To parklet. Many are parking or dumping related not at the parklet. So what i would say is focus on the bottom of the chart and thats representative of the type of complaint and volume of complaints we receive related to parklets. Typically they come in through 311 and can be routed properly and theres a unique identifier in the event they need to followup to see what happened. Well send out a district inspector to examine the parklet. If theres a safety issue is different than if theyre missing a no smoking sign but we someone out to take a look. In the event a staffer identifies an issue with a code or something we issue a correction notice. Thats not necessarily punitive in nature. Theres not a penalty associated. Its reaching out and communicating what the issue is and what you need to do to address it and the time frame in which we believe the issue may be addressed. The permit holder can comply for ask for an extending depending ob if they need materials to get something or waiting for a partly or piece to come in wed wait on that. We take it on a case by case basis. Each complaint is unique. We respond accordingly. In the event the correct notice goes unheeded it goes to a notice of violation and that is dependent on the nature of the violation and our engagement with the permit holder therein. If that were to escalate beyond notice of violation the last is ref occasion of the permit. Revocation of the permit. They would have to hold an excavation permit to remove the pa parklet from the rightofway and restored porp properly and if someone says we dont want to be a parklet host anymore we wont bind them and if theres impaction to the presence of the parklet to revoke the permit to remove it therein theres public emergency and groups all the time if theres a water main or a utility approximate to the parklet they may revoke the permit to do that and failure to maintain the parklet which is general trash blight, what have you. Thats the general overview of how we respond to complaint and what the path of escalation is but id be happy to answer question if you have them and thats the conclusion of our program but ill defer to ms. Dialva. Commissioner dooley. I have two questions. First, how do you decide on a location that would be appropriate . I know we have one in north beach across the street from our large neighborhood park. So i always wondered how did that happen . Thank you for your question. Weve seen this. I think what we were trying to express here the criteria for selection looks more at the land use adjacent to the parklet and making sure that theyre supporting this youth and a parklet is not meant to replace any other Community Amenities like a park and any recreation facilities but more of a way to complement them especially in denser areas like north beach for example and theres definitely case wheres there could be a restaurant across from the park but its more isolated. Theres not enough food traffic to support those activities or the parklet activities. We would recommend its not an appropriate location but definitely when theres heavy foot traffic in a corridor and wouldnt take way amenities thats when we support it. About the public outreach, i think we only have one parklet in north beach. Im with the merchants association, im with the neighborhood association. We were never contacted. There was no outreach to us so im curious about that. It just came and we were like, oh. This parklet has been around since before i started in this program. And like i said, we do have a 10day period notice and we do require heavy Community Outreach especially to Merchant Associations and businesses and community. Sometimes as it goes with ann any project in the city it wont reach all people but we do provide that and then anytime when the permit is issued, there is a period to object that mirt and have a permit and hearing. But if that didnt happen people wouldnt know about it. If somebody wanted to sponsor one they city put it up and now its a better process. We have a few in north beach and we have an application for another and were going a long ways in having them outreach even with the Chinese Chamber of commerce so theyre aware of the chinese new years day parade. We want to cover everyone affected. It may be nice to send a notification to the neighborhood and merchant grup group so theyre in the loop and can interact or not. The Planning Department has processes for other types of permits. Unfortunately we dont have them for parklets but were making a note how to improve this so its not just the people passing a notice or people and businesses. Were making note how to improve that process. Thank you. Commissioner commissioner laguana. I have a bunch of questions. Whats the typical life span of one of these parklets . Do people pop in for a year and get out or i know the program hasnt been in there that long. Is there when it ceases to exit. Exist. What could a neighborhood expect when one goes in . Theyre as diverse as the city and the citys diverse and it depends on the materiality of the materials because theyre required to maintain them i think the oldest one is eight years old. Some are still out there, four barrel, some have been there since they were pilots and its more of how the Community Takes care of them and supports or not. Weve seen some that within a couple years either the location was not that great or the community complained or there was some other project they had to remove but i think it depends on the conditions of each parklet. Weve seen everything from a couple of years to eight or nine years. And whats the typical budget range for construction . I assume its the host that comes up with that not the city. For a host that wants to put in a parklet, from the small end to the large end what ranged do you see them spending on construction . Our estimate is for about one spot can be 25,000 to 30,000 with construction and assigned costs depending on which materials they use and it varies a lot. We encourage parklets are not just a platform on the street but different use for when the business is not in operation. They can vary. I would say theres a range and we are seen parklets that are crowdfounded or the supervisor jumps in to support the parklet way small portion or the office of economic and Workforce Development they have grants that can help out. Theres difference sources to access. Thats interesting. Talk to me about the residential parklet. How did that come to be and is that something we can potentially get more of . Yes. Its residential but it is on valencia street. The person and i wasnt here when that one was installed but i know that person was active in the community always trying to pla placemake out side of their door step and would build a bicycle with speakers and parade the streets and the community was drawn to him and to this place. A group got together and decided to do this. I think its between 22nd and valencia and its really i would say its obviously one is for the home owner for the tenant to maintain it but something to give back to the community. Exactly. He was willing to give up his driveway. Clearly the distribution of parks is very Mission Centric with a handful of other neighborhoods. Im curious because i saw my district has one and mission 11 has zero. You mentioned foot traffic as a criteria. In the vector of variables that are intersecting here you have foot traffic and construction costs, we have whether it would actually be beneficial enough to clearly most of these are sponsored by restaurants or cafes. But i do think it would be nice in district 7, 11 and 10 as well to see more engagement with this program. Have you guys had any thoughts about how that could be maybe nudged along . Is there something policy wise or recommend to policy makers to increase these. Access to more information about the program could help more. We havent had more in the outreach and thats something we could do. We did a year or so ago we tried to pilot an Equity Grant Program that would focus on districts where we werent seeing that many parklet. We partnered with the office of economic and Workforce Development. That didnt go like we planned. We were trying to regroup and see how we can outreach again and do a more robust process for that. On district 11 there was one parklet until a year or so ago the business unfortunately left and we had to be removed in the end. Another example is the ocean avenue cbd they had a mobile parklet they intended to move around different businesses. That doesnt work out for them as much as they thought but another business, breakfast at tiffanys is adopting the parklet and its a way to share resources between districts if we make them more mobile or more flexible. It could be a way to do that. I really like the mobile idea. Me too. Thats clever. Thats really good. Talk to me about the foot traffic requirement. I know we do have a lot of parks in the city but there are some neighborhoods that are pretty far away from it from any sort of green space within walking distance. I guess what im struck by is geez, itd be nice if there was a way for more local neighbors, residents, whatever, to create more of a Community Space and that would i think be beneficial to the Small Businesses in the area. Whats drive the need for the foot traffic. Whats the thinking there is the parking is so valuable that i guess i shouldnt put words in your mouth but what is driving that. The question is how to create more of these spaces sometimes i have worked the excelsior in the Mission Corridor and there were a lot of vacancies and we were looking how to have incentives to attract traffic and its what comes first the business or amenity but its particular to each case. Its very dense and businesses are constantly changing and thats why we get all the foot traffic. Weve had people complain about parking and its the amenity thats an extra value for them. We had tons of parking in the mission when i moved there in 91. I dont think anybody would say that businesses were doing better back then. Its been largely beneficial. I think the parklet is not the solution for everything and that it comes with a labe in the past years its the icon to gentrifying neighborhoods but its also one thing weve tried to fight back and keep in public but something we know for sure they dont want it in the mission on Mission Street. To answer the question, its the parent programs goals theres many different ways in which more Community Spaces can be achieved. We partnered with sfmta to have the spaces even if theyre one day to have the Community Come out and create the strength of the community so they can then plan how can we make up for the gaps in open public space. Last question and an appreciate your patience. Theres 59 parklets in the city right now. Is there a sense of the maximum number you guys could sustain with your current resources . Like do you have a sense we have to stop at 65 or 70 or you know, whatever the number is. I think once a parklet is installed and ready to go, theres no time unless theres an issue. The biggest portion of staff time goes to reviewing the proposals and the designs and once its out there its kind of taking care of its own and the Community Helps us be the inspectors of anything. And one last question because that triggered another one. This echoes back to my first question. Is there a percentage of the time the neighborhood or community or local businesses are like we thought it was cool but it was totally not cool and hasnt been helpful. Wed rather not have the parklet. How long does that happen . My sense is thats a small minority. Of course i wouldnt see that if they just showed up and disappeared . I think its a very small percentage and its more of an investme investment. I can think of a couple on 18th street between south van ness and mission. The ramen place. They used to have a parklet there. We thought that corridor was going to be much more activated. So the building across has been vacant for a number of years and that didnt help the situation and we didnt have uses and the embassy were spending a lot of staff time at the beginning of the day to clean up the parklet and they decided it was not worth it. Thats why we logged theyre reversible and tried to keep the applicants conscious about the design so if and the time comes theyre able to do that without a lot of resources. Thank you so much. Commissioner dwight. Thank you for your presentation. I remember when the program started. Im a supporter of it. How have you seen the application process. You dont have a proactive program so it has to be people who become aware on their own behalf and come up with enough money. Whats the activity like now . Below where its been in the past . In mission we used to do rsp cycles. I think it would be 30 days when the rfp was open. It was building momentum. We had a couple open houses to make sure everybody knew about it and saturation and wed get 100 applications and end up with maybe 15. And that was in 2015 we had the last one. Then after that there was staff changes and we couldnt spend that many resources on that. Now that we released the rolling application all year round we were getting 50 inquiries from people and we were like were almost there and didnt hear anything from october of last year weve had five applications so we know people want it and probably trying to figure out the requirements in getting the funding and getting the Maintenance Plan and making sure they have a designer on the back end stuff that goes into that. I think thats whats keeping people and like i mentioned, we would like to do more outreach. Weve done a little bit with supervisors. Thats help because theyre in close contact with constituents. I think that would be the strategy to kind of have the program do you have limited applications how many projects could you work on a year with your current staffing . I will add in the first few years of the program i think there was a lot of pentup excitement because its a new thing. Commissioner it was novel. Exactly. There were a lot of applications many of which didnt pan out because the applicants didnt realize what it entailed. And the price tag. And the cost and all the maintenance responsibilities. I think after all of that initial excitement and novelty has peaked, now were getting a more consistent level of applications that is like the stasis. What we would expect Going Forward in the next few years like probably five to 10 a year. And how many projects would you handle with staff time in five to 10 a year is where our current staffing could sustain that. Commissioner commissioner ortizcartagena. Thank you for the presentation and your time. I had a few questions regarding specifically the Mission District and Mission Corridor. Im from the mission so i represent a lot of businesses there. Ive had feedback from some businesses especially on the 24th corridor and Mission Street theres been hesitation associated with gentrification. Im glad you brought that up. What do you vision along those two corridors and what Community Input would be involved from the various nonprofits and Business Associations . I think we had inquiries from boys and girls club. Wed love to facilitate those but application initiated by the community and the organizations so we dont have a say on who gets to apply. But if a Community Organization would oppose a Small Business from getting one on mission does it matter or is the permitting process black and white. Like in conditional use. I think its heavy on Community Input. Like Everything Else in the city. I think its up to the hearing officers but weve seen pushback and john has worked with a community and they recently came up with guidelines for that. I dont know if you want to add anything. The one thing i would add is were very aware of some perceptions in certain neighborhoods of parklets and what they might represent. In particular in those communities if we got an application from a potential sponsor wed be particularly inassista inassistant inassistant on a community insistent that the community is in support and if they can do that wed be happy to work on a great design that benefits the community. Great. My second question was part of the nonprofit component. I saw museums and schools but has a nonprofit ever done a parklet or can they die parklet . Do a parklet . The community on fulmer you worked on that application. Fulmer and webster. Yeah. Weve had a few like the African American cultural center. They submitted applications for various reasons i think part was funding. It didnt pan out. But we have the museum of craft and design has a parklet. Theres two schools. All nonprofit organizations. So yeah, like maria said earlier were open to any type of sponsor. Most important is that they get Community Support and can maintain the parklet and be good stewards over the long term so the parklet stays a Community Asset and doesnt become a burden. My last question is for nonprofits like sometimes in Small Business we have waivers for permits. Is there a consideration to waive fees for nonprofits or even Small Businesses that meet certain criteria . We dont have anything in place but the ordinance was meant to cut the fees in half to increase accessibility to all people. Right now we dont have a mechanism in place. I dont know if they have any. We couldnt administratively waive a fee based on the code but if there was legislation supported by a supervisor to absolve an applicant of a fee its something we can work with. Theres not a direct route to make that happen but there are resources that would be available at their disposal and wed put them in touch with Economic Development and try to work through the process with them as well. Okay. Up in thank you. One Organization Partners with others and they have a Strong Partner and the burden is not put on them. Thank you. Commissioner commissioner riley. Thank you for your presentation. I think most my questions covered by my fellow colleagues. Of the 59 parklets you have, how many are coffee shops or cafes or restaurants. I know many are right outside the restaurants is like an extension of their business which is okay. It mentioned no Table Service but people go and buy coffee and sit there its all right, right . So how many parklets are sponsor restaurants . 48 currently out there are restaurants or cafes. 48 out of 59. Its high, yeah. Im sure its great for the restaurants and cafes but do you get a lot of complaints from the neighborhood businesses. Having a parklet could take away Parking Spaces which is scarce begin with. Yes, i think weve seen cases that theres concern over parking loss but weve seen businesses that Work Together with their neighboring businesses and talk about the benefits of having this as a community. I can think of the rolling out bakery in the sunset. They sponsor the parklet but their neighbors were supportive and they actually now take care of it between the three businesses that are there. And they see it as a neighborhood asset thats good for foot traffic in the corridor. Its not an issue then . It hasnt been a major issue. Theres been some complaints when the parklet was approved there were some articles out there some people were complaining with the parking lots and a little bit of the same side of a park near nearby and its liberate the sidewalk for the pedestrian rightofway as well. What outreach effort do you have to educate the businesses, the process of applying for the parklet and what they need to do and if somebody has a question, who do they call . All the information is on the website on parklets. Org. We assist with any questions even before. Sometimes you dont want to spend all the time putting together an application that maybe is not going to be feasible for a small issue like a water valve on the street. The am applicant can contact us to make sure theres no Capital Project coming in the coming years to apply without the fear. So they should check the website then . Thats pe the best way. Commissioner zouzounis. Thank you for your presentation. A couple questions is there an mta cap on how many parking spots can be turned into parklets . Not as policy. When theres a yellow curb for commercial loading its always recommended its replaced somewhere else. If it works with the corridor we usually dont allow it on curbs and we make sure its accessible. You said theyre cityinitiated parklets. Who pays for the cityinitiated parklets . Definitely partners with cbds but are there others . Sometimes groundplay projects are initiated. So that slide was talking about programs like living innovation and play streets. The Market Street prototyping festival. Those were initiated with partners in the city and Community Partners as well. Parklets are usually only initiated unless a supervisor is supportive. Got it. And so its good to know dpw didnt do enforcement and all that. Its largely when guys get call you go out, okay . Always when we do calls and well do an inspection after to ensure its installed properly and not interfering with furniture. Were so busy with all the other inspections were not in the business of hassling someone over a violation thats not life safety. Were responsive to any and all complaints typically we do correction notices usually they need a reminder and a tap on the shoulder and smile and thats what were there for. Thats great. With that, do you ever feel Business Concerns are placed and id like to know if you get sides from that side of the equation. The process is so thorough on the front end by the time it steps in the permit holder or sponsor typically has an understanding of what the responsibilities are as far as cleanliness and weve gone through notification and everything at that point. At that point, the questions well be assisting the Business Owner with as a parklet host is how i navigate the fees and permitting process with public works and thats not unique from any other permit. Were there to provide support for the permit and scope. We provide a lot of assistance because planning is the front door and were the back end, were less inquiry heffy that extent. If we did have to issue a correction notice or notice of violation wed be thorough in assisting the host understanding why they received that and what they need to do to correct it. Does that answer your question . Definitely. There are nuances in the Table Service question and i know its probably awkward for some businesses to have to not cross a certain threshold. Like how hard is that line . Is that something you guys kind of leave up to the information of this is the jurisdiction . Its prescribed in the code they cant do Table Service and engage in certain behavior and if we got a complaint pursuant to that behavior wed followup and look into it. Some businesses get creative. I know mojo cafe had a table that said no beers here or well get closed down and i know others will give you a number when you place your order but they will come and let you know your table is ready and get your to go box. Thats how theyre handling it. Thats still compliant as long as theres no actual Table Service. So youre allowed to take a number there. Yes. Theyre not allowed to serve you. Okay. Got it. Thank you. Commissioner dooley. I have one last question and thank you so much its helpful and i learned a lot of things. My last question is i get a lot of inquiries about putting up parklets on grant avenue in north beach which is a very narrow street. Is there some criteria about how wide a street is is there a limit to that or not . Thats an smta question but i do know if theres parking allowed on the street, that means a parklet can fit in that space. It would be allowed. What we do not allow is a street over 25 milesanhour speed limit we dont do that. Third street violation. Which one . Third street is like 50 miles an hour people travel. I would wonder why that parklet got out there out in museum. Its a hostile environment. Commissioner commissioner laguana. Thank you for sticking around. We appreciate it. I learned a lot. Very quick question. The original Parklet Program was like a popup park and i noticed with 3,000 fee on the front end and the average build out cost 30,000, is there an appetite, do you think among the people that come to you for like an oldschool popup parklet that is there for a month or two or summer months when its warmer or where the microclimates where its only going to be used for a couple months anyways. Is there an appetite for that and have you given that consideration . So i think so the places or people ordinance is meant to tackle all the in betweens we werent catching before the parklets used to be permitted through a directors order. Now we have a platform where we can know how to permit all these so theres a different permitting regime for that kind of thing . Right. Its a packet and you check the boxes where your specific type of idea comes and i do think they would still need a lot of documentation even for a temporary installation. Got it. Thank you. And a would encourage if you have the time to read the parklet manual has more information and in your packets youll see the design. Its very thorough in all the processes and we work really hard on that so i would love if you can take a look at that. Its on the website as well. The website is parklets. If theres a construction project the city initiated and the parklet has to move, does the city pay for that . No, unfortunately thought. We make them aware of the beginning of the application it would be their responsibility and we encourage flexible design. Maybe some parklet sponsors could potentially store part of the parklet and come back when its finished though its also costly. Generally, no, we wouldnt. Thank you. Commissioner okay. My name is Joseph Sweiss a fellow commissioner on xhum human rights but but leer on the air American Democratic club because we work with merchant groups and merchants a lot of which are too busy to come to these kinds of events but were also appreciative for this. I love the parklets and ill be brief. I think theyre great for commercialppreciative for this. I love the parklets and ill be brief. I think theyre great for commercial corridors and neighborhoods. I think based on Merchant Association neighborhood meetings with supervisors and supervisor mendelton its time to update the codes in regards to the Table Service. A lot of restaurants and cafes that do serve food do find an awkward daily occurrence where they walk up with a plate that isnt to go and theyre going up to consumers that may be mostly tourists depending on the district like the castro or hayes and have to constantly explain you have to stand up and come get your food with me and because they incur costs and keep the space public and dont inhibit the public use and maintain it and keep it clean theyd like to have more of a conversation with the relevant agencies maybe how certain restaurants or cafes could maybe have a more updated amendment to these codes to be more of a seamless effort with the public spaces. I know after we met with the supervisor we thought the next best thing would be to inquire with the Small Business commission since youre the subject Matter Experts to see what you think and what we do Going Forward and i would love a followup discussion with stakeholders and Community Members interested and supervisor and merchants to see if its a good time to discuss amendments that are good for the Small Businesses and members of the public. Then the next thing is there is and i pu put this under City Initiative and programs because its legislation that is going to be requiring departments have a hearing on the budget twice when the mayor introduces the budget. That does mean this is at to the board of supervisors tomorrow for the first reading. I anticipate its going to pass. This will mean well need to schedule in two hearings for our budget is so the timing will be probably in february but ill know more by the end of the month in terms of the mayors budget timing for submittal. It could be from the last meeting in january to the last in march were scheduling a presentation. I wanted to provide an update for active space. December 6 was the final day for the submission to the Planning Department around for those businesses that need to get legitimized in establishing the youth for that space because the majority of the active space the uses were never officially established. The Property Owner is taking responsibility for that. And so did get the submittals in. And did inform us they will be assisting those businesses that are office space. The Legacy Program so were in our final stage of selecting so well have a decision done by the end of week and be able to inform you on that for the plaques. Then were in the new position for the Legacy Business Program is making its way through the approval process through h. R. And the budget office. Couple things i wanted to bring to your attention is that the sfmta is going through a whole new look and potential revision to the curb color management. I wanted to bring that to your presentation. If youd like a presentation well work to schedule that. Theres a Congestion Pricing Advisory Committee meet from external stakeholders and internal. So for the external stakeholders the sfcdma mario magonom is on that committee but i do think its probably advisable we ask for updates to be presented to the commission as well. So if you would like that, let me know. And we can start scheduling those updates and providing you with materials to read. I wanted to ask a question on the congestion pricing. Definitely would like a presentation and from previous things put out congestion pricing would tend to impact some neighborhoods much much much more than other neighborhoods. Is there going to be a time those areas could speak . Thats a good question. I dont know. Well ask for the sfcta to provide a presentation for you. So taxi hailing is not a congestion tax . No. The people who use city streets for the purpose of running a business or using a public rightofway as their primary source of revenue which makes it harder for Small Businesses they need to consider different tiers based on usage. We can write them here. And impacts residents. Okay. So great. I just wanted to put it on your radar since theyve had a meeting. I will be taking information from their Committee Meetings and forwarding documents so those interested you can do nighttime reading. Then moving on to legislation, supervisor peskin has initiated a request to the City Attorneys Office to draft a definition of Small Business based on number of store fronts, employees, actual or anticipated annual gross receipts. I think hes looking at creating some sort of definition to apply for fee mitigation and we have reached out to supervisors peskins office to make sure our office is involved. Right now we use the state definition of 100 employees or less. I think thats important. Thats for employee regulations and the fact is the majority of our businesses that ploy employ one or more is 10 or 80 or more employees. Id want to caution any specific d definition being the definitive definition dealing with small entities. I think they should call it something in and of itself like micro business. Were not harmonized as it is with the state and the federal government. We need a category where everyone can agree. Were not talking about Small Businesses in the broader scope but what we in San Francisco regard as micro business. First thats well said and a great suggestion but one challenge is going to be the political messaging because youll want to say you did something for Small Business so we may be wrapped around the axle nonetheless. I agree. I think the nuancing of creating a definition to be utilized to help do some incentives can be addressed in the broader scope of Small Business. I know that the state while we looked at the definition of Small Business in a revenue level but the state mostly refer to it in a numerical number which is 100 employees. Which is where the commission when it started adopt the definition. Continue. And then the Accessible Business Entrance Program while dbi did send out a notice not long ago affordable housiinform thigh needed to extend the time period for some of the other filings that need to be completed just and they feel they need more time with Property Owners to get things done. Youll hear that at the first meeting in january just so you know and i provided updates on other items. The vacant commercial storefront tax pasd passed the board of s and submitted november 21. You heard supervisor mandelman extending the waiver and refund of investigation fees and the time period for medical cannabis dispensary permits to make its way through the permitting process. He had to amend it and separate it out. Initially the legislation you heard was an extension of one year both for the fee waiver and then through the permitting process. So hes extended the waiver the refund to two years and getting through the permitting process to three years. So just so you have an update on that. And then the environmental for the code the promotion of the reusable Food Service Ware you heard for the 25 cents for cups for coffee and requiring businesses that use disposable items for cafes or restaurants to use disposable items to transition and charge for disposable items hit me. Here with the park let if we end up passing any legislation that requires restaurants or cafes to use reusable items then right now its like those going out to the parklet theres going to be a lot of dishes in the parklets. Anyway just to bring attention to and sitting with supervisor peskin and working on the massage regulation, it looks like supervisor ronan will be taking as the primary sponsor for supervisor brown and the planning code revisions are being drafted and may soon be submitted. I want to let everybody know december 11 at the commission Economic Development agency were reopening our market. We had several businesses and well have cafes, restaurants and housed a small comic book store. Its awesome. Culturally inclusive. Its a small comic book shop in the world. We did it and well have a lot of Small Businesses there and ive been meaning to do this. I wanted to give a shout out to someone in the department of technology, robin earl and theyve reported stuff in the portal and shes always amazing. It was an interesting month for me. Learned a lot about City Politics and na was exciting. I have been working as a result of that theres been a few silver linings. Hopefully something comes out of this i can come back to you guys for support on but i think theres also an opportunity i think in the exchanges we have with policy makers to emphasize that were citizens and were interested in being active participants and making things better and want to help them be the best they can be so good stuff. I met with the new tenderloin Tenants Association which im excited because they need representation as a whole with that and a lot of immigrant businesses there that are facing compounded issues and i think its a particular spot where minority businesses can play a larger role in the advocacy for Small Businesses. And i also went to the Youth CommissionHoliday Party in which one of the commissioners was like i want to start a business and i was so impressed with the Youth Commission and the other youth that were there and a just think thats maybe an area Small Businesses can think about we can get more creative in how we partner with youth. I know some conversations around flexible use and how to activate spaces in between leases or window space changes. I think theres a lot of room for potential partnerships with youth and i think definitely Leadership Development is a huge thing i think about because a lot of people like me grew up in Small Businesses so youth are constantly around Small Businesses and they become more savvy that way and we need to develop a new generation of advocates. Theyre in negotiation with the Third LargestParking Company to try to acquire several Parking Facilities in the city to propagate their hubs of distribution. Its all without permits. I want to see if true 100 equity applicants can get prior prioritized and get expediting in planning and its costing Small Businesses in that industry where theyre closing down or selling their shares of the company. [applause] this week, thousands of San FranciscoUnified School District students are celebrating Computer ScienceEducation Week by demystifying code and giving it a try. Computer science is increasingly important in todays world and its just one day were redefining San Francisco, preparing students for a rapidly changing world. The San FranciscoUnified School District is the first large urban School District in the United States to develop and implement a comprehensive prek to 12 Computer Science curriculum. The number of students participating in a Computer Science curriculum has dramatically increased since 1314, currently reaching about half of our students in the district. Im excited to attend the upcoming Fourth Annual qtea innovation awards space night. Ten kids have spent the fall going through a libertory design process and will pitch the ideas for how they plan to tackle challenges using the qtea innovation awards funding so they will develop the idea. The evening will include a gallery walk, followed by tenminute pitches to the qtea review committee members, along with the San FranciscoUnified School District community. It promises to be an inspiring evening, along with a delicious light dinner for those present. We hope to see you there. The San FranciscoUnified School District and our nonprofit partner, spark, announced a new partnership to help teachers tap into a network of 4 million to support classroom projects and more seamlessly align with District Strategies and operations. By giving teachers the ability to design and promote their own initiatives, donors choose helps San Francisco teachers improve their students experiences directly. To date, our teachers have raised over 7. 8 million and completed over 120 projects. She supports the families, teachers, and even the community outside of Mission Education center. She helps to bring services into the school to support our families as they transition into San Francisco as new residents into San Francisco. One of the focuses of Mission Education center is to really provide Parent Education and support parents in supporting their children. And like i said before, adelina is not just a regular parent liaison, she is amazing. She is in the time that i have been there, she has got to get trained in a program for families to learn about supporting their children in literacy. She has gotten trained as a triple p, which is positive parenting i forget the other p, but a positive parenting workshop, and the parents come in, and they learn about different ways to parent their children here in the United States because its different than in our country. She has also done which we started last year, a family latino literacy workshops, which is a series of ten workshops that our families come from, and they get books so they can start libraries with their students with their kids at home, and they learn about teaching their kids reading at home and becoming and loving books. So it is my absolute pleasure to present this award to adelina. Our community, we love you, and we just embrace you every day, and wed just be lost without you, so thank you for all of your hard work. [applause] okay. Thank you very much. My name is naomi liguana, and i have a sixth grader that attends aptos middle school. We just want to give some some updates. So the third annual advisory alignment summit will be held on saturday, february 8, 2020, from 9 00 until 1 00 at rosa parks school, and we want to thank the principal, darryl, for opening up the school site to this event, so i want to say that. The summit will bring together parents serving on a number of committees. The African American parent Advisory Council, the Community Advisory council for special education, the district english language learners Advisory Council committee, excuse me. The Early Education department, foster youth services, Indian Education and migrant education, Pacific Islander families, and the parent Advisory Council. The theme of the summit this year is sharing our stories. Next is the lcap task force dashboard review. So on thursday, december 12, 2019, the lcap task force will do a focus review on the latest Data Available for sfusd students from the California Department of education schools dashboard. We will be joined by myong lee, deputy superintendent of policy and operations. This meeting will go from 3 30 until 5 30, and we encourage anyone who is interested to attend that meeting. Sfusds Assessment Committee update. The Assessment Committee will be held will hold its first meeting on sunday, december 19 from 12 30 to 2 00 in the irving g. Breyer room, here in this building. We will be looking to see what will be prioritized for this school year. So the p. A. C. Priorities for this year include several items, and were still building that list. We have a new coordinator, michelle, so we are a new team this year. And we are doing Student Health and nutrition as a focus. In november, p. A. C. Members attended two different tasting Services Provided by the nutrition services. We hope that a diverse array of students are also provided with the opportunity to sample more foods and give meaningful feedback. We are impressed with the comprehensiveness of thought and inclusion of previous outreach findings that weve gone into the student redesign process so far this year and were excited to have begun meeting with staff and sfusd staffs for early this coming year. Again, this is in the past, the lcap Task Force Event has been an effort has been made at this event to really try to draw a general public and parents across the district, and that actually hasnt been very successful, and theres been a lot of staff effort and time thats put into preparing for it, and so this time, we really rethought it and are focusing on engaging the Task Force Members and communities, and look at that data so that then we can take that back to our groups and use that better. So were going to really be talking a lot about how the challenges around transitions and maybe sharing strategies for how you can navigate different transitions in your student and family life as a part of the district . We are currently meeting pretty frequently as a team to plan the summit and we have a draft of our agenda, but were not finalized yet, but well be putting out all of that information in the coming weeks. I want to address the intent to award part of the School Bussing contract that San FranciscoUnified School District transportation has just given to zoom. These Companies Deny their drivers many basic Worker Protection by designing their worker as independent contractors and not employee, they skirt providing workers compensation, unemployment and disability, insurance, and other costs, and this burden is shifted to the employees, and theyre not award to form union to better their conditions. And are you aware that the California Supreme Court and the California Assembly made illegal the Ride Sharing Companies practice of designating their drivers independent contractors instead of employees. This bill was just signed into law by governor Gavin Newsom September 18, 2019, and it will go into effect january 1, which is just a month from now. We ask how does this ruling affect the company that transportation has awarded this contract, and is this the kind of company the School District wants to do business with . President cook okay. My name is meg phelps. Ive been a San FranciscoSchool Bus Driver for the last 34 years. When i saw transportations intent to award part of the School Bussing contract to zoom, a ride sharing company, i looked at the student awards versus the student awards to zoom. First provider is the current provider of bussing in San Francisco. I was rather shocked to see that zoom, a Startup Company who only launched four years ago was given 113 points over First Student whos been in the student bus bussing business for 20 years. Even more so because the current workforce of First Student in San Francisco has decades of experience driving the School Children in this city. The average time a School Bus Driver per student has driven School Children in this city is 11 years. Thats the average. The top 40 drivers have all been driving over 20 years, with most drivers having 25, 30, even 50 years as a School Bus Driver. I was surprised to see that under the category personnel that zoom and First Student drivers were rated as equal. How can that be when First Student drivers are all rated at School Bus Drivers and zoom drivers are not even close to that level of certification . I think this award needs more scrutiny. Ive been driving a school bus for 16 years. When i first received the news that the Transportation Department intended to award zoom, i was shocked. When i read the bus value sh e shore score details, i was dumbfounded. I felt betrayed by the blatant lies and bounced scores. Zoom drivers that scored double in the amount of scoring in professional bus drivers in San Francisco. I transport students to fremont, the school for the deaf and the blind, and i take four students from San Francisco. Its a doubledrop off and pick up. We drop off at the school for the deaf and then we drive over to a building for the school for the blind. So today, a zoom driver that was parked in front of me in a loading se loading zone, she left a student alone in a car with the Engine Running. She went into the building where students come out of, she walked out holding the hand of a kindergartener. She walked out in the lane of traffic and put the child behind the drivers seat. She left the car again, now leaving two unattended children in her car with the Engine Running to go get another student. This is the experience that a zoom driver has, not securing her vehicle and leaving unattended children in her car. School bus drivers are trained to always secure our buses, gear in park put the gear in park or neutral, put on our parking brake, and take our keys. Number one, regarding the zoom vans, who will monitor how many hours zoom van drivers will be driving every day . As School Bus Drivers, we have to follow state regulations and we must follow state regulations hours of service, rules which limit all drivers who transport passengers or property to 15 on duty, ten driving, and other hours are sleep. We cannot driving ten hours after 15 hours on duty. This is an important regulation because it keeps tired drivers off the road, so who will monitor the hours that the zoom drivers drive . Who will monitor the School Vehicles . School rules require the vehicles to be inspected every 15 days. All components must be inspected. Interior checks are performed, as well as checking that all seats are secured and all seat belts are in good working order. School buses are with any of these defects are put out of service and cannot be driven until defects can be repaired. Thank you. [applause] good evening. Im here to unequivocally say we have the deepest conference in your principal and her Decision Making process, and we are confused, surprised, and dismayed that the decisions have led to this point today where termination may be considered. We can appreciate the complexity of Decision Making and have found in many cases theres a gray area thats best found by not being reactive. And we have found, our experience has been with your principal, that she leads with integrity, a thoroughness and an understanding of the context, both historical and present. Additionally, her decisions are formed by her sensitivity. My team at i. F. R. And i have worked with this principal for over a decade, she has consistently and passionately embodied values that show her commitment and trust, empowerment, and cultural sensitivity. The Current Situation is no exception. Furthermore, under her leadership, she has uniquely created systems to support adult health and wellness, allowing i. F. R. To deepen the work that we do at b. Horace mann. We all share a passion for this work, and we all believe in our bones that education is a civil right, and the way to interrupt the inequities that were seeing in our district is through restorative justice. We find ourselves in a position where we have walked through with families, step by step at every corner, and we have done so with the commitment to make sure that were protecting the community we serve. We do this in collaboration with you. Our leader in this work has been removed, without explanation, without warning. And what that does is it puts doubt in us that we have unity, and we need it. To do this work, we need to know you have our backs every step of the way. [applause] and our belief is that she was removed without justification. Were left to our own understanding what the cause is. We dont believe she should have been removed for a day, let alone facing termination. So we ask you to set the same standards for you that we have for us. When our students or families need us, we dont shun them or isolate them. When we have a problem, we ask questions, and we problem solve. We do not shame and we do not punish. We ask you how we can get through this together, and how we can look at the policies, the practices, and the thinks that got us to the point where our community has suffered harm. And we need to repair it, and we need to use the restoretive practices that weve been committed to to make this right. [applause] good evening president cook, commissioners, and superintendent. Im here to speak and read a letter on behalf of our united educators of San Francisco, who our leader is out of time and cannot be here tonight. This is a letter sent on december 4 to the commissioners. Dear honorable commissioners, representing almost 300 dedicated site and central administrator members in the united administrator members of San Francisco, i wrote this on behalf of principal of buena vistahorace mann. She has spent her entire administrative career at buena vista horace mann, a school in which she is deeply invested. Miss moran is invested in the quality of our schools, as a parent, and in the employment of our schools. She continued as a safe and Supportive Schools in 2014 before being selected to serve as the a. P. At buena vista horace mann. Miss moran is highly regarded by the school and Community Stakeholders as well as her colleagues. She is collaborative, creative, and focused on increasing student achievement as well as promoting the social growth and development of our needy students. She approaches challenges with empathy and a sense of purpose based on her strong sense of self. President cook sorry. That was your time. Thank you. [applause] good evening, commissioners and staff. I am caroline and i work as chief of staff for supervisor ronen who represents the mission. We are here, supervisor reason,s in the meeting. We want to support the leader who has done so much. We worked closely with her. We want to express that the situation has been harmful to the community, to staff, and to students and families. It is truly an extraordinary principal and extraordinary leader. I would like to have everyone here for the horace mann and for the principal to raise their hand. This is someone who is a deeply empathetic and loving and caring and strong leader, and someone who thinks outside the box to do what is best for students, staff and family. We worked so closely with her with the stayover program that i am proud to report you will we seeing a report shortly showing just how successful and meaningful and important this program has been, and the fact that it has addressed the huge gap in the way the city served homeless families. It is because of her leadership this program happened. It was because of her vision and desire to do what she could to help students that we moved for war and forward and were able to start this program. This is a loving and unique leader. Sir, if you can help him out. [ inaudible ] whenever you are ready. Good evening to commissioners, to educators, and to supporters. Imy name is tobias kaine. The reason i am here is to ask to be restored back at marshall elementary school, where i was placed as a reasonable accommodation employment area. Doctor matthews i understand you visited the school. I wish i was there when you came. The back story is in 2012 i was injured by a principal interfering in my duties pulling a child down. When the child fell, i had hold of her and fell to both knees with the full weight of the child. I injured both knees and i had chipped bones in my knees. In 2012 Risk Management allowed my left knee to be done. After healing in 2013, i began advocating for the right knee because it was more problematic. Fast forward to 2018, they do need it. In 2018 they allowed it to be done. They contacted me to say i opened up a new disability claim and i was taken off work, assuming i couldnt do the duties. Through the healing process, i also was vetted by my surgeon and a doctor that i was placed back on full duty. I was called in for no reason. The doctor which did nothing but talk about himself and you can google him. We cant say names. I wish i could have a meeting with you. I was taken off work. I am fully capable and ready to go back to work and would like to be restored back to marshall elementary. I have one here. It says dumont. Go ahead. I am the parent of a first grader at marshall. I am here to advocate the former Security Guard be returned. Mr. Toby is a vital part of the marshall community. He knew the name of every student and could identify each grown up by sight. During recess he circulated on the yard, played with students who might have been alone. My daughter has a close bond with mr. Toby. Last year she wrote security and pinned it to the back of her tshirt. When i asked her if there is anything she wanted you to know she said he is my favorite grown up. I have seen mr. Toby manage interactions with Community Members. His location comes with challenges. On more than one occasion i have seen him negotiate with firmness and respect. Our community has suffered staff losses. He helped our community. It made our district more disorienting. I hope you will restore mr. Toby to his previous position at our school. Thank you. [applause] good evening. I am peasley dumont. I am father of a first grader and here on behalf of mr. Toby to ask for his reinstatement as Security Guard at the school. My grandson arrived at the school at approximately the same time that mr. Toby began working there. I wasnt aware really that mr. Toby hadnt always been there. I was very aware of the warmth, interaction, sense of community that he manifested. It is that that i want to speak to. This is a person who has been really integral to the community that we are at marshall school. He plays a very significant role. That is not replaced by putting someone else in as a Security Guard position. The bonding that has been builtup is precious and important. It also happens that i am a retired family physician from 35 years practicing. I have not had anything to do with mr. Tobys medical case so i dont speak to that, but i am very familiar with the process by which workers comp issues are handled and the role of a qme or qualified medical examiner. As i hear mr. Toby tell his story, i completely understand the situation in which a great deal of weight is given to someone who hardly knows the patient. Thank you. [applause] that concludes Public Comment. I am from northern california. I have a child that is in the middle school and i have a grandchild who is attending the redding elementary school. We are back. Good evening, guys, i am melanie gordon, an enrolled member for the nation located in arizona. I have two students in ssusd. My student represent galea high school. I am amy anderson. I have a child who is a senior at the high school at 600 32nd avenue and a child about to start tk in the next fall. Hello. I am your Program Coordinator for Indian Education program. I represent the pit nation. Thank you again. So we are going right into it. I am going to read out our mission. The Indian Education programming title vi supports the academic needs of the American Indian students in the San FranciscoUnified School District. The parent Advisory Council is a group of parents and teachers that help determine the Indian Education goals and advices on distribution of funds for the Program Services that will be provided. They elect new representatives each year. Currently, our elected pac members for the 20192020 year. Lisa miller, chair, secretary is me, student representative is kai anderson. Teacher representative amy anderson, parent representativ representatives. Indian Education Program staff coordinator flores and mentor tutor lucas agular. You can see some of our brief timeline of nativeamerican history. I am going to go over a few. You can read the rest. In 1879, Carlisle Indian school was the first established boarding school to colonize American Indian children. It was a great experiment led by general richard pratt. In 1924 indian citizenship act. We as native people were the last people to have citizenship for our own land. Not even all states honored that. They did honor it in 1957. In 1968, indian civil rights act. San francisco was a huge part of the movement with the alcatraz occupation. We just recently celebrated the 50th Year Anniversary of alcatraz o ok cue participation. More havent in 2019 the california state legislators have 10 native democratic members. Oon may 5th it is San Francisco city and county days of missing, murdered Indigenous Women awareness day. For the school year 1819, i am going over highlights and successes. Indian educational alumni returned to support the program after they graduated. Collaboration and teamwork with the San FranciscoSchool District we can empower the community and increase academic achievement. The Indian EducationProgram Students and alumni created a mapping project and build leadership skills and entrepreneur motivevation. The opportunity enabled our students to learn about technology and ability to exploit the knowledge for new opportunities. Students are engaged in developing resources for incoming bay area residents which is not public at this time. The Summer Science Program engaged in the second trip to seahorse ranch to reconnect to spirits and earth based values. Research confirmed horse therapy is a powerful way to get in touch with behavioral disorders, learning differences, add, a. D. H. D. And trauma andy operation. They take care of oneself and others, sense of pride and appreciation of the simple joys of life. San Francisco Bay area outreach to Indian Education for support for foster and adopted families. The families are connectedded to the bay area collaboration of American Indian resources. When that happens there is a pamphlet de distributed and that connection is being made. As you can see, representation matters. The photos we see at the top of this slide are depicting the American Indian heritage night at city hall here in San Francisco hosted by the mayors office. Beautiful Indigenous People. We are still here. We have not been erased. Bottom left of that slide. A photo of the Democratic Convention held in sacramento recently. For the first time that i know of a nativeamerican caucus came together at that Democratic Convention and one of the delegates reached out to the American Indian program to include members of our community in sacramento and also a huge success that we still count as a very happy and successful day was the day that you, commissioners, did those who were present unanimously voted to paint down the life of washington mural on june 25, 2019. Unfortunately that vote was later compromised and changed. Continuing on with our successes. The Summer Science Program was a huge success, including the horse therapy at seahorse ranch, wisdom moving forward is an event we hosted prior to the summer program. It is every end of the school year. We honor our elders in the community. We also honor the students who are graduates and those transitioning from eighth grade to high school. We had the privilege and honor of having the keynote speaker joe lee proud fit. Continuing with some on goings. Family support providing direct support to families and connecting to the district and community resources. Examples of the agencies the nativeamerican Health Service youth program, Friendship House is a collaboration between all of those. It is something the youth needs. That will be all ways ongoing. The last one i wanted to highlight. We are proud of the ongoing collaboration with nahc, Friendship House, the tribe of nevada, cimcc and united indians it is integral to supporting students and families as a whole. It takes a village. Socioeconomic challenges to educational success. The San Francisco bay area housing crisis. There is a need for curriculum in cultural humility and respect. The Indian Education is unique in the following ways. It focuses on the Educational Needs reaffirming the special responsibility related to the education of American Indians. The lack of training to not criminalize students. The training around Youth Culture is imperative because they eventually become adults. As adults we need to model that behavior for change. Continued violation of agreements made with and on behalf of students. Original vote of Washington High School murals that was retracted at our childrens expense of equity is the work of eliminating oppression, ending biases and ensuring high outcomes through creation of multicultural, multiethnic and racial practices and conditions. I will stop there. The focus doe did not unity but glorifies oppression. The next slide shows the Indian Education program successes. Some of the schools represented in this image is wallenberg, Mission High School, school of the arts, gateway high school. Some of the tribes represented in these images are the nation, those are the graduates. I am excited to see them finish and to celebrate with them. Top priorities. Majority of these items have not been met yet, but we are happy to report well. Require ongoing training for all s. F. U. S. D. Schools and departments to be provided by the California Indian Museum and cultural center. We are happy to report sanchez elementary went through the training and we are pleased to report we have positive feedback. We encourage schools to follow. Require nativeamerican unit in the fourth grade curriculum to explore the history every assistance and modern contributions. Parent advisory committee. Continue with the social studies, humanities, ethnic studies and the American Indian community by school year 2021. Emotional support, immediate commitment to increase and sustain the Indian Education staffing for after school and cull yocultural programs. To hire a fulltime person for program assistant. It is i in high demand. It is impossible to handle everything on her own. Considering the incredible diversity how can we encore important rate all voices in the classroom and school experiences. You can see there is such a wide variety of First Nations represented on this. These are only snapshots of the identities the First Nations, the tribes of o students in our schools. How can we meet the challenge to make sure all students are represented in the schools and the curriculum . Lastly, we would like to invite you to join us two weeks out from this coming friday, one week out to the tenth annual end of the semester celebration we will be recognizing our student in the communitybased programs and sfusd and the 11th annual wisdom moving forward event saturday may 30th at the Sanchez Elementary School ad auditorium. I was on alcatraz 50 years ago, and part of that movement was to reclaim land, reclaim a center so that we could build a cultural center, an Education Center, bring languages back, bring a voice to our community. I just spent a few days back on the island, and it is sad to say those same struggles still exist. I have been a participant here many times, and i identified so many issues that we have. I ask you those voices that spoke out against us where are they now tonight, the celebrities, where are they tonight . We ask that you set these priorities as your priorities, some of them have been on this list far too long. We need to do more for our community. You have a responsibility. We need to bring pride back to this Educational Institution to say that you have done your job, that next year when we come here we can have a shorter list. That we can say you have fulfilled your promises, that mural is still there, still exposed to our students. I ask that you commit yourselves and your spirit and your words in the commission of your duties to honor these things. Thank you. [applause] hello. I am amy anderson. I am once again going to speak from the heart to let you know that as the parent of a student who is now a senior at the school at 600 32 and avenue who brought it up to nem neme in eih grade so he could have orchestra for four years with the travel plan with his bus route for the reasons that he has was that high school. We really had no other option other than for him to attend that school to have the opportunities he needed to prepare himself the way he wanted to be an adult who was able to not only graduate from high school but also be able to carry musical experience with him to college and to his world. Knowing that was his best option and through the lottery he also knew he would be walking by painful images every day he was at school. There wasnt a way to avoid that. There was no way to avoid it. He is working on his fourth year now in that high school, and as the parent, it is painful, but i cant protect my child from everything. Pain happens. I understand that. To say this generational trauma is just a little scratch on the knee, that is a different kind of pain. It is the pain that aches down to the bone throughout your whole body. It is a lot of pain. I know my child has endured pain at that level of pain from the trauma. I ask that you would continue not just for my child. His time there is almost done. He is about to be an alumnus. Consider all of the children and families, all of them. [applause] good afternoon. I am michelle anton. I am the mother of a graduate from Galileo High School and will be graduating from the University May of 2020 and coming home. I just wanted to reiterate some of the priorities that have been on our list since last year. As you know we have taken up a lot of time with the Washington High School murals which we feel as a community is very important and detrimental to the learning of our students. Still on our list we would love to have a pathway to language that meets the requirement. Our languages, indigenous languages are getting lost. We need the students and communities to revitalize their language. As mentioned before, english is technically our foreign language. For us to be able to learn our own languages and use as a requirement for the High School Graduation requirements is important to us. I also want to stress the importance of the need for a curriculum but to have us at the table as well to be in the conversations. I appreciate the connection you all have made, the recommendation you took from us to connect with the California Indian Museum and cultural center. We appreciate that as a community you reached out and there is a connection made. We want to make sure that connection stays. We also have other resources, plenty of resources we can offer to help the district with curriculum that is accurate and meaningful as well as the artwork in the schools. Lets look to see what we have here. Things to empower our communities and students as a whole. Thank you. [applause] i am lisa miller. My issue that i have is with the educational placement center. I moved down here in 2002. My child slipped through the cracks. We didnt know anything about the Indian Education program, and we were out. She already graduated. She graduated college by now. In 2004 and 2007, i went through the same process and enrolled my two boys. We were not notified that there was indian Education Center for us. In 2002, i have a kindergartner that i enrolled. I didnt hear anything about the program then. It wasnt until 2017 that i found out by the word of mouth that they had an indian Education Center so that i was really disappointed. I am grateful to be here now. Here we are 2019, i have a grandson, like i stated, he is in kindergarten. My daughter was not notified of anything of the sort. Had i not known about the program she would not know about the program. My issue is with the placement center. Their obligation of the new Synergy Program is not working so for all of these years i have documents, nobody has contacted me. There needs to be something done about this. This is not working. You know, they need to fulfill their obligations to notify incoming students, families about the Indian Education program. Maybe we need to get some more support in terms of like i mentioned about fulltime support. Thank you. applause . My name is l un a. I am the parent of a future s. F. U. S. D. Kindergartner. I am here to support the Top Priorities the American Indian pac has told you. Some of these are not the first year you have heard them. Some have been the fourth or fifth time this school board heard them. My question to you all is when will these priorities be met . The American IndianCommunity Within sfusd has had a lot of the same criticisms of the School District and it is centered around curriculum, around textbooks. When i see my friends schoolwork book coloring polka pocahontas and they say she is a prisoner and this is in textbooks, i am concerned. She wasnt a curious prisoner. She was a murdered indigenous woman. We are talking about murdered people, missing people. She was one of them. I dont want my 3yearold right now to enter into sfusd and be scared of history and celebrations like thanksgiving or halloween or things like that. I notice when we say welcome over there on the place where it says welcome languages. There is not one indigenous message. How do we know we are welcome, too . Thanthank you for the free child care. My kid is in there right now. Thank you. That is all. [applause] i am Julie Roberts on behalf of the San Francisco families union. I want to reiterate what other speakers said. These are very specific actionable requests that the American Indian pac bring year after year. In the recommendations i hear the same requests that we are addressing in the equity studies resolution and the ad hock student enrollment community to move the resources to sites. That requires the district and board to ask how we are centering indigenous voices. Who is managing the process to make sure we follow up on the recommendations that parents and Community Members put in hard work around . Obviously this year is painful for the indigenous families. Sometimes around the washington mural vote. We also heard that the board asked for recommendations for teachers to approach nativeamerican History Month and holidays that may end up being traumatizing for students including thanksgiving and halloween. We reached out to make sure they were getting out to teachers. We werent able to get a response. I was excited to hear a cultural intelligence training that is something many schools would be interested in. We are not aware how to access. On the positive this year some of our parents who are nativeamerican put together resources and supported our own school to lift up and celebrate indigenous voices. It helped connect families that wouldnt know they were represented at the school and to educate students. We shouldnt expect marginalized families to do the work. We will ask the district to step up to meet the needs of the American Indian pac. Thank you. Any comments or questions from commissioners . Thank you for presenting and for sharing information with us. I was wondering about the jusd curriculum. How long you have been asking for that to be implemented . I see here that it is intended for next school year to be implemented at all grade levels. I assume you have been asking for some time. I wonder the length of years it has been. The curriculum was purchased the Previous School year to be piloted school year 201819. K through 8 for the joint Unified School District centers the voice of hoopa, the california Indian Tribes around land management. We would be the first urban district to bring it into our schooling system. It was cre created by the Hoopa Community and teachers they work with at the reservation school. I would love to include that in the next Curriculum Committee meeting. If you can follow up with me or the commissioners on that committee to get that started. Commissioner collins. Thank you so much for your presentation. I am very happy to see you and also very sad. I was here last year when you made a presentation, and i heard very similar presentation. That is why i made the request. I wanted to see. It feels like and i have been on the apac with similar presentations last year. I requested to see the last five years of presentations. What is upsetting to me we have families really giving up personal time, that is emotional labor and giving up time with family to participate to help the district do better. What i am see is over and over the same requests are being made. I am not sure what the actions are. If i am not sure as a board member, that is not good. I put this together and shared with the folks in the community. I have shared with the commissioners. I cut and pasted all of the recommendations of the American Indian pac made year by year and put them in a table. A lot were similar. I coded with categories asking for curriculum, professional development or epc identification helping families know when they are going through the process. Those are the three that popup. I guess what i am wondering is it seems like some of them have been implemented. There was a request for changing columbus day to Indigenous Peoples day. That is a very good one. There have been discussions around changing names of schools like the new school. In general, but it doesnt seem like there is any comprehensive work done to address the concerns of the indigenous and native American Communities around textbooks or teacher development. I wanted to hear from parents if you are seeing any movement, some movement or what are your is it just, you know, i am glad teachers were trained at sanchez. That is one school. I want to know your thoughts on that. I couldnt comment on that because my son is not getting any of that training. I would say as the parent, it seems like every year, every year. As you noticed they are the same recommendations. We put a timestamp on it to hold ourselves accountable to move forward with it. With that timestamp it gives us something to look forward to, you know, if we accomplish it or if we do not. That is personally as the parent, it is going to drive us to hold people accountable. It is frustrating. Grandma marry talks about it. Here we are again. Here is the list again. What do we do . We keep moving forward, keep pushing, keep pushing. Our pac member, our sender alive living and breathing. That is our passion. This is our future. Again, it is work. We are still ready to work with the district. applause . I think i might have forgotten the question. Are you seeing any curriculum changes or professional development for teachers at other than sanchez, which was mentioned. I have not seen professional development, especially through the cimcc provided anywhere else other than sanchez. It was something that i requested in a very small way at the school where i was at for the last couple years as a classroom teacher, and it was just told to me there wasnt funding for that and that they already had the professional Development Plans pretty much lined up. I am not seeing that particularly, but as the parent inside sfusd i have heard more in the area of excuses and opinions related to what our asks are rather than ideas of how to actually put anything in action to address anything that we have as our asks. Supervisor how do we track requests over the time . Some things are quicker to implement and some things maybe we cant implement. How do we know other than waiting a whole year . How do we track these things . So we in the executive Leadership Team we have a tracking mechanism to track the resolutions as well as i can speak for the last couple of years. We can track the resolutions. What is required as well as requests that are made from the pacs. You heard that the curriculum that was purchased last year, and i guess it is implemented in the coming year so that is one example. I can only speak to the last couple years that is what we are doing now. I cant speak to how it was tracked previously. I just want to read this. If i may, generally, when the pac puttings forth the recommendations we take whatever questions are asked from the board as three to six month followup and that is how we internally track the process what is met and what do we continuously need to bring back and prioritize. You are bringing it back because you are not seeing a lot of movement . I want to read this in the eighth grade textbook that states while scouting for food smith was captured by the indians and brought to the house. He saw the chief. He greeted him with a loud shout. When the meal ended the mood changed. He was about to be clubbed to death when a young girl took my head in her arms to save me from death. Smiths savior was pocahontas. She would think of smith as her brother from that moment on. This makes me gag to read this. I am telling you this was brought to me by my children. They recognize this is not true. The fact that there is a curriculum in the schools that is perpetuating stereotypes and harm. I am concerned about repairing previous harm and the harm that is currently happening in our schools right now. I am working with commissioner sanchez to write a resolution to handouts. Tell us what i is it Indigenous People say. What to wear for halloween . Also thanksgiving. Thoughtful discussion of what it is and how not to perpetuate harm wearing headdresses or acting out a happy feast, those were not realized. I know people are listening. I just dont see action. I appreciate the time. Thank you. applause . Vice president sanchez. Thank you for the presentation. Commissioner collins covered my concerns. Commissioner lamb. Thank you to the American Impact members for your work and your presentation and recommendations. I am particularly talking from commissioner collins. I am interested in the epc aspect because they date back four years ago. Especially as we are embarking on this assignment system and the last committee as a whole we talked about not only the policy this board will be making decisions about the Student Assignment but around the Community Engagement and how this is an opportunity as we go out into the field and meet with families and students that we have to think about how is epc really serving students and families . When i see there is a gap, i would like to understand from superintentdend or the team what those plans are for ensuring that we address the recommendations and what has not been realized, particularly from 2015 through the late 2018 recommendations. Sorry. One more time. I was saying i want to ensure as before we embark on the Community Engagement around Student Assignment that we be prepared as a staff to report back the status of the epc categories that commissioner collins forwarded that has been ongoing since 2015 and how that is going to be because i would hope and encourage that families and stakeholders come to those Community Engagement sessions as we embark on the Student Assignment process around how critical it is to ensure that as the Education Placement center is able to serve as that outreach for our Indian Education services and programs. I just want to say from my personal experience at Mission High School about how i am thankful for the teachers who never touched a textbook because it doesnt show accurate history in Indigenous People. They dont believe in textbooks because it is a white narrative and doesnt show the true history. When i got to my soft more year i sophomore year i was told about the i for got how to pronounce it. I was not told about the boarding schools until high school. How come i was never taught this until high school . In my heart i had to wait until high school to learn this information. A lot of the things mentioned in the nativeamerican history i am thankful my teachers at mission taught me this. It has been centered around this and i am grateful for that. I cant say a lot of students in sfusd have done this. I am thankful that they teach this Accurate Information where they quote the books and show us documentary the. I am thankful for that. My resources teacher read a book 500 pages over thanksgiving break. I was thankful my teacher was able to teach me that. I wish that other teachers in the School District would take the time to educate the students about Accurate Information. I am grateful for that. I just want you to know that mission is doing their part to teach this. I want you to know that. [applause] one more thing. As a person who doesnt like to celebrate, my family and i like to to go alca taz every year. I wasnt able to go this year. My sister did. I am not going to celebrate a holiday meant to kill Indigenous People. The fact people dont want to consider that this is your land. It breaks my heart the fact that George Washington mural is still up. It breaks my heart. applause . Thank you for your presentation. So we moved this forward with a positive recommendation in the november meeting. The last budget meeting, we it was not on the agenda, but we saw a presentation about budget, and there were concerns about shortfalls in this years budget, and so we didnt want to hold up approval of this resolution, but we wanted to make it clear that we felt like we wanted to support this resolution with the understanding that it was the implementation this year was to be met internally because a lot of resolution language deals with things that we should be doing in terms of our normal practices where there is additional expenses, that those be prioritized but also be considered with the other budgetary issues that are before, which are looking at ways to do the student formula, as well as new ways of looking at budget shortfalls this year. We already voted on it, but we just wanted to make that statement to the board with that understanding. President cook okay. Thank you. I will now read the resolution in the in order. Resolution in support of the achievement and success of all latinx student in the San FranciscoUnified School District. Therefore be it resolved that the San Francisco board of education prioritize latinx student achievement and opportunity of the core commitment of the San FranciscoUnified School District and set annual goals across the range of pk through 12 indicators will narrow the gap between standardized test scores, School Attendance and advanced placement enrollment among other potential indicators. And be it further achieved, latinx and further opportunities will serve as key guiding criteria in all decisions supportive education makes involving the allocation of physical, financial, and human capital. And further be it resolved in order to help reduce disparities in academic outcomes for the Latinx Community, the school will commit to using a whole family, whole student approach in moving toward Student Success and wellness in moving families out of poverties including providing families with Wraparound Services in close collaboration with Community Organizations and Family Resource centers. And be can further resolved, the San FranciscoUnified School District will charge the city of San Francisco for Family Services and enhance the environment in which they learn including one, including developing needs based on best practices of effective strategies, and two, utilizing a data dashboard of measure for pk through 12 achievement of students as measured by attendance rates, academic achievement and socio measures and discipline and targeted Services Based on the needs of those students. A a and three, regular tracking of the progress of groups of students throughout the school year and reporting on the progress of those students to the board of education. Four, deploying targeted supports to latinx students to exsure post secondary pathways in successive college and career which are borne by a close monitoring of student progress at post secondary institutions. Seven, developing new programs and or academic themes at historically underserved schools serving latinx students in order to enhance the quality of education for latinx students. Such themes may include a new Language Program, summer and extended learning program, steam, arts, latinx culture and history focuses at schools, and programs that diversefy students programs especially in places where latinx students with underrepresented. Eight, improving the visibility of latinx students across the environment, coordinating cultural celebration using more books written by latinx authors or that profile latinx characters and content so that students can see themselves represented in the curriculum and instituting an annual latinx honor roll celebration and supporting the engagement and Leadership Development of latinx parents to participate in school site and district governance issues. Nine, investing in new hiring and retention strategies that help recruit more latinx educators and school site staff to help more accurately reflect the students at schools with more latinx students, specifically providing more opportunities for latinx educators and educators with spanish and other language abilities. Ten, create a pool of highly qualified substitute teachers since latinx students have attended schools with high turnover rates and attend schools with high substitute rates as a result. Eleven, examining all parts of the process and appeal to a diverse set of family in enhancing the cultural competency of staff at racially isolated schools. 12, reducing the kinder gap in latinx communities because of the fact that latinx students are the least likely to be ready for kindergarten. These strategies should address the different factors that can contribute to school readiness. This would include high quality early care and Education Programming, stronger 00 with nonsfusd community preschools, including centers and Family Child Care providers to facilitate transitions and culturally appropriate Family Engagement and support. 13, enhancing support for Spanish Speaking english language learners by Holding Schools responsible for designating the daily e. L. D. For students, providing additional training and coaching for teachers implement successful strategies for integrating e. L. D. In the classrooms, to better facilitate the classification of e. L. Students with i. E. P. S once they become english fluent, inform parents on the importance of monitoring reclassification, their childs progress towards achieving english fluency. And exploring the possibility of developing an individualized reclassification plan system modelled after the individualized Education Plan i. E. P. Program which would define personalized objectives for english language learners who are on a path to become reclassified, set a timeline around expectations around becoming reclassified, order updates on a timeline surrounding students reclassification, and identify any accommodations, resources, supports or curricular opportunities intended to help each student reach their individual goals. And 15, promoting the Community School model mirroring those in the Mission District at schools with high concentration of lowincome latinx student populations and in close partnerships with communitybased organizations. These models follow a two generation approach that follow parents with Capacity Building and support services and they can be implemented by data driven teams, family coaches, and Mental Health consultants. And 16, make available culturally competent support by encouraging students to pursue partnerships with communitybased organizations that can provide education guidance and financial opportunities for students. Further be it resolved that the board of education will enhance accountability for the opportunities being delivered to all latinx students by establishing a Community Advisory board. The sfusd Latinx Community council comprised of latinx parents, students, and service Community Members as well as internal body, the Latinx Internal Oversight Committee comprised of leadership from the superintendents cabinet and other leaders from sfusd to effectively target invention programs and opportunities for latinx students. And be it further resolved that the committee will be charged with identifying and implementing the afore mentioned ideas and strategies, and it will inform the board on opportunities and situations impacting latinx students and parents. The council will advise the board of education and the superintendent on these various issues and priorities in order to guide sfusds actions over the course of each school year as well as the strategic actions of the internal Oversight Committee. And be it further resolved that the Latinx Community council will receive a data report from the district starting in the fall of each school year that tracks indicators on latinx students such as enrollment, transitship and student demographics, met and unmet student needs, percentage of students placed in special education, students identified and placed in gate, percentage of homeless students, percentage who leave the students, percentage of students ready for kindergarten, percentage of students ready for high school, f. M. P. Scores, e. L. A. , science and math and c. L. A. Score is, uccsu eligibility, for hour cohort graduation rates, percentage of graduates in twoyear and fouryear colleges, average instructional time, suspension rates, Early Warning indicators, percentage receiving free and reduced lunch, recruitment of latinx educators, percentage of latinx educators in the district. Were almost done. And then, were going to read it in spanish no, just kidding. I was going to make that joke. And it is in spanish, so its online. Be it further resolved annually the superintendent with the support of the Latinx Community council and the Latinx Internal Oversight Committee will prepare and present with the used a stude sfusd a report and consistent with the data provided to the Latinx Community council will include statistics relevant to the pk16 academic and socioeconomic performance of the latinx population at school sites across the district. The retention and recruitment of latinx educators, and student Participation Rate in programs, outcomes of students in these specialized programs compared to their peers, dedicated staffing around latinx student achievement, an opportunity for professional development, instructional materials to support latinx students and other School Quality indicators, including hardtostaff classifications, student mobility and teacher turnover. The report will also feature an equity overview of how district funding streams like local control dollars and peef formulas are reaching students, a summary of students, teachers, and Community Based organizations that are accelerating outcomes for latinx students and an outcome of all existing interventions targeting latinx students with accompany details, e. G. Information on staffing budget quantity, the number of students served and student outcomes. Further be it resolved annually, the superintendent will take into consideration the ideas when preparing the sfusd annual budget and each year, sfusd will quantify the level of funding devoted to targeting interventions for latinx students in the prior fiscal year and compare that to funding decisions for the coming fiscal year in order to retain effective programs and services. Be it further resolved that sfusd will work collaboratively with San FranciscoLatinx Community, the mayor, and the city and county of San Francisco, the united educators of s. F. , seiu 1421, faith base institutions, higher education, the Business Community and latinx owned businesses and parent and student groups in order to align efforts and amplify Effective Work across all sectors. Lastly, sfusd will commit to maintaining senior staff tasked in their scope of work to provide targeted support to latinx students until the racial opportunity and achievement gap on academic and behavioral measures has been eliminated. [speaking Spanish Language] so shes mentioning although specifically she doesnt have any kids that go to sfusd, she does have grand kids that go to missi mission, a granddaughter, and shes seeing her struggling compared to other kids, as well. [speaking Spanish Language] and then last comment, so shes mentioning that this resolution is highly important to her to give attention to latinx students so that they can be fully prepared for college. [speaking Spanish Language] thank you, gabriella, for your leadership and for listening to our community. We really appreciate you coming to meet with us and listen to your concerns. We are really excited to collaborate with you. [speaking Spanish Language] i also have two other daughters who struggle because they were labelled as e. L. S and later became longterm e. L. S because they never got the support to get reclassified. [speaking Spanish Language] this resolution will commit San FranciscoUnified School District to monitor outcomes for latino students, close the achievement gap and commit teachers, community leaders, and students in the oversight process. [speaking Spanish Language] i would like to speak to you about the two committees that were calling to be formed in this resolution. These committees need to be given the information and support necessary for them to carry out data monitoring, and oversight functioning to enhance accountability for the services and programs of latinx students. The Latinx Community council, a Community Advisory body comprised of latinx parents, student, educators, students, and Service Providers to encourage opportunities for latinx students. We encourage that these are the two biggest priorities as we move this resolution forward. Thank you. [speaking Spanish Language] to continue building on what my comrades have already said, to fully engage in the material and participate meaningfully in meeting, we urge the district to hire one latinx achievement oversight coordinator. This person would also be able to serve as the liaison between the Community Council and the Oversight Committee. Thank you. Both of my daughters are spanishenglish bilingual, from my perspective, but from the districts perspective, she is an english learner. I am here to speak on behalf of the resolution. There are many communitybased organizations clearly partnering with sfusd and i actually work for one of them and im proud to say it. And to support the latinx students and the families, reduce achievement gap, reduce barriers to achievement such as health and wellness and poverty and provide comprehensive college and Career Readiness support. This resolution commits the district to pursue more and deeper collaborations with these organizations. The Community Schools models are exemplified in the models that we might achieve. As a parent, i see the gaps that my kids experience in their schools. I am fortunate to be involved in their conversations and know what my child needs and how can i advocate, but im only, only one parent thats doing it, and theres a lot of parents that dont have the same capacitor understanding that we do have rights here, and we need to fight for them, and this is why im here in front of all of them so you can hear me and also hear all of the other parents, but also remember why youre there, is for our children which is the future for this country. Just every day you wake up, just remember that and keep that up front of everything you guys do in order to continue supporting our children and our community. Thank you. Im speaking as a latinx parent of two district students and a member of the mission neighborhood. As a former School Coordinator i have worked closely with sight educators, staffers, and parent leaders to see what needs to be done to meet the needs of our students. Ive also seen the many ways in which our district is not meeting the needs of our latinx students. Whats powerful about the latinx resolution is that it creates a direct link and accountability between the sfusd and the community and its stakeholders. The resolution passed the superintendent and the district to take into account the priorities of both the Latinx Community council and latinx Oversight Committee when preparing the sfusd annual budget and quantify the level of funding committed to these priorities. Thank you. So thank you for allowing us to be here speaking to you today. My name is eric quintos, and i am a latinx parent of two in the district as well as someone who works for one of the c. B. O. S that was named in the resolution and that was working with commissioner lopez to help develop it, mission graduates. I wanted to actually take my time here today to specifically call out one of the elements in here, which was around which is the the annual report that the district would be providing to the to the Latinx Community council, that student achievement report. We really think that this is going to be an important tool for this council to then be able to use some data driven to look at the data and come up with some data driven strategies that the district might be able to take into consideration in the following year. So i heard earlier that the budget for this current fiscal year might be affected, but that hopefully we can present through a data driven process that the and achievement report would facilitate a set of strategies that could be funded in the future years. And this is a really committed group of parents and im really excited to see what kinds of strategies they can come up with, including working to reduce the kinder readiness gap by pursuing more Early Learning opportunities and family transitions to kindergarten and also possibly studying that really interesting idea of the individualized reclassification plans. Who knows if that can be something we can implement, but those are two examples of the kinds of things that would be strengthened by the report that the district would be presenting. Thank you. Thank you, commissioners lopez and sanchez for your leadership and being champions to fight for our children. It was about time that people notice us. We finally feel value and we will not stop until these resolutions become a reality. My kids are in third grade and kindergarten, and im also an innovate Public School leader. Im excited to see that the board has created this resolution. Latino students represent the Third Largest population at our school, and as an ally, im happy that the district is committed to making sure all students have access to a high quality education. Im here on behalf tonight of parents for Public Schools of San Francisco in support of this resolution. It complete aligns with our mission to support every sch l student in every Public School in our community. We know that many aspects of it reflect what weve been hearing for many years in both public and private listening sessions in both public and private learning opportunities. Specifically the fact that it involves a process for access to data thats specific to the outcomes for latinx students and really just for paying close attention to those outcomes. Also, the fact that there are oversight bodies that explicitly include parents, students, and Community Members. And finally, the explicit definition of Community Roles and Wraparound Services in making these improvements happen in the services that were able to provide this community. So i applaud all the efforts in bringing this resolution, drafting it and bringing it through the process, and were really proud to support it and look forward to being involved with the implementation. Thank you. [applause] hello, commissioners, superintendent matthews, and other honorable guests. My name is susan fong wong. Im the parent of three sfusd high school graduates. Ive also am a parent leader with innovate Public Schools, and i want to congratulate the district on this resolution. It is high time that a close look and deep dive into what needs to be done and thank you, commissioners lopez and sanchez on your very hard work in spear heading this, because i think that was the longest resolution ive ever heard, sitting through many meetings here, so thank you very much. And i think im not going to repeat what a lot of other people have already said, but i think the most important part of that resolution was at the very end, proper funding and focus on what needs to be done. And i really think all the other things are great in there, but if theres not enough resources and focus and working together to get it done, especially working with the parents at the school sites with the leadership at each individual school, i dont think it could be done. And i really feel very strongly about the reclassification disparity between latinx students who are English Learners between, for example, asian students. The fact that the reclassification rate has gone down over the last five years and the disparity of latinx students being reclassified as half the rate of asian students really requires you to look closely as why that is the whats causing that and addressing it because i think it really has a big effect, but thank you very much. I support this. Thank you. [applause] hi. My names Julie Roberts. Im speaking on behalf of the close the gap resolution. Were happy to support the latinx resolution. Were heartened that its taking a district approach at a school level, its looking at data, focusing on the whole student and bringing together stakeholders to come up with recommendations and solutions to put in the report and making the best uses of our district resources but also the resources in the community. So i look forward to supporting this resolution and to seeing that the membership of the committee reflects parents and organizations who are part of our Public Schools and committed to the success of our Public Schools. Im representing sf families union, and i just wanted to say thank you so much to commissioners lopez and commissioner sanchez for being invested and writing this beautiful resolution. I loved when i first heard about you all writing the resolution and then calling and using the language of latinx. One thing i think is important to think about this resolution is theres intersections, so not calling the resolution latino, but latinx, recognizing there are men, women, and nonbinary folks of all genders under that spectrum, so i want to say thank you for that leading the way and making these huge moves for our latinx Community Within sfusd. I also want to say as our siblings who are south of the border with different indigenous blood, as well, i also want to highlight somewhere, i dont know how this would be known, but we have a huge mayan just within San Francisco but within our contradi School District, so thinking about those Indigenous Students that might fit in latinx, but also their indigenous background. To really think about this community thats even more underserved than the American Indian community, as well. Thank you again for amazing leadership and all the amazing resolutions ive seen you come up with so far this year, and again thank you for the free child year for my kid who are sitting happily and not running around and destroying anything in your room. [speaking Spanish Language] [applause] commissioner lopez so this resolution, first and foremost, was lifted and driven by Community Members and the majority of them are in the room now. I was simply invited to participate, and i am so grateful for that. The language and the heavy lifting was done by by all of you who are here, and i think that is the point of the resolution, to ensure that we are making decisions that are data driven, that are community driven, and and we did that throughout this process. It began april 1, so this is an 8. 5monthlong resolution, which is why it is lengthy, but the work and things that are being called for goes beyond this months, you know, this is something that has been asked for for such a long time, and i feel very honored to be able to connect families to the work that we are doing and to really help them be a part of this process and help hear from those narratives and those families who are affected by the work that we are or are not doing. So money can always be an issue in education, and essentially, what the resolution is calling for beyond that, even though it deserves everything, is ensuring that the district uphold the work that we are doing for this community specifically. So all of that can be done and will be done with the council and the committee that will be created through this resolution, but making it something that is not just what we pass and say were going to do, but actually implement and give it the attention that it deserves for this community that has been asking for this for so long. I know that ive weve had a lot of support from my colleagues and excitement from commissioners and from the community, so i look forward to implementing it, passing it, and working closely with the people who created it and brought it to life. I just wanted to reiterate that i appreciate both commissioners sanchez and lopez, but the Community Members, the work that youre doing, and i look forward to partnering with you and other staff and commissioners on the board to make sure that were realizing the language in the resolution. Im eternally grateful for the work that you put in. Eight months is a lot of work, and the fact that the resolution is so lengthy and its so detailed, and its Community Organizers who helped implement this, im eternally gratef grateful, too. [speaking Spanish Language] so im grateful for you guys, and so muchas gracias. Its sad well, its not sad, but it is sad that its my last year at sfusd. Im grateful that my cousins who are who just got to San Francisco who are freshmen and sophomores that are going to be supported with this resolution, so i am thankful that it is here for students, for generations that are coming after me, for my little nephews that are at buena vista, im so grateful that is going to help people that are coming after me. And also the fact, you know, when i was in elementary school, i had teachers i started off as an english language learner, and my teachers told me that i was not going to succeed in life and i was never going to learn english. Jokes on them, because now im taking a. P. English and im reading at a college level. I know that other students that were in my shoes that are also english language learners will be able to succeed because of this resolution. And because of that, i was hoping that me and jay could coauthor this resolution because were grateful for this, so thank you. President cook commissioner . First, thank you to commissioners lopez and sanchez for the work and the thoughtfulness and the Strategic Planning that has clearly gone into building such an amazing and comprehensive resolution and really doing it in conjunction with community. And i just want to just express just how inspiring it is to be here tonight to stand with you all, and just knowing just the amount of work that has gone on and frankly has gone on for too long. That is more than enough time that latinx students and the Community Get the support from the district. What i really connect, too, is the twogeneration approach that is really throughout the values and principles of this resolution, and that it is not just stopping at our responsibility of when students and families are with us from k through 12, that were really thinking from birth, through Early Education, all the way through a persons experience and career and workforce, and their own finding their passion in the world and how theyre going to be contributing to a broader society. So again, thank you. Excited to be a partner with you all, and also with our district staff. Im really excited about not only the implementation but really holding ourselves accountable to the oversight cause we know that strong resolutions and policies in general are just only as impactful as when it comes, the work really happens in the implementation, in the evaluation and the continuous oversight, so thank you again. [applause] president cook commissioner moliga. Commissioner moliga you know, one of the things that i went to when i was first on the commission was a funeral of a murdered kid. He was an immigrant kid, right . And you know, i was just sitting there, thinking, i was, like, man, you know, what are we doing as a district to be able to support and he was i think hes he was a student in this district. And so i also grew up in this city. I also grew up when, like, San Francisco was super diverse, and youd have all kinds of friends from hondurian, salvadorian, filipino, so it was like i grew up in that culture in San Francisco. So in my heart, im super happy that commissioner lopez and sanchez carried this forward. Its just, like, way overdue, like, you know, we grew up in a time where these kinds of things werent available for us. I grew up with latinx friends who some of them graduated from juvenile hall, right . Some of them didnt graduate at all, right . And some of them, you know, are not here today. And a lot of these kids have come through this School System, right . And so for me, you know, this is like this is like what were going to do, and then, also, like, what are we going to do after this . Like, the work needs to continue to happen, it needs to get funded, it needs to be driven by the community and our leadership, and i trust that our leadership is going to do what it needs to do to get this off the ground. But its a great resolution at the end of the day, so i want to just thank commissioner sanchez, and my Favorite School board commissioner, gabriella lopez. Thank you. [applause] [inaudible] i didnt know we had favorites. Hes starting a new precedent. Ill list my favorites. First of all, i really want to thank commissioner lopez. She carried this forward on the boards end of things, asked me to cosponsor. Im really grateful for that ask, but she really did the immense amount of work with the community in so many ways. Were so blessed in the city to have so many active and activated members in our community that will standup and help us do the work in this work. That is manifest, that people have come out not just to this meeting, but meeting after meeting after meeting to work not just with commissioner lopez but with others to draft this. I didnt read some of the clauses. Its even longer than that. But the thing that the word that really rings true to me the most is accountability, and thats what commissioner lam just said. We really need to hold ourselves accountable to whats in this resolution because its a community. The Latinx Community has not been forgeten, it was just never there in the first place. When i was principal at cleveland elementary school, a school thats 95 , 96 latino, if we had policies embedded in this resolution, we probably wouldnt have had one of the highest reclassification rates in the city. Its a scar on our record that we have such a high reclassification rate, and that hinders our students from moving forward and getting the education they need to be successful in our society. There are many things i could say more, but i just really want to thank everybody that worked on this, and commissioner lopez, and thank you to everybody on the board for hopefully passing this tonight. Authorizes to grant or deny petition for one Purpose School, whereas pursuant to california Education Code section 47607 submitted renewal to San FranciscoUnified School District. Whereas pursuant to california Education Code sections 47605, 607. 5, the board of education of the district received the renewal petition october 15, the district shall comply with alltime lines for review and action as requires by law. The board of education shall consider level of support and shall review petition and information received with respect to the petition including supporting documents and the district superintendent and staff completed review and issued report and recommendation to the board of education regarding review of the petition. I am going to take a little time to go through the staff recommendation. The board of Education Report for the superintendents proposal 191015sp one. The recommendation is denial everynewal of the one Purpose School charter proposed action remedy mile of the renewal for one Purpose School at 948 holster avenue for the five years beginning july 1 and ending june 30, 2025. Findings. So under the review criteria for renewal of Charter School petitions in california, the board is supposed to look at increases in academic achievement for all significant groups of students as defined in code section 52052. That shall be the most important factor. One other thing the board can look at in regard to academic performance is that the performance might be at least equal to the performance of Public Schools that the charter students would have been required to attend as well as academic performance of district schools the student population served at the Charter School. We did the review and the data indicate one purpose has not produced increases for the groups of students and not produced academic performance at least equal to district schools. So the recommendation is the staff recommends the board deny petition based on the following findings of fact. Increases in academic the Charter School failed to meet one of the criteria of academic performance has not produced increases for the students served not produced the performance at least equal to district schools. Two. It does not contain comprehensive descriptions of the charter provisionses in 4605b5 they are unlikely to successfully implement the program set forth in the petition. One purpose is a budget plan heavily reliant upon local fundraising revenues. I would like to provide clarification in a couple of areas. In regard to insufficiencies in the staff review. One of the things that we identified is that governing law requires renewal or material revision to include among other elements a reasonably comprehensive new requirement of Charter Schools after it was last renewed. We found that this petition did not include that reasonable comprehensive description. We have found this not just in this charter petition but in several charter petitions. As a matter of fact this was a finding made regarding the two Charter Renewal petitions this board approved november 12th of this year. Not only San Francisco makes this finding, other districts in the bay area make the same finding quite often because it is quite often left out of Charter School renewal petitions. So the response from the two charter petitioners that you approved november 12th when we made the finding was to provide a matrix that outlined that comprehensive description and the way they met the requirements of law. I have to say that in the report as written i state that the description is not there and i include a list of requirements that have been enacted since 2015 and state that it is not a comprehensive list but includes some that should apply to the school. N inadvertently i did include some that apply to grade levels that are not k5. That is a mistake. However, the list is not comprehensive and there are several that do apply that should have been listed in a matrix and presented to the district. That finding remains because instead ever responding by providing the matrix to show the charter knew about the requirements and had a plan to respond they simply said they were included somewhere in the petition. And as far as the issue of fundraising and the budget plan Going Forward, i did and i stated this in the Budget Committee hearing, i did review the Financial Reports as produced by the California Department of education for the first four years of the Charter Schools operation, and i noted that they had indeed met all of those lofty fundraising goals for those years and the staff found they had positive fiscal performance. Our finding takes that into account, but also looks at the fact that they have declining enrollment, dont really seem to have a convincing plan for reversing that decline and would continue to rely on 1 million each year in local fundraising. That might happen, it might not, but it is up to us to make sure we point out that is an issue of concern. That is my report. Thank you, mr. Davis. I was friends with his son steve and used to go to the brier house on the weekends. I was from the midwest. On holidays i didnt have anyplace to go. Irving brier, the man you named the room after used to espouse social justice and the importance of highquality Public Education. He used to lecture his boys, who you may know are you now prominent judges in the country and me who is not that, but i was there to receive the lecture many times about those messages. Highquality Public Education and social justice. He said those are the keys to the health of American Society and San Francisco society. By chance, because i didnt know we were going to be in this room. I didnt know about the plaque. By chance, that is wha what thee values are of the board of directors. There are about 20 of us. We are here to do all we can as regular citizens who have Different Networks and means and education and we represent 14 zip codes. We have six africanamericans, two latinos, the rest white. I am the oldest at 81. We go down to 28 in age. We are about half men and half women. You are not going to hear what i am doing. Good evening. I am pamela man. The current board chair of one Purpose School. Some of the speakers will provide responses to the staff report and questions and comments from Committee Meetings. Others are members telling you what we do at one purpose and why it matters. You would have heard from a parent and student. It was past the students bedtime. She went home. We have been successful in raising approximately 1 million annually to provide the Wraparound Services and level of staffing required to truly serve the Underserved Community of the bayview. This is not a liability. It is an asset for stu sfusd ths why they come to enroll. They want services we provide. One purpose mobilizes individuals and foundations to invest in future success of bayview students as evidenced in the letters of support written to you. We work to expand the donor base each year to provide school year programs, wraparound Behavioral Services and Family Engagement and learning events the community would otherwise not receive. Good evening. I am david allen, Business Manager at one Purpose School. In terms every serve the ending fund values start at 478,862 for the 1920 year and increase to 6 82,00 82,000 4. This is between 18 to 19 of expenses. The California Department of education has rated one purpose in Good Condition with healthy reserves under their physical health criteria. This has been a positive sustained increase to our 1516 year. One purpose has demonstrated ability to improve and maintain strong physical health and reserves. We have strong relationships with Family Foundations and individuals to fundraise and expands the donor base to ensure longterm Financial Stability and has a budget to respond to uncertainties that may arise. The board and school are to make necessary adjustments to maintain the financial solvency should soft revenues not come as expected. There is no reason to expect this. Thank you. I am joy jackson morgan, executive director at third street clinic, Second GenerationHunters Point native. I come from a long line of educators. Most of the local schools and i am a former middle school and High School Math and science teacher. We heard startling statistics from mike that require context. It deserves context. Prior to last school year we were outperforming the district schools in the neighborhood. Let me ask you a trauma informed question in what could happen in the neighborhood that might have impacted the enrollment and test scores of not only one purpose but brett heart as well. We lost the c. E. O. , principal, some of the families, we got a new principal, lost key teachers. Last december we lost the new head of school. From the Community Angle what happened to the bayview but the real neighborhood called double rock . What happened last year . Double rock got uprooted from its community and placed into the new alice griffith. That was not an easy transition for families and obviously not easy for our students, not at one purpose or brett heart. Maybe this isnt the typical political conversation around Charter Schools versus district schools. This is what are we going to do as community of educators and families to support the students with the families with the resources they need. Dont judge us on one school when the entire neighborhood had a bad year. Thank you. Starting this year the culture and climate it has been a privilege to watch it expand to serve the students. We developed a matrix to fit the needs of the students and built the Wellness Center to talk when feelings. With the emotional curriculum we provided ways to deal with challenging emotions. We engaged in professional development to support from equity and trauma informed standpoint. Start our students are spending more and more time in classroom and engaging positively. We reduced number of School Discipline referrals 97 since the beginning of the school year. We lean away from suspending students but developing individual plans. We plan to push forward and continue to fine tune the school wide systems as data indicates this is working. I would like to say it is an honor to be part of the team as the commitment to the scholars is seen. The unwaiverring dedication to the whole child no matter the need. I look forward to continued work at one purpose. Good evening. I am Joe Steinberg the enrollment manager at one Purpose School. In the findings and facts section is the discussion of the enrollment. Our current enrollment is not 85 students but approximately 100. During the first three years we demonstrated strong enrollment from 75 to 160 students. It declined for two reasons. Despite the projected growth we were offered no additional classrooms. We had to combine two second grade classes and were unable to offer the kindergarten class. Second as discussed the planned de parter of the founding principal impacting enrollment last year. We have been successful in working to recreate a environment and support and nurture the students to be productive and are confident to grow enrollment and meet projection of 118 students for the next school year. Critically important we have grown and strengthened with the Community Partners. Last year we reached to over 60 Community Organizations, daycares and providers. We plan to grow the list of partners this year. Thank you. Good evening. I am peter and a member of the board of directors for the last four years. I am speaking on behalf of the principal who was here last night. Some of you may have met her. She is sitting in a hospital in oakland as her partner underwent kidney surgery today. These are her remarks. First finding of the staff report indicates we have not produced increases in academic achievement for all significant groups of students and has not produced it equal to district schools. We recognize that one not both of these criteria must be met. We are the first to recognize our academic achievement is not where we want it to be. We have taken multiple steps to refine our program to ensure we acseller rate scholars proficiency. 201718 was the first year of testing data with the first third grade of 20 students. These scholars showed stronger results and than brett heart elementary in ela and math, the school where most students would otherwise attend. They were on par or slightly higher in la and slower in math with the bayview average as whole. 201819 was the second year of testing after a year marked by transition of the principal, unexpected departure of c. E. O. And loss of several Staff Members. 20 third graders tested and they achieved at rates on average equal to comparison schools. The 12 fourth graders where deficiency declined is tiny. We find it hard that the future of one purpose of databased on such a sample size for one grade for one year. Thank you. I am mark atkinson, founding board member of one Purpose School and longterm resident of San Francisco. It was a pleasure to be with you tonight. It was particularly enlightening to hear the passion with which you rose up against false narratives. For a brief moment i thought we might be able to correct the record on your own false narrative. It is appreciated that the staff said we accidently characterized your tk5 school as high school. We appreciate that. We would be more grateful if there was further diligence around the other insufficiencies in the report. It is one thing to say we were at fault for not stocking feminine hygiene products. That would not be a requirement of a school serving tk through 5 students or to require the Suicide Prevention plans for grades 7 through 12 be in place. We have serving tk through 5. There were things that had nothing to do with the fact we are tk through 5 that you put on the same level. We dont provide definitions of long time English Learners. It is unclear how the state providing a definition could be a deficiency when one of the two only applies to the same students. It does not apply to us. You want to require provisions of services for homeless and foster students and say we dont have them on page 171 and page 7 it states we will comply with those requirements. There is no deficiency. Health and safety code 120325 we are deficient because we require an exemption for immunization and i it is on 162 of the chart. That was your time. Good evening. I am karen rath man. In evaluating the program they found it in line to the common core and california state standards. To include both integrated and designated english Language Development and extensive time for professional Development WeeklyEarly Release and dedicated days. We appreciated these affirmations. As part of the work toward Continuous Improvement we made significant shifts to the Academic Program including common state standards and Science Standards to ensure grade level instruction across classrooms including bookworms and english and mystery science. Alignment of the english Language Program as well as English Proficiency assessments. This includes english Language Development. Investment in professional learning, bringing on dean of instruction and culture to provide professional Development Sessions and elbow to elbow coaching to support teachers in implementing the academic and curriculum. The staff report raised a few questions that i my colleague david will answer. Thank you. I am doctor david atkins. As one of the four physicians to start the save st. Lukes campaign that took a decade and resulted in if building of a 500 million hospital for our communities south of market, i can tell you that in the decade i thought i was asked why not just let Hunters Point and the mission and bayview go to the county. County can take care of them. If there are nine hospitals north of market, perhaps our community deserves the dignity of choice. That more than one choice. Please understand, with conviction when you feel that you have the right choice, that it is not the same thing as providing people the freedom of choice to make their own decisions for their own children and for their own families. There are many, many choices north of market. There needs to be more than one south of market. With regards to grade level sufficient efficiency. All students are engaged daily in grade level learning. Students working both below and above grade level including remedial and extension. We have detail on intervention as detailed in the charter provision reflecting the needs of the students who come to school with preestablished learning gaps. The v in vip at one purpose stands for vulnerable. We want your most vulnerable children. We are not here to take. We are not here to usurp. We are here solely to give to our community. Thank you. Good evening. I am mark miller. I support one purpose. I would like to respond to three areas of the Charter Renewal petition marked by the staff as insufficient. First. Element a section 4. This section titled how learning best occurs is presented as a broad outline of conditions. Contrary to the staffs assessment, the three items marked insufficient are addressed extensively in the petition. The plans and strategies to support students not meeting pupil outcomes are described on pages 84 through 93. That is 11 pages of information. The Research Based instructional design and strategies are described in detail on pages 66 through 84 of the petition. The instructional strategies for special education and limited english are 93 through 112. The description of annual goals for all pupils and each subgroup is marked insufficient. I would like you to refer to just one of the examples of the goals appearing in this section. Page 116 there is a goal which describes the specifics of a plan for addressing proficiency and ela as measured. Third in the staff report element b is marked insufficient without explanation for several outcome based and goal based items. In the one purpose petition the goals and measures are articulated in detail on pages 117 through 126. These are one, fully aligned with l cat, two reflect academic annan and the nonacademic outcomes. I am Susan Davenport the finance chair of one Purpose School, a proud member. In addition, in element c this articulates how benchmark skills will be developed and assessed and includes the annual goals. Please refer to that and note we have been miss categorized. I would like to respond to one additional area marked insufficient in the staff matrix. Element c methods of assessment four insufficient efficiencies are noted. These are not insufficient or deficient. Extensive list every liable measures using the nwea and portfolios appears on pages 1238 through 1 128 through 131. 127 through 128 affirms the assessments align to the curriculum. No deficiency. Pages 132 through 6 provides detailed table providing minimal required performance level necessary for every assessment measure. There are no deficiencies. Pages 136 through 9 detail the use of all data by students and teachers and the school and use in reporting to care takers and district and state. No deficiency. Please read. Thank you. One purpose has been a constant be in our community over five years has been the center of the community and support. The schoolworks with hundreds of students and families. Pastor walker helped one purpose to employee introduced to be introduced four years ago one block from where the pastor also with Tabernacle CommunityDevelopment Corporation. Tcd supports one purpose. A fully based Development Group of churches approximately 10 churches. Also i recruited recently two churches. I asked them to send a letter. Hopefully they sent letters and you got those letters. I do not understand how any serious Educational Organization or individual can be against africanamerican, no name on the latinos. Forgive me. I will get it down. Pacific islanders. Elected officials have been talking about closing. That is your time. Sorry, pastor. Good evening. I am a finance manager at tech. Supporting the school and budgeting financial management. We have been working since the schools inception. It is a level that is not for charters this young. About 450,000 to start this year or 18 of the total budget is to maintain the fund balance in the multiyear projection. It is a foundation for economic uncertainties and support strong cash balances. They are highly engaged in the financial matrix of the school. The board asked detailed questions to understand the budget to actual variances each month. There are monthly meetings with the School Finance committee to monitor the School Finances. The staff noted the large grants and donations as insufficient. This budget line here is in line with the schools Historical Data and i would argue an asset. We have an extremely effective fundraising of 1 million plus in each of the past three years. This is not a large donor. These are individual donations between 5 to 10,000 as a result of the Excellent Development team we have built. Over 1 million each year into sfusd that would not be available for these children. The school had challenges. We have maintained Strong Financial health and stability. Over the years the schools ability to adjust the budget to balance the responsibility to educate students is nothing short of extremely impressive. We will start with the comprehensive detail of laws enacted. As i said, included in the report are laws applying to high school and not k5. That was a mistake. However, the point is, as i outlined in the beginning that that requirement is at the top of the requirements for a renewal petition. We ask for it all of the time and we get it when we ask for it from other petitioners and so do other districts in the bay area. As far as the enrollment at the school, i will just say this. The number of 85 that i mentioned last night in the Curriculum Committee is 85 in district, ada, and it comes from one purposes prop 39 request for next year. They say they project 85. 46 for this year, and are projecting 102 for next year. Perhaps the difference is enrollment versus ada, but i dont think they would havena low of a percentage of ada to enrollment or maybe it is the total enrollment versus in district enrollment. I can say that is where i got the number from and that came from the prop 39 request. Thank you for addressing that. That was my next question. I also asked but i dont know if you looked it up about the boards rejection of the initial charter five years ago. I did find the minutes of the findings and i did send that to you today. There were two findings. The question was why did the board reject the initial charter . I am looking at it. Do you want me to read it . I have it here. Fact towel finding september 23, 2014 was moved seconded. Anyway the factual finding the Charter School presents unsound Educational Program for the pupils enrolled. One under provisions of lcfs and the petitions are required to state the goals and actions to achieve school wide and by subgroups. The petition lacks specification. It doesnt include use every usf the restorative justice. Those were the findings from 2014. I have a clarifying question. On the recommendation and the recommendation from the committee. Tonight we staff recommended we deny. Your committee wanted to go against that. So it is approving the recommendation to deny the curriculum is approving the recommendation to deny . Yes. Then additionally we got information that we are experiencing a budget shortfall this year, very serious information. Staff can cover that. Currently with existing revenue, but we will have to be having some serious conversations with staff that is currently in that process. It will obviously involve the board. To be very specific, it is a projected potential shortfall of about 32 million. That is why we have to be very careful about out of that conversation we wanted to make everyone clear with the fact the Budget Committee is not going to be comfortable approving new resolution that include expenditures when we havent looked at how to resource the student formula and other resolutions we have approved and would like to approve. We need to have that conversation first before we talk about adding expenses to our budget. We just wanted to make that clear for everyone. We look forward. If there is anything positive we are having this budget conversation at the same time as we look at funding schools. I have a report on committee from december 3rd. I wanted to add to the budget report mr. Collins covered the whole thing. I want to add my perspective in time i have been on the board i have not seen this big of a projected deficit for midyear for the middle of a year. I just want to underscore that we are in a serious situation, and that positive certification resolution we approved tonight says we can expect positive to be in the positive territory for two years if we take action apmake the midyear cuttings and make the adjustmentsness. No one knows better than the superintendent what it is like to be taken over by the state, and we do not want to experience that. That is what i was going to say. Yes, i have that. I was going to recap the whole meeting from december 3rd, and we have three kind of conceptual ideas that are going to move forward to the Community Engagement process so they have varying levels of controlled choice from the most restricted which would be an individual assignment essentially every address would have an Attendance Area School assigned to it and you would receive an offer to that school. Other concepts would be different size zones where you have a small group of schools to choose or larger group of schools with various restrictions and options within those. The purpose of the Community Engagement process over the nest few months is to get in put from the community and begin to model and evaluate how each of those concepts might help the board reach its policy goals for Student Assignment. A lot of work still to be done. There is a aggressive schedule of meetings, and i hope that we can all commit to attend some of those meetings and that we have a board presence at every meeting. It is important for the community to see us there and for us to hear from them. Thanks for your continued engagement with this process. I had staff address some basic information for folks not at the meeting. At the last buildings and grounds meeting we went over the Affordable Housing development policy, and we had a couple of recommended amendments from commissioner cook and from rsu staff. The recommendations were currently we are asking to build 550 affordable homes, and the recommendation was that this wasnt a set goal and that we keep it like there is a process to continue to add to that. We have been working on the back end with don and then also sciu staff requested support Staff Members fall under the union be included in the resolution as well. We have plans in place to meet with them. We also started a dialogue and learning about school bonds and so we are going through a series of those if commissioners are interested in how bonds work, feel free to join the building and grounds meeting. We went through the processes and steps on how to address the needs going on at the school. Commissioner lamb. At the personnel and Labor Committee we had an update and overview around emergency credentials for certified staff. Part was understanding because of a couple of related to Teacher Shortage and general as well as decrease in enrollment of credential programs, some programs we had to initiate internally to combat the Teacher Shortage with our own strategies. We learned about the process around support for emergency teachers, ongoing support for those emergency credentials and really the opportunities how to continue supporting our teacher pipeline programs to put those teachers on those emergency credential. The second agenda item, we had very engaged robust Public Comment and it was related to getting an update on special education and certified paraeducator staffing. We heard loud and clear about what is happening in the field with special education, the need to continue supporting our paraeducators and certificate teachers at the school sites and really uphill challenges. We heard around caseload and workload and the recommendation from community about the importance that, particularly with this agenda item that it be copresented between the special Education Division and with Talent Acquisition and staffing. We are committed to ensuring that happens for those additional teac teacher presents with the program divisions. I think we have a long way to go, and from the recommendation from the committee, i expressed the importance of making sure we have those realtime updates because it is continued to be a consistent issue that we have heard from the field and from our staff at the school sites. [please stand by] mont. That was moved with a positive recommendation. The information items that were presented were also very exciting, and it was regarding a Spanish Language reading instruction curriculum benchmark in as supporting spanish teachers. As a former spanish teacher in the district, it was interesting to see many of the materials provided that we have to create ourselves. And many items that ive seen work well in the classroom. It was piloted at a lot of schools, and they are interested in piloting that and feedback. Last thing was the discussion was around some of the materials in the books that we are using to implement this work and keeping up with the materials. It did take a village. I was really lucky when i was 14 years old to get an internship. The difference that it made for me is i had a job, but there were other people who didnt have a job, who, unfortunately, needed money. And they were shown to commit illegal acts to get money. That is what i want to prevent. [ ] today we are here to officially kick off the first class of opportunities for all. [applause]. Opportunities for all is a program that mayor breed launched in october of 2018. It really was a vision of mayor breed to get to all of the young people in San Francisco, but with an intention to focus on young people that have typically not being able to access opportunities such as internships or workbased learning opportunities. Money should never be a barrier to your ability to succeed in life and that is what this program is about. Theres always these conversations about young people not being prepared and not having experience for work and if they dont get an opportunity to work, then they cannot gain the experience that they need. This is really about investing in the future talent pool and getting them the experience that they need. It is good for everyone because down the road we will need future mechanics, future pilots, future bankers, future whatever they may be in any industry. This is the pipe on we need to work with. We need to start developing talent, getting people excited about careers, opening up those pathways and frankly giving opportunities out there that would normally not be presented. [ ] the way that it is organized is there are different points of entry and different ways of engagement for the young person and potential employers. Young people can work in cohorts or in groups and thats really for people that have maybe never had job experience or who are still trying to figure out what they want to do and they can explore. And in the same way, it is open for employers to say, you know what, i dont think we are ready to host an intern yearround are all summer, but that they can open up their doors and do site visits or tours or panels or conversations. And then it runs all the way up to the opportunity for young people to have longterm employment, and work on a project and be part of the employee base. Something new, to get new experience and meet people and then you are getting paid for it you are getting paid for doing that. It is really cool. I starting next week, i will be a freshman. [cheers and applause] two of the things i appreciate about this program was the amazing mentorship in the job experience that i had. I am grateful for this opportunity. Thank you. Something i learned at airbnb is how to network and how important it is to network because it is not only what you know, but also who you know to get far in life. During this program, i learned basic coding languages, had a had to identify the main components and how to network on a corporate level. It is also helping me accumulate my skills all be going towards my College Tuition where i will pursue a major in Computer Science. For myself, being that i am an actual residential realtor, it was great. If anybody wants to buy a house, let me know. Whenever. [applause] it is good. I got you. It was really cool to see the commercial side and think about the process of developing property and Different Things that i can explore. Opportunities for all was a great opportunity for all. We were aiming to have 1,000 young people register and we had over 2,000 people register and we were able to place about between 50 and did. We are still getting the final numbers of that. Over several weeks, we were able to have students participate in Investment Banking they were able to work with our team, or technology team, our engineering 20 we also gave them lessons around the industry, around financial literacy. There are 32,000 young people ages 16 and 24 living in San Francisco. And imagine if we can create an opera skin it just opportunity for all program for every young person that lives in public housing, Affordable Housing, low income communities. It is all up to you to make that happen. We have had really great response from employers and they have been talking about it with other employers, so we have had a lot of interest for next year to have people sign on. We are starting to figure out how to stay connected to those young people and to get prepared to make sure we can get all 2400 or so that registered. We want to give them placement and what it looks like if they get more. Lets be honest, there is always a shortage of good talent in any industry, and so this is a real great career path. For potential sponsors who might be interested in supporting opportunities for all , there is an opportunity to make a difference in our city. This is a really thriving, booming economy, but not for everyone. This is a way to make sure that everyone gets to benefit from the great place that San Francisco is and that we are building pathways for folks to be able to stay here and that they feel like they will belong. Just do it. Sign up for it. [ ] [ ] [ ] i just wanted to say a few words. One is to the parents and to all of the kids. Thank you for supporting this program and for trusting us to create a Soccer Program in the bayview. Soccer is the worlds game, and everybody plays, but in the United States, this is a sport that struggles with access for certain communities. I coached basketball in a coached football for years, it is the same thing. It is about motivating kids and keeping them together, and giving them new opportunities. When the kids came out, they had no idea really what the game was. Only one or two of them had played soccer before. We gave the kids very simple lessons every day and made sure that they had fun while they were doing it, and you really could see them evolve into a team over the course of the season. I think this is a great opportunity to be part of the community and be part of programs like this. I get to run around with my other teammates and pass the ball. This is new to me. Ive always played basketball or football. I am adjusting to be a soccer mom. The bayview is like my favorite team. Even though we lose it is still fine. Right on. I have lots of favorite memories, but i think one of them is just watching the kids enjoy themselves. My favorite memory was just having fun and playing. Bayview united will be in soccer camp all summer long. They are going to be at civic centre for two different weeklong sessions with america scores, then they will will have their own soccer camp later in the summer right here, and then they will be back on the pitch next fall. Now we know a little bit more about soccer, we are learning more, and the kids are really enjoying the program. We want to be united in the bayview. That is why this was appropriate this guy is the limit. The kids are already athletic, you know, they just need to learn the game. We have some potential collegebound kids, definitely. Today was the last practice of the season, and the sweetest moment was coming out here while , you know, we were setting up the barbecue and folding their uniforms, and looking out onto the field, and seven or eight of the kids were playing. This year we have first and second grade. We are going to expand to third, forth, and fifth grade next year bring them out and if you have middle school kids, we are starting a team for middle school. You know why . Why . Because we are . Bayview united. Thats right. My name is kamal lane, and ive lived in San Francisco for 30 lets say 31 years. I lived there a year february 29, 2017, my grandmas birthday. The thing thats cured my home is the mayors office. When my number was called, i was excited because my number was number three. To rent a home in San Francisco means that im able to be with my family to support me, me to support them. Then, the opportunity for my daughter to get a good paying job. My favorite thing of my new home in hunters view is the view of the bay bridge, oakland, and a piece of the golden gate. Its peaceful and quiet, and they have a lot of activities for families. They have art class, where you can paint, they have trips, where they take the children. We went to a black art museum, we went to a jazz festival, we went ice skating. Theres a lot they have a lot of activities up here, and thats one thing that i really love about it, i love my bedroom. Its peaceful, its quiet, where i can think, play, and just have my quiet time. I love my bedroom. This is my home because this is where i live. Me and my children, we love in here, we just being with my grand kids and loving somewhere and having somewhere is home. We love being together, and your heart wherever your heart is, that makes it home for you. The next order of business is agenda item five b. , workshop on the current status of commercial , retail, tell, residential, and open Space Development in the mission bay north and south project areas and overview of additional projects for commercial space at 1450 owens, hotel and residential space at blocks 29 through 30, and an increased number of Affordable Housing units. This is a discussion item. Madam director . Thank you. The item before you is to give an update on mission bay, especially the success that we have seen. This is one of our oldest of the three projects within our portfolio and it is over 21 years ago the city executed the redevelopment plan and the owner s participation agreement were two thirds of the way that is complete except for a few infrastructure closeout items that we are working on. Mission bay south is almost there. It has both the residential and the commercial, as well as the arena. What we were trying to do is give an update on to where we are in the successes we have seen and what is to come in the coming year before you next spring. You will have a few action items that would require plan amendments and design document amendments. I just wanted to give you an overview so your input can do form inform next steps. We are excited to do that today and the mission bay project manager will be presenting on this item. We have some representatives here from the team. Okay. Good afternoon. I am the project manager for mission bay and im here for a workshop on mission bay. We will talk about where we have been and what we have been doing for the last 21 years and what we plan to do for the next nine. In 1998, to create a vibrant and transitoriented mixeduse community, the mission bay north and south project areas were created. The regulatory and gradual framework was established with reDevelopment Plans, design for development documents and owner participation agreements. The Development Corporation where the original owners of this land and the original developers. In 2004 they sold the development to fossil which is an entity of fairmont capital, and currently their developer is Mission Bay Development crew. This project is 303 acres. Includes 41 acres of open space, 4,000 linear feet of streets. There will be 6,514 units of housing when all is said and done, of which 29 will be Affordable Housing. For commercial there will be 5 million square feet. For office, lab, and clinical use, 560,000 square feet of neighborhood serving retail, and event center, for ucsf there is a campus where they are provided 43 acres. They will be building the. 6 million square feet of developments. 550 bed hospital complex, 250 room hotel, a Public Library in Public Safety building with fire and police stations, and Public Schools. A little bit of context here in the map, north of Mission Creek is mission bay north project area. This is residential and commercial. To the south is Mission Bay South project area. The residential area is in the northern portion and the commercial is in the southern portion. In the center, the ucsf campus that i spoke about is located there. Also in the previous slide we talked about 40,000 linear feet. That is about seven and a half miles of new roads and streets. You can see where they started to put the grid together. In addition to the streets, theres all the infrastructure beneath the streets. All the sewers and water lines and powerlines and cable. I am happy to say, except for a small sliver of mission bay north, all the roads are complete and open and soon to be accepted. Here we have mission bay in 1998 a small warehouse small warehouses and a golf ranch. By 2007, it is starting to get built. The residential portions are starting to build out. The ucsf campus had begun construction. You can see alexandra real estate was being built. Towards the water, old navy that located their headquarters there now we have here, we are current with 2015. Incredibly built out in the chase center is prominent. Ucsf hospital is in the foreground. Twenty years later, mission bay north is fully built out. All 15 projects, including 2,964 units, have been built and included in that is 698 units of Affordable Housing. They are four mixed income projects that have 1194 units of market rate housing and 93 b. M. R. Units. There are also four standalone Affordable Housing projects that includes a senior project, two family rentals, and firsttime homeownership. Mission bay north has provided 66. 8 Million Dollars in subsidies for Affordable Housing in Mission Bay South, we have completed 2,825 of the 3,550 units of housing. All 10 market rate projects have been built in three Affordable Housing units. There are two projects currently under construction. Both our family rentals, but one has a component for formerly homeless veterans. Theres also two projects that are in free development. One is in Supportive Housing and one will be for firsttime homebuyers. There will be 173 units in entitlement left after the projects we just spoke about. You are we are assuming in mid to late 2020 there will be an r. F. P. To develop those units two date, we have provided 130. 6 million in subsidies to provide Affordable Housing. Ucsfs campus was originally conceived for things to be a catalyst to bring biotech to mission bay. Currently ucsf is developed to point to out of the 3. 6 million square feet of developments. It has worked as a great catalyst to bring biotech to the mission bay. Office labs and clinical space has been built, as well as the event center and a 289 bed hospital at ucsf. There are lists of Different Companies that are residing and have built and developed mission bay. There is also 540,000 square feet of neighborhood and local retail. Theres about 108 spaces. Sometimes the combined spaces accommodate one retailer. We have fullservice Grocery Stores in both mission bay north and south, pharmacies, restaurants, fitness studios, financial services, medical services, only one Bowling Alley , so you have to go to mission bay north for that, but a lot of other shops. It is very well received. Also, currently under construction is 250 room hotel that should be open in fall of 2020. We build a Public Safety building for San Francisco which also includes the local fire and police stations. There is family house which is a home away from home for families whose children are receiving cancer and other critical medical services at childrens hospital. This is a 80 room facility that has been created for these families to stay free of charge. We also have a Public Library and a childcare facility that exists that is under construction. Here is the amenities map that we usually bring whenever we have a project in mission bay. We like to show you this. And the four years i have been here, this map has exploded. There are so few other amenities that existed. It is a great example of how mission bay has been growing in the last four years, let alone 21 years. I think the biggest amenity that is being provided is the open space. At the end of the day, there will be 41 acres of new parks and open space provided to the community. So far we have built 15 parks totaling 23 acres of open space and we have two that are under construction totaling 7 acres. The largest one is in the Bayfront Park which is right along the bay across from the chase center which is 5 acres. Throughout the past 21 years, there has been a strong developer commitment and partnership for the program and the Economic Development. 3 billion in projects have been overseen. Of that, 770 million have gone towards Small Business enterprises. For professional services, 50 4 have been Small Business enterprises. And of that, 92 are basing San Francisco. There have been 10 Million Construction hours performed in mission bay and 2. 1 million of those have been performed by San Francisco residents. In total, 100 million in prevailing wages have been provided to San Francisco residents for mission bay. This is what weve accomplished so far. We have more work we are looking forward to doing. This map here shows the sites that have not been developed and construction has not been done. The four Affordable Housing sights that we look forward to building on, there is a school sight mac, there is nine more partial open spaces to build and the ucsf campus has several parcels inside the original camd additionally throughout the years, ucsf has bought additional land south still within the mission bay project area, but on top of that. So they that is where the hospital currently exists and they plan to build more. Also there is new potential for development. In blocks 29 through 32 end blocks 31 through 43, parcel seven. On blocks 21 through 32, that is the current warriors arena. In the northeast corner, they are wishing to build hotel and residential project. On block 41 through 43, parcel seven, at alexandria real estate is looking to develop a commercial building for life sciences. Here you have a rendering of the proposed hotel and residential building that the warriors are proposing. The hotel will be on the bottom and the tower for the residential units. There will be 129 rooms that will have a ballroom, cafe his, and for residential, there will be 21 units. On blocks 21 through 32, is currently not zoned for a hotel or residential, so they will have to seek entitlements and plan amendments to build a hotel and build rooms, also the current area, the height is restricted to 90 feet. For their tower they will be asking for an amendment to build up to 160. Alexandrias project is located near the freeway. Here is a rendering of it. Currently that parcel is restricted in height to the height of the freeway. Alexandria will be requesting approvals to build a tower. As we discussed, everything is built out so they will be asking for additional entitlements to build approximately 200,000 gross square foot building. The upcoming actions that will be coming before you in the third or Fourth Quarter of this fiscal year for these two projects will be seeking redevelopment plan amendments to create new entitlements and the participation agreement amendments designed for the height and bulk, basic concept and Schematic Design approvals, major face amendments and e. I. R. Addendum his addendum his. Other new develop it through looking at is a creating additional Affordable Housing. So far we have maximized the density in order to create more Affordable Housing now and get it out there. It is desperately needed. By doing that, we have we are finding that there is not enough existing entitlement for the lots that we will have remaining see here we are assuming that half of parcel 12 left, which is approximately eight tenths of an acre, and parcel four east which is a little over an acre. Both are designated Affordable Housing sites but we will not have entitlement left to build on them. Staff is diligently looking to see what we can do there with different types of housing, height, density and all different ways to come before you in the coming year with recommendations. In the future, things will be bringing before the commission and the risk of physical 1920 and in the Third Quarter is there will be a gap for block nine a and that is the Supportive Housing for formerly homeless. That is block nine. For block 980, firsttime homebuyers project we will have an exclusive negotiating agreement and loan. And we will be coming before you with the hotel and the life science project. Good afternoon, commissioners and community and peoples in the audience. My name is oscar james. Im a native resident. Also i served that as a commissioner for the model city s period that was responsible for a lot of that property that has now been undergoing for mission bay. By the fourth and, in the fifties, that used to be a train spear before anyone came out to our community and nobody wanted to come out there. That was a train. During the earlier years when they first laid people off in the shipyard in the fifties, a lot of those peoples who were homeless stayed in those cars down there. So what im asking for is for housing to go through a certificate of preference and persons from that area and the other areas that is part of the Bayview Hunter his point community, and i would like for any development that transpires down there to make sure they have below below market rate housing for some of those who cannot afford the exorbitant rates that rent is going for now in the city and county of San Francisco. I also appreciate and really supports the warriors for wanting to build a hotel down in that area. I am glad they came back home even though they have been losing lately, but they will start winning because thats what happens when a team starts getting new players and what have you and people are on the roster. I say ditto to the warriors. Whatever they want to do. Pass it because there have they have been a blessing to the city and county of San Francisco they get into the community and help people in our community. I havent benefited personally, by the community has benefited and it is not about us. It is about the community. Kudos to the warriors. Keep doing a good job. Thank you very much. Thank you. My name is jim and im a resident owner in mission bay and i really have a question about block 12 west and i thank you said that there was no entitlements left to even build anything. Is that what you said . The question needs to be to us. Im sorry. Thats okay. The question is for the development. 412 west, what is the total number of entitlements there that they have and whats the number of entitlements that they are going to be asking for versus the original plan . The original plan had below market right for five stories. There so many units. I think those were the two. Okay. Thank you. Sarah bertram . Good afternoon. Thank you for your work and thank you for your participation i have been a resident for almost 10 years. I have a small family. I just wanted to underscore what mar was saying about how important the open space is in mission bay. I work with a group of Community Members on working with the School District on the school plan and also an alternate on the mission bay area. Im doing what i can to support the development of the neighborhood. It has been amazing. But on the topic of open space in the Athletic Field in particular, the comment i wanted to share is that the members of the community are really interested in understanding the impact of a potential higher building on the shade for the Athletic Field. I think we can all appreciate that that could materially change the experience for Community Members if it was materially shaded there during afterschool hours or Something Like that. Thank you. I am impressed, i have been impressed, and i continue to be impressed with what is flourishing and the things that it is providing, the joy, the Farmers Market now, all of this that is coming forward, it is adding so much to this city. Thank you so far for all that you are doing. I have a few questions. Thank you for the presentation. It is nice to have it packaged in terms of where we came from and where we are and where we are hoping to go. A couple of questions on the hotel, the proposed hotel. There is a hotel under construction now, the 250 rooms, and then i wanted to see the capacity of this one again. 129 rooms. And i am assuming, it is being proposed. I am assuming we will talk more about the specifics, but if it is being proposed, there is obviously a market for hotels in this area. Yeah, the warriors are represented. There is definitely a demand. In this hotel, there will be one floor that is extra tall. I see. Okay. That makes sense. On the school, we have been talking about the school. I have been long enough on the commission since its inception that when we received reports where mission bay was not originally considered to be a child friendly or child oriented type of development initially and then that change and then there is a bunch of kids. Now we have filed five Childcare Centers or four or . Have a lot of them. We have one in the north and two will be cleaned up in the south. There is one individual childcare within the residential units. I do remember we went from run projection of no kids and now a lot of kids. The school i am interested in understanding how quickly they will come online. Their goal is 2025 to come online. I know they are in discussions with currently it is inside the ucsf properties with transferring it to them. They are hoping to have an environmental contract lined up by the end of this month so by next summer they will have an environmental report. They are moving forward in their goal is 2025 when they last reported out to us. We are in communication with them. If we are building a school for kids, if they can actually go to the school. I am not casting any aspersions on the School District. That is an interest there. And on a related thing, on kids, i think i read in yesterdays chronicle, and maybe i dont have the source, but that supervisor haney made a point, and something i just read that there had been parks or open space that had been access had been limited. I dont know if that is an accurate presentation, but there were parks that were available and they were beautiful and there was some fencing and blockage in terms of access. His office was able to cut through getting the parks accepted so they can be open. By the city . By the city. The parks are built and the grass is rolled out and looks beautiful and ready but the park isnt complete. It is still fenced. It will take a while for one to be complete and there is a legislative process before the city can accept it. Supervisor haney was very helpful in getting this done. Doesnt naturally go to the recreation and Park Department . They have a 45 year master lease for all of the open space. If you are owned by the city or by the port, then we will be responsible for it. Everyone pays into it in mission bay. And we have the funds to maintain the open space and we hire a thirdparty Management Firm to manage the parts for us. For my own curiosity, the retail, the amenities map, you are right, over the years that i have been on the commission, it has gone from not as many offerings to a lot to know. I was impressed with a note on slide 13 that was 108 retail spaces which is pretty impressive. Is there any insight you can give us regarding White Mission bay has been as successful . I am assuming it is in terms of its vacancy rate, it is competitive with the districts that have low vacancy rates for low retail spaces. Retailers are willing to come in. And when they succeed and theyre looking, maybe i can move here and do well. We have enough businesses and residents to lob love drop people in. Do have a sense of white is more favourable . I dont think it is more favourable. A lot of the spaces, our developers are owning it and they will get top dollar. Excellent. Those are my questions. Thank you. Thank you, commissioner. It is awesome. But it also shows that there is a lot more to do and i think for us, as a commission, we benefit by putting some of the standards that we have that have allowed us to be successful and i just hope we can continue to up the numbers with minority businesses and construction hours for San Francisco, especially mission bay, bay view Hunters Point residents. It is always important that people who live in the Community Benefits everybody. It is very impressive. I think we still have somewhere to go. We will be continuing to push, not only staff but also the developers to do the right thing i appreciate all your help on this and thank you so much. The next order of business is agenda item five c. , workshop on the current status of development in zone one of the transbay redevelop much project area. This is a discussion. Madame director . Thank you. Through the chair, similar to the transbay area, we wanted to give you an update. We do have a busy spring 2020 coming up with some action item. But what is uniquely different different here, the city activates that role. We have multiple different developing sites, and in terms of the infrastructure, rather than the developer in mission doing all the infrastructure, we are partnering with the contractor. So shane hard, what he will do is give an update as to where we are in the project and what it was and where we are and what the future looks like and what upcoming actions you see and how we get to the end of the life of the development area. We will discuss the background of transbay, the transbay successes and 2020 Commission Action and next steps. The transbay Redevelopment Area was created in 2005 to generate funding for the salesforce transit center. The redevelopment project area is split into two zones. His own one is under landuse authority of ocii
