Equity markets are starting to wake up as oil plunges this is the one business show you cant afford to miss and washington coming up its been a wild month for oil as the 12. 00 punch of the coronavirus in a price war have dropped costs to recent lows we take a broader look at the price of petro and what the future may hold plus the market volatility continues to hover around 10 year highs and stocks have been swinging in the wake of the pandemic we bring you some expert analysis on International Markets in trading in these Turbulent Times with a packed show today so lets dive right in. And as the number of cases of coronavirus worldwide eclipses 750000 with more than 35000 deaths the United States has become the epicenter of the pandemic with more confirmed cases than anywhere else in the world on sunday despite hopes of return. Into the the u. S. Economy to normal by easter u. S. President donald trump and now with the extension of social distancing guidelines through the end of april. The peak in death rate is likely to hit in 2 weeks nothing would be worse than declaring victory before the victory is one that would be the greatest loss of all there for the next 2 weeks and during this period its very important that every one strongly follow the guidelines have to follow the guidelines that our great Vice President holds up a lot hes holding that up a lot he believes it has so strongly the better you do the faster this whole nightmare will end. Therefore we will be extending our guidelines to april 30th to slow the spread. And Dr Anthony Fauci of the top Infectious Disease specialist in the u. S. Believes extending these measures is crucial to slowing spread of the virus and the cost of life yes we feel that the mitigation that were doing right now is having an effect its very difficult to quantitative because you have to dynamic things going on at the same time you have the virus going up and you have the mitigation trying to push it down but the decision to prolong not prolong but to extend this mitigation process until the end of april i think was a wise and prudent decision and on monday the director general of the World Health Organization echoed this same sentiment. We understand that many countries are implementing measures that risk strict the movement of people in implementing these measures its vital to respect the dignity and welfare of all people. Its also important that governments keep their people informed about the intended duration of measures and to support for older people refugees and other vulnerable groups. Governments need to ensure the welfare of people who have lost their income. W. H. O. Officials added that hard hit countries like italy and spain are potentially stabilizing due to these measures but it is not time to give up those restrictions death in the 2 nations now exceeds 18000 elsewhere in Europe Germany now has more than 60000 cases with just over 500 deaths as the world deals with extending these measures the summer olympics set to take place in tokyo have officially been rescheduled to july of 2021 and this summers Detroit Auto Show has also been canceled as family uses the venue as a temporary Field Hospital for treating those affected by the virus as always remember you can get the latest news and information regarding the spread of the corona virus on the portable t. Crude Oil Prices Fell to their lowest levels in 18 years as a lack of demand continues due to the coronavirus pandemic the west texas intermediate the us Oil Benchmark dropped by more than 7 percent early monday hitting a low of 1000. 85 per barrel before bouncing back just above the 20. 00 mark brant crude the International Benchmark lost nearly 13 percent dipping just below 22. 00 per barrel its lowest level since 2002 before rebounding slightly now as weve discussed on boom bust lockdowns throughout the world have caused prices to be cut in half over the last 30 days and it doesnt appear things will get any better as Analysts Expect global pecial demand to drop by 50 percent as the world continues to selflessly and social distance themselves which has kept them out of their gas guzzling Vehicles Energy consultant f g e claims demand in the u. S. Could drop by 5000000. 00 Barrels Per Day in april alone which would equal a drop in 5 percent in the Global Oil Demand thats just the u. S. Thats more bad news for us shell the u. S. Shale industry which has been losing billions and many producers are on the brink of bankruptcy and while crude demand is plunging there are no signs that the worlds top oil exporter and opecs top producer. Saudi arabia is backing down from the Oil Price War with russia which began earlier this month not only is saudi arabia not backing down from that oil price where for market share the kingdom has also pledged another major increase in its crude oil exports starting in may meanwhile russian oil prices on friday dipped to the lowest price since 1999 russian president Vladimir Putin and President Trump held a call monday in which the 2 leaders spoke about the situation regarding oil amid a broader conversation about the coronavirus and for more on the state of oil markets and the overall economy were joined by Todd Horowitz chief strategist at bubba trading baba always great to have you here today were seeing the lowest oil prices in nearly 18 years right now as we just mentioned much of this is attributed to measures taken to combat the spread of the coronavirus what do you take away from all of this. Great to be with you brant you know listen weve got markets that are oversupply before all of this started and then you cut into deeper we already have a glut so you see some heavy selling in a lot of pressure i think youre probably find a bottom here anytime soon you know again 2019 some around here because if you look out into the future now you see the price separation is getting much deeper and much higher so for example if you go out to to juneau oil its 25. 00 versus 20 so the spread is starting to why not would you say that once israelis itself we should start to see some buyers step in you know were getting to a problem price point where the shorts are going to start to go a bit nervous and i think youll start to see at worst a Short Covering it could take us back to 25 before keep because youre bound to see it going a tremendous amount lower although i am short id like to see it go a lot lower but i dont think it will it know how much of an impact are we actually seeing due to this Oil Price War between russia and saudi arabia once everything returns to normal with the coronavirus pandemic and maybe that that helps to clear that whole issue up will these oil go away or. Or is this going to be a continuing thing i mean i know youre saying futures are looking good in june but we really dont know how and how long any of these circumstances are going to last. 100 percent burn i cant say for sure but again look we know that saudi arabia and russia would like to put the fractures out of business to begin with right they dont want to show producers theyre taking away their business they dont like that the United States is the number one producer in the world of oil so i think were going to see is that pressures are going to remain however i think with a lot of the this stuff that the fed has done to lower Interest Rates to forgive some payments for a while it will help keep these guys in business and as we as if we get back to normal again we only are only speculating that it will be able 30th or may or june so we dont know what it was that as we get back to work will start using again and will hopefully start to leave some of that glove but at the end of the day i mean we have no idea how long does it go on for bucked the forgiveness of loan the free money will help the shell producers survive through this very tough time right now and i was going to actually ask about that because i mean youre right theyre getting some some sort of a we could call them stimulus measures or loan forgiveness not forgiveness but you know i mean delays on it so but in the end they have these rage with razor thin margins are all of these shell producers going to make it out of this particular issue that were having right now or is this are some of them just are going to cut it. Some american to make it burlison some are very tight budgets to begin with right there already you know on a shoestring before all this happened when oil was at lets say 35 so now theyre probably in trouble well lose a few but again in a true market a true free market others will pick up the slack and theres plenty out there to go after and theres plenty of people willing to go get it so the Weaker Companies will say it will fail but destroy our companies will hold and again but i dont think the failure rate is going to be happen as fast as we would think it would because again between what theyre trying to for Small Business with some of these. Loser Small Business so theyre going to be able to pay their employees is that putting on employment which means that they get to stay in business without any risk because again the government is going to pay those employees and pay them which allows them to keep their people working and that can fly in and around employment so theyre just paying unemployment a different board by trying to keep these Companies Operating now i want to move off of oil for a little bit here and well talk about a little bit the latest regarding the virus and President Trump had hoped to have the u. S. Economy humming along again by mid april but is now distancing measures have been extended through the end of april what is this doing to the u. S. Economy and i know there was a big movement for people to say hey you know if you take the lumps lets all go back to work and get things going and do that for america which is kind of a bizarre thought but what do you make of all of this where we had with the u. S. Economy when this is all happening. Why is it right you know that i thought we were in the early stages of a recession before all this coronavirus started i think we got some trouble here look at the end of the day heres where we are right weve got companies are going to slow down weve got nobody producing and were not going back right to buying and shopping i mean listen youre still going to have all the sports stadiums are going to be closed all that river not revenue thats generated Everything Else that creates population and people is going to be closed so were not going to be producing there and a lot of these other stores and recent retail outlets are not going to pick up suddenly were not going from 0 to 100. 00 in a week or a month there are 6 months this is a take a long time to rebuild and how about all the restaurants that are too out of business so based on that were a Service Economy youre going to have a lot of issues to deal with there before we get back to normal but it what i think will happen is a big if we can see that it looks good things will start to be better but again the overall equity market of their district was truly over overvalued here and now lastly and i got about 45 seconds for days here economists with the fed st louis district are saying unemployment could hit around 30 percent as people continue to be out of work due to the precautions made to combat the virus i mean where are we going to be at here in a couple of months when it comes to unemployment is it going to hit that 30 percent mark do you think. Well i put no credence in whatever the fed says if they have a clue whats going on around him anyway so i think that it could well yeah i mean i dont think its possible but itll all be temporary a lot of these jobs will come back and dont forget with the government Small Business assistance which employs half of america ok theyre trying to keep these were working now so that you keep the rates lower as well but these are temporary until the absolutely Todd Horowitz chief strategist of baba trading thank you so much for your time today thanks. And us conglomerate johnson and johnson announced it made a 1000000000. 00 deal with the u. S. Government to cofound Vaccine Research to fight the corona virus the company said it would start human testing by september and hopes to have it ready for emergency use by early 2021 this would accelerate the pace which usually takes at least 18 months for such vaccines to be tested approved and then manufactured johnson and johnson added it plans to open one new site in the u. S. And a number of other sites across the world in order to manufacture and distribute the new vaccine more quickly now they seek to produce more than 1000000000. 00 or 1000000000 doses of the coming vaccine c. E. O. And chairman alex course he told c and b c we have very good early indicators that not only can we depend on this to be a safe vaccine base but also one that will ultimately be effective based on the early testing and modeling weve been doing while gorski said they are pursuing the vaccine on a not for profit basis its unclear what the customer cost may be. And p. All seeing substantial gains asian markets have not been quite as lucky with japans nikkei the shanghai composite and hong kongs hang seng all in the red now we have a lot of expert analysis to break down what is happening with the markets and for that we go to t. J. Walker is director of stocks with Simpler Trading and boom bust cohost christie who joins us from los angeles now 1st off kristie tell us what is happy. In with markets on monday. And its really refreshing to see the 1st printing monday and more than a month today as the u. S. Equity markets extended its rally with indexes surging over 3 percent so these gains were sparked by a massive stimulus as president signed into law friday into a trillion dollar stimulus package in order to help cushion the economy now despite the rally though there is still a high degree of uncertainty regarding the length of the global lockout which continues to disrupt businesses and supply chains and this is clearly evidence in the lack of participation in the rally as we look at the trading volumes fund exploders fell further and theres a complete lack of new positive positioning in futures and options so were coming off our best week since 2009 but indicators are still to the downside as major averages are still below their respective moving day averages the day of the e. T. F. And passive investing which has been in play for the better part of the last decade is completely over selective stock picking is in again as investors expect more coronavirus driven market volatility so were now looking at names that have a rock solid Balance Sheet a ton of cash to weather the storm and a solid contingency plan to continue to operate in this new normal the entire market is now expecting to change its ways that it hasnt since to date where the recovery will not be a sharp v. Shaped bouts remote teleconference is expected to stay travel its especially International Travel will be needed in the future and the entire leisure industry will take a massive hit as consumers whole less disposable income to spend stocks will also take longer to recover as a fed efforts have become less and less effective now defense of Consumer Staples such as proctoring yaml got an upgrade and a bit today while the entire gig industry built on the back of fire air b. N. B. Is completely obsolete now the sell everything and ask questions later mentality has finally passed but the damage has been done as confidence in the market rally is weak as investors still doubt the durable of the. This entire rally in the face of the long tail after effects which includes a massive spike in Unemployment Congress is now rumored to be working on a 4th stimulus package you know kristie have we actually seen the bottom in equity markets right now. I dont believe weve seen a bottom i do think that it will be very easy for us to see any test of the 2400 level as we said this entire rally have you seen a lack of participation there has no more volume on the sell side than on the upside and given the lack of futures options presents i feel like investors right now are positioned very defensively so thats why theyre being very selective choosing only Consumer Staples utilities Networking Communications names those names are the only names that are getting a bit in this market as well as some pharmaceuticals that are currently working on a cure. Actually pose the same question do you or do you think weve seen the bottom and what are you seeing in the markets right now. For now i think we have but this is what i have been cautioning people for a long time as this thing has been going down everybodys been calling me and say hey when do we actually get in this isnt this going to be the opportunity of our lifetime to get in low and i think caution in saying you know this 1st blow that we find which i think we have count found for now is really just going to be the balance we have significant moving averages right overhead and this is going to be causing some problems we also have previous price resistance that is over there and price congestion and im concerned that when we get up into those areas were just going to get hammered again and roll back over so we need to keep this very close we need to be looking just a few days couple weeks out into the distance and say hey you know this may not be over yet as we keep dealing with the coronavirus dealing with people who are starting to kind of pucker up a little bit and have to really retool everything now that they have been in quarantine for a month if not more you know 2 g. Who is actually best position to weather this downturn and who is going to get hit the most. The people who are best able to weather Something Like this is going to be cash on hand of course in. So there we are seeing that when everything implodes you need to be able to be able to pay your workers if you can do that and be able to ride out something when youre not going to be having any revenue for for a couple months it looks like and then also companies that are basically internet based i mean weve been seeing everybodys going over to work from home and internet and were looking at streaming services so places that you think about mail order or think about amazon chewy and pet meds you know were going to look at this stuff that when everybody is home well how are you going to get the stuff how are we going to still keep shopping and thats where were going to be seen some strengths now some of the weaknesses are obviously airlines i mean everybodys been talking about that and were seeing that theyre really having a hard time there talk about furloughs just travel hasnt been happening and then were looking at things like you know air b. N. B. Maybe some hotels and expedia you know were looking at stuff where people just arent moving around right now and theyre going to be suffering the consequences as far as a business goes no no no t. J. Also you christi kind of mentioned this is that as did you Companies Like zoom and things like that that are kind of like stay at Home Companies do you think now were going to actually learn and if you just look at is decidedly are people really going to learn like oh i can rely on amazon the way people in big cities do i can tell the work now and that might become the new normal after this whole pandemic is over. I think what were going to do is realize that we have that in our back pocket and that we might actually be using it more but i dont think were going to radically change what we do and suddenly not go to offices i mean i for one actually enjoy going to the office i like going around and seeing my coworkers and gives me a little extra motivation and it keeps me going its something that i enjoy doing and you know ive been as a stock trader i was trained by myself self employed for several years and it was a little bit of a lonely sport and so i like kind of being around this and i think a lot of people enjoy what their work is and the social aspect around it and so even though we can do it and we might need to do it for certain times i think a lot of people enjoy it and were kind of social beings and so i think we kind of want to be or. Around what were what were doing as far as our coworkers i agree with you i work from home for several years too and it. Just moved to a new city it could be a lonely a little situation as well when you only see the same people and everything every day so i told understand that now kristie you mentioned more stimulus what could be in the 4th stimulus package that actually wasnt in the 3rd already. Now there are talks about this and odds are we will mean more legislation because currently we dont know the extent of the crisis in terms of the magnitude thats a moving target and that could easily arise so right now we dont know what we dont know and so we have to be ready to react to it as it becomes more clear so the need for additional action once highlighted in the unemployment report last week that spike in recent times so a new stimulus potentially hinted being focused on Health Care Workers and Digital Companies as well as needs to low and middle income americans to in order to plug up the holes in the last in the last package that was very hastily coupled together so now the next phase of the stimulus my actually really focus on stimulus while the last stimulus of true 2 trillion dollars that one was more so focused on the stabilization of the overall economy and now kristie quickly do you think there will be a 5th and maybe even 16 us as we look at the. Im to believe that its going to be moving target as we work to fill in whatever gaps will to me film. Absolutely thank you so much t. J. Watkins from Simpler Trading and boom bust cohost christiane thank you both for your time. Thank you. Welcoming our viewers from around the world live from Central London this is our to u. K. Britains coronavirus death toll soars to its highest daily death rate yet and could still be underestimating the scale of the crisis thats as the government fails to hit its own target for testing. Police chiefs want officers not to be overzealous in forcing the lock down though some forces use drones to shame dog walkers and try to stop non essential purchases like easter eggs. The chief dr rushes main hospital treating cope at 19 patients has tested positive for the bombs just a week after meeting with Vladimir Putin will be getting a live reaction from moscow. And the foreign secretary promises to get thousands of stranded nationals back home as reports emerge of britains running out of food a militant due to look around the world well be hearing from one traveler still waiting for a flight from india. The coronavirus death rate in the u. K. Continues to soar to almost 400. 00 in a single day and the toll could be even higher after it was real the governments own figures dont include those fatalities occurring outside hospitals as number 10 is accused of failing to meet his own targets to ramp up testing. And he joins me now with the latest here in the studio so is that confusion over the official death figures yes thats right it comes as the death toll has risen by the highest amount within the 24 hour period to date the toll now stands at over 18018082 be exact these are according to the n. H. S. Figures and thats a rise. Almost 400 in just the most recent 24 hours to be recorded but there are some controversies or differences with how the numbers are collected and the inconsistent seas are really around methodology and also whos collecting those figures so we can take a look for example at the office of National Statistics leading up to the week before. Including march 20th they said that there had been 210. 00 deaths whereas the n. H. S. Said there had been 170. 00 deaths and these weekly figures are going to be released every 7 days this is something new the ins are doing the difference lies in again as i mentioned how those numbers are collected the o. S. Figures include hospital and non hospital figures so for example deaths which have taken place in Retirement Homes and so as a result of that there is that difference then we know the official number is 1800. 00 thats according to the n. H. S. Is methodology but if we follow the oh and s. Way of collecting those figures the death toll from covert 1000. 00 could actually be a lot higher and the governments testing plans are going to run a so it seems. Yes absolutely the government have come in for criticism as to how they have handled the testing component of the response to cope with 19 but the Prime Minister hes been keen to show that hes on top of things and hes taken to twitter to make it clear that he is hosting his 1st Cabinet Meeting with his colleagues using an online conferencing technology or an online conferencing app and all of his cabinet members there present with the Prime Minister stressing that the governments message to the public is of course for them to stay at home and to help the n. H. S. Save lives now with regards to testing more stones and had previously said that the government aim was to test 10000 people a day mark gove that claimed that the government was reaching that target however in the 24 hours leading up to 9 am on sunday morning the figure was less than half of that only 4900. 00 people tested in those 24 hours and that contrasts sharply with other European Countries such as germany who are testing around 70000. 00 people a day however the government are taking measures to test more people theyve set up a Test Facility for n. H. S. Workers an ikea branch in North West London near wembley and so that will be rolled out to help n. H. S. Workers of course we know that they have been the ones on the front line and there have been many complaints that theyre not receiving testing or even the right protective equipment however we also know that the government have bought up 3 and a half 1000000 testing kits self testing kits that were supposed to go to both n. H. S. Staff and to hit the shelves in the coming week but we understand as well that there are amongst those tests some which themselves have been infected with coded 19 so that just pushes back the release date of those is to thank you very much indeed for that update well for more on this some are joined by andy consultant dr joy did grow jordy thank you very much indeed for joining us why is the government getting this so wrong repeatedly promising to increase testing and then failing to do so. Well i dont think its quite right for me to comment on what the government cannot do. You see what we need to understand is that the contest ng regime is based on something called you see our reactions they are quite little used to run they take 7 to 10 hours to come back. And they do have also a negative rate so about 20 percent of them can be enormously negative and the patients might be. So sort of hoping that the n. T. Interests will come on quickly but concerned are you concerned the frontline staff are having to wait for these tests. Well actually most of our diagnosis that we make is based on clinical aspects in any case so we are able to make a clinical diagnosis of someone who might be infected with this virus i think the impact is on the star which has to sell isolated stay at home so i think the National Figures are anything between 5 to 10 percent of stock to sell isolate just to make sure the patients remain safe and enough sense of testing we cannot be sure that theyre infected or not or discovered just in any case we can i not at every meal. And im surprised at the short term you know it is but isnt it better to really emphasize these tests these antibody tests to prove whether youve had it or not thats far more important is in health absolutely so we are hoping that these antibody tests which are not happening in most countries i think accept there is no really other country which is doing these antibody tests we hope they will come quickly to us and then we will be able to not only tell start that theyre either not infected or theyre immune but also perhaps to other frontline workers Like Emergency Services and sort of give them a certificate to say that youre immune and you can now go back to work that will help. People get back to work as soon as they can it is extraordinary though to learn that germany has managed to do Something Like 500000 tests and we can and we cant. Yes well i think there is some truth in that. And what about personal protective equipment are you concerned about that as well were hearing reports of course the frontline staff simply arent getting enough protection so personally in the hospital i work i dont have any issues you know our my my hospital is well equipped and. Training and there is no city or star however you know i also am involved with the British Association oppositions opinion origin and some of our members from different hospitals. Raise some concerns that there is some discrepancy in how the guidelines radius hospitals are being implemented. And we have written a letter to the n. H. S. Chief reaching those concerns and asking cockerel guidelines so that there is consistent provision of personal protective equipment to all doctors across all of the n. H. S. Despite the fact that your quite satisfied with the protection youre getting what about the sheer stress now on you and your staff are you hopeful that event in fact although were seeing perhaps a peak of deaths in the next week or 2 there is this thought that in fact there is a supposedly now a reduction in the number of people actually getting this virus do you see any optimism at all in the near future. Well you know from the front line what i can say is that any actions about social distancing that are. Taken by the government will take 2 or 3 weeks for it to become very clear as to whether they had any change or actually made a difference we are seeing a substantial amount of people with the syllabus some of them are ill but the majority of them do get better we tend to discharge quite a people. But in no time will tell whether the actions taken have actually been very effective or not certainly were not seeing a catastrophic rise in the hospitals so you know on the head like those hearing about 800 or 2000 depending on which. Type of starter sticks youre looking at in the United Kingdom there are about 250. 00 major hospitals so if you divide them up you know the these equates to 7. 00 to 10. 00 per hospital on average perhaps a bit less than that so each hospital has 10 times as many patients dying so. In an average course clue probably see 80 to 100 patients with this is less about wanting to know will unfortunately die. So i think overall at this point of time we are coping well with it. But of course well know much more in the next few weeks or to join a private thank you very much you time really going to join us here not enough ek. The Senior Police chief has warned frontline officers not to be overzealous in enforcing britains knock down assistant commissioner of the metropolitan police neil bassy says that theres a balance to be struck but also told the public to make allowances for any mistakes after reports of officers abusing their new powers preserving the trust and confidence of the public in policing by consent is our mantra and has been since 1829 there will be a period of readjustment to our new responsibilities which no Police Officer ever thought they would have not every Police Response will be sure footed and some will spark healthy debate we should not judge too harshly some forces are accused of exercising the new powers sanctioned by the government too harshly of Convenience Stores reported Police Searching through customers baskets to remove non essential items in pharmacies despite there being no official guidance while others reported being stopped in their cars while travelling to exercise in the countryside exercise which is allowed under the rules so what do the powers state well police have the authority to instruct the public to go home leave an area or disperse to ensure people stay home and dont make normal essential journeys they can also ensure parents are taking necessary steps to stop their children from breaking the rules officers can issue a fixed penalty notice of 60 pounds doubling for 2nd time offenders if there is failure to comply and they can arrest those who repeatedly flout the direction but critics say there must be more clarification about the difference between rules and guidelines and fear that society is losing its basic freedoms the real problem is that when human societies lose their freedoms it isnt when tyrant to take it away it is when people willingly surrender their freedom against some external threat and the threat is usually a real threat but usually exaggerated that is what i fear we are seeing now. When you look at some of the other Police Activity you can see why some feel they might not be acting within the spirit of the law or even within the law itself. A former officer Peter Williams told me that the legislation was to blame because it had been rushed through. I think we need to step take a step back and look a sewer this legislation came from it was rushed through both houses last week basically although not there was virtually no Committee Stage which is the normal stage the normal juncture implement legislative process when the law proposal is looked at. And t. Tail and robustly and clearly thats. Because it actually do not require that so surely the following dog walkers with drones criticizing easter egg shopping i mean thats really no the polices business. Well what the what the police. The mount should be should be the guidance thats been issued to start this from the College Police and no doubt i would say that the vast majority of Police ForcesPolice Officers are doing that and not just basically full ease which is engaged with the public explain thank coverage finally if necessary and fulls now to the 1st story of the probably have happened on thousands of cases so far weve just not heard about it we have heard about one of 2 incidents which you quite rightly highlighted still to come this hour the head of russias main hospital treating covert lying to patients test positive for the virus just a week after meeting with Vladimir Putin were getting live reaction from moscow. And britain stand at the border because of a pandemic accuse the government or failing to help them return we have from a british tourist in town. Taking off all the alternative architect taking and king as i say the stage so that was called real choices i eat binary choice and only choice is if you say here are available and best binary thing is not a chance for the arab states to sort of provide a new architecture revive the core ted and start negotiations with. Israel then are invited to negotiate theyre invited to think about whats being put on the table. Micrographs the. These arent slights against you know whites or men for example theres their slights against women or nonwhites so its always you know the idea is that statements that directed toward a Privileged Group are interpreted differently than a statement directed toward an oppressed group and so thats kind of the whole framework and its a its a political framework thats used the result is of course focusing at least on certain kinds of minor slights and say well rather than a northern door then we need to call attention to them but its not all slight so its a very political in this context. The chief doctor at russias main hospital treating covert 19 patients has tested positive for the virus thats just one week after shaking hands with. The latest. Thanks very much indeed for joining us tell us then more about what has happened. Hey there bill well this is of course the biggest good news that sco men out of russia coming out of moscow this evening we did learn from mr present caus Facebook Page that his coronavirus test was positive let me just read to you what he said that post dear friends im really touched by your concerns yes ive tested positive for c. O. V. But i feel quite well im self isolated at my office where i have everything needed for remote work control and video consultations so we do know that the head of russias hospital of moscows hospital thats treating all the coronavirus cases at this point is still going to continue his work despite the despite being diagnosed with cold vit 19 now like he said bill perhaps the most important part of this was that exactly one week ago dennis pretend co was in touch with Vladimir Putin extensively because the russian president did visit the hospital and while they were inside the unit where the patients are treated of course they have all the uniform for their protection but then. There was a Conference Call with the other parts of the country there were in one room they have an extensive discussion on what has been done and what is planned to be done and this was when the russian president and dr present were directly in touch like he said they did shake hands they werent Wearing Masks at that point so this is why of course this whole situation sparked concerns as to whether the russian president could have caught some of this but for now. How all this was denied by mr putin spokesperson dmitri peschardt hes saying that the blood of mark who is being regularly tested for iran a virus so far the result was negative doubt just to give you a bit of a more Background Information about dennis but sankoh hes 44 years old. Hes been spearheading efforts to combat this new coronavirus in this country as head of the hospital thats treating the patients in moscow hes had 20 years of experience in the end while with soaring looks if we have lost their. Thanks there to try to live in moscow and apologies for that lack of contact now the government failed to fully implemented vice given on handling pandemics from a 28000 review of the u. K. s bond logical security thats according to a former top scientific advisor the Environment Department professor in boyd who helped with the paper said the main issue was a lack of resources he said the governments attitude towards pandemic storms a massive blackouts was to treat them individually while other critics said that many m. P. s have been too concerned with breaks it and elections to focus on the nations biological security well for more on this im now joined by the man himself professor sit in boards in thank you very much indeed for joining us can you blame the govern entirely because because no one expects a pandemic despite it being best practice to prepare well i think is probably not correct when the government i mean i think the reach the gallery see is that all governments are faced with lots of different and years and some of those challenges are very large but. Are very very unlikely to happen the problem is that the more of those challenges you have the more likely one of them is to have it likely to happen ever know quite which which one it is so that the dolma for government its what do you plan for and it is a its an extraordinary difficult one were hearing a lot of suggestions that the government should be insuring planning more in advance for this particular pandemic but that would require people to change their behaviors at a time when they well are not really fully sort of believing that this was going to actually happen and thats a very difficult thing to do politically within the system so you know there is something here that governments need to look at which is about fundamentally how do they plan for our offer these the event and events which are very low frequency and have and to be quite high impact how do you think the government is handling this now because here in the u. K. We seem to be dealing with the problem better than italy and spain. We are really are on the infection curve than than if we had spain i mean i think the government is doing fantastic job i mean i you know its an enormously difficult situation to be in you know i think that the system that we have in the u. K. Is a is as good as any other system in the world in fact its the best system for dealing with these sorts of things its just that we can get overwhelmed very very quickly in these circumstances and you know i think that the way the web is that the. But resilience through time is quite remarkable actually because one of the big the biggest threat is that the government itself becomes challenge by by going on and hes on the people to really stand up and do the job its supposed to do and of course back to the earlier point about the n. H. S. Being overwhelmed possibly now is that because theres been a lack of planning back to that original question i do apologize at least if we still have any that is the russians what do you plan. And on fark are right but she said narrowly is not really the question is what are you plan for and its there its very. Your plan for and and. You know its very easy with the benefit of hindsight to say we should be planning for covert 19 but actually you know were planning for general and then x. Which may happen very very rarely and most of the planning was actually done for influenza but the reality is that weve never had a parliament recent times and there for once you get to a few days or a few weeks into Something Like a pandemic youre into the unknown there is no there is no guy. So therefore you have to make it up as you go along but you know governments could be a lot more prepared than they are are far these rare events that that happen and the problem for politicians is to can is to convince people that we have to invest in those sorts of things and its quite difficult to do that its just very briefly funny talk about the young moon what can you offer us an only glimmer of hope and about how this is going to pan out in the future just finally. Well i you know i think that this is going to go on for quite a long time i think over 1000 is going to be with us for a long time that its possible that we will never get rid of it completely. But on the other hand we managed to 2 sort of wring it out to the slightest in give you a course but its going to take months if not years to do that completely however i think in the short term we will find that as the race of infection arises within the population there are less and less susceptible individuals around and we will be able to relax a lot of the measures that were living under at the moment i mean that will happen is just that you know i think i think its not going to happen in the next. Month or 2 that think ephesus in boyd thank you very much and a few times to talking thats it for the moment morning isnt half an hour. I cant show you my face but im going to teach you must or in 1993 this man was sentenced to death. Charged with capital murder even though he didnt have the gun didnt pull the trigger didnt intend to kill anybody maj in the past the week he said of the 23. I doubt that had to be. Confined within 4 green walls defunded choosing. To help him to leave death row. Greetings and salutation.
