I know that there needs to be more coordination around Food Security and housing. We have been in Constant Contact with those designated to see how we can be more responsive and to leverage our Community Resources so we can better serve our residents. Today, the city launched a data tracker for the public so we can better gage how we are doing around cases testing and acquisition of alternative housing sites. This should be available on the Sf Department of publichealth website. The department of Emergency Management will be providing standing briefings with the supervisors so that we can get direct updates moving forward. This is something that we started a while back but we it away with it because of concerns with the brown act but we, have since then answered that question so we can do this. San francisco was ahead of the curve in sheltering in place and im grateful for the early leadership of our Health Officer and taking action that is saving lives. To keep flattening the curve, we must continue to shelter in place. So while we take shelter, we must also take care. We as Public Officials need to take care to help reach our security guards on furlough and take care of parents trying to work a fulltime job from home and also being full time care takers. We node to take care of seniors and People Living with diabetes and people that are h. I. V. Positive or immuno compromised and im asking we take action to help people stay physically and economically healthy. If we adopt this leave, over 200 san franciscans will access two more weeks of paid leave to take care of themselves and their families as soon as its signed into law. Hundreds of thousands of people who will have more Economic Security when they most need it. Our current economic crisis is something weve long known. Economic justice and publichealth are we are only as healthy as our neighbor, our Grocery Store clerk, our front line essential workers and if they cant afford to stay home when they need to, were all worse off. Under this law, if you work in San Francisco, for a large private employer, any company who nonprofit with more than 500 employees you are eligible. Even if you are the only employee in San Francisco, even if you started working a month before shelter in place, even if you are a temporary worker or furloughed, with publicHealth Emergency leave if you are sick or cant work or need to take care of your kids, or you are over 60 or have a compromised immune system you can take paid leave. I want to clarify the process. I know this ordinance has moved quickly. Why apologize for that because we cant afford to wait to act and we have worked with dozens of stakeholders from unions to businesses to make this as strong as possible. This ordinance will go into effect if passed today and signed by the mayor. Theres also a duplicated version of this ordinance we will be voting on next week. That will additionally expand paid leave for Healthcare Providers whose employers cannot have the current version of this ordinance. We made that substitute amendment to a duplicated file because we didnt want to wait to slow down this benefit for the 200,000 workers who covered by the ordinance before us today. Colleagues, today i want to provide an update on our efforts to protect tenants after the current public healing crisis and let you all know about legislation that i planned to introduce. Since the mayors declaration of a state of emergency in february, my office in conjunction with many of my colleagues worked quickly to bring evictions effective low to a halt in San Francisco in that initial effort, weve been successful stopping evictions for nonpayment of rent and most elective evictions having the San Francisco spirit courts suspend eviction proceedings and getting the Sheriffs Office to agree to pause serving writs ex this swift action has put in police a stopgap on displacement during this very uncertain time and i want to thank everyone for coming together on those protections. We all know there remains a palpable anxiety among tenants particularly low income and communities of color. My Office Hosted a virtual roundtable last week on tenant protections with more than 80 attends and one of the most common questions and im sure many of of my colleagues are getting the same questions, were is what happens after the state of emergency. For those that are losing income through no fault of their own, how will they make up a months rent of after a moratorium has end and what is to stop a wave of displacement down the road. This is the question my office has been working on with tenant advocates and the City Attorney office with recent days and weeks and im announcing next weeks Board Meeting will be introducing the strongest protections for tenants to deep folks if their homes, not just during this crisis but beyond and to prevent tenants from being penalized for an ability to pay rent during this time. This will include longterm eviction protection and protections against late fees. I want to thank my colleagues, supervisor haney and ronen for spearheading efforts to call on state to implement rent and mortgage payment moratorium, a resolution i was proud to cosponsor which was passed unanimously by this board last week. I believe it will take a coordinated effort at all levels of government to ensure that no one is left behind. We must do everything within our power to ensure that this publichealth crisis does not add yet another dimension to our housing and displacement crisis. While we work on the rental burdens and obligations i want to acknowledge we are, as is the case in many as respects of this crisis, in our uncharted territory, we want to extend a thank you to monu for his work from the City Attorneys office for his work on this effort and look forward to saying the details of our legislation with you next week. I also wanted to announce that i will be co authoring, along with many of my colleagues, emergency legislation today addressing the issue of acquiring hotel rooms for Homeless Individuals and i believe my colleagues will be speaking in more detail to that during roll call. Yes, colleagues, i want to followup on what supervisor preston just spoke about and together with supervisors haney, peskin, walton and preston, we are introducing emergency ordinance requiring the city to secure 8,250 private hotel rooms by april 26th and anticipated peak of the pandemic to serve as temporary quarantine for people experiencing homelessness, people released from local hospitals with covid19 exposure or infection and frontline workers responding to this publicHealth Emergency. While san franciscans have been ordered to shelter in place its 3,000 people in shelters, 5,000 unsheltered individuals and 19,000 People Living in f. R. O. S are still unable to selfisolate. This is a much greater risk of contracting the virus. We have stood with leaders to urge the mayor and city departments to temporarily place residents of individuals living on the streets and hotel rooms where they could shelter in place safely. There are more than 30,000 vacant hotel rooms in San Francisco right now and Homeless Service providers have told us that theyre ready and willing to staff up these facilities immediately but instead the city had doubled down on its backward policy of waiting for Homeless Individuals to become infected first before placing them in private hotel rooms. Last week, we reached a new level of urgency when the city confirmed the first covid19 positive case in a homeless shelter in my district. Now there are four other confirmed cases within city shelters. With several other shelter residents showing symptoms. When exposed, Homeless People have a much higher mortality risk do you to preexisting Health Commissions and compromised immune systems. As members of the board we have done everything in our power to move unhoused residents out of shelters and off of the streets into private hotel rooms as quickly as possible. Including securing hotel rooms from the city using privately raised funds and offering every resource to us available as supervisors. Every hour we delay in getting people safely sheltered inside puts more Homeless Peoples lives at risk and endangerers our collective publichealth in the city. We have no more time to waste and we will stop at nothing until every person who is able to selfcare is brought into a safe room where they can properly shelter in place. This emergency ordinance requires that the city procure 8200 hotel rooms and provide recovery units for covid19 patients who do not require hospitalization, quarantine units for First Responders and Front Line Health Workers and private units where unhoused can isolate. Its critical in our effort to prevent further transmission of the virus for unhoused san franciscans and our entire community. Right now, in response to both mayor breed and h. S. A. Director reasoning on why theyre not moving people from the streets into safe hotel rooms, weve heard many things but the most recent excuses we have heard is that unsheltered People Living on the street wont want to go in and wont stay and canting forced to stay in hotel rooms and that it wouldnt be fiscally prude ant tprudent to do so. This shelter in place operation for the city and county of San Francisco one could argue is not fiscally prudent. Our entire economy has come to a standstill but we recognize that saving arrives and the publichealth is more important than money in this instance and we should hold that same belief and that same set of standards for people experiencing homelessness. My colleagues and i went out this weekend and this week to talk to Homeless People sleeping on the streets of our district to ask them, would you go and quarantine a hotel room and would you be able to take care of yourself and i wanted to see if i can share their answers with you in this fiveminute video we made. Hopefully you can see it from my home. We are not going to just be able to take over every hotel room in the city and provide staffing for every hotel room in the city and be able to move people into hotel rooms and force them to stay there. Thats just not going to happen and the reality is people who sadly have drug challenge this is Mental Health issues are not going to take a room and stay there. Balancing that need with of course the fiscal prudence we need. Do you believe that you are able to take care of yourself . And sir if you were put in a hotel could you promise me you would not trash this hotel . I swear, ive never done that to any hotel. I always been very. Do you think are given a hotel room you would be able to take care of yourself . Oh, yes, certainly. Youve been sleeping here mostly by yourself although theres another individual that is about 10 feet from you. If you got a hotel room and the city were to put you in a hotel room, you could take care of yourself . That true . Ive done it. They got this new thing and print. If you had a chance to get a hotel room, especially during this coronavirus thing, would you take it . I would take it in a heartbeat. If you were moving inside would you have any difficulties like managing yourself, figure the how to get food or take care of yourself and all that kind of stuff . You are in a warm place and a place where you can lay your head . You can workout the problems that are up on your self . Most of the problems that are upon yourself, they dont get harder they get easier because now, they think. If people are offered a hotel room, would you stay . I would. It would help me immensely. Dealing with my ailment is hard on me. What illness do you have . Di die a bet i di die bet. Would you be able to take care of yourself . Yes, i take care of myself out here but it would be so much better if i could put it in a fridge and keep it fresh. Thank you, supervisor ronen. I think your point is well made. I will just say right now that its very rare that we get to hear from Homeless People themselves and what you dont see from the video unless you watch the whole five minutes, is the age, race, marital status and the people are literally dying on the streets with illnesses and we have no policy in place to put them in the 30,000 empty hotel rooms. The least we could do is listen to what they have to say for themselves, thats all im asking you. Theres no time limit on introductions, im playing a fiveminute video and i would ask for that maud modicum of ret supervisor yee you are so passionate, go ahead. Thank you, president yee. We are not going to just be able to that right there is inaudible over the next two days. Would you be able to take care of yourself if you were in a hotel room . Yeah, because i take care of other people. Right. So i mean, the thing s. I want a hotel for basically two reasons. Number one, a bathroom where i can take a shower, and inaudible . How long have you been sleeping on the streets . Five years. About five years . And if you were offered a hotel room would you move into the hotel room . Yes, right away. Right away. And would you stay there to make sure and would you be able to take care of yourselves if you had a hotel room . Yes. How long have you been unhoused . Well, years over 10 years. All in San Francisco . Yes. And would you rather be living here on the streets or right now or in a hotel room . In a hotel . Yes. Would you be able to take care of yourself in a hotel room. Yes. We have a room for you, you would be able to take care of yourself and take shelter in place . Would you rather be here on the streets or would you rather be in a hotel isolated . To stay safe from the virus . Why would you rather be in a hotel than out here on the streets . Its safer . Theres been dangers out here or the Health Issues . Thank you, president yee. We have talked to our residents in every single district on the eastside of the city. And in the pouring rain, while theyre taking their insulin and doing their best to survive on the streets, they all begged for a hotel room. They said they would go immediately, they said they could take care of themselves and not only that they offered to take care of others. Why, why has it taken five weeks to get people inside of 30,000 empty hotel rooms. Its so deeply wrong and we must fix it and we must fix it now. Thank you. Thank you, supervisor ronen. That was very moving, i really appreciate that. Colleagues im introducing a resolution urging california governor to use his executive authority to expedite the procurement production and disbursement of p. P. E. Or personal protective equipment and ventilators, which are essential gear and equipment in our on going fight against the coronavirus. Youve seen the president evoking the defense protection act and encourage industries, we have Many Industries here in california and i know some of you might have seen some of the work thats being done to adjust the production of p. P. E. And ventilators, but as someone that is monitoring the daily numbers of i. C. U. Patients at sf general and San Francisco and the number of people on ventilators, were very fortunate at this moment that we have not seen a significant spike but if we were to see a significant spike, we need this additional equipment and additional ventilators. The governor has his authorities in his executive powers to re district industry and we want him to supervisor that and ensure that our frontline healthcare workers, many of them not just nurses but doctors, environmental Service Workers and many of those on the frontlines that in many cases right now, although theyre being asked to follow the c. D. C. Guidelines which allows fort reuse for some of the equipment, on this not necessarily the safest and best practice and so wore putting this forward and im putting this forward with my colleague, supervisor ronen, thank you, and supervisor mar, thank you, along with the support of jennifer and those from local 1021. And more importantly, the front loin nurses in particular at sf general that have been keeping us informed and letting us know about the situation. I think weve did not a good job of being prepared as we can. This would allow San Francisco and other areas to be even that much more prepared if and when theres a spike. So, that is all i have. The last thing i do want to say, supervisor peskin and i have been working over the weekend to try and get many of the private sectors janitors back to the table with some of the companies that are out there that are laying janitors off and their companies in this city that are treating their janitors as and many of their employees as they are their frontline employees and paying them. There are some that are deciding theyre going to use this opportunity at this moment to lay janitors off, were very hopeful this week will bear some fruit and there will be some further conversations. I think well hear from some janitors today during our Public Comment. I just wanted to highlight that. Thank you supervisor peskin for his leadership and work on this issue with me along with local 87 and were really hopeful well be able to keep people there. As all of you know, janitors are essential frontline workers and play a big role in ensuring that our buildings public spaces and private spaces are clean and free of coronavirus. Theres still time to do the 2020 census. Either those census day has passed, the census is still live and will still have a lot of work to do to make sure the city, residents are common. The Response Rate is below the national. Below the state and below the regional averages. Census responses are co confidential and representation in congress. These results also determine how federal funding is distributed to schools, how schools, roads, social services and more. Everyone should do the census online at mine2020census. Gov. I want to say we all know how much our Small Businesses are struggling while the federal government, Small Business administration wrote out their 349 billiondollar Payroll Protection Program last friday to provide emergency loans to americans Small Businesses devastated by coronavirus. It has been nothing short of chaotic. We are hearing from Small Businesses, Business Owners being rejected by lenders who are refusing to participate in their program. We are hearing from people frustrated by the application process itself. As a city, i commend us for stepping up to provide local grants and loans but this federal program has been necessary and i really hope we can find a swift resolution so were not leaving our Small Businesses hanging. I will urge Small Business administration and our congressional delegation to lift restrictions and to provide additional assistance so that applications can move forward and to provide better provisions to for loans it more businesses. Today im introducing emergency ordinance for increased employee protections for Grocery Store, drugstore, restaurant and on demand delivery employees. There are so many people who are still required to show up to work to make sure that the rest of us can still put food on our tables and have medications to survive. A cashiers, bakers, deli clerks, pharmacy clerks and on demand food delivery Service Workers put their lives at risk of getting covid19 so that we can safely shelter in place. They help provide fresh meals to our families, replenish gross resident to shelves and deliver food and grow grocery to senior. The emergency legislation and co sponsors mar, walton, ronen, president ton, fewer, peskin, safai and yee addresses the needs of this Critical Group of workers who are not getting the level of employee protection they need to safely do their jobs during this pandemic. This is scary and challenging for all of us and especially our frontline workers making sure we have access to food, medicine and essential goods. Requiring workers to have access to these protections and also not face retaliation for it is essential for all of us to remain safe and healthy during this pandemic. This legislation strengthens Worker Protections that are covered by the Health Officers orders during covid19. It gives workers a level of protection, mechanism to foil a complaint with the office of labor standards of enforcements. The legislation requires one that employers provide workers with personal protective equipment such as gloves, masks, sanitizers, soap and water and it includes on demand Delivery Service employees who would have to be reimbursed for purchasing these items. On demand Delivery Service employees must be paid for time spent cleaning vehicles or driving to handwashing facilities during the shift. Third, on demand delivery platforms have to offer drivers and shoppers the option of executing a no Contact Delivery during the state of emergency and a work schedule for any reason under the citys paid sick leave ordinance and a fifth on demand Delivery Service employers must keep their employees uptodate with the latest social distancing protocols and how to com ploy and lastly and very importantly, no retaliation. Just like were doing for everyone else, we have to prevent people from getting sick in the first place by giving them the ability to stay physically and socially distant from others and protect themselves. Our emergency legislation puts forward a preventative and commonsense strategy that wires the city to procure 8,250 hotel rooms which 730 workers of this crisis and 500 for medical quarantine per the advice of the d. P. H. Director and 7,000 for homeless. We know we cannot be reactive. We have a ticking time bomb on our streets and we have a responsibility to protect everyone, including people who are on our streets, shelters and Navigation Centers, we are not doing that right now and this legislation will provide the solution which is giving people a place where they can stay isolated, shelter at home, be safe and healthy, and as you saw from the video, there are so many people right now who dont have that and who are beg put at risk because of it and i very much look forward to continuing to work with all of you. When businesses are again able to expand service, its imperative that we move as quickly as we can to bring back jobs for those current lo curred off for the health of our economy, businesses and workers. And i want t to note that supervisor fewer has been really a leader around legislation to curtail certain times of pass throughs to tenants and i was proud to lead the effort last year to create a hardship exemption for tenants unable to afford bond pass throughs which in turn, i think incres support for last novembers 600 milliondollar Affordable Housing bond. And i know that everybody is under a lot of pressure, businesses, some small landlords, but tenants have rarely been under the kind of intense pressure that theyre seeing now and i want to applaud the efforts of the board mayor to provide relief during this precarious time. Secondly, i prepared an ordinance that i was working with supervisor safai which in fact we are not going to introduce today but we will still work on because were both very pleased to learn our mayor will put forward a supplemental declaration of emergency as early as tomorrow and i understand that the fourth coming supplemental order would put a hard cap of 10 on total fees that third party food Service Providers like grub hub, door dash, uber eats and others can charge to restaurants during the emergency. And as my colleagues mandelman safai are well aware this issue pro dates the emergency and weve seen some of these providers charging as much as 30 in fees for taunts that have been operating in margins and under the current emergency these businesses are of course doing quite well and im talking about the apps, not the restaurants and i wants to thank mayor breed for appreciate north in policy and i want to acknowledge supervisor safai and mandelman for their work on this issue as well. And with regard to the urgency ordinance a number of my colleagues have spoken to earlier, i want to thank them and community for the work over the last several days on this collective ordinance to ensure our homeless are brought indoors to safely comply with the shelter in place mandate. The reality on our streets, shared about the reality on our street, its time for us to really debunk the excuse for why Homeless Individuals are incapable of selfcare. The vast majority of our Homeless Population living on our streets that we encounter all the time, are over the age of 60 and or have multiple Underlying Health conditions. There are currently not being admitted no shelters which we know and while we have made incremental progress moving some individuals who have tested positive out of shelters and into quarantine, we are leaving thousands of individuals exposed to viral transmission. Today, a group of doctors released a report entitled a medically plan to stop the spread of covid19 among unhoused people which a firms the widespread publichealth opinion that created more mass shelters does not provide suffice laying fo for sro and qe opposite is true. It endangerers everyones health and well being and threatens to overwhelm our Hospital Systems that we are working to decongest. As the chief Health Officer told us last month i quote, from a disease transmission perspective, having your own room is the best. In addition to mandating sufficient rooms for homeless and shelter residents, our urgency ordinance would require accurate data reporting and tracking of s. R. O. S and homeless and shelter populations. The lack of transparency is concerning given that this information is not confidence shall and its data the public has a right to know and it should be public data and its critical as policymakers to understand. And finally with respect to cost, we know that much of this cost will be reimbursed by federal and state Emergency Response efforts. All of us have been asked to help fundraise private donations into the give to sf fund and we should also all know how much money has been raised and what we spent today and what weve spent it on. This information also should be reported to the board and the public on a regular basis. We all want the same things. We all want to flatten the curve and stop the spread of covid19 so that we can move on and focus on a Recovery Efforts. But in a crisis where every hour counts, we are really he, and this is been said before, not moving fast enough. Access to informed has been a challenge for many residents in San Francisco but it is increasingly urgent with an uptick in residents that are home bound or sheltering in place and those who are economically vulnerable and cannot afford food. Because this need is increasingly urgent, we need immediate action in ensuring no Receipt Department goes hungry. Sfusd has been providing meals for children and families since the week after schools were closed to paint a picture the number of meals increased from 9,000 to 24,000 over the course of one week. Nearly tripling the numbers provided. Still, unable to meet the full need. San francisco is also fortunate to have the San Francisco industry to thank and a network of Community Organizations who run food pantries as well as home delivered gres reece and meals, not to mention meal programs for a no pivoting to deliver those meals to homes with seniors and people with disabilities, we have restaurants who have stepped up the city to provide meals for residents in public housing, sros and more. I and my office are working closely with the Food Access Team at the Emergency Operations center to build a program that leverages our exiting assets, access growing needs, work with restaurants and each of our districts, leverage Public Sector workers and volunteers to build capacity and ultimately get through quickly to people who need it. The Food Access Team is also developing a food locater 311 coming on online soon. So that everyone everywhere and anywhere in the city can be connected to resources that they have to subsidize they need. I am happy to work with anyone who has resources to bring to the table and will share more updates as this program is built up. I am proud to introduce an emergency ordinance with supervisor peskin to freeze rent increases during this covid19 emergency. As supervisor peskin mentioned this emergency ordinance would a ploy to any rent increase that would otherwise be allowed under San Francisco rent stabilization ordinance including anything increases or pass throughs. This policy is compliment tree to the mayors moratorium on evictions and other efforts by my colleagues to keep people inn their homes. We also call shelter in place while we all follow the shelter in place order. I want to thank the mayor and my colleagues on this berdyc boardr stability for renters during this trying time and recognize that on going efforts of tenant and Affordable Housing applicants will push our state and federal governments to do more. While we continue to push for these bigger policy changes, around rent and mortgage payments we must also do everything we can at a local level to prevent renters from being burdened with rent increases at a time when so many are losing their jobs and their income. Many of these mom and pop storefront businesses and restaurants have been paying to the pockets of Insurance Companies for decades. Accident interruption insurance was meant for times like these. When the businesses are suffering great losses, the Insurance Company hit them with a denial letter. We are demanding accountability from the Insurance Companies. They sold the policies promising to cover damages and losses when the government seems it necessary to interrupt businesses to protect the public interest. They absolutely should payout for covid19 impacts. As regulation of the Insurance Industry is the center of the State Government i am following up with state representatives and insurance commissioner to push for the treatment and payment of Valid Insurance claims. We talked about ensuring and working with the Transit Worker Union local 250a and the leadership of the s. F. M. T. A. , jeff tumlin. We were able to work with them to ensure there would be front door boarding only if someone was disabled or needed the ramp, that there was appropriate spacing on the muni buses themselves and that ensuring that there was a limit to the number of people. All of this being done to first and foremost protect the operators in ensuring their safety. There is a few operators that have contracted covid19 and ensuring the safety of the passengers as well. They have increased the amount of cleaning through out the day which is a positive outcome. Then giving the drivers a bit more discretion in terms of when and how they are operating certain aspects of the bus in terms of insuring safety. The other thing we did last week through executive order, we worked with the mayor to ensure we expanded the amount of sick time to all City Employees on top of federal government sick leave and administrative leave for those that might have coved systems or had contracted code. All of those added up to ensure the safety of all city workers. In particular in this situation the safety of muni operators and transit workers. I want to appreciate the work that has been done to prioritize that safety, the final thing there was the delivering of ppe equipment, not necessarily hospital grade but ensuring gloves and masks were there and operators were safe and felt safe on the job. First its always the hardest and when they look back they really wont see you, but its the path that youre paving forward for the next one behind you that counts. Hi, my name is jajaida durden and im the acting superintendent for the bureau of forestry and i work for public works operations. And im over the landscaping, the shop and also the arborist crew. And some tree inspectors as well. I have been with the city and county of San Francisco for 17 years. And i was a cement mason, that was my first job. When i got here i thought that it was too easy. So i said one day ill be a supervisor. And when i run this place it will be ran different. And i i didnt think that it wod happen as fast as it did, but it did. And i came in 2002 and became a supervisor in 2006. And six months later i became the permanent supervisor over the shop. With all of those responsibilities and the staff youre also dealing with different attitudes and you have to take off one hat and put on another hat and put on another hat. And shes able shes displayed that she can carry the weight with all of these different hats and still maintain the respect of the director, the Deputy Director and all of the other people that she has to come in contact with. Shes a natural leader. I mean with her staff, her staff thinks highly of her. And the most important thing is when we have things that happen, a lot of emergencies, shes right by me and helps me out every time that i have asked. My inspiration is when i was a young adult was to become a fire woman. Well, i made some wrong decisions and i ended up being incarcerated, starting young and all the way up to an adult. When i was in jail they had a Little Program called Suppers Program and i supers program, and i met strong women in there and they introduced me to construction. I thought that the Fire Department would turn me down because i had a criminal history. So i looked into options of what kind of construction i could do. While i was in jail. And the program that i was in, they retrained us on living and how to make the right decisions and i chose construction. And cement mason didnt require a High School Diploma at that time so i figured i could do that. When i got out of jail they had a program in the philmore area and i went there. My first day out i signed up and four days later i started to work and i never looked back. I was an apprentice pouring concrete. And my first job was mount zion Emergency Hospital which is now ucsf. And every day that i drive by ucsf and i look at the old mount zion emergency, i have a sense of pride knowing that i had a part of building that place. Yeah, i did. I graduated as an apprentice and worked on a retrofit for city hall. I loved looking at that building and i take big pride in knowing that i was a part of that retrofit. My first for formen job was a 40 Story Building from the ground up. And its a predominantly male industry and most of the times people underestimate women. Im used to it though, its a challenge for me. As a female youre working with a lot of guys. So when they see a woman, first they dont think that the woman is in charge and to know that shes a person that is in charge with operations, i think that its great, because its different. Its not something i mean, not only a female but the only female of color. I was the first female finisher in the cement shop and i was the first crew supervisor, in the shop as a woman. When i became a two, the supervisors would not help me. In the middle, theyd call me a rookie, an apprentice and a female trying to get somewhere that she dont belong. Oh, it was terrible. It was terrible. I didnt have any support from the shop. The ones who said they supported me, they didnt, they talked about me behind my back. Sometimes i had some crying, a lot of crying behind doors, not in public. But i had a lot of mentors. My mentor i will call and would pick up the phone and just talk, talk, talk, please help me. What am a i going to do . Hang in there. It was frustrating and disheartening, it really was. But what they didnt understand is that because they didnt help me i had to learn it. And then probably about a year later, thats when i started to lay down the rules because i had studied them and i learned them and it made me a good supervisor and i started to run the ship the way that i wanted to. It was scary. But the more i saw women coming through the shop, i saw change coming. I knew that it was going to come, but i didnt know how long it would take. It was coming. In the beginning when i first came here and i was the first woman here as a finisher, to see the change as it progressed and for me to become a permanent assistant superintendent over the cement shop right now, thats my highlight. I can look down at my staff and see the diversity from the women to the different coaches in here and know that no one has to ever go through what i went through coming up. And i foster and help everyone instead of pushing them away. Ill talk to women and tell them they can make it and if they need any help, come talk to me. And they com knock on my door ad ask how i move up and how i get training. Im always encouraging to go to school and encourage them to take up some of the training with d. P. W. And i would tell them to hold strong and understand that things that we go through today that are tough makes you stronger for tomorrow. Although we dont like hearing it at the time that were going through all of this stuff, it helps you in the long run to become a better woman and a person shop and dine on the 49 promotes local businesses and challenges residents to do shopping and dining within the 49 square miles of San Francisco by supporting local Services Within neighborhood. We help San Francisco remain unique, successful and vibrant. Where will you shop and dine in the 49 . San francisco owes the charm to the unique character of the neighborhood comer hall district. Each corridor has its own personality. Our neighborhoods are the engine of the city. You are putting money and support back to the community you live in and you are helping Small Businesses grow. It is more environmentally friendly. Shopping local is very important. I have had relationships with my local growers for 30 years. By shopping here and supporting us locally, you are also supporting the growers of the flowers, they are fresh and they have a price point that is not imported. It is really good for everybody. Shopping locally is crucial. Without that support, Small Business cant survive, and if we lose Small Business, that diversity goes away, and, you know, it would be a shame to see that become a thing of the past. It is important to dine and shop locally. It allows us to maintain traditions. It makes the neighborhood. I think San Francisco should shop local as much as they can. The retail marketplace is changes. We are trying to have people on the floor who can talk to you and help you with products you are interested in buying, and help you with exploration to try things you have never had before. The fish business, you think it is a piece of fish and fisherman. There are a lot of people working in the fish business, between wholesalers and fishermen and bait and tackle. At the retail end, we about a lot of people and it is good for everybody. Shopping and dining locally is so important to the community because it brings a tighter fabric to the community and allows the Business Owners to thrive in the community. We see more Small Businesses going away. We need to shop locally to keep the Small Business alive in San Francisco. Shop and dine in the 49 is a cool initiative. You can see the banners in the streets around town. It is great. Anything that can showcase and legitimize Small Businesses is a legitimize Small Businesses is a mayor breed about afternoon. We all know that yesterday the county Health Officers in the bay area announced an extension until may 3rd of this stay at home order with new guidelines that definitely are as far as i am concerned adding but reiterating the importance. I wanted to justi to continue to stress the need to practice social distancing. I want to refer to it as physical distancing. We cannot be physically close to one another, it doesnt mean we cant pick up the phone and reach out to people and reach out to neighbors and continue to do everything we can to support one another during this very difficult time because the likelihood this may 3rd date will be extended is possible. We already know that the school year for kids has been impacted tremendously, and we know that from some of the early reports that it looks like even though there are real challenges in San Francisco, we are at 434 cases, and sadly, seven deaths, it could be a lot worse if all of you werent playing an Important Role by staying at home when at all possible. For clarity, we know that people may need to go outside and take a walk, walk their dog or jog with babies or go to the Grocery Store. What we ask people to do is get the fresh air, get the exercise you need walking, jogging or biking. Maintain your physical distance from people not in your household. I see friends all of the time, and i desperately want to go give them a hug, my neighbors. I cant do that. It is a natural thing to want to have that kind of connection with people, but i also realize the importance of not only protecting myself but protecting them. That is what this is all about as much as the natural reflection is to give love and support and extend a hand, it is just really critical that we not do that at this time. Once we are over this, that knows . We might be able to hug anybody we want. Who knows . I want to talk about my incredible experiences, as i mentioned earlier this week. I had a neighbor drop a slip in my mailbox to reach out to say they are my block captain and as a result of being the block captain they are there to provide grocery runs, pharmacy runs and also i can call or email them if i want somebody to talk to. It was very touching. It made me think about our vulnerable population. We have been thinking about this. People have been doing this all over the city informally. I heard about another resident in the sunset. Someone reached out and realized they were a senior and couldnt leave the house, dropped off groceries, asked if they needed support, first of all, asked if they spoke other languages besides english and provided a comprehensive outreach to support neighbors. I know there are so many people doing that. We are grateful for you. I want to take that to the next level. Today i want to announce an opportunity for san franciscans to get involved and volunteer. People have been great, but so many have said my neighbors, i dont have that vulnerable population, i want to get involved and be helpful. The program that we are announcing today provides you with an opportunity to do just that. To help those who are seniors and are part of the vulnerable population, especially People Living in isolation and cant run the basic errands in order to get groceries and support and resources that they need. The department of aging and Adult Services under be the direction of shreen with us here today. They have partnered with the office of transgender initiatives to develop a program where you can sign up and we will partner you with a senior. Basically, it is like you are going to be responsible for caring for and taking care of that senior for the duration of this issue or this pandemic. I think that what is gained from this is not only the ability to do something to help support others, but it could be the beginning of a long lasting friendship. We know so many seniors are living in isolation. They may not have family members who are there and available to them. Here is an opportunity for you to help someone who desperately needs help at this time. To get information about this program, you can look on our website at sfgov. Org or call 311 or 415 3556700. I also want to thank mona a. M. I. They have repurposed the app to help us connect people with seniors who are living in isolation, and this program is also important a combination of mona and open house and others have been great in taking the initiative and doing the work. Now we are going to expand upon the work that they are already doing in order to connect even more seniors to resources. That is really our goal. I think this is going to be an Incredible Opportunity for our city. If you are interested, please reach out to us. I also want to talk a little bit about some of our efforts and trent will talk more about hotel rooms, shelters and some of the things we have planned to help house our unsheltered population. I want to just start by saying that i know that we have thousands of hotel rooms here in San Francisco. I know that people are asking why dont we just open the doors and let everyone who is homeless get access to a hotel room . I wish it were that easy. I wish it were that easy to help people who unfortunately are struggling with addiction, sadly struggling with mental illness. I wish it were that easy to provide a place for them to be. I want folks to understand part of the challenge we have here we have secured over 400 hotel rooms. We hope to increase that number and again trent will talk in more detail about the priorities and purposes and how we are preparing, but i want to be clear that the capacity and the resources in general needed to provide the wraparound Supportive Services for many of these populations make it very difficult to just open the doors and allow anyone to walk in. In addition to that, we dont have the ability to force anyone to stay anywhere. That also becomes a challenge even with our shelter system. It is going to continue to be a challenge, but we have a plan to talk about exactly how we are going to do a couple things. Number one, deal with the challenges of our congregate living settings, places like shelters and Single Room Occupancy Hotels. We know that if someone gets the virus and they live in an sro where they share bathrooms with others, we dont want to send them back to a location where we know they could infect others. We want to isolate them and provide them with a hotel room so they can get better, and that is a real part of the goal of our program. We also know that there are proactive steps we can take, and with our shelter system we have identified a location to specifically help to spin out our shelter beds. Masconie west and south will be a place for room for 400 people. The goal is to thin out the shelter system so people arent as close to one another as they are in our shelters. We will start as early as tomorrow moving people from shelters allaround the city into masconie west with 24 Hour Services of support, food, resources and exactly the kinds of things that you need in order to manage a shelter system here in the city. This is something that trent will talk more in detail about. I also want to touch on something that came out yesterday about the budget impacts and the fact that, unfortunately, based on the controllers work and research around what is happening with the finances of the city, there is, of course, a huge hit to our general fund and huge hit to our economy as a whole. We can anticipate a budget deficit of anywhere between 1. 1 and 1. 7 billion over the next two fiscal years. That is going to mean really a hard blow to San Francisco, a hard blow to our services. As we are also spending money and dealing with this pandemic locally to keep people safe, we also have to be mind full about what will happen if we are not financially responsible now. If we are not making wise decisions about resources and how we allocate things and prioritize things, we are going to be in a lot of trouble financially in this city. We are going to need to make smart decisions. We are hopeful that the resources that we anticipate from the federal and State Government will be of help, but when you are talking about a 1. 1 to 1. 7 billion budget deficit, that is significant. Lets be mindful of that. We know there is a lot of need now and we are doing what we can to not only take existing resources as well as raise private sector dollars to help our Small Business community and others suffering. This is a tough road ahead of us, and be we are working every single day to put together the resources and the people. We will have more to announce, some more information tomorrow about our Recovery Plan and how we are going to start to develop the right task force that would allow for labor and Business Community and city departments and others to come together to begin to talk about the future of San Francisco, our Recovery Efforts and what do we do once this pendemic has been lifted. There will be a lot of people suffering financially and we need to get prepared for it. Not only now but in the future. The other thing i wanted to talk about is the census, and i actually did the online census. It didnt take very long. I was surprised that it was so quick. I think it took me maybe five minutes to go online and put in the number analog in. It was very simple. You can go to my 2020 census. Gov or call 18443302020. Anything that we talk about today you can also if you have questions, concerns 311 is a great tool to get information as well or the city website at sf sfgov. Org. Why is it important to be counted . We dont know if any decision to make changes to the census might occur in d. C. , but we do know that when we are counted, we count. When you think about 2 trilliondollar stimulus package that is being provided to the entire country, our state and possibly our city could have a tremendous percentage of that packet based on the number of people that are counted in previous census. People counted in the 2000 census, that is the data used to determine population and other things and resources and how we get our fair share of the pie. This is really important. Every person should be counted. Every person, meaning if you are a u. S. Citizen or not. If you are part of the immigrant community, you are part of the San Francisco community. This information will not be used against anyone based on immigration status. The census is protected in that way. We know this is a very challenging time. We want to impress upon people in the city how important it is for everyone to make sure that you complete your census information. You get that sent in as soon as possible. For those at home with access to the internet, you have no excuse. We need your help and support. Please make sure you are counted. To the nonprofit agencies that receive funding for outreach, this is a great opportunity to work from home to pick up the phone to call people and figure out ways in which people can be counted. This will make a difference in how we continue to get the kinds of resources necessary to make sure that we get our fair share. That is what it is about. Make sure you complete your census. It is critical to the future of our city and country. With that, thank you all so much for all of your work. I am sure they are feeling as challenged as you are during this time. My heart goes out to a lot of the families with children especially. I know that this is a tough time. So many kids not able to stay in school and hang out with their friends and see their teachers. Just lets be mindful we are all going through this together, and for one reason or another are experiencing a number of probably emotional challenges as a result of this. Lets be patient with one another, lets comply with social distancing, lets try to set an example and continue to hold our heads up so we can get through this together. With that i want to introduce doctor grant colfax. Good afternoon. I am grant colfax, director of health. Thank you, mayor breed. Today in my update i want to thank everyone for their cooperation and everything they are doing to help fight the spread of the coronavirus. When you stay home, when you keep six feet apart from people during the times you must go out for essential reasons and when you wash your hands, you are saving lives. These efforts are important. They are not enough. We must redouble our commitment to slowing down the virus in our community to protect vulnerable populations and our Healthcare System and to make the best path forward for recovery. Some people have asked this week, is it working . Are we as a community in San Francisco and in the region flattening the curve in my message today for you is it is simply too early to tell. We know we are doing the right thing, and the data tells us that staying home is the very best defense. But at this stage of the game, there are still plausible scenarios that our Healthcare System could be brought to the brink and even overwhelmed. I dont want that to happen. None of us want that to happen. That is why we are here doing everything we can to follow the science, data and facts to drive our decisions. Yesterday, San Francisco joined with other bay area counties to extend the Stay Home Order to may 3rd. I know this is very challenging. There are roll zero o real serious economic and emotional impacts. These sacrifices are an investment in our future as a community and as a city. It is time to take a deep breath and get ready to stay home all month. The new order is much like the one that was put into place on march 16th. All san franciscans must stay home as much as possible abonly leave for essential activities like getting food and medicine. Even then stay at least six feet away from others if they are not part of our immediate households. Go outside to take care of a pet or exercise so long as you do not congregate in a group and you must maintain six feet of distance between you and other people not part of your immediate household. Essential workers are still needed to help our community during this time so that people can buy groceries, get gas, do laundry, get prescriptions, travel for essential reasons, get essential healthcare and other basic important and vital functions. I am grateful to our essential workers in the public and private sector for all they are continuing to do every day to keep everyone as healthy and safe as possible. The new Stay Home Order strengthens the previous one in some significant ways. Here are four examples. Social distancing, physical distances is now mandatory when people leave home. Use of playgrounds, outdoor gym equipment and picnic areas and barbecue areas is prohibited. This is to remove the temptation to gather. Number three. People who can work from home must do so. Number four. Essential businesses must put in place formal rules for physical distancing protocols to ensure proper sanitation that people stay a safe distance away from each other. These rules and many others are detailed in the order posted online along with updated frequently asked questions at sf. Gov. Now, i would like to give an update on laguna hospital. We are very concerned about a growing outbreak there and are continuing to do everything we can to protect the health of residents and staff. This week we received help from the California Department of Public Health, centers for Disease Control and prevention and other key federal partners. They are working closely with us on the current cases, contact investigations and recommendations for improved preparedness and response Going Forward. With regard to testing. As of today laguna honda has 12 confirmed cases of coronavirus. 10 are among staff and two are among residents. Of staff, seven have been in patient care positions and three are no not to date 89 patient he been tested. 218 Staff Members have tested through the Health Department or through their own provider. As we speak, the centers for Disease Control and prevention their experts are on site conducting thorough tracing and contact investigation, taking action now and providing us with an evidencebased datadriven road map for aggressive action in the future. They are identifying and testing staff and residents that they are concerned may have been exposed to the coronavirus. With regard to Behavioral Health needs this is a challenging time for staff and residents. We added extra resources. We have opened a dedicated phone line staffed by psychiatry clinicians to provide support. This is in addition to regular clinical behavioral Health Services. We have a Behavioral Health specialist on site. He is reaching out to staff on the two units impacted to provide support and coping mechanisms. The specialist are available to all staff and they will reach out to provide services. Caring for most vulnerable during this pandemic is some of the most intense and selfless work in the city. I want to thank the staff at laguna honda, residents and families for their forbearance and resilience and capacity to be part of our response to this pandemic. I am there, the Health Department is there, and the city is there for them. With regard to cdc, centers for Disease Control and prevention, and the California Department of Public Health, i am thankful for the support we have received from them as well as our federal medical partners. There is an ever changing this is an ever changing situation, and the ability to develop and share best practices and protocols will help slow the spread of the virus both at laguna honda and other residential nursing facilities in the city and the region. Again, i am most grateful for their support and expertise. The cdc, centers for Disease Control and prevention, has five physicians and scientists on site at laguna honda today. They are providing much needed staff and strengthening the contact investigations which is crucial to slowing and stopping the spread of the virus. They are also providing expert knowledge to assist clinical teams in the review of clinical protocols and guidelines and any revisionsness given the fluid situation. As we learn more, as we receive more data, we will adjust our response accordingly. The California Department of Public Health is providing expertise and guidance on Infection Control practices throughout the hospital through direct observation. They have made recommendations for improvements in environmental cleaning and staff practices which are immediately acted upon by laguna honda staff and zuckerberg San Francisco general hospital. Let me be clear. These experts have insights from around the country and across the world to help us do better in our local response. They have also joined the Ongoing Department of Health Discussion with other longterm facilities in the city to assess current infection surveillance and control planning. I look forward to their daily briefings and recommendations for both individual facilities and monitoring our system as a whole. We and i will continue to do everything we can to respond to the changing situation at laguna honda. I will keep staff, residents, families and the public updated. I want be to remind everyone that we continue to focus our response efforts on slowing the spread of the coronavirus. Preparing the Healthcare System for a surge, expanding testing, supporting healthcare workers and protecting vulnerable populations including those at laguna honda. I am pleased to update the two drop in testing sites for their patients successfully opened earlier this week and have started conducting coronavirus tests. We have been identified spaces in hotels and motels for quarantine and isolation to protect people from homelessness and living in congregate settings. We are adding more spaces for people to shelter. We have made significant progress. Trent ward will now share an update. Thank you. I am the executive director of Human Services agency. We are charged with providing housing and care in the citys disaster Emergency Response. In this case, the citys Covid Response. We acwe activated the center on. The most pressing need was to set up housing for individuals in response to covid. Covid. We had to ensure a relief valve for individuals who did not need to be there but needed to be quarantined. We recognized the best way to do this would be to rent thousands of hotel rooms in San Francisco. Thanks to mayor breeds leadership early on she joined me and director colfax in a meeting with the Hotel Council where we asked for their help. They stepped up by providing responding to our request for quotes offering over 10,000 hotel rooms for this purpose. I want to walk through now with you all what the priorities are for these hotel rooms. I am going slowly because this is important detail, and it is important that not only the press but stakeholders understand these priorities. It is important to note that these priorities are at the direction of the department of Public Health, Covid Response to the city is a health response. We are taking the best guidance from the department of Public Health in terms of their needs. For the hotel rooms online. The number one priority is to discharge or divert individuals who need to quarantine because they are covid positive or have been tested and are showing symptoms. Divert from the hospital or discharge from the hospital when they dont need to be there. 95 of these individuals are homeless. Remaining would be those in Single Room Occupancy Hotels and cant quarantine at their home. Next population that is important for hotel rooms are the vulnerable population, which are individuals aged 60 and older or individuals who have Underlying Health conditions that make them more vulnerable to the covid virus. First priority among this population would be the vulnerable in the homeless shelters. As we move to reducing the census in the shelters to create the physical distance physical distance required we will move to hotel rooms if they can selfcare. If they can be in the room on their own with the minimum level of support from the city annan e nonprofit providers. Then it is the front line healthcare responders, doctors, nurses, medical professionals who need a place to stay so they dont go home to potentially infect their family and loved ones. We can provide them rooms here to allow them to stay. Some of the front line Health Responders are exposed to the virus and will be exposed. We have rooms set aside to quarantine in hotels in San Francisco rather than quarantining at home. Last population for hotel rooms would be the vulnerable population. Let me restate that. Individuals aged 60 and older or individuals with Underlying Health conditions to make them vulnerable to could individual. Covid. They are living on the streets unsheltered. They are prioritized for hotel rooms. They need to selfcare. If they are quarantined they will be in the rooms with with meals delivered to them. The secondary response. Let me give you numbers. I know you will ask. To date the city has entered into contracts with six hotels providing a total of 479 rooms. The priority population for those rooms are the first category which are individuals being discharged or diverted from the hospital who are homeless and who are covid positive or have been tested. To date we have moved 123 individuals to the first hotel. We have additional rooms totaling 479. In addition, we have another two hotels totaling 576 rooms that we anticipate finalizing the contract at the end of today. They will be online by tomorrow. Then we have discussions with one additional hotel, a large hotel of 1500 rooms that we hope to enter into contract by the end of this week or saturday. Ithis brings the total hotel rooms to 2555 by the end of this week. It is important to know media and others ask what the target is. It is difficult. It is like projecting the curve, the medical surge and timing. It is difficult to know how many rooms we need. We are nimble enough to flex up to as many as 6555 rooms. Say that again. 6,555 rooms. We are in contract discussions with hotels totaling that number. We are attempting to balance the need of the medical system and the need for isolating and quarantining and providing safe places for vulnerable populations. Balancing that with fiscal prudence. We dont want to rent 3,000 rooms for a couple rooms. We want to manage the medical surge and manage the need of the vulnerable populations on the shelters, streets, Single Room Occupancy Hotels. The second piece is creating the physical distance in the homeless shelter system. Cdc is creating three feet of distance in between in the homeless shelters. We are moving to six feet in between. We need to move individuals from existing homeless shelter system to shelter that we are setting up right now. As the mayor announced earlier, our first shelter that will be ready to transfer individuals into is at moscone west. It is 394 individuals with full neals, showers, full meals and showers. It will be staffed by department of Public Health shelter Health Workers as well as other nonprofit partners. We will be moving individuals from existing shelters into this facility tomorrow. We have two other shelter sites we are currently negotiating with. I wont say the location or the names because we are not completed with the negotiations, but this will provide us slots for an additional 460 to 510 individuals. These three facilities combined will allow us to achieve physical distance in the current sellther system and the shelters we are deploying by the beginning of next week. Important to note individuals who are in our shelter system who are vulnerable age 60 and older or Health Conditions will not be moved to a new shelter. They will remain and we will arrange for transport to moments rooms if they can selfcare. The last intervention that we are charged with deploying are the trailers the state of california is sending to us to the state Department EmergencyOperations Center for the state. That is 91 trailers coming to San Francisco. In addition we have secured an additional 30 recreational vehicles. We have identified a site and are currently negotiating with that site to finally the agreement and to begin setting those up. We anticipate those being primarily used for individuals who need to isolate but who have significant other needs, Behavioral Health or addiction or other physical health needs that need to be staffed by a medical professional, that need to be in an isolation setting but arent equipped to selfcare in hotel rooms. Clearly this response takes the entire city to cooperate. Hsa is not doing this alone. We are doing it in partnership with department of real estate, City Attorneys and department of Public Health and in the case for moscone west we cant thank the director of the convention e confacilities for helping us set up th the space. It is amazing the level of work, expertise and partnership in the city. There is no way we could do this alone. No way the department of health can manage alone. Mayor breed is steadfast in her leadership and guidance andy serves a lot of credit for the way the city has responded. Thank you. Good afternoon. I am Assembly Member david chu. I have been in touch with my legislative colleagues around the state regularly. What has been apparent to all of us is the leadership of San Francisco and the bay area during this coronavirus we have been setting the standard, leading the way. I want to take a moment to thank everyone who is part of the Emergency Response and the Public Health response and the response to the economic challenges we are facing. The decisions that have been made earlier here in our region and our city have been setting the gold standard. I just want to come to thank you for that. Having a chance to tour the eoc, we have a sophisticated operation with many moving parted. I want to thank the men and women who are part of this. I should say as the chair of the api legislative caucus today is census day. Among all of the many things folks are doing if we dont ensure that every resident in San Francisco is being counted, we are jeopardizing billions of dollars of federal funding to city and state. I would reiterate not only are you making yourself counted. Please ask your friends and family to ensure that is the case. We are working hard to ensure that there are statewide resources and moving forward policies to ensure not only are we housing everyone unhoused but working hard to make sure tenants are protected during this time and that when we come out of this crisis we are planning to keep people housed and doing all we can during this crisis. We have managed during this time period to do all we can. There is more that we can do. I want to thank mayor breed and the leadership in the city for working closely with the state and with our federal government. Together we will prevail for all of our family members at home, stay strong. We will get through this and we will come out the other side stronger than ever. Thank you very much. Questions for dr. Colfax. This is about mask guidance. Is the San Francisco department of public Health Issues mask guidance . When and where should people wear them . So our Health Department issued recommendations for Health Department employees and First Responders to wear mask on a recent announcement. The key for these employees and teams is to prevent transmission of the virus from them to other people, including members of the public. There is a window period for some people where they do not have symptoms could transmit the virus. This is particularly important where there is High Frequency of continued contact with vulnerable populations, such as in the hospital, in the emergency room, in our correctional facilities, and with our Police Officers and firefighters out there helping people every day. I want to emphasize San Francisco as with the rest of the region and rest of the country has a severe, severe shortage of masks. I am very concerned about our ability as a Health Department to supply masks ongoing for people. We are asking everyone to keep that mask that you receive as long as possible, as long as possible until it becomes soiled. We need these masks for Public Health and First Responder purposes. We are assessing along with many other jurisdictions right now with regard to facial barrier recommendations for the broader populations, and we will be continuing to look at that data following the evidence and pants and any further recommendations you will hear it from us with regard to recommendations Going Forward. Thank you. Thank you. A follow on to that question from abc 7. Should people be wearing homemade masks or bandanna . Do they serve the same purpose . At this time there are no recommendations from the cdc with regard to wearing mask. We are focusing on the people in the healthcare situations engaging with First Responders. Next question from the San Francisco chronicle. It pertains to the residents of laguna honda. Are they all being tested . Particularly the south floor unit. In my remarks i said we have a team of world experts assessing the situation right now. I am awaiting actionable recommendations from them. I will be debriefed today and every day Going Forward with regard to the recommendation. As soon as i receive the recommendations we will implement them wherever feasible and wherever possible. Next question from ron lynn of the l. A. Times. Can you tell us how many hospital as ic beds are in the city and how many are empty and how many are filled can coronavirus patients. We have 1300 medical surge beds where people with medical conditions or surgical issues would go. We have 1300 beds. We have p. M. 200i c. U. Beds in the city at this time. We are working to expand that. The capacity of those beds is greatly increased because we have taken early steps to do things such as ensure that elective surgeries and anything that could be postponed was postponed so our bed capacity is higher than it was before the pandemic started. With regard to coronavirus patients in the hospital, i do not have those specific numbers at this time to share. At this time we are monitoring the situation very carefully. Thank you. Question from the ap. She would like to understand testing in homeless shelters and the shelterworker population. Have they been tested and have many tested positive . I have been really clear and the mayor is clear. I think across the country local officials and mayors have been clear. We need more Testing Capacity. We need more testing materials. I am so proud of our Public Health team which tripled Testing Capacity from last week to this week. We have very short turnaround times. 24 to 48 hours which is key to better understand why people need to be freeing the hospitals if people do not need to be in the hospital. Now we are focusing on looking at the number of swabs that we have with regard to the Testing Capacity. Very basic supplies that we need as well as people need across the state and across the nation are really the limiting step at this time. We are focusing and will continue to focus testing efforts until we have more supplies on people who need the testing most. Those are people who are symptomatic with covid19 symptoms. People in close contact with those people and our healthcare workers and First Responders. I hope that as our testing sites increase across the city and as our capacity in terms of equipment increases that we will get the supplies necessary. I am waiting for more swabs to do more. Next set of questions for mr. This is from the mercury news. How many people have been offered hotel rooms but have declined . The current and initial deployment of hotel rooms were targeted 100 to individuals in the hospital to prepare the medical system to manage the medical surge. We have moved 123 individuals in. I believe in terms of number that declined it is less than 10. Again, 94 of those were homeless. That speaks to the next question from the associated press. Of last weeks 300 hotel rooms how many are filled by people who are homeless and what are the remaining percentage . 123 rooms are occupied by individuals who are covid19 positive and have no placetor selfquarantined. 94 of the 123 are homeless. Question from john king of the San Francisco chronicle. Will the hotels being contracted by the city to house First Responders and homeless be rehiring Hotel Employees to help attends to the new residents . It depends on the hotel. The citys desire is for the hotels that are providing meals with restaurants or kitchens that we fully deploy to provide meals to the individuals quarantined there. If the hotel does not have meals we have to arrange for meal delivery. It is a step we would like to avoid. It is up to the hotel and ownership on whether or not and of course employees if they would like to remain, but it is our full intention that we have these hotels staffed with again kitchen staff, general lobby staff, housekeeping to do general cleaning areas, not room cleaning and the like. It is important, of course, the primary goal is to provide a Public Health response to protect individuals but secondarily given the significant hits that the hospitality employees have taken to about them is an added benefit, of course. Clarification from nbc bay area confirms that as of now 23 individuals have been moved to the first hotel that came in line . No, 123. Next question. Chris. If a person in household is covid19 infected should they move to an sf hotel. Are there rooms set up for this type of stay and what rate . That is more of a medical question in terms how the Health System responds to families. I will refer to dr. Colfax. He will handle that when i am concluded. Are you able to temfolks tell folks the name of the hotels the city has contracts with . We have made a decision not to name the hotels for privacy of the individuals in the hotel as well as protecting and ensuring the negotiations moving forward with other hotels. We are not releasing names of hotels. Next questions are for chief scott. This is a question from maygan cassidy. How many officers or sworn staffers have tested positive and how many have been exposed or quarantined on your staff . We have had two officers test positive. We have had 53 quarantined. Some of those are back at work. We have been very fortunate working with the department of Public Health and the mayor and others who provided leadership early on. We hope we can continue to see this good fortune. We have not been severely impacted at this point. At this point only two. Follow up from sf gate. Do you have plans in plate for the a significant number of First Responders become ill. We do. We have seen other places around the country with this. We started with modifying our protocols, administrative units and officers that work those units were rotating in patrol to supplement. We modified the patrol schedule and have several models in the event we have significant short sage ages of personal. We have several models to go to. Depending on the shortages there are different models. We have modified deployment greatly included limited activity in terms of in Service Training is canceled. We shifted investigators to patrol duties, some supervisors that work investigative units are shifted to patrol duties to supplement patrol. We want to keep social distancing and not over crowd police stations. Yes we have models in event of shortages. Thank you. That concludes our press hi. I am cory with San Francisco and were doing stay safe and were going to talk about what shelter in place or safe enough to stay in your home means. Were here at the urban center on Mission Street in San Francisco and joined by carla, the Deputy Director of spur and one of the persons who pushed this shelter in place and safe enough to stay concept and we want to talk about what it means and why its important to San Francisco. As you know the bay area as 63 chance of having a major earthquake and its serious and going to impact a lot of people and particularly people in San Francisco because we live on a major fault so what does this mean for us . Part of what it means is that potentially 25 of San Franciscos building stock will be uninhibit tabl and people cant stay in their homes after an earthquake. They may have to go to shelters or leave entirely and we dont want that to happen. We want a building stock to encourage them to stay in the homes and encourage them to stay and not relocate to other locations and shelters. Thats right so that means the Housing Needs to be safe enough to stay and we have been focused in trying to define what that means and you as a former Building Official knows better than anybody the code says if an earthquake happens it wont kill you but doesnt necessarily say that can you stay in your home and we set out to define what that might mean and you know because you built this house were in now and this shows what its like to be in a place safe enough to stay. Its not going to be perfect. There maybe cracks in the walls and not have gas or electricity within a while but can you essentially camp out within your unit. Whats it going to take to get the Housing Stock up to this standard . We spent time talking about this and one of the building types we talk about was soft Story Buildings and the ground floor is vulnerable because there are openings for garages or windows and during the earthquake we saw in the marina they went right over and those are very vulnerable buildings. Very and there are a lot of apartment buildings in san that that are like that. And time to. Retrofit the buildings so people can stay in them after the earthquake. What do they need . Do they need information . Do they need incentives . Mandates . Thats a good question. I think it starts with information. People think that New Buildings are earthquake proof and dont understand the performance the building will have so we want a transparent of letting people know is my building going to be safe in it after an earthquake . Is my building so dangers i should be afraid of being injured . So developing a ranking system for buildings would be very important and i think for some of the larger apartment buildings that are soft story we need a mandatory program to fix the buildings, not over night and not without financial help or incentive, but a phased program over time that is reasonable so we can fix those buildings, and for the smaller soft Story Buildings and especially in San Francisco and the houses over garages we need information and incentives and coaxing the people along and each of the owners want their house to be safe enough. We want the system and not just mandate everybody. Thats right. I hear about people talking about this concept of resiliency. As youre fixing your knowledge youre adding to the city wide resiliency. What does that mean . Thats a great question. What spur has done is look at that in terms of recovery and in new orleans with katrina and lost many of the people, hasnt recovered the building stock. Its not a good situation. I think we can agree and in san we want to rebuild well and quickly after a major disaster so we have defined what that means for our life lines. How do we need the gasolines to perform and water perform after an earthquake and the building stock as well, so we have the goal of 95 of our homes to be ready for shelter in place after a major earthquake, and that way people can stay within the city. We dont lose our work force. We dont lose the people that make San Francisco so special. We keep everybody here and that allow us to recover our economy, and everything because its so interdependent. When the opportunity came up to serve the city of San Francisco, that was just an opportunity i really needed to explore. [ ] [ ] i think it was in junior high and really started to do well in math but i faced some really interesting challenges. Many young ladies were not in math and i was the only one in some of these classes. It was tough, it was difficult to succeed when a teacher didnt have confidence in you, but i was determined and i realized that engineering really is what i was interested in. As i moved into college and took engineering, preengineering classes, once again i hit some of those same stereotypes that women are not in this field. That just challenged me more. Because i was enjoying it, i was determined to be successful. Now i took that drive that i have and a couple it with public service. Often we are the Unsung Heroes of technology in the city whether it is delivering Network Services internally, or for our Broadband Services to low income housing. We are putting the plant in the ground to make all of the City Services available to our residents. It is difficult work, but it is also very exciting and rewarding our team is exceptional. They are very talented engineers and analysts who work to deliver the data and the services and the Technology Every day. I love working with linda because she is fun. You can tell her anything under the sun and she will listen and give you solutions or advice. She is very generous and thoughtful and remembers all the special days that you are celebrating. I have seen recent employee safety and cyber security. It is always a top priority. I am always feeling proud working with her. What is interesting about my work and my family is my experience is not unique, but it is different. I am a single parent. So having a career that is demanding and also having a child to raise has been a challenge. I think for parents that are working and trying to balance a career that takes a lot of time, we may have some interruptions. If there is an emergency or that sort of thing then you have to be able to still take care of your family and then also do your service to your job. That is probably my take away and a lot of lessons learned. A lot of parents have the concern of how to do the balance i like to think i did a good job for me, watching my son go through school and now enter the job market, and he is in the medical field and starting his career, he was always an intern. One of the things that we try to do here and one of my takeaways from raising him is how important internships are. And here in the department of technology, we pride ourselves on our interns. We have 20 to 25 each year. They do a terrific job contributing to our outside plant five or work or our Network Engineering or our finance team. This last time they took to programming our reception robot, pepper, and they added videos to it and all of these sort of things. It was fun to see their creativity and their innovation come out. Amazing. Intriguing. The way i unwind is with my photography and taking pictures around the city. When i drive around california, i enjoy taking a lot of landscapes. The weather here changes very often, so you get a beautiful sunset or you get a big bunch of clouds. Especially along the waterfront. It is spectacular. I just took some photos of big server and had a wonderful time, not only with the water photos, but also the rocks and the bushes and the landscapes. They are phenomenal. [ ] my advice to young ladies and women who would like to move into stem fields is to really look at why you are there. If you are if you are a problem solver, if you like to analyse information, if you like to discover new things, if you like to come up with alternatives and invent new practice, it is such a fabulous opportunity. Whether it is Computer Science or engineering or biology or medicine, oh, my goodness, there are so many opportunities. If you have that kind of mindset i have enjoyed working in San Francisco so much because of the diversity. The diversity of the people, of this city, of the values, of the talent that is here in the city. It is stimulating and motivating and inspiring and i cannot imagine working anywhere else but in san we have private and Public Gardens throughout the garden tour. All of the gardens are volunteers. The only requirement is youre willing to show your garden for a day. So we have gardens that vary from all stages of development and all gardens, family gardens, private gardens, some of them as small as postage stamps and others pretty expansive. Its a variety all of the world is represented in our gardens here in the portola. I have been coming to the portola garden tour for the past seven or eight years ever since i learned about it because it is the most important event of the neighborhood, and the reason it is so important is because it links this neighborhood back to its history. In the early 1800s the portola was farmland. The regions flowers were grown in this neighborhood. If you wanted flowers anywhere future bay area, you would come to this area to get them. In the past decade, the area has tried to reclaim its roots as the garden district. One of the ways it has done that is through the portola garden tour, where neighbors open their gardens open their gardens to people of San Francisco so they can share that history. When i started meeting with the neighbors and seeing their gardens, i came up with this idea that it would be a great idea to fundraise. We started doing this as a fundraiser. Since we established it, we awarded 23 scholarships and six work projects for the students. The Scholarship Programs that we have developed in association with the portola is just a winwinwin situation all around. The Scholarship Program is important because it helps people to be able to tin in their situation and afford to take classes. I was not sure how i would stay in San Francisco. It is so expensive here. I prayed so i would receive enough so i could stay in San Francisco and finish my school, which is fantastic, because i dont know where else i would have gone to finish. The scholarships make the difference between students being able to stay here in the city and take classes and having to go somewhere else. [ ] [ ] you come into someones home and its theyre private and personal space. Its all about them and really their garden and in the city and urban environment, the garden is the extension of their indoor environment, their Outdoor Living room. Why are you here at this garden core . Its amazing and i volunteer here every year. This is fantastic. Its a beautiful day. You walk around and look at gardens. You meet people that love gardens. [applause] now we are blessed to have so many irish americans that have made San Francisco what it is. We have one that is very special to us, and that is our in house irish american. That is shawn, the chief of staff to the mayor, and we have something that is going to help you because you need help, right . A shot of whiskey . No, no shot of whiskey yet. There is an old tradition of an irish stick, thush shillelag. It was something that a welldressed man had as a walking stick. Then it became sort of a weapon because we only have weapons of love and not of fighting in San Francisco. Then it was a sporting vehicle to use. Now you can buy them with a flask at the top with christi. Whiskey. We thought you would need this. As you know this is march 6th. I always thought the irish day was the 17th, right . Our irish americans in San Francisco want to celebrate early. We thought that this irish stick, shillelagh, would be helpful to keep people in order. It is a stick of friendship. We cant shake hands. You are going to shake a stick. Then you are going to walk in the parade aphave your walking stick, and then when you do the irish jig, you will have it. Here is the presentation. applause . The first person i get to bring up is our mayor. We will tell you she is having a difficult time today because she is now no longer grand marshall. Her term as grand marshall has ended. There have been moments when we had a number of long boring meetings in the office. She gets frustrated and tells us stop telling me mayor, i want to be called grand marshall. She pulls out the sash. Here she is for paps th perhe last time. Grand marshall london breed. Mayor breed my merchandising is once a grand marshall always a grand marshall, right, director . That is why i pulled it out today for this special occasion. I want to take this opportunity to also acknowledge the president of the university of San Francisco, paul fitzgerald. Thank you so much for being with us today. Also, just to say charlotte, that is an amazing outfit. Thank you so much for continuing to coordinate all of these incredible events to bring so many communities together. Many of you have known shawn for a long time. I work with him every day. I never hardly see him leave his office. I am glad you convinced him to be the mc today to welcome you all here. The fact you serve whiskey has something to do with it. Today we are celebrating what is just an amazing friendship that continues to exist between the Irish Community and San Francisco. In fact, we know that the legacy of this city has everything to do with our incredible Irish Community, many who i am grated here to San Francisco often running from discrimination in the east coast, and many settled here and started their businesses here, raised families here and created what we are so very proud of. Who has the best water anywhere . San francisco. It is because the dam and the water and power system created here many, many decades ago that we enjoy what is some of the best water anywhere in the world. We also know that many irish men served as mayors of this city. It is time for an irishwoman to step up for a change. We know that the rich history and legacy is why in 1984 then mayor Dianne Feinstein established the sister city relationship between San Francisco and cork, ireland. Thank you for continuing your leadership as one of the cochairs for that sister city relationship. So much history and so many incredible people, and, yes, i have the privilege of serving as the grand marshall. When i committed to being the grand marshall of the parade last year, i committed to showing up to every event, mr. Lions, now that you are the grand marshall, if i as mayor can show up to all of the events and do all of the vo volunteer k required to wear the sash, i want to be sure you are filling my footsteps with pride. Congratulations. We know that you immigrated here to San Francisco, met your wife on geary street, raised four Incredible Church and have a rich history and legacy in San Francisco. With that i just want to take this opportunity to recognize our treasurer jose who is here as well. And finally to commemorate this moment, yes, the parade is amazing and all of the dance performances, all of the volunteer activities. This is a time of pride, celebration, a time of coming together, and part of that includes the friendship that continues between San Francisco and ireland, and in particular our sister city committee.
