Yes, thank you chair ronen and thank you for accommodating our request to talk about this item today. I know its a busy month for everyone and we thought it would be important to get it done before this years pride. As you are all well aware. Chair ronen who offered the ordinance, communities throughout the city have successfully organized to create our districts, lgbtq and African American districts. This ordinance is due to the result of the neighborhood process that began in 2017 when members of the community expressed to my predecessor sheehy made sure that they protect the neighborhoods cultural identity. Its an honor to represent this district. The castro has been recognized as an enclave for people to find safety and chosen family. An internationally recognize model of aids in the 80s and 90s. We support the castros continued place as the center of the lgbtq movement. The castro is home of anchor businesses. It is host to Impactful Community organizations like the castro country club, the aids foundation, and the sisters of perpetual indulgence. With the passage of prop e last year and the 3 million in dedicated funding, they will support the cultural institutions and people that sustain the neighborhood as the heart of the citys Lgbtq Community. The boundaries of the cultural district were determined by thorough community process, containing the castro and the Lgbtq Community serving institutions, including the lgbtq center and open house and the well home of the will lgbtq center for the arts. I have quite a few thank you. I want to thank the members of the castro lgbtq Cultural District Working Group and community stakeholders, many of whom are here today including terry, jesse, andrea, brad, andrew, alex, jody, and rebecca. I would like to thank the staff at the historical society, as well as gerard and paul for authoring the historical findings in the ordinance. I want to thank brian and julia who worked with the neighborhood in our office to bring this forward, as well as Deputy Attorney john. I want to thank the Preservation Commission and Youth Commission for their strong support for this ordinance. I want to thank my colleagues, chair ronen and supervisor brown for their cosponsor ship. I do have two minor amendments for your consideration, these came out of the historic Preservation Commission and the Youth Commission out of their reviews. They are shown in the drafts before you. The first is on page 14, as a specific entity which most can request assistance in the cultural history, housing and strategy support. And the list of youths that they should engage, part of the Engagement Process to determine the districts strategies and plans given the critical importance of the castro as a safe space for queer youth. Im grateful for this recommendation from our Youth Commission. I of course hope to have your support for this ordinance today in committee. Its also my hope that the ordinance can be passed by the full board of supervisors next week as an auspicious beginning to the neighborhood pride. Fantastic. For 15 years, i lived in a queer affirming collective house and i chaired the working group, governed the committee for the cultural district. Supervisors in my neighborhood, the voices of those heard are homeowners through the neighborhood associations. Business owners through their castro merchant meeting and large nonprofits that will provided a vow indicate sit staff. Not heard are the cultural users of the neighborhood. Pilgrims from around the city, the bay area and the world who come to the castro because it is the densest and longest standing lgbtq neighborhood in city. Drag queens, seekers of love and Community Come to us despite the fact that their voices are largely unheard. We have the opportunity here to change that. While im here in support and delighted that the rules committee will likely pass this legislation today, im concerned that the great intentions of supervisor ronens legislation may be loss without your leadership in the implementation phase. Supervisors, the Lgbtq Community do need a 100,000 salary position taking up half the cultural district set aside. Instead, we need those funds to go to benefit actual cultural producers and consumers. We need an Advisory Board that consist of those people i mentioned. We need the bulk of the funds to go to a significant new annual grants program of small grants in the 15k or less range to cultural producers who would not otherwise be funded. That would address the retail vacancies, provide housing subsidies, and it could provide a variety of other programs, which i would expand on in more than 2 minutes. Thank you so much for your time. Im here to affirm that the Community Benefit district is wholeheartedly in support of this legislation. Like jesse said, the need, i think the need for small little grants to support cultural initiatives would be really, really important and would help the neighborhood a tremendous amount there. You know, there use to be, before San Francisco became so expensive and people have to work, you know, one job, that is 80 hours a week or two or three jobs, there were a lot of people that had extra time on their hands who would come into the castro and be artists of a variety of different arts, whether it was writing, painting, creative drama, and they were able to do that because they could afford to live in the neighborhood. Now, they had extra time on their hands. Now small grants would help stimulate and revive an Arts Community which would in turn revive our Economic Situation in the neighborhood, and again like jesse said, the castro still remains a mecca for lgbtq visitor from all around the globe. People come to the castro expecting to see this incredibly vibrant Lgbtq Community and often times, its disappointing, theres not the vibrancy they expected. Were looking for this to help that along. Ive been a castro ambassador, and recently i become active with the lgbtq market district and this experience impressed upon me the value of having a theme, a cultural sense for a neighborhood and how valuable it is to the people that live there and the people that visit there, particularly to make this place attractive and interesting to the people who visit it from abroad and to local as well, that its giving us a sense of common purpose and common culture has been extremely rewarding and as an ambassador, its great to welcome people to the neighborhood and let them feel this is in fact a cultural neighborhood and has identity. In 2016, an initiative called the civic Center Progress initiative was launched, it was launched by a bunch of city agencies and community partners, so they really had to figure out how to program these places on a more frequent basis. Im with the civic center Community Benefit district, and im Program Manager for the civic center commons. Also, third thursdays will have music. That was really important in the planning of these events. We wanted to have an artist that appeals to a wide range of tastes. Im the venue manager. Good music, good music systems, and real bands with guitar players and drummers. We turned uc center and fulton street into a place where people want to be to meet, to laugh, and its just an amazing place to be. Theres a number of different exhibits. Theres food, wine, cocktails, and the idea, again, is to give people an opportunity to enjoy what really is, you know, one of the great civic faces in america. When you look from the polk street steps, and you look all the way down the plaza, down market street, daniel burns design, this was meant to be this way. Its really special. The city approached us off the grid to provide food and beverages at the event as kind of the core anchor to encourage people who leave a reason to stay. Its really vibrant. Its really great, just people Walking Around having a good time. This formula is great food, interesting music, and then, we wanted to have something a little more, so we partnered with noise pop, and they brought in some really fun games. We have skeeball, we also have roller skating lessons, and weve got a roller skating rink. If youre a passion jail skeeball player like me, and youre deciding whether youre just going to roll the ball up the middle or take a bank shot. Our goal is to come out and have fun with their neighbors, but our goal is to really see in the comments that its a place where people want to hold their own public event. I think this is a perfect example of all these people working together. Everybodys kind of come together to provide this support and services that they can to activate this area. Theres no one agency or organization that really can make this space come alive on its own, and its really through the collective will, not just of the public sector, but both the public and our business partnerships, our nonprofits partnerships, you know, neighborhood activists. I really like it. Its, like, a great way to get people to find out about local things, cuisine, like, its really great. Its a really good environment, really welcoming. Like, were having a great time. We want to inspire other people to do this, just using a part of the plaza, and its also a good way to introduce people if theyre having a large scale event or small scale event, well direct you to the right people at the commons so you can get your event planned. Being a San Francisco based company, it was really important to connect and engage with san franciscans. How great is it to come out from city hall and enjoy great music, and be able to enjoy a comtail, maybe throw a bocci ball or skee ball. I find third thursdays to be really reinrig rat reinriggating for me. Whether youre in the city hall or financial district or anywhere, just come on down on third thursdays and enjoy the music, enjoy an adult beverage, enjoy the skee ball; enjoy an good morning everyone. I say that to say that first job at k cbs led me to my radio career which led me to upstairs in the pa booth for the team i grew uprooting for at Candlestick Park as a little girl. You never know where your first job is going to take you. This is my 20th season with the giants and 34th year as a broadcaster. I have to tell you i am so excited about this program, and i am excited about the future of San Francisco because of all of you who are participating in this program. Some of you might know you grew up in San Francisco, born and raised in Public Housing in the city under the most challenging of circumstances with a lot of the violence and crime and frustration and hopelessness. I still cant believe after living over 20 years of my life in the kinds of conditions that i am working hard to change every single day that i am standing here as your mayor. Had it not been for an opportunity, had it not been for my first internship at age 14 working through the mayors Youth Employment and Training Program at the Family School where i learned some simple basic skills. Now, i know technology has you more advanced than what i was back then. We actually typed letters on a typewriter. I learned how to speed up my typing, answer the phone. I got to tell you this is how i answered the phone the first day. Hello. Who are you looking for . They were like, no, london, you need to answer like this. Hello, this is london breed, how may i help you. Thank you for calling the Family School. Okay. So i had to write it down and repeat it or and over. It was stuck in my head. Basic skills what it is like to work in an Office Environment and to change my attitude and improve my Customer Service skills. This organization because of my work in the summer only had enough money to pay for me to work during the summer and because i basically worked hard and stuck with it, they kept me see in this internship year around and paid for me to be there directly. That was really how i was able to make money in order to afford the basic things the basic things people take for granted to buy School Clothes and help my grandmother with bills and allow me to focus on school and go on to higher education. I ended up going to uc davis and graduating. I got my masters from the university of San Francisco. Let me tell you why this program is so important because the neighborhood you grew up in, not everyone had a chance to participate in the mayors Youth Employment and Training Program. There wasnt enough funding to make sure everyone got a slot, and so, sadly, i have been to far more funerals than i can count because of gun violence in my community. Sadly, i still have friends and family members behind bars and many suffering from addiction and other challenges. When i think about even my own family losing my sister to a Drug Overdose and having my brother still locked up in jail, i think what if . What if an opportunity was available to them, too . Why wasnt there an opportunity available to them . I dont want to operate in what ifs. I want to operate in a way that prevents something that happened to my community, something that happened to my family from ever happening to any other young person in the first place. That is why i started opportunities for all. Because i wanted to make sure that kids in San Francisco no matter what part of the city you live in, no matter who your family is, no matter what school you go to, money should never be a barrier to your ability to succeed in life. That is what this program is about. I want to make sure that when we have all of these incredible opportunities in San Francisco to work in so many different industries, when people are looking for folks to about, they are looking right here in San Francisco. When people are looking to make sure we are investing dollars in preparing you all for the work force, they are preparing and spending their money on all of you to make sure that you are successful. I want you to have amazing lives, amazing careers, and i want you to be able to afford in the city you might have been born and raised in. [applause. ] this is about creating a new normal, breaking the cycle sometimes of poverty that has existed in too many of our neighborhoods. This is my dream. When i have the opportunity to basically be mayor and run this city, this was the first thing i thought about. I am so excited to be here today. We launched the program in october, we are doing it this summer. We have 3700 participants so far. As i said, no one is turned away. I will speak to some of the companies here. We need you to accept more students, to work with us to make sure kids have more opportunities. When we have someone with an interest in working in a particular field, we have a place for them to go to learn about that particular field. That is what this program is about. I want to thank the major sponsor of this program, Alaska Airlines and at and t for making a significant investment along with so many other people. The department of children, youth and families, of course, through my budget we committed 8 million to this program. I am dedicated to making this work and providing you with all of the opportunities possible. I also want to thank a couple of city agencies that basically answered the call. I want to start with the department of public works. They have hundreds of internship opportunities available as well as the San Francisco police department. Thank you, chief, for being here and the opportunitying you provide to our young people and the San Francisco airport. When i think about the San Francisco airport, they are taking on 200 young people. There are so many layers, administrative, human resources, security, luggage. There are all of these Different Things that happen in the airport, and i am just so excited about what you all are going to discover this summer. I used to listen to kmdl. I remember when renel got engaged to tommy moon and the first africanamerican woman announcer in baseball. What is the baseball thing called again . The hall of fame. You were in the hall of fame . Never mind. She is here. She is making moves. I want you all to be prepared to make moves. When you show up late and you are criticized, take it in and learn from it. When you have one trying to teach you to do something better, be open minded. Put aside your sometimes i am not saying all of you. I know i had a really bad attitude. I had to basically get an attitude adjustment to keep my job. The people working with you, they want to support you. They want be to grow and succeed. Please show them respect and appreciate and work hard taking in every minute of the opportunity. Advance, grow and do whatever your hearts desire. Have a good time this summer. When you are at work roll up your sleeves and get the job done. We are counting on you all to be the next generation of you folk to take over the city. One of you can be a mayor. May 17, 2010. That is the day the police took me away from my family, friends, dreams. They werent in the right house. The man who murdered the 17year old boy lived a level above me. May 16, 2010. That was the day the police took me. May 16, 2010 is the day everything changed. That is the day they should haved me in mysoline. I am 7 years old. May 16 is the day i died. I was murdered by the officer. He faced a penalty. They didnt see me as a child and just saw my skin. I had my whole life ahead. It makes me angry. Following my death my daddy was introduced to 30 years in prison. Not only is my mommy mourning me. My dadtys life, too. It was his gun that o kens killed the boy with. Is it the justice my mommy gets why a man kills her black daughter and takes husband to the pen. How can a man murder a 7 yearold girl and be dismissed of manslaughter and firstdegree murder and seconddegree murder in a world with a supposed fair justice system. Mizmy daddy is guilty of murdern the second degree. If they had proof to accuse it sounds contradictory to me the black man and the white man is free. What hurts the offer is still on the ped. After this my mommy piece by piece he couldnt give my mother apology. Thank you for that powerful presentation and reminder what we are dealing within the inner city communities every day and how much more work we have to do. When i was thinking about todays event i was thinking about my own teenage years and my first summer job. A lot of the things i learned are things i take with me today. I grew out in sacramento. There werent a lot of female role models the road to college was the exception. Most folks didnt go to college. I wasnt sure what i was going to do after high school. I was 16, i got a job at a ice cream restaurant that just opened. I learned a lot of lessons in that first job, similar to what mayor breed learned. One of the molt mottos was if you have time to lean you have time to clean. If you werent scooping ice cream or helping a customer you were restocking hot fudge and whip cream. You learned this strong work ethic of making yourself indispensable and contributing in whatever fashion possible. I use that motto with my teenage sons. One of the things that was helpful to me in life. The manager of the store was a woman who was a great mentor and opened my eyes to Different Things in the world. One of the things she discovered was the ability to write and communicate well. In addition to your ice cream duties we make you the official pr manager of the store. We have you in charge of the special events, ads in the local weekly reader, maybe write press releases and so i took that opportunity and ran with it. I realized, sherie she saw it i. I graduated from berkeley many years ago. Then it launched a 30 year career in communications and pr. I went to work in the Mayors Office as the press secretary in the early 1990s. 23 years ago i got a job in communication was the San Francisco giants. Here i am today. You never know where you will find inspiration. It could be your first summer job. It sounds like the opportunities in the city are more exciting than the ice scream store in ice cream store. You never know who is your role model. It could be right here in the Events Division or helping us build mission rock and housing and opportunities. I wish you all the best. Three had boots on the ground in the Community Reaching out, conducting signups for young people including the Jamestown Community center. I am the executive director of the Jamestown Community center, one of the oldest Youth Development communities in San Francisco. I want to thank mayor breed for her vision. It is an incredible investment in our youth and august and ack. I am an immigrant. Mize parents didnt speak english and didnt have connections. I am here today because i had mentors of people who helped me graduate, apply to college, get the first job and that is so important for immigrant youth and youth of color whose parents dont have a lot of social capital. They dont have people to connect them with jobs, paid internships. When your family can hardly buy groceries, how can you take an unpaid internship for two or three months during the summer. At jamestown we were lucky to be included in this amazing opportunity and we ran with it. We have a Program Designed buys our director where we had girls at Hilltop High School for girls who are pregnant while in high school. They designed and sewed the costumes for the 3 00 costumes. They put it together. Then they saw all of the youth from the community all the of black and brown kids being celebrated on television with a community clapping after them. What an enormous wonderful gift. Thank you, mayor for that. Yesterdayir had the great pleasure of doing the training for 50 High School Youth working in our programs. We had them go through training and lesson planning. We had them vision what it would be like to be a little kid going to Pacific Heights in the skin we are in and that is a teaching moment. We want them to own this city. This is their city. We are included socially and economically. It seems the elder peers are now going through a path to an educational
