It was made in 2006, a video on government t. V. Somebody will know the name of that series, but there is a seven part series. Are you talking about the battalion . It is about the Fire Department and all the things you do. It is under the title it was fascinating. I learned so much. I have seen bits and pieces of it before, but i watched the whole series. It was fantastic. I enjoyed that. If you have nothing to do at one in the morning, that is something to do. [laughter] im sure you can pick it up online. The other thing is, i wanted to say i attended chief turners Retirement Party at local 798. It was quite heavily attended. It was very nice. You had the former chief there, and everybody was happy. They were a big crowd and a lot of fun. It was an elvis theme pick you would have liked it it was an elvis theme. You would have liked it. It was quite fun. And then interesting on 911, we also have our regular meeting day, so that will be an interesting day. We will have a meeting following the remembrance. We start at 6 45 a. M. You will have time. That was it on the commissioner report. Im sorry i missed that meeting. I do have here and v. For sure. I do wish chief rivera the best. I did want to report that i did meet with the chief yes yesterday to discuss amending the animal policy. I hope we can come up with something. I think we may be able to come up with something that the commission should see hopefully soon. Other than that, thank you. Thank you very much. Vice president covington . Thank you. Chief rivera his oneofakind, and i will miss him. [laughter] but you are here now, so thank you for taking on this assignment. I wanted to say, i attended two events, one was the earthquake safety and Emergency Response bond, which is going to be ruled out in 2020. The mayor introduced that, and it is going to help with the seismic upgrading and needed improvement to neighborhood fire stations, it is also going to assist in the building of a new, modern firefighting training facility, and also renovate and upgrade the aging emergency firefighting water system. And then i did see our chief of the department at the signing of the budget for the city and county of San Francisco, which is quite exciting. I think the budget is is it 12 billion . That is a new record for the budget for the city and county of San Francisco. So those. I think this 2020 bond is going to be fabulous for us. I really appreciate the Mayors Office and the board of supervisors for supporting that. Thank you very much. Commissioner hardeman . I did have lunch with a small group of us with Nancy Pelosis chief of staff. It was very informative and gave us a different perspective of what we read in the papers. It was very nice to have that. He made time for us. Thank you very much. Before we move on to the agenda, again, i was able to attend with the chief and officers the ceremony of the topping of station 49, the new station 49. I wanted to acknowledge the department of public works. Commissioners, i thank you would be greatly impressed. Basically to see rendition his and then to walk onto the lot and stand in front of this amazing building, station 49 is just going to be totally exciting for us. I wanted to acknowledge that, as well. Thank you for that. Madame secretary . Item h. , agenda for next and future Fire Commission meetings. Thank you, mr. President. I just had a couple of things that i would like to see on a future agenda. Obviously, you know, i guess it has been almost maybe a year ago it seems like that we had a retreat for our commission. Were supposed to get some kind of report on the outcome of that , and i would like to see that if possible on a future Commission Meeting. Also, we sent a letter out to the guardians of the city, and weve gotten a response, but i think that response needs to be explored a little bit more and we need to have a more comprehensive discussion about the guardians of the city and the Fire Departments relationship with the guardians in the near future. Obviously the civil grand jury report that came out recently is going to be and needs to be a topic of discussion and we need to have that more thoroughly discussed at a future meeting, and i would like to have the grants coordinator of that or the new grants person, whenever that person is finally hired by the department, to meet with the commission and be at the committee at a Commission Meeting so that we have an opportunity to meet her or him and discuss publicly what we think that grants position person could do or should do for the department. We have had, as you are aware, a lengthy process of going through the candidates for the chief of the department, and we also had a lengthy transition. Yes, just a reminder that we requested captain coughlin of the port, and anyone who might be i was going to say captain lee who was working on the chase to get a little run down on the waterfront and what is going on down there with all this activity. It has been a couple years since we had a report specifically on that work. We know that this is with the discretion of cheek chief nicholson in terms of that regard in terms of an update with what commissioner hardeman suggested in terms of the port update and such. It is up to your discretion. Yeah, we can do that in a deputy chiefs report, absolutely. Okay. Yes, i believe in october, which is only a couple months away, we will be at the oneyear mark since his commission asked the chief of the department to come back to us with since this commission asked the chief of the Department Come back to us acknowledging the chief his new here and she is getting her feet wet, 100 days in, and most of that time is spent in the prior administration. I would really like to get that at some point before the year is up, or soon thereafter. And then also, yesterday i met with cal fire, who onto who on this topic, they just got a bunch of money in their budget for this and they will put some administration behind it and maybe looking into doing this work, as well. There may be some help from cal fire in this respect. It would be great to put that on the future agenda so that we can get an update on it, but it would be even better if we could put it behind us. We have concluded this meeting in open session. This meeting is adjourned. Today we are going to talk about fire safety. We are here at the urban center on Mission Street in San Francisco. Its a wonderful display. A little house in the urban Center Exhibition center that shows what its like in a home in San Francisco after an earthquake. One of the major issues that we are going to face after earthquakes are fire hazard. We are happy to have the fire marshall join us today. Thank you. My pleasure. We talk about the San Francisco earthquake that was a fire that mostly devastated the city. How do we avoid that kind of problem. How can we reduce fire hazard . The construction was a lot different. We dont expect what we had then. We want to make sure with the gas heaters that the gas is shut off. If you shut it off you are going to have no hot water or heat. Be careful not to shut it off unless you smell gas. Absolutely because once you do shut it off you should have the Utility Company come in and turn it back on. Here is a mock up of a gas hear the on a house. Where would we find the gas meter . It should be in your garage. Everyone should be familiar with where the gas meter is. One of the tools is a wrench, a crescent wrench. Yes. The crescent wrench is good and this is a perfect example of how to have it so you can loosen it up and use it when you need it. Okay. Lets go inside to talk about fire safety. Many of the issues here relate to fire, for example, we have a little Smoke Detector and i see you brought one here, a Carbon MonoxideSmoke Detector. This is a combination of smoke and Carbon Monoxide detector. They are required in single homes now and in apartment buildings. If Gas Appliance is not burning properly this will alert you before the fumes buildup and will affect you negatively. This is a Battery Powered . This is a Battery Powered and it has a 10 year battery life. A lot of times you may have one or the other. If you put in just a Carbon Monoxide detector, its important to have one of these too. Every house should have a fire extinguisher, yes. One thing people expect to do when the power goes out after an earthquake about using candles. What would you recommend . If you have a battery operated candle would be better to use. This kind of a candle, you wouldnt want it in an area where it can cause a fire or aftershock that it doesnt rollover. You definitely want to have this in a noncombustible surface. Now, here we have our stove. After a significant earthquake we expect that we may have gas disrupted and so without gas in your home, how are you going to cook . Well, i wouldnt recommend cooking inside of the house. You have to go outside and use a portable stove or something else. So it wouldnt be safe to use your fireplace to cook . Not at first. You should check it by a professional first. Outside should be a safe place to cook as long as you stay away from buildings and doors and windows. Yes. That will be fine. Here we have some alternative cooking areas. You can barbecue and if you have a regular propane bark could barbecue. Thank you for joining us. And thanks for this terrific space that you have in this exhibition space and thanks for helping San Francisco stay safe. [ ] i really believe that art should be available to people for free, and it should be part of our world, you shouldnt just be something in museums, and i love that the people can just go there and it is there for everyone. [ ] i would say i am a multidimensional artist. I came out of painting, but have also really enjoyed tactile properties of artwork and tile work. I always have an interest in public art. I really believe that art should be available to people for free, and it should be part of our world. You shouldnt just be something in museums. I love that people can just go there, and it is there for everyone. Public art is art with a job to do. It is a place where the architecture meets the public. Where the artist takes the meaning of the site, and gives a voice to its. We commission culture, murals, mosaics, black pieces, cut to mental, different types of material. It is not just downtown, or the big sculptures you see, we are in the neighborhood. Those are some of the most beloved kinds of projects that really give our libraries and Recreation Centers a sense of uniqueness, and being specific to that neighborhood. Colette test on a number of those projects for its. One of my favorites is the oceanview library, as well as several parks, and the steps. Mosaics are created with tile that is either broken or cut in some way, and rearranged to make a pattern. You need to use a tool, nippers, as they are called, to actually shape the tiles of it so you can get them to fit incorrectly. I glued them to mash, and then they are taken, now usually installed by someone who is not to me, and they put cement on the wall, and they pick up the mash with the tiles attached to it, and they stick it to the wall, and then they groped it afterwards. [ ] we had never really seen artwork done on a stairway of the kinds that we were thinking of because our idea was very just barely pictorial, and to have a picture broken up like that, we were not sure if it would visually work. So we just took paper that size and drew what our idea was, and cut it into strips, and took it down there and taped it to the steps, and stepped back and looked around, and walked up and down and figured out how it would really work visually. [ ] my theme was chinese heights because i find them very beautiful. And also because mosaic is such a heavy, dens, static medium, and i always like to try and incorporate movement into its, and i work with the theme of water a lot, with wind, with clouds, just because i like movements and lightness, so i liked the contrast of making kites out of very heavy, hard material. So one side is a dragon kite, and then there are several different kites in the sky with the clouds, and a little girl below flying it. [ ] there are pieces that are particularly meaningful to me. During the time that we were working on it, my son was a disaffected, unhappy high school student. There was a day where i was on the way to take them to school, and he was looking glum, as usual, and so halfway to school, i turned around and said, how about if i tell the school you are sick and you come make tiles with us, so there is a tile that he made to. It is a little bird. The relationship with a work of art is something that develops over time, and if you have memories connected with a place from when you are a child, and you come back and you see it again with the eyes of an adult, it is a different thing, and is just part of what makes the city an exciting place. [ ] hello, everyone. Welcome to the bayview bistro. [cheers and applause] i am San Francisco mayor london breed, and i have to tell you, first of all, when it is hot in San Francisco, it is hot in the bayview. [laughter] i mean, really hot. On a regular basis in the bayview, and potrero hill neighborhood and the mission, we know that those are the hotspots in San Francisco. I just came from the sunset and it is hot in the sunset. I knew it was going to be even hotter in the bayview. Im really excited to be here today because nothing brings the Community Together like food, and here is an Incredible Opportunity to really not only enjoyed the Delicious Food provided by some amazing vendors , but this is also an opportunity for the community to come together. When i was growing up in San Francisco, we had food houses. Remember . We could go to somebodys house and buy some nachos or some chicken or some banana pudding, but times have changed. We dont have the grandmothers and the folks who are the ones that were taking care of the community the same way that we do now. Things have changed. The community has changed a lot. We know the Bayview Hunters Point Community has a thriving africanamerican population here , a community filled with love and excitement, and the need for us to come together for occasions like this. Especially because we know that as there is a lot of work that is happening in the Bayview Hunters Point Community, there are a lawsuit also a lot of people working in this community , a lot of People Living in this community. Having amazing food options for and by the people of this communities critical to the success, the longterm success and stability of the Bayview Hunters Point Community. I cited eight. [cheers and applause] if youre from Hunters Point and you dont know harold, you are not from Hunters Point. We have sold bowl. [cheers and applause] and we have yes, putting. With all things sweet. So today is really about making sure that we support them and we support what they are trying to do here for the community. There are a lot of folks who are going to be working on the sewage plants and other projects we just broke ground on one of the Public Safety buildings that is not too far from here, so i was just thinking to myself, what was that building that we just broke ground on, the forensic building and some other something, the traffic company. Thank you. Anyway, we were breaking ground over there and i said i wonder where all these workers are going to eat. Where are the restaurants . So we have cafe envy, we have other places here and we want to make sure that, you know, we know that there are places to go to to eat in the Bayview Hunter s point, places to hang out in the community and our goal is to do everything we can to make the right investments so that this community continues to thrive. I want to thank all of you for being here today to support these incredible businesses and thank you to harland kelley kelly with the Public Utilities commission for having the foresight to know that it is not just about rebuilding and investing in our infrastructure and making sure that the communities part of these projects, it is also about investing in other things that play a Critical Role to support this amazing community. Is a look around and see a lot of our Business Owners up and down the third streetcar door, and one of our main focuses is to make sure we have a vibrant corridor where businesses get to thrive, not only for folks in the community, because we want to make sure we have a place to go like supervisor maxwell explained, so we can talk, we can spend time with our families right here in our own community, but we also want to make bayview a destination place. We want folks to come from all over San Francisco, from all over the bay area to enjoy the culture, to enjoy the businesses , to enjoy the food that we have right here in our own community. So as we look at our own businesses activating space outside and an atmosphere like this, that is an exciting thing for us. That is something that we should all be celebrating and be excited about. I want to thank everyone for coming over today and spending time to get to know our Business Owners who i will introduce in a minute, but i also want to talk about the public, private community partnership. As you know, the Sewer System Improvement Program is coming. Theres going to be lots of construction, lots of change in our community, and Community Benefits were something that we fought hard to make sure happened for our community. Working with the p. U. C. , working with the joint Venture Partners, we got the resources to make sure that this space was activated, that our businesses were going to be able to thrive because of all of the opportunities that are on the way to this community, and we want to continue to be supportive of all of that. While attending San FranciscoState University as an accountinging major, anthonys friend jokingly suggested he make cookies to make ends make. San franciscans overwhelmingly approved it by nearly 75 . And the law went into effect in january of 2018. [ ] under californias new law, adults age 21 and over can legally possess up to 1 ounce of cannabis and grow up to six plants at home. Adults in california can legally give up to 1 ounce to other adults. In the state of california, we passed a law that said adult consumption is legal. If you are an adult and in possession of certain amounts, you will no longer be tried. You will not be arrested or prosecuted for that. That is changing the landscape dramatically. [ ] to legalization of cannabis could bring tremendous economic and social benefits to cities like San Francisco. This industry is projected to reach 22 billion by the year 2020. And that is just a few years away. It can be a huge Legal Industry in california. I think very shortly, the actual growing of marijuana may become the biggest cash crop in the state and so you want that to be a legal tax paying cash crop, all the way down the line to a sales tax on the retail level. The california medical industry is a 3 billiondollar industry last year. Anticipating that multiplier as 20, 30, 50 times in the consumer marketplace once adult use is really in place, you could go ahead and apply that multiplier to revenue. It will be huge. When that underground economy becomes part of the regular tax paying employment economy of the bay area, it not only has a direct impact, that money has a ripple impact through the economy as well. It is not just about retail. It is not just about the sensor. Is about manufacturing pick a lot of innovative manufacturing is happening here in San Francisco in addition to other parts of the state as well as the cultivation. We should be encouraging that. There is a vast array of jobs that are going to be available in the newly regulated cannabis industry. You can start at the top tier which a scientist working in testing labs. Scientists working at extraction companies. And you work towards agricultural jobs. You have ones that will require less education and you look towards Cannabis Retail and see traditional retail jobs and you see general management jobs. Those things that are similar to working at a Bar Restaurant or working at a retail store. We are offering, essentially, high paid manufacturing jobs. Typical starting wage of 18 20 an hour, almost no barrier to entry, you do not need an education. That means that people who do not have college educations, workingclass people, will have an opportunity to have a job at cultivating cannabis plants. Theres a whole wide array of Job Opportunities from the seedling to the sale of the cannabis. [ ] last year, they said 26 Million People came to San Francisco. The Tourism Industry continues to be very robust here and the city and county of San Francisco is about a billiondollar industry. If we use a conservative cannabis user Adoption Rate to 15 that means 4 million tourists want that means 4 million tourists want to purchase cannabis. And we need to be ready for th them. In 2015, as adult use legalization efforts gained momentum in california, the supervisors created the San FranciscoCannabis State Legalization Task force. This task force offered to research and advice to the supervisors, the mayor and other city departments. We knew that adult use legalization was coming to the ballot and stat that would bring with it a number of decisions that the city would have to make about zoning and regulation and so forth. And i decided at that time, at a know it was a great, that rather than have a fire drill after the ballot measure passes, as suspected it would, we should plan an event. So i authored a task force to spend a year studying it and we made it a broadbased task force. We prepared ourselves by developing a Health Impact assessment and partnered that with key stakeholder discussions with washington, oregon, colorado, to really learn lessons from their experience rolling out both adult and medicinal cannabis. Within days of the passing of the proposition, ed lee called on agencies to act decisively. He issued an executive order asking the department of public health, along with planning and other city departments to think through an internal working group around what we needed to do to consider writing this law. We collectively, i would say that was representatives from g. S. A. , as well as the Mayors Office, met with a lot of departments to talk through what prop 64 and the implementation of prop 64 it meant to them. The mayor proposed an office of cannabis, a onestop shop for permits allowing operators to grow and sell cannabis. He wanted a smart structure. He wanted a regulatory structure that ensured that kids didnt have access and communitys were safe and that consumers were safe. And he wanted to ensure, more importantly, it was a regulatory structure that encouraged diversity and inclusivity. This is an office that will be solely charged with a duty of wanting not only the policies that we create, implementing and enforcing them, but also executing the licenses that are needed. Were talking about 20 different licenses that will put us into compliance with what is happening on the state level. This is a highly, highly regulated industry now, at this point. We have anywhere from 710 departments that will be working with these industry participants as they go through the permitting process. That is a lot of work at a loss of coordination. We are creating a permitting process that is smart and is digital. It is much easier for the user and for community input, and is less mired in bureaucracy. For the First Time Ever in San Francisco history, standalone licenses are available for all aspects of the nonretail side of the cannabis industry. Now, a cultivator can go in to the department of building inspection and to the department of health and say, with this first registered and temporary license, and then what will eventually be a permanent license, this is the project, this is what i am going to do. Very rarely in City Government do we interact with industries that are asking to be regulated. These guys want to be regulated. They want to be compliant. They want to work with the city. That is rare. San francisco has created a temporary licensing process so that the preexisting operators here in San Francisco can apply for a temporary state licensed. We have taken teams of up to 12 inspectors to inspect the facility twice a day. We have been doing that with the department of building inspection and the department of public health. And the Fire Department. It is really important for the industry to know that we are treating them like industry. Like manufacturing. Like coworkers pick so that is the way we are approaching this from a health and safety and a Consumer Protection network. This is just the way practice happens with restaurants or manufacturing facilities. Because there are so many pieces of industry that people havent even thought about. There are different permits for each piece. You have to set up a permitting system for growing, for manufacturing, for testing. For delivery. For retail. You have to make sure that there is an appropriate health code. Certainly the regulation of alcohol in terms of restaurants and retail its probably a model for how this industry will be regulated as well, both on sale and consumption. It is completely uncharted territory. There is a blessing and a curse with that. It is exciting because we are on a new frontier, but it is very nerveracking because theres a lot at stake. And quite frankly, being San Francisco, being the state of california, people are looking to us. We hope that cannabis does become more of an accepted part of society in the same way that alcohol is, the same way coffee is. It is a very innovative fear, particularly around manufacturing. San francisco could be an epicenter. San francisco can be a leader here. A Global Leader in the Cannabis Movement and set a bar just to other communities and cities and states and this nation how it is done. It Still Matters where the energy comes from and also part of the mission in sustainability is how we run everything, run our business. So having the lights come on with clean energy is important to us as well. We heard about cleanpowersf and learned they had commercial rates and signed up for that. It was super easy to sign up. Our bookkeeper signed up online, it was like 15 minutes. Nothing has changed, except now we have cleaner energy. Its an easy way to align your environmental proclivities and goals around Climate Change and its so easy that its hard to not want to do it, and it doesnt really add anything to the bill. It is nice we can do this outside. It is so nice out. It is 110 degrees in sacramento. We have this weather ten days a year, maybe, but now with global warming, it is 30 days.
