Im excited to present to you today the redevelopment plan amendment that allows for a range between 129 and 230 hotel rooms and between zero and 21 residential units. The plan amendment will also increase the amount of retail and would also allow for the flexibility for the project to aggregate some of the small size of these spaces. In addition, we are also proposing an increase in height and staff has been working with our partner, Golden State Warriors, for the last year and working through the kinks and making sure that the project we have before you is sound and we on ocii staff are recommending approval of this item. What you hear today from richard he heckman and the Development Team is the benefits of the promise and the commitments that come with it that the developer has made in consultation with our office. In addition, theyll talk about next steps and were thrilled to be before you today because of the amount of work thats been done and the partnership with the warriors since the completion during the construction of the arena and since then. So looking forward to hearing your feedback. With that, ill turn it over to Gretchen Heckman to present on this item. Thank you, director. Good afternoon, chair bustas, chairwoman rosales. My name is gretchen heck man and im a Development Specialist in the mission bay group at ocii. Today im joined by the Development Team consisting of peter bryan, the Vice President of construction and development at the Golden State Warriors and eugene lee, a senior associate who is the architect for the proposed project. There are six items before you today regarding the Golden State Warriors hotel and residential project, which is proposed within the existing chase centre site on blocks 29 through 32 in Mission Bay South. This project requires an amendment to the Mission Bay South redevelopment plan and associated plan documents ton the already approved design documents the major phase and basic concept or Schematic Design for the chase centre site. All of these actions together require environmental findings, which are also before you today. Please note that in your files for this item, you have an updated version of the redevelopment plan amendment and the commission memorandum, which were redistributed with corrections. In addition your files and our online posting were also updated to include the technical studies for the addendum. Next slide, table of contents. Here is an overview of todays presentation. First we will cover the six action items before you and will understand the context around them, then the warriors and gensler will review the project. Well they think talk about community out reach and the status of the warriors work on this project in meeting ociis contracting and workforce requirements and finally well end with a summary of all the actions that will happen after this hearing, including a schedule for the Planning Commission and various board of supervisor sessions. Next slide is, approval action summary. Resolutions five through 10 are before you today for approval. Ing to, the amendments approved through these resolutions create new land uses for the existing chase centre site on blocks 29 through 32 and they set parameters that match the specific proposed design for the hotel and residential project. Next slide proposed promise. Project. The warriors have submitted a design for a 160foot building with 129 hotel rooms on the lower floors and 21 residential units on the upper floors. While the project is specifically designed in their Schematic Design package, the plan documents allow forability in programming in the event the warriors need respond to changing Market Conditions in the Residential Market and thus must pursue a higher hotel room count. The whole set of planned document amendments does four things. It allows for the submitted bcsd design to move forward, the document language allows for potential changes to hotel room and a residential unit counts, up to as many as 230 hotel rooms and as few as zero residential units. The document three classify retail entitlement on the existing chase centre site and increase the entire retail entitlement in the project area in order to do so. And finally the document amendments define the fee amendments that are required to build the project. All of the approval items will go before the ocii commission today and then various agencies will review and approve a subset of them. For instance, the board of supervisors will only review the redevelopment plan amendment and the Oversight Board will only review the owners participation agreement or what we call the o. P. A. Next slide, proposed project location. This slide orients us in the Mission Bay South project area and shows us where the hotel and residential project is planned on the chase centre site. Currently within that footprint stands a threestorey retail building which will be demolished once the warriors are ready to Start Construction. Next slide, neighbourhood [inaudible]. Mission bay is near completion. The project area is wellserved by Neighbourhood Retail Services and transit as shown in this amenities map. Next slide, site plans. This slide is a site plan for the chase centre site, shown looking down from a birds eye view. It shows the existing arena, the existing two Office Towers and the proposed hotel and residential project. As you can see out of the four blocks that comprise the chase centre site, the hotel stretches across two of them, 29 and 30. There is a building in that Northeast Corner that will again be demolished once the warriors are ready to Start Construction on the project. The next few slides will cover the proposed changes in the redevelopment plan to. P. A. And the design for development document. Next slide, redevelopment amendment. The redevelopment designates the boundaries of regulates land use four and defines general controls and limitations on development in the project area. Overall t plan amendment increases the number of hotels and hotel rooms as well as the amount of retail entitlements. These overall increases are restricted to block 29 through 32 and specifically for the hotel and dwelling units they are restricted to blocks 29 and 30. This is the third redevelopment plan amendment since the plan was adopted in 1998. Next slide, blocks 29 through 32 after plan amendment and design approval. This slide shows the land use summary before and after the hotel and residential project entitlements for blocks 29 through 32. The leftmost column shows the applicable land uses on the site and 18,000seat arena, hotel, residential, retail, commercial, those are the two Office Towers and the arena and finally open space. You can see that the hotel and retail are being added to the site and that the retail Square Footage appears to be increasing. This is more akin to a reallocation which we will discuss further on the next slide. Finally, youll notice the open space decrease slightly to accommodate the footprint of the project from 3. 8 acres to 3. 6 acres. This decreeds amount is still above the 3. 2 acres of open space originally approved by ocii in 2015 during the arenas entilements. Next slide, blocks 29 through 32, retail summary. This slide breaks down the reclassification of alreadybuilt retail space. The 15,000 square feet of the top of the slide is the amount of retail entitlement provided to the warriors at the time of their arena entitlements at the time of 2015. The redevelopment plan calls out certain exclusions for retail space, one of which is for spaces under 5,000 square feet in size. Such space has been and is currently excluded from the retail tally in the redevelopment plan. But as long as it is considered exempt, it is restricted to a size of 5,000 square feet or less. The warriors had requested more flexibility in these spaces so they can freely move [inaudible] walls according tenants needs. This currently excluded space that is already built tallies to 54,000 square feet on the site. In addition to the previously exempted space, there are a few outdoor terrace spaces attached to alreadybuilt retail that require flexibility in their level of enclosure. O country, i is proposing to add those tariff bases to the retail entitlement to redesign screens and coverings to indraoes comfort of future patrons. Next slide, south o. P. A. Amendment. The south o. P. A. Is a Development Agreement between ocii and through an assumption of rights and responsibilities, to match the developer focils. It has been amended six times in the past. This proposed seventh amendment authorizes hotel and Residential Land uses on blocks 29 through 30 and specified development range of up to 230 hotel rooms and between 0 and 21 residential units. The amendment also lays out the fees required in order to build the project as well as augmented housing fee and additional contribution toward open space. Next slide, public and fiscal benefits. This slide shows the impact fees required in order to build the project. The first section shows all the onetime funds that would flow through ocii in the city. These funds mrafp whats in the planning code with the exception of the inclusionary Housing Programme which is an augmented fee. Over 1. 3 million by increasing the percentage of gross floor area assessed from 20 to 30 . The part of the slide shows a Park Maintenance fee intended to offset the Maintenance Cost by patrons of event centre utilizing park 22, which is direct across from blacks 29 through 32 in the chase centre as you will see an up coming rendering. The amount of the fee was determined in conjunction with the Management Company that maintains parks in Mission Bay South and is used for cleanup after giants games at oracle park t. Fee is an annual fee and acrews upon opening of Bayfront Park, which is currently under construction and is expected to finish next summer. Next slide designed for development amendment. The Mission Bay South design for development is the government earning document for design controls for each land use type specified in the redevelopment plan and is care out through the south o. P. A. It is also referred to as the d for d. As we go through the amendments on the next slide, one thing to keep in mind is that these amendments are restricted to blocks 29 through 30, specifically in order to meet the needs of this proposed project. Next slide, designed for development amendments. The main proposed changes to the d for d have to do with height and bulk. As we saw in the site plan slide, the footprint of the hotel and residential project within the existing built conditions on blocks 29 through 32 are quite constrained. In other words for the warriors to fit in all the necessary programming, staff recommends allowing an ib crease above 90 feet to allow the residential portion of the building to increase up to 160 feet. In addition, the proposed d for d changes show an increased plan length from 200 feet to 240 feet. Allowing for additional length for the Hotel Portion of the building. Again, to create a feasible project. Vument of the height and bulk increases, the tower developmentable area for the block and that is for the height zone also increase slightly. There are a few minor additional d for d amendments that the warriors have requested. These include a change to the percentage of the buildings rooftop area that a recreational structure can occupy and this change was meant to create a comfortable amenity for the residents of the dwelling unit and then the final amendment is for a larger projection in the form of a canopy that will help mark the hotel entrance. Next slide, major phase amendment. The final of the six actions a conditional approval of an amendment to both the existing major Phase Development and the bcsd for blocks 29 through 32. The major phase document provides the Overall Programme and infrastructure needed for the 2015 event centre and mixed use project. This proposed amendment incorporates at a high level the new hotel and residential project into the site. Next slide, basic concept and Schematic Design overview. The proposed hotel and residential project amends the 2015 event centre bcsd as well to allow for the replacement of an existing threestorey retail building in the Northeast Corner of the site and to make changes to the retail entitlement open space and parking counts. The project includes 129 hotel rooms, retail and use associated with the hotel, such as meeting rooms and a ballroom, as well as 21 residential units on the upper floor of the massing. And now im going to turn over the presentation to peter bryan, Vice President of construction and development from the warriors. He will speak in more detail about the project, its programming and the Development Team. Thank you, gretchen. Good afternoon, chair, vice chair, commissioners and director. Its a pleasure to see many of you again, albeit remotely today. We are excited to present to you our Hotel Project blocks 29 to 30. We believe there is a great need for hotel rooms as envisioned in the original plan to support the area today. With an ultimate plan area buildout of over 6500 residential units or 4. 4 million square feet office, an 18,000seat event centre and active hospital complex and ample open space, we believe and have heard from many neighbours during our outreach efforts that having a hotel at blocks 29 to 30 would be a tremendous asset, not just to the redevelopment area, but the city as a whole. You have been provided with several letters of support from some of these neighbours. Including local business in mission bay and surrounding neighbourhoods, residents of mission bay properties, residents of nearby neighbourhoods. We at g. S. W. Are confident in the long Temple Health of our community and intend to be a vital contributor to the Mission Bay Community and San Francisco as a whole. Im joined today by many key members of our project team to assist me in presenting our project and a in answering questions you might have. S. H. Hotels and resorts our management and operating partner. And will operate this property under their one hotel brand, which is wellsuited to San Francisco. One hotel focus on being environmentally consciousness and a member of the local community. From sourcing locally to reducing the use and environmentally damaging materials and to bringing nature into the interior spaces, one hotel is a brand we will be proud to have operating at blocks 29 to 30. Gensler is our exterior designer abarchitect of record and jones la salle is the Development Manager for the project. Next slide, please. Gretchen already gave you an overview of the programme for the project. And this is a bit more detail of that programme. Of the 129 hotel keys, there will be 115 standard rooms and 14 suites. Ott 21 residential unit there is will be 13 twobedroom units, two threebedroom penthouse unitsful supporting this will be a ballroom and meeting room spaces, a fitness centre, utility spaces and around 12,000 square feet of leasable retail comprising of a spa and three restaurants, two of which have exterior terraces above ground level to take advantage of the views of Bayfront Park and the bay. Next slide, please. The proposed project does not change the current pedestrian and bicycle paths of travel for visitor and workers that the chase centre, thrive city and the Office Buildings. We believe this project will help to activate warriors way and the Northeast Corner of the property. Next slide, please. This is a rendering of the entire site and includes the proposed project shown at the back right of chase centre with the downtown skyline in the background. We have attempted to be conscientious and considerate of how this project faces Bayfront Park and the waterfront. We have designed the portion immediately adjacent to terrier francois boulevard to be the lowest at 84 feet and step it up to a proposed height of 160 feet on block 30, which is one of the action items in front of you today. We have worked extensively with your staff to make sure that the fencing and roof designed a to the architectural character of mission bay while being sensitive to the plan area. At this point, i would like eugene lee to walk you through some of the design components of the project. Thank you, peter. The proposed mixed use hotel needs to be blended really well with the neighbourhood. As Mission Bay Community is an important, vibrant neighbourhood for San Francisco, new massing has to represent other mission bay massings. First, top massing is at 160 feet in height, which is at the same level as other mission bay massings. And it steps down toward the nature bayside. Step down massing and the 84 feet in height and it is well integrated with other lower massing a along terrier francois boulevard. Because of stepping down terrace massings, new massing fits well between urban in nature. Next slide, please. It is also very important new proposed mix. Mixeduse Hotel Architecture creates a great relationship with marine architecture. We apply arena architectural curvature lines to create a natural gateway for people. There will be a lot of people on new Bayfront Park to enjoy community and nature. With the arena, new massing will invite people up to arena level where there will be new programmes that say restaurants and cafe amenities will enhance peoples experience. Next slide, please. This view is taken from warriors way. Currently, warriors way is not excavated because there are either backside of retail at upper podium level or garage louver system at ground level. But new design will activate the street with a special Hotel Amenity programme such as ballroom and meeting rooms at upper podium level. And condo Hotel Lobbies at ground level. New massing with a new programme will activate the warriors way for people. Next slide, please. We also like the share four elevations with you. First one is north elevation. Which is the warriors wayside. Dynamic facade design will bring transparency and texture to the community. Youll stephane dionsinger fa . Ad many different ways. From right to left, it gradually changes from urban fabric texture to nature terraces will where you will see more horizontal shadows. Next slide, please. South elevation also highlights massing the curvature. Roofline is also very dynamic and it is well integrate with the massing below. Next slide, please. If elevation is very transparent with horizontal terraces to maximize the experience of nature. Next slide. Less el will anchor the urban side with a texture that reminds you of the city grade. Next slide. Please. And peter bryan will walk you through the plans again. Thank you, you gene. At the ground level, we want to activate warriors way as you hear from eugene. The next slide up. So at the ground level, activating warriors way has been a critical component of this proposed project, given its current state. What you see here is the ground level. The blue being the main lobby reception areas that serve the proposed building and spaces within it. And on the right side in pink is one of the three restaurants. This one having, you know, direct connection to the public rightofway, Pedestrian Access and across terry a. Francois boulevard to Bayfront Park. Next slide, please. One level above grade, we begin our ballroom and meeting Room Programme space that you see in the pinkish colour. Next slide. Level 200, this level not only has a continuation of the ballroom and meeting Room Programme from below, again the pinkish area on the middle to left side of the drawing, but also a cafe, restaurant and terrace overlooking Bayfront Park on the right that you see in the lighter pink and the yellow colour. Next slide, please. Here you can see a typical hotel floor with the mix of standard rooms and suites. Next slide. At level 700, this is our primary amenity level. It sits 84 feet above grade and consists of fitness centres, spas, hotel rooms and a restaurant with outdoor terrace overlooking Bayfront Park in the bay. Next slide, please. And finally this is a typical residential floor showing five units with a mix of two and threebedroom units. Now id like to turn the presentation back to Gretchen Heckman of ocii and thank you for your time. Thank you, peter. Again, commissioners, this is Gretchen Heckman with ocii and im going to continue on with our Environmental Review slides. The sxhition required to make environmental findings pursuant to California Environmental quality act or ceqa as part of its approval of todays actions. On november 3, 2015, the Commission Certified the final Impact Report that covered the event centre in mixed use development at Mission Bay South lots 29 through 32 as required by and in compliance with ceqa. As part of the commission to consideration of the proposed project and todays actions, which are also refered to in the ceqa finding resolutions as the 2020 actions, ocii has prepared the first addendum to the event centre at sbir. The first addendum evaluates the environmental effects of the 2020 actions and makes conclusions that we will recommend the commission adopt. In compliance with state law, addendum number one uses a vehicle miles traveled based threshold for measuring significance of transportation impacts due to vehicle trips. Next slide, Environmental Review continued. To determine whether an environmental effect is significant, ceqa now calls for agencies to transition from using thresholds that are based on what is known as levels of service at roadway intersections to whats based on the vehicles miles traveled methodology. Next slide. Environmental review, continued. Staff recommends that the commission adopt v. M. T. Standard for purposes of analyzing the warriors related 2020 actions as recommended by the states technical guidance and as supplemented for vehicle impacts by the Planning Departments guidance. Finally, staff recommends that the commission, consistent with the conclusion of addendum number one, fine that the environmental effects of the proposed 2020 actions are within the scope of the project analyzed in the event centre sfbir and will not result in any new, Significant Impact or a substantial increase in the severity of previously identified significant effects that would alter the conclusions reached in the sfeir. Next slide, Community Outreach. The proposed project in action were presented to the mission bay citizens advisory committee, or c. A. C. Twice, once in december of 2019 as a workshop and then again in january 2020 as an action item. At the workshop, warriors invited questions and feedback on the project. Some members of the mission bay c. A. C. And the public requested that the warriors provide more information on thing like staging during construction and any potential traffic impacts. Many expressed support for the project. In january, the mission bay c. A. C. Voted on each of these actions separately and, while the votes in favour differed for each action, all actions passed by majority. S the warriors also did significant outreach work to other neighbourhood organisations as shown in the list on this slide. As peter bryan mentioned earlier in your packet i dont say can reference letters of support for many of these organisations. Next slide, Small Business enterprise and contracting programmes. As you are aware, the warriors have worked closely with ociis contract compliance staff on the chase centre and dont do so as the team moves through its professional Services Hiring for the project. This project will comply with the south o. P. A. Programme in diversity and economic development, which includes can ocii Small Business enterprise or s. B. E. Programmes. The warriors are on track to meet s. B. E. Participation goals based on the teams recommendations and selections thus far in its professional Services Hiring. The warriors have also agreed to apply the requirements of the s. B. E. Programme to their hotel tenant improvement work. Which, unless performed by an owner as part of owner improve. S, it is currently excluded from the requirements of the s. B. E. Programme. Next slide, workforce programme. Once the project nears construction, the warriors will work closely as they have done with the chase centre with ocii as first source and local hiring for construction and permanent jobs. The warriors have also worked very closely with the office of economic and Workforce Development and workforcerelated nonprofits such as Mission Hiring Hall and Young Community developers and will continue utilizing those relationships for local placement on this proposed project. Next slide, summary of amendments. Here again is a summary of all of the changes for each planned document before you today which allowed for this submitted project to move forward but the flexibility in case Market Conditions change. As a note here, if the warriors choose to pursue a different project than is proposed in the bcsd submittal, they will need to resubmit a bcsd submittal that shows a higher range of hotel rooms and that will come before the commission. Next slide, next steps. Finally, as mentioned earlier, there are more approval entities that review the planned document changes after ocii commission and this slide lays out all the planning, board of supervisor and Oversight Board hearings as well as the final mayoral signature, department of finance determination and Effective Date for the redevelopment plan amendments. We have a lot of public urination going on all around our building on a regular basis. But in terms of the hotel, i think it is a great idea and i support the warriors. Thank you for your time. The marriott that is being built just down the street, the via, the hyatt. So, to say that there are no hotels in the area is really inaccurate. We very much object to the height of the building, the hotel. Its just add aing more density to our neighbourhood thats already very dense and so we were really would object to the increase in the height and, you know, i just really feel that its so much easier for Large Companies to pay fees rather than to actually provide the things that the city really needs. Such as more Affordable Housing, more open space. And we still get lots of litter and lots of garbage from what is already occurred in the last year from chase centre coming in. I cant imagine that were going to have any cleaner parks, unfortunately, with more people and more traffic coming in with regards to a hotel of people coming and going, etc. We have very tight streets and the traffic is always abominable and so this just makes me feel that there is going to be more. Just one thing about this nature is the building is coincides with the nature of the neighbourhood. Well have a 16storey white wall from 16th street to the cove when this whole project is finished. I think its going to bring new opportunity to those of us who live, work or operate businesses in the southeast segment of the city. And the hotel, i think l help to invigorate a section of the city that has been so adversely affected by a virus. I feel proud of our city when i walk along warriors way and it will be great to show up at that wonderful mission bay waterfront to our out of town hotel guests. Im speaking in support of the Golden State Warriors proposed hotel mixed use project outlined in items 5b through g in the agenda today. As a resident of mission bay for the past 11 years, i believe this project in its proposed uses are much needed in our neighbourhood. Where hotels and hospital amenities are currently lacking. This proposed project will also complement the existing activities at the chase centre and help to create additional public activation and retail opportunities that will benefit our neighbourhood. I have a few comments regarding the warriors and the chase centre as neighbours. During the planning and construction of the arena, we in the community were engaged on a regular basis, learning about specific aspects of the project. Community impacts regarding design, lighting, sound, etc. Outreach to neighbourhood stakeholders and general next steps. Specifically during construction, contractors were sensitive and took immediate action to resolve any complaints or areas of concerns identified by neighbours and community. Our confidence it will be replicated in any efforts Going Forward. Since the opening of chase centre in september, ive been impressed with the Ongoing Operations and warriors collaboration in communications with the surrounding community. As a member of the Neighbourhood Association board and the Mission Bay Transportation Improvement Fund a advisory committee, ive had the opportunity to engage in very detailed conversations with the warriors team. It has pleased me to this point as their commitment to not only execute on what is required by their development and related agreements, but go above and beyond to engage the community, incorporate feedback, bring on resources to ensure deep dives into operational matters, and be proactive in managing all aspects of operations. As a result of their efforts has the Community Talking about the wonderful entertainment and experience associated with the centre and not about impacts on the neighbourhood. They will be continuing to build this hotel under the project labour agreement that they have on mission bay and continuing to work with really all of labour, both from the operational side and local from down to the Building Trades to ensure that this project is entirely successful. I myself personally am a resident of southeast down in bayview hunters part and india basin. My family and i go through mission bay all the time. And its going to be great to see to see the progress happening. I think we need to embrace the fact that were in a dense city and people do want to come visit here and give them the funds to do so. We want to make sure that we capture those economic benefits of their visits and we want to make sure that we direct those to our community folks, whether its local construction workers, local contractors or the local employment through the operational use of hotel. My second point is that the hotel may be in addition to the neighbourhood, but the upper floors are actually luxury condominiums and everybody is glancing over it, but the only reason to have these upper floors are is to put luxury condominiums and im opposed to that. I have another opposition and that is that the warriors have made commitments to open stores and restaurants that would feed the neighbourhood needs and unfortunately most of these are shuttered and closed, not just because of corona, but because they have never really made an effort to meet the needs of the neighbourhood. Three other points that i want to naention take me over the top to be able to say i would like to support this project is increasing in Affordable Housing amount, which is the 1. 3 million that far exceeds the city minimum requirement as well as preservation of open spaces. So not just having open spaces but additional investment and dollars to maintain any public space as well. And lastly, the workforce participation. I would like to see a little bit more increase in terms of Public Participation from People Living in dog patch area as well as bayview. Other than that, i dont have any questions at this time. That was not yet finalized with the warriors and that was the specific amount of the Park Maintenance fee and we have updated the c. A. C. Members on that specific amount obviously since january. And during shelter in place, we have not received any direct comments or remarks about, you know, changed opinions on the project, from shelter in place from the c. A. C. And i dont know if yoyo chan of the warriors or peter bryan have any other anecdotes to share about outreach, you know, since quarantine. Absolutely. This is yoyo chan on the line. As gretchen mentioned t last opportunity we were at the c. A. C. Was in january. However, we have been meeting oneonone with different members within the Mission Bay Community as well as the [inaudible] and Bayview Community and continued to meet for oneonone on zoom post shelter in place, some for folks who may not have been completely brought up to speed. So that outreach is still continuing as were here today. But we have done a couple of individual meetings withle immediate neighbourhoods and shelter in place, namely about two weeks ago were be the dog patch business association. A number of other folks along [inaudible] in terms of getting them up to speed on the latest as youve seen today. And we will continue to update folks as needed. But that is the latest since shelter in place. Ok. Thank you for that. The other questions i have concerned the impacts of the project on not just mission bay, but this part of mission bay, the impacts for instance on the park. The park will have been open to the public for the schedule that i have in my mind and how this is Going Forward. So aye like to hear about construction impact, neighbourhood impact and and park use impacts as a result of the construction process, if you will. Yeah, commissioner, ill take that. This is peter bryan. Just so youre aware, we have been working extensively on a site logistics plan that actually doesnt impact the park we intend to stage the construction from the sidewalk of warriors way. Obviously with an active event centre and Office Buildings and the other retail that will be open on our site during construction. You know, we need to maintain that access, too. We looked at the end of every work day, how theres adequate pedestrian flow to allow people to travel west and east along warriors way to keep that connection to Bayfront Park if theyre coming from west of Terry Francois boulevard. Its something weve been conscientious of today and our neighbours have reminded us also we have a loading dock across warriors way that gapold navy uses so weve been in coordination there, too, on how we minimize the impact during construction. But the goal is to keep the park open, to keep our closet areas open and to have this really be more of a downtown construction site you would see in areas like new york city or even here in San Francisco where life goes on around or the impact of the spronl really not noticed as we ensure all the right Safety Measures are in place to keep everyone safe and open. But i do see them as an organization moving toward perfection. I believe that they will stick with their commitment and work hard to try to make sure the concerns are met and addressed and that the Growth Development will happen. Im pleased that theyre still working with and commiting to our Small Businesses. Im pleased that they are with y. P. D. And the job and all that are possibly opening up. And ive gone down to the warriors location many, many times as someone who grew up in the city, in the Mission District and that whole area was empty for a long, long time and i hear the concerns from some about nature and about density and the fact that anybody who lives in that area has contributed to the density. Because remember, i it was an empty space so we are a growing city. And were all contributing to the density and to this city. So, i just want to acknowledge those concerns but also we need to be very honest that there was nothing there before and there was a dream to build out that area and the dream is coming alive and so im really proud of this commission and this agency for its work towards that. But im also qualify proud with the partners who have many, before the buildings were built, you know had to sort of take a leap of faith that the city and the community would come along and the warriors were one of those partners that came to us a few years ago, asking us for their for our support for their dream and, as i mentioned, when the arena was being built or before the approvals, im not a sports fan. And thats not why i wanted to approve that project. But it is because of how they did the outreach and how they committed to local hire, how they worked with us to make sure that some of the Concession Stands were of local longterm businesses, restaurants that were here in the city and that partnership has actually bourn a lot of fruit. And not just the chase arena itself, but outside. So im really excited about what they want to do. I think that its going to bring more jobs. Its going provide more benefits to the community. And, you know they have been a very good partner thus far and there is no reason why i think we shoildened support this project. So i just hope that the warriors have heard some of concerns about litter, about traffic impact and i know that, because youve done it in the past, you worked with the local community and thats something that i know youll do because youve done it and youve really proven yourself as a good partner with the community and the city. Tenderloin is unique neighborhood where geographically place in downtown San Francisco and on every Street Corner have liquor store in the corner it stores pretty much every single block has a liquor store but there are impoverishes Grocery Stores im the cocoordinated of the Healthy Corner store collaboration close to 35 hundred residents 4 thousand are children the medium is about 23,000 a year so a low Income Neighborhood many new immigrants and many people on fixed incomes residents have it travel outside of their neighborhood to assess fruits and vegetables it can be come senator for seniors and hard to travel get on a bus to get an apple or a pear or like tomatoes to fit into their meals my my name is ryan the cocoordinate for the tenderloin healthy store he coalition we work in the neighborhood trying to support Small Businesses and improving access to healthy produce in the tenderloin that is one of the most neighborhoods that didnt have access to a full Service Grocery store and we california together out of the meeting held in 2012 through the Major Development center the survey with the corners stores many stores do have access and some are bad quality and an overwhelming support from Community Members wanting to utilities the service spas we decided to work with the Small Businesses as their role within the community and bringing more Fresh Produce produce cerebrothe neighborhood their compassionate about creating a healthy environment when we get into the work they rise up to leadership. The Different Stores and assessment and trying to get them to understand the value of having Healthy Foods at a reasonable price you can offer people fruits and vegetables and healthy produce they cant afford it not going to be able to allow it so thats why i want to get involved and we just make sure that there are alternatives to people can come into a store and not just see cookies and candies and potting chips and that kind of thing hi, im cindy the director of the a preif you believe program it is so important about Healthy Retail in the low Income Community is how it brings that health and hope to the communities i worked in the tenderloin for 20 years the difference you walk out the door and there is a bright new list of fresh fruits and vegetables some place you know is safe and welcoming it makes. Huge difference to the whole environment of the community what so important about retail environments in those neighborhoods it that sense of dignity and Community Safe way. This is why it is important for the neighborhood we have families that needs healthy have a lot of families that live up here most of them fruits and vegetables so thats good as far been doing good. Now that i had this this is really great for me, i, go and get fresh fruits and vegetables it is healthy being a diabetic youre not supposed to get carbons but getting extra food a all carbons not eating a lot of vegetables was bringing up my whether or not pressure once i got on the program everybody o everything i lost weight and my Blood Pressure came down helped in so many different ways the most important piece to me when we start seeing the Business Owners engagement and their participation in the program but how proud to speak that is the most moving piece of this program yes economic and social benefits and so forth but the personal pride Business Owners talk about in the program is interesting and regarding starting to understand how theyre part of the larger fabric of the community and this is just not the corner store they have influence over their community. It is an owner of this in the department of interior i see the great impact usually that is like people having especially with a small family think liquor store sells alcohol traditional alcohol but when they see this their vision is changed it is a small Grocery Store for them so they more options not just beer and wine but Healthy Options good for the business and good for the community i wish to have more announcer youre watching coping with covid19. Thank you so much for having me. Its lovely to see you. Tell us a little about your background and how dispatched goods of San Franciscos restaurant community. Sure. We launched, in october, weve been working on this for a little over a year. And we partnered with restaurants to provide them with a free reusable container system that could replace singleuse products. We partnered with yelp headquarters in downtown San Francisco and 10 Restaurant Partners as of february before covid19 hit and employees at our Corporate Partners could request the reusable containers when they were getting their lunch for takeout or if they were getting it delivered to their office. We then handled the pickup and dish washing. So, obviously the virus pandemic has hit and now youve had to pivot your company and i understand you lunched a new initiative called project clean. Can you let us know what the program is all about . Sure. So we basically when this hit, we asked ok, what we do we have and how can we help . We also noticed there was a gap in the supply for Hand Sanitizers to certain Community Members and individuals and we talked to a distillery about making Hand Sanitizer and, in true form to our mission, we decided i bet we could collect enough containers from the community that we wouldnt have to supply more singleuse plastic containers and we launched project clean and with that, we collected over 200 containers. Theyre spray squeeze bottles and working on supplying the cleaning products. What has the response been from the community atlarge and how have peopled help . Were donationbased and selffunded right now. We are buying basically the products at cost and is not charging us much for that. Theyre also just trying to cover our expenses and we had a little bit of donations coming in. But if you go to our website, you can either donate containers that you have, well come do pickup. Were doing it twice a week now. Or if you yourself need any of the cleaning products, you can fill out the form and request those as well. And then there is also a place to make a donation. So, where are you handing out the Hand Sanitizer right now . Were doing it in the same route as the dropoff route. So, the Hand Sanitizer will be finished today. So, tomorrow well be doing our first round of dropoffs and weve been contacted by Health Care Professionals who after they come home have nothing on their hands there. We have been contacted by retirement communities and contacted by physicians in their offices that they dont have anything and a individuals that just werent able to get the supplies because they were sold out so quickly. Basically during our normal pickup routes now, we will be doing the dropoff as well. That is fantastic. You know, i think that is a Wonderful Service you are providing, lindsey. The president s report will be very brief. I want to congratulate all commissioners on Technology Skills and being able to get on the call and i want to thank the public for participating remotely. We are trying our best under these circumstances. I want to congratulate all staff and general manager for all of the work getting done during these challenging times, particularly in the broader sense of assisting the mayor and community in trying to solve the broader problems. It is nice to kind of virtually see everyone. I will be quick. We have a special video presentation at the conclusion of my report today. To follow up on your brief comments, mr. President , as way of illustrating how important our staff has been to the citys overall Coronavirus Response after nine weeks, i want be to share how employees are continuing to serve our city. 91 of recreation and Park Department staff have been designated as essential workers, 91 . 545 members of our team have been activated as Disaster Service workers. They have functioned in emergency child care, custodial services, our park rangers doing education and outreach, 40rpd staff worked downtown in the citys Emergency Operation center. We have two staff serving as site hotel managers, we have 193rec staff at emergency child care facilities. Staff are supporting the gift to sf program. We have had staff working in the joint information center. We have had staff driving ppe around the city in trucks. There is nothing that your recreation and Park Department staff are not doing to support the virus right now. They are continuing to maintain a safe and very actively used parks system. Our parks in a disaster, as we talked about, all of our resources, all of the city resources are on the table. Our spaces have been used as testing sites, food distribution, emergency child care and shelter. However, it remains extremely important to us that spaces that are intended to be used for recreation continue to be used for recreation. Not all park features, but parks are important and playing a Critical Role in helping our community maintain a sense of normalcy and sense of physical activity and Mental Health. I couldnt be prouder of the work that our team is doing. A couple more quick announcements. Our yearlong celebration of Golden Gate Parks 150th anniversary continues on may 30th at 5 00 p. M. When debbie, the executive producer of comedy day has a concert of classics to showcase comedians in the 40 year history. The artists list is finalized as we speak. We have childrens stories about tolden gate gate park, play lists. It has become, well, it has become a magical resource for us. Obviously, this wasnt the Golden Gate Park 150th birthday we hoped to plan for, but the website really is a virtual warehouse of celebration. I encourage everybody to visit. As you probably read in this mornings paper or have become aware of, the response to the virus worldwide has Economic Impacts that does not escape our state or city. Due to the covid19 emergency the city is making 1. 7 billion budget shortfall through the fiscal year 2122 due to reduction in revenues which is hitting us significantly as well. All departments as a result, all city departments have been asked to reduce spending, the budget submitted to the commission several months ago before the first shelterinplace order was issued is basically no longer exists. We will be resubmitting the budget to the mayor Office Office consistent with the the following instructions. In 2021 a Budget Reduction of 10 of the adjusted general fund support. In 2122 an additional 5 , totaling 15 . In the second year that 5 is a contingency this coming year if fiscal conditions worsen. The budget instructions we were given by the mayor and her budget team are to maintain core rpd services to provide critical government functions, to evaluate all operations for realignment with the citys covid19 operating measures and guidelines. What operations can and should be performed remotely . What services need to be provided in person . What services can be moved online . How do we continue to Prioritize Services for the vulnerable populations with a focus on equity . Budget decisions are going to be based on the following reopening considerations . What are our Core Services . What are critical recreation and Park Strategies . What is the ongoing park guidance for reopening the operations, and again our commitment to equity. How will be use the equity zones and plan to guide the Service Changes to ensure people can still access needed services in a safe manner, including the Equity Program and scholarships. We have a lot to think through, and we have a lot to focus on in a short period of time. Reduction plans are due to the mayors Budget Office by june 12th. The budget will be submitted on august 1st to the board of supervisors. The board of supervisors are going to approve the 2021 budget september 29th. What is happening until then the budget process is pushed back 90 days. There will be a continuing resolution at the board to allow our department to function until the new budget is submitted. This is going to be a challenging budget for us. As you know, two of our three sources of revenue are general fund as discussed. We are asked to make reduction in general fund support and earned revenue. We are experiencing shortfalls because businesses arent operating, large events arent occurring. This is going to be a tough one. All hands on deck. We have broached the issue at a all staff town hall yesterday. We will solicit revenue, expenditure ideas from the staff and stakeholders in a condensed period of time and do the very best we can to figure our way through this in time for the mandated june 12th submission. We will be coming back to you right before we submit, still to be scheduled a special meeting to hear more about it. We need more time to figure this through, but that is where it is. I wouldnt mind returning to a little bit of happier news. First, we talked about using this time to really understand how to adapt our park spaces as we were commenting just before the meeting started. This weekend you will see behavioral heart, call it human parking spots, quality circles. Four busy spaces around the city will be lined with experimental pilot of socially distanced circles in the larger meadows to inspire and influence people to be outside, get fresh air, but to do it safely. We started in delores park this morning. We added spaces at Washington Square and little marina green and concluding with Jackson Playground so we are in each quadrant of the city. It is not our only strategy for the park spaces to engage safely. At last count we had 1500 social distancing park spaces. Kudos to the chief ranger and team for coordinating with sfpd with th the Cadet Program and wh the alert teams to have many, many people out on weekends in n mice weather in the nice weather. Our parks are critical and we have to Work Together to enjoy them safely. I want to conclude with letting you all know that today, may 21st, is going green for park. A National Day Led by new York City Parks and the San Francisco and Parks Department to thank our park responders. All of those park professionals across the country who have played essential roles in helping keep our Community Safe and helping our community to be able to enjoy parks and preserve semblance of their physical health and mental wellbeing. Mark in new york city there is green tonight and tonight the Sales Force Tower will be green in honor of our park responders and today many of us are wearing green in support of our coworkers and park professionals around the country. On social media people are shouting out to local park employees using the hashtag going green. Today is a day where we celebrate not just our park professionals in San Francisco but park professionals all over the country for doing their part to respond to this crazy pandemic. The way i want to conclude is with a special appreciation video i think you will like in honor of your recreation and Park Department staff. Show. First of all, i wanted to give praise where it is due because i noticed that one of the first things that happened when this sheltering in place order was announced is that child care was going to be provided to essential Service Workers using our libraries and rec and park staff. That was an amazingly progressive move and soness. It is something i wish everybody had. We need universal child care. I want to express my gratitude to everyone that was involved. Also, i want to thank debbie durst for the program on the 30th. I want to put out there this is amazing to me. She has suffered the stroke of her husband and the death of her little sister. For her to do that is such an incredible gift. I want to float an idea to you that perhaps we might consider laughter yoga to be performed in the circles. There are studies how great laughter is. I took a laughter yoga class myself. If you real or fake laugh, the body responds the same. If there is anything i can do, since i suggested it. If one suggests it one should be willing to get involved. I am willing to get involved with my time and my money with that. I will keep it brief. I have a qui a quick question. We had the Charter Amendment which required increase in general support funds. How does that play out today with our Budget Constraints . Proposition d. Very good question, commission commissioner. Proposition b was includes a trigger as similar baselines in other city departments. Frankly they are included in labor contracts. If the city Financial Condition reaches a certain threshold those commitments are waiverrable. We get this. The city finds itself in an unprecedented dire financial situation. There will be some pain. I dont know how to sugar coat it. We are going to have to scale back some of the things we do to figure out how to continue to do as much as we can with a little bit less. What that means we dont know yet. You know, this is a painful part of this emergency because even after people can start to enjoy activities and restaurants and businesses, the legacy of the pandemic will be with us for several years as a city. B magic and other organizations were one of the partners that applied for the cof grant to renovate the park. We are happy to learn there is going to be a groundbreaking and starting of the construction of the park. Hopefully, this summer. I hope that is not delayed due to covid. We have been waiting for this to begin since 2014 when the first cof grant was awarded. Thank you to the park and rec committee. We are for having this happen within the baseball field and we have been in discussion for quite some time about this project. It is tanya peterson, director of the San Francisco zoo. Good morning. Myself to hear ever nice to hear everybody. I am thrilled to report that all of my staff and the zoo animals are in good health. None have shown symptoms or tested positive for the virus. We are thrilled with that. The animal care teams have been working in shifts since the shelter and wearing ppe even before the shelterinplace. I have to thank the animal care teams for keeping us healthy. Most staff is working at home, learning the downfalls of zoo zooms. Given everything we appreciate the departments help in keeping us going during these challenging times. The zoo is closed to the public. We continue to work with the department of public health, rec and park and the Mayors Office and Governors Office when the zoo may reopen at least in some limited fashion. It, too, is a park. It can respond relief for our families. We are focusing on getting the Family Members back first in a very safe way, but i do not know when. We are trying to stay connected to the public with social media. I dont know if you have seen the penguins roaming around the zoo. It is fun to see them interact. We have a new sf zoo connect to get daily podcasts from various Staff Members and encourage our community to look at the zoo outside their backyard. If i could get the power point up, please. Chris towns, planner with rec and Park Planning Division joined by lewis from the Planning Department as well as andrew perry. Lilly is the coordinator and andrew is the project planner for 10 south vanness mixed use Development Project. It is up for consideration of the project shadow on seven parks, patricias green and howard park hayes playground. The park and Learning Center, buchanan street mall. It supports 1. 2 of the Strategic Plan to strengthen the quality of existing parks and facilities. For shared reference. Planning code 295 for prop k prohibits the city for issuing Building Permits forecasting the shadow unless the Planning Commission after consultation finds the shadow would not have a Significant Impact. In 1989 they jointly adopted the 11989 memo which identified the criteria for determining if the shadow is significant. In addition to the guidance measures. These include time of day when the shadow appears, time of year, shadow size, duration, shadow location, and the public good served by the project. At this time i would like to pass the presentation to louie with the Planning Department to provide a brief overview of the relationship to the hub and the planning approval sought for the project. Good morning. Good morning, commissioners, lilly, principal planner with the San FranciscoPlanning Department. This was within the boundaries of the area plan adopted in 2008. In the plan the area referred to wasnt visioned as high density mixed use neighborhood. It supports this vision including special use district to allow towers and High Density Development at mission. And the creation of new fees to fund Affordable Housing and infrastructure. On this map you can see the hub area in blue. It falls in the eastern portion of the plan. It has the framework for development. The Planning Department didnt receive the applications until 2012. This is largely due to the recession in 2009. In 2016, the Planning Department initiated a planning process to look at the whole hub area to see given the Development Interest are there ways to increase housing and Affordable Housing and make improvements to streets and open spaces. Since the project began we have had large workshops focused with neighbors and citywide groups. The legislation was initiated on february 13 and will be before the Planning Commission for adoption later today. There are three key goals for this effort. First increase amount of housing and Affordable Housing near transit, develop anchorednate designs for streets and allies, to design and pr prioritize how the money will be spend. Changes to height and updated objectives and policies. While this plans is underway projects have the option to file applications and receive entitlements under the existing zoning. There are, however, three projects that are waiting for these amendments to be approved currently under review by the department. Including 10 south vanness, 98 franklin and 30 vanness. With new Development Comes new fees to be used to improve infrastructure, housing, child care, streets open space and transit. We calculated the Public Benefits on the existing requirements and fees and estimate 30 increase in Public Benefits for the city because of the zoning changes. We developed the robust package to identify the specific projects to be funded with impact fees including new parks and open spaces. I would be happy to answer additional questions. Thank you, lilly. I would like to invite andrew perry to cover the project itself. Thank you, chris. Good morning, planning Department Staff making sure you can hear me. Yes. So the project before you is located 10 south van ness avenue, Southwest Corner of market and van ness avenue. The project site is triangular and bound on the third side to the west by 12th street. It would demolish the existing building used for automobile sales and repair and construct 55 story mixed use residential tower in place. 590 feet tall, 610 feet tall with penthouse, project tower toward the middle of the site. Lower portion podium structure occupying 76 of the site area and 140 feet on market and 17 feet to the south of the tower. 966 dwelling units, 30,000 square feet retail sales and service use, base get garage 255 parking spaces, loading, bike parking. Various open space for residents. More than 40,000 square feet including private balconies, large podiums and terraces on different sides of the building give the unique masking. Ground floor the level has a Public Open Space at the Market Street intersection. Mid block pedestrian passage between market and 12th. All three streets will see streetscape improvements coordinated with Planning Efforts by the city. Project will construct a new interest for the vanness muni station in the ground floor of the building pending city approvals from bart. The project is subject to the citys housing requirements electing to use the land dedication as means to comply with 415 requirements. In this alternative the sponsor would dedicate sites or sites for Affordable Housing. It did not need to be finalize prior to planning. It would accommodates 35 of the units in the project. It would contribute approximately 17 million in Affordable Housing fees due to market requirements. Environmental application was first accepted in september 2015 t. Determined it would require environmental Impact Report. This was started prior to the vir and it has its own e. I. R. It was open until december 11, 2018 for comment. The comments were on december 6. The department prepared responses to comments received during the draft e. I. R. And published the document on march 3 this year. The final e. I. R. Was the draft and the responses to comments document and is to be before the Planning Commission this afternoon, march 21st, for certification. Currently scheduled for june 4 they are seeking approval from planning consisting downtown project authorization and request for exceptions, conditional use, adoption of shadow findings with recommendation of this and director of Parks Department and variance from zoning administrator. Sponsor has conducted Community Outreach regarding the project dating back to 2017 and met with stakeholders both individual and with established neighborhood organizations. Sponsor held meetings with the hayes valley neighborhood, vanness corridor, San Francisco heritage, civic Central Business and San FranciscoHousing Action coalition. The project has received very little Public Comment and staff is not aware of opposition or comments made with regard to shadow impacts not already addressed in the responses to comments document for the final e. I. R. Department finds the project is consistent with general plan and area plans and will recommend approval at the upcoming Planning Commission hearing. That concludes my presentation. This slide provides the map of the shadow park in relation to the project site. Project site is in pink at the center abshown in relation to the hub boundary in black. The 98 franklin street street in light blue and 30 vanness in orange. There are a total of 7 parks shadowed as previously listed numbers on the right. Referenced by the green on the map. A street view of the existing project site the former honda dealership is located at the corner of market and south vanness that is the photo image of the center. For the first park. The green park is. 41acres on octavia boulevard between fell and hayes street in the Western Addition neighborhood with central freeway. It is divided into three sections at the north end the seating area on hayes street. Middle section features circular plaza with bench seating around the exhibit space, and this mid section has two equal sized lawns. At the southern end of the park is a small childrens play area. There is currently a 20. 208 existing shadow load on this park. The project would add. 319 for a total of 20. 527 . New shadow would occur in the morning winter and fall for an average duration 29 minutes 33 seconds covering 66 of the total park area. The shadow from across the mid section of the park over the Central Plaza in the rectangular lawn as you can see. The dates of maximum shadows february 22 and october 8 at 9 00 a. M. For 11895 square feet. The second park, mini park is. 55acre. 15. The park is accessible from the sidewalk on both ends bordered by one to three story remember homes on both sides. A linear pathway goes through the middle with landscaping throughout in the plan. 49. 427 and this would add. 05acres for a total of 49. 485 . Shadows in the morning of summer and spring for 19 minutes over the southern portion of the park covering the landscape areas halfway and bench seating for a maximum of 18. 8 of the total park area. The next park is howard mini park. 23acre Neighborhood Park and Community Garden on the Southern Side of the Howard Street corridor at the corner of lincoln street. It is heavily vegetated with metal fence, trees on the interior and divided by pathways that crisscross throughout the site around the Community Garden bed. The park has a 49. 850 existing shadow load this would add. 002 for a total of 38. 852 . Shadow in the evening of fall and winter for six minutes over the Northeast Corner of the park covering a portion of the Community Garden bath way and corner park entrance for 5. 89 of total park area. The dates of maximum shading on january 18 and 22 at 5 27 p. M. To cover 600 square feet. Next park is hayes valley playground. 75acres on the Western Addition on the western half of the city block hayes to the north and lyndon street to the south and buchanan street to the west. The parking is 2500 square foot clubhouse building at the southwest, childrens play area and exercise area north of that building. Tennis and Basketball Court to the east. The guidance provides under two acres greater than 20 shading, no additional shading, no standard for smaller than two acres with 20 or less. All parks are less than two acres. All but one Community Park and Learning Center have existing shading over 20 . The cryteria includes time of day, year, shadow size, duration, location and Public Benefit served by the project. Patricias green was created under the central freeway. Is this extension of the hub to the market octavia plan an extension of that central freeway plan . In other words, in creating patristhe green which would shae development within the central freeway plan, would this project be included so that the new shadow created by this project would be permitted under that plan . Commissioner, perhaps lilly may be better suited to answer that. I am not really sure how to answer that question, unfortunately. The hub boundary is in the plan. The freeway is in that plan as well. A number of the central freeways have been slated for Affordable Housing many of which are constructed and some construction has not be gun. Patricias green was one of those provided. This wasnt a parcel that was contemplated under that original plan then . No, this is a private parcel in private hands for a long time. It was a honda dealership that has since closed, and a residential developer is choosing to develop housing on the site. We have to do the shadow analysis for patricias green. In other words if it was in the original plan, there would be some consideration that in creating patricias green there would have been included in that plan. This is outside so we have to really look at the shadow impact of this project on patricias green . As i understand any Development Project we are looking at shadow impacts on adjacent parks. Now, can you plush out the affordable, how the developer satisfies the Affordable Housing requirements . I couldnt quite follow how it is intending to satisfy. It looks like they are doing it off site. As part of the proposed market octavia or hub amendments, the planning code actually allows for what is a land dedication option. I believe it is allowed in central soma, for example. Basically, as one of the equivalent options of meeting section 415 requirements instead of providing on site or off site units or paying a fee, the public sponsor has the option to dedicate the property in fee title to the city. They dont have the obligation to construct on that property. The land will be conveyed to the city for the purpose of constructing Affordable Housing in the future. The site to be dedicated would need to be shown to accommodate 35 of the units in the Development Project. The Development Project has 966 units. Is this going to be a developer that is going to dedicate the monster in the mission . I dont know the street address. I believe that is a site being considered. It is not the time sell eye final selection of the site. They have 180 days to obtain a letter from the Mayors Department of housing and development. They can finalize the Site Selection following the Planning Commission approval. That is one of the sites being considered. Six months after planning approval . They can accommodate 300 units . Correct. The way it will be written in the Planning Commission motion is that the the land dedication option for whatever reason does not happen, the project sponsor would be obligated to meet the inclusionnary requirements in some other manner. They could choose on site, through a fee. In that case they would have to come back to the Planning Commission. I am drilling down. One of the requirements under the 1989 memo. What is the public good provided by the shadow caster, the term under the memo, not my term . This project casts a lot of shadow on a lot of parks. The quantitative test on a number of parks including shadows on active areas. What i am struggling with is how do we make assurances the Affordable Housing piece will actually be developed . If it is off site, okay. What happens if that option falls through . Do you have to come back to us for approval of the shadow . We are making a decision based on the idea that there is going to be some offsite project that is going to be developed. The land dedication option really requires the project sponsor to dedicate a site, it does not require them to construct the affordable units on the site. That would be the citys city would take that on through the Mayors Office of housing. If the land dedication option does not happen, the project sponsor would still be obligated to meet Affordable Housing developments. That would look like on site units or payment of fee. It would not need to come back to this commission for reapproval of the shadow but there would be an obligation to meet the inclusionnary Affordable Housing requirements. In terms of other benefits, Affordable Housing is a large piece of that. The provision of this number of units at this particular site, 966 units at transit rich site at the intersection of the two main streets in the city, number of streetscape improvements, project sponsor intends to construct a new entrance to the muni station. Looking beyond the Affordable Housing benefits, there are certainly other Public Benefits included as part of this project. I get that to provide the large number of units. Maybe you answered this once before. One more time. The land dedication doesnt happen they could fee out or put it on site . I believe the way it will work, the backup option will be on site units. If the project sponsor changes from that in the future and they want to do the fee, that would require them to go back to the Planning Commission for reapproval. The review of the shadow cast by this project 1. 2 in the Strategic Plan to strengthen and the quality of existing parks and facilities. Here we see the shadow policy overview chris went over. The 1989 memo established quantitative and qualitative criteria of significant shadows in parks. Slide 3 shows the hub and the market octavia plan which lilly told you about. The orange dot is the location of the 98 franklin project, very close to busy market and vanness intersection. Now, i will be joined with Christy Alexander who is going to give us a brief overview of the project. Good morning, commissioners. I am with the planning Department Staff, Christy Alexander. A overview of the hub area and with the 10 south vanness project, you got to see a good portion of what is currently going on. We have a couple slides to show you the architecture and the context of the 98 project within the project of the area. To give you an overview of the project. The sponsor is partnership between related california and the American International high school. The proposed project would include 31 story residential tower above a five story school podium. The tower would be in the northwest portion of the site currently an empty parking lot, and it would extend an arm out to the Market Street site as well. The podium would be 68 feet tall and the 31 story tower above would extend 365 feet in height. The paraput would extend up to an additional 36 feet above the roofline. As permitted in the planning code, and the residential portion of the project contains a good mix between studios, one, two, three bedroom units. 20 of the 345 residential dwellings rental are affordable. Under the inclusionnary housing requirements you are only required to do 18 for rentals to be affordable. We are proposing 20 at 5 famils and individuals making 50 of the area median income. Ground floor retail for a future restaurant or cafe adjacent to the school lobby to help activate the ground floor and the surrounding community. The project includes three level parking garage below for parking spaces, bicycle parking, loadings and building services. Different from what 10 south vanness. We have a different Environmental Review. This is included within the hub plan along with 30 vanness, which you will be hearing later today, and the hub ability were all included in the same environmental Impact Report which we hope to be certified by the Planning Commission this afternoon. Once that certified with the Planning Commission if it is certified today i will take this project to the Planning Commission next week, and they will need to adopt the findings along with the statement of overriding consideration related to the project impact. Along with the Environmental Review the project needs to receive downtown project authorization and exceptions to seven code requirements. In order to permit construction of the 36 story mixed use building. The plans commission will need to adopt findings after this meeting pursuant to section 295 that impacts from new shadows cast under your jurisdiction will not be adverse to this park. The project has the potential for affect four parks which we will go into greater detail with you. This is really a good overview of the Public Benefits of the hub plan and more specifically to this project. 345 Housing Units and 20 of those will be affordable. 69 units, which is more than what is required under the zoning code. Out of those units, 25 will be family size units. The project will help activate the district to the next slide so you have more of the architecture. The project would help activate the district by providing ground floor retail or cafe adjacent to the school and create a vibrant atmosphere and public improvement for street trees, raised crosswalks and widening the sidewalks along all three frontages. As well as significantly improving lilly and providing street trees on the entire franklin street between market and oak. There are many outreach events with communities groups and the hayes valley neighborhood association. Hayes valley market, civic center district, sf jazz and bally and housing coalition. As of today the department has received zero letters in opposition to the project. I have received 58 letters of support from members of the French American School community as well as four others from the Community Organizations which i just mentioned. The location of the 98 franklin project in the outline of the hub. The four parts that the shadow will impact. These are the page and luguna mini park, patrish that green and the future park site which is the acquisition in 2017. The inset photo shows the current condition of the site the parking lot. The shadow analysis analyzed the potential shadow impact of 98 franklin on each of these parks and is the source of the data we will go over in later slides. The mini park is. 15acres in hayes valley. It is between two victorian homes and fronts page street. The park contains a curbing walkway with apple trees. Slide 8 is the quantitative and qualitative impacts of the project on the park. The current existing shadow is 50. 80. The project will add. 05 of shading. That is bringing the total shadow budget to 50. 85 . The new shadow would on was occur Early Morning for 15 minutes on the Northern Edge of the park. The date of maximum shading junt square foot hours. The largest shadow cast or footprint lands on the date of june 14 and june 28. Occurs at 6 48 a. M. Totals 943 square feet. Slide nine shows the diagram of the green. Patricias green is. 41acre urban park running north to south. It features two open lawns, paved plaza on hayes street and childrens play area as well as new art exhibits every six arts surrounded by shops and restaurants. The proposed project would results in net new shadows on patricias green increasing the shadow load. 45 annually. It would increase in new annual total shadow load 18. 51 . The new shadow would occur within the first 52 minutes of the daily analysis between february 2 through march 28 and september 14 to november 70 the northern half of the park the planting abbenches and the lawn. The dates of maximum new shadow march 1 and october 11. Largest shadow cast march 8 and october 14 and cover 10822 square feet. Slide 11 the Community Park and Learning Center a. 82acre park with a half Basketball Court, childrens play and Community Garden lined by large trees. Slide 12 proposed project would result in increased net new shadow adding. 003 annually above current level. This increase would result in a new annual total shadow load 15. 450 . New shadow from the project would occur Early Morning between april 20 and august 22. Last an average of five minutes daily. Net new shadow from the proposal along the northeastern and southeastern corners of the park affecting the northeastern corner and wooded area in the southeast corner. The date of the maximum shadow would occur on june 21 and largest shadow cast from the project june 14 and june 28, 6 48 a. M. And covering 783 square feet. Last site is the 11th future park site. Shown in the current conditions. The site is. 45acre site in western soma with a Light Industrial with residential, commercial as envisioned by the area plan and the future park site was selected for acquisition to serve the growing population of the emerging and park neighborhood with the understanding of the up zoning changes and incoming growth of Residential Development. The proposed project would result in net new shadow on the future park site adding. 18 annually above current shadow load bringing the total annual shadow load to 22. 27 . New shadow would occur Late Afternoon early evening for a daily average of 15 minutes between may 4 and august 8. Net new shadow on the western portion of the park dates of maximum necessary new shadow june 14 and june 28. Largest shadow on june 7 and july 5 at 7 00 p. M. To cover 4595 square feet. The project is providing 25 on site inclusionary housing. The citys study supported a maximum of 20 on site. The project approving show that 20 provided on site. The project sponsor in consultation with the community has voluntarily agreed to add an additional 5 inclusionary housing. That is 7 greater than what is required by the code which is currently 18 on site. Little also, this project is paying significant Affordable Housing fees as well as Community Infrastructure fees, and this project would pay 8 million in infrastructure fees to be used in the market octavia plan area. 21 are to be used for open spaces and parks. This project as well as other projects you hear about today would provide quite a bit of funding for parks and open spaces in the area. Thank you. Commissioner low. My questions mr. Under the current manning code 18 manning code is 55 for low income up to 110 which is middle income for rental units. This is voluntarily agreeing to do all 20 at 50 a. M. I. One had to do with when you mix ground water with treated sewer water and you clean and diswash it, then you have children Drinking Water from the fountains in the parks, i am questioning the health issue related to using such water. I do not like the idea of people Drinking Water that is treated sewer water where it is 5 million gallons per day out by the zoo and piped over to Golden Gate Park. That kind of water to me is not very good for human consumption. In light of the problems with virus, that is another transmission source. Thank you. Now it is at the board of supervisors where i believe there will be Committee Hearings and a vote whether to place it on the ballot. As you recall it is not a parks bond per se, it is Citywide Health and recoverybon. I dont think there are any direct implications on the budget, direct implications on the bond about the budget. There are indirect implications. I am sure there will be questions about staffing and maintenance, and that sort of thing. Maybe on that note you can communicate with the commission in writing as you come to some clearer understanding of your recommendations in the event we dont have it before the Commission Prior to it going to the Mayors Office. That would be a secondary option. We will do our very best. This is not a typical budget for us. Regardless, we will make sure that Commission Feedback and Community Feedback is heard and forwarded to the Mayors Office. The Mayors Office is the first step. Shes here today to talk to us about how to help Young Children cope with this ongoing pandemic. Dr. Girardeau, welcome to the show. Thank you very much. Lets start by talking about some of the issues that 5 to 11yearolds might be facing. What are some difficultties they might be experiencing during this pandemic . The biggest difficulties that all children experience is fear and anxiety and its displayed in a variety of different ways. The kids have a fear of a Family Member getting sick or themselves getting sick. They have a fear of separation. Obviously with our quarantine, all of us at home, children still have a fear of separation in own home, which means from room to room, that they cannot be home alone without a parent. It is very difficult and even at night to sleep in their own bed can be a problem and an issue that is under the umbrella of anxiety. The other parts that play into it is the anxiety of when will this end . As we know currently, we dont know and that is the most difficult. And all kids, their peers, are an important part of their development. So it is often asking when can i go to school . At this point, they are very tired of online school. When can i take my friends and when can i see extended family . Right. What kind of indicators are there that a young child is struggling right now . Particularly behaviors that are really across the age spectrum of 5 to adolescence is sleep disturbances and increase in nightmares and in the younger kids, night terrors. Woe see across the age speck trup, fear of the dark. The other behaviors that we are seeing is the regression in their normal developmenttal tasks. For the younger child and as i referenced sleeping in their own room. Other types of behaviors that parents or caregivers might see are meltdowns over relatively minor issues. Often were seeing a decrease attention and focus, especially with online school. Were also seeing headaches, stomach aches that we typically see when there is stress and trauma. I see. Lets say weve realize add child is having difficulties. Are there specific ways we can talk to them to get them to open up, perhaps phrases or ways to ask questions that will encourage them to share their concerns . There are a number of ways. Number one, the biggest thing that parents can do is to really listen to their child. Often times were rushed. We are working parents, plus as well as now teachers online as well as playmates. So, to pause and really listen to what their fears are. As parents, we often dont get down to a younger childs physical level, look at them and listen to them and talk to them directly. I often use the technique of nailing a feeling and kids often times theyre not going to, especially in times of stress, come up with this feeling that they can name. So, i recommend to parents always of naming three feelings. Happy, sad and mad. And youve been through those three. Not frustration. But just nailing it to those three. Another technique that i highly recommend is to use the third person. In a way such as i have heard other kids say that theyre scared and they dont know why theyre scared. Do you think that happens with you sometimes . This is a way that kids feel much safer in talking about their feelings because they dont feel like theyre on the spot, but other kids are feeling that same way. I understand. Do you think that there is secondary concerns for kids as concerns are gradually lifted . I know one small child frightened to go outside right now. Yes. And were seeing that already right now. Because with as one as restrictions are lifted and were able to go outside, you know, people are Wearing Masks and that can be very frightening. Even if halloween. Many kids wont wear a mask. Children under 2 do not wear masks. Under 7, they dont have to. But over the age of 7, it is highly recommended by the c. D. C. That kids wear masks. That is going to be difficult. So, what ive recommended is for kids to make their own masks. They can make their own designs on the paper surgical masks. And so it is there. They cant put [inaudible] on it, whatever makes it feel a lot safer for them. Other things that i have heard are kids are afraid to go outside. I heard this from a number of families because they havent really been able to do so so theyre afraid they will get sick. I recommend that families start very small steps and the first step is take a ride in the car. That is the first way to go outside, windows down. And if you have a sunroof, open the sunroof and unbuckle the seat belts or car seat and be able to stand up and that is a small step to feel like the outside might be safe. So, it has to be in small steps for the fear it is going to be exacerbated. Absolutely. So, could you tell me a little bit about your book, disaster shock . Yes, disaster shock has been originally written for the 1989 earthquake in San Francisco. This has been a number of disasters since then and families in 1989 gave us the feedback that it was extremely helpful because there was really no literature available on how to help children and families that havent talked to them. Unfortunately our natural disasters increased with tornadoes and the last wildfires affecting northern california. It has been updated again for the pandemic. Right. And finally, what would you say to parents about how to talk to their kids in general . Could you suggest some good ways to reassure them . A few ways that i have been suggesting is, number one, you have to be honest. About what you know. And be able to explain in developmentally appropriate terms what is happening. And that we are all learning. We dont know. There are many things we dont know. But that parents need reassure the kids that they are safe, that the family will be together. But they need to be able to get the kids a little leeway, so to speak. And im not saying not disciplined, but what your discipline techniques may have been before may need to lighten up a little bit because these are very unusual circumstances for adults, but as well as for kids. But i always suggest and recommend that parents be honest with the kids because that is the trust that children have in their parents. Parents must be really aware their kids will hear, they will read their body language and understand the anxiety we all feel, but the parents need to be honest that they the kids will be safe. Clerk item three is the approval of the addend an to planyear 2020, section 125 cafeteria plan and the 2020 Health Service systems membership rules regarding flexible spending accounts and the midyear health plan enrollment. This item is presented by mitchell grig fwrch s, the chief operating officer. And, mitchell, you may be muted. Yes. Im unmuted now. So, good morning. This is Mitchell Griggs with the chief operating officer. And good morning president breslin and members of the board. Last september i had the section plan and our member rules for your approval for 2020. And as you know these documents govern our compliance with section 125 of the Internal Revenue code. And in that governance there are certain restrictions that apply when an eligible member can make midyear changes to their Group Coverage elections and it is also our responsibility of the Health Service system and the Health Service boards responsibility to enforce these restrictions to protect the benefits pretax and nontaxable status. That being said, here we are in may 2020, and the i. R. S. Has provided in response to the 2019 covid crisis some guidance under a couple of notices 2029, and 2033, that is providing some flexibility with respect to midyear elections under the section 125 cafeteria plan. For the planned year 2020. Can we go back to the the first slide, please. Yeah. So under purpose. So this applies to our health coverage. Also our flexible spending accounts and our dependent care spending accounts. So what im doing here or what ive done is created an addendum to those rules and the cafeteria plan and the member rules as you approved back in september. Next slide. So what this addendum does is that it revises the member rules and cafeteria plan and this is based on the guidance from the i. R. S. Notices. It applies to employees and retirees eligible for benefits and it allows making midyear election changes once and to make them once during the calendar year 2020, without a qualifying event. Number one here, this is in respect to medical, dental and vision coverage. And an employee retiree can make a new election. Lets say they waived coverage for 2020, and they decide they want coverage now or need coverage now theyre able to make that election without any qualifying event. Or, b, if they currently are enrolled in the plan they can change plans. And they could also change the coverage level. In other words, they can add a dependent or delete a dependent without any type of qualifying event. And, lastly, under the medical and dental and vision, they can actually if they are enrolled for a 2020 plan they can waive that coverage for the rest of the planned year. If they want to do that they do have to test
