And presentation of the Crisis Intervention Team end of year report and the status update on booking Photo Department notice. Thank you. Good evening, Vice President tae lore and commissioners Vice President taylor, commissioners, and executive director anderson and the public. I will start off with the chiefs report on weekly crime trends. Overall our Violent Crime is down. It is down 13 overall compared to 2019. This week versus last week is down 3 . The not so good news is that our homicides are up 18 . We have one homicide during the week ending june 7, 2020, and a total of 20 homicides year to date. There have been two homicides in june and as i reported last week, there were four homicides in may. 12 of the 20 cases have been cleared, 11 cleared by arrest, and one cleared by appearance. And from last week and to you to and the victim was located with the gunshot wound and transported to the hospital. And the incident apierce to have been from a vandalism call earlier in the day and escalated into this shooting. And a person has been identified and arrested connection of the homicide and our investigators are working with the District Attorneys Office. At this point charges have not been filed but the investigators are working with the District Attorneys Office in that case. In terms of total gun violence, year to date, we are down 16 . We had two shooting incidents that caused injury to victim this is past week and there is a total of 46 injury shooting related injury year to date resulting in 47 victims. 46 incidents resulting in 47 victims. In term of property crime overall t property triem is down 15 year to date. This week versus last week were down 29 , so were happy with that. For auto burglaries are down 31 year to date. And when we compare to 2017 where we really had a significant spike in auto burglaries, we are down 50 . So were happy with that. As we reopen, we will continue to put emphasis on prevention, asking the public not to leave items in their cars and also some of the measures that we had taken prior to the shelter in place orders and will resume and including patrols in areas that have been known and plagued by auto burglaries. Units working specifically to identify prolific auto burglars and working with the public on Crime Prevention strategies. In terms of other property crime, not happy to report that we are still up in burglaries, significantly up in burglaries. Year to date were up 33 which represents over 600 crimes. Motor vehicle thefts is still up 18 year to date, which represents over 300 crimes. In arson were up 47 which represents a total of 42 crimes over this time last year. Property crime has been driven down overall by a significant reduction in larceny and theft, which includes auto burglaries, which are down 26 year to date which represents a decrease of approximately of 4,300 crimes. As far as critical incidents, i already talked about the murder from last week, and other than that, there were no significant incidents to report to the commission in terms of crimes. However, we did have an incident that our officers that were called to respond to that got quite a bit of news attention, and this was an incident in Pacific Heights where a person witnessed what was believed to be a vandalism and eventually the homeowner we found out had spray painted black lives matter on their retaining wall. The police were called for that incident. Our officers responded based on the call, and i want to illustrate how important i believe the commissions approval of our fivepoint which explains bias by proxy and gives guidelines to officers in how to handle calls when that is believed to be the case. In this particular case, everything worked like it was supposed to. Community policing was in play. The officers actually because of their knowledge of the community knew the individual who had spray painted on his own wall. They knew he live there had because of prior contact and knowledge of the area. And that is really what Community Policing is the essence of Community Policing. And they did not take any action on this case, and of course, i think that the gentleman who painted the black lives matter on his retaining wall was the one that brought this to the medias attention, but again, i just want to highlight i think we are, if not the only, but one of the few who have written policy on bias by proxy and some guidelines on how to deal with it. I think that given that policy with the spirit of that was met in the way the call was handled. Kudos to the officers and thank you to the commission for getting that passed and getting that conclude. Hopefully we will have that in place shortly when we have the meet and confer. Significant incidents, i do want to call attention to an incident that occurred last week. We sent a contingency of San Francisco Police Officers, our color guard, along with command staff went to Santa Cruz County today, unfortunately, for the Public Memorial Service for Santa Cruz County sheriff Sergeant Damon gutsweiler. The sergeant was tragically killed while on duty june 6, 2020, while investigating a suspicious vehicle. An additional death and was wounded during that incident. A short time later the people believed to have committed the murder of the officer carjacked a vehicle and engaged in another shootout in which the california Highway Patrol ended uptaking this person into custody. Sergeant gusweiler, 38 years old, leaves behind a wife, son, and unborn child due to be born late they are morn. I just want to call out that our color guard and our command staff attended the sergeants memorial service. And just want to pay tribute to an officer that lost their life in the line of duty. The next item is well go to our 1421 update. And we have commander Robert Osullivan who will present that, and that will be followed up by commissions inquiry on the incident with the ppe we had several weeks ago. And then well have a presentation on our c. I. T. Commander osullivan, youre up. Im sorry, its commissioner taylor. Questions about this part of the report . I can answer them now or at the end. I have a question, chief. Specifically about the killing of sergeant gusweiler and the federal security officer. I was reading reports like everyone else about just this being orchestrated by a far right group and the indictment in the u. S. Attorneys office that was filed. So what f anything, can you tell us about them and kind of nationwide there have been certain groups and generally certain news reporting. And fox news is making this about protesttors and what can you tell u us about the murder of the two officers . I think the indictment and i read the press release and the connection between the federal killing of an officer in oakland and the individual that killed sergeant gusweiler and im and the group that you speak of boogaloo has risen to the surface and gotten attention an i cross the country as being very active right now. It is a far alt right group and information out there and Public Information and they are getting sources and some of the violence and the protests. A lot of that is about as much as i know in terms of unclassified information. But again, with these protests we cant take that too lightly because the bottom line on it is the vast majority of people that have participated in these protests across the country are peaceful and want to get out and exercise the First Amendment rights. When we have groups whether it be a group like that or any other group whose sole purpose is to cause chaos, violence, and hurt people, that really rises to the level of Law Enforcement attention. And we want to do everything we can in our city to insure that we dont have that type of violence. So we are continuing to monitor our protests and allow san franciscans to protest peacefully and express their right. When we see that with any sign we have groups like that in the mix, it is a cause for concern. And it is a time for us to step in and take action and make sure that we protect life. Commissioner can you tell us and if there are any of the people the department has arrested for violence and protest thus far, do you know if there is any association with that group or other rightwing groups . Not that i know off. There is speculation based on the social media posts that we have seen, but we have not been able to connect that to individuals that we have arrested or identified in any of our protests. There is a lot of hate out there on social media. We need to take it all seriously. And vet it as best we can do that. But we havent made any solid connections. Commissioner hamasaki . Commissioner thank you. And thank you for bringing this point up, commissioner taylor. Chief, i asked about this maybe a year or two years ago when we had charlottesville, and we were seeing a lot of activity around the rise of white supremacist, hate group, and id asked you if the department was engaged in any investigation around whatever that category or classification we want to use, alt right, but generally white supremacis supremacists. Is the department continuing to monitor for these groups and their activity in the community . Yes, commissioner, we are. And open Source Information and when i say open source, information that is basically something anybody can monitor. That is always the first source. And there is a lot of information out there on social media some pertaining to the city, some pertaining to the bay area, and some nationaltype of information, be u we monitor it all. Anything pertaining to San Francisco we do what we can to take precaution whether that will increased presence or if there is specific individuals that just point to, we will definitely investigate that. We have to work with the regional or Law Enforcement agencies across the region and frankly, the National Agencies as well to make sure we are all coordinated in terms of making sure that we dont have those type of events in our city or in the region. We dont want them anywhere in the country. But we definitely have a responsibility to do that. So yes, we are working with everybody that we can under the policy that we have to make sure that we do what we can to be vigilant on this. Commissioner is there a special Division Within the department or who handles it on an ongoing basis . Not just when things get hot around protests and forth. Our special Investigation Division when it rises to that level, it is handled from the Investigations Bureau and the special Investigations Division will handle that type of investigation. Commissioner okay. Interesting fact. The boogaloo is from a 1980s or something movie about break dancing. Breaking to electric bugaloo and the internet repackaged to use, like a lot of things that have existed on the internet, they packaged it for hate crimes or to support hate groups. Just thought i would share that notsofun fact. Some of us know that movie well. Maybe just me. Maybe i am dating myself. Okay. Commander osullivan is ready for the 1421 update. Okay. Good morning. Or good evening, rather. Could be morning. Commissioner taylor, commissioners, chief scott, director henderson, memberses of the public. I am commander of the Risk Management office and i am here to update the commission and members of the public with regard to the departments recent efforts around senate bill 1421. Ill start this evening as i did last week with a little bit of background regarding senate bill 1421 t. Bill requires the disclosure of records and information concerning four types of incidents. They are as follows. An officers discharge of a firearm at a person. An officers use of force against a person which results in great bodily injury. A sustained finding that an officer engaged in Sexual Assault involving a member of the public and fourth, a sustained finding of dishonesty by an officer. Since january 1, 2019, the department has received 142 public records as requests related to senate bill 1421. For the most recent period t previous week, june 3 through june 9, the department did not receive any new public records request. We did produce 39 releases and we closed three pro records at request. Thank you. Thank you. Next item. Sorry. I was on mute. In last weeks hearing or might have been the prior week, i think commissioners had questions and wanted to ask questions about the wearing of the ppe with the thin blue line. Vice president taylor, how do you want to proceed . I can give a brief overview or open it up for questions. Which way would you i think it might be helpful for a brief overview and if commissioners have questions, we can ask them. I will start off with the timeline of how we got there, if you will. February 25, mayor london breed issued a declaration declaring a Public Health emergency related to covid19. On march 7 of 2020, our City Department of Human Resources notified employees that the first positive test for covid occurred in our city and issued guidance to protect against contracting the disease. A shelter in place order went into effect on march 17, 2020. On march 20 our city administrator declared that the City Administrators Office was managing all ppe supplies including disinfected face masks and gloves due to critical shortages in the city and to have efficiency in terms of the issuance of ppe to the various departments who particularly front line or essential workers who needed ppe. On march 25, the department issued the Department Notice 20050, exposures of covid19, and it was issued stating that ppe is in limited supply. At that time there was no mandatory wearing of facial covering or face mask. I provided this information to all members related to the first known exposure of several members of our department that there was a known exposure who worked in our s. V. U. Unit. On march 31, our City Department of Human Resources released an updated guidance on use of respirators and masks for City Employees to include mandatory wearing of masks during their work shifts. On april 4, 2020, Department Noticed 20055 was issued and updated the guidance for use of respirators and mask to align with what the City Department of Human Resources guidelines. This notice allowed for the wear of simple barrier isolation masks with no writing or designation on them. On april 14, 2020, Department Noticed 20066 was issued and this was an updated guidance for mandatory use of new masks. And as stated the barrier masks have no writings or designations on them and the notice further stated as commercial ppe masks are limited in supplies, members are encouraged and allowed to weartain that own personal simple barrier mask as long as they are work place appropriate and do not reflect discredit upon the department. On may 1, 2020, i sent a message to all members and that was the day i discovered that the thin blue line facial coverings were being used by the department members. Let me just go into a little detail of this. It was brought to my attention actually by a Community Member, several Community Members who called me. There were member of our community and people of color and some africanamerican, and they had issue with what the mask represented to them. They felt that the mask represented some racial prejudice based on information that was out there on i looked at this, there was a lot of information that the masks were associated with white supremacist groups and others who were deemed to be believed to be ratist. I will say the thin blue line has been around for a long time, and i knew this symbol to be a symbol of fallen officers. I have seen it at memorials for a long time, but as commissioner hamasaki pointed out before, people tend to sometimes rebrand things and this is one of those examples where this has been rebranded. Nonetheless, people who live in our city found it to be offensive. Not just one person, but many people. That same day i issued a Department Wide email banning the use of it and in the Department Wide email, and inthe San Francisco stands for respect and safety for all and in appreciation of concern that some of the officers face masks may be perceived as divisive or disrespectful, we are taking steps to provide alternative neutral personal protective equipment. At the same time, i made clear in the public messaging that the thin blue line was adopted more than three decades ago as a symbolism for national Law Enforcement officers ememorial and was developed and for most of us in Law Enforcement remains a meaningful expression to Honor Fallen Police officers. Parallel symbolism and the thin rail line was adopted by firefighters to honor those who have give their lives while serving in the line of the global pan dem that i can has seen far to many First Responders lose their lives around the nation and the world, it is important that the officers wear are meant to honor all who make the ultimate sacrifices for people we serve. Please know how much i appreciate your continued effort during the covid19 crisis and i have every confidence that the vast majority of san franciscans share our dedication. And that was the information statement that i put out as we recalled those thin blue line masks. Now w that said, i will stay in speaking to many members of the community and this gets back to something you all have heard me say in the commission and publicly, and we have to listen to what the Community Members are telling us. And in my opinion chief of police, when i have many members of the community telling me that that symbolism is offensive to them, that means something. Thats the reason is that was the right thing to do. A question was asked there were brought to the attention of the department and i think the story broke online or one of the local newspapers had a picture with some of the officers wearing it. They were not approved by the department. And upon learning of it, within hours, i issued that statement to recall. So from safety and respect, and it does mean something to me and to this organization, and when we have information or things out there there that are disrespectful to any segment of the public that we serve, we have to listen and we have to take that seriously. And director henderson to have the investigation as open and ongoing and it is my understanding there were public complaints about this. And we are supporting and as a matter of fact, i called director anderson and invited that. So definitely we want to make sure no policies were violated and no rules were violated. But the bottom line is we must be and have respect and appreciate the perspectives of the communities we serve. And thats why that mask is pulled and has been forbidden. Commissioner . You are on mute. Commissioner thank you, commissioner taylor. Chief, you answered most of the questions i had. I am hear that it was not in any way authorized or approve by the department. I think that would have been extremely concerning for a lot of us. I got the same calls and taggeded in social media posts about it from the beginning of whatever day that was. And people were upset and the nuance that you mention with the history, that is a Law Enforcement and that is something that the broader public doesnt understand. We have seen it and i think it arose in response to black lives matter and the Blue Lives Matter and that is when the White Nationalist or White Supremacists started using it, so thats the association a lot of public has and they dont understand the history that you know, and i appreciate you addressing that and taking action quickly. The other issue to me and i have mentioned this to you before is this my understanding and correct me if im wrong is these masks were distributed by the p. O. A. For the officers to wear. And i dont know maybe they didnt know about how the symbol has been used, but it was pretty tied to previous Law Enforcement protest, so thats one issue. And the other issue is putting their p. O. A. Symbol on it which i think is divicive in a number of is divisive in a number of ways. One, not every member of the sfpd is a member of the p. O. A. Its not and to the city and the city has soundly and voters especially have rejected a lot of measures put forth by the p. O. A. , proposition ht one that sought to take power away from this commission. And so me it seemed like almost an attack on the department in saying the p. O. A. Is in charge, not sfpd and not the chief. Have you is this a dialogue that you have had with the p. O. A. And have you expressed concern . Ed you are on mute, chief. Sorry about that. There was a dialogue and there was a dialogue that night and this was a conversation that night. And this is, commissioner, to your point, particularly right now it is really important that the lines are clear and made a statement and the Police Officer association does not speak for or on behalf of the department. They have a role as a unit and i respect that role and they do not speak on behalf of the department. We need to make that line very clear and bright that what the department condones and what we dont. And so hopefully i did that and if that happens again to be pointed out, hopefully that will be communicated and i have seen a lot of statements from them in the press about selling them and being silenced and i dont remember if this was one of the times they called for your removal. They do it every few weeks it seems. So i would hope that they would understand that there is a hierarchy in the department and what the rule is. I am glad that you were able to have a conversation with them about that department. I have nothing further. Commissioner commission dejesus. So when the mute button goes away, it diappears and i cant get it to come back up. That is my problem. Where did you all go . We are here. We can hear you. Okay. Let me see where everybody went. So let me chief, i just want to look at the timeline you gave. So my understanding is the city administrators were handling the ppe equipment and on march 31 the department of Human Resources and mandatory masks were required for employees. And the question i have is did we even ask the city administrator for a mask for the department . Did anyone in the command staff make a request . Yes, ms. Dejesus, we made that request. At that time, you recall there was a critical shortage with hospital workers. You made a question and they couldnt provide. I wanted to know if you asked. Yes, maam. And i want to be clear and they worked real hard to get it and the ppe that the city needed and eventually we got what we needed and at that time we werent there yet. I know a lot of calls, too, and i was told the mask had the p. O. A. Logo or name on it. And the pictures i cant tell and i can just see the flag and if it didnt have the logo o. P. O. A. On the masks as well . Yes, it did. That is the problem. It is not just the flag which is open for interpretation and is a political party. It is a political union. And i do believe we have guidelines about wearing political stuff during the job. A lot of people recognize the p. O. A. Symbol and unfortunately that is offense ifr to many in the communities and the community and the commission and the department and outright hostile and that is what bothers me and it was a political act. So knowing that and the pictures of the lines of officers wearing them and six, eight, 10 in a row. And different situations. And i had the question i had and commanders and command staff notice it was a political mask and bring it to your attention . It sounds like, you know, the community brought it to your attention. I dont understand why members of your own department see that was a political statement and that was inappropriate. A Community Member brought it to my attention and the incident that went out that was posted and i believe it was one of the newspapers and with the picture and within a very short amount of time is when i started getting phone calls. So this timeline and Community Wise and the community brought it to my attention first. I dont know if it would have played out and i took action immediately along with command members. And asking before the community saw it and i am sure a sergeant or captain or somebody else saw it and didnt seem fit to question it or call you or have this go and notify you and no one took it upon the hierarchy and the masks with the p. O. A. And the blue lives symbol. Are you okay with that . You know what i mean . No, so, the masks were not authorized by anybody in the department and i hope that the investigation will sort out how they who wore them and how. And all i have seen is the one picture. I dont know how many people had them on and i think we are talking about the same picture. So i am hoping that investigation will be good. That is good to know whether the p. O. A. Delivered to different stations and just being handed out and you have leadership there and the leadership didnt question it. I am surprised by it and you have to come in here to wear a pink patch for breast Awareness Month and pride and anything to alter the uniform, you have to ask. And the mask maybe doesnt alter the uniform, but when it starts having a political agenda behind it, it alters the uniform. I am zesed in the investigation, too, and how it was distributed and if it was in the district stations and the captains and sergeants and to address at that point as a leadership issue. I was just trying to say that the point was that the chief, you should have been notified prior receiving the picture and then been apprised of what was going on. I think that is what she was trying to get oto, but i think she cleared it up. Commissioner okay. I dont see any further questions. So next line item. Can i just say one thing else . How do we prevent that from the future . Now that we know that we know political paraphernalia can come out in the guise of ppe and how do you train the staff to put the brakes on when there is something controversial or political and give you a heads up. As far as ppe we issued another Department Notice and the masked are mandated to be neutral now. But in the past and we do it every season, and political activity including the p. O. A. And is not allowed to do in police stations and the like and went to an arbitration hearing. That is sorted out and documented and the Department Policy on that as well. Thank you. Next line item. Next line item is a presentation of the Crisis Intervention Team. Hi. Good evening, commissioners, chief scott and the public. Commander pierre walsh from Field Operations and i will be introducing the lieutenant molino. C. I. T. Started in 2011 and developed into one of the premier National Programs within Law Enforcement. The c. I. T. Program starts in the academy and continues through the field tactics course as well as the 40 hour course. As of today, 1,180 members have been trained in the 40 hour course which is roughly 50 of the departments officers which is double the request made by the commission in 2016. And over 2,200 in the 10hour course. Lieutenant molina continues to move this forward and is constantly applying techniques andlesstons in how Law Enforcement interacts with people in crisis as well as having our Public Health and social welfare partners participate. And c. I. T. Has grounded the approach in real world and the public at large. And c. I. T. Is a sought after class that has pushed away internal and external skepticism and elevated the professionalism of officers. Lieutenant molina will present the c. I. T. Highlights in his report for you. Before lieutenant molina, i want to add something from a reform perspective. This thanks to the commission of the commission many, many years ago this is one of the lynch pins of our goals to reduce use of porch and better coordinate how we handle people in mental crisis and in this era we are calling for change and the public at large and across the world call for change and policing. I just want to highlight just that we have what i believe to be really an anchor that will help us get there. I know that commission and i think many, many of you about 11 years ago had the vision to really direct the department in this direction. But i just want to say that i want to thank the commission and i think maybe commissioner dejesus is on that commission. And this is really been a great thing for us and our city and our department particularly as it relates to the ability to connect this initiative with the ongoing. And i will turn it over for the high level for the viewpoint. Thank you, Vice President. And chief scott and members of the public and commissioners, it is an honor and privilege to be before you again. I think we are off by a week from the last presentation last year. I want to thank you for keeping consistency on how you are viewing and reviewing our program. And i wanted to start by saying how proud i am of you guys because back in 2011, resolution 1118 demanded for the Police Department to form and create a program and crisis intervention. You had that vision nine years ago. If you see that demand across the news, everybody is demanding crisis intervention training and decemberdeescalation. And you had that vision in 2011 and you recommended the memphis model which is the one that we adopted. The best practices recommends 20 of the force to be trained in c. I. T. What we have met the requirements and we have passed those environments. And now we are over 50 of the Police Department trend. And best practices across the nation only ask for 20 . 20 to 25 . The San Francisco Police Department has over 50 of the officers trained which to me is a great accomplishment and is an example of the leadership that we have in the department and how they embrace this program and took it where we are at right now. Next slide. I will be brief here because demander walsh was kind enough to go over the slide and talk about how the training has evolved and how the training has become a premier training which resembles today i have two phone calls and actually, two emails and i was asked to be a participant on recommending from the rchl for the chicago Police Department and they want to use the pedestrian policies to accomplish that and a great accomplishment to reflect well on the San Francisco Police Department. I was also contacted today by las vegas Police Department, and they also want to know about our program and what we do in San Francisco. So it just happened to be a good timing and i am here before you telling about this that happened within the last four hours. So once again, its just the commitment that the department has in this program. Next slide. I want to talk about the call for service. We had over 50,000 calls. In the past we talk about how the calls get generated. And i know it sounds like a high volume of calls, and there is, but when you breakdown the calls, you find out that some of the calls had no merit, like, there was no Police Action required. Some of the calls were gone on arrival. And i think commissioner dejesus asked this question last year and she wanted the breakdown on the call for service. So i have submitted to you also for this evening the end of the year report which is about 27 pages. And i will not personally go through all 27 page, but the answers are if that report. The question that you have about how the break down the calls for service, and that is in the end of the year report, and we can get on a few of those questions at the end of the presentation and i can direct you to where to look to find those answers. So with that said, 800 and went to 16,542 calls and the person attempting suicide went to 4,000 and juvenile parental control 362 and Mental Health 658 and that is when a clinician or somebody who is providing Mental Health treatment or assessment of the Police Department and use the terminology 51150 and that is how they call us out. When we get a call about a person with a Mental Health crisis, we get an 800 and not the 5150. The 800 is when the person was in possession of weapons or threatening to use weapons in a Mental Health crisis. The 800 and 801cr is when the person has threatened to commit suicide or attempted to commit suicide with the weapon. We have 132 on the first one and 45 on the second one. I know it is scary at the calls we look at and to check on the well being, and by definition, that is not a crime. Check on somebody who is laying on the sidewalk, somebody who is not taking the medication, and the parents might be concerned or loved ones concerned and call for the Police Department to say my son, my daughter, or whoever is living in their house and hasnt taken the medications and we like to have an officer here to the health assessment. And it might be somebodys calling for help and break down the end of the year report. Last year and we had 3,426 Mental Health and for us to have this information with looking at the Mental Health dashboard. This is assigned to extract the information and to issue the Police Report and so from the Business Intelligence section and telling me how many people were 5150 in the last 24 hours. In 2019, and as you can see, in the metro edition and the downtown area and Southern District and norton district and some of the mission. Later on you will see through the presentation and the c. I. T. And communicates with the district specialists on how to assign officers especially to the Metro Division which has the highest demand for Mental Health calls. And brings us to the use of force. And keep in mind that we have over 50,000 calls and like i said, a different breakdown to that. And officers used call and to check on the well being and Mental Health detention and mentally disturbed persons, 33 calls and suicidal person with the calls attached to it or the person in crisis. What was the number . 65 . 65. That is use of force. Yes. And you see the breakdown and see the break down of how many called and are d. O. A. And how many were personal control and control using physical restraint to hang out. Pointing the fire arms were 15. And another weapon and six of them and the erw which is the shotgun and there were nine of those with the rubber bullets and total numberover force use was 93 use of force incidents out of the 65 incidents. And you can have i think the latest explanation that is blocked by the bar here, and with how that information gets collected. Next slide please. So we have a section where the person was injured or not. And out of the 65, 35 persons either complained of pain, had visib visible injury, or talked to the officer after use of force around said something about whether they were comfortable or if the actions caused pain. We had 35 of those. Of those, seven were injured. And injured were 30. And a little less than half were not injured during the encounter. And 93 and grand total of 165. Uses of force. And blunt object was used one time. And that is where the person was either in possession of a weapon and a person in possession of firearm and from 8 inches out of the 6 an and seven other incidents that another weapon was produced. And looking at some of the Police Reports, people were armed with chairs, metal sticks, block, wooden sticks, and with the other and is in reference to that. And no welcome back and there were 49. And once again is physical force when we talk about the person having a weapon. And resisting or fighting the officers. So total of 65. And once again, and place the numbers in how the numbers were accumulated. And move on to the next slide. So the breakdown and officers were trained or not trained and sometimes we have no trained officers and 53 officers that were trained. Move on and use of force and you have the use of force and out of 5 5, 28 were not anticipated and eight were latino. Let me get to the next statistic sheet. We have officer and the application and five were africanamericans and from the pacific islanders. And move on to the next slide please. And the graphic for the Police Department. And in april this year and are composed by white male officers and female officers and the rest is all a part of that. And you have 1 , none, and another is 2 and we have 399 latinos and 135 filipino officers. And 213 africanamerican officers. 392 asian officers and 1 of American Indian officers. Move to the next page. So this is the breakdown on how the officer is assigned to this session. And 2019 and we have just in the first row and the total personnel and are c. I. T. Trained and this fluctuates and every six months we have personnel sign ups to get an assignment that moved from one session to the other. And people retire. People get hired. So there is a lot of movement. So my goal in the c. I. T. Program is to keep an even number of officers in order to assure that it will be a c. I. T. Trained officer in every shift. And especially in the Metro Division because that is where we had the highest calls for service. That is one of my goals every six months before signing, i contact the lieutenants who are in charge of creating the lineups and the new assignments and provide the list of the officers who are c. I. T. Trained and can allocate according to the shift. And commander walsh and 99 on the tact ins and use of force training. And and everyone in the field and active to the job has received that training. And the only people might not have had it and they were out on leave, out on disability or whatever the situation was. We have a few of those were trying to catch now when they come back to work and put into the hours training and the field practice and the 10 hours use of force. And other than that, everybody who is working on the streets right now have received the field tactics and deescalation. What this is is something innovative and we are the first ones in california who had this training. The San Francisco Police Department was the pioneer in california. My two training sergeants were able to put a program together with officers in training and they have improved it in the time it takes and temperature only department to have this. And ever since that happened we are getting a lot of calls from other departments to see what we are doing and like i said, today was a good example of that. I received two email. Ing see some sessions have a little bit more than 50 . Some sections have a little bit less than 50 . And that was for december. As of today, june 2020, we have surpassed 50 . Every station in the San Francisco Police Department has more than 50 of their officers trained. It is a hard task to do. When we talk about training and how we get this training going, i know back in 2016 we had a few incidents that pushed this Program Forward and asked the department to look back and see what else we can do to improve the program. And took over the program in 2015, we had 250 officers that were trained in c. I. T. As of right now we have over 1200 officers and 40 hours. I think thats a big statement that the department has done as far as how much we care about our officers providing the training that they need. Not only do we do that every time we do the training but we want to get the best of the best. So a little history on this, we have people that volunteer, and do not get paid to come and train our officers. So honestly, i depended a lot on their specials in what else they were doing in their lives and if they have time for the Police Department, they will come and do the training. We were holding about three or four trainings a year. After 2016, we revamped the program and i asked the commission at that time to let me pick the people for the program. I know there is a lot of good people out there, but i have people in mind. And he was gracious enough to say pick whoever you want for the program and i was able to get my unit. And that is sergeant anderson, sergeant colleen, and several others. This team really cares what about they do. They care about the officers and care about the community. And theyre collective their collective effort has made the program what it is. You can see by the numbers and i want to remind you best practice is 20 of the force should be trained. We are over 50 . And i know chief scott promised to the commission and made a commit tonight the commission to train 100 of the department. But that is what takes time and money. So with that said, we are still doing it and because of the pandemic, we had to cancel a coup of trainings. And as of right now, we have rescheduled the training. We had a training scheduled for march and may and unfortunately dedidnt do it, but i asked my two sergeants and they have been able to reschedule the training and will make up the classes. I think its important to do that. The officers really want the training. And its great and once again, i am asking you guys to come and join us. Please come and sit with us and see what the officers are learning and how we have this off the wall conversations about what really is going on out there. And to hear the realities in the street. A lot of people dont know what officers go through and once you come and sit down with them and they understand what the process is and what it takes to be a Police Officer and now days. And you understand a little bit more about our officers. And get their perspective for how things are being done and what they need to do. Like i said, always room for improvement but once again, come to the training and come and ride with us so you get to know who we are and how we do the training, and my unit and how rerun the training. We do home visits. We go to peoples houses. During the pandemic, it was a little bit challenging because there was so much going on. And sometimes because of what was going on, the department of Public Health didnt go out with us. And we talked to the officers and it was up to the do the well being checks on people who are not taking the medications and by diagnosis and they are bipolar or schizophrenic and have a monthly medication and usually we assist the Public Health nurses to go and do there, but officers were creating time and waiting for the nurse and to make sure the nurse is safe when they do this process. And go check on people that were not taking their meds. We go check on kids that were acting out in the house because they were locked up in the house and had nowhere to go. So it was very difficult time. We had a list of the unit and to the officers who had to do it and they kept doing it. Can you move on . Next slide. So to hyland light the c. I. T. Program that you pass on december 221, 2016 and you, the commission, adopted this policy along with the use of force policy. They are married to each other. They call this the same, sanctitity of life. And that is what we strive for mt. Police department and value life. We all value life. And that is the message when we do the program and have an officer in each district session and the primary duty is to identify people that might have personality issue, or constantly calling 911. We work with e. M. S. To help the folks and set up appointments with the department of Public Health and to get the resources they need. That is important and is good to have two officers assigned to the duties and is something they do above and beyond every day with the regular duties. And they send reports back to us and call us and say i went to jeremys house and he is acting out and hasnt taken his meds. Can you do a field visit . That is how it is supposed to work. We want to be preventive and proactive instead of reactive. Having this program is an awesome tool for the San Francisco Police Department. And we are responding more often. And we work along with clinicians and have m. O. U. That is still in the final stages that would allow me to have at least two or three commissions work with my officers hand in hand. We saw this working in l. A. And it worked wonders with the Mental Health unit. They have 52 clinicians and 104 officers that go out every day. Obviously l. Amenta. Is bigger than San Francisco. We are not at that level yet, but we have were a different level and we need the services. So we are still working on that. There is a lot of things to get through with technology, confidentiality, and so forth. We are still in the process of accomplishing that, but i think that will become a reality in San Francisco. Hopefully sooner than later. Move to the next slide. That is the liaison program. And so Mental Health and mental ill sns not a crime. We all understand that. And officers are responding to the calls. And we have created a road map for officers to follow. If this is just the Mental Health issue, you can see how that happens and if there is a crime involved and a misdemeanor and you cite the person and take it into treatment. And she or she will go to jail because of the crime that has been commit and my officers will contact the services and the department of Public Health and so as soon as we know that a person is arrested, it has over because of a crime in Mental Health, and the Mental Health component, and we will alert them and let us know when he gets released. And so were apprised of what is going on and work with family and the special person will have support service and a network to contact our clinicians if they live in a certain neighborhood, we can contact the neighborhood clinic and continue Getting Services and continue taking the medications. I know a lot of people think that a person needs to take the medications to do well. It is more complicated than that. And when people say just take your meds, quote, unquote, it doesnt work like that. A lot of the psychiatric medications have various effects and make you gain weight, make you impotent, and really make you like a zombie, so why do you want to live like that . People choose not to take medications and live the way they are or because of the illness, and in that sometimes leads to crisis. That is a choice they make. And sometimes that choice we have to address it. We have to address it with treatment and we have to address it with a. L. T. And so there are options that we have and where we can guide people through the treatment process. That is ou goal in the c. I. T. And in the training and the training for 2020. And the special permit and i know we were already looking at some days and making out the glasses. And we are on target to do these sessions. Im wondering if we have so few officers of colour and theres such an imbalance between the white officers and im looking for why there are so few black officers. Commissioner, i dont have an answer other than i can tell you we recruiting heavily in africanamerican communities and have gone to black colleges and out of the city. The city population is small in terms of the africanamerican, 5 . Were statewide recruiting across the country and were going to keep trying to recruit africanamericans and other groups of color. But right now, just recruiting is a challenge overall right now and its even more of a challenge with the africanamericans. indiscernible . Im wondering what impact and maybe you havent come to the conclusions, but what impact that will have on everything you said. I think thats a great idea. So do i. Its an awesome idea to have that, just by the definition when you check on the wellbeing, thats an officer going to check on somebodys wellbeing and if the person is in Mental Health crisis, as Police Officers, we look at safety. Thats something we discuss in the training, on how we have to go through seven months of training, close to seven months now and how safety is looked at to every call that we go to. I was taught to always have a gun with every call you go to and we treat that with respect. When you have a person in crisis, you might be the trigger to that person. That uniform might trigger that reaction and so having Mental Health specialist or a social worker assigned to these calls would be an awesome idea. I would be welcomed with the Police Department and i think the chief expresses his desire to have that. Now theres a lot of considerations that you have to take, right . Because when you get to those call, you dont know what actually is going on because youre not there until you get there. The information that is provided, it just is provided to you through the 911 call taker and then the 911 dispatcher and theres a twoway process on those calls. And so we have to look into that. My unit has been working in putting something together, especially around safety and what kind of calls we think will be appropriate for Mental Health specialist go to. But not to deviate, we need treatment facilities. Thats what we need. The Mental Health system is a broken system and im just saying that, because im reflecting the frustration that our officers have on the street. We need a Treatment Facility that specializes in Mental Health and substance abuse. We need a place for our officers to take these people that are suffering from an organic Mental Health issue or for chemicalinduced psychosis, to be triaged and a followup appointment and given medication, especially if theyre homeless. How will they follow up. How do they know to keep their appointment the next day . We need Something Like that and we have suggested in the past a Justice Center that heals and there was a proposal done a few years back and we asked for that. Instead of the jail, we asked for funding to create that system here in San Francisco. Florida has it, how can we not have it here . How can we not have a facility where we can take people that are in Mental Health distress or chemical induced distress . We need that and i understand the call was ring responding but where do you take them . You take something to a Mental Health assessment, sometimes theyre out of the er before our officers come back to the station. That needs to change. It needs to change. We can no longer do this. Officers are frustrated because as a Police Officer, you go to those calls and you says the person and you believe that he or she needs a Mental Health evaluation and they need the treatment they deserve. Unfortunately, theyre released in four to six hours and that brings a lot of frustration. So when we talk about social workers and clinicians going to these calls, we have to address them, where will they take them and what will happen . How will we connect to the services . Thats the plain, simple reality in the streets right now for our officers. We dont have places to take them. Talkinjust to give you an examp, Police Officers get called to a Mental Health clinic that provides assessment and triage to going to elevate a person having a crisis and how does that happen . How can a Mental Health clinic call a San Francisco Police Officer to go to an evaluation and to remove that person from the clinic and take him to a local hospital for assessment . Theyre supposed to be doing that. Our officers get called to do that and transport the person to er and then a few hours later, the person says, hey, im still suicidal, i was kicked out and they have to go to another hospital. That needs to change. We need to change the system. Its not working. So when we talk about officers not doing this or that, we have to look at the system and, unfortunately, were in the frontline on Mental Health we we havhave to look at the rooted problems with humbold mental hed the lack of facilities. Thats something the civilian group i work with, who are awesome, by the way, and they want to change that. They want to get behind this effort that we need to provide treatment facilities. Im sorry, im getting off topic here. Ill ask you to come back and present and i 100 agree that officers should not be the firstline reimportanterresponsr homelessness and bringing a gun to those types of situations and sending to people to jail is a stopgap measure with to place to take them does nothing to solve the underlying issue. I agree with you and im ask you to followup once the mayors proposal for a decree is implemented. I have other commissioners that want to ask questions and i dont want to take all of the time. Commissioner hamasaski . Thank you for the presentation. Good evening. So, you know, nobody has mentioned her name yet, but this is all a program that started under one of our former commissioners, angela chan. She was the president at the time. And i dont know if she was the president , but angela, this was her baby. Angela told me many times about all of the work that was put into this and getting this up and i notice shes still proud of the work that she did in bringing this to San Francisco. And i know commissioner de jesus was a big advocate, fighting for it back in the day, which reminds us how long commissioner de jesus has been on this commission. So let me ask you a couple of questions. Slide three is a really helpful chart because following up on commission taylors point, you know, theres 50,000 calls that the Police Respond to and it seems like theres a very, very small percentage of them that are primarily policing calls. Is that fair to say . Yes. Its fair to say, commissio com, once you see the breakdown, some of the calls, the person might be gone already or the person is not able to be located. I broke down at the end of the year report, youll have the breakdown on that, the section with the data and the statistics and now that was broken down. But yes, youre right, some of the calls should be handled by somebody else other than an officer. Shouldnt it be most of those calls . I would say the majority, yes. You have to have a criteria, right . And as a matter of fact, i want to share this with you, im a part of the task force that the mayor started a few months before and were looking at this. We were looking at how we can respond to those calls using civilians instead of officers and we had the wheel going on this. I think what transpired, it just catapulted this innovation and this reform and i think this is a great idea to continue with it. Thats great. Whats the task force . I hadnt heard about that one . Yeah, it was with the department of Public Health, the Police Department and some members of the department, Public Health, Behavioral Services and we are looking at analyzing Police Reports. Look at the Police Reports. Because we have to look back and we have to analyze the information and then, we will come up with a recommendation of that criteria and so when the 311 call taker or 911 call taker can make the best decision according to the information given to them. Are you working with the department of Emergency Management . I belong to the cat work group and the department of dem is part of that group and we meet monthly and we have a representative from the Training Division that comes to those meetings. Thats how we created the criteria for cit and i think thl new, having civilians respond. So i have to contact my contact, dem, trying to schedule meetings and see how we can work together. I said that to the chief today, we need partnership. Its not only the department of Public Health, we need hsa and we need all different City Partners to get this. We cannot do this by ourselves. I dont think anyone imagines the dph will be staffed to take over the 50,000 calls tomorrow, but, yeah, i think this is something that a lot of people have been working on for awhile and im glad to see that youve gotten involved. And so, let me ask you this, does the mobile Crisis Response team, is that a part of cit . So, mobile thats for mobile crisis and i think Crisis Response and they united all of the services and i dont want to speak for dph, right, but the clinicians that i work with, theyre invention specialists and it was created back in 2016, the department of Public Health to create five positions that include a clinician or college to work with the Police Department to respond to calls of people in crisis. And so i would say to participate during the interviews, i interviewed candidates with members of the department of Public Health and we will be able to at least higher four of them. Is it still operational . Is it still in place, the mobile Crisis Response . Yes, they are. They are operational. I dont want to misquote the hours but i think they start at 8 00 a. M. To 10 00 p. M. And they go on Call Services and so they have a number. So for members that are listening, their number is 415 9704000. So if youre in a crisis, you can call it directly and they have people that clinicians and workers that get dispatched. I think the time frame is 45 minutes. Just to be clear, so i understand these numbers, only 132 of them were weapons or potential for violence out of the 50,840, correct . Yes. The dispatcher had that information. Thats what it says on the power point. So thats the number from dem. But talking to dispatchers, because they have to follow the criteria, right, and the information that is being given to them matches the criteria, then they label the call as such. I understand. And so sometimes officers get there and they might b there mia weapon before the officers get there and the calls never get changed and thats something were working on. I do believe it should be a higher number but thats the number three is recorded by dem. Ill pass it on to commissioner elias. Yes, thank you. I wanted to thank and congratulate Sergeant Molina on this program because i think that oftentimes its overlooked how much work and effort that he puts into this, to make this Program Successful and continuing to be successful. So thank you and congratulations. I look to forward to attending one of the cit awards and it was eyeopening and a phenomenal experience. Whats telling is how you described, Sergeant Molina is the generalized assumptions and labels put on people with Mental Health and this fallacy if they take their medication, it will be all better and if they take medication, theyll get well and all they have to do is take medication. And some of the side effects you just described are very real to people which, unfortunately, the reality is that medication doesnt fix it. It doesnt make it go away. So i think the fact that you can come out here and acknowledge that and put it out there, i think thats extremely valuable. Message that needs to be put out into the public. The question i had, didn and it know if its for you or the chief, but with respect to the budget that is coming and the tightening of the budget that the department has to do, is this going to effect the cits ability to have officers trained in cit in the 40hour course . I know you said there were more than 40 people there. indiscernible . As of right now, my understanding is were not cut back on anything but, obviously, i will refer to the chief to make those statements and talk about the budget. But my assurance is that our training will be still going forward. It makes no sense to go backwards. We have gone through so much and i know chief scott is 100 behind my program. We have talked about it and so i can only see this going forward. Ill answer that, commissioner. We do not plan to cut this training. Its vital and we know the positive impact and outcomes that evacuee seen over the years and so that is not something we plan to do. I wish you luck and i know you will get us there and thank you again, Sergeant Molina. Youre welcome. Commissioner de jezus. Seconsus. And so this is angelas baby and you should know that she took a whole crew to memphis and found all those volunteers that makes an incredible staff and she met with sarah weekly to get this resolution up and passed and so this is her baby. When we first got back, i think, in may, this was on the consent calendar. But when i looked at the report, i just thought we have to put this out. The community has to know what cit has been doing and then, of course, we had these tragic events which really elevates the c it program in my eyes and most peoples eyes and this training and practise is so relevant and so necessary, irregardlessless of what Community Takes over some of the other issues, i think we need to continue this training. I have a hard copy of the crisis intervention and i dont have some of the slides that were shown. And i dont know if the commissioners have this, but at the very end, you have significant cases that averted disaster, where the fbi had a selfidentifying shooter and you were able to your team was able to go in during prohibited ammunition and weapons and even though he was arrested, he was put in a substance treatment program. Another person threatening to shoot himself, you seize over 30 firearms and ten thousand rounds of ammunition and these are the things the public needs to know. You had an issue where someone barricaded, it was suicidal and i think he was barricaded for several days. You guys were successful your team, and im sure your volunteers, also, were able to get him to come out and he had 22 knives and one that was like a machete and he said he wanted to do suicide by cop, but that turned out to be very well. And you even had a student who said he wanted to make a bomb and posting pictures of a ski mask and guns and you were able to locate that person and detain that person but stop potentially a school shooting. So you are doing tremendous work. And i also want to depend you for that map, the call for service was an eyeopener and the map of San Francisco was an eyeopener, especially where the majority of the calls were coming from. I have a statement and i want to commend you and keep going and i know that were going to try to find Community Members to take this over, but there will be dangerous situations where the officer, perhaps, looks like maybe involved and i think this training is critical at this time. Thank you. I just want to highlight the people that i work with because next to cap, he start hostess negotiatessersnegotiators, whert want to surrender. We have about 35 of them and last year, i responded with all of the calls with them and we responded to 35 calls. This year alone, a couple of days ago, we hit 37. So were in the middle of the year and we already passed a newspaper of callnumber of callt year. But theyre an Excellent Group of officers, sergeants and lieutenants. When cip falls short, the hostess negotiators come in and take over. Sometimes they have to be recognised and seawant they go d negotiate. The person that you talked about that had the knives, that night he barricaded himself and we responded and we got together after five hours and we decide ed this we were going to disengage, which is something we look at, proportionality. Has he committed a crime . The answer is no. Hes suicidal. Well, why are we here. The dad was in the house and we talked to dad and no, he does this all of the time and hides in the attic for 24 hours and eventually he comes down. Taking these different aspects of the call, the command staff, myself and host negotiators, we decided it was best to walk away to fofor a few hours and let the person deescalate on their own and follow up in the morning. He wasnt ready to talk to us. The dad says hes fine, hes asleep and were waiting for him to come down. The next day we come back and check again, and he was willing to talk to us. When we met, we brought the paramedics, a psychologist and we connected to him. We responded three more times to his house because he as organic issues and goes into a psychosis where he believes theres spiders all over him and he goes into the attic and stays there for 20 or 30 hours every time. I have a great member of my unit who has developed a rapport with him. Is this a Mental Health call . And if it is, lets talk about other services instead of us being in front of the house with 20 officers. Thank you, that was wonderful. Thank you. Next line item. The status update on booking Photo Department notice. I wanted to give an update on where we are on our Department Guidelines and right now its in the form of a notice. The booking photos and the rest of the information. So we have a draft and let me before i even explain where we are, let me back up to give context to what this is about. Everything that were doing with reform and Reform Efforts, we come before the public to try to explain why we have disparities with arrests, detentions, use of force, particularly in the areas of africanamericans and other groups of color, latino and hispanic. As we try to analyze some of the why as to why things are occurring, one of the things we have done as a part of our Reform Efforts is to work with our academic partners to really take a look at our research and to take a look at what were doing and see how we can make this situation better. And this gets to the heart of what this is about, really, in terms of some of the things that go into the mindset of who is stopped, why theyre stopped. Its our commitment to reduce biased and implicit biased and really fundamentally, some of it, we believe, can be attributable to our attributed to stereotyping. And listening to the sciences that we have worked with in terms of how people form what they believe in terms of how they think and all those things, theres decades of Psychological Research on this topic. And were im pleased to say we topped into a lot of the Academic Research and right here in our own backyard we have nationally Renowned Experts on the subject matter and weve been working with them. Hopefully we will start addressing this issue in terms of how our relationships with them might contribute to some of what we might see, who is believed to be a suspect. Who is believed to be people that are more prone to commit crimes and the science and the scientists are telling us this factors into that equation. I want to say, also, that we listen, keep going back and listen to what people are telling us, to the many people including the Public Defenders Office who has been before this commission and including the academic partners and the District Attorneys Office and other Community Groups who have asked us to revisit our booking photo release policy. There are two things to accomplish here. Number one as stated by members of the commission and we believe that the presumption of innocence is critical to our system and we know in our criminal justice system, people a innocent until proven guilty. One of the things this will accomplish, we hope, is that when people are arrested, theyre not convicted of a crime. We hope to address that. And the other thing is to address a larger issue in this country is how we view people of color. I believe that this issue feeds into that, how we view people of color and hopefully, we can do our part to try to undo some of this in terms of how people think about roots based on their association with crime and booking photos is one of the things that paints a picture for people. Whos associated with crime because of what they see . Either from the newspapers or how they get it, on the internet. But the scientists have told us this factors in and we hope that our policy will help to try to address some of that. And its not in final form, but i will say that our policy at this point will regulate, and this is to seek publics assistance extheres been input. The subject has been convicted and the arrest subject to the booking photo is the photo in question. So theres been some input on number three that we received today and ive spoken to a couple of members of the commission on their input. I will say we met with the Public Defenders Office and talked to director hernande hend whoever he wants to bring to the table and hopefully we can do that within the next week. And were meeting with some members of the media tomorrow and thats on calendar to get input. But number three is, we heard the input and were going to address that and one of the other people on number three is to only release acquisitions for serious Violent Crime, murder, deadly weapons, rape, l licivios acts on a child. Nowe hope to have this policy completed in the next week or two and we will report back after everybodys input is considered, before we approving anything. Thank you for doing this. I think were all frustrated. We i have been working on how lg reform takes and by you taking such quick action to do this as immediately as you can, i want to thank and applaud you for that. And another thing, you know, you and i talked about this, this number three issue and thank you for taking that suggestion because i do agree that its important, who the public thinks is committing crimes is really important here. And how we kind of internalize the messaging as to who criminals are and arent is really important. And so i want to commend you for this effort and thank you and hopefully this can be done really quickly and the commission as a whole, well be pushing for faster reform and has been in the past. So commissioner elias. Thank you. Chief, i am so happy to see this Department Notice about this topic. I know that the public defender has been asking for this change for the past several years, probably, you know, within the last, like, three to five years, theyve been asking for this. And i want to thank them for their advocacy and working with you to get this Department Notice done. I think this is clearly the right direction and im so glad that you have drafted the Department Notice and you are working with the community and hearing their concerns as to why this is very problematic. It does lead to profiling and, you know, stereotypes. So thank you very much. I appreciate your work. Thank you. Commissioner hamasaki. Just to be clear, chief, i dont think this was ever raised at the Commission Prior to my raising, was it . No. Well, we had complaints about it, but then we never took any act hundred taction to put a nor bulletin together. That was a whole long history and i felt a little sad and left out, but ill be ok. The goal here for me is to get this done and this has been a goal of mine since i came on the commission. Ive listened to all of the same people and and i come from a position where i represent the people who end up in these mugshots and nothing good comes from it. You and i talked about this on homonday. The issue with conviction i dont know what the reason would be to publish somebodys photo after a conviction anyway. I dont think it implicates the same issues about targets certain races and profiling certain races, black and brown americans that are generally have been historically used by the news media and activists on, perhaps, the opposite side of the fence of me to convey certain messages. Maybe more so because im the commissioner on social media and i have seen the tenderloin stations long string of mugshots and black and brown faces. And so, you know, at the outset, i think the thing to do would be to let the tenderloin know to stop doing that. Thats well within your purview. The other thing is, i provided you a letter detailing all of the issues, as well as providing all of the authorities for why this should be a Department Bulletin, right . A Department Notice, as i said in the letter is for daylight savings time or when we wear pink patches on the policy form. You and i spoke about this and you raised the issue of having to go through a conferrence bu o i would appreciate it if you do that. If this comes out as a Department Notice, you know, the end result is that to have the impact that i think im looking for and other commissioners are looking for, which well end up doing is drafting Commission Policy and i think thats how well address it. And so, what i suggest is we have two weeks before the next meeting and could be restructured as a Department Bulletin with the impact, the policies that Department Bulletins have under 3. 01 and ill publish this letter on the Commission Website so everybody can see what im talking about. And i just sent it to you today and i didnt have a chance to do that yet. But i think these are some important changes. I think this is an important policy. So i appreciate you taking the time to listen to me, to listen to the community and to recognise these issues. And so i think this is an important part of the really what weve heard in the last few weeks, those of us who have been working in the criminal justice field have heard all of our careers the reason theres so Much Division between black and brown communities and the police is they dont feel like theyre respected, that theyre targeted and i think this is one step that i look forward to continuing to work with you over the next few weeks to get this done. The other thing that i actually didnt raise in the letter, which i think is important is that we dont have a procedure for somebody to get their mugshot down. And so, that is something we need to add in there. And im also going to request that we get quarterly reports when this begins about any mugshots that are posted so we can get a presentation and somebody can come out and say, yes, we have to post this mugshot because this person has alzheimers and was wandering off and we can at least understand why its being done. With that, i think that well have a good policy and look forward to adopting it. Just one thing. Just for clarification, the Department Notices have the same force and effect as the bulletin and there are a lot of examples. The difference between the two is that notices are, in effect, indefinitely. Why awhereas bulletins need, bue reviewed every two years or they expire. This is much better as a notice and it doesnt require elongated time period and im in favor. What we say doesnt matter, but ththe chief has the authority to implement it. I like how it was implemented. It has the same force and effect of the members of sfpd as the bulletin does. If i could just one other thing to point out to the commission. Really, this was about getting this done. I mean, as said, its been a number of years that this issue has been raised for us. And commissioner hamasaki you brought it up and i wanted to get this done as quickly as possible. The other thing is, there are also other like with our 6228, when we dug into that, there are other things to do with unit orders to make sure everybody is on board and were noin the process of doing that,s well. We want to make sure that this is effective and it follows and everybody is on board and it comes as a package like 6228 with other unit orders and the like that will have to be touched and maybe written. And so, i just want to make sure that the commission understands that the commitment is there and, really, particularly right now, i think a sense of urgency is important. And if that provides any insight. So thank you. Ill take everybodys input into consideration. Can i address that . Are you done, john. I have a quick followup. Just for clarification, the Department Notice is not something that is voted on by the commission and has no impact and can be withdrawn any time by the chief. And while we may stress this and believe in this chief, you know, it doesnt have the permanency that i think we want to see out of it. And regarding timing, chief, we talked about this, getting this done in february. We can get it done in the next two weeks and get it right. I look forward to working with you. Based on that, and so, if its a bulletin, it would expire in two years. So, i take your point, but a bulletin, while the notice is out, the commission can work on whatever it wants to work on, but why not get something out now. Rather than delay and work through this long process, why not get this notice out now and the commission could change policies and this will stay in effective indefinitely wher, whe the bulletin will expire. I think were talking passed each other. I agree this should be a bulletin and the reason why is the bulletin has to come to the commission or get renewed every two years and i see this as a beginning of a general order and it should be a policy statement from the Police Commission and i believe it needs to get out immediately. I would call it a bulletin with the understanding were working towards making this a general order and that gives you two years and you can get it out right away but its in our best interests to make sure this is a policy department. When i officerinvolved shooting when i got on, they would release a booking photo and rap sheet and the Biggest Issue was releasing the rap sheet and i think were able to get that pulled back but releasing the photo is still there. It something done ocommissioners addressing it. I think it should be a bulletin to becoming a general order and that gives us two years to work it out, to bring it to the level of a policy. It doesnt need to be a bulletin to become a general order. What im suggesting is, a, we cant direct the chief. Thats in his purview. He can issue a notice while the Commission Works on a general order. It doesnt have to be an either or scenario and rather than go through that process that expires, why not have the notice issue and the commission can work on a general order, a departmental general order on the subject area. The chief can direct whatever notice he would like, but it would be better to delay and then the commission can work on the deo. No one is asking for a delay. You know, i think theres something about the weight of a notice that is, like, dont forget to get to the dime store or donate tomorrow or come to the blood drive. Thats what the notices are. Its a lower level, but thats fine. Hamasaki, you can follow up and set this up for a general order and work with any groups you want to, the public defender. I dont want it to fall off the wagon. Weve been criticized over and over when we sent things back to the department, they never come back or they come back 14 months, two and a half years later. If it goes out as a notice, i would tell commissioner hamasaki to start getting your working group together and make this is a dgo because it should be a policy of this commission. If i could briefly follow pu. Theres generally three of us that ideally working together on this and make im cutting pauls comments off. But i spoke with director henderson and dpa is willing to waive their time on the adoption of the bulletin and we can get it out in the next meeting so nothing to delay it. Ok, whatever. I want to make a couple things clear. Regardless of how we go with it, a couple things will happen. Number one collaboration, number two, listening to all of the groups mentioned in this presentation and number three, a commitment from the department that this is not something that we are doing just to say we did something. This means something and for me, i have been stuck just because. So, this means something and so, the commitment is there. However we go with it, we go with it. The collaboration, the Community Input and working together to get this done and just for the record, i want to say that part of the Collaborative Reform Initiative was critical of the whole policymaking process and protracted that it took so long and i want to relive the spirit of that, so lets get this policy done and whatever happens from this point forward, well do whatever we need to. But, also, for edification, notices, for the purpose of policy, procedural changes, as well, so its not just announcements and i want to make sure that is in general order 3. 01. Regardless, were committed and thats what the spirit of this is all about. Thanks, chief. Thank you. Do you industrial still hav . I was going to just say that im happy to use the resources here in my agency to expedite all of those processes whichever gets decided. Im ready, available and willing to move this board as quickly as possible, including waiving the time that commissioner hamasaki spoke about to make sure it gets done quickly and in the faster way possible. My point was for the concurrent part which does not have to be protracted process, if that is a more institutionalized process, whatever role the dpa will be playing and im happy to waive those requirements to the degree theres a delay but double down and say, i will come to the able to help draft, create, amend, facilitate as soon as possible and i think thats something to get done immediately. Lets decide and move forward. Item 1b, report on recent activities and announcements. The report will be limited to indiscernible . Is somebody talking . You are on, paul. Great. So we are at 391 cases that have been opened so far and this time last year, we were at 336 and, obviously, theres an increase there, including the time period during the shelterinplace. In terms of cases closed, we have closed 443 cases so far this year and this time last year, we were at 292. We still have 381 cases pending right now and this time last year, we were at 333. In terms of cases sustained, were at 18 and this time last year, we were at 35. And this time last year, we were at 34. The mediation cases are at 16 currently and this time last year, we were at 19. Obviously, our cases have been impacted because of the impacted and delayed, in part, because of the shelterincase and they need to continue with the investigations but the numbers are continuing to go up. We had a training, a 40hour training for the mediation team, a Certified Training that took place last week for the staff on mediation and i dont know if anyone had a chance to look at the information we provided last week thats now on the website about the mediation, but we continue to work in that area. And we continue to have two outreach presentations with be magic organizations this week about our programs and reaching out to youth. For the 1421 information, last week, we released the large file of 1800 page file and anticipated releasing the remainder of those files later on in a week, which is about another 1,000 pages. Our fulltime 1421 legal assistant started this week and in the process of onboarding right now and they hopefully will be speeding things along with our 1421 place 1421 obligao make sure we get information out and to the public in response to the demands made to us through 1421. Were continuing to build our online request portal and tracking the system for requests. Our numbers so far are total allegations that have been reviewed which are 2,126 and total complete files produced are 54. Its a little more than 54 with releases from last week and a total number of officershooting files produced have been four, not including the release from last week and the cases file pending production more than 46 if we include the production from last week. Onsite case files pending secondary review are 208 and storage case files pending secondary review are 2,575. We have no dpa cases in the closed section this evening and in the audience and on the phone, our senior investigator steve ball, my chief of staff, Sarah Hawkins and samra marion. Thats it. Said they were ready we pushed the department to be speedy about this. I dont want delays. There wont be. Awesome. Just making sure. We had asked. I know you said you talked to the department and we asked the department to get us those documents. That is what we are waiting on to find out. That is what i mean. I have been pushing them, you remember from the meeting a couple weeks ago with director mcguire, pushing them to be quick. They said we need 30days. I am pushing you to be quick. Finally, we participated in the early immigrant panel board today. They are going to make a presentation to the commission on july 8th that is into the weeds than the presentations have been. I have requested that. That is all i have. I know other commissioners have reports. I will call on you as i see you. I think you explained we are final with the use of force revision. The chief and i have been working diligently to get those done. Commissioner brookter and i will work with respect to the 96 report and the 5. 01 to look at it to see what the numbers mean. The department provides the data dump. We need to dig in to the actual numbers and what they mean in terms of how the police are policing different communities and what use of force is used against different individuals in our community. We have assigned ourselves that task and we are going to take a deep dive, as commissioner taylor likes to say, into these numbers and what they translate to. My second thing i have asked and am in the process of trying to have the commission 1421 report posted on the website. I know d. P. A. Is working on that as well and the Department Also separately is working on getting it published. It has its own set of records. I think that we should be posting our records online so the public knows what we are posting and what we are releasing and the requests we are receiving from the public. My third and final thing i want to agenda the investigation. I am not sure if we are there. We are not there yet. I want to have that on the agenda to where we are in light of the letter from d. P. A. We are not there. I will make a note of that. I do want the chief to provide an update what is happening. I know that commissioners have asked for updates months ago and we havent received anything. It was disturbing reading the letter. I want the department to respond to that. I will get it on the agenda. Commissioner. I wanted to follow up on the meeting last week. I wanted to say to our viewers, to the public, i want to send apology for the confusion and, you know, i dont think we handled it as well as possible. There was a number of people calling with different numbers. People thought it was the same person on the line. As i think we all said that night, we all value Public Comments. We are witching to a new system next week, web ex that should make it easier and will hopefully address the issues that led to the disturbances and confusion. I apologize for that happening. I have had a lot of conversations out of that meeting. That was a long meeting and we are all catching up on sleep. Thank you for keeping us on ourr toes until 3 00 a. M. I left the meeting and have done a lot of thinking over the last few weeks and the year and the discussion that has been happening around defunding the police. I want to let the people know that this is something that started at the commission. Commissioner jesus and i started working last year on transferring all Police Response to nonPolice Response. Finding the right professionals to handle the calls. We worked with a coalition of individuals in the Community Providers to bring the resolution. I want to let everybody know that this commission passed that resolution unanimously. The commission signed on, all of us, to transfer nonpolice calls to the Proper Professional Service providers to answer them. This defunding and restructuring of the police began before this movement. We are dedicated to it, as everybody said tonight. We know there are appropriate people to respond and we look forward to working with the community. There is a board of supervisors working group working on this issue since february. I will continue to update you. We have another meeting scheduled this week and i will update you at the next meeting where things are at. I know there was a lot of anger that was rightly placed, but i think we are dedicated to it. We have been working nonstop on this for quite awhile. That is it. Thank you. Commissioner davis. After that meeting last week, i had 24 hours to get changes to the Police Department. They have a bulletin regarding use of force policy and proper control of prone and supine persons. I did request changes to that bulletin. I understand the chief is going to turn that over to the d. P. A. And they will turn it around quickly. This is talking about body parts, knees and hands on the back of someones neck. We want that out. It is a gray rea. This bulletin addresses the 501. It is in addition to 501. This has to become a general order. It has to restrict in whatever fashion we end up with hands, knees and feet on the back of peoples necks. I got that out. I was asked to speak about the commission what we due to the Libertarian Party and i spoke to the harvey milk club. We did meet with the eis board today. I dont see hard numbers. Some of the come tea comparisont think gives an accurate picture. I am looking forward to the report. I have been saying for years the eis system is broken and doesnt really capture data necessary to follow the officers. I would rather discuss what will work because i think this is an important feature to catch officers before they get on a certain path. I dont want to give lip service to a program we have that is not functional. That is coming up and is something we need to discuss. July 1st, the two use of force bulletins are amending 5. 01. That is july 1 and the eif presentation is july 8th. I also last thing. I would like i have questions about the letter. I am not cheer where the chokehold not clear where the chokehold is. That is why we asked for the poster in the stations around the city. I am happy to say because of that i am working on a resolution for the full commission to get your support as resolution expressing support for black lives. I will bring that in july. I want to share with fellow commissioners and public. Based on the presentation on the budget, i am taking it upon myself to make sure we sit down with the department to have meetings to look at the budget on an ongoing basis. It should not come before the public 700 million budget to be presented twice a year, a week or two before approved to go to the mayor. He seemed like a lovely man. We didnt talk about officers specific issues. I am more concerned about his statements about the anti blackness in the department and failure of the bias training. Mr. King volunteered to come before the commission to explain to us and the public where those comments came from, why he felt that there was antiblackness in the department. He had solutions to propose. It will be very valuable to hear from him. He was the bias trainer in the department for two years. We will figure out an agenda. I want to let folks know. It has come up five or six times in Previous Commission meetings. That is one of the few agenda items that has not been set because d. P. A. Is conducting an investigation. I have been trying to figure out when that investigation will be at the point to report to the commission. I would love to have king before the commission and have a call with d. P. A. This week to figure out where they are and what stage they are. It would absolutely be on the agenda. I am eager to hear about it. It will be agendized and we will figure out when. Can i ask a quick question. Director henderson, would that impact your investigation if he spoke before the commission . It depends. It has to be carefully crafted. The body cam and use of force went to the black hole. The p. L. A. Sued and the city won. The city is still following the practice of meet and confirm on everything. Unless it is a mandatory subject of bargaining. Show some urgency to make sure the anti bias policy is brought out. On the map i want to comment the chief that it is a shame it is necessary it got to that point. The policy has been in effect for a long time. The p. L. A. Is one of the highest spending political organizations in town. If they opened up the uniform, you would have to open it up to any political club. It was an obvious violation of policy it is very troubling. It looks like the toa were doing a stunt here. The history of Blue Lives Matter is beyond what the chief outlined. I think it is really a shame the chief didnt say he thought it was a failure of leadership his sergeants didnt notify him that the officers were wearing p. L. A. Masks. If he thinks this is acceptable we have a problem. Dont use the fact they are investigating the issue. I think the whole cit should be defunded and taken out of the department and handed over to the Health Department or to community organizations. I do give officer moline credit for the real problem. Lack of behavioral and Mental Health and drug programs. Those can be funded if money is taken from the sfpd budget and reallocated to those programs for community distress. I failed to understand what purpose it serves by among shots of people convicted of major crimes. Glenn cox, public defender. I appreciate the leadership on the issue of the mugshots. This policy defends the Due Process Rights of those accused of crimes. Lets be correct there is a lot of work to do. If someone is convicted it is something that snub discussed. They can do better on the report. That is true. You can also find the right ones to respond to the 911 call. This commission is correct in general. The new among shot should be there. It is an immediate fix and longterm solution. Thank you. Caller i called last week. How is it that the commissioners are taking the chief of police spots at space value . Last week he lied to the commission directly in his comment. He said there was a threat of violence. That is not true. He said the journalist was caught in the middle last week. That wasnt true. He said is journalist said the officers shot the journalist. That is something chief scott said didnt happen. The chief is lying. Second question. How in the world does it take three to five years to change a policy related to booking photos. Three to five years. Does it take that long to address a racist policy like that. Why has the commission not acted on the complaints. What the heck is this commission for the you dont act on complaints . All of these questions raise so many red flags about how this commission is doing. I again call to defund the sfpd and officer molina suggested there are other ways to address root problems. This commission should reallocate the money to the departments that can handle it, handle people with respect and without shooting people. Thank you. Next caller. Caller i want to talk about Many Organizations in San Francisco who are on the front line to address violence. What is missing in all of the deliberations is not once have they been addressing the unity. That stems a lot of problems. Into resolutions. I wonder if you know the difference between resolution and something called an. [ inaudible ] resolutions that are passed have no slight. That is what you are doing. Meeting at 5 00 and the community has to give that comment at 8 15 p. M. That is wasting our time. On my blog i am sad i had to write it. It is dysfunctional. That should go away. I want to applaud the Great Success of the group but also say we can do much better. Beat the forces down with Mental Health calls. The cit training helped a lot. Here is where the Police Commission could step in to improve further. As we move toward the responding models, why not create a resolution to put a Mental Health in each of the 10 police stations. There is a lot of background now here. I dont know what that is. If we have a psychologist in each of the 10 stations, we can it will allow them to use the person to respond to calls that need a Mental Health professional on the site. That would be a huge help. Yes, that costs money to hire 10 psychologists at 10 stations. The staff of about seven is great. They are stretched. The training staff, field responding staff could be doubled and they could offer more training and they can respond to a lot more calls or assist in a lot more calls. That takes money. I get it. In the time where there is talk of defunding police. I ask the opposite. More to be spent on cit to help people in crisis by turning over calls to Mental Health professionals, working with them, having them out in the stations. Fourth quarter 2019 and First Quarter 2020 discussion. D. P. A. You are up first. Give me a second to get your powerpoint loaded up. This presentation will be from our director of policy. She is setting up now. Thank you so much, commissioners. We appreciate to have this opportunity to provide you an overview of the work that was done the First Quarter of 2019 and First Quarter of 2020. It is anticlimactic because of what is going on right now. This is an opportunity to give you an update what has been accomplished. Mostly for members of the community, d. P. A. s role is to provide policy recommendations on a quarterly basis. We provide these recommendations through quarterly reports, through this report today, the sparks report, and when we finish our complaint investigation we make policy failure findings and make recommendations concerning policy. Other ways we make recommendations come out of our participation in working groups and issues before the commission. These are opportunities where we are able to work with Community Groups as well as government officials and create policy. Next two slides, please. During the Fourth Quarter there were three areas that we focused on. Some revisions to the Domestic Violence general order. Recommendations concerning Police Interrogations of use and deaf and hard of hearing that will be in front of the commission on july 15th. I will focus on the Police Interrogations. Concerning the Domestic Violence. Our agency is working with multiple Community Stakeholders and the Police Department for several years concerning ways to enhance especially investigations of Domestic Violence. For several years we put together the Domestic Violence manual in the process of being review by the Police Department. When we completed that we were invited in october to provide the 6. 09. Police department Domestic Violence order. It was the collective work of not only our agency but the Domestic Violence consortium of 17 Domestic Violence Service Providers and communitybased organizations and the status of women and the working group which is a group that i chaired that is in place since 2012. It is a number of Community Stakeholders and the commissioner and the Police Department where we work on how do we put an enhanced procedures around Language Access so we can really address any concerns that arise concerning Domestic Violence and Sexual Assault investigation. In october we provided the recommendations to the department. The revisions concern a number of topics, intimate partner, strangulation. These recommendations we looked at best practices throughout the country. We wanted to address concerns raised during these working groups so we could really have a best practice deputy general order. That was the work that happened the last quarter of 2019. Another area that we worked on concerned Police Interrogation of youth. As many of you recall there is state legislationantic requirements where youth are permitted to required to speak with an attorney when taken into custody. Locally the board of supervisors passed the ordinance to provide more protections for youth in San Francisco is. We had an opportunity in december to provide feedback on the Police Department proposed bulletin. Our agency made these recommendations to make sure there was clarity attorney consultation, notification of an adult would occur before the interrogation or miranda waiver. So we made recommendations concerning clarity that the attorney consultation and notification would occur before the interrogation. We recommended the right to privacy would be in the Department Bulletin. We recommended the miranda add interrogation would be reported. It would be in the Department Bulletin. The department did release the bulletin on january 8th. It incorporatessed our recommendations in terms of clarity about the requirements as well as right to privacy. It requires documentation and the Police Department agreed to record the interrogation and providing Language Access. Those are the highlights from the last quarter of 2019 and First Quarter of 2020. First night shows in that report we issued 54 bulletins and notices. Three bulletins 51 notices. We issued one general order. 3. 06 that dealt with resident certification. Department orders in progress Fourth Quarter deaf and hardofhearing. It is the policy members in the course of official duties when encountering a deaf or hardofhearing shall provide free of charge an interpreter for effective communication. This is scheduled for the july 14th meeting. Next d. G. O. In the Fourth Quarter was 3. 09. Department awards tabled. It defines the criteria for awards from gold medals to captain awards. The commission is working on that. 5. 03. Investigative detentions incorporating recommendations by the working group. This order establishes policies and procedures regarding investigative detention. 5. 15 enforcement of immigration laws. Police Commission Adopted on january 8, 2020 to stab learn policies regarding the San Francisco Police Department role in enforcement and conoperation with the u. S. Customs enforcement and Border Protection or successor agencies. San francisco administrative code chapters 12h and 121. In addition, we had d. G. O. 5. 17 prohibiting bias policing. Incorporating recommendations. It is the commitment to create people with dignity. This is 6. 03. Under water diving. Approved to move forward. It was adopted the may of this year. This established protocols for under water. 8. 01 critical evaluation notification. This is under revision to establish policies and procedures for evaluation and notification of command personnel and finds situations constituting those incidents. 11. 07 discrimination and harassment. This has been adopted. It establishes the Department Policy prohibiting discrimination, harassment and retaliation. This applies to all members. 11. 08 physical fitness approved to move forward to meet and confer. Establishes policies for implementation of physical fitness and wellness administered by the department. 11. 11 intervention program. This is under revision. It provides intervention and Recovery Resources for addictive behavior. It is not limited to substance abuse, gambling and anger stress management. It may include prescription drugs or a substance that could impair the ability of the employee to perform the functions of their particular job. The dgo 3. On 6. The recommendations to include a two week deadline by which the residence needs completed. The department of accountability recommendations as related to 3. 06. Also, the deaf and hard of hearing we recommend work with the working group to create a training video with paid actresses written by working groups. This is by d. P. A. That is considered. Weep recommend that sfpd provide the Language Line on all officer departments issued cell phone to provide video confesserring. Including training for uploading the apps. The bulletin announcing spoken language service. Also made recommendations regarding db19. 165 sexual as survivors. They are as follows. Provide Sexual Assault privacy by requiring rooms. Sexual assault report at district station copy of rights prior to any interview or report taking. This come appliances with people code 679. 04. Comply with section 9. 045 mandate. They may have an advocate and support person present during the interview. Ithey can take the report of women against rapes office. For limited english, they use a certified officer for interview and report taking. If it is certified ours is not available use a language interpreter. It should be in the primary language. Then our final slide is this report just a sample of the grid we have incorporated to use when dpa makes recommendation. Rather than red lining they c. E. O. S. They submit with the date. We put in the date weep received the police come loming we outline when we are incorporating or not and we provide an explanation for much of shows recommendations. In the First Quarters duties of patrol orders to establish the duties and responsibilities of officers assigned to patrol duties. 1. 05 station personnel under revision. The purpose is to establish the procedures regarding the duties and responsibilities of the captain, lieutenants keen pers and keeper. 3. 09 stabled for future meeting. We mentioned that in the last order. 5. 03 investigative detentions incorporating recommendations. This establishes procedures involving detention. 5. 04. Arrest by private persons under revision. Last night i listened to the chief speak at a conference and how he has the traffic stop as a young man by the officer referring to him as boy. That just brought me to tears because the trauma my son suffered in his mid20s after he was beaten by the sfpd and the long ensuing fight for justice. One of the officers is officer cabile who has been called out and we have protested made reports to you. He was hired when he killed the 15yearold derrick gains. I dont know why the San Francisco hired him. After my sob sons sons assault. He went on to throw an unarmed young man and hogtied him with handcuffs. In june 2018 he went on to shoot a man in the back in a crowded neighborhood during the warriors championship. Two cities paid out three settlements and there is another pending. Where is accountable we are looking for . We have no answers or charges regarding the officer restraining a man using a corrupted hold the police are ineffective. Where is the accountability for the implementation of the curfew. We asked the stopping of the use of force. They allowed the chief scott to leave. His police force was allowing protesters and didnt allow them to come forward. They were about to be violent. If this is not violation ofcism rights i civil rights i dont know what is. Hold police accountable. Our voices are not heard. We were ignored. Next week the chief reported 19 instances of use of force during protests. The document covered these issues and others. One, the public can only watch on sfgovtv which shows the person speaking not the others in the room. It would be possible for a commissioner to leave the meeting without the publics knowledge. Two, during all Public Comment the screen displays a static card with the title of the agenda item. It is possible for people in the meeting to leave the room during this item without the knowledge of the public. 3, it is not clear to the public when Public Comment occurs. It is tremendous the last three or four weeks in this neighborhood. We dont have any sfpd calls going out to us. When we call them so i wanted to bring that to your attention. Every time that same officer goes public and in the newspaper, the reporters calling you are retraumatized. The chief said the bothered him to be called son in his mid50s. Think about what it does to a young mans brain when it is not fully developed. How that affects them. Your actions matter. Please get rid of the bad officers in sfpd. We want the firings by the d. P.
