We met about 10 years ago when we were both doing our parent and Family Engagement, and just appreciate all of the work that you have put into not only our pac members over the years but really as a district as a whole. I dont see this as a total loss. It is a loss to pac, however, i just know that with you integrating further into the Family Partnership office it is advancing the institution, dedication and commitment to families, to addvo cassie on behalf of families. Commissioner lopez. I also want to thank you, georgia, for being so welcoming and helpful through this process. I go a lot of what people are saying. I did have a question about the report. I do want to highlight, and i appreciate you highlighting the fact that we arent focusing on our prek students. We mentioned in the past how it is we have them in settings not developmentally appropriate. We want to hear about the conversations you were having and what can look like when we collaborate in the future regarding this topic. Good evening. It came up as we were reviewing data and looking at sort of giving ourselves a context for the work for this year. Pac member noticed as we looked at the data prek is not included in that. That is understandable. Yet if we are talking about prek through third what that means it makes sense to look at how could the district include that data in the portfolio to make those comparisons to see where we are going. Thanthank you for the presentation. Are there any appointments to Advisory Committees by the board . On behalf of the students we would like to say thank you, georgia. You have been a huge advocate for student leaders especially with the partnership and the planning committee. We would like to say good luck and thank you for the work you have done. Thank you. Any appointments to Advisory Committees . Commissioner collins . The person i had appointed for the Charter Committee i would like to appoint linda antoine. And i am appointing natalie kim to the charter over site committee. Okay. Section e consent matter can i have a motion and second on the consent calender. Motion. Second. We do have people signed up for Public Comment. When you hear your name called, make your way to the podium, you have two minutes. [reading names] good evening. My name is natalie ken, im a youth organizer at common advocates for children and youth , equity studies is imperative from hold on one second. It is imperative for students. One of my students came home with a worksheet based off of a documentary by the conquistadors, it is a documentary as gang lords, criminals and momentous sizes. A classic majority of students. [reading notes] good evening, commissioners. I am here today to speak in support of the equity studies resolution. At common advocates we are committed to committed to create racial equities inside the school to make sure especially black, brown, Pacific Island their students are getting the high quality education that they deserve. The district has done a lot, during my time at cullman over the last eight years to improve and grow in those areas. Weve increases in the graduation rate, but we actually still see a huge gap between asian students on black students as far as who is graduated, as well as who was given access to pre required classes to attend the schools. There still a huge gap there. What most excite me about this resolution is it feels like the board of the district is taken a new to the things they have set and committed to before. We are really excited about the prospect of supporting the district, in this endeavor to live up to all of their previous commitments. And to be partners in equity and making sure everyone gets a highquality education. Thank you. My name is julie roberts. I want to say how exciting the equities studies resolution is. We have a habit of passing great resolutions in San Francisco but not necessarily being able to fully implement them. What i think is exciting about this resolution is it goes beyond anything i have seen in terms of comprehensively looking at equity studies throughout all of our curriculum areas. The partners that are part of this process will help us ensure that in all of our classrooms, all of our students are learning accurate, diverse, inclusive histories that our students are learning about themselves and each other and it will begin to chip away at White Supremacy that exist in American Public education, as much as in private and Charter Schools. Im very excited about this resolution today. I feel like the press should be covering this, in a positive way. I want to thank you for your work. We are asking our educators and our staff to do something differently, we need to give them time, support and community to Work Together to make sure their are changes happening in the classrooms. Hi. I am a parent. I just want to say, this is so much work. Im really excited about this equity study. Im representing the s. F. Families union. I want to say why it is important. Back on august 13, when mark read the letter from my friend, dana. My friend dana went to washington high school, and how they talked about how the only person that they can relate to, in the whole school, was the dead native on the wall. Passing this equities studies resolution so that i make and andy and kids, in are district can see in inclusive history that includes them is huge. I want to remind you, a parent that spoke and said that their son is scared to tell you that they are native american, at a San Francisco public school. I remember getting into detention for arguing with a history teacher and telling the history teacher that columbias columbus did discover natives, the natives discovered columbus. I went to detention for this. I had a lot of issues with education. To the point where it affected me that i did not go to college first, i actually went to the military. I am a disabled veteran. I think things would have gone a lot differently, if the curriculum included folks like me, included people of color, indigenous people, filipinos, women, non binary people. It is the only coloring book, i think every Elementary School should have it. And then Indigenous Peoples history of the United States, a youth addition. Thank you. We have some comments by commissioners. And ms. Herrera. Trent and i would like to thank you Michelle Collins and commissioner lam for this equities study initially. As an immigrant student with immigrant parents, i was not able to learn my own history, and our peoples history until i got to high school. I want to thank my equities teacher for teaching me myra history. When i was in Elementary School, and middle school, the only thing i was taught about native americans was what they gathered in what they ate. I was not taught that they were killed. It is very important that students are able to learn that, it is a history and we need to be taught that. Even if it is from a small age, we really need to be taught that. We say we are sfusd, and we have an equity lane for our students. This equity education is really important, i am glad that sfusd is trying to implement this. Also im asking if me and jack can be coauthored in this resolution . Yes, absolutely. Other comments from commissioners . Vice president sanchez . Thank you. Can i add my name, to . Great. I just want to commend you, both of you, on this resolution. It is a lot we are asking our staff to do. I think it was wise of you to be specific about that, and to essentially say, by doing that that we havent lived up to essentially the law of the land. When we pass a resolution it is the law of the land. For this resolution to be successful, over the long term, we need to make sure that the various components are adhered to. I appreciate that there is a reporting back. I just want to be specific about the reporting back to the lord, where it says come on trying to find it again report progress on implementation including timeline by the first general Board Meeting in december of 2019 and report to the equities task force quarterly until full implementation on a biannual basis, or after. When you are saying that, are you saying reporting to the board biannual basis . Yes. Can we be specific about that i would say and, report to the board on a the reason i would like to amend it to say that specifically, i mentioned this before in committee, you know, which by and large has been implemented across the district. There have been some shortcomings, of course, but by and large part of the reason it has been successful it is specifically mandated that the board be updated twice a year. We are always being reported to on it, and we are giving the information on the statistics. Its really helpful to us as a board, as we make decisions for the future of the district. If you would be more specific about that that would be great. There is a referencing september 2019, which is right now, could you move that out a bit, because you can say its just not gonna happen. Again, thank you for the resolution. Other comments . I just want to thank the Community Partners, and district staff. This is truly a collaboration, and im really excited about the next phase of this work as other commissioners have raised it. The district, we have put forward many policies over the last decade, and over ten years now, that really havent had that fully realized, that is the intentionality, as you saw come around the composition. Not only of the Community Task force. How important it is to have an integration, and the clean district staff moving with community at the same time and then going back to the accountability of reporting back to the board of education. This is very personal to me, and thank you for sharing. I was in asianamerican studies major, in undergraduate studies. Im the first of my family to go to college. Has a daughter of immigrants i did not know my own history. To see this, for my children and their peers, to be able to have this as a roadmap and the Guiding Principles of values starting in prek and through their whole entire educational experience in students with us as a district, through 12th grade. I am so, and honored to be able to be one of the cosponsors and coauthors today. Again, this would not have happened without community, and really the Community Partners have been doing this work for many, many decades and for the time i have been here in San Francisco. Thank you. I just want to echo this. The reason why i ran for board of education, weaves because i was very inspired by the work that happens in the district. At the same time, it seemed to be very opt in, i would have it at once i did not at the other. Every school, every teacher there needs to be creativity, folks need to feel like theyre invest in themselves in the work. Making sure it was happening for all kids. When my kids went to the new system our income the shows were in classes that only red authors that were european american. It positioned my kids and a very and as one of the Public Commenter said, we hope to bring up, when do i get covered in the curriculum . It positions you as an aggressive, or a disrupter. Automatically, when students arent already included by adults in the curriculum, or on the walls of the building. When you have to bring that up, it creates conflict. I feel like, as a board and a district, we as adults, kids dont have an advocate for their own responsibility in our schools. I am very grateful for the folks that have collaborated on this. Im also grateful for the folks that have been doing this work for 20 years and on, for the teachers for social justice who are doing this work despite the support they get or dont get. They doing this work as they study teachers across the district toward doing this work. Students and peer resources folks who are doing this work, and educating folks about our histories, and educating folks on selflove, and selfknowledge and showing us how to have solidarity with sound and other. I really want to thank and respect our leadership in the district. Nikki, the superintendent, and all of the folks who really gave us feedback, and i feel are really excited about this partnership. The San Francisco Human Rights Commission and our external partners in our Community Organizations like coleman advocates. All of these other folks that are willing to show up, and help us build our capacity. This is the time right now. It is more important now than it ever has been. I am very excited that our district, as it always does is leading the way. When i talk to educators across the country, they are amazed at the work were doing doing. This is one more step. Thank you all for the support. I am very excited as we move forward. Any other comments . Seeing none. Roll call vote. [roll call] [applause] special order of business. Adoption of the sunshine proposal from the trend to the united educators of San Francisco. Can i have a motion to second on the adoption . Second. Tonight we have our team from Labor Relations for recommendation. The recommended action on this item is that the board adopts the sunshine proposal from the San Francisco Unified School District to the united educators of San Francisco. Thank you. We dont have any Public Comment on this item. Any comment from the board . Roll call vote. [roll call] im sorry, one second. Susan solomon, president of uesf. At the risk of embarrassing myself, i actually did know this was coming up tonight. I just wanted you to know. Thank you. Roll call vote. [roll call] discussion of other educational issues. There are none tonight. Section j, discussion and vote on consent calendar items removed at previous meeting. There are none tonight. Section k, introduction of proposals on assignments to the committee. Lets see, we have Public Comment on one of the introduced proposals for the First Reading is superintendents proposal 199ten sp two. Authorization for material revision to the new school San Francisco Charter School renewal partition. I want to call names for Public Comment. When you hear your name make your way to the podium, he have two minutes. Jason miller. Ryan chapman. Aleta fisher. Julie roberts. Good evening. My name is jason miller, im from the law offices and we represent the vast majority of the Charter Schools in the state of california. Proud to be here today represented new schools of San Francisco. Usually im here talking about sensitive matters, this is a procedural matter. New school of San Francisco has not submitted a material revision. They submitted a renewal to the charter petition. Therefore, the consideration of the charter revision is not applicable. Material revision is eight tram of art that requires a Charter School is proposing additional sites. In this case, there are no additional sites being proposed. To the extent that this was a big u. S. In law recently, it has been clarified in case on pending legislation in the senate right now. Commissioner chapman will speak in a moment, to how the school is and always has been a k12 school, one is building up and adding a grade per year. So, therefore, even if these additions are not considered part of the normal expansion. This will not be considered a material revision by law. I submitted legal opinion today to legal counsel. I have separate copies for the whole board here as well, if you like to review it. Thank you very much. Good evening, commissioners. Thank you for your review of our petition for renewal, including our Program Development to middle school and the revision of our lottery to families who qualify for free and reduced price lunch. There continues to be confusion about our request to extend our grades, i would like to use this opportunity to clarify for the Public Record are and continued intention. Creating a school her families and students to beginning kindergarten and extends through 12th grade. Five years ago, sfusd denied our k12 predicts addition that we would be unable to carry out that specific plan. At the state level, unanimously approved i would like to share testimony from that hearing on march 12, 2015 which is available online. I do this only to clarify that our vision and intent both then and now were the same. At that meeting after acknowledging positive recommendations from the staff, Bruce Holloway stated,. [reading notes] my name is jamie roberts, speaking on behalf of the San Francisco families union. I would like to speak to the new School Families and staff, as much as to the board. Partly because charter lawn San Francisco gives our board very little oversight, very little control about which Charter Schools we approve. That is evident by them and spoken not to be here. It is a comment on the families and educators to recognize the impact that your expansion will have in our district. We heard tonight, from middle school students, who are facing potential cuts at their school site because theyre losing enrollment. Your expansion to the middle school, especially if you intend to target families of color, and families who are lower income, will directly impact the enrollment of our most impacted public schools. I would also like to remind you that one of the ways that segregation plays out in the United States is by parent selfselection, and the choice was a strategy that was developed by a religious schools , in the south, when they were instructed to integrate. What happened was they created schools that white families could opt into and made it very difficult for families of color to participate in those schools. That is where the choice narrative that Charter Schools like he use now came from. It is a choice to segregate. We see that they are creating a segregated school, which does not serve the same demographics as sfusd schools. Your school will have an impact on our students in our district, and i would respectfully ask that you choose not to expand to middle school. Whether or not the state board of education provides a rubberstamp to your segregation. Thank you. May i hear a motion to secon. Good evening, commissioners. I am a leader fisher, the most previous past chair of the Advisory Committee for special education. As we have commented, multiple times, and provided our policy statements on Charter Schools on multiple occasions. The community Advisory Committee for special education has very grave concerns about schools that select to be part of the el dorado cell up when they are physically located here in San Francisco. It seems to us, a choice to remove parent feedback, parent input, parent oversight from the process, and make it difficult for families to engage in their children receiving services. We are also very concerned about a school that does not provide classes in the whole continuum of support and services that will automatically limit the number of students and types of students can be served at the school. We think it is completely inequitable, and we would also encourage the new school to expand your model, and we would welcome you to consider membership in the San Francisco Unified School District. Thank you. Thank you. Can i hear a motion to second this proposal is referred for action at the next Board Meeting. Proposals for immediate action and suspension of rules. We have resolution 1991081 in support of the september 16, 2019 free our children day of action introduced by commissioners lopez and sanchez. I need a motion and a second. So move. Thank you. May i have a roll call vote on the suspension of rules. Thank you. [roll call] may i hear a motion and section 1991081. So move. Thank you. Lets have commissioners lopez, and Vice President sanchez read the proposal. Resolution 1991081 in support of the september 162019 free our children day of action. John schiumo has found the flames of racism and hatred towards immigrants in general and muslims, whereas the Trump Administration has kept 2300 children from their parents, the usmexico border, whereas he continues to place hundreds of migrant migrants in concentration camps with deplorable conditions which are condemned by the high commissioner for human rights chief and other human rights organizations and whereas the dangerous rise of white supremacist nationalism is using trumps vile devices notice as an ideological base in order to carry out terrorism like the killing of 22 innocent people in el paso, perpetuated by a killer who specifically targeted the latin community, and whereas the summer of 2019 has seen tens of thousands of youth and working people across the nation vigorously protesting raids, terrorism, and demanding an end to White Supremacy and whereas organizations in San Francisco that calls for successful actions on a day without an immigrant in may of 2017 are calling to come out to the streets and to once again and whereas history has shown that direct action in the streets as an effective tool in the Labor Movement therefore be it resolved the San Francisco board of education endorses their free our children day of action on september 16, 2019 to stand in solidarity with central americans, mexicans, refugees and all immigrants. We dont have any public speakers signed up on this comment. Any comments from the board of superintendents . I would like to think commissioners lopez and sanchez for this resolution. I think it is really important to advocate for people protesting against the Trump Administration. As a person who has attended many protests against nancy pelosi and trump, i think it is important that the board is telling people to go out and protest, especially because coming from a school like mission where we have a lot of refugees, i met a lot of people from syria, and yemen who have told me about their stories, about how they do not feel safe having pictures taken of them, because they know the government is looking for them, and hearing peoples stories the immigration stories, also being an immigrant myself, i think it is very important that, you know, we have these types of protests and we know that the board where sfusd is supporting our immigrant students and i think thats very important. Thank you. Any other comments by the board . Seeing then. Roll call vote. [roll call] our student delegates, are you supposed to be here past 9 00 p. M. Think theyre supposed to go. Can we also ask to coauthor the resolution if its not too late . Great. Thank you for your contribution tonight. Good night. Section m, Board Members reports. Were going to get a report from the. Do we have an update ready for budget . An update to prepare for curriculum . Are you ready . I moved on to curriculum because you you will, after hes done. So, commissioner collins who normally chairs curriculum could not make it
