the dissent. President yee 101 vote in the motion to approve item 25 and to table 26 and 27. They are approved. Okay, madam clerk, lets go to committee reports. Clerk okay. Item 28 was considered by the government audit and Oversight Committee at a special meeting on friday, june 26th, 2020, and was forwarded as a committee report. Item 28 is the reenactment of emergency ordinance for ordinance number 7420, to temporarily require Grocery Stores and ondemand employers to provide protection during the Public Health emergency related to covid19, pursuant to charter section 2. 107. This requires twothirds or eight votes for final passage with only one read. President yee thank you. So, madam clerk, call the roll. Clerk on item 28, supervisor preston. Preston, aye. Supervisor ronen. Ronen, aye. Supervisor safai. Safai, aye. Supervisor stefani. Stefani, aye. Supervisor walton. Walton, aye. Supervisor yee. Yee, aye. Supervisor fewer. Fewer, aye. Supervisor haney. Haney, aye. Supervisor mandelman. Mandelman, aye. Supervisor mar. Mar, aye. Supervisor peskin. Peskin, aye. There are 11 ayes. please stand by . I want to share my deepest condolences for the loss of such a legendary and remarkably compassionate leader. President britt did not shy away from fighting for social justice issues even if they were wildly unpopular at the time. He was unwavering in his fight for civil rights. He did not choose politics, but it seems politics chose him. And for answering that call to service. We are lucky to see some of the most Ground Breaking laws introduced here in San Francisco and supervisor mandelman, would you like to share your in memoriam and colleagues, anyone who would like to speak about supervisor britt will be given a chance to do so before we return to our regular order for roll call. Or roll call for introduction. Please name your name on the roster if you would like to speak after supervisor mandelman. Supervisor mandelman . Supervisor mandelman thank you, president yee. Thank you for your words and creating this special time to honor former board supervisor harry britt who died wednesday morning. He attended Duke University in the late 1950s before continuing on to the Perkins School of theology in dallas and pursuing doctoral studies and philosophy and religion at the university of chicago. While in chicago, harry completed the ordination as a methodist minister and served as pastor for two chicago congregations. In chicago he was introduced to ward politics and the civil rights effortses of dr. Martin luther king jr. In 1972 harry made his way to San Francisco and as so many did during that time, once here he began to more fully understand and embrace gay culture and his own sexuality. On one of the first nights out in the city, harry visited the black cat bar where he was moved by the performance of a legendary drag queen who became the first openly gay person to run for office in the United States in 1961 for the board of supervisors paying the way for harry, harvey, and the queer and elected candidates who followed. By 1975 he was a bonefied castro tremendousing and discovered a small camera shops and the owner harry milk. Harry became one of harveys closest friends and most impressive political proteges and was the Gay Community liaison and helped to organize the San Francisco gay democratic club. Today known as the harvey milk lgbtq democratic club. Harry was proud of that little club. He told me on more than one occasion and i think he was only kind of kidding that the most important job he had ever had was as the president of that club. With the president reeling from the loss of milk, it was harry called upon to move queer and aggressive politics forward. After Dianne Feinstein reported. And went on to the own elections in 1979, 1980, 1984, and 1988 and served as president of the board from 1989 to 1990. During his time on the board, harry was a champion and pioneer for lgbtq equality and in 1982 he introduced first of its kind Domestic Partnership legislation which was gasped by the board of supervisors but vetoed by mayor feinstein. Harry and the community kept fighting and in 1989 they were signed into law. A Citizens Initiative appealed the domestic law and turned around undaunted and his own Ballot Initiative prop k in 1990. And harry was the only openly gay official at the onset of the h. I. V. Aids epidemic leading and advocating for the Gay Community during one of our darkest hours and harry courageously fought resource and Political Support as his friends died around him. Harry believed in Coalition Politics and worked to fight for labor and in addition to the work on queer issues, he championed rent control, vacancy control and the end of u. S. Intervention in latin america. As i have been remembering harry, one of the things that struck me is what a bundle of contradictions he was. Here it was an ordained methodist minister and an atheist. In fact, by the time i got to know harry and spend time with him after the last of the campaigns was done, i was said that atheism and spreading the word about atheism might have been the gratest and last remaining public addition. He was an incredibly shy person and many have remarked that he was a reluctant politician. He did not enjoy campaigning and that is an understatement and Many Campaign workers and volunteers have stories of pulling him out of a cafe or a park bench where he was reading instead of shaking hands. He often suffered anxiety before giving a speech, but when he opened his mouth, it was magic. A galvanizing human being who when we spoke was a joy and inspiration for those who gathered to listen. Final contradiction, harry was such a sweet, kind, loving person who was so kind and generous with time and advice. And yet he recognized that his pow power power of the Community Came from anger. He spoke about anger and rage in politics particularly for those who have been kept from power and are demanding power. After the white night riot and amazing quote that tim redman used in the obituary for harry, he said harry milks people do not have anything to apologize for. Now that society will have to deal with us not as nice little fairies with hair dressing salons but as people capable of violence. Were not going to put up with damn whites anymore. Harry loved harvey. And harry insisted that he left up with two directives. By all means, give them hope, but also get angry. Harrys impact on Queer Community and politics cannot be overstated and he was the moral compass during the time on this body and although it was his dream to increase queer representation, it was harry who fulfilled that vision and let us through the darkest days decades before we would win so many victories that were not possible without him. I will conclude by thanking the incredible staff of laguna honda who cared for harry over the last coup of years and thank his friends who made up the care team. Rest in power, harry britt. You you are and will be more than missed. Supervisor yee thank you. Supervisor ronen. Thank you, supervisor mandelman, for that beautiful tribute to a beautiful man. I had the luck and privilege to sit down with him when i was running for office and i was immediately in awe of him. Of course, i had heard about his reputation and history and achievement, but getting concentrated time to chat and get to know him was something that made its mark on me. He wasnt the typical politician. No talking points involved and so straightforward and genuine and down to earth. And the questions were the questions that you would want someone to ask a candidate about how much i really cared about the people that i was seeking to serve and it was an hour and a half of my life but left this mark that has stayed with me to this day. I feel so lucky i got to have nigh moment with harry who i admire so much and this is a big loss for us. Rest in power, harry britt. Force thank you. Supervisor peskin. I had a similar First Experience with harry britt, almost exactly 20 years ago right now. And i had one endorsement and i didnt realize i had to meet people one by one and tom said, hayed to go get harry britts endorsement. And i was just like, wow, how does that work . He gave me harrys number and he said, i never leave the hate, supervisor peskin, and i went and sat with him and it was like being in the best classes and i was so enthralled that i had to call back and ask for his endorsement and he generously said yes, but the other other thing that supervisor mandelman didnt say well, there are many, many things to say about harry but that when his staff had trouble finding him, he was often at the racetrack betting on the ponies which is part of what made harry so special and just go down to the racetrack and bet on the horses. He also was a mentor once i was elected. And the first time i ran which was so miserable and i called him up and said, harry, this is really tough. And he said, super aaron, if you think running for offers is bad, if you get elected, it is worse. I would call all the time for advice and at the forefront of getting muni to use hybrid buses and reduce particulate matter and pollution and one of the most amazing members of this board and human beings i have ever had the pleasure to meet. We will miss you, harry britt. Awe thank you. Supervisor preston. Thank you, president yee and i would like to join the remarks and thank you to supervisor mandelman and other colleagues of harrys memory. And britt was a longtime resident of the hate and former constituent and a democratic socialist and ahead of his time. Its been one of my pleasures being in office when i tell folks i am the first democratic socialist elected in 40 years and always wonderful with that area. And to talk about the amazing impact that he had on the city and how he was unapologetically a socialist at a time that was going against the conventional wisdom. Harry is and will always be an inspiration to me. I have similar stories to some that my colleagues have shared. And he was such a pioneer for unheard voices for the Lgbtq Community and communities of color and really for the working class of San Francisco. And over the course of the last number of days, almost weeks now since learning of his passing, really talked with a lot of fellow d. S. A. Members and i can tell you how saddened everyone by the news of the loss of harry, but also how inspired in folks of all different generations are by the incredible work and his legacy. And i will say that its i think i struggle and probably others on this board do and others who are friends with him and its challenging to celebrate a man who in so many ways did not want to be celebrated. He is one of the most humble and kind and inspired us to fight for justice in a humble way. And each conversation i had with harry over the years, and what i really recalled is that he never got tangled in the weeds. He was smart and knew details, but the conversations were about him with his humility and humor to get to the core of the moral issue. He is someone who really distinguished right from wrong and in his mentoring of leaders, i think he always had that clarity. All the advice he ever gave me is never around the nuances of this policy or that policy, but it was about sticking what you believed in and holding on to the values and maintaining the moral clarity and as supervisor mandelman referenced, understanding and embracing anger when its appropriate. So we will all carry on his legacy we conding to fight for the most marginalized and the work he did to Carry Forward the things harvey milk did and all the things my colleagues have talked about, but i want to thank harry for the vision, the moral clarity, and his willingness to name capitalism, to name racism, to name homophobia as evil that we need to confront and dismantle. I will forever appreciate harry britt, his mentorship and his leadership. We stand on your shoulder, harry. We will continue to fight like hell. Rest in power, harry. Supervisor yee thank you. Supervisor haney. Supervisor i just want to, well, first, supervisor mandelman, thank you for bringing this forward, and i want to share my condolences with everybody who cared for harry, lovered him. This is a huge loss for the city. Like you had, my experiences with harry and the few times that i got to meet him, and each time i was around him, i was, like, oh my god, that is harry. Harry britt is a legend. When you meet him, he was so understated and he was so straightforward and so kind that you really could get a sense that this was the life of politics was something that was not necessarily natural to him but his life story and the things that he had been through and the things he saw that brought him to that. And when i think about the story of San Francisco, it is people like harry and people like harvey and its people who came here and were able to turn San Francisco into what we understand and take it for granted as being now. All of us serve on a board and live in a city where there is just an understanding that we are at the forefront of the movement for lgbtq rights. That we are always going to be pushing the boundaries on tenants rights, on human right, on civil rights, and that was something that was not always the case. That it was harvey and it was harry who because they actually experienced the opposite of that and so many other places and even the opposite of that here, that they fought to have San Francisco be a place that would be different. And so all of us now get to live that legacy and to continue that legacy, and it would not be that way if it wasnt for the work that harry did and so we get to talk about the eviction freezes and the rent cancellation and all of those things that we are in that place because harry fought and put himself out there in ways that probably were uncomfortable for him but felt he had to do. It is the leaders that harry embodied that have allowed us as a board of supervisors to continue that and to hopefully do whatever we can this elevate it as they would have wanted us to do in terms of what is possible in this city that they dreamed of and that they created for all of us. Rest in power, harry. Thank you to everyone who was a part of the community he was and fought and organized and bled and protested and did everything to make sure we had a city where people could be themselves and people should be love who they wanted, and that they could actually have some a city that saw them not just their identity but actually allowed them to have a city where they could thrive and be centered. And i think that was his vision. So rest in power. Thank you, again, supervisor mandelman, for bringing this forward. Supervisor walton . Thank you so much, president yee. And thank you, supervisor mandelman. And the sentiments to the course and we know that supervisor britt was legendary for us in San Francisco and the leadership in the Civil Rights Movement and the gay rights and lgbtq Rights Movement is really something that is unmatched. We know that he came up to the fact that we can celebrate samesex marriage here in San Francisco and here in the state of california but even after leaving from offers as supervisor and going to be a College Advisor and continuing to be a part of the fight but also making sure that folks what who wanted a Higher Education got to learn from somebody in the fight and in the struggle and the Academic Knowledge and to be the activists and what he brought to the College Classroom and environment. He will be missed for all of his body of work for us to make an opportunity in the seats that we are today. Thank you, supervismandelman ann perfect peace. Thank you. I am going to break precedent and i understand that the former president supervisor tom is here and he is on the line and i dont know know technically if its possible to pull him out of somewhere. Knowing tom, hell find a way. Madam clerk, is it possible to identify tom to have him say a few words . Mr. President , we are getting in contact with supervisor and Assembly Member tom amiano and would like permission if and when we can reach him to pull him out of line so he is able to speak even if it is during general Public Comment. If possible. So he is not on the line yet . He is currently not on the line, but perhaps we will be able to reach him. Okay. Were going to continue roll call then and the first one up will be supervisor preston. Thank you, president yee. I am looking forward to yielding the floor at the first opportunity when former Assembly Member amiano surfaces. Today i am introducing a resolution calling for emergency measures in response to the ssa san quentin prison of covid19 and want to thank the Public Defenders Office in particular and also my colleagues supervisor haney, ronen, and wallton for their cosponsorship of this resolution and leadership on this issue. Also wanted to thank lex vaughan clark, and a fellow in my office and legislative aide for their Background Research on this issue. Right now there is an alarming outbreak of covid19 at san quentin that warrants immediate action. As of sunday, june 28, over 1,000 incarcerated people at San Quentin State Prison have tested positive for covid19 meaning nearly 13 incarcerated people have now been infected and that the number of cases in the last week has more than quadrupled. In addition, 89 staff member at san quentin have tested positive for covid19. The resolution urges Governor Newsom to provide adequate coronavirus testing and personal protective equipment to ul an incarcerated people and prison staff. The resolution also calls for increased and consistent information about the situation at san quentin to the public generally and incarcerated peoples families specifically included but not limited to a designated point of contact for incarcerating peoples families and a phone line for family members of incarcerated people to call to find out their health status. The state is operating a facility with one of the worst outbreaks in the country right here in the bay and there are san franciscans that are incarcerated there and neighbors that work there who are gravely at risk or already infected. It is essential that we dramaticcally and quickly reduce the prison population at san quentin in order to save lives and prevent further spread of covid19. And lets be clear about who is disproportionately locked up in san quentin and elsewhere in the state. The people incarcerated are disproportionately africanamerican men, latino men, and other people of color. The state of california has a particular responsibility to those who are incarcerated and those who are employed in these facilities to not keep them in environment where is they will get sick with a deadly virus. We urge bold and immediate action to prevent further harm. The rest i submit. Thank you. Clerk thank you, supervisor preston. Supervisor ronen. Supervisor ronen thank you, colleagues. I have another memoriam sadly for a member of the community who was killed when walking across the street. It is with Great Sadness that i offer this in memoriam to remember a San Francisco resident who loved this community with all his heart. Sergio was hit and kill bid the driver of a vehicle at dwight street in portalon june 18, 2020. He is survived by his wife, his four children, and his four grandchildren. Sergio worked as a janitor and was a family man. He was extremely proud of all his kids and loved spending time with his family at barbecues and cook outs. Sergio loved to cook and dance and could always bring smile with his joke. He moved to San Francisco 40 years ago from nicaragua. He was a man who cherished his roots while being a san franciscan through and through. Friend and love ones remember him as being a funny, loving and charismatic person with a generous spirit. He devoted himself to god and loved to share his gift of song at church. He will be deeply missed by those he left behind and on behalf of the board of supervisors and district nine, i extend my deepest con delenses to his family together with the leadership of president norman yee, we are going to continue to fight and work as hard as we can to prevent another senseless pedestrian death from happening again in our city. And the rest i submit. Clerk thank you, supervisor ronen. Supervisor safai. Supervisor thank you, madam clerk, and thank you, supervisor mandelman for remembering harry britt. Youre muted, supervisor safai. Supervisor i was espousing so eloquent and i know you have to start over. Clerk start over. Supervisor and thank you to supervisor mandelman for his nice commemoration to harry britt and i will just say very, very touching and what a wonderful path to follow as somebody and to be honored to be part of the same chamber and body that he blazed a trail toward. Thank you to everyone for their kind words. I did want to highlight one thing today in getting a lot of calls from concerned parents as a parent of Public School children, a really i know many of us myself and supervisor walton have the highest concentration of children under the age of 18 in the entire city, but i know every one of our districts has children and families that go to Public School. So i have been getting a lot of emails, questions, and concerns about what the plan of action is and where we are in the process to ensure our schools will be ready for august. And the thing that most parents dont want to hear, they dont want to hear the last week of july that were not going to be ready to open up the pub lib schools land continue Distance Learning. If that is the case, it would be good to know and see how we can plan. We got a very concerned email yesterday from a former legislative aide now just a private citizen saying that we should be considering our Recreation Centers and Public Libraries and all in the vein of ensuring that we have enough space. Of course, we want to work in partnership with the representative labor groups that work in the facility, but i just want to say i know we have a joint committee that works with the board of supervisors and the school district. I dont know if any meetings are scheduled or any conversations are scheduled, but i know the school board is doing everything they can diligently to planened a push for this, and i heard of town halls and meetings that are beginning, but it would be very, very important to me as a parent of two Public School children and somebody that represents a district with significant number of Public School children that we are having this conversation now and that were able to see what we can do as a city to help facilitate that. Of course, always keeping in mind the safety and the health of our educators and our staff and our children and families, and also saying we need to be part of the planning process and dont want to be caught by surprise to find out her not going to have the schools open on time. The last thing i will say in that vein is as we reopen our economy and as we move slowly to do that very cautiously, child care is a very big issue for a lot of people. And that burden disproportionately falls on a lot of women and female workers, and parents and single house holds. It is very difficult to continue to work and educate our children in Distance Learning as we have. So these are very difficult times and i wanted to basically say that were here to help but we also want to be kept informed of the process. So if supervisor haney or others that are in charge of our joint School Committee that we can engage on that and have a thoughtful conversation on what the plan of schools for opening is coming up, that would be help l. I am happy to reach out to supervisor haney and president yee to work through that. The rest i submit. Thank you. Clerk thank you, supervisor safai. Supervisor stefani. Supervisor thank you, madam clerk. Colleagues, i wanted to report out to all of you the status of the county veteran Service Officers position and giving veterans something they deserve is a huge priority of mine. I am thrilled to say that the office accomplish what is we set out to do and were and how long the position was vacant, i introduced a letter to the Human ServicesAgency Director asking for more information and may 11 i reported that it was posted publicly and qualified applicants were invited to apply. On june 2 i further reported to you that the posting was closed and the final was in the final stage of admitting candidates. The city administrator shall nominate a qualified candidate to be considered and confirmed by the board of supervisors. The executive director of the dont of disability and Ages Services is and has an impressive resume including a transition patient and with this nomination, i am pleased to and to confirm the nomination of mr. Simms to serve as a county veterans offer and this is the final step necessary to fill the position critically. And to insure that a candidate was nominating in a timely manner. I have the honor to celebrate the District Two Office and in early 2012 and since that time he has been a vital part of the offices constituent services program. To help constituents navigate city bureaucracy and city departments. One of the most Lasting Impacts quickly and efficiently and a Lasting Impact on the city as a whole. You are muted and you stopped at one of the proudest thank you. I dont know who muted me. I did not do it moist. So lets see. Where was i . Alex has had a Lasting Impact on the city as a whole and one of the proudest equipments is saving the three jackson muni bus lineened aloved working on that project with him. When he learned about the proposal to eliminate the line, he collected over 1,000 signatures with petitions to the m. T. A. And brought Public Comment. Alex has mentored and shared graciousness, patience, and thoughtful sense of organization with us all. The resident of district two and San Francisco owe alex a debt of gratitude for the year of service to the community and the city, and i hope you will join me in designating tomorrow alex long day. And i have one more and this is when i wish we were back in chamber so she could take them and read them for me because i dont know if i will be able to get through this but i will try. I would like to close todays meeting in memory of Saint Vincent depauls pastor father ken westry. Born june 15, 1951, he passed away last week at the age of 68. Born and raised in washington, d. C. , father ken later attended the Merchant Academy in kings point, new york. After his time at the academy, father ken received a calling and attended mount saint marys seminary in maryland. As a seminarian, father ken found his way to the west coast where he attended st. Patricks seminary in menlo park. In 1982 father ken started his first assignment as associate pastor at Sacred Heart Church in San Francisco shortly after appointed to Saint Elizabeth parish and Began Service as a chaplain in the United States navy and active reserve. Before arriving at Saint Vincent depaul in 2011, father ken also served as pastor of Saint Sebastian paris and pastor of saint isabella parish. For nearly 40 years father ken has served the people of San Francisco with a particular focus on the most vulnerable populations and as a long running member of the board of directors for the San Francisco interfaith counsel, he was a unifying leader in our city. He regularly reached out to make sure that the families and michael pappas, the executive director said father ken was a visionary priest who served several terms on the San FranciscoInterfaith Council board of directors including the first board. Including a former merchant marine and among the clergy and the epidemic and he was a kind and gentle soul who cared for the poor and fought for human and civil rights. He was a friend and will greatly be missed. He was so encouraging of my work and i remember him at mass after making waves at the blunt we said enough testimony about abusers. And he smiled and said keep doing what you are doing and dont let them shake you and beautiful and mischievous and has careyed me for years and Speaker Pelosi celebrated father ken today in todays congressional record. And father ken was for me and my family and countless other who is came weekly to listen to his homilies and to be a part of the community he led. Over the past few days i have begun to recall father kens road in my own Spiritual Life including watching father ken and my childrens sacrament and the first day i was sworn in as supervisor and called to let him know and not only did he show up and had the principal and my sons entire 7th grade class to walk down the hill to be part of it and i will never forget looking over there and feeling so supported. And difficult there for me. Sorry. I tell the story of one time and extremely rough day and the church i attend and walk up to Saint Vincent depaul to pray and walked into the empty church and knelt as i was taught from childhood and restraint to get through the ugly part of politics. And 20 minutes later the president er ken walked into the Campaign Office and not knowing i had been in the church to check on me and i took that as a sign and the entire staff thought i was crazy, but he helped me that day and i will never forget it. He encouraged me to campaign outside every mass, too, which i felt weird about but he insisted that i do it. And he told pelosi and dont let them shake you. Just follow your heart. And earlier today i joined with the Saint VincentDepaul Community to mourn the loss of father ken and celebrate his life and he was a selfless man. And will continue to live on in the Saint Vincent depaul parish. As was said at the memorial mass today, it was a privilege to be left for his mother and the entire parish and school. Joy characterized his life and it was a joy and that power and compassion of god can get us through anything or whatever you believe in. He found joy, hope, and goodness in people and in the most important lesson he left with me and he believed the power of love could overcome human suffering. And father ken is survived by his mother, his sister, and brother. His warm presence and word of compassion has served as a center of guidance to many and he will be terribly missed and i am sure he will be hearing for so many of us and will continue to look to him for guidance in the times we find ourselves. Thank you. The rest i submit. Clerk thank you, supervisor stefani, for sharing that contribution. Supervisor walton. Thank you, madam clerk. I definitely want to extend my condolences to supervisor stefani. Colleagues, today i am introducing two resolutions. The first resolution is declaring antiblack racism as a human rights and Public Health crisis. This resolution is in line with our equity and justice packages about legislation that we will be bringing forth and have been bringing forth the last couple of months with the goal of improving outcomes for black people in San Francisco. This resolution was passed at the Human Rights Commission last week and will be working on the version very soon. And antiracism and opposition to you got muted. Supervisor walton. You are muted. Sorry about that. Our apologies that everyone is getting strangely muteed. Were checking into that. Thank you. And interpersonal and institutional or systemic interactions and decisions and processes and outcomes. And antiblack racism is the racism and Health Inequity and creates disparities in the wealth gap and education and environment and Economic Opportunity and housing that are available for black people. And this resolution creates that addresses antiblack racism and urges the agencies and to work with the office of Racial Equity and to prioritize and Racial Equity in all programs and understanding antiblack racism to reviewing internal practices and hiring promotions, leadership and leadership and codify ordinances with a Racial Equity lens. And in order to dismantle, institutionalize and must center as a black community in all aspects and the city and county of San Francisco and work and practices and initiatives. I would like to thank the Human Rights Commission. And i would like to thank supervisors ronen, haney, stefani, peskin, mandelman and safai for cosponsoring the resolution to push forth a more equitable future and to the black community in San Francisco. The second resolution is to support california bill 793 offered by senator jerry hill to expand banning tobacco flavored products statewide. And to ban tobacco flavored products and without f. D. A. Approval. Senator hill introduced the bill and the response to flavored tobacco use. And sb793 will make it illegal for any store that sells flavored tobacco and this would include more traditional Tobacco Products such as cigars, and chewing tobacco and products must show that the flavor was added and is different than simply tasting like tobacco. And this bill and the coalition of community and health based organizations locally and nationally. Sb793 recently passed and the Senate Health committee will be heard in the assembly soon. And thank you, supervisor walton and supervisor yee. Thank you, madam clerk. And other things i mentioned and reported out and policy committee and a few issues with supervisor safai to know and the policy committees is about reopening and working with children. And supervisor haney on that committee and so colleagues, today i am introduced the resolution to call nominations and multilying goods and multiplying goods and the nonprofit founded by the former first Lady JacquelineKennedy Onassis and senator robert taft jr. And sam bird in 1972. The commission is to honor outstanding individuals and the platform and the share impact and make on daytoday residents. And San Francisco had the state honor and in this Unprecedented Health crisis, and multiplying good and launches the one Million National award to spotlight individuals and organizations who are doing incredible work and these could be emergency workers. First responders and anyone who has made an impact even as smallest way and the goal is to receive one million nominations nationwide of everyday heros who should be recognized for the work and sacrifice and done by august 31. And San Francisco has so many stories to offer and join the hope and nationwide everyday and encourage generosity and positive change. And i am calling the city to promote the sam cane to nominate and in our own districts and city work force and that have stepped up during the crisis. And for those who are interested in nominating someone, please visit www. Multiplyinggood. Org. Again, ww. Multiplyinggood. Org. The rest i submit. Thank you, mr. President. Supervisor fewer. Submit. Supervisor haney. Thank you. So just a couple of quick things and that we are having a hearing on july 10 with the joint Education Committee and we will be discussing plans for reopening at that hearing. And also as supervisor and president yee said, we have a joint committee with the mayor and that president yee set up and i am the cochair of that as well. And those are both things and happy to provide updates and i dont think candidly and not as clear guidance as folks would want from [muted] supervisor haney, you have been muted. Im back. And there is a lot of reasons for that including that the state came out with guidance last week. And our own department of Public Health released their guidance. And totally hear about those concerns and to provide briefings for the supervisors who want with the committee working on this and i wanted to speak about the resolution on san quentin and i want to thank supervisor preston for your leadership and your staff and the Public Defenders Office and also public defender woods has been very active on this. And there are over 1,000 people who have contracted the virus in the single month and one of the largest outbreaks and in a california State Facility and san franciscans who work for and who are in custody and there are lutions and great urgency and call on the governor to take action to prevent the further spread to make sure people have an opportunity isolated and wherever possible to accelerate release for people who are older and maybe on the verge of being release and this is very dangerous right now and continue the way it is and people will continue to get sick and will lose their live. I want to thank everyone on that and on behalf of the city and take action taken. And introducing and announcing, lastly, that i am working with the City Attorney on a package of anticorruption legislation. And aimed at adopting the controller operation and yesterday the controller and issued the first integrity view and public works corruption and understood scored desperately needed reforms in our citys ethics and contracting and oversight laws and the problems outlined in the report. And the dire lack of external oversight and the lack of internal controls and former processes for contracts that lead to favoritism and the ability of nonelected city leaders and officials to solicit the payments without any reporting requirements and clear loopholes in our gift regulations are not new but the recent fraud and corruption charges that have shaken numerous departments have made it urgent to address immediately. And the legislation i am working on will close the loopholes and will adopt many of the controllers recommendations and to restore trust and transparency and reduce the risk of freud and abuse and taxpayer dollars. And thank the mayor breed reversing the nineyear decision and the Department Director and sole Oversight Authority and rightfully reimplement a check on the Department Heads of authority. And to be clear the department of public works and doesnt have a commission and unique opportunity for a lack of oversight and a lack of final checks over the power of the department head. And since the director was charged in january, there has not been enough progress to change the rules and culture of the City Government, and it is clear that we would havent to identify who the bad actor are and bring about more sweeping structural reform. We cannot afford to have a situation where the public believes that their money is being misused, that we are that city officials and bureaucrats are awarding millions of dollars in contracts to their friend with no oversight. And in some cases they are even getting kickbacks themselves. This corruption and the City Government goes forward beyond director and it is more about bad actors and the laws and the loopholes that facilitate this pay to play politics. I look forward to working with all of you to adopt the controllers recommendations and end this environment of reckless fraud and corruption. The rest i submit. Thank you, haney. Supervisor mandelman. Thank you, madam clerk. And thank you, madam clerk. See if i can keep myself unmuted. We are with you on that. I have today an ordinance i am introducing and a second in memoriam and the ordinance first and the ordinance to eliminate natural gas and require electric construction and new building and this is the latest step in the ongoing and resilient in San Francisco and achieve the Climate Action goals and last april and committed resolution to San Francisco doing the part to limit Global Warming below 1. 5 degrees celsius. And level scientists tell us is required to stave off is severe impacts of Climate Change. And last fall we passed the electric preference board that requires natural gas buildings to achieve Higher Energy efficiency standards. And earlier we had legislation by supervisor brown and taken up by supervisor stefani and required for municipal projects and i am proud this board passed the forward thinking niche tifrs and i look forward to taking this step on the path toward a cleaner, safer, zero emissions future. And residential and commercial buildings in San Francisco and submit a Building Permit application on or after january 21, 2021 with limited exceptions where all electric construction is not technically feasible. And this would the Development Pipeline and to plan accordingly and proceeded under current buildings areas and i am big change and with City Partners and labor housing and mixed use developers and engineers and advocate and technical experts and technically achievable and to meeting the climate goal from future hazards and natural gas is a leading source of Carbon Emissions and 80 and 40 of the emissions overall. And it is a Serious Health and safety hazard. And remember the natural gas explosion that levelled the entire 2010 and natural gas explosion and we know in the major earthquake fires caused by natural gas rupture and to lives and property at unnecessary danger. And meaning all electricity facility in the face of emergency. This is in addition to the ongoing healths reings and natural gases in our buildings and the risks of Carbon Monoxide exposure. And we are aware of the uncertainty and challenges that goes by covid19. And one hard lesson we are learning from this pan dem sick when a crisis strike, it is the actions and took or failed to take and determine the success of the response. And the Climate Crisis not going away and resilience in the face of Climate Change and future emergencies. This is a time that calls for bold leadership and that is what San Francisco does. I want to recognize the leadership of director of the department of the environment and her staff for their excellence work developing the proposal based on the guidance of the building Emissions Task force. And i want to thank the t. B. I. Director and james, john, and for the collaboration expertise and planting and public works and others for their review and support and the deputy City Attorney. And i want to thank the environmental advocates and organizations that led the call to action and push to make todays introduction and spent many, many hours of the legislation and will be spending many, many more. Thank you and we look forward to working with all of you with this advancement. [muted] to ask and to adjourn todays memory in memory of father who passed away at the age of 1986 and born in pittsburgh, pennsylvania, father kirk attended st. Johns university and served in the army and was ordained at the francis can and father kirk took a leave of absence. To be go into st. Edwards parish and retired and to kefsh as administrator from the parish and different times and the project to provide essentially items like high general kits and unhoused san franciscans a safe place in the church. He was considered family to all who knew him and the loss was felt by many. Rest in peace, father kirk. The rest i submit. Clerk thank you, supervisor. Supervisor moore. Supervisor submit. Clerk thank you, supervisor. And supervisor peskin. Supervisor okay. Madam clerk, i will submit my legislation, but i wanted to say a few words about an individual who has served city and county in number of capacities over a quarter of a century and that is tom carter who is retiring today and he is supporting the love Deputy Director for maintenance and grew up in maine and you can hear it in his accent. He moved to the city in 1986 and has been in court for the last 15 years and with the city for a total of 26 years and he has been a lifesaver for the director and to be the superintendent of public works and urban forrestry and began with parking and enforcement as a painter in 1994 back when we had a department of parking and traffic. He has been an incredible leader with the Port Organization and the driving force behind the transformation of the ports mainte. To that i can mem work and with the residential hoe toll rooms and the homeless and dormitories and that is how to care and i dont think you would know with the tenant protection in the city. Every piece of legislation happened in that committee and leadership and to come in from the constituents with the most brilliant thing because everybody who knew anything was able to put together that with the board and i remember everything that they experimented. The question was raised do you think we need to have eviction control . And somebody had to say, yes, i think you have to. And otherwise at that time and we had timeshares, and thank you for your comments. Thank you for your comments, caller. Next speaker please. Welcome, caller. Caller i have requested before i share about this to speak english and should have a Public Comment in the beginning. And it is hard to listen to this and the discussion from 2 00 and now its 5 50 and that is a long, different type of explanation about translation and to be fair, people speak russian in the city and county of San Francisco and speak other languages, too. So you have the translator, but as you can see for all the time that they have been standing by, they havent been used too much. Having said that, we are in a pandemic. And we listen and advocates listen to the board of supervisors to see what you are doing about the people who are suffering. What we are seeing and witnessing is the changes to the chapter. And changes made to reform in the wrong way. And for over 30 to 35 years who havent been consulted. And i think during the pandemic is major changes shouldnt be made. As said the corruption and have been founding the call for the last 20 years. And from the investigation with multiple calls and a lot of beans being spilled. And we will do this or do that about the corruption. To do nothing about the corruption. Thank you. This is the executive director to of Library Users association. Library users 2004 yahoo. Com is how we can be reached. Libraries deliver democracy has been a hoisted on banners outside Library Locations all over town. We are thinking that was a burden or exaggeration, but Public Libraries play a vital role and provide independently cur rated books and materials and newspaper, magazines and so on. And with presumably only the patrons with pleasure in mind. They are not intentionally spying on the public or selling stuff or attempting to increase eyeballs by stoking outrage. But what happened when coronavirus came . Our library cut and run is what they did. And slammed the door shut at all locations and almost completely ceased to exist as a real world location with one exception the greatly reduced reference half the type as previously and never on evenings or weekends as the public has repeatedly said they want. To have the materials and programs and beefing up of those facilities, but they havent provided anything additional for the public that wants and needs the real world. 100,000 plus san franciscans do not have access to the internet according to the city study. We ask you to insist that the library open as soon as possible and in the meantime provide service like curbside service, mail service, home Service Increases including phone story times and the like. Thank you very much. Thank you for your comment. Next speaker please. Welcome, caller. You will have up to two minutes. Calle caller hello. I am carla and thankful that the congressmens coming at this time and while i was listening to everyone and thankful for the comments at this time and i was inspired more to speak today. Your lovely tributes to harry britt remind me why i protest and why i raise my voice for the rights of all animals, both human and nonhuman. I believe that not so long from now we will be talking about this in the same way we speak about racism and sexism and the atrocity and injustices we have fought to get rid of and continue to fight against even today. As you spoke about the importance of how our actions now have a major impact on our future and how we can help fight against Climate Change, i felt a great heaviness in my heart that Animal Agriculture and the impact on the climate were not mentioned at all. If you are serious about making meaningful change, we must address the connection between the exploitation of animals and pandemics. The health of all people and the plan set intertwined with this relationship. So i ask that the board digress from spending city funds on animal product and support the good Food Purchasing program. Thank you. Thank you for your comments. Next speaker please. Please joins u. You will have up to two minutes. Caller hello and good afternoon, supervisors. I am a resident of San Francisco and to chaos plantbased goods for the benefit of the program. And the government needs to lead by example for a kinder, safer San Francisco. And if we dont lead the way in this situation, no one will transition to a better food system. It is clear in order to prevent future pandemics and to scale the perspective lives of others, we need to slow down animal consumption as much as possible. And one way to start doing the change today and you have the power to do that is by using the city funds to purchase plantbased protein instead of animal products for hospitals and jails. Thank you very much. Clerk thank you for your comments. Next speaker please. Please join us. Youll have up to 2 minutes. Caller hi. Can you hear me . Yes, we can. Welcome. Caller i am Allison Bernard and i am calling in regard to revising the bill Good Foods Purchasing Program to increase the commitment to a prant mrantbased food system. Scientists have determined that confining animals in small spaces as on factory farms is a primary cause of diseases such as covid19. If we dont act unt generally, this will not be the last pandemic disease. Only 20 of the antibiotics are prescribed by doctors. The f. D. A. Says the other 80 of the antibiotics are dished out to factory farm animals allegedly to prevent them from getting sick in the horrible conditions but the antibiotics are also used to accelerate growth and enters have warned that we are moving from a small cut of antibiotics that wont be able to treat the infection. One such superbug mrsa already plagues our nations hospital. Over 100,000 americans die each year from what are called hospitalacquired illnesses. The researcher says human disease and confinement of animals led o to the most pandemic conditions. Before 10,000 years ago no one can track because we hadnt domesticated cows. And pigs brought us whooping cough. Chickens brought typhoid. And ducks with influenza and the common cold from horses. In conclusion, the percentage reduction of animal products in the current bill falls short of acknowledging the urgency of the patients. And for the sake of the future, we need 100 reduction and start by replacing 60 with plantbased al teternatives, no near 15 as the bill suggests. Clerk thank you for your comments. Next speaker please. There are 17 listeners and 10 speakers in the queue. Caller hello. Clerk welcome. Caller hello . Hello, board of supervisors. I want to speak about transit and the lack thereof during this pandemic. I dont understand why the subway is not running. I dont understand why the ep line is not run. It is time to open the line and restore muni service to the full length of muni service instead of the mismanagement of muni during the pandemic. And were stuck in our homes and cant go anywhere. We are stuck going nowhere. You want us to go to restaurants and Retail Shopping where you do photo ops and get chauffeured around by s. U. V. S by the mayor and the supervisors have Police Escorts to take photo ops all over the city, but yet the Common People and the poor people that rely on muni dont have that because it is going nowhere. It is trying to open up muni and get things back. Way it is supposed to and stop the management of muni. Where the the uptake to the public . No updates whatsoever and none in the press. The public is and it is trying to can come forward and tell the people what you are going to do about muni. Time is up. Thank you. Clerk thank you for your comments. Next speaker please welcome, caller. You have up to two minutes. Caller hello. This is [inaudible] i live in San Francisco and about the gifts of purchased and grateful that things are incorporating action and they must do everything just as a Climate Emergency and Public Hospitals in particular. It would help them get there and each product each week and declare bankruptcy and Dairy Farmers of america. Which ranks in the top five largest meat and dairy corporations of the world. And these top five combined than shell or b. B. And talking about dairy and american and as kids dairy pushed on me so many times even though i knew it would make me sick. 2 3 of laguna hospitals longterm patients come from asian, hispanic or africanamerican comment communities which have high rate of lactose intolerance. The hospitals can use this opportunity to cut dairy and set stronger goals and to break climate and free policy. Clerk thank you for your comments. Next speaker please. You will have up to two minutes. Welcome, caller. Caller hello. My name is raifa and i am also an Animal Rights volunteer. And we are here because we want to help animals as much as we can and we realize that farm animals and agriculture facilities suffer tretly. I believe most of us want to help them and we here are n particular are to comment and do everything we can to help the animals and our vision is to eventually have humans only help animals all over the world and not harm animals. We are starting to work with the city of San Francisco to pass the Good Foods Purchasing Program that is now in the rules committee. So were requesting that you support helping animals in the current proposal as well and specifically also and to reduce the amount of animal products instead of the 15 that it appears tentatively committed to doing and completely stop purchasing products and match the target that the Sheriffs Department has agreed to which is to put animal products and the Sheriffs Department cut by 50 and eventually eliminate animal purchases all together. The current body of Scientific Research demonstrates that a balanced and properly supplemented bant based diet and look at information at nutrition facts. Org with dr. Michael gregor mentioned earlier today. The website is nutrition facts. Org. Thank you. Thank you for your comments. All right. Welcome, caller. You will have up to two minutes. Is this working . Yes, it is. Welcome. Caller hell lo . Thank you. So my name is raven dearbrook and i am a bay resident who investigates animal agricultural facilities. I am asked for your leadership on a rules agenda that is with a change known as the good Food Purchasing program and overwhelmingly opposes animal cruelty and strong leadership with Climate Change and now with covid19 everyone can see the immediate threat that diseases pose. By vesting San FranciscoPublic Institutions from Animal Agriculture is not only critical to shaping our future but is vital to insuring we have a future at all. Today june 30 reports have emerged on a mutation of the 2009 swine flu which researcher have named g4 h1n1 and like stars, cov2, and this virus emerged to grow and multilie in the cells that line Human Airways with the riskover becoming a pandemic. As we speak, it is incubating on factory farms while the world is focus and reacting to covid19. And more sustainable foodbased system and create a future guarded by science and a change of 15 is not enough. San francisco must create a proactive plan to divest from animalbased products in the Public Institutions entirely. Thank you. Clerk thank you for your comments. Next speaker. You will have up to two minutes. Thanks for joining us. Welcome. Caller can you hear me . Clerk yes, we can. Caller and i am also with direct action everywhere. I am also calling about Good Foods Purchasing Program and i think its well documented by various sources and the connection between Animal Agriculture and Climate Change and enormous amount of Greenhouse Gas emissions. Along with that, Current Situation with covid also and been reported from various agencies and the strong connection between animals and infectious diseases. So while i support the new proposition that is coming up on the vote on july 13, i think the 15 for hospitals is kind of ironic and a lot of people will be in there for covid and is kind of insulting and with the bare minimum and work our way to full animal products for hospitals. Clerk thank you, caller. All right. Operations, next caller please. Caller good evening, supervisors and clerk of the board. I am bobby lopez of board a faster, affordable california and asking for unanimous support for item 31 to explore new revenue options insuring and you may have heard the honking around city hall as we joined a larger statewide commission to call on the state leaders to consider progress revenue. The resolution before you is the requester of the state body and governor to explore revenue options during the time of emergency. While the budget was declined yesterday and is in part predicated and providing additional funds to likely see 11. 1 billion in patients and and this will require more times and asking the wealthiest californians and to the most vulnerable. And 76 voteers support millionaires tax and 2 increase in taxes for those who gross over a million yearly. This is one of many revenue options under consideration. We are lucky that the bay area delegation with many members of support and including Assembly Members who voice support in the measures including david chiu and rob bant supervisors ronen, walton, haney, and peskin for your support and ask yor your kind consideration. Thanks very much. We have 15 listeners and about six member in the queue. If you are wanting to speak, just remember to press star 3. And that will add you to the speakers queue. Okay, operations. Who is next . Please join us, caller. Caller can you hear me . Clerk yes, we can. Welcome. Caller good afternoon. My name is jordan davis, a district six resident and a member of the direct action everywhere. I want to thank supervisor fewer for the leadership on food purchase and reducing the number of animal products as much as legally possible. We live in troubled times. We have a Climate Crisis on our hand and with covid19 pandemic ant all businesses clearly exacerbate by Animal Agriculture and while covid19 was traced back and commonly while bats are not eaten in the United States, all pandemics have been traced to food and chicken farming could wipe out half of humanity if they got a pandemic. And a story about emerging pandemic with a bunch of main stream publications and the majority of people in the u. S. Eat chicken and beef and if thaz breed pandemic to make covid19 seem like a walk in the park. People talk about doing their part but what are we going to stop the next pandemic . This is a real problem with real consequence and the least the city can do is block being abuseers of animal abuse and be a leader for others to follow. This covid19 is a troubling thing and i dont want to have to deal with the measures ever again. Once we find a vaccine, we need to block the animal product and stop purchasing animal products and i encourage more of the member of board of supervisors to go vegan. Will any of you step up . Thank you. Clerk thank you for your comments. Next speaker please. Welcome, caller. Hi. I am a district two resident and i would like to echo another one of the callers concerns about Public Transportation in San Francisco. While i understand it may not be feasible to have all the muni lines running, i find it troubling that theres really no indication of what lines are and arent running. And that i am also very upset that trip planner was retired a number of years ago and i have found the alternatives are unreliable. And now if i am trying to get somewhere on public transit, i have to guess if the buss are running. That is very frustrating. Another one of the callers expressed frustration with response to the pandemic situation and look listening to todays board meeting, i am also frustrated because there is shoved out of somebodys retirement plans and memorial for someone who died, and none of this feels very relevant to citizens who are here and trying to get through this Current Situation. So i am sure that its very nice that a longtime employee is retiring, but i am sure there are better times and places for stuff like that could be commemorated. And a bunch of people are calling in on this vegan bill and as somebody who has raised in a vegetarian family, i have gone vegan a couple of times and i think vegan is good and stuff, but that as far as hospitals do, that is a decision people have to be left up to and politicians should stay out of this. Thank you for your comments. Madam clerk, you are muted. Clerk thank you. Thank you to the caller and if members of the public are interested in what the board and city is doing regarding covid19, go to sfbos. Org website and city and board response and an entire listing of legislation that the board is moving and the mayor and board are working on cooperatively and the department of Public Health. Okay. Operations, this will be the last call. I believe there are three member of the public in the queue. If you are one of the 15 members of the public listening, you will now now is the time to press star 3 to be entered into the queue. Otherwise we will take this all the way to the end. Operations, next caller please. Welcome, caller. Caller hello, board of supervisors. My name is rocky from direct action everywhere and i am a San Francisco residents from district six. I am calling about the good Food Purchasing program for San FranciscoPublic Institutions and calling far complete shift away from purchasing animals, quote, unquote products and into fully plantbased products. A majored of people agree they deserve to live free of abuse and cruelty and countless more animals and are for farmed and live in unacceptable conditions and they are not aligned with and the stated values and as a native San Francisco and. And hell on earth and talking overgrown animals due to us. And earlier and and unable to walk properly and stuck living in the own feces and animals left in deceased animals left in facilities for god knows how long. And i officially thought their heads were incapacitated by instead it was their heads that was trampled to the point where we cant even recognize the faces as they were trampled and trampled in if feces dirt floor. And this is what San Francisco and paying for cruelty and 15 is not enough for hospitals and as a native san franciscan i urge the board of supervisors to stop all city funds on violent animalbased products from San FranciscoPublic Institutions. We need to take a bold stance against the system of oppression towards nonhuman animals and make a good Food Purchasing program. We need to say enough is enough. Clerk thank you for your comments. Operations, next speaker please. Welcome, caller. Caller hi there. Can you hear me . Clerk yes, we can. Caller hi there. I am javier and calling to urge our state assembly and governor to explore new Revenue Sources during these times of covid19. And as a proud resident of d9, and i understand the fluctuations of outcome in relation to the city expenditure on the most vulnerable populations which are most affected by covid19 and are also in many respects the backbone of the steady economy. And that being said, cutting the programs is not a solution for Revenue Generation and other alternatives should be entertained. With that being said, i stand in support of the boards resolution of item 31. Thank you. Clerk thank you for your comment, sir. Operations, next caller please. Caller hi there. I am with direct action and honored here to be today and super excited with the good Food Purchasing program and the idea to cut 50 of the animal products from the budget for the jails is great. 15 for the hospitals is much less exciting to me and i see it as some progress, but honestly, a bit of a slap in the face frankly to the common understandings that we have about Animal Agriculture affects marginalized communities, Public Health, what the animals go through. I investigate farms and been on farms that San Francisco has supplied from and that you might think looking at the logo or website they have pretty humane practices but in reality they are pretty bad. I would love to see 100 elimination and that is not realistic right now, but 6 o across both would be in line with San Franciscos history of being ahead of the curve on a lot of things and pandemics threat from factory farming is serious and we are not willing to slap consumers in the face by continuing to purchase from the factory farms and affect their Public Health disproportionately. And i am not vegan. I do have a plantbased diet, but i support this very much. Please dont do 15 with hospitals. Do 5050 across the board and let San Francisco set an awesome example. Thank you so much for your time. Clerk thank you for you comment. I believe there is one last caller in the queue. Operations. Welcome to the caller and thank you for joining us. You will have up to two minutes. Caller good evening. My name is diana and i want to urge you to stop spending city fund on animal products. It is not sustainable for the planet and is cruel to animals and humans and breeds diseases that could become another global pandemic. Thank you very much. Clerk thank you for your comments. Operations, i believe that was the last caller. Yes, madam clerk, that completes the queue. Clerk thank you. Mr. President , that completes our queue for Public Comment. Supervisor yee all right. Public comment is now closed. So madam clerk, why dont we continue with the agenda and go to call for the adoption without Committee Reference and items 31 through 37. Yes. Items 31 through 37 were introduced for adoption without reference to committee. And unanimous vote is required for resolutions on First Reading today and alternatively any supervisor may require a resolution to go to committee. Okay. So colleagues, are there anyanyone who wants to sever any items at all . I see one person. Supervisor fewer. Supervisor yes, president yee. I would like to sever item number 31, 32, and 31, 32, and 34. Thank you. Okay. For the remainder of the item, item 33, 35, 36, and 37, can you call the roll please. [roll call] you are muted. Supervisor presa canario, aye. Supervisor ronen, aye. Supervisor safai, aye. Supervisor stefani. Aye. Supervisor walton, aye. Supervisor yee, aye. Supervisor fewer, aye. Supervisor haney, aye. Supervisor mandelman, aye. Supervisor mar, aye. Supervisor peskin, aye. There are 11. And without objection, the resolutions are adopted and motions are approved unanimously. Madam clerk, please call item number 31. Clerk item 31 is a resolution to urge members of the state assembly and governor to explore new Revenue Generating options including a millionaire tax to ensure safety net programs are not cut at the state level due to an unanticipated 54. 3 billion deficit as a result of the covid19 pandemic. Supervisor few sner thank you, president yee. Colleagues, i just want clarification o this about this particular item. And i wanted to know how this is a different ordinance as proposed local c. E. O. Tax. Supervisor yee is there an answer . I think supervisor preston, you are the author of this and supervisor ronen, i wanted to know how the local c. E. O. Tax that we are contemplating. President yee, i am happy to address at least the state part which is the real focus of this resolution as there is a discussi discussion happening right now with advocates and lawmakers in sacramento about the potential for a statewide millionaires tax which would be independent of any efforts and i would defer to supervisor haney to address the local efforts that he has been leading around the c. E. O. Tax. But these would be two distinct things although i think that with the resolution is certainly to be targeted with high income earners for greater taxation. Supervisor haney. Supervisor preston, what is the what are the thresholds . Do you know, i mean, a millionaire doesnt take much to be a millionaire now days. So do you know that the particular advocates are talking about . Is it i know that supervisor haney and proposal and has something to do with if you make a certain amount over your employees and that that and do you know the specifics of this particular revenue measure . And so based on the same sort of calculation . What are the levels . When does it kick in . And can you give me some and i was talking to supervisor haney about this and i just wanted to know how this is different than something else. Again, i will lever to my colleague supervisor haney and not purport to speak on the local effort, but on the state effort which prompted this resolution and so i think it does take a lot to be in this income tax bracket. This is incomes over a million. I think there is a very serious conversation for us to be having sort of beyond the scope of this resolution around taxation of wealth. And better ways to get at that, right . But this measure targets about an effort right now that is understoodway to create an effort that is underway to create a 2 increase on taxable income. So this is folks whoever an annual income of 1 million or more. I want to be clear there is not a current bill proposing this so those details can change. There is a conversation about attack of nature at the state level and income tax that we are not free to levy straight up and in that way and on the state income tax and that is happening and moving forward and in support of that type of tax targeting and i am happy you are muted. And supervisor haney, i think your c. E. O. Tax is what is sometimes referred to as a millionaires tax but this is really about c. E. O. S and make so many and over 1,000 times more than the employees. Is that correct . And so that the overpaid and is on companies who have a ratio that is a tax on the with the individuals and ours is not an income tax at all and they dont. Supervisor safai, aye. Supervisor stefani, aye. Supervisor walton, aye. Supervisor yee, aye. Supervisor fewer, aye. Supervisor haney, aye. Supervisor mandelman, aye. Mandelman, yay. Supervisor mar, aye. Supervisor peskin. Aye. There are 11 ayes. So without objection this, resolution is adopted unanimously. And madam clerk, do we have anything further on this item . No, sir, we do not today. Okay. That is sort of, madam clerk, please read the in memoriams. I would like to make a motion to rescind item 7 and 8. Mr. President , these are the interim budget item. That is correct. So at the vote earlier this afternoon i made a comment that if the board before the board voted on the two items that my staff because of the urgent nature of controller indicated that the city was under that my staff would be preparing those two items to place my signature on those items and sent to provide them to the mayors desk. And that was something we dont ever do until the closure of the board meeting. But because this was such an urgent need to have the budget signed, we have already prepared the item and they are no longer in the hands of the board. In fact, i believe they have been signed by the mayor at this point, madam legislative deputy, and we may have them back by now. That item cannot be rescinded i am sorry to say. Madam clerk, that is correct. Both of the items have been enacted and sent back already. Supervisor and there is no legal way that we can rescind those votes . Before i say no, and i dont believe there is, i will just allow our deputy City Attorney ann pearson to chime in on that. But i dont believe so. I would defer you, madam clerk, and you made that announcement at the outset toed a vise people of the time frame in which they would have to rescind this vote given the time pressures on getting this enacted before tomorrow. Im sorry so sorry, madam clerk, that i actually dont recall that statement. I apologize. I have some questions and i am wondering then if my colleagues would entertain a conversation even though that item has been voted on. I would like to rescind my vote on that item. I have some questions before i act. I am reconsidering that vote. I know the seriousness of that vote. If we do not pass a budget and nobody gets paid in the city and county of San Francisco. That includes your legislative aid and that includes all the city workers and we are talking about police and fire and i understand. But at this point, i think, that i would like to question the legality of whether or not i may rescind that vote. However, i am open to now having a conversation with mohcd immediately if they would like for me to rescind my request to rescind the vote. Through the president to supervisor fewer, because the interim bucket is no longer before the board, it does not mean that you cannot engage in conversations perhaps at a later meeting about this very issue, but the budget itself to ask to rescind your vote, i am afraid is not possible tonight, but it doesnt mean you cant have the conversation. And we can notice for another day and you can have that conversation. Supervisor okay. President yee, i think i am okay. Thank you very much. Supervisor yee of course youre okay. Supervisor thank you for that consideration and for that explanation of the vote. I just think i received an answer. Thank you. My apologies, colleague. Supervisor yee please read the in memoriams right now. And one final community on that issue, we never allow any other the items that are before the board to leave our possession until adjournment of the meeting for this very reason that you might want to rescind the vote on a matter, and you can see whey that is so important, so we never fast track items outside of adjournment. For todays meeting will be adjourned in memory of the following beloved individuals on behalf of supervisor ronen, for the late Sophia Montez and the late father kirk allery and supervisor mandelman and supervisor preston, peskin, yee, and that the entire board adjourn in memory on behalf of former president of the board and Assembly Member harry britt. Supervisor yee colleagues, that brings us to the end of the agenda. Madam clerk, is there any further business for us today . Supervisor yee that concludes our business for today. Thank you. We are adjourned. As a society weve basically failed big portion of our population if you think about the basics of food, shelter safety a lot of people dont have any of those im mr. Cookie cant speak for all the things but i know say, i have ideas how we can address the food issue. Open the door and walk through that dont just stand looking out. As they grew up in in a how would that had access to good food and our parent cooked this is how you feed yours this is not happening in our country this is a huge pleasure im david one of the cofounder so about four year ago we worked with the serviced and got to know the kid one of the things we figured out was that they didnt know how to cook. I heard about the Cooking School through the Larkin Academy a. Their noting no way to feed themselves so theyre eating a lot of fast food and i usually eat whatever safeway is near my home a lot of hot food i was excited that i was eating lunch enough instead of what and eat. As i was inviting them over teaching them basic ways to fix good food they were so existed. Particle learning the skills and the food they were really go it it turned into the is Charity Foundation i ran into my friend we were talking about this this do you want to run this Charity Foundations and she said, yes. Im a cofound and executive director for the cooking project our best classes participation for 10 students are monday theyre really fun their chief driven classes we have a different guest around the city theyre our stand alone colas we had a series or series still city of Attorneys Office style of classes our final are night life diners. Santa barbara shall comes in and helps us show us things and this is one the owners they help us to socialize and ive been here about a year. We want to be sure to serve as many as we can. The San FranciscoCooking School is an amazing amazing partner. It is doing that in that space really elevates the space for the kids special for the chief that make it easy for them to come and it really makes the experience pretty special. Im sutro sue set im a chief 2, 3, 4 San Francisco. Thats what those classes afford me the opportunity it breakdown the barriers and is this is not scary this is our choice about you many times this is a feel good what it is that you give them is an opportunity you have to make it seem like its there for them for the taking show them it is their and they can do that. Hi, im antonio the chief in San Francisco. The majority of kids at that age in order to get them into food they need to see something simple and the evidence will show and easy to produce i want to make sure that people can do it with a bowl and spoon and burner and one pan. I like is the receipts that are simple and not feel like its a burden to make foods the cohesives show something eased. I go for vera toilet so someone cant do it or its way out of their range we only use 6 ingredients i can afford 6 ingredient what good is showing you them something they cant use but the sovereignties what are you going to do more me youre not successful. We made a vegetable stirfry indicators hed ginger and onion that is really affordable how to balance it was easy to make the food we present i loved it if i having had access to a kitchen id cook more. Some of us have never had a kitchen not taught how to cookie wasnt taught how to cook. I have a great appreciation for programs that teach kids food and cooking it is one of the healthiest positive things you can communicate to people that are very young. The more programs like the cooking project in general that can have a positive impact how our kids eat is really, really important i believe that everybody should venting to utilize the kitchen and meet other kids their age to identify theyre not alone and their ways in which to pick yours up and move forward that. It is really important to me the opportunity exists and so i do everything in my power to keep it that. Well have our new headquarters in the heart of the tenderloin at taylor and kushlg at the end of this summer 2014 were really excited. A lot of the of the conditions in San Francisco they have in the rest of the country so our goal to 257bd or expand out of the San Francisco in los angeles and then after that who know. Wed never want to tell people want to do or eat only provide the skills and the tools in case thats something people are 2rrd in doing. You cant buy a box of psyche you have to put them in the right vein and direction with the right kids with a right place address time those kids dont have this you have to instill they can do it theyre good enough now to finding out figure out and find the future for listen, your story line, it makes for incredible tv drama. Thing is, your drug use is too adult for the kids, so im going to have to block you. Oh, man. Yeah. [inhales] well, have a good one. Youre a nice lady. Terrors. We see again, across youre watching coping with covid19 with chris manners. Hi. Im chris manners, and youre watching coping with covid19. Today, my guest is an infeshttious disease specialist and leading the covid disease tracing team for the San Francisco department of Public Health. Shes here to talk about the citys Contact Tracing program and how to slow the spread of the virus. Doctor, welcome to the show. Thank you so much for having me. Can we begin by talking about when the citys Contact TracingProgram Began and what are the services . Sure. So we began Contact Tracing on the first day that we had a case here in San Francisco, so that was march 5 of this year. The purpose of our program is to provide comprehensive services to people who are close to and diagnosed with covid. This includes anyone whos newly diagnosed gets a phone call from our Trained Health professionals in which we talk more about their diagnosis, make sure that they have accurate information. We then go into understanding a little bit more about their symptoms and trying to better understand when they first may have become infectious to others. As part of that, we will then talk about anyplaces they may have visited for an extended period of time and people they were in contact with. We then seek to better understand the individuals that they were in touch with by collecting names and phone numbers so that then we can reach out to these individuals and make sure that they have the information that they need in order to quarantine and get access to immediate testing for covid. How does the program work . How many people are actually acting as contact tracers, and what do they do . So we had over 100 people activated with the city to provide active Contact Tracing actions for san franciscans. So this team is highly trained in being able to provide everyone diagnosed with covid with information about what this means to them and make sure that they know the resources that are available to them so that they can safely isolate. This team then also has worked with several social workers as well as other city departments to make sure that this individual has Wraparound Services in order to complete their isolation in quarantine. In general, we have staff that represents all diverse backgrounds in San Francisco, and they are also able to provide linguistically appropriate services to make sure we are able to meet the needs of the people being diagnosed. Thats great. When we run a huge program in the mission district, what role did Contact Tracing play in that effort. Was there anything notable . So previous to this pandemic, San FranciscoPublic Health has been tracking communities disproportionately affected by covid19. We provided a large communitybased Testing Campaign in the mission. As part of this campaign, we found that while latinos made up 44 of the people who were tested, they made up 95 of people who ended up being diagnosed. We also found that 90 of the people who were diagnosed with covid19 could not work from home, suggesting that this disease is impacting communities that may be unable to work from home or have the resources to stay at home during their shelter in place order. So as part of these activities, its really a reflection of what were seeing citywide in that we need to make sure that people who are at the greatest risk for covid have the resources needed in order to take time off of work as necessary, as theyre diagnosed with covid. I think as weve seen in new york, density is a huge factor, so it makes sense that there would be quite a few cases in the mission district. Yeah. We did find that the median size of the household was greater than three, and the majority of people who had been diagnosed with covid, so this does go back to the fact that covid is really likely to transmit within households, and we need to make sure that households have the information that they need if somebody is diagnosed with covid, and that they can appropriately cleanup, clean their spaces, and they can selfisolate, and as necessary, they have access to city funded hotel rooms where they can safely isolate or quarantine for the required period of time and reduce their risk of spreading covid to others. Just to confirm, these tests are completely free, right . What kind of turnaround do we have . So fortunately, San Francisco offers free testing to san franciscans who have even one symptom consistent with covid19. What you need to know about this testing is that you have to schedule it online, but that you dont need any medical insurance, and you dont need a doctors note. In addition, testing is available to all san franciscans regardless of immigration status. Youll be able to get your test results in just one to five days after getting a test, and youll get follow up through the Health Department if youre found to have covid19, including access to all of our tracing activities that ive talked about today. So if you have an opportunity to test for covid, i recommend that you go for it because its important that we all really understand that testing is part of our new normal and a really Important Pillar for our fight against covid transmission here in San Francisco. Now, some communities have been responding differently to the virus. Some have been asking their citizens to keep a diary so they can remember who theyve seen, while others are encouraged to download an app to their phone so they can keep track of tracing. Have we considered any of these steps. So a major part of tracing is to talk to someone about where theyve been and who theyve been in contact with prior to developing symptoms or on the date of their test. This requires jogging somebodys memory, and as we all know, it can be hard to recall all of the things that one has participated in days in the past several days. So we recommend that everyone Pay Attention to what theyre doing as we lift our shelter in place orders, and we are carefully looking at the possibility of being able to support and being able to understand where someone may have been and who else may have been exposed to covid. But as part of that, were keeping careful caution and doing our Due Diligence to ensure that peoples privacy and confidentiality is maintained. This is the number one priority for us in the department of Public Health. We want anything that we offer through an app to be supplementing instead of replacing our currently Contact Tracing efforts. So it seems like any appbased program the city might offer would be on a strictly optin basis . Absolutely. We would want people to choose whether or not they want to participate in any of these appbased programs, and it would strictly be voluntarily if they were diagnosed with covid and they wanted to share information with the department of Public Health and others. We really want to make sure that any app that we recommend as a department is completely confidential and maintains the highest levels of privacy, and also is able to supplement our current offering of Contact Tracing and not become a distraction whereby people are getting notified that dont have contacts or information that they need in order to take the appropriate next steps. Yeah. I think it would address peoples concerns if its strictly voluntarily whether you use the app or not. So finally, what would you say to our residents is the best way to stay safe during this pandemic . Well, i like to boil is down to a short little phrase. Cover your face, test early, and trace. And what i mean by that, as well as our shelter in place restrictions, we really want people to continue into their new normal life wearing a mask. We know that this is a very protective way of preventing the spread of covid, and we want everyone to adopt this practice in their life as they move forward. We also want people to pay a lot of attention to their bodies as we begin to get back into the world as well as any symptoms that may be consistent with covid19. Fortunately, we have the tests here in San Francisco to make sure that every san franciscan can access a test if they have symptoms. So if somebody is experiencing any symptoms, we want them to seek out those Testing Services immediately and isolate and note their results. And finally, if somebody is diagnosed with covid19, we want to make sure that they have been paying attention to who theyve been spending time with in the days prior to their symptoms or the days prior to their tests. So that includes an element of tracing your foot steps, as i like to say, and being mindful of your actions, particularly any interactions where you may not have been masked or may have been spending time with people over ten minutes and less than 6 feet apart. By keeping track of people you may have been in contact with, itll be much easier to work with the Health Department and reach out to those individuals to make sure that they know that they were exposed to somebody with covid19 and they can get the appropriate testing and quarantine so we can ongoingly reduce the risk of transmission to others. Thats really fantastic information, doctor. I really appreciate the time youve given us today. I know youre really busy. Yeah, i appreciate the conversation. Thanks again.
