And a lot of people say well you cant go negative on the World Reserve currency they also said you can ever print a negative Oil Futures Contract they said you could never print and negative Interest Rate on a sovereign bond thats already happened and think about Warren Buffett 1st 2nd i mean i pity him at this point because he says he doesnt like stocks and hes hiding out in cash but his cash is about to go negative returns but negative Interest Rate on his cash is going to be losing money on his cash pretty soon and he said i would never own gold and i would never own big point so the only 2 life for Warren Buffett at this point are bold. And hes out of pride hes going to stick on his negative Interest Rate cash and he wont buy stocks so hes already underperformed the s. And p. For 15 years this is going to his career as basically a glorified Money Market Fund that was around nowhere that. Everyone will just forget it. This is the one business show you cant afford to miss im french born washington coming up. In the past days there were 7 province in the reporting confirmed cases and the number of cases from. Continues to grow. And as economies have taken steps to reopen new searches in the copen 1000. 00 virus have dampened hopes of a quick opening of the Global Economy plus the much anticipated big cohen having 2020 has arrived but what exactly does that mean we have a boom bust panel on hand to break it all down and have the pandemic continues to take a bite out of business how will small restaurants fare in the wake of the outbreak we bring enough food guru to dish out what may lie in store packed show today so lets dive right in. And we lead the program with some moves to reopen economies hit hard by the coronavirus pandemic spain will launch phase one of their lock down exit plan monday but many restrictions will remain in areas that were hit hardest by the pandemic in the country now meanwhile france will ease some of the worlds strictest measures which have included the need for permission forms just to leave your home now some children are actually going to return to secondary schools in norway and denmark is allowing shops to reopen and in the u. K. Prime minister Boris Johnson announced that starting this week people would be afforded unlimited outdoor exercise instead of the one trip per day rule that was currently in place saying. He hopes to announce plans to reopen schools stores and some in the Hospitality Industry in the near future but as the autonomy is beginning to look to reopen and social distancing measures are relaxed there are some concerns that new outbreaks in south Korea Germany and china may actually slow a broader reopening so lets take another look look at the Global Trends and spread of the coronavirus with our chief correspondent sorry to have a day or so where are we today sobrang globally more than 4100000 people have tested positive for the corner virus and over 284000 people have died now here in the u. S. There have been over 1300000 confirmed cases and more than 80000 that but countries around the world are working very hard to flatten a curve and by flattening curve it means when a country has fewer new cases today than it did the day before and now on a trend line of total cases a curve looks how it sounds flat and this chart shows the daily number of new cases for the 10 most affected countries based on the number reported of deaths now whereas there are countries that have a lot more cases like russia and turkey for example these 10 countries have the most deaths and they include france the netherlands spain u. K. Germany u. S. Among others not a month from those 10 countries 5 countries are actually going down and cases which are the u. S. United kingdom italy spain and germany at the bottom which shows up right now here and now there are also 5 countries from the 10 countries that i mentioned that there are 5 their average of new cases is actually going up at the moment which is friends brazil belgium iran and the netherlands so whereas countries. Are leading with the reopening and relaxing some of these countries are just going up in cases and what about these countries that are leading the reopening efforts what are we looking at there. So this is whats happening countries are relaxing their lockdown measures then all of a sudden seeing increasing cases now were seeing that right now with china which reopened weeks ago but it was on today reported its 1st cluster of new infections since a very strict quarantine was relaxed in early april so thats a major setback for china and then there is south korea who had been encouraging people to cautiously resume their everyday lives but over the weekend bars and nightclubs in seoul were ordered to close after 34. 00 new cases reported on sunday which started from an outbreak of one of those nightclubs and then theres germany thats also seeing infections on the rise just days after the country its a lockdown instructions and of course we see the same thing happening right here in the u. S. As states started and now and seeing reopening after they were guided by data and advice of medical experts despite not meeting guidelines by the federal government and Public Health officials and this is apparent if you look at new york which on sunday returned to the level that he was when they issued a state of closure of nonessential businesses nearly 2 months ago and brand you are early you mentioned u. K. And which also is leasing easing lockdowns and in order to avoid another outbreak like the other countries Prime MinisterBoris Johnson and now its on sunday that britain will it will be imposing a mandatory quarantine on travelers arriving in that country by air so britain is doing everything they can after relaxing their nearly 7 week lockdown so that we dont have another outbreak and quickly can you tell us about the mortality rate and how that differs country to country yes so. I have a chart that they going to put up here so this shows immortality rate so whereas countries like the u. S. That have the most stats their mortality rate percentage is at 6 percent and then youre seeing countries like village him that dont have that many deaths but their mortality rates are much higher at 16. 3 percent and for example netherlands add 12. 7 percent and then you have countries that have a lot more numbers like again like russia and turkey but theyre not even on here because their mortality rates are much lower than the least of the germany which is 4. 00 so a lot of times the numbers of deaths and then you kind of have to look at also the murtala the lower rates and that really shows whats happening in terms of outbreak in that specific country bred are 2 correspondents are having your thanks for keeping us up to date. And as a reminder you can always find the latest news and information regarding the coronavirus on portable t. V. s coronavirus tracker us equities are mostly flat monday with the exception of the tech heavy nasdaq which extended its gains to 6 trait trading days facebook. And google all traded up on the day continuing positivity for the socalled fading stocks to go over market moves and some other Economic News of the day to bring in cohost Christiane Christie thank you so much for joining us again today now markets are a bit muted on this monday as countries around the world attempt to reopen and lift lockdowns whats going on there. Was cited as mentioned investors are worried about the possibility of a 2nd reinfection especially with germany and south korea now reporting a huge surge in coven 1000. 00 cases now now in the markets where about an arms length away from all time highs and pretty coronavirus levels and that doesnt really make sense so we just got news of how bad 2nd quarter data was in terms of g. D. P. In terms of unemployment levels so there really is a disconnect between sentiment and the actual market now given this the market is clearly at over bought levels even as it is pricing in expectations of this grand reopening the s. And p. Right now rallied more than 33 percent ever since hitting the rock bottoms in march of 23rd and while most of them were large caps as you just mentioned is the fang stocks leading its facebook its amazon Netflix Google as well as microsoft and disney those are the large caps that are leading and theyre the story right now theyre playing out leading all of the other equities higher however the real story remains to be cyclicals and that includes the oil names the industrial names the energy names the financial names also the backbones of the entire market and when you look at cyclicals that really tells the full story underneath all of this high flying tech those are actually still down about 24 percent within the past 3 months and that is really concerning because those name pry the entire foundation for the entire market where tech is. Viewed as more speculative now kristie as the crow virus related news is kind of slowing down i want to say the virus is slowing down just the news is we are starting to see the focus once again shift to u. S. China ties whats going on there. Well there is a bit of tension because everybody is trying to play the blame game and right now china is pulling back from the u. S. With their Foreign Direct Investments declining to the lowest since 2009 for comparison in last year china in the same time to china invested 2000000000. 00 in the u. S. Economy this year were only at about 200000000. 00 Venture Capital flow also had solved very steep draws and both directions so this pandemic could have been an opportunity for china and us to kind of come together however besides both sides playing the blame game it is creating a bigger divide as every single government continues to engage in trying to point fingers to see whose fault this is kristie i want to hit on another big story here and i know youre going to be really excited about so for that lets bring in. Ben swan as well now monday is one of the most anticipated days in the world in the years weve been weve been telling you about the upcoming bitcoin having for several months but what the world obviously did not expect to see having come at the center of a worldwide pandemic traditionally a big point having means a boost in the price of bitcoin but this time around what will happen is anybodys guess so but i want to actually pose this 1st question to you to give me an actual explanation as to what exactly the having is. Having versus all sounds like something from highland there right is how its. Going to be even more exciting than it actually is but it actually is the miners the people who technically mine because the amount that they get when they mine is essentially cut in half its a technical adjustment that takes place and its actually under the design of that coin that this happens every few years until eventually the amount that is mine goes to 0 that is the goal here and so the goal ultimately for big. Point is that there is a fixed finite amount of big coin that would exist in the world its supposed to give big going some of its actual value unlike all the currencies we see right now unlike whats happening with the u. S. Dollar and whats happening with currencies worldwide where everyones just printing them to oblivion theres a set of coins so on monday around 5 pm eastern were going to see the have the take place and so the question becomes what happens to the value when the price of that coin as a result of that. So what about the it is creating doubt here in terms of what might happen with bitcoin price. Well traditionally big coin has seen a historic rally into this have a however this year its a little bit different were kind of stuck underneath the 10000. 00 mark and the lot of that is propagated by the crown of virus because there is less liquid capital however on the flip side of the story you also have huge billionaires such as Paul Tudor Jones saying that now 2 percent of it at total assets are now and that he sees this as a very viable hedge even though its new its only 11 years old he sees this as a very fallible head and that every single year that big point exists trusts in the community and trust in the Network Grows so we are going to see a lot of volatility because given the current of pandemic there is a lot less liquid capital there is a lot less money floating around but then on the flip side of that the more the government and the legislators they print additional money people are going to look to something that actually stores value that actually has scarcity value and when youre comparing Something Like that big wins on every single one of those levels when you know whether youre talking about your ability court ability scarcity fungibility verifiability divisibility all of that the only only instance that comes up a little bit short as compared to fear its going to be its a stylish meant and given the fact that its only 11 years old. How volatile is because right now and where is it go it. Was as christine just said i mean big point has been somewhat volatile lately i mean we saw it go in the last. 24 hours just above 10000. 00 in that it dropped by 10 percent and its hovering on monday around 8600. 00 but the end chris is absolutely right when she says its struggling right now to hit that 10000 and hold that 10000 mark but there is a lot of reason for that but its also important to remember that governments around the world have already recognized the value of Digital Currency they are all moving towards it the United States probably more slowly than others but you have countries like india that are are fast moving towards Digital Currency in fact theres an indian city that is as of right now because of the pandemic is saying that theyre moving completely to Digital Currency so i think were seeing that happen more and more the question is does big coin remain the standard and does big coin remain a truly decentralized autonomy as. A currency as opposed to what happens when governments do it will never be a thomas when the government creates a Digital Currency and it will never be decentralized the very nature of government currency is to have a centralised so i think were big does have this opportunity along with other coins as well has the opportunity to really push forward in this moment is to say you cannot trust that governments will do what they say theyre going to do and so thats why we need the centralized currency christie finally about 30 seconds here but has been quite been able to thrive during this pandemic i mean i know its been more volatile theres been some bounces but is it doing what you would expect at this time. It actually has because during this entire pandemic especially if you look at countries like venezuela argentina Trading Volume has never been higher since thats and weve always said that in times of crisis this is where quite a currency really shines and youve seen o. T. C. Entraining line just go off the charts and venezuela and argentina in those 2 countries predominantly boom bust cohost ben swan and christiane thank you for that expert analysis on this. Time now for a quick break but hang here because when we return as Small Businesses continue to sizzle out in the midst of the copen 1000 pandemic i will small restaurant survive as the virus rages on we bring in a true veteran of the sector were. When we come back as we go to break here are the numbers of the clothes. You cannot be both with the yeah you like. Me. Please. And welcome back more than 80 percent of Small Companies in the United States believe the coronavirus pandemic will affect their business for at least 12 to 16 months now this according to this survey conducted by Global Payment Company beam which has helped thousands of Small Companies apply for loans under the governments 660000000000. 00 Paycheck Protection Program now the survey also found nearly 90 percent of businesses polled are also preparing for an economic downturn that will further stall business Government Data released last week showed unemployment in the u. S. Skyrocketed to 14. 7 percent in april and government Officials Say the jobless rate could hit as high as 20 percent in may 1 of the sectors hardest hit by the pandemic has been restaurants here in the u. S. The industry employs more than 15000000 people across more than 1000000 establishment many of these small local businesses for more on that how the endemic has affected the Restaurant Industry were joined by Andrew Zimmern 4 time James Beard Award winning t. V. Personality chef activist and creator host of m s n b cs of whats eating america enter thank you so much for joining us today. Great to be here now youve been well connected to the independent restaurants throughout this country while many have been able to provide some sort of service it has mostly been limited to take out and delivery now what kind of pain is actually being felt in the industry amid all of these changes right now. Tremendous amount of pain there are operators and theyve been well documented who have made the successful pivot and because of the nature of their businesses the set up of perhaps multiple units of the same city block or other advantages that are built into their own businesses theyve been able to make a go of it doing to go and delivery foods 99 percent of the restaurants its merely a drop in the bucket and its not a long term viable solution you can only bring back a small portion of employees youre in most cases not even able to cover your rent and your fill of these a lot of restaurants are doing to go and Delivery Service and Community Resource kitchen work as a way to sort of stay relevant stay open stay in front of their customers and be visible in the Public Square and it sounds like and i want to go right to the idea of reopening here because it seems like this really isnt going away and things are certainly are going to return to the full normal for at least 18 months right so what is it going to look like when these restaurants do start to open back up i mean theres got to be some concern there that just customers alone are really going to want to go sit in a crowded restaurant despite the idea of actually being able to get out there and then also have all these employees and food and everything is a concern that restaurant tours are having right now. An incredible concern restaurateurs themselves in general are the most caring and considerate Business Owners that i know of remember these are the people who like 1st responders rushed in when the towers fell rushed in to post katrina to feed people restaurateurs dont get into this business to get rich they get into this business because the magic that they see that happens when 2 people sit down over a plate of food in their eatery and what theyre looking at right now is a situation where they cant even take care of their own employees safety let alone then be able to bring gas into the restaurant its going to require. Organizing the internal infrastructure of the restaurant how employees enter the building how the actual physical line set up is how food is passed from area to area before it goes out the door this is the difference between doing to go business you know 1520 percent of what your total was and being fully open for business on a weekend evening in a restaurant the rest or a tourist that im involved with on several national and statewide coalitions are all expressing an insistence on getting the the safety right for their employee is and then pushing that outward to the guests people as good as guests when restaurants reopen were going to be a 25 to 50 percent of volume for quite some time tables have to be taken out youre going to have to have a different system of food delivery a different system of menu a different system really for everything in the restaurant has to be recreated now there are also reports and i see them here in minnesota in other cities of restaurants who were doing casual service who are now just doing fast casual other words theyre able to pivot a little easier because the make up of their physical space well and i think thats what i mean obviously fine dining may be a higher ticket item but its really you know there are still some Small Businesses who have that fine dining or mentality but those are going to be harder on the take out and the delivery i correct about that. Well yes and you know you also have to remember i believe fine dining when we look you know 141618 months down the crystal ball route i think theres always going to be a man for super fine dining at a very high level i think at the very bottom of the tier the fast food sector is going to figure this out really really fast theyre almost ideally suited for limited. Customer contact anyway its all those restaurants in the middle the independent restaurants and thats why you know i would became a Founding Member of the independent Restaurant Coalition for people who are really interest. Did in delving deeper into the issues i would insist they go to save restaurants dot com we believe very much in 2 very very important things right now number one p. P. P. Has to be fixed or backstopped extended in some way so it actually makes sense you cant have an 8 week bandaid for an 18 month problem right there restaurants who wont even by state mandate be able to be open during the time that their 8 week p. P. A. Loans are available to them i have 2 restaurants in that very situation and then we need a Restaurant Stabilization Fund we need a long term sustained support of this industry so that they are open for business and the reason we need it is that were the 2nd largest employer in america right behind the Defense Department i mean youre talking about 11 to 15000000 employees in a trillion dollar business that pays 20 percent of trust taxes in many states its an incredible number and you also have to remember that its a special business 95 percent of every dollar that comes into a Restaurant Goes out the back side its a very low margin business but that means it puts a ton into local city municipal and state tax coffers as well as is a huge part of our Tourism Industry and before it comes in the front door its a ports all those farmers and avatars and you know honey makers and fishermen it is an incredibly incredibly diverse ecosystem that actually becomes a multitrillion dollar industry when you take a look at it in the socio should with its support of structures air im so glad you dressed all of that stuff and especially what you guys are doing the ira say because i was going to get there but i want to hit on one last point before we wrap up here youre known as a world traveler with programs covering food throughout the globe now how is this affecting eateries outside of the u. S. That may rely on tourism or just people being out and about on the street to enjoy like street food that you might see and someplace like southeast asia. Well i mean one of the things that i think is going to be true no matter where you are whether its a a jungle market in the middle of thailand or a beloved pizzeria in naples Consumer Confidence has to be there before you can get customers in the door thats why the work that restaurants are doing to make their own businesses safe casual and slow and very intentional increase in business is vital i saw yesterday that dot mckelway one of the most famous 100 year old pizzeria in naples my favorite place to eat pizza in the world just reopened 2 days ago but theyre only doing to go business right now now this is a restaurant that didnt close during the cholera epidemic didnt close during world war 2 but it closed for this pandemic we are truly in a once in every couple 100 years type of global ambiguous and uncertain situation and i think every restaurant every Street Vendor every casual eatery is going to have to take care of put on their own gas mask 1st before they can start serving others the way we were 6 months ago you know and or i could i could honestly pick your brain about this for an hour but for time James Beard Award winning t. V. Personality enters them or thank you so much for joining us and letting us that insight today thank you. And thats it for this time you can always check us out on you tube dot com slash boom bust r t c n x that. You could buy it is the in haiti will you please these are this is. That were rationing dying on some of the wealthier neighborhoods its been far more contained in the numbers are much lower than some of the more a neighborhood the start city its increasing were working with going to source outside of state because theyre just so d in their year so i think that it was. 6 guys or financial survival. When customers go buy your do stuff. Then else well reducing our. Thats undercutting but whats good for market is not good for the Global Economy. We go to work so straight home. During the vietnam war u. S. Forces are also. There was a secret war. And for years the American People did not know. How much it is officially every country per capita. Millions of unexploded bombs still in danger lives in this Small Agricultural country jordyn wieber. Even today kids in laos full victims of bombs dropped decades ago this is the us making amends for that tragedy and. Help to the people need in that little. Welcoming our viewers from around the world live from Central London this is all to u. K. The kremlin Spokes Person to meet 3 tests positive for corona virus becoming the latest top official in russia to catch the disease will be getting reaction from moscow. Citys chancellor ritchie soon economics is the governments Job Retention scheme is to be extended until october box with businesses to share the financial but. Interpol issues a red noses and sick kudos charged by u. K. Police for the death of british teenager harry hear from the family spokesperson. A focus group begins legal action to force an inquiry into the Health Service failings in providing personal protective equipment well be hearing from a member of the group. The kremlins spokesman Dmitri Peskov has been taken to hospital after testing positive for corona virus. Well if weve got anything over the last couple of weeks and months is that things with coronavirus change of bite the minute and indeed a story thats just come in in the last half an hour or so is that spokesperson for the russian president thats to meet she has tested positive that 19 now we dont know too much at this stage we can say that he confirmed to himself he said that hes now in hospital and that hes getting treatment is a really familiar face and russias press secretary hes seen by the russian president s side of the majority of Public Events he says that the last time he came into contact with the last month was a month ago now this makes him one of the few high Profile International figures who have been infected we all of course remember the u. K. Prime minister Boris Johnson but with specific gods to Russian Politicians the Prime Minister tested positive and doctors say hes now on the road to recovery since then both the construction and cultural ministers have been infected now today actually marks the 1st step towards returning to normal life because often announced yesterday that the country would start shedding lock down restrictions today cool sectors of the economy like construction agriculture got up and running again and must go alone around hoping 1000000 returned to work this tuesday but thats not to say its business as usual given how russia is that no one set of rules as to how this is going to be done each govern in various corners of the country lets remember russia has 11 time zones will assess the situation on the ground and decide which restrictions can be eased which need to remain so for example in some siberian cities people if they will come in parks and popping in to reopen to close shops but medicare most of the countrys hotspot weve been told to continue south isolating until may thought so the regions going at the pace as they tried to fire up the economy again want to take all the necessary safety precautions and just as the country started to see perhaps the light at the end of the tunnel. A sad story actually broke a fight in 1000 patients who are being treated in an i. C. U. Incent petersburg died after a fire broke out thought that the fives triggered actually by an electrical fault in one of the ventilators but the governor said the passion is in the past its a fact ration of over 150 people the good news is that the fire has now been put out so really does just kind of a round up of what the crowd of buyers landscape as you look at night here in russia today. The British Government has extended his job return sions scheme for a further 4 months with the chancellor revealing that companies will also pick up a share of the belt already came out it was dash he joins me now with the latest the chancellor has he given us any real detail on this well its actually a further life find that hes given to over 7000000 people that currently being supported by the government further scheme it comes after the charts ahead and announced that the government will be extending it by up to 4 months while until the end of october by that point means the government would have stepped in for over 8 months until the end of july there would be no changes whatsoever. Then from august to october the scheme will continue for all sectors and regions of the u. K. But with greater flexibility to support the transition back to work employers currently using the scheme will be able to bring furloughed employees back part time. And we will ask employers to start sharing with the government because of paying people salaries full details will follow by the end of may but i want to assure people today of one thing that world change workers will through the combined efforts of government and employers continue to receive the same level of overall support as they do now. Now initially there was much talk of the founders scheme would only be able to cover those that are receiving the photo scheme of 60 percent of their salaries now where shes do not today confirm that thats not the case and that they can receive the full 80 percent anything up until 2500 pounds of their salary not just to bear in mind the government at present is spending over 10000000000 pounds on this photo scheme so now the plan is to move to transition into a different sort of scheme whereby the government will share the cost with private companies to try and alleviate that full but the government also wants to introduce a bit more flexibility when it comes to this scheme to try and allow people to on the one hand receive the funnest game but at the same time also transition go back to work even on a part time basis basis thats from july on words thats all part of the governments plan to get britain moving once again following of course Boris Johnson the Prime Ministers announcement just yesterday offering a road map of an exit strategy out of this lock down scenario yesterday though it sounded very much like number 10 wanted to get as many people back into work as early as tomorrow however there was severe criticism when Boris Johnson announced an implied that was such was the case because many people said all the workplace is safe enough to do so where are the governments guidelines to make sure that they are well as promised the government has now published these guidelines and it includes asking employers to put up screens or barriers between employees in order to keep them separated in the workplace it also advisors that workers be placed into fixed teams or what place partnerships so that each employee only physically works with a reduced amount of people at any one time a back to back or side to side desk arrangement is also recommended in the office in order to avoid people sitting face to face and the government continues to recommend of course frequent hand washing as well as cleaning the Office Environment and showed you know what a bomb the latest just because well according to the official. Government figures theres been a huge leap of 627. 00 deaths in the last 24 hour period it jumped back to the higher levels weve seen taking the total to 32692 deaths across the United Kingdom since the pandemic broke out but there are concerns that this death toll as you can see is that 2000 mark could be a lot higher around the 40000 mark according to the office for National Statistics that would mean that the uka in the United Kingdom is not only the worst in europe by far the worst in europe according to these figures now the scientists really look at the number of excess deaths or extra deaths which is calculated by looking at a 5 year average at what any one point in time across the year and then it comparing it to the number of deaths during the corona Virus Outbreak so the ins data shows that in the weeks leading up to may the 1st there were over 8000. 00 excess deaths in england and wales if we look at the total number since the outbreak began we can see there have been over 45000 invention grounds this year and in relation to care home specifically since the beginning of the outbreak have been over 8000 care home deaths but kovac 19 was mentioned on the death certificate but despite the concerns over the care home epidemic this weeks weekly death toll in care homes is down from the previous week by just a 1000 but it also must be said then that the extra deaths has declined for a 2nd week running which somewhat indicates that the lockdown measures have been working shadier thanks so much for all events be group of scientists offering the government alternative expert advice on coronavirus as criticize the latest stay alert strategy set up as an alternative to the official Scientific Advisory group for emergencies and chaired by former government chief scientific advisor david king the group soon is that the public needs concrete advice it also says that the governments plan wont ensure. Pression of the epidemic and has criticized the test track and trace policy as misguided but for more on all of this i was joined by the groups chair former chief scientific adviser david king and he told me the phrases such as stay alert leave it up to the individual to decide whether they are doing the right thing and thats simply not going enough i think what what our group of experts were concerned about particularly the behavioral scientists was that the phrases stay alert and control the virus or not with advice closely linked to action its almost as if these 2 phrases with chosen so that the members of the public are really left to decide them for themselves what action was meant they were alert and controlling the virus and we feel these are really wrong messages and ignore the advice from behavioral scientists not asking the public to really exercise some sort of common sense here rather than giving absolute concrete regulation in effect. Thats exactly what to criticize and i think that when we see the change from their advice stay at home those 3 words very clearly with telling us what to do whereas these new phrases like stale. Control the virus or very much parsing it over to the individual to decide if you are really in controlling the virus what you are doing and i i just think this is a very ineffective way to go with for example the business of washing hands and keeping the area of the face clean and not touching it with their hands the eyes the nose in the mouth these are very important things to do to change the behavioral traits of people in managing this epidemic i think we actually also in terms of the need to look at how we come out of the lockdown we wish to see the government repo kissing its own vision on finding every case tracking and supporting contacts ensuring in effect to Community Quarantine policy of 14 not 7 days most elation with suppression to Public Knowledge of and Health System capacities in place to identify isolate test and treat all cases. Interpol has issued a red notice for the suspect who allegedly killed a british teenager in a Road AccidentInternational Wanted notice 6 to track and arrest and secure as the wife of a u. S. Intelligence official sickness is accused of hitting 19 year old harry donald driving on the wrong side of the road in august last year she fled britain after the accident claiming diplomatic immunity in a sense been charged by the u. K. Police with causing death by dangerous driving the u. S. Has refused to extradite her but this latest notice could result in her arrest if she leaves the country for more on all of that im not joined by the don family spokesperson rod singer rod thank you very much and date for being with us now if this is a step forward i suppose book but what does this actually do though this notice. To the 1st point though a good option is it exactly as you describe it so if she sets foot out of the United States this notice thats been circulated worldwide to every police force. Requires them to locate her arrest her and then return her to the United Kingdom so she may never leave the United States but more importantly than that bill is that its now clear that the authorities in the u. K. Are happy that she did not have diplomatic immunity because you wouldnt serve or circulate a red notice for somebody who had committed a crime and fled but was a real diplomat so the real significance of that is we are a massive step closer to having her because she is a fugitive on the run and you cant have the United States harboring fugitives they really have no choice now she has to come back and she will have to leave the u. S. Though rather than have any chance of a rest and shes not likely to do that on their own volition issue. Care point. At the moment but you know this this comes down to donald trump hes the Decision Maker as we know in washington and at the moment youre right the is refusing to send her back ultimately weve made we may well need to wait for a more right binded a reasonable president to come into office in washington somebody who believes in upholding the rule of law and were certain that she would be sent back but theres lots of dialogue going on to make it happen now i can also dialogue going on and despite the fact they may say that a change of president could alter the circumstances but is there a chance that trump could change his mind over this how can you pressure him well look as we all saw i think as weve all seen over the last few days his behavior is incredibly erratic we dont know from one minute to the next. So its a bit difficult to. Gauge at the moment but you never know you may wake up tomorrow morning and be so sped up with all this. You know chaotic crisis that was created by this you know halting abuse of human rights he may just decide enoughs enough is he has to go back all the all the momentum is in our favor now and what about the pritish Foreign Office could be doing more to well look they tell us that theyre doing everything they can to break her back that its raised regularly so look you know thats thats you know part of their job they have got to make sure that shes she comes back and im on 100 percent confident that she will as the Family Holding up at the moment not good thank you very much for asking its a terrible strain at the moment. They are. You cant be both with the yeah youre right. So what weve got to do is identify the threats that we have its crazy to confront a shouldnt let it be an arms race based on off and spearing Dramatic Development that only personally im going to resist i dont see how that strategy will be successful very critical time to sit down and talk. Shows seem wrong why dont we all just dont all. Get to shape out just to become educated and engaged with equals betrayal. When so many find themselves worlds apart we choose to look for common ground. And. The government has advised the public to wear Face Coverings in crowded places more prepared to go back to work as the transport secretary encourages people to make their own. We are not advising medical level p. P. Is used but absolutely would go against the Public Health england advice a raga that the target people should be used to the type that you make at home based on the information which is now actually on the government website and shows how to make p. P. Either from an old t. Shirt. One the reason for that is absolutely critical for medical going to be that we dont withdraw and compete with medical applications for p. P. So people should make their own p. P. Which is a Face Covering covering should be worn where social distancing is difficult such as on public transport and in shops people have also been told to face away from fellow passengers if they are unable to stand or to meet a distance in one Primary School children and Teaching Staff who shuttle to return in early june wont be required to wear one as its only useful when worn for a short time scotland is advising the wearing of protective gear while the Welsh Government isnt well thats as transport for london is preparing to restore travels overseas for all those returning to work in the capital its also released a statement encouraging all passengers to wear masks while travelling and indicated that Hand Sanitizer dispensers would be introduced on a discuss whether the public should wear Face Coverings ill be joined by Senior Consultant in Communicable Disease control dr bright pink kenya itll be just over an hour from now. A Group Representing thousands of british doctors started Legal Proceedings to force a Public Inquiry into the governments handling of sourcing personal protective equipment Doctors Association u. K. Says the investigation is necessary to ensure enough p. P. Is available for future waves of the virus it added that the department of health has a legal obligation to hold an inquiry under the European Convention on human rights the group also says families of deceased medical workers need closure. There has been recurrent and systemic failure of the supply chain leaving staff in some instances with the make shift all know people are action will bring an urgent Public Inquiry to ensure that lessons are learned and that shanleys are heard we need to ensure that no doctor or Health Care Worker is put in harms way in this manner ever again and the families of frontline Health Care Workers who have died get much needed answers around 200 Health Care Workers have died in britain since the pandemic started with several having voiced concerns over p. P. D. Shortages the legal action claims items such as gowns and visors were emitted from a stockpile started over a decade ago also questioning why a delayed order of girls from turkey was mostly defective and why the government refused offers of masks from private companies upon health said it couldnt comment on any legal action but that it is working to deliver a strategy designed to protect the n. H. S. And save lives when im not joined by a member of the Group Calling for that investigation dr neil thanks for being with us now there are already calls for a Public Inquiry into the National Response to the pandemic so why according to one specifically into p. P. Shows saved once are valid reasons further increase weve seen over to Health Care Workers die as a result of current virus the satiation u. K. Know about difficulties in the supply and distribution of p. P. To our research there are not for example its like that proportion of these tests where avoidable. This isnt about blame 1st and foremost about their investments for the future sate trying answers for the families of Health Care Workers who of interest paid off their lawyers to spend demick we believe the government hasnt got the patient both under the human rights act also the European Commission of human rights to investigate these deaths caused by this. We do believe an inquiry should be held if any russian you talk about the future though not not the past and the group understand he is saying that this inquiry is essential to ensure that medical workers are protected for a potential 2nd or 3rd wave of the virus so youre expecting when are you quite soon. So i think its a forseeable consequence that without a vaccine in place with only a fraction of the population ever been affected so far for cases where as a social distancing measures are relaxed its notable that will see the case of them is increased with respect to how about future ways will be or when they would occur this will depend on a multitude of different factors no time will tell but as little pump priming or if its a must if you look worst Case Scenario you think the governments not learned the lessons so far and that it will be acting as soon as it can because obviously for you to care and inquiry and obviously without it social distancing measures in place it is going to be very difficult to do that properly effectively isnt it so we are confident the resources to carry out aging agree i know the time scales of pretty tight but we believe we have to create information and data are very able to do that of course but even mindful of a Decision Just in the climate things are difficult at the moment but weve all had to adjust how it work can it doesnt mean that all of us created must grind to a hold so with the investigation you who are you trying to bring to account obviously we mentioned the debacle with the the import of defective protective equipment turkey and also private companies being denied the ability to provide this equipment so he who in effect will be under the spotlight in this inquiry. So it really goes towards the government and as a matter of fact it could be that the secretary of health. You know we know from our own data that the data dirty has been patchy thoughts come to make you mentioned about missions in turkey being returned we just heard a few days on the titles people being taken out of use because they were ineffective. Maybe these are so precious need to be addressed in the inquiry you know how this happened and why this happened in just over a decade really are you just finally confident though despite whats happened that the supplier p p s is now meeting demand we have enough supply if a 2nd wave of infections does occur. Such as the bus the golden question isnt there as you mentioned about the shipment and the p. P. These are all quite recent developments but not things that happened back in january february signed up and just last week or say. So therefore the worry is that the procurement and distribution processes that been going on oscillate effective if thats the case that we did we did investigation why thats occurred trying to have lost loved ones right and also just quickly that the government didnt what measures do you think well see immediately or all we seeing for them to address this issue right now though because obviously many of your colleagues still very concerned about their own safety while theyre dealing with this ongoing crisis absolutely so. Ourselves and in combination with a good look at it are hoping that in korea we put forward immediately in the meantime we need to see the government improve its procurement integration process is that all staff are protected from the virus from working and we need to show the day doctor nurse Health Care Workers that are put in harms way ever again. The families of healthcare workers who died get that much needed answers dr matt neal thank you very much indeed for fitting us into your shuttle today really good to talk to on this thank you. Month it comes off the Prime Minister announced that the 1st of june was the earliest possible date to consider reopening schools starting with pupils in reception classes those aged 4 to 6 and 10 to 11 if infection rates are low enough however secondary schools are likely to stay closed until september schools have been officially closed since the 28th of march the children of key workers and vulnerable peoples have been allowed to attend classes more than 480000. 00 people signed a petition calling only government to give parents the choice to keep Children Home if schools reopen next month all children are believed to be low risk there are concerns about them transmitting the virus between homes and teachers and staff the National Education union which backs the parents says that school simply designed to stop the spread of the virus parents are quite rightly concerned about the risks to their children not just at school but on that daily journeys to and from school this in turn threatens the safety of adult in the School Community parents families teaches heads and support staff social distancing for younger children will be difficult to achieve and for others that will be the issues of narrow corridors and classrooms that just arent big enough to allow social distant thing. Parents can be issued a fixed penalty notice if the child doesnt authorize absence from school and then this will penalty of 60 pounds is issued to each parent for each child but it could double if its not paid within 21. 00 days and even result in prosecution if not paid within 28. 00 days but the government has said that those rules wont apply to parents who decide not to send the children in during the current pandemic for more or less joined in the next by a head teacher and thats it for the moment ill be back with more including the governments daily Coronavirus Press briefing that will be in just over hoffa nothing from.
