Right now as an industry were dealing with a huge lack of shelf space that hurts every producer in the industry having the loss of a dispensary is a very, very deep wound. Right now in this moment is the reason for this, is the change in ownership that led to a change in banking and a bank that does not want, that has challenges with being an owner on a cannabis business. My name is nina parks. Im born and raised here in occupied in San Francisco. I run into Delivery Service and i was amongst many activists that fought for the initial language of the equity program. Im here in solidarity with the continued fight to work for the implementation of a just equity landscape here in San Francisco. I have now just recently been voted into be the first chair of the cannabis oversight committee. Sf has led the compassion movement. Its value system is what has allowed us to get as far as we have in our fight for equity, diversity and inclusion and it has changed the landscape of conversation across the country. But we cant just all be talk. We need to see these policies implemented in a way that actually preserves an up lift legacy that all of these activisted in this community have fought for. I hear the Community Today and they have shown up here to tell us that they need a club that treats them like theyre human and not just a number to meet a profit quota. We have a serious publichealth issue here in San Francisco. My name is ryan miller and i founded operation evac, an organization to prevent veteran suicide and opioid overdose with reoccurring social support groups in partnership with cannabis dense pens res. When we launched a memorial day 2016, relief herbal cooperative was our first dispensary client and its not only an honor but my morale obligation to advocate on their behalf. Our work and service to welcome home warriors is only possible with a support of our generous dispensary hosts of which relief has led the way to ensure that the San Francisco veterans wonting left behind. The veteran population that we serve is among the vulnerable and deserving portions of our population. Our members are mostly poverty class elders, and veterans of color. Many of us are formally incarcerated, have experience with housing insecurity and recovering from substance abuse. I was also a customer there. My father passed away in 2018 and they were very good about giving me as much information as i required and i also had a knee surgery during than time and i was able to safely access quality information and medicine to help me and im much better now. With a few more women on the horizon, which im so proud of, weve seen an explosion in the evolution of cannabis recently. However, there is one thing that re mains stagnant in this industry. Federal law. After doing so, we still find ourselves evicted and our business shut down through the federal banking laws. They would allow others to have our land lots permitted to a new location. I am equity and i please ask you to support myself and future equity applicants and all cannabis policies. I want to thank you the city for recognizing this issue and that operators in Good Standing need protections in place through no fault of their own finding thatr businesses. My name is vaughn and i represent a small cannabis retailer, who holds a medical cannabis permit and who was wrongfully evict bid a landlord in San Francisco. With supervisor haney introduced this legislation, one the goals of the legislation was to protect Small Business who are vulnerable to eviction. Because mcd holders are tied to their location Small Businesses are good actors can lose the goal is to provide protection to Small Businesses for equity business applicants that to prevent big wellfunded cannabis groups from pushing out Small Businesses in sf. I believe this legislation in its current form does not safeguard against potential abuse by landlords at the new location. Were not opposed to the legislation in principle, equity mcd applicants who have been abused by landlords. My client say perfect example. However, the current language of the legislation fails to consider behavior of the landlord at the new location. If the goal to prevent abuse and create loopholes, we encourage them to behavior the landlord at the new potential location. To ensure that no landlord abuse actually occurs at the contemplated new location, we requested it be amended to prevent portability where theres a wrongful judgment or forceable detainer judgment against the landlord that was successfully obtained by the prior m. C. D. Holder in that location such as my client. To ensure the legislation design to benefit only equity applicants and an amendment the permitment holder who moves to that location must have at least 51 opioid of the cannabis business for five to 10 years. After moving to that new location. Were willing to meet with the committee to discuss some of these proposed changes to the current version of the legislation. Thank you. I knew this was the place to come to live and i would survive here. 33 years later, and countless dispensaries being closed and me having to look for new places, to get affordable medication, i dont think there is anymore in the city. I keep searching online looking and price and looking for prices that i can afford and its not here. Its not here in the city anymore with the taxes. Its unaffordable. I can go to relief and buy the same product for less than half the price that other places are selling it for. It matters to me. It matters to me to stay alive and to be healthy. Im trying to get back to work. Im in school. Relief has been major in keeping me safe, keeping me alive and keeping me healthy. I just have to ask you, please, give them what theyre asking for. I was addicted to many, i guess, problems or things that i should not have been taking. I came out here to california not in search of, i guess, a need to use but a way to get away from the things that i had done. With the medicine or the drugs from relief, i was able to ease myself back into the real world or at least a stable, i guess, mode of thinking. And with that, i was able to play football in college and win a state and National Championship with the team that i had played for. Due to the fact that i was able to come back to, i guess, a real mode of like, i guess, a real stable place to progress my supervisor peskin i think we hear you. Right. It helped me to stop what i was doing to progress back no a regular living situation. Further myself there. I also performed well in track and instead of going cold turkey and easily being drawn back into the situation, it allowed me to ease the tension into a regular living situation. Thank you. Obviously this is motivated in large part by the impending vote in march on the vacancy tax measure that applies to named n. C. D. S so this would be the largest if we pass it, increase in n. C. D. S for many decades. A few have been added one by one over the years but adding 12 in six different districts is a big deal. Ultimately, as reflected in the legislative digest, well give neighbors and neighborhoods and their supervisors the ability to fine tune those n. C. D. S as is the case with the other two dozen of them that are spread throughout the city and county of San Francisco and with that, the floor is yours. S to the existing 30 named neighborhood commercial districts and neighborhood commercial transit districts in the city each of which are very distinctive and neighborhoods in different ways and that along with the ability then to move forward and find ways to support our neighborhood commercial districts through very specific controls, none of which are changing in this legislation, just to be very clear, it does not change any of the underlying controls. We know in findings ways to encourage Property Owners to keep the storefront occupied is essential and so we wanted to make sure that in having a measure on the ballot that would allow for the city to use a tax strategy, that we knew that residents would be assuming that other neighborhood commercial districts would be included and we wanted to make sure that we were meeting the voters expectations so should they pass this measure at ballot, that these will be included and i also want to say thank you, thank you, thank you, to City Attorney staff who really, really came forward quickly to make this happen and to planning staff including audry who is here today who really stepped up and then of course to the co sponsors. And then, there are some very minor technical non substantive amendments that we wanted to introduce today. Its to call out under the use that the dwelling unit mix will refer to planning code section 207. 7 and it corrects where residential districts is described as those that full word. It changes that to our district. Its global through out the entire piece of legislation that needs to be introduced and then were hoping to hear this at the full board tomorrow. The Lakeside Village neighborhood commercial district and the inner ter aville. Three of them in district nine and mission burnal, san bruno avenue and court land avenue and one in district 10 00 which would be the bay view n. C. D. So i wanted to put that on the record and i know that supervisor safai is about to ask staff why these were not n. C. D. S, they were n. C. 1, n. C. S. , n. C. 2 but not n. C. D. S. The n. C. D. Undertaking was done in the mid 1980s and why those were not individually named districts is now getting on to 30yearold history. With that, ms. Maloney. Good afternoon. I understand that were attempting to do this through our vacancy tax but why were these areas not and how many are there currently in n. C. D. Named . How many current named n. C. D. S are there . Thats a great question. I dont have the number off hand. I can show you a map if you would like. Superivsor safai that would be great. So all the n. C. D. S in the legislation were determined by planning to be a neighborhood that have evolved in the last, as supervisor peskin said, 30 years to start to have their own identities that would require potentially them to have their own unique zoning, different than the rest of the city that is zoned that category so as you know, with something as zoned n. C. 3, for example, any time a zoning controlled changes for the nc3 table it changes all of the nc3 districts, which we have throughout the city. Certain neighborhoods thats no longer appropriate. They need to be more tailored to the specific neighborhood. Let me pull up that map for you. Superivsor safai some of this is good to be on the record. Its not a map of the full city. This is showing what we could, without it becoming too small, so the green districts that are circled in red are those that are proposed for rezoning. Clerk an ordinance amending the plumbing code to delete the lola mendment to the california plumbing code to the rules and regulations. In the section of Cross Connection controls and affirming appropriate findings. Supervisor peskin this has been kicking around since late 2018 as the puc and the department of Building Inspections have been learning how to communicate better so resolve this issue and on behalf of the puc we have mr. John scarpula. The floor is yours. Department of building inspection and dr. June wine tropp and my colleague ken pain from the sfpuc Water Quality division. Thank you for hearing this and for the patients as we all worked on this. Its about time. So, really quickly, before we get into legislation, what is a Cross Connection when Drinking Water wipes you conducted to water fixtures across correction is created. If its improperly connected, contamination can result in a back blow event. A back flow event is when contaminants reverse flow from the fixture or equipment, actually into the plumbing pipes. Back loads can jeopardize the water supply of a given property such as in the photo on top where you see a containment Swimming Pool going back into the water supply of a house but lead to larger issues where the Water Quality of a city can be put into jeopardy. This can happen a lot of times in large highrises with a lot of plumbing fixtures that are fed so a hospital example is one and you have water supply feeding to xray machines or bubblers or cooling towers and you reversal of the chemicals that are used in those systems that can get into the water supply and its a real concern. So that is why we have back flow preventers such as those on the screen. So im sure you all have seen these in front of buildings or actually in the building and these are all meant to protect the buildings water supply in the citys water supply. So, with this legislation aims to do specifically with the amendment that supervisor peskin referenced, is drawn to alignment the three different areas where Cross Connections regulations occur in San Francisco. They occur in the San Francisco plumbing code, San Francisco Health Code Article 12a, and in the spuc Water Service agreement that every water receiving property must sign with the puc. And so what you have was you had these three different codes and unfortunately there were differences in these codes. What would happen is a contractor would put in their black flow prevention unit, dbi would say this is great and theyre moving along on their project and puc and dph would say actually while it may be dbi codes it doesnt meet our codes. It cost the contractor time and money and theyre frustrated. So the purpose of these amendments are that when you look at the d. B. I. Plumbing code and you look at the health code and the puc code theyre all the same. It eliminates those issues. So specifically, the four amendments i will reference that again supervisor peskin passed out, first theres a paragraph recognizing that San Francisco is at a higher risk of Cross Connection failure due to our topography and large pressure differences causing back flow to occur when a pressure shifts, water can flow backwards because the pressure changes. So we have a highrisk of that in San Francisco. Second, all backflow or devices that are testable must have passed lab and field evaluation tests performed by a recognized testing organization. That is also both on page 2 both of these amendments im referring in terms of ordinance and on page three, there are two additional amendments. Carbonated beverage dispensers with up stream copper piping pose a risk Health Hazard from the reached copper in the event of a back pressure event. How often do you might not be able to answer this, john, is someone here from d. B. I. . How often do people, these back flow tests, how often do they fail . Dr. Winethorp will come up and take that one. How often are the tests being performed . Good afternoon. Im dr. June winetropp im a manager from Environmental Health and the Health Department and i manage the Cross Connection program. So question, your first question how often are they tested . They are required to be tested once a year. The testable devices. Thats actually important part of what this amendment is about is that the previous devices that were allowed were for the carbonators were not testable and now were all agreed that its a good idea to have, when copper is present, for the theres a soda machine, then we need to have a device thats testable once a year. Supervisor peskin you say we all agree. What made you all agree on that . What brought that about . I mean, i know weve had carbonated systems and were mainly talking about restaurants in a lot of cases. So what made you all come to this conclusion . Well, first of all, the amazing collaboration between all the different parties that brought us together. The code, the plumbing code change in year 2000, before that, the reduced pressure principle device was required by the plumbing code and then in the year 2000, the plumbing code changed and San Francisco adopted wholesale as we do the puc and dph said we still want to keep the more conservative method of protecting and as time went by, the distance between the differences between the two codes kind of got lost and thats part of why we tried to say wait a second, now we need to all be on the same page. So the other things we all agreed to that im happy about is that we are going to approach the state Building Standards Commission and ask them to address this in their adoption of the california plumbing code so it wont be just us being different. Rather, that the whole state will be different. San francisco is the only one doing this . No, no. Not at all. I misspoke. There are a few other jurisdictions that require the reduced pressure principle testable device fo soda machine. Superivsor safai what are those . San mateo and l. A. I think. Superivsor safai let me ask this, is it normal for three separate agencies could be involved in back flow reprevention . I know we have our Water Department but its always perplexed me why d. P. H. Was involved and Water Testing oversight . I mean, i understand why p. U. C. Would be and i know i get calls from individuals account holders and they have to have their Sprinkler System and their house tested every year and its a source of frustration but im just curious why theres three different agencies involved in this. Its something that is a goal for me is to kind of figure out how we can make it more collaborative and clear to the responsible parties but it is the state code that any potential Cross Connection be protected by a testable device. The Health Department jurisdiction inside of the property so it kind of makes sense for us to be the one that is entering the property and saying we want you to protect yourselves or your apartment dwellers. We use it sort of by proxy to protect the whole water system and that is why the puc wants to be involved even if its just inside of the building. So it is confusing. Wed like to fix it. We did do a big change to the Health Code Article 12a a few years ago and i think theres some more work to be done to bring that to make that a little bit clearer and easier for all of the people who are regulated by it. Superivsor safai i didnt hear anything of why is it now youve decided that if you have copper piping, that is a problem in terms of carbonated devices. We didnt just decide it. We just had this difference for 20 years between the plumbing code and the health code and truly part of the plumbing code actually specifically says that if its a high hazard, a Health Hazard you do need to have a testable device so the plumbing code was not consistent with itself and so as we know, sometimes it takes a lot of time for us to address problems. It took us 20 years to address it here. Superivsor safai thank you. Thank you. So, i dont think we need to hear from any of the other involved departments, which would be mr. Murray from d. B. I. My name is ricky and im a Development Project manager with the port. Im here to describe the proposed legislation before you. Im joined by staff from the port. The Planning Department. The department of public works and the develop team representatives. I start by providing a brief background on the development and proposed legislation that would help move the development forward. It was a tenant with the port and he was in Good Standing and it operated at the threater operation on peer 27 and 29 for 10 years until 2011. The parttime teatro lease without understanding that teatro could relocate to other port property if conditions were met. One is a acceptable development propose. In may of 2015, the board of supervisors waved the Competitive Bidding requirement for to negotiate a lease for the site. After many design interrations and intensive Community Outreach, they came out with a current proposal before you. The elements of the development is as shown on this slide here. The key components of the hotel, the dinner theater component and the public park. This proposed the approval of the lease and the street vacation to move the development forward. With the Community Outreach and vetting of the project of urban design, the developer has received the approval on this slide. The most recent is the recommendation of the budget and finance committee of the board. Listed on this slide is the benefit of the project. On this slide number five, the proposed legislation and vacation required to help moving it forward. The proposed certification will facilitate this development contemplated by the port waterfront land use plan. Why providing much needed open space within the waterfront district. The next couple of slides i will just quickly go over the site and the current site and highway currently exists and passing and and the two that need to be vacated. As you can see on this slide here, its currently being used as a packing. You could see the as well as davis street that is all currently being used for packing. This site is located at the corner of broadway and embarcadero and that is daily street on the top and va lair owe street and david street is not connected with the embarcadero. On this slide here is and you can see as indicated, a portion of davis street on va lair owe street and including the dimension of the areas to be vacated. The next slide is showing anna sem bell site and after the to provide more continuous site requirement and the next steps as we anticipate the full Board Hearing as youve indicated on january 14th and and address your comments or questions. We have had some great experience doing what you might call pop ups or temporary selling events, and maybe the most recent example was one that we did as part of sf made week in partnership with the city Seas Partnership with Small Business, creating a 100 Company Selling day right here at city hall, in partnership with mayor lee and the board of supervisors, and it was just a wonderful opportunity for many of our smaller manufacturers who may be one or twoperson shop, and who dont have the wherewithal to have their own dedicated retail store to show their products and it comes back to how do we help Companies Set more money into arthur businesses and develop more customers and their relationships, so that they can continue to grow and continue to stay here in San Francisco. Im amy kascel, and im the owner of amy kaschel San Francisco. We started our line with wedding gowns, and about a year ago, we launched a ready to wear collection. San franciscos a great place to do business in terms of clientele. We have wonderful brides from all walks of life and doing really interesting things architects, doctors, lawyers, teachers, artists, other like minded entrepreneurs, so really fantastic women to work with. I think its important for them to know where their clothes are made and how theyre made. My name is jefferson mccarly, and im the general manager of the Mission Bicycle company. We sell bikes made here for people that ride here. Essentially, we sell city bikes made for riding in urban environments. Our core business really is to build bikes specifically for each individual. We care a lot about craftsmanship, we care a lot about quality, we care about good design, and people like that. When people come in, we spend a lot of time going to the design wall, and we can talk about handle bars, we can see the riding position, and we take notes all over the wall. Its a pretty fun shopping experience. Paragraph. For me as a designer, i love the control. I can see whats going on, talk to my cutter, my pattern maker, looking at the designs. Going through the suing room, im looking at it, everyone on the team is kind of getting involved, is this what that drape look . Is this what shes expecting, maybe if weve made a customization to a dress, which we can do because were making everything here locally. Over the last few years, weve been more technical. Its a great place to be, but you know, you have to concentrate and focus on where things are going and what the right decisions are as a Small Business owner. Sometimes its appropriate to bring in an expert to offer suggestions and guidance in coaching and counseling, and other times, we just need to talk to each other. We need to talk to other manufacturers that are facing similar problems, other people that are in the trenches, just like us, so that i can share with them a solution that we came up with to manage our inventory, and they can share with me an idea that they had about how to overcome another problem. Moving forward, where we see ourselves down the road, maybe five and ten years, is really looking at a business from a little bit more of a ready to wear perspective and making things that are really thoughtful and mindful, mindful of the end user, how theyre going to use it, whether its the end piece or a he hwedding gown, are they going to use it again, and incorporating that into the end collection, and so thats the direction i hear at this point. The reason we are so enamored with the work we do is we really do see it as a platform for changing and making the city something that it has always been and making sure that were sharing the opportunities that weve been blessed with economically and socially as possible, broadening that [ ] i just wanted to say a few words. One is to the parents and to all of the kids. Thank you for supporting this program and for trusting us to create a Soccer Program in the bayview. Soccer is the worlds game, and everybody plays, but in the United States, this is a sport that struggles with access for certain communities. I coached basketball in a coached football for years, it is the same thing. It is about motivating kids and keeping them together, and giving them new opportunities. When the kids came out, they had no idea really what the game was. Only one or two of them had played soccer before. We gave the kids very simple lessons every day and made sure that they had fun while they were doing it, and you really could see them evolve into a team over the course of the season. I think this is a great opportunity to be part of the community and be part of programs like this. I get to run around with my other teammates and pass the ball. This is new to me. Ive always played basketball or football. I am adjusting to be a soccer mom. The bayview is like my favorite team. Even though we lose it is still fine. Right on. I have lots of favorite memories, but i think one of them is just watching the kids enjoy themselves. My favorite memory was just having fun and playing. Bayview united will be in soccer camp all summer long. They are going to be at civic centre for two different weeklong sessions with america scores, then they will will have their own soccer camp later in the summer right here, and then they will be back on the pitch next fall. Now we know a little bit more about soccer, we are learning more, and the kids are really enjoying the program. We want to be united in the bayview. That is why this was appropriate this guy is the limit. The kids are already athletic, you know, they just need to learn the game. We have some potential collegebound kids, definitely. Today was the last practice of the season, and the sweetest moment was coming out here while , you know, we were setting up the barbecue and folding their uniforms, and looking out onto the field, and seven or eight of the kids were playing. This year we have first and second grade. We are going to expand to third, forth, and fifth grade next year bring them out and if you have middle school kids, we are starting a team for middle school. You know why . Why . Because we are . Bayview united. Thats right. Shop and dine on the 49 promotes local businesses and challenges residents to do shopping and dining within the 49 square miles of San Francisco by supporting local Services Within neighborhood. We help San Francisco remain unique, successful and vibrant. Where will you shop and dine in the 49 . San francisco owes the charm to the unique character of the neighborhood comer hall district. Each corridor has its own personality. Our neighborhoods are the engine of the city. You are putting money and support back to the community you live in and you are helping Small Businesses grow. It is more environmentally friendly. Shopping local is very important. I have had relationships with my local growers for 30 years. By shopping here and supporting us locally, you are also supporting the growers of the flowers, they are fresh and they have a price point that is not imported. It is really good for everybody. Shopping locally is crucial. Without that support, Small Business cant survive, and if we lose Small Business, that diversity goes away, and, you know, it would be a shame to see that become a thing of the past. It is important to dine and shop locally. It allows us to maintain traditions. It makes the neighborhood. I think San Francisco should shop local as much as they can. The retail marketplace is changes. We are trying to have people on the floor who can talk to you and help you with products you are interested in buying, and help you with exploration to try things you have never had before. The fish business, you think it is a piece of fish and fisherman. There are a lot of people working in the fish business, between wholesalers and fishermen and bait and tackle. At the retail end, we about a lot of people and it is good for everybody. Shopping and dining locally is so important to the community because it brings a tighter fabric to the community and allows the Business Owners to thrive in the community. We see more Small Businesses going away. We need to shop locally to keep the Small Business alive in San Francisco. Shop and dine in the 49 is a cool initiative. You can see the banners in the streets around town. It is great. Anything that can showcase and legitimize Small Businesses is a wonderful thing. Of course, you know, 20 years in the making. Finally we are here, joined by community, our local representatives and leadership. As you know, for over 60 years, we have been at the forefront of providing community services, quality programs to our community from cradle to rocking chair. This building here really is a testament to the history and the commitment that we have two this multigenerational community, starting as a Head Start Program , them the house of mission girls, and now, transforming into housing for formerly homeless displaced seniors. [applause] thank you. Yes. Of course, this vision, this dream, this accomplishment, would not have been possible without the fearless leader, santiago. Please let me welcome him. [cheers and applause] good morning. Welcome and thank you all for joining us this morning. I would like to impose on you just for a few minutes, briefly. Just to give some context to the comments that you will hear from distinguished guests this morning that we will take to the podium, starting with the honorable mayor, who had a most beautiful inauguration yesterday very classy, maam. I am not saying it because i was there, im saying it because it was absolutely beautiful. That blue carpet, i have never seen it before. It has always been red. Anyway, thank you very much, everyone. This site used to house one of our head start classrooms and we are providing we were providing services to 60 children, if i remember correctly. The site, over two decades ago, was put up for sale, and it basically, Mission Neighborhood programs were under threat for displacement. We were being evicted. We learned that it was being sold by the owner to none other than pepsi co. Corporation. Pepsico was acquiring both lots, specifically for a taco bell franchise. When we learned of this fact. , we were somewhat alarmed, not just because we are being displaced, but the Economic Impact, the negative and adverse Economic Impact it would have for the 24th street corridor considering the food establishments that are mostly familyowned in the area. So we opted to be bold about this issue and canvassed the 24 th street corridor and interviewed or polled residents, homeowners, tenants, Business Owners, and the consensus was unanimous feedback that we received that we need to remain onsite. So we rallied old friends, friends of the community, neighborhood residents, and nancy pelosi, are tagged no and jim gonzalez, who, in a 90 day period, were able to generate a lot of help from the 24th Street Revitalization Committee. I wont forget. They were able to identify 500,000 that we utilized as a down payment for the acquisition of these buildings. The idea was to make this a Community Asset, and it remained a Community Asset and it will remain it will continue to be a Community Asset as 45 seniors will be able to call this their new home. These are formerly displaced Senior Citizens. Hopefully they will be Senior Citizens who are displaced from the mission and we will say [speaking spanish] [cheers and applause] with this piece of history being shared with you, i want to acknowledge a couple of individuals before the mayor takes to the podium. And romero is with us today. And, thank you. The meres office of housing and community development. Kevin is also with us this morning. Where is kevin at . Did he leave . There you are if i am missing him, my apologies, but these are individuals that throughout the last 20 years were always by our side no matter what. One in particular that started a relationship with Mission Neighborhood centers is none other than barbara. I know she is here. Where is she . [applause] she held onto this project like there was no tomorrow and so we are creating and we are extending or bestowing her with what we call the endurance award thank you, barbara. You are always by our side no matter what. With that being said, i would like to introduce our illustrious mayor london breed. Thank you. [applause]. Thank you. I am really excited to be here today. This is the sixth round breaking in the mission since ive been mayor and i am so excited. It amounts to over 600 new units in this community. And the reason why this is happening at this pace has everything to do with the advocacy of the people who are part of this community, starting way back in 2014 when roberto and others were marching the halls of city hall as we prepared for the 2015 housing bond. In that housing bond, when the late mayor was our mayor, he committed to making sure not only that 50 million in that housing bond was set aside because of the gentrification and displacement of what was happening in the mission, he committed to making sure that we did a better job to pay close attention to this community and to not only build more Affordable Housing, but we worked sidebyside when i was on the board of supervisors to pass neighborhood preference legislation, so that when we build in this community, the people from this community have access to the affordable units in their community. I am so grateful that the work that weve done, not too long ago, is actually, finally being realized. This incredible project of 44 units for seniors and the manager unit is just the tip of the iceberg. Next month, we will be opening 94 units at shotwell, and those are all 100 Affordable Housing units. It is because, again, of this community and the work that continues to get done to make sure that we are getting those applications in, that you are at the forefront of these groundbreaking his and the Community Activities that happen around Affordable Housing. This is how we support and protect this neighborhood for generations to come. [applause] so im looking forward to even more because of this community and because of the voters of San Francisco. Together we passed a 600,000,000. 40 will housing bond last year, the largest in our citys history, and we are hopeful [applause] that with the support of what the 2015 housing bond has yielded and the 2019 housing bond with purchasing properties, we are breaking ground, we are building more housing, we are doing small sight acquisition to protect people in their housing, because when its all said and done, we know that what has happened in our city over the last 20 years has everything to do with the fact that we have not built enough housing in the city for the people who live here and are struggling to live here. That is our commitment. We will work harder, and hopefully with new policies, we will work faster and get more units open sooner rather than later. I want to thank sam and Mission Neighborhood centers for their dedication to this community, not just was housing, but with programs, childcare centers, with everything that you do to look at the entire family and bring people together and provide the wraparound Supportive Services needed. I want to thank mercy housing and Doug Schoemaker shoemaker for being here today and the work we are doing to make this possible. We are so looking forward to seeing the seniors move into this property and become part of the fabric of this Amazing Community. Thank you all so much. [applause] thank you. I would like to introduce hilary ronen from district nine. She has been a long Time Community advocate for the Mission District, formally an attorney fighting for immigrants and workers rights and serving six years as the chief of staff for david campos. Supervisor ronen has demonstrated a strong commitment to the community she now represents and is wholeheartedly dedicated to addressing street homelessness in our district and ensuring Public Safety and all district nine neighborhoods, building more Affordable Housing , and protecting the culture and character of our neighborhood. Please help me welcome district nine supervisor. [applause]. Good morning everyone. What an amazing way to start 2020. [cheers and applause] yesterday we got to go, and i agree with you and sam, to the beautiful, elegant inauguration of mayor breed and we got to celebrate the inauguration and now we get to break ground on 45 units of truly Affordable Housing for formerly homeless seniors. What a way to start the year. What i wanted to say is i wanted to thank santiago and think mayor breed for the History Lesson because we have to understand our history to both learn from our mistakes and to know what we have to do in the future. And what is another little piece of history about this exciting project is that it is the first 100 Affordable Housing complex built on [speaking spanish] that is what happens when i try to makes languages. Since the 1980s. Since the early 1980s. That is not acceptable. Thank you to all the communities for making this happen again. The way that we protect this community is by having housing that the city subsidizes, that the government subsidizes, because we know that nobody but the ultra rich can afford to live in San Francisco nowadays if we dont have affordable units. So it took 20 years to get this going. That is way too long to state the obvious, but what all of these six projects that we have Broken Ground at at the mission, they all happens, they all started a long time ago, which means we need, right now, to be fighting for the projects that we will break ground on in this decades to come. So i am 100 dedicated. I know the mayor is 100 dedicated to it. I know this Mission Community is 100 dedicated to it. We will get it done, just like we did last time. Thank you so much. We have been working handinhand to ensure that our Affordable Housing vision for this corner, with an unwavering commitment to the cultural character of the neighborhood, becomes reality. Mercy housing has been a great partner. With us today is doug shoemaker, president of mercy housing california, a leading provider of permanent homes and Transformational Services for vulnerable people. Previously doug directed the Mayors Office of housing in San Francisco, the citys engine for financing and developing Affordable Housing. Doug has 25 years of experience generating Affordable Homes and leading initiatives to expand housing access. Please help me welcome mr. Doug shoemaker. [applause] i dont think i wrote that bio. It sounds better than the bio usually use. I will go with that. I also want to add our thanks. It really is an honor to have been asked by sam and Mission Neighborhood centers to partner with them. Having started my career in the mission, i know the legacy that sam and maria and the rest of the organization have in this neighborhood. It really is an honor to be able to participate with you. We see ourselves as working in the service for the Mission District. I really appreciate that, as to all of us. You are right, barbara has held onto this project. She has projects that she loves, some more than others, and this has been a labor of love for her for many years. You deserve a perseverance award as well because this project has not been the easiest one to move forward. There are lots of people who could have contributed to making sure we are here today and we are finally able to get going on creating some new housing. I would not be able to mention everyone who has been helpful. I do want to acknowledge a few people. I saw miguel earlier. He has met big supporter of this project. Our neighbors and amy and a Supervisors Office who has been very important. Our colleagues at the Mayors Office of housing. I want to acknowledge our general contractor. These are not easy times, but this is a good time to be working on this project. [applause] the designs are beautiful. For that we have to think our great architects who are standing behind us. They are doing great work. [applause] we have a number of Financial Partners on this project. It costs money to build buildings, so the National Equity fund are here, from Silicon Valley bank, as well. The Mayors Office of housing provides critical financing. The city provides really important financing to make sure we can serve seniors that are formerly homeless. For that we want to thank the department of homelessness, as well as the department of public health. This project is unusual, and maybe some people dont realize that along the way, as we are trying to scrape together enough money for this project, we had something that almost never happens to us is something called us up and said they wanted to give us some money for Affordable Housing. George and evan are here in the front. [applause] this project is the beneficiary of five milliondollar requests from the Betty Ferguson foundation. We were very lucky through steve , who is a longterm attorney that some of you know, he referred them to us and said they wanted to do something to help create more for the housing for seniors in the bay area. We knew exactly where to put the first bit of money for this project and we want to thank them and the Betty Ferguson foundation for that. Thank you so much. [applause] i am almost done. There is a long list of other folks. Im sure i will not mention everybody who has helped move this project forward. I want to say that it really is an honor. I hope that this building, as beautiful as it looks on paper, when were done, i hope we are around to celebrate. As roberto said to me earlier, we will do our best to make sure the folks moving in here are folks who have been moved out of this neighborhood, not there any choice of their own, but because of the incredible pressures that this city is under. It will be an amazing day when we reopen this building. We welcome back folks who have been living in the neighborhood who have been forced out. That will be one of the greatest pleasures that we will all have. I share your wish and i thank you. [applause] thank you so much. Last but not least, i would like to welcome eric. He is a founder and president of [speaking spanish] originally from nicaragua, he has called the Mission District home since 1963. He has been a Proactive Community advocates since 1996 and an Amazing Community leader fighting for the preservation of latino culture district, and against the erasure of the latino community. Please welcome eric. [applause] [speaking spanish] how is everyone . Welcome to the cultural district this is our centrepiece, right in the center of the latino cultural district. We are very proud. I want to thank, of course, mayor london breed and supervisor ronen. Thank you for being here. Sam, it has been a long time coming. It has been 20 years. We have seen several designs, several ideas. Money was there than it wasnt there than it was back. You did it. You had a vision, you followed it, you have the Community Together Community Together to support it. We are very proud for that. We have been fighting for Affordable Housing for a lot of years in the neighborhood. We have reached out to about four or 5,000 people in the area , finding out what their needs their needs are, and all we ever heard from the community was affordability, affordability, affordability, whether it is services in the area, and especially for housing here we are. We are providing that and we are very proud. Thank you everyone. Congratulations to the entire community because it will benefit us all. Thank you. [applause] thank you all. I wanted to acknowledge two things. One, i wanted to acknowledge the board of directors that are here present with us today. Without the support of our board of directors, this would be a lot more difficult and they have been with Mission Neighborhood centers, with sam and part of this vision throughout the decade. I will try to be as brief as i can. I just need to be honest with you. This is a very very emotional moment for me. Bear with me, please. Honestly, mayor breed, thank you for joining us this morning, as well as hillary. This project is basically none other than a team effort. I am glad that layla asked our Board Members to stand and be recognized. I am a blessed man. I consider myself a change agent , a community builder, and when you engage in that level of practice, it is very contagious. I tend to attract people who think the same and to behave the same and to do it out of love with passion. Not because of the money, but because what it represents to our community and to the future of our community. So it has been my board, year after year we questioned, one will this get built . Its not easy. Sometimes i had to sweat it before a Board Meeting because i knew what the questions would be all i could say is bear with me, trust me, it will happen. Its happening now. It wasnt just the board who asked those questions and supported my efforts, it was also community. There wasnt a single moment when i did not receive any support when i called community for help. Whether it was our illustrious neighbor, whether it was the mayor of the mission [applause] or eric, and then, of course, you have individual professionals in this community who believe in what you do because it is for the betterment of your community. So i want to say thank you and i want to ask a special friend whose name i just mentioned, to say a few words. A few closing words. I also want to acknowledge anthony. The number of times that i sought your support in designing this, you were there for us pro bono. Thank you. That is appreciated. But now i would like to ask my good friend, and i have to let you know that he is also my friend. The mayor of the mission. Excuse me, madame mayor, to say [laughter] to please come up and say a few words. [speaking spanish] [speaking spanish] its days like this that i feel like [speaking spanish] sam, come here, my brother. Come here. You know what . To your board of directors, and defence of sam, what you did not know is that sam had a 2020 vision. He had a vision this would get built in 2020. So next time you go to a Board Meeting, dont question him, just let it roll. Sam is the man and sam will get it done. [applause] thank you, brother. [applause] i was reflecting this morning and i just want to give a little history and a lesson. This place has been a center of change. At one point, and i saw George Simpson, where is George Simpson at . This was the home for [speaking spanish] which was a drug rehab program. Maria, please stand up. You were part of that. Thank you very much. [speaking spanish] worked with people who at that time were on heroin. Its very hard to work with people who were on heroin. Then you had horizons limited, which went through some changes, and thanks to sam again, he provided a home for transitional for transitions and horizons unlimited, another organization from our community. And then you had the 24th street merchants association. Where is eric . Sam, once again, he gave a home to that space. And then he gave space when carnaval San Francisco was going through transition. And mecca, and then mission grove. And. [speaking spanish] , anyone here from [speaking spanish] where are you at . Thank you. Sam, once again, he gave home to it. So this has been a transitional space for our community, which has a lot of history. Its kind of a bitter but sweet moment today. As i walked over here, because i only live two blocks down, i didnt have to drive or catch a cab or ride my bike or my low rider, you know, but it is, as i reflect back, you know, i honor you, brother. Thank you so much. I know that he did call me a couple of times because some people werent paying their rent i wont mention which organizations, and sam was having a budget problem. I need you to make a phone call, and of course, i would call people up and say go pay sam. And they did. Everybody paid their rent, right that is why the buildings are being built because everybody paid their rent. And the last thing i wanted to share is when he talked about the eviction they are going through, and he did call me, and at that time, we had 24th Street Revitalization Committee which i was part of creating with others. And at that time, supervisor jim gonzalez was the chair of the committee. We did that on purpose because we wanted to hold him accountable to make sure he did some work as our supervisor. It was insane how we were not only able to get 500 thousand 500,000 for Mission Neighborhood centers, but it was a package that we got of 1 million for 24th street. We were able to abide not only this property, but we were able to buy brava, theatre, and Mission Housing was also able to buy a property across the street that was three properties we bought because we got creative with city funding within a short period of time. Can it be done . Yes, it can. We are the creators and we are the intellect. We are the thinkers of change. It takes everybody to work with us, and im glad we have our mayor here today who got sworn in yesterday, and that was sweet to hear santana. I look forward to working with you, to continue the work that we have been doing to build Affordable Housing so that we can have justice for our community who has been displaced and evicted violently. Gentrification in this neighborhood, more than any other neighborhood in San Francisco. Once again, congratulations Mission Neighborhood center and thank you, my brother. [cheers and applause] [indiscernible] thank you. For the record, i was able to spend some time with mayor brown on new years eve and i acknowledge and thank him. He appreciated the reminder. I love that i was in four plus years a a rent control tenant, and it might be normal because the tenant will for the longest, i was applying for b. M. R. Rental, but i would be in the lottery and never be like 307 or 310. I pretty much had kind of given up on that, and had to leave San Francisco. I found out about the San Francisco Mayors Office of housing about two or three years ago, and i originally did Home Counseling with someone, but then, my certificate expired, and one of my friends jamie, she was actually interested in purchasing a unit. I told her about the housing program, the Mayors Office, and i told her hey, youve got to do the six hour counseling and the 12 hour training. She said no, i want you to go with me. And then, the very next day that i went to the session, i notice this unit at 616 harrison became available, b. M. I. I was like wow, this could potentially work. Housing purchases through the b. M. R. Program with the sf Mayors Office of housing, they are all lotteries, and for this one, i did win the lottery. There were three people that applied, and they pulled my number first. I won, despite the luck id had with the program in the last couple years. Things are finally breaking my way. When i first saw the unit, even though i knew it was less than ideal conditions, and it was very junky, i could see what this place could be. Its slowly beginning to feel like home. I can definitely you know, once i got it painted and slowly getting my Custom Furniture to fit this unit because its a specialized unit, and all the units are microinterms of being very small. This unit in terms of adaptive, in terms of having a murphy bed, using the walls and ceiling, getting as much space as i can. Its slowly becoming home for me. It is great that San Francisco has this program to address, lets say, the housing crisis that exists here in the bay area. It will slowly become home, and i am appreciative that it is a bright spot in an otherwise hi today we have a special edition of building San Francisco, stay safe, what we are going to be talking about San Franciscos earth quakes, what you can do before an earthquake in your home, to be ready and after an earthquake to make sure that you are comfortable staying at home, while the city recovers. The next episode of stay safe, we have Alicia Johnson from San Franciscos department of emergency management. Hi, alicia thanks to coming it is a pleasure to be here with you. I wonder if you could tell us what you think people can do to get ready for what we know is a coming earthquake in San Francisco. Well, one of the most things that people can do is to make sure that you have a plan to communicate with people who live both in and out of state. Having an out of state contact, to call, text or post on your social network is really important and being able to know how you are going to communicate with your friends, and family who live near you, where you might meet them if your home is uninhab hitable. How long do you think that it will be before things are restored to normal in San Francisco. It depends on the severity of the earthquake, we say to provide for 72 hours tha, is three days, and it helps to know that you might be without services for up to a week or more, depending on how heavy the shaking is and how many after shocks we have. What kind of neighborhood and Community Involvement might you want to have before an earthquake to make sure that you are going to able to have the support that you need. It is important to have a Good Relationship with your neighbors and your community. Go to those community events, shop at local businesses, have a reciprocal relationship with them so that you know how to take care of yourself and who you can rely on and who can take care of you. It is important to have a batteryoperated radio in your home so that you can keep track of what is happening in the Community Around and how you can communicate with other people. One of the things that seems important is to have access to your important documents. Yes, it is important to have copies of those and also stored them remotely. So a title to a home, a passport, a drivers license, any type of medical records that you need need, back those up or put them on a remote drive or store them on the cloud, the same is true with any Vital Information on your computer. Back that up and have that on a cloud in case your hard drive does not work any more. In your home you should be prepared as well. Absolutely. Lets take a look at the kinds of things that you might want to have in your home. We have no water, what are we going to do about water . It is important for have extra water in your house, you want to have bottled water or a five gallon container of water able to use on a regular basis, both for bathing and cooking as well as for drinking. We have this big container and also in peoples homes they have a hot water heater. Absolutely, if you clean your hot water heater out regularly you can use that for showering, drinking and bathing as well what other things do people need to have arent their home. It is important to have extra every day items buy a couple extra cans of can food that you can eat without any preparation. Here is a giant can of green giant canned corn. And this, a manual can opener, your electric can opener will not be working not only to have one but to know where to find it in your kitchen. Yes. So in addition to canned goods, we are going to have fresh food and you have to preserve that and i know that we have an ice chest. Having an ice chest on hand is really important because your refrigerator will not be working right away. It is important to have somebody else that can store cold foods so something that you might be able to take with you if you have to leave your home. And here, this is my very own personal emergency supply box for my house. I hope that you have an alternative one at home. Oh, i forgot. And in this is really important, you should have flashlights that have batteries, fresh batteries or hand crank flashlight. I have them right here. Good. Excellent. That is great. Additionally, you are going to want to have candles a whistle, possibly a compass as well. Markers if you want to label things if you need to, to people that you are safe in your home or that you have left your home. I am okay and i will meet you at. Exactly. Exactly. Water proof matches are a great thing to have as well. We have matches here. And my spare glasses. And your spare glasses. If you have medication, you should keep it with you or have access to it. If it needs to be refrigerated make sure that it is in your ice box. Inside, just to point out for you, we have spare batteries. Very important. We have a little first aid kit. And lots of different kinds of batteries. And another spare flashlight. So, alicia what else can we do to prepare our homes for an earthquake so we dont have damage . One of the most important things that you can do is to secure your valuable and breakable items. Make sure that your tv is strapped down to your entertainment cabinet or wall so it does not move. Also important is to make sure that your book case is secure to the wall so that it does not fall over and your valuable and breakables do not break on the ground. Becoming prepared is not that difficult. Taking care of your home, making sure that you have a few extra everyday items on hand helps to make the difference. That contributes dramatically to the way that the city as a whole can recover. Absolutely. If you are able to control your own environment and house and recovery and your neighbors are doing the same the city as a whole will be a more resilient city. We are all proud of living in San Francisco and being prepared helps us stay here. So, thank you so much for joining us today, alicia, i appreciate it. Absolutely, it is my pleasure. Were here at one of the many food centric districts of San Francisco, the 18th street corridor which locals have affectionately dubbed the castro. A cross between castro and gastronomic. The bakery, pizza, and dolores park cafe, there is no end in sight for the mouth watering food options here. Adding to the culinary delights is the family of business he which includes skylight creamery, skylight and the 18 raisin. Skylight market has been here since 1940. Its been in the family since 1964. His father and uncle bought the market and ran it through sam taking it over in 1998. At that point sam revamped the market. He installed a kitchen in the center of the market and really made it a place where chefs look forward to come. He created community through food. So, we designed our community as having three parts we like to draw as a triangle where its comprised of our producers that make the food, our staff, those who sell it, and our guests who come and buy and eat the food. And we really feel that we wouldnt exist if it werent for all three of those components who really support each other. And thats kind of what we work towards every day. Valley creamery was opened in 2006. The two pastry chefs who started it, chris hoover and walker who is sams wife, supplied all the pastries and bakeries for the market. They found a space on the block to do that and the ice cream kind of came as an afterthought. They realized the desire for ice cream and we now have lines around the corner. So, thats been a huge success. In 2008, sam started 18 reasons, which is our community and event space where we do five events a week all around the idea of bringling people closer to where the food comes from and closer to each other in that process. 18 reasons was started almost four years ago as an educational arm of their work. And we would have dinners and a few classes and we understood there what momentum that people wanted this type of engagement and education in a way that allowed for a more indepth conversation. We grew and now we offer i think we had nine, we have a series where adults learned home cooking and we did a teacher Training Workshop where San Francisco unified Public School teachers came and learned to use cooking for the core standards. We range all over the place. We really want everyone to feel like they can be included in the conversation. A lot of organizations i think which say were going to teach cooking or were going to teach gardening, or were going to get in the policy side of the food from conversation. We say all of that is connected and we want to provide a place that feels really Community Oriented where you can be interested in multiple of those things or one of those things and have an entree point to meet people. We want to build community and were using food as a means to that end. We have a wonderful organization to be involved with obviously coming from buy right where really everyone is treated very much like family. Coming into 18 reasons which even more Community Focused is such a treat. We have these events in the evening and we really try and bring people together. People come in in groups, meet friends that they didnt even know they had before. Our whole set up is focused on communal table. You can sit across from someone and start a conversation. Were excited about that. I never worked in catering or food service before. Its been really fun learning about where things are coming from, where things are served from. It is getting really popular. Shes a wonderful teacher and i think it is a Perfect Match for us. It is not about home cooking. Its really about how to facilitate your ease in the kitchen so you can just cook. I have always loved eating food. For me, i love that it brings me into contact with so many wonderful people. Ultimately all of my work that i do intersects at the place where food and community is. Classes or cooking dinner for someone or writing about food. It always come down to empowering people and giving them a wonderful experience. Empower their want to be around people and all the values and reasons the commitment, community and places, were offering a whole spectrum of offerings and other really wide range of places to show that good food is not only for wealthy people and they are super committed to accessibility and to giving people a glimpse of the beauty that really is available to all of us that sometimes we forget in our day to day running around. We have such a philosophical mission around bringing people together around food. Its so natural for me to come here. We want them to walk away feeling like they have the tools to make change in their lives. Whether that change is voting on an issue in a way that they will really confident about, or that change is how to understand why it is important to support our small farmers. Each class has a different purpose, but what we hope is that when people leave here they understand how to achieve that goal and feel that they have the resources necessary to do that. Few people happy of all ages ive gone my job so i have so stay is an i feel like the piano and music in general with my voice together i feel really powerful and strong first of all, happy new year. Its definitely it is definitely a happy new year indeed for so many people who rely on access to safe, Affordable Housing in San Francisco. It is our number one priority. When we look at the challenges that we face with homelessness and we are wondering why arent we able to do more, it is because we need to make sure that we have housing, we have opportunities to do more. It is why im committed to opening up 1,000 new shelter beds to get people off the streets. It is why im committed to master leasing so many buildings that might be available like the Abigail Hotel where we are standing in, where we have access to 62 new units that will
