approved the outline of a deal to secure the release of some hostages captured by hamas. we just found out qatar had announced the agreement between israel and i moss and includes a pause in fighting with the release of 50 women and children. the deal was signed off by the israeli cabinet just a few hours ago that there is still a 24-hour period in which the families of israeli victims of hamas could appeal to the supreme court. nbc's clare symonds is in israel with more. >> reporter: tonight, after 45 days, held by hamas, some hostages inside gaza have finally come home. a tense israeli cabinet meeting sighting off on the framework of a deal, which multiple sources, including a senior u.s. official tell msnbc news, reversing hamas, releasing 50 of the estimated more than 230 hostages held captive in gaza. the released hostages will be women and children only, and freed during a four-day pause, they say. and return, israel would release 150 palestinian women and children prisoners, convicted, and israeli official says, as a compass in terror offenses. >> let's get straight to nbc correspondent erin mclaughlin live in tel aviv. erin, what else we need to know about the deal? >> stephanie, we just heard from qatar, the key intermediary in the weeks-long negotiations, put out a statement saying that the starting time of the pause will be announced within the next 24 hours and last for four days, subject to extension, adding that an agreement includes the release of 50 civilian women and children currently held in the gaza strip, in exchange for the release of a number of palestinian children and women detained in israeli prisons. the numbers will be increased in later stages of implementing the agreement. now, each detail could potentially be the difference between deal and no deal. that is indicative in the contrasting announcements that we have heard from the israeli government announcing the deal, talking about the release of 50 hostages. but then you heard from hamas talking about the release of the prisoners, as well as hundreds of humanitarian trucks. they say will now go into gaza as well as seas of air traffic over gaza, completely over southern gaza and for a period of time, each day, during the pause over northern gaza. so each detail here is incredibly important. tonight though, there is renewed hope for the hostages, the families of the hostages, particularly, the women and children. i was speaking earlier today, texting with thomas hand, a single father, emily hand, one of the hostages. he told me, quote, so far, so good, but the fact of the matter is, there has been no proof of life for many at the family's. but now, at least, this renewed hope, as qatar has announced this deal, stephanie? >> aaron, thank you so much. with that, let's get smarter with the help of our leadoff panel. susan glasser is here with me in d. c.. steph writer for the new yorker, former jerusalem post editor yaakov katz. his daughter is a member of the idf, and she is stationed in the south of israel. and rodney nico, former member of the fbi hostage team and the founder of the sierra one consulting. yaakov, i don't think i. what is the take on the deal? what do we need to know? >> stephanie, it's an argument between the israeli hearts and the israeli minds. the israeli mind looks at the steel and says, we have a massive offensive on the ground and gaza. we have a mission that is to take out hamas, remove and the great its capabilities, remove it from power, prevent it from ever being able to carry out the october 7th attack again. you stop that machine moving through gaza, this massive military machine, in the middle of its tracks, for four days, that is a steep price. that gives hamas an edge, allows it to regroup, re-arm and re-deploy. but then there is the israeli heart, and the israeli heart says, this country has brokered a social contract with its people. this country let its people down. this country failed and a lot hundred 30 people to be taken hostage, children, babies, the reporter before mentioned emily. she is not ten. she celebrated her birthday in captivity. she was nine when she was taken. she is going to become ten. this is what happens when a break that social contract. what we have to do as a people for our hearts, and this is so impacts social and national security. if you can break these people, back have what the people trust their country? it's this division, this break and clash between the different interests, it's a very aren't morning. >> it's a steep price, only if you believe that a human life has a price on it. what do you think comes next, yaakov? do you think there is a chance they could fall apart? >> look, i am concerned when i talk about the continuation of the operation. the way that hamas and qatar have constructed this is that every day, israel gets back about ten at the hostages. every day that this is extended, israel could get another ten hostages. basically, let's imagine, in the south, day five, day four, hamas says that israel is ready to renew the operation. well don, we'll give you another ten. then they say, they five, six, hold on, we'll give you another ten. then suddenly the americans call up and talk to the prime minister, saying, you already waited 5 to 6 days, let's rethink whether we should continue now into the south of gaza. this could undermine the larger, wider effort of taking down hamas. i think that has a lot of people in the country concerned, because what happened on october 7th has to never be allowed to happen again. hamas has to be degraded and the way that it will never be able to do that again. >> susan, keir simmons laid out the hat on, but i still don't follow. this is rarely family members of hostages, they want to make a last appeal to the supreme court, why exactly what data? >> i believe it would be appeals about the palestinians, who are going to be released from israeli jails, and if they were convicted of a crime, or if there is some connection. they're this 24 hour waiting period, of course, is yet another moment in time, when the deal might not follow through. that's one of the reasons why, even after this excruciating wait, many at the families of the hostages, of course, are saying a believe it when i see it. there is still a whole other 24-hour period. remember, israel's capital met seven hours to debate and discuss this and ultimately to vote on it. first, the smaller were cabinet and then the larger cabinet, and andy fuller cabinet. this is really -- talk about excruciating, especially for the families here, it's an important moment. i think it's an important point to that, this could go on. we could have uncertainty at every stage along the way from here on in, as far as the release, even of the first 50 hostages. >> seven hours seems like a long time, with the way that yaakov puts it, it's this battle between the israeli head and heart. do you agree with that characterization? >> yeah, i think that is right. this is not an obvious, unfortunate thing, because also, what was the goal of the terrorism in the first place? it's hard at this moment not to think about why did a master this on october 7th, take these 240 hostages to use them as bargaining chips and to use them for exactly a scenario like this? remember, israel has a history of paying a very large price in order to get its hostages back. who can forget over 1000 palestinians who were released in order for israel to get the return of that one soldier. so, how moss knew by taking the sausages, it was going to hold the country of israel hostage, in exactly scenario like. >> susan, the white house has been working on this, as well as the government of qatar, who by the, way don't forget all that qatar has done, we should remember that some of the leaders of hamas are living comfortably in multi million dollar villas in qatar. how do you see the rules of our government and there's an all of this? >> i think it's very clear that president biden and his administration were involved at every step along the way, just learning some of the details of exactly out a played out, but netanyahu himself has said that he turned to president biden some days ago and said, he needed help to sue in the terms of the deal. that is something that the president was personally, directly involved in this diplomacy. of course, his longtime middle east hand, brett maker, chris going back and forth around the regiit's been a very imth, brennan s earlier today. >> i think there is concern that there will be some violations of this deal, frequently that happens in pauses and cease-fires. what will be the understanding as far as continuing to follow through on the deal, even if there are some minor violations, practically by some of the rogue hamas units, whether or not there will be radical elements in the gaza strip that are going to try to undermine the deal by carrying out attacks. this is something that the israelis had to be prepared to deal with. >> rob, is that something that you see as a real risk? >> i do because not everyone is going to agree. by taking down the i. s. are during some of this, if something happened, israel would not have the intelligence to understand what exactly happened. if it was hamas or a faction of hamas. these deals go back and forth, the fact that it is going to take five days to do it, each period is going to be complex and dangerous, and that has to happen five times. and then if something does happen, how does a breakdown the qataris and americans come back and say, try to patch it up, because it's not going to be between hamas and israel. i don't think it talking at all. each one of these is making it more complex, and it's going to get dangerous. >> rob, what needs to be in place for the exchange of hostages and prisoners to take place. >> it is one of the most transporting and moving prisoners and hostages, it's the most interesting. they're going head to line up, how this is going to be done, who is going to be in play, who will be on each side doing what. and then, that understanding, again, has to be communicated. how do the guys on the ground, we did a hostage exchange in afghanistan, where i ended up talking on opposite cell phone through the qatari deputy prime minister in order to try to land a helicopter. we cannot even find him. and then the predators had to come. dante got scared and we're not supposed to have fishing guns. all of docket and dissent a second, and it could go bad. then you're back on the drawing board, and there is a loss of trust. >> susan, you said something that is sticking in my head. he said it was just a few days ago when be beaten and yahoo went to joe biden for help. it has me thinking, netanyahu's and was very, very close to donald trump. i remember about the stories when netanyahu years ago visited the u.s., state at the kushner's house, slept in jared kushner's bedroom as a child. if the roles were reversed, and donald trump was president, today like he would like to be a year for now, here is someone who covered donald, trump do you think that he will have the ability to work with another world leader that add such a working, close correlation ship with his predecessor, someone from the other party. we keep thinking, i know what the world look like without power, that made me think about when he talked about netanyahu asking biden for help, and he's getting it. >> it's actually a good certified hypothetical in the sense that it's almost inconceivable. you can't imagine trump, the patient or long work of diplomacy is just so alien to what you think of as donald trump. he likes to make pronouncements, the man that hamas through this and that, or he'll bond them into oblivion and fire a fury, like you have never seen. that, generally speaking, does not result in hostages being released. during the four years of the presidency, there is no example that is of a comparable situation that you can think of. in many ways, trump was the crisis. >> but if there was anyone that he viewed as a loyalist to someone else, or someone on the other side, there was no circumstance that he would be willing to work with them. he views them as the enemy. >> again, remember, for trump, everything is transactional, so even when you talk about loyalty, talk about netanyahu of, on paper, no two were closer in terms of the trump presidency, but trump was actually furious according to the reporting the peter and i did for the book, the divider, by the end of the presidency, trump was mad at netanyahu because he came to the white house and, trump believes that he upstaged him on his own stage. that actually explains why people were surprised after october 7th, trump's initial statement, it was critical of netanyahu and suggested hezbollah and others were very smart. well, that was a lasting grudge that trump had help from the final year of his presidency. even these two, that we think of as so close, it's never going to be a long term -- >> there is no doubt, stephanie, that most israelis are afraid, they want to see these kids and the woman, the elderly, they want to see everyone come back, and they understand that this is going to be at a price that would be excruciating for the country. it will be complicated. but this is part of that social contract that i spoke about before that was violated on ber 7th, that dark day when they will all taken by hamas. and we knew that hamas was going to make this heart-wrenching. we knew that they were going to rip and cut our hearts every single day and every single step along this way. and as rob said before, there's so much to go along here, that you had to be really careful. therefore, everybody is praying that this is going to work, because there is so much at stake here. those kids who are being held by hamas, dedicates under the age of 13, 17, a ten month old baby inside gaza. the thought that that child remains in captivity comes out you know, susan mentioned -- before oh spent five years and hamas captivity. can you imagine a ten month old baby inside hamas captivity. when the child returns, if he returns, must be speaking arabic, not hebrew. that mere thought sensation or down my spine. i think a sense it down every single israeli. therefore, i can't lie, we are concerned. i am particularly concerned that this will undermine the overall mission of taking on hamas and are moving in from power in gaza, which has to be the ultimate objective. we have 9 million people in this country. their security is paramount, but we also have to take care of those people being held in gaza. >> rob, i don't want to be greedy, 50 is a big number, but once, assuming those 50 hostages are released, do you think that hamas will be open to release more, or this is just a short term transaction for them? >> no, i think they took them for a purpose. they knew exactly one day did this raid on october 7th, what was going to happen, and they purposely took the sausages in order to do what they want. so the release of 50 is the first one, but they also have other demands, and that is when the release of other ones come in. i think the last ones that they will release are going to be the idf soldiers. they see them as more as the enemy, and i think this will be the hardest ones to go back, but i think it's going to become down to the cease-fire to get those back, and, again, it goes against what israel really wants, destroy hamas. they obviously are not going to allow that happen and still have hostages. >> but then let's stick with that, yaakov, because israel is so committed to destroying hamas. netanyahu has made it clear, he has not changed his plan, so let's assume that these hostages get released, what happens next? >> i think these next few days are going to be complicated. we're going to see a trickle of hostages returned home, hopefully. and then at some point, after four days, five days, whenever that point comes, israel is going to have to decide, it's enough for this, we had to go back to attacking hamas. there is also the whole surveillance issue. hamas has asked israel to stop flying drones over gaza and stop collecting intelligence. why would hamas want to? they want to redeploy their forces, want to be able to move around freely, and they don't want israel to keep doing what they're doing. they're very shrewd. it's clear what hamas aim is, to redeploy, to re-entrenched, to re-arm, reposition, so that when the war begins once again, they're over prepared. however we look at this, if israel does go and continue with this military offensive in gaza, which is shoeless at the touch, it is going to be even more complicated and more difficult. when we look at that, because at the advantages that we're giving hamas, we have to think about the soldiers, who are in gaza, able to go up against the hamas forces, that could lead to more casualties among the israeli soldiers. there's always a delicate balance that you have to look at here, of where you're willing to take, what prices are willing to pay, and it's going to be a very difficult few days ahead for this country. >> susan, let me ask you about joe biden and politics for him. we know that his support for israel, his policies during the war have cost him some support from some democrats. how do you think that they are viewing this next move? >> look, in general, there's been an outcry for diplomacy that you're hearing in the u. s., among democrats, and around the world. your hearing please and urging a cease-fire, which biden has not endorsed. he's talked about pauses. but people want the hostages out. i think that would be something that is supported, of course, but democrats, as well as republicans here in the u.s.. the truth is here, this is a party divided about israel that predates, of course, october 7th. it's been a long time coming. there's been warnings, netanyahu for years, has pursued a strategy of really being in bed with american republicans, so when the crisis hit, you see the extent to which young democrats in particular have moved away. they don't have the reflexive attachment to israel the someone of biden's generation does. >> to that, we keep saying that he's lost some support from some democrats, because he took this position, but if he took the reverse position, wouldn't he lose some support from some other democrats? >> yes, i think that's true, absolutely. look, this is one of the painful, painful crises, and to the point to anything can go wrong from here on in, it is unquestionably a good thing, if 50 hostages leave. that's the leaves so many being held by a mass. i asked someone who stood by such as philonise rowe earlier today, what did he make this, and the next steps and they were. he said, things are going to get worse before they get worse. >> we are going to republican presidential campaigns, and he hosts siriusxm's urban view. symone, what do you make of this trip down to mar-a-lago? >> if it had been up to me, honey, it was a long time coming. colin albright was right, mike johnson, speaker johnson was one of the chief cheerleaders of the insurrection. he personally encouraged the former president to keep on the lie of the big lie and also this very involved fake elector plot situation and what happened with the ballots, the invalidating of the potential of the ballots. i'm not surprised by this, but again, mike johnson is not clear about who he is. anybody that is surprised has not been paying attention. what he believed, who he was. >> but then, he was not speaker. he was just an individual congress person with a plan, a point of view and an agenda. now, he goes on to florida, clearly, he wants to have donald trump in his corner, but here is the problem, he is speaker at the house. he needs to run the show, and trump does not want to show to function. he wants the show to be absolutely broken, so how do you reconcile these two things? >> i would argue that johnson is partially speaker because donald trump went against amr. remember, trump said that he was a rival conservative, did not support the maga agenda, like johnson. johnson was at mar-a-lago for a fund-raiser of a former congressman. i'm not surprised that he spent some time with the former president trump, by all accounts, is he de facto leader of the republican party and more than likely will be the nominee in 2024. it seems to make sense, politically for the speaker, who is tasked with protecting the republican majority, at least on the house side, dispense on time talking with the guy who's likely going to have to carry the republican mantle and agenda against the sitting president in 2024. >> symone, let's talk strategy, political strategy, campaign strategy. up until now, democrats have been largely ignoring donald trump, saying all he wants's attention. he views all prices could press. we have work to do. that seems to be changing. do you agree with that strategy that they need to be reminding the american people especially with all that is going on in the world, what a trump presidency would look like and the risk associated? >> absolutely, i do not think they need to draw attention to the indictments, because they're going to happen on their own. literally i watch tv today, i saw it all over the television, i heard it on my sirius xm, but reminding the american people of what it was like when donald trump was president, i think it's really important. the policies that he espouses and beliefs, to create what kind of president he would be, we are not in an excess existential hypothetical at this point. we know what kind of president donald trump would be, because he's been president before. but the american people, voters particularly, the attention span is short. we do this every day, living and the political of what is going on, but my cousins, my mom who also watches the show, said he will be on tonight, i said yes, she's bad and here. my mother is like, what is donald trump doing? it's important that democrats to remind folks not only with donald trump has done but what he said he would do. he's talked about jailing's political opponents, talked about prosecuting them. he's talked about instituting martial law at the border. these are the things that he said he would do in his second term. this time, donald trump has been there before. he knows the lay at the land. he knows how things work. i think this could be even more dangerous presidency. democrats had to do that plus talk about what joe biden and kamala harris will do. >> and are doing now. shermichael, these campaign promises that donald trump is making are not the campaign promises you have done with your republican -- this is not about entitlement reform, health care -- this is something very different. more and more people are ringing the alarm about trump's authoritarian tendencies. i just want to share with you for a moment a bit of what rachel maddow shared with us night. watch this. >> you don't just bumble into proposing all of the same things that authoritarians all over the world are proposing. calling the press the enemy of the people, calling your eternal enemies as vermin. blaming secret cabal, swamp or whatever it is as some hidden elite, that the real people of the country deprotecting for. every authoritarian everywhere in the world speaks the same language, opposes and promises all of the scene things. he just speaks it fluently. and i believe that it's so consistent and can't be that he is improvising. >> what do you think? >> it's interesting because, i spent a little time going back the past couple of years to look at articles that talked about the idea of the authoritarianism and donald trump. and it go all the way back to 2016. he was running at that time to be president, and there were a ton of articles every single year. we have conversations -- >> go back ten, 30, 20 years, this is donald trump's rhetoric since he was on the scene. >> it's interesting because when you talk to many of the supporters, and many of them will argue that these arguments about trump's behavior and character coming from a political establishment that they distrust a political establishment, that they would argue, not my views, that they would argue, does not necessarily recognize what trump is trying to protect. which they would say, our american values or interests. when you have people who view things through that perspective, their definition of authoritarianism is certainly going to be different from what most americans will probably say that this is a case example of authoritarianism. it's a difficult hump trying to get over that. where we are trying to make these persuasive arguments to a third of the country. for example, i viewed this guy actions through a different lens than you. >> but you've got some prominent conservative lawyers right now, urging their peers to stand against trump, defend democracy, is it going to matter, because some very, wow, this is trump, but i also remember four years of trump, we had all sorts of letters from all sorts of national security experts, former members of the military, and what happened to those things? they blew those nose at those letters and threw them out. >> i think, yes, it makes a difference, and it's important -- >> for history. >> for history, and it might not make a difference for the voters. but to be clear, sometimes, we talk about public opinion. public opinion at the party electorate, maybe the voters at large across the country. sometimes, the public opinion, i. e., what the voters and the people believe, it's not correct. if you look at the polls, immediately in the two weeks after the assassination of dr. king, the majority of people polled said that dr. king brought the assassination upon himself. they were wrong. we were not listening to the public opinion, we would think something differently. i would argue that there is what is seeping through to the elector, the american people, and how they are perceiving what is happening, coming across public opinion and polling, what they're saying when our colleagues are out there talking to them on the campaign trail. and then there is what is right, and what is factual. that is what ritual, the conversation you had last time, it was amazing. i was glued to the television. that is what you were all talking about. regardless of whether the republican party base elector understands authoritarianism, the fascists, why not, whether they view what that is, we have to be very clear about what is happening here. when you have a leading candidate for president calling people vermin, when you have a leading candidate for president openly talking about gelling, wrapping up and locking up his opponents, you had to call it out for what it is and be clear, because we don't want to look back and say, we perhaps did not get anything. we did not see it coming. we saw. it's what you decided to let's talk about some facts and feelings. what a difference a year makes. last november, economists and business leaders predicted that today would be in a deeper recession. guess what, that did not happen. but so many measures, the economy is in good shape. unemployment, near 50 ear lows. wages, going up. the economy, it is growing. inflation, it is slowing. now, here is the thing. even if it is
