It is extremely important that this culture continue especially in this time we have now where isolation is so common and people are not going out to meet up with each other and connecting with one another as you probably know this makes for a Stronger Community and Stronger Society as a whole. Not to mention live music draws tourists and people from other towns as well as bringing us in the neighborhood out to these events to meet up with friends and patronize local businesses. If you are going to hear a nice jazz band you are more likely to patronize businesses for coffee or food. This does support or local economy as well as really helping our community. I am seeing a lot of bars close and a lot of artists struggle in our city. As a San Francisco resident, obviously, this brings me dismay. I want to support the dorpian. I was talking to a Business Owner the other day who wanted to add an entertainment use and he was like really confused about the whole process. This is after talking to planning. Is it really necessary for planning to like have a parallel thing with planning and entertainment doing the same thing . It should be easier for businesses to add entertainment. As far as noise, the noise level will not change. We had Entertainment Commission come in and do a sound check. We were way under be the sound. We have a doorman at the door already that checks ids every friday and saturday night. The doors are shut and windows are shut. I have been here for two years and running solo 8 or 9 months. I live across the street. If there was a complaint it would come to me. I have got one complaint in the last six months because the door man left the door open too long. I dont have other complaints from neighbors. I havent gotten them. If there was a complaint, we would take care of it. Public Comment Section is closed. Commissioner moore. This seems to be tales of two different worlds. I havent quite figured out the common denominator. I would ask staff are there complaints about this business you are aware of . We did look into that. There have been complaints since the 311 notice went up. We dont have on our complaint list on our Property Information map we didnt have any complaints logged on to that system. It is hard to discern on the street with a lot of restaurants and other places, bars if you have at a corner people gathering there is noise. It is hard to discern. We want to be fair and sensitive to this. I have not gotten a clear feeling there are complaints, particularly targeted toward this business making a lot of noise and we do not feel comfortable. I would need to hear that to take a position one way or the other. I am kind of trending. I would like to work it out with each other because you are going to be neighbors for better or for worse now and in the future. I have found the list of the outline that was handed to us very reasonable. I am wondering what my fellow commissioners feel about that. Commissioner johnson. Thank you. I would echo those comments. You are all neighbors for a long time, and whether you feel no matter how you feel it is imperative to the success of the business and the livelihood of the neighborhood to come to some agreement. In the past when we had these types of uses before us we had businesses come with a plan for cleaning up the sidewalk with a plan for liaison that neighbors could call who is on duty to respond to issues that come up. Also a recommendation around hours. Then also more detail about some of the planned activities that are going to happen. I think that is absolutely reasonable in this case, and you know i hope you do work it out and come back with an outline of those weighs in which you can have the staff that is already checking folks in at the door also be thinking about the street around your space. In addition have somebody on staff that people can call. I would agree that it makes sense to take time for you all to work it out. I see other commissioners to share. Commissioner fung. Entertainment commission do they have conditions as part of the permit . They can have conditions. If this commission would add conditions we have a referral from the Police Department and this goes before the police commission. Those conditions would be added to the permit if it were approved as well as referral back to the police commission. They have been having performances however long or short, i presume. They said something about Entertainment Commission out there doing sound tests. As part of the process of submitting the application you have to get a Building Permit and check plumbing and sound that there are certain decibel levels. I understand that. That was done by the Entertainment Commissions sound tester. Correct. We brought someone out. That is a requirement before you go to the police commission. The Entertainment Commissions thresholds are quite high and so whatever they have and i have seen this before, it winds up that it is still audible. The problem here is this building, this space has to vestibules. When the door is opened and you can throw out any type of sound. I am not so supportive of this in the sense that if there is no plan to control all sound within the facility, then i dont think it is allowable for them to be bothering other people. Commissioner imperial. I would like to echo on what commissioner moore and commissioner johnson had laid out. This is definitely i understand the community especially the senior folks that live around the area and i understand that this corridor as well is filled with other types of businesses, and the cabaret show sounds like it only lasts six to seven minutes. I guess my question for the project sponsor in terms of Corporate Events how long are the Corporate Events . They can vary. It is three to four hours. Alongest five hours. That would be somebody that wants to rent a band, dj, Something Like that. Again, our music levels are the same level as that because they would plug into our systems. They are not bringing outside speakers. The level of the sound would be the same. I understand that you did happy hour outreach and you invited other folks as well. We invited and jackie can speak on that. I have the list that says the community members. I filled out the labels and sent out a stack this big of the letters. My only thing is that the happy hour outreach may not be appropriate for all of the people. It might be best to do it other types of outreach as well. We had reached out to the Planning Commission about it and they said that we should do it at a time accessible to everyone. They agreed 6 00 was great and do a happy hour to make it more inviting rather than just having them up to the second floor bar. It was one outreach event . Thats correct. We only had one person. I think it is interesting case for me. I would definitely try to see if you guys can do a memorandum of understanding where if there are complaints from project sponsor that there is a person to go to and also, you know, a lot of limitations in terms of your hours. The d. R. Requester at 130hearst avenue is concerned the height and depth, the rear addition does not provide adequate set backs and that the scale is incominnot compatible. It is not to minimize impacts to light and air and extensive excavation could pose structural instability to add jay sent properties. Proposed alternative to provide side set backs at the rear of the proposed building. Public Comment Department received no letters in support or opposition. The Advisory Team found that the height and scale of the building is compat i believe with the neighboring buildings. Rear did not comply with residential Design Guidelines related to articulating the building to minimize impacts to light, air, privacy and maintain access to open space against the d. R. Requester who resides next door 130hearst to the proposed property. I believe the planning departmendepartment er r. E. D. We residential guidelines are not adhered to as evidenced most recently by plannings request for modification. While i agree with mr. Winslows proposed modification, i request the commission further modify the proposed project by making changes to reduce the rear of the building by the proposed four feet extension. I have listed a number of reasons in my dr application as to why there is a need to take a look at the proposed plans. I will not repeat all of them but focus on the main issues. I am hopeful you will find a workable solution to sustain a Living Environment that considers the property of long time neighbors in relationship to the affects of the mass and scale of the rear of this building project will have to our properties. Unfortunately, throughout this process the owners of the project property at 134hearst avenue have not once been present to address our concerns and thus have not allowed informal dialogue or mitigation of issues with me and my neighbors. The project sponsors response to my dr application fails to meet me concerns and that of neighbors and does not adhere to the San Francisco residential guidelines and planning code section 101. The proposed project is to add another story to an existing twostory house, expand rear another four feet, construct decks in front and back at new third level addition, get rid of existing set backs, come close to Property Lines, gut and remodel interior and excavate rear and garage to include another housing unit. The proposed plan calls for increase of doubling size of existing building to 2707 square feet for an increase of 1455 square feet. The height will increase to 31. H increasing 4 feet. My house is 825 square feet. The neighborhood consists of Single Family homes with wide back open yard mid space. According to San Francisco residential guidelines, design principals include ensuring the building scaling is compat i believe with surrounding buildings. That is building respects the mid block open space, maintaining light to add jay sent properties by providing adequate set backs. I am requesting modifications to side set backs. Per the San FranciscoDesign Guidelines, the design should respect the existing pattern of side spacing. This is not the case with the proposed project. I am requesting modifications to the depth of the rear of the proposed building by not going back four feet. Reconsider adequate light and space to the rear of my property and neighbors. I am requesting a possible solution to reduce the footprint and move the front setback forward to compensate for the loss of footage in the rear. A facade change in new ground unit plans were submitted after the preapplication meeting. I am requesting the new proposed staircase to come straight up next to my front window be moved over a bit to give privacy to the front of my property. I am also concerned with structural instability in relation to the massive excavation for the ground unit which may have substantial impact to th to the Adjoining Properties at the rear of the property. As stated in my dr, the design of the proposed structure does not apply adequate set backs in the rear with the plan of coming 10. 5 inches of my property. There is approximately 4. 7 feet set back for approximately 15 feet. Current structure of 134 where my kitchen begins. As you can see [ inaudible ] the property is identified with the balloon at 134 hearst. The d. R. Requester property is above that and the supporting owners property is above that. As we sort of slide this out as best i can, you can see that the houses below the subject property are all built out in a similar degree to some extent even greater. Than jan and peters property and to the east of the support supporters property you can see the blue residence that is more or less maxing out the vertical development. What we are proposing in this design is as was previously outlined a horizontal expansion to the rear yard approximately four feet. This awning you can see here is functionally the shortest peace is the four feet. Extension would be removed. Vertical addition footprint of this that you see here. The vertical addition would provide 8foot ceilings. What we are providing is a three bedroom home for a family of four, two kids that are soon to be teenagers and 70pound shepard. In addition to adding a. D. U. At garage level. In the back here we are describing a thre three story he that is currently one story. When we talk about massing and changing the rhythm of the rear yard, i would make the case that variation already exists. The mid block open space is significant. One of the decisions we did have to make as a team is whether or not to create the Square Footage to allow for the program on the bedroom on the stop floor and ex institution deeper of 17 feet before the setback or create the Square Footage by expanding horizontally which we are capturing the side yard. The footprint of this house is quite efficient. One of the qualities of the home that we described to our clients efficiently when there is very little hallway. We have a corridor. This is the top floor, by the way. Proposed top floor plan. The two bedrooms in back. There is a small balcony on top of the fourfoot expansion of the entry level below. Bedrooms are sidebyside. By carving out five feet as suggested in the revision, we are truncating the width down to a size that is difficult to pulloff two flanking bedrooms and will more than likely result in us having to relocate the second bedroom to the bottom floor which was intended to be the location for the a. D. U. If there was a lighter suggestion in terms every deduction from the side yard set back, we could retain the depth of 17 feet below the already required set back or in addition to the set back and still keep two bedrooms on the top floor without using the a. The top one is a view from my property, from my kitchen of what is now and then they are going to go up another level and back another four feet, taking out my entire garden area. I have another photo. It shows that as well. Per the San Francisco residential guidelines rear yards are open spaces of land between the back of the building and the rear Property Line. When expanding a building to the rear yard, the impact of the expansion on light and privacy of the at butting structures must be considered. It is not in line with the San Francisco residential guidelines and will have a substantial impact on light and privacy for my property and the property at 130 hearst avenue. I feel take planning was wrong. It was to provide air privacy and convenience of access to property of San Francisco. Do i get more. Seven seconds. The odd layout is too small for our family. We love 134. It has a large yard, our kids go to school two blocks up. When we first started this in 2013 with our neighbor we were met with resistance. Her family was experiencing hardship. Wetageed the plans to later. Her circumstances changed we want to proceed with building our home. We appreciate the plans are approved. We are at an impasse with the neighbor. We have tried to be good neighbors. We replaced the fence and removed the overgrown ivy from her yard. There was no financial participation from the neighbor. We were fine with that. There was a long 18inch dime diameter branch that hit our home. The tree company dragged the limbs through our basement as her access was brocked. It is our intention to build our family home afternoon continue to be to be good neighbors. We are working within the planning guidelines we hope to get this completed. The extension is only on the ground floor. The upper level is not extended that far. Thank you. We are down to public comment. Move to commissioners. Commissioner moore. I have a question for mr. Winslow. That question has something to do that i am a little bit concerned the quality of the a. D. U. Given the expansion of the building is the issue here doesnt seem to be quite considered that we have a 16foot undercut between the proposed expansion and where the a. D. U. Is. 16 feet is a lot. Given there is excavation that brings you to a very kind of dark zone looking north. That is an area where you would have uled never have sun. I am wondering as to whether or not you have thought about potentially holding the Building Back because of expansion of the living level is quite generous and by holding the expansion back by 5 feet to bring it more in line with an over hang that would make the a. D. U. More liveable and would bring, obviously, the impact on adjoining property much more in line than what is currently proposed. I would also then if you are and i find the suggestion of staff quite reasonable to cut the believe back from the eastern Property Line, reduce that cut in from 5foot 10 to three to still maintain two bedrooms. Those bedrooms instead of losing 5 to 10 or six feet would only collectively lose three feet. I wonder if you have thought about that. I am concerned we need a balance that indeed the a. D. U. Has reasonable light and be function. I do not believe that is 16foot makes that happen. I had not in fact thought of that particular solution. In looking at the a. D. U. , it appears the proposed use label for the rear portion is storage and mechanical and not inhabittable spaces that may benefit or become happe happeni. It is up to the project sponsor i suspect. With respect to reducing the extension by how much did you say . You would move it back by 5 feet. The second level . You would move it back by 5 feet on the proposed level two, correct. Proposed level two is only proposing to expand four feet. Take it back five feet. By doing so you would line it up with the level three dropping the terrace on the west side. You would have a solid rear building wall, a cut back on the east side but you would not basically have five foot cut back but three foot cut back to protect the bedrooms. The family has two grown children and wants independent bedrooms which i fully support. I mean those measures would become parable with what i think staff was suggesting in terms every leaving the massing against the d. R. Requester. I would caution against taking more than what exists. In other words if the expansion at the second level is only asking to go out four feet, maybe the motion should be retaining the existing rear building wall at that level rather than than i am than subr than addition. I can see that. At least we are staying within something which is already there, but we are making a cut in on the side in order to accommodate for being off the Property Line. Part of the move of the side set back. The building extends well beyond the adjacent neighbors to the east including the d. R. Requesters, and so the side set back is somewhat more effective means of that massing than reducing the extension of the rear, which was minimal at that level, four feet at the ground floor level at th the rear yard. That wasnt considered as much the problem as the expansion towards her Property Line. I suspect that in combination with a smaller side set back may accomplish a similar goal. Commissioner fung. I would agree with your last comment to a certain extent. I think the side set back on the top level, the side back on the top level is probably the most crucial element with respect to the d. R. Requester. I am not so supportive of the reduction of the second floor. I dont think that does anything. A three foot reduction still allows 22 feet for the two bedrooms. If i may also offer an opinion. We typically dont look at the inner workings of the floor plan. The programmatic desires of the sponsor were to attain three bedrooms. There are three bedrooms on level three plus again usually sized. Master bath and closet that is equivalent to again usually sized bedroom. I wonder if there is a configuration to allow three decent sized bedrooms and master suite bathroom closet that can take into account the proposed side set back. In other words the deal is the master bed and bath and suite to the rear to more easily accommodate those side set backs and the front two bedrooms can be sidebyside. I think there is enough room in here to get three bedrooms and still have the side set backs as requested. That makes sense. Commissioner moore. I make a motion that to approve the project with the conditions to work with mr. Winslow to modify the floor plan pulling the upper level back and maintaining the side set back that is not five foot ten but reducing to three. What you outlined and commissioner fong repeated is what would make a better building. Commissioner diamond. Could you clarify what you want done with the a. D. U. . The a. D. U. Stays as proposed except it will not have the 16 feet over it. The rear wall pulls back. The same line. Would it be proper to ask the project sponsor to ask what their intention is for the a. D. U. And what the condition currently designed is for clarification . As david had identified and commissioner moore as well, the layout of the a. D. U. Is all front loaded such that the daylight in terms of access from the street side given the very obvious concern of issue in the overhang in the back. That is why the use of the space is intended to be for storage rather than some sort of living usage. I am curious with the flipping of the Square Footage upstairs and holding back 10 or five feet there is concern if we cant achieve the three bedroom arrangement on the top floor during our conversations we would have to consider the potential of losing the a. D. U. Commissioner moore. I am not quite sure if i read the plans connectly. I feel that the general expansion of living and bedroom space is sufficient to achieve the program that i believe is suitable for the family with two children and it is in the interest of this commission not to given the significant expansion you are planning to let the a. D. U. Disappear. That is my position. We are in an rh1. With that said, i think what we are asking, we are sitting here with enlargements similar to what you are asking for. We are always trying to encourage people to havena larg have that large vision. I would like to find a way to get what you need and uphold our objectives and meeting the neighbors concerns. That is a difficult position to balance. Mr. Winslow. Can we ask if you would be able to work with the d. R. Requester a little more so we can shape the building to meet the objectives that i think the commission has expressed . I would be happy to. Your motion with the clear direction of parameters for me to follow up with that conversation with the project sponsor. Find away if it is flipping the bedrooms or making the two bedrooms smaller to accommodate three bedrooms, pulling the Building Back to the lines we had established, and that is basically four feet, and consider that the cut back from the eastern wall is of sufficient depth to meet your objectives so the two buildings are not crowding each other, and three feet is a dimension which we frequently use. I think i stated that the four feet expense on the second floor does not bother me that much, but the three foot reduction at the Property Line on the third floor is the crucial element to that. For me personally it is the depth of the overhang which is just doesnt make the a. D. U. A very good addition. That extension toward the rear has nothing to do with the a. D. U. It is only Storage Space. I think we should even consider flipping the a. D. U. Because the a. D. U. Has a window to the street. However, it is also sitting pretty much hidden underneath the stairs which takes up whatever six plus feet in width. I am prepared to see the bedroom moved to the quiet part of the house and have the office be to the front in order for the livability of the unit in the totality for the long unit. I would encourage that we make the building shorter, expansion shorter. If it is excavated, i believe you have the deck up above. That doesnt qualify as bedroom space, is that correct, mr. Winslow . It is my understanding the Building Code is any bedrooms in particular have a nine foot maximum nine foot over hang do not qualify for the purposes of obtaining light and air. I think that is correct. However, in this scheme i believe and this is where it becomes i think somebody from d. B. I. Has to opine. That has double doors opening to a landing leading to a stair well that has what looks like in the renderings access. It is open to the sky at that point, is it not . So the question is whether or not that would allow that room to qualify as a bedroom with the overhang of the upper floor not with standing. It may well. Maybe the project sponsor could. If i recall as well. Once the projection extends beyond 10 feet it no longer can be allowed to be considered a habitable bedroom, the overhang. Commissiocommissioner moore d be an item staff can workout with the project sponsor. Is the condition to make that portion of the a. D. U. Allow it to be habitable space rather than Storage Space regardless of how it is labeled correctly. It seems to be the direction that you are going with respect to trying to pull the upper floor back to enable the lower level to become more usable for the purpose of the a. D. U. Can the Department Work with that as a direction . Is there a motion . It sounds like we are taking dr. I am not clear what we are requiring other than the project sponsor continue to work with staff. Mr. Winslow can you formulate what you are going to be doing . Continue to work with staff to find rearrange the building to enable a three bedroom, pull the rear wall at the second floor four feet back with the intent of making the rear most portion of the a. D. U. Adaptable for habitable space, and provide a side set back of up to three feet on the eastern side adjacent to the dr neighbors on the third floor, not necessarily the second floor. I think what i have understood is that the direction is that it is the policy of this commission, if there is an a. D. U. , at some point if they have moved out of the house or whatever, in the future it could be livable space. So the idea is to do whatever we can to make that have the potential of livable space but also that the rear expansion isnt so much of an issue so much as the side. Instead of bringing the extension in four feet, really focus on the side set back and then also doing what we can to make the a. D. U. Liveable. Much better than i could have put it. Commissioner diamond. If i understand correctly, we are not saying bring it back four feet. If you have to bring it back to make the a. D. U. Work at the back, the minimum amountness you need to bring it back. We are not saying you have to bring it back four feet independent of anything else. Were so excited to have you here with us. This year is a momentus occasion. This year, the momentous occasion. This year, the San Francisco chamber of commerce will celebrate their 170th anniversary. I actually spent last night googling things that are 170 years old. Random facts, the country of the Dominican Republic is 170 years old. But lets think about what our city looked like in 1850. The population was only 3,000 people. Boudin bakery recently opened, and you still couldnt find a place to park your horse. That would be great, riding up the street, finding a horse named tesla and prius. The San Francisco chamber has a long history of championing what makes San Francisco a global landmark. And today, the San Francisco chamber of commerce is doing what they do best, bringing us all together because we are all committed to supporting the entire Business Community of San Francisco. From businesses of every size, industry and neighborhoods across the city and region, trade cities and Community Benefit districts, we all fight for prosperity. We have a packed agenda today. Were going to hear about the chambers 2020 initiatives, were going to hear from our honorable mayor. Welcome the new Chamber Board chair, and hear from the president and c. E. O. Of a leading nonprofit exercise. Weve had a few changes to the program in front of you, but no worries. We have an incredible lineup to todays event. So lets wake up, San Francisco, see what the chamber has in store for us for 2020 and beyond. [applause] there we go. I can tell the coffees kicking in right now. So last year, we proudly announced the chambers new leader, and since then, he has worked to build a stronger Business Community and is working to create a new vision for San Francisco. So please welcome to the stage, my friend, although i just met him this morning, although hes a great guy, rodney fung. Rodney, come on over. We became fast friends. I want to welcome everybody and say good Morning Bright and early this morning. Are you awake, San Francisco . Todays a big day. Are you really, really, really awake, San Francisco . [cheers and applause] very good. I want to start off by telling you a little story about when i was a kid, and a story, some advice my grandfather gave me. My grandfather was a great man. He told me, dont be afraid to stick your handout and met somebody because you never know whos on the other side of that. What he meant by that is, if you extend your hand to the janitor of the company as much as the president of the company, both of them have equal access to the business, high or low. This came from a man who knew about extending his hand. And he also knew about accepting a hand. My grandfather came to San Francisco at 13 years old all by himself as a boat. He started as a busboy in some of the mansions here. He was an ice scraper, a shoe shine boy, and eventually, he saved enough to buy an abandoned warehouse at Fishermans Wharf. You have to understand, at that time, buying property for a chinese american outside of chinatown was forbidden, and was a real risk. His friends gave him hhell, an my grandmother especially gave him hell. She said tommy fong, what are you doing, buying property down at Fishermans Wharf . Youre going to get your ass beat well, i dont know if she used the word ass, but youre going to get beat. And he built a world famous store which survived over 50 years here in San Francisco. [applause] i grew up in that business, a wax museum. I learn reasonable doubt ed fr extend a hand, how to serve people, and ultimately, how to make our customers happy. What ive learned recently is that those same principles are true whether youre running a successful business or making a great city. You have to listen, you have to serve people, and you have to make the customers or residents happy. This is why San Francisco has always been an incredible city to me and all of us here. We are a city that has tried to make its residents happy. We are a city that doesnt worry about income, but income inequality. We are a city that lets you love whoever you want to love however you want to love. We are a place where the future is invented, not just for technology and innovation, but for social justice and human rights. [applause] but as we know, theres some deep, deep unhappiness in our city right now. We see it out on the streets outside of this hotel. Our homeless neighbors are living in absolute misery. There are over 4,000 san franciscans on the streets right now, most of them suffering from Mental Health issues or drug abuse. Our children are step over trash on the way to school. I dont know about you, but im tired of how our streets look, and they do not represent our amazing city. [applause] our street conditions are challenged. We all know that, but its time today in this room for all of us to say enough is enough. [applause] if we dont maintain our streets, were saying we dont care about our cities. If were not maintaining our streets, were saying we dont care enough about our citizens and our residents, especially our unhoused residents. There are families on the streets that are formed, and we should not and cannot tear them apart. We have a social, moral, and basic responsibility to make sure they have shelter, service, and support. We must take action now to care for our homeless neighbors, to clean our streets, to improve our street conditions, and we think we have a plan. We think we have a vision for a better San Francisco. Today at this breakfast, our Public Policy chair, mark cline, will roll out a road map of solutions on the crisis of our streets. We are calling it street care sf. Weve heard from our members, weve heard from our board of directors, which i thank very much for coming today. Weve heard from you. Weve even heard from your employees and fellow san franciscans that they overwhelmingly favor Real Solutions for our streets. Even though theyre Difficult Conversations and complex conversations to have. And i know some folks despair. They say nothing were doing is going to help, that the problem is too big. Im going to just tell you, my grandparents, though, didnt build a business by giving up, and god damn it, im not giving up on San Francisco. [applause] this is the chamber of commerce 170th anniversary, and we really wanted to show our dedication back to San Francisco. The chamber of commerce is in here for the long haul. Weve been here for 170 years. My family is in it for the long haul. Weve been here for 123 years. I know all of you here are in it for the long haul. Clean streets sf is a great way to show our dedication to our city. Weve seen greater problems, i know, but this is our chance to Work Together to shape a better San Francisco, and ultimately, a happier San Francisco, a happier city. So please join us in waking up, San Francisco, as we have for the last 170 years. The chamber of commerce is here to lead, and i want to thank you very much for coming today. [applause] what gets you up each morning . Is it a great cup of coffee . A swim in the bay . The sound of a street cleaner . Everyone gets up in their own way. Have you ever thought about what it takes to wake up San Francisco . Whos up early, getting the city ready . Over 900,000 people call themselves san franciscans. We live in neighborhoods as varied as we are. The haight, bayview, tenderloin, chinatown, castro, excelsior, and the richmond. During the workday, our Community Grows by over 400,000 daily commuters and 70,000 visitors who stream in through bridges and tunnels, on metros and buses, bikes and scooters, to fill our neighborhoods, work sites, and offices. The city of San Francisco is the heart of the bay. In its waking hours, the city moves to accommodate all of us. People move here, live here, and stay here for reasons as diverse as our population, and yet, there are remarkable similarities because we are all connected. Each one of us setting our sights on a better life in the city by the bay. As we start our day and step into San Franciscos beauty, were shaped by its unbridled acceptance of people and ideas that allows the city to thrive. Engrained in San Franciscos soul is the belief that the success of one should be shared by all. As the city emerges from the morning fog, remember theres room in this heart, room for everyone in this complex community to be cared for and to belong. So good morning. Its the start of a new day and a new decade. Wake up, San Francisco. Thats a man who loves his city, and we can all learn something from a man as special as rodney. [applause] we want to welcome an editor of the San Francisco times, ladies and gentlemen, mary husk. [applause] well, good morning, everybody. Congratulations rodney and chamber on the 170th, and street care sf, im going to be delighted to see how it goes and how we can support it. So im really so delighted that i have the privilege to present the lifetime civic Achievement Award to a dear friend and a leader i admire beyond measure, micha michael san giacomo. Since 1990, michael has served as president and c. E. O. Of recology. Under his leadership, recology has expanded its operations from Northern California to include more than 60 operating companies and facilities across california, washington, and oregon. I mean, do you think of as they pick up your garbage perhaps, do you think of how the scope of recology . Mike himself is a leading voice nationally on recycling, composting, and reusing programs. Recology has contributed much to the communities it serves. One of my favorite is the artist in resident program, and perhaps some of you have seen the great art created from bus and shelter glass. So recology is a billiondollar leading technology company. They may collect your garbage, but what they are is a resource productivity company, and michael has played a big role in that growth. The tremendous growth and impact of recology is such a statement to michael and his commitment to leadership, his style, and his community. Michael and i served on the board of the Chamber Together between 1998 and 2004. We currently serve on the bay area executive committee. And i have to say that mike was one of the most inspiring and engaging, and i learned so much about being a leader from watching him in action, and he always brought us a great treat, like a bag of compost as a party favor. So there were some pretty creative things. So mikes received many things during his career. In 2008, he was the sustainability leader as one of the most admired c. E. O. As presented by San Francisco business times, and many, many more awards, so lets learn more about mike san giacomo in this video. San franciscos a great city, and there are considerations here that if you can meet those, can make you successful in an awful lot of places. Were as successful as we have because we are almost like a part of the fabric of the city. We are 100 employee owned. That is a big, big deal to the city. The idea that the people doing the work have an awful lot of influence in how it gets done and why it gets done, and share the profits from that. Weve grown the business because other communities have seen what weve done here, what weve been able to accomplish here, working with our city, working with all of our employee owners, and being able to bring those other communities who want the same things. Theyve seen how successful weve been in improving the environmental conditions, in improving how the waste stream is handled here, but also seeing how it makes a difference in employees lives. I was chair of the board in 2002. One of the things we were asked to do is help the city pass a water bond. We were redoing the hetch hetchy system, about 1. 2 billion total ask. It passed recologys converted several million tons of organic materials in homes and businesses, markets, restaurants into a nutritional compost that has helped grow some of the best grapes in sonoma and napa valleys, and much of the produce that grows in nearby organic farms. We tried to work with the Plastic Industry and grocery manufacturers to find opportunities to recycle plastic waste. After terming that the industry will not help to solve the problems they created, were challenging them this year with an initiative that is currently in the signature gathering stage. If we qualify it for the november election, it will pass. All of us deserve clean coasts, clean streets, clean water. We need to stop clogging our oceans with plastics, and stop clogging the food we eat, water we drink, and even the air rebreathe. [applause] it has been air we breathe. [applause] it has been my pleasure to lead this business and meet our goals through the the western states that throughout the western states that marian has mentioned. Ive been lucky to work with talented people throughout all levels of our organization that help make our dreams realities. My family, especially my wife of 45 years is very supportive of my work. Upon my retirement this year im not leaving until the end of the year i hope to expand a Global Alliance of like minded companies to bring Waste Management to parts of the world now lacking them. Our first partner is building a facility in the worlds most southernmost city. Also intend to work with Companies Like the democracy collaborative to bring ownership to more workers. By creating a more democratic economy, we can move our country in the right direction. I want to challenge all of you this morning to ask yourself if what you do is creating positive change. Thats what keeps me motivated. Thank you. [applause] congratulations, michael. Ive got it tell you, that is the most dapper garbage man that ive ever seen. Valentines day is this friday, and i was the one that took it upon myself. I bought tickets to a hood slam event in oakland. I thought it would be romantic no, well see how it goes. We all have memories from those trips. We call them summer camp for adults, but they are extremely sensitive, as well. But we had a good time. We had a good time. So thank you, melissa, and thank you, everyone. Im so thrilled to be here with all of you. As a long time board member of the San Francisco chamber of commerce, im humbled and excited to be chosen to lead the spine organization in this time of change for San Francisco. Thank you to my family, friends, colleagues, old friends and new friends assembled here today. I especially want to give a big shout out to the three special men here in my life. Unfortunately, none are physically here right now, but first is my 96yearold world war ii veteran living legend, dr. Peter yee. Some of you have met him. Hes amazing. [applause] and many of you, assembly man david chiu, he started at leadership many, many years ago. And i have had did david, you again. Id like to recognize all the elected members of our city, members of the city hall, who are too numerous to count, and members of our veterans community. Please stand. [applause] together with the mayor, the San Francisco chamber of commerce is laser focused, as you will hear from her, on Affordable Housing and homelessness as rodney has said today. We have developed the strategies that mark cline will outline later in the program on how we plan to continue to tackle these issues that affect us all in our daily lives. We will lead with compassion, but work hard with sound strategies to affect the ongoing situation before us. As you can imagine, in my job, i travel a lot, both domestically and internationally, and i really believe the narrative has got to change. Theres a lot of negativity, and many of us are optimistic, positive people. We defend our city, but then, sometimes, its hard to defend, and we realize weve got to do something about it. So myself, rodney, the entire team, this is our number one laser focus. Closely related to housing and homelessness, we will work on raising the quality of life for all san franciscans. Many of us employ workers in our ranks who simply cannot afford to live here in this beautiful city, and if they do, we know their life is a challenge. We need to apply Creative Solutions to improve the life of our employees, by advocating for jobs, internships for youth affordable transportation, and other key initiatives to address the issues that working families face every single day. And finally, we will be focused on leadership in our communities, especially recognizing the accomplishments of women, the lgbtq community, all people of color, and underrepresented communities to be truly powerful in one of the most diverse cities in the world, we must all succeed together and support one another. I would be remiss if i did not recognize that this year is the 100th anniversary of the womens right to vote, and i thank Janice Mackenzie for being one of my role models in all of this. [applause] lets celebrate equality for all as we move forward together. We will be bringing together a Speakers Series that will help to focus and inspire us. We will continue our extremely powerful women empowering learning and leadership initiatives, where we will recognize women and continue to push boundaries to enhance gender equality and Workplace Inclusion within and throughout our organizations. We need to provide opportunities for all of us to accomplish great things both personally, professionally, and in our communities. This year, the San Francisco chamber of commerce will lead the 16th annual San FranciscoSmall Business week on may 4 through 8 in connection with dozens of Community Partners. We will be hosting events throughout the week to celebrate the vibrant community of over 90,000 registered Small Businesses. You are important to us. I am also excited to announce that the San Francisco chamber of commerce and the bay area sports hall of fame are officially merging. This is an Incredible Opportunity for us to combine resources to jointly honor and celebrate the great athletes of the bay area and support the citys critical youth sports program. [applause] john joined the chamber in 2017, and since then, has led the chamber to think outside of the box. He has spear headed several initiatives that has strengthened our organization. He built the workforce poll in 2019 which demonstrated the readiness of bay area businesses to develop, grow, and adapt as artificial intelligence, augmented intelligence and robotization became normal in the manufacturing world. John advocated for the chamber to be a resource for our tech members and strengthened our relationship with cornerstone members like the golden state warriors. John is a leader who listens as much as he inspires. I know that firsthand, and he embodies the quality that we value at the chamber. He is smart, hard working, innovative, thoughtful, and he truly cares about our city. I have to say, you may have the best sneaker collection in San Francisco, in the bay area, in the world, i know. London breed good morning, everybody. Sorry im late. Who the hell closed Market Street to cars . Just know in the future, if you invite me anywhere, most likely i will be late now. But good morning, everyone, and thank you so much for having me here today. I was just here last year, introducing rodney as the new director for the chamber, and he has really kicked things off and started off on the right foot, and im proud that the chamber has really focused on helping the city face its most challenging issues. We know that when we Work Together, we can provide the kinds of solutions that really improve the city. Together, we work to strengthen our conservatorship laws, and thank you, supervisor mandelman, for your support on that. [applause] the hon. London breed together, we work to make it easier for Small Businesses to operate, and im excited about more news to come to support our Small Businesses. Together, we worked to pass the largest Affordable Housing bond in our citys history, and i know the chamber is so focused on improving street conditions and so are we. Today, public works will be launching a new initiative to expand sidewalk cleaning in our merchant corridors, so i know many merchants are going to be excited with that. This means more steam cleaning, more street cleaning, and more graffiti cleaning. This has been a very challenging situation, and continuing the important work of the department of public works in this city to keep our see clean. But lets be clear, weve not accomplished nearly enough. Over the past two years, we helped over 4,000 people exit homelessness, and we are well on our way to our goal of building 1,000 new shelter beds, and every night we house nearly 8,000 shelter residents, and yet, when we look at our streets, it doesnlooks like we barely scratched the surface. Weve got to act with urgency. This means continuing to expand our Mental Health laws at a state level to really help people who are suffering with Mental Illness. It means adding more Mental Health beds and Sobering Centers and shelters wherever we can in this city and building more housing throughout San Francisco. If we want to make real change, it all comes down to building more housing. So often, we talk about housing and we talk about the big picture, about how a lack of housing is bad for our economy, how it hurts or environment and leads to congestion on our streets and highways. These are all true, and theyre important, but i want everyone here to stop and think about the people you see every day. Think about the kids who you raise who cant afford to live in the city and who you wish would move out of your house. Think about think about the janitors who clean the offices and the hotel rooms . Think about the teachers that are in our classrooms. The persons who serve our coffee in the morning, or the muni drivers who get us to work. Or the beat officers who patrol our neighborhoods. When we dont build enough housing, we are failing them, the people who work for our city and make our city work. For our workforce and for our kids, we have to build housing now. [applause] the hon. London breed and to do that, i need everyone in this room to get behind the ballot measure to build housing faster. Affordable housing now. With Affordable Housing now, we can challenge the status quo. We can basically work our way out of this bureaucracy and the barriers to new housing. We can improve housing not in years but in six months. This will be transform ative for Housing Production in this transformative for Housing Production in this city. I cant do it alone. I need everyone to be willing to take this risk. I need your support to get it on the ballot, and i need your support to get it passed. For the future of this city, i need everyone in this room to join me in this fight. Across this city, too many of us have seen our families and friends move away in moving vans, and this is an opportunity to do something about it. Too many of us have seen your employees leave San Francisco because they cant afford to raise a family here. Our Public Schoolteachers should not be coming from stockton, they should be coming from stockton street. [applause] the hon. London breed our nurses should not be riding a ferry in from vallejo, they should be taking a bus from vallejo street. In ten years, i want to look back and say that finally, in 2020, we did something that made a real difference, and we are feeling the effects of that difference. I know that this wont be easy, and i know that its hard. Its hard to stick your neck out and be concerned about the attacks that might come our way with regards to this measure. But i wasnt elected to do easy. And the fact is, we cant keep doing the same thing. We have done so much, and it doesnt even look like we did anything. And so the way that we get to a better place is to start today. It starts by putting things together that we know will work and make a difference. It all boils down to housing. What kind of city are we going to be in the next ten years . Is the income inequality gap going to expand . Are we going to continue to see people move out and the fight for Affordable Housing to continue . Are we going to continue to see the population of Homeless People expand on our streets . We have an opportunity to do something about it, and i hope that i can count on each and every one of you in this room to support me in what will definitely be a fight, but the victimly will yield the kinds of results that will change with a we know are the Biggest Challenges in our city. Were both sharing the same dress color. So lets learn about the people of San Francisco. Lets le lets learn what the people of San Francisco think. Its my pleasure to introduce mark cline, a shareholder at Dignity Health. Welcome, mark. Come on up. [applause] good morning. [inaudible] its not just the issue of homelessness, its street behavior, Street Safety, and street cleanliness. San franciscans want to feel proud of their city, and right now, they do not feel proud of their streets. Just the opposite. Its a frustration im sure thats felt by every one of you in this room. This year, because of that frustration, the Chamber Wants to go beyond poll results. We want to deliver action. We want to address our Biggest Issue facing residents, employees, visitors, and businesses. Thats why after we discuss the poll results, were going to unveil five clear actions to improving San Francisco streets. Our goal for 2020 is clear. To make our streets safer, cleaner, and an asset that San Francisco can be proud of. Its striking to see the number of san franciscans who rate homelessness and street behavior as the top issue. That number, 71 , is 13 points higher than it was a year ago, and is far, far ahead of other concerns. The concerns around street behavior and homelessness are so high, theyre mentioned twice as much as the cost of rent. In fact, the concerns of cost of rent has gone down, and its not because our city is so affordable. Its because homelessness is a pressing issue. Transportation and education are of course important issues, but theres no question the vast majority of san franciscans feel the crisis on our street is growing and serious. This is also reflected in the concern in the cleanliness of our streets. 78 feel like street cleanliness has gotten worse. 55 say much worse. We dont want to minimize other issues that were facing. 70 believe the environment for Small Businesses has gotten worse. These are both Major Concerns for the city. However, one thing remains clear. We must do something about the conditions of our streets for all residents, whether they have housing or not. What i find positive and significant is that san franciscans are open and motivated to support solutions for street conditions. 87 support opening Behavioral Health centers. 72 support building a Navigation Center in every supervisorial district. Residents are willing to support solutions if theyre real, even if they require bold conversations. We must be willing to have those conversations and to act. 86 of people support putting more case workers and social workers on our streets to help people suffering from behavioral and Mental Illness. We have people struggling on our streets suffering with Mental Illness and addiction. Theyre not getting the help they need, and theyre not capable of caring for themselves. This is a nowin situation for residents, especially those that are suffering. Expanded conservatorship provides Court Ordered treatment for those that are no longer able to care for themselves due to Mental Illness or substance abuse, which allows them to stablize and make a better life for themselves. Lets look at a data problem inextricably linked with homelessness. Addiction. Families and children walk on the same streets where open air drug dealing is occurring. Its a recognize [inaudible] importantly, we cannot enforce these laws if we do not have enough police officers. Chicago has 44 Sworn Police Officers for every 10,000 residents. Washington, d. C. , has 61. San francisco has 22, and that doesnt take into account the hundreds of thousands of people who commute into San Francisco every day for work. Its not just a question of public safety. When we have an overstretched police staff, our officers lack the time to build deep ties with our neighborhoods. We no longer have the opportunity to do neighborhood beat patrols and we loose the ability to lose the ability to do community policing. 78 of san franciscans agree we need to increase Police Staffing levels to keep pace with the population. 85 of people agree Street Safety, street cleaning and Homeless Services should be the top priority for the citys budget this year. Id like to salute the mayor for carrying that forward and directing her departments to reflect that priority in their budgets. We have one of the largest municipal budgets in the country. We spend more per capita than almost any other city in the country, and we may need to spend more to help residents that are on the streets. We also need to make sure that dollars are spent on the concerns that residents have expressed. But we dont know, and we will not have the publics faith until we prove to you that what were currently spending, were spending well. Thats why 80 of people support an audit of social spending. It its about identifying the gaps that exist. Its about allocating money towards the most effective and compassionate programs. Last fall, the chambers board of directors met to discuss how we could drive real and Systemic Solutions to our street conditions. We need to focus on this issue which affects employees, residents, Business Owners, and tourists. Our leadership spent a significant amount of time skuzing and debating the right path forward, listening to our members, talking expert to experts and those in other cities. We arrived at clean streets sf, five conditions that will improve the conditions for all. First, expanded conservatorship. Changing state and local law to allow for more Court Ordered treatment for those who can no longer help themselves. Senator scott wiener and mayor london breed have done excellent work in pushing this forward. Our current condition, however, allows us to help no more than 2300 200 individuals. We need to expand our current laws and funding to help more. Second, enforcing our existing laws, in particular around open air drug dealing and open air drug use. We support the board of supervisors newly formed task force on street level drug dealing. We call on the board to act on their recommendations, for the first report of which is due next month, and we call on the task force to include in their recommendations a coordinated approach by the District Attorney and the Police Department and a focus on organized crime rigs that are bringing drugs into the city. Third, ensuring our Police Staffing levels match the size of the population they must serve and protect. The citys budget should allocate the necessary resources to recruit, train, and retain our police officers. As of last year, we had 1,869 full duty sworn officers. That number simply is not enough. In 1994, the voters passed prop d, which set the minimum for sworn officers at 1,971, and that was 16 years ago. We must meet the standard set by the voters. The first step is to make sure the budget allocates the resources necessary to recruit and retain an additional 100 officers. Fourth, an audit for how we spend money on Homeless Services and the effectiveness of those services. We call for the board of supervisors to pursue a comprehensive audit of our city homeless spending, setting out clear goals for our Homeless Services and identifying which are the most effective as helping those in need. And next, helping our neighborhood corridors and streets clean. We know what services work. Pilot programs like big belly trash cans have shown to be effective and make a difference. The city budget must expand these programs into all city neighborhoods that need them. As youve heard, this year, our number one policy is moving these initiatives forward to improve our streets, and we ask for your engagement and participation. Today, were taking the first two steps. The first, were partnering with the San Francisco hotel counsel around campaign 365, a campaign to mobilize residents around the city budget. Well be asking residents to sign petitions, speak as supervisor meetings, and urge supervisors to make Street Safety and homelessness the Top Priorities in the budget. Without mobilizing for the budget, we simply will not have the resources to our our street clean or mobilize more officers. [applause] good morning, everyone. We founded the 365 coalition with one goal in mind. To allow our elected officials to deliver safe and clean streets every day for our residents, employees, and visitors. Our coalition has 21 Partner Organizations that includes the sf chamber, sf travel, boma, the council of district merchants, our Community Benefit districts and our b. I. D. Districts. Those represent over 20,000 members, and those members employ over 100,000 people. The voices of our employees who live in San Francisco are critical to this campaigns success because they not only live in this city, they work in the city, and most importantly, they vote in our city. By signing our citywide petition on clean safe 365 clean decide sa cleansafe365. Org, you will make sure our voices are heard on prioritizing clean and safe streets for the people of San Francisco. We urge you to sign the petition today, have your employees sign it, your friends, and organize so that we can organize. I thank the leadership of the Hotel Council and the Chamber Chamber of commerce as well as the San Francisco travel association and all of the other groups that are coming together to deal with some of the most challenging issues facing our city today. San francisco, we have no choice. We have to come together, we have to improve the conditions of oush streets, we have to make San Francisco a better place to work in, a better place to live, and a better place to visit. Thank you. Our second step today is to announce were partnering with the tenderloin district in their big belly campaign. I think were all too familiar with this image of the citys public trash cans. At the scene ae its not good, and it shouldnt be acceptable. This creates a bad experience for the residents, the businesses, and the visitors. But we can transform this image. Big belly trash cans are solar powered, clean, and tamper proof. You cannot access the trash in this can. It sounds simple, but its hard to imagine how transformative this can be. The tenderloin c. B. D. Has piloted the use of five of these trash cans in their neighborhood, and theyve shown do have a profound impact. Families are more comfortable walking on the streets, and businesses support it, as well. Its about improving the experience for hundreds of children who attend the Tenderloin Community school. The chamber is working to raise funds from you, our Business Community and create a Publicprivate Partnership supporting expansion of these big belly trash cans. And at this time, id like to invite the executive director of the tenderloin c. B. D. To come up and talk about this for a moment. Good morning. I represent the tenderloin Community Benefit district. In order for a dense neighborhood, a city neighborhood to function and to take care of itself, it needs to have plentiful litter receptacles. So as tens of thousands of visitors and residents walk the sidewalks every day at every intersection at every bus stop, at every park, they find a clean, well maintained and closed receptacle. And in the tenderloin, we believe if you give respect, you get respect. Thats why we are also going to decorate our big bellies with art so that theyll be a source of pride and spark of joy even as they fulfill a critical function. Thats our idea, and we want to thank the mayor, oewd, district 6 supervisor and the chamber for bringing us the resources to make this a reality this year. Thank you. [applause] thanks, simon. Hes a deep Mission Leader who brings Nonprofit Foundation and business experience to the role. William has also increased the organizations commitment to sustainability by utilizing best practices for diverting millions of pounds of food every year from local landfills, providing job training that leads to sustainable Career Pathways and reducing the greenhouse gases. William also serves as the chair of the California Council of goodwills which is made up of all goodwills in the state, to improve access to Employment Training and placement services. Thank you, melissa, for that really kind introduction. I also want to thank rodney fung and kim mercado for inviting me here today and the opportunity to be here today. I also want to acknowledge mayor breeds leadership in addressing some of these issues. It is a very, very tough job to be a mayor of a city like San Francisco with a very active citizenry and lots of different opinions, and i really appreciate her efforts. So for me, its great to be here amongst friends and colleagues today. Todays theme, wake up San Francisco not only acknowledges man San Francisco acknowledges many things happening in San Francisco. To try new solutions that invite us to pivot from old paradigms. We are in interesting times. Theres so much at stake nationally, theres so much at stake right here in our home city. Eve we have these persistent social issues resulting in widespread disparities, so Economic Prosperity alone obviously is not the solution to our social challenges, but the bay area is a leader in innovation. In the last decade, we invested in and designed leading Edge Technology and science thats fuelled our economy and thats changed lives around the globe. Weve created apps for the most simple and the most complex of tasks. How we get around town, how we buy groceries, how we purchase goods. Weve created cars that dont use fossil fuels, and cars that drive themselves. Its actually truly amazing, and many of you in this room have contributed to those accomplishments which required the multipcollective will of me stakeholders, and yet were still struggling with the social challenges and addressing the social challenges to that same level. So whats in the way . I would argue that part of whats in the way is will, our collective will. Its not our intent, its not our compassion, its not our desire, but its our collective will, and what makes it hard for us to have collective will for some of our most pressing social problems, i think in part, its what we believe. Its all the different constituencies, but in part, its what we believe. I think too often, we have preconceived notions about peoples ability to succeed. We tend to ascribe blame, we tend to fear. But the truth is nobody is immune from needing help at some point in our lives. None of us want to be defined by the worst thing that weve ever done or the worst thing thats ever happened to us. The truth is most of us are one significant event away from dramatically changing our lives. We need hope, and when i say hope, i dont mean frivolous hope, i dont mean as a wish or fantasy or a chance, im talking about the core of our humanity type of hope. Im talking about the hope that causes us to engage with life, the hope that we feel when we think that life is worth living and our work is worth doing. The second thing that i think that we have to believe is that people are resilient, and by that, i simply mean the ability to cope with whatever life throws at us, and that people can and do recover from misfortune and difficult life circumstances. And the third thing i think we have to believe is that people can change. And when i say people can change and do change their lives. I really believe that they do. We have evidence of that every day at goodwill, well i work. Its complex, and its not linear, and frankly, its a little bit messy. So what does goodwill do . How do we go about this . So most of you know about goodwill. We are actually so much more than what you think. Goodwill is local, nonprofit social enterprise that provides Second Chances through training and the dignity of work. We are also a incubator and innovator in workforce and environmental sustainability. Goodwill diverts over 31 Million Pounds from landfills every year. We were one of the first entities in the u. S. To convert half of hour fleet to electric trucks, and every year, we half of our fleet to electric trucks, and we are able to reduce Carbon Emissions by 400 tons. Goodwill diverts 400 tons of electronic waste from entering our landfills. Goodwills commitment to the environment leads to job training and careers for some of our most vulnerable citizens. We incorporate three things in everything that we do, and that is safety, belonging, and learning. We hire and train employee populations who most people disregard, and most businesses overlook. We work with the justice involved and formerly inkors rated, people who are homeless incarcerated, people who are homeless or in danger of being homeless. 27 have limited english proficiency. Over 10 are justice involved, and 10 are homeless or have been homeless in the last year. The number one cause of homelessness in San Francisco is loss of a job. The solution for homelessness is housing, but its not housing alone. The solution has to include skills building and employment as well as comprehensive support services that many of our Community Partners offer. Goodwill employee is a paid while you learn model, and a lot of that is around digital skills, a growth mindset curriculum, because a lot of people come to us and say, i cant do this, im not smart enough. Whats unique about the goodwill model is that the entire community participates and also benefits. For those who donate to goodwill, the donations create jobs and keeping waste out of landfill, and we cant do it without folks donating the stuff they no longer want. We operate three businesses run by people with disabilities and who want employment. And goodwill earns about 75 of what we need to operate. Most people believe the populations we serve are unemployable, and our data tells a different story. We served over 3600 individuals in our training center. Over 500 of our participants were trained by 229 businesses in San Francisco. 84 of those we placed are still employed a year later. And in fact ten years of Employment Department data demonstrates that after San Francisco goodwills intervention, our participant employment rate increased by 32 , and after through years, the employment rate remained relatively stable, above 60 . Im also the chair of the Goodwill Committee of the state, and last year, we drove 2. 4 of the states job growth by employing people that have otherwise been considered unemployable. We have decades of data showing that people can and do transcend their circumstances when available. Im going to tell you a story about Second Chances. He dropped out of second in the tenth grade. He lived on the street, and witnessed drug use and other very problematic behavior. He was afraid he would be killed at night, so he intentionally spent nights in nicer parts of town and slept in parks during the day. He spent years struggling economically and in other ways. Eventually, he went to Community College and dropped out four times, and each time, the counselor said, its okay. Youre not ready yet. Just keep trying. The fifth time, it clicked. His first semester, he earned four as and a b. Two years later, he ran for student body president and won. He eventually transferred to u. C. Berkeley with a full scholarship. Now, he is the president and c. E. O. Of goodwill San Francisco. [applause] hope, resiliency, and the belief that people can change their lives. People can change their lives, people will change their lives when given an opportunity. W in closing, no matter how much money you have, no matter what you do have, no matter how much education you do have or dont have, we all have the ability to contribute to the greater community. We should all be very proud of the work we do. No matter what we do, we should all be proud of the work that we do, but none of us do it alone. So before you leave today, im going to ask you to consider hiring someone who needs a second chance, actively engaging with stakeholders to solve a personal problem. Volunteer personal time to help move the needle forward. Help create collective will. We cannot solve social problems in a silo. I believe in the life changing power of work, in partnership. We have an opportunity to transform lives, support families and strengthen communities. The collective power in this room is tremendous. The people in this room drive much of what happens in this city. We have an opportunity to make a real difference and to foster the belief that this city is still what we want it to be, where everyone in San Francisco wants to work, and everyone in San Francisco can work. Yes, id number one, hearing to consider the annual review and adop adoption and proposed t from 20212022 for office of the clerk of the board. We have our clerk, miss angela. Members of the committee, chair and clerk of the board, herlast week, as you were contemplating our departments budget, there were two outstanding budgets we were to bring to you with the answers having to do with the support to the Youth Commission and the classification for the aid. Subsequently, the question regarding the classification for the force aid has been withdrawn and so today, we will just bring information regarding Youth Commission. Thank you. So on this slide, the next slide, the Youth Commission staff have been making efforts and engaging youth in schools with limited resources. Here youll see that more resources would help with their outreach efforts. Junko has been engaging with the stafthestaff to have them brings to us. As you recall, the charter does not allow compensation for the Youth Commissioners. So in conjunction with the City Attorneys Office, we looked at a couple Additional Resources that would not violate the spirit of the charter and so, we have for you on this slide a couple of items for resources that would assist in bringing more served communities to the commission and by utilizing digital resources and collaborating with other youthserving organizations, the Youth Commission could recommend an additional 5,700 and boost their outreach efforts for things like town hall events, printed materials, advertising and promotional items. And as far as compensation is concerned, as i said, the charter is clear and we cannot provide compensation or reimbursement. However, there are other ideas. For example, providing meals for their Commission Meetings and Committee Meetings and its one way to incentivize commissioners to attend meetings. They typically start at 5 00 a. M. And last an hour and a hal5 00 p. M. And last an hour aa half to two hours. Thats the average of time and were looking, perhaps at an additional 750. Commissioners expressed and in attending training and conferences to expend knowledge and assist with development as youth leaders. A potential 7,000 is what theyre requesting. Lastly, youths Commission Staff believe theyre providing a small budget for three issues based committees to host own events to fulfill their charter mandated duties in a more impactful way and theyre looking at 4,950 and if all items were approved, it could increase the Youth Commissions budget by 21,400 in fiscal year 2021. I have to say that were many other items that the Youth Commission is requesting. However, we only brought forward those issues that pertained to the supervisors question. The next slide provides the budget request which i just discussed a moment ago and you can see the total that were providing is at 13,851 35,000. 251 for the proposed amount and if we go to the next slide, that does talk about overtime pay. I had an inquiry from the member of the board who was curious about overtime pay for the administrative assistants and i wanted to put that information upfront. Titen administrative assistants are on board and have clocked in. And on average, theyre working 7. 92 hours of overtime per aid, per pay period. So theres other detail there, but just wan wanted to put that. Some administrative assistants are being paid overtime pay. While others are earning compensatory time. One has actually reached the fiscal year cap and so there is the blend thats occurring and the union rules allow for that to occur. Its 120 hours. So if there arent any questions about those two items, well talk about the summary of proposed changes and moving on to slide 6, if all the changes are approved in the departments expenditure budget, it would increase by 810,000. After discussion and public comment, if the committee desires to authorize this proposed budget to be submitted to the mayor and the controller, the action should be to move forward the budget to the mayor and controller. Of course, in june, ill be back to provide any details that might have changed between now and june and to certainty review all of this information with you once again. Were available for questioning. Supervisor walton. Thank you. I just wanted to say that i am 100 in support of the increases for the Youth Commission. Of course, i wish that we were able to compensate our young people for all of the th hours d time they put in. Knowing that our Youth Commissioners take this work seriously and how much time they spend but i do appreciate you working with the City Attorneys Office in trying to figure out the things we can do to help support their work and so i do support that and i support the resources putting Youth Commission in the position to be able to market and advertise the things that they do and make sure we can get more folks on board or more diverse pools. So thank you so much. Ok, thank you. Supervisor mamd elmam. Thank you for the presentation and for your Creative Solutions and challenges we present. I do think as we go forward towards this 20202021 budget, in which well be hauling Department Heads in here and asking them about their overtime budgets and asking them to think about how they can get a handle on their overtime, that this board of supervisors needs to spend a little bit of time thinking about how were using our overtime budget and thinking through, you know, what sor whas acceptable and what limits. Because right now we have none. Were putting a budget in, but what happens if we blow through our overtime budget . At that point, i would like to my salary line and any funding in the salary line, it wont be auto losed t utilized r costs. At some point you would have to come to us for supplemental in overtime. I think just if this is many of us are using significant overtime in our offices, we think of what kind of box to put that in. Currently, supervisor, overtime or comptime should be utilized if the employee has asked the supervisor or manager in this case or any case in our department in advance to tang te that overtime and comp time. Absolutely, but that doesnt set you mean, we have infinite work. True. If we had a happy admin who wanted to work 80 hours a week, and would be happy earning that additional overtime and my constituents would be completely having that additional 40 hours of constituent response, theres no from the perspective of an individual supervisor, theres no reason why not to just completely, you know, respond to the constituents and spend as much as you can doing it. So i do think that its a little bit of a tragedy of the common situation or something and we should think about, ok happy to work with you on that. I think supervisor mandlenam brings up a good point where we add staff to city departments. We would hope that the effect would be they would be reduced overtime. And i mean, i think that this committee has themselves condemned, certain departments saying we have increased your fte account and weve given you more and now we see theres more overtime, so it seems as though we should sort of abide by our own philosophy, which is that now that we have more help, it seems as though it would be its a little, i think, hypocritical to say than we would use more overtime. And so, anyway, just wanted to also say that i am in support of the increase for the Youth Commission and i hope that with your ability to advertise, that we would actually bring in more Youth Commissioners that are from our Public Schools, from our housing projects, from some communities that have not been represented in the past and the Youth Commission. And fully in support of that and i believe, i would like to be given an opportunity right now for mr. Odonnel miss odonnellp and make a statement from supervisor haineys office. Thank you, chair and members of the committee. Im courtney mcdonald. I am here today to make you aware of a request that we have for the budget for the clerk of the board and the board of supervisors and we recognise this is coming late in the process, but i did want to do our Due Diligence and make sure youre aware. As you probably though, last week, supervisors hainey, mar, ronan and preston asking that the clerk of the board for a Competitive Bidding process for a special investigator to conduct a really detailed review and recommendations for internal control of an oversight for departments that are susceptible to fraud. And were very supportive of the investigation and auditing that the controller and the City Attorneys are doing and we really, really look forward to working with them and we also think its really critical that the board exercise its role and authority to exercise the power of inquiry and request that these investigations being conducted. So with that said, because this proposal is really one thats in process with the news of the federal investigation coming relatively recently, so i want to recognise that the scope of what were proposing is still very much in process and the board has not yet voted to move forward with the motion, but we hope that the board does and our reference would be to add a line item for 300,000, which is the estimate that the bla has helped us to come up with and what it would cost to conduct an investigation of this scope and we also recognise that youre moving forward with a proposal today and that that might be added or considered later on in the budget process. But again, just wanted to make sure that you are aware of the requests and if you were open to it to move it forward today. Happy to talk any questions. So miss mcdonald, this proposal has not been voted on by the full board, has it . Thats right, it has not. So im going to just make a suggestion that we would consider this, i think, at the full budget and when it is once passed by the full board and that we know that it has been a mandate by the full board. So i know around 1993, there was a Youth Commission and one of the things this board has not done chro chron logically evalue the Youth Commission. We have to give them credit with this and mix this with matt hainey. This city should be ashamed of themselves, that the fbi, a federal agency had to come in and teach all of us, all of us that we have to checks and balances. And so we have a Sunshine Task force that totally doesnt work. The Ethics Commission totally doesnt work and the Controllers Office has a gun to their head with people telling him what to do and what not to do. Since 2014, i wont do the research and tell you the City Attorney hasnt been doing their job and so, corruption in this city and county of San Francisco has reached a saturation point, where millions and millions and millions of dollars are wasted. And you know, when the Youth Commission needs Something Like a couple of thousand dollars oh, you know, this and you know that. They should have, like, a million dollars. You are the future. We need the money. Without the money, you cant have the honey. So im saying you all dont do Due Diligence. Do Due Diligence and be educated on issues and have your natter n the right place. We take this really seriously around what youre saying around outreach and we noticed a difference around not getting Public School students or other marginalized young people to have their voices at the table and so we think that with this increase that we can do some Due Diligence and hopefully expand the types and identities we have and were excited to move forward with this if you all approve it and we hope to see this come to fruition when we look at our upcoming terms. And also, just want to say that we are in the very, very beginning process of figuring out how to do a longterm campaign about changing the charter to see if we can actually change the charter to get stipends for our commissioners because we know how hard theyre working and deserve to be paid for the labor theyre doing.
