New York just made a series of police reforms. Here's what will change
The state budget passed earlier this month includes a variety of new police reforms, including penalties for localities that haven't submitted reform plans and a mandatory certification process.
Gov. Andrew Cuomo and the state Legislature reached a deal on the $212 billion state budget earlier this month.
And the deal includes the withholding of up to 50% of state and federal funds from localities that fail to produce a police reform plan under Cuomo's executive order asking local governments to review their forces after the death of George Floyd.
