i'm paola ramos, in for alicia menendez. we begin tonight with new developments in the israel-hamas war and the hospital at the center of israel's eulogy to dismantle the terrorist organization. pensions and medical staff left al-shifa hospital today, leaving only israeli forces and a few doctors to treat patients. the director of hospital systems orders the israeli army ordered people to leave. the israeli army says it agreed to help palestinians who wanted to leave. chris what's important to understand. since the start of the, the al-shifa medical complex transformed into a place of refuge for thousands looking to escape israeli. rights under international humanitarian law, the targeting of hospitals is outlawed. however, there are certain exceptions if they're used for military purposes. this, week the idf released videos which you can see on our screen. of weapons it says are recovered from the hospital. nbc news has not independently confirmed, but we're showing the video. israel claims hamas uses the hospital as a command and control center that connects to a vast network of tunnels. staff at the hospital tonight's allegations. meanwhile, the hamas-controlled government says more than 12,000 people have died and gaza since the war began. that includes 5000 children. in israel, today, thousands of people marched into jerusalem, demanding the release of the roughly 240 hostages being held and gaza by hamas. starting us off tonight, from tel aviv is nbc news correspondent jay gray jay, really quickly take us to al-shifa hospital right now. what's the latest and what we know about the ongoing military operations that are happening there? >> paola, it continues to be a hospital and collapsed for the most part. children of the sport, as you talk about patients, staff civilians, sheltering there. thousands have left the hospital over the last 24 hours there. there was a debate between idf hand mass, or the order to leave? the doctors say. or did they choose to leave on their own and for help but idea troops on the ground? with all of that said, we know there is a handful of doctors that remain behind and they are there because there are 120 or so critical care patients unable to leave and they refuse to leave their patients. those remain. what the idf has said, they continue to provide food, water, basic supplies and incubators, even, for some of the children there. they say that trying to exhibit the fact that they did and for us and want to leave the hospital. but there was no question, they mentioned ahead of president. their special forces on the ground. they are found weapons, their front ammunition, they're found tunnels. what they have been found is that command and control center that both israeli and american intelligence has said exist there. what the idf says when pressed on that is it's going to take some time. they have been different 16 years and uncovering that's just going to take more time. >> that's the main question everyone's mind. where is that command and control center. another question a lot of israelis had tonight, as they were, magic: the gathering and heard from president fdr who is what is the government doing to help release the hostages? what was the message from today's protest? >> we saw thousands joined the families who are ending a five-day march in jerusalem, demanding a deal to free those hostages. i think what you're hearing a lot of people say is, let's get a deal done. there's been speculation there is a deal and the works. it's all, of course, behind closed doors with qatar diplomats working as intermediaries here and u.s. diplomats on the sidelines, but a part of a top between hamas and israel. what we heard from prime minister netanyahu tonight is that really, there is been no substantive deal on the table. nothing they can agree to. we heard him say for the first time tonight, there could be a pause in fighting to release some of these hostages, but he quickly stressed it would simply be a pause and not a cease-fire. and said, again, they just haven't been able to reach any type of deal that would allow them to make any type of exchange. that's something you hear often here in israel. and there is no question that there is growing frustration with not only netanyahu but the war cabinet over not getting something done there. >> jay, thank you so much for that information. and places that. in a new column for the washington post, president biden's plus distinct calls for an immediate his power. biden writes, and i'm quoting, as long as ham claims to its ideology of destruction, as for is not. cease-fire is time they exploit to rebuildr stockpile of rockets, reposition fighters, and restart the killing by attacking innocents again. strong words. joining me tonight is ambassador dennis ross, who put a very important role in u.s. efforts to advance peace in the middle east. he helped broker the peace treaty between israel and jordan, 94, and helped facilitate the 19 under seven -- accord. he's now an msnbc foreign affairs analyst and a counselor for washington amplitude for -- thank you for being here tonight. a lot of things to cover. i want to start with president biden's up it. what did you make of his words? >> i think what we saw was two things. won, he wants to make it very clear that we're not going along with a cease-fire because a cease-fire just guarantees hamas will do this all over again. the recoup, as they have done in the past. they have been multiple space for us in the past, and each time they rebuild. in 2014, you had a conflict that went on for 52 days. there were 150,000 buildings and gaza at that time. they were uninhabitable. and there was an effort to reconstruct, there was an effort to put together a mechanism where that materials wouldn't be diverted by hamas. and hamas basically blocked it. so what you see is the president saying, we're not going to do what we saw again. all campers haven't changed all that. there has to be a different kind of outcome. it doesn't mean there can't be commander in portions, and infect their needs to be humanitarian pauses. to defer, to president biden, that's something he's constantly pushed for. and we've seen the israelis begin to be more responsive to that, then maybe they were a little while ago. >> another thing president biden said today, and beyond what you just mentioned, is also going back to this idea of a two-state on. he says that is pretty much the only way forward, if we're expecting pace on the cu but given the realities on the ground, and everything you know about the gaza strip yourself, how likely is that scenario? today? >> it's not possible anytime soon. i mean, first of all you have to come up with a conclusion to this per hamas is no longer in control of gaza. every single time we have made progress in the past, we have got suicide bombs from hamas. they're not about ending occupation, they're trying to and israel. so they are against pace. they have their own ideology, which is an ideology that there shouldn't be and israel at all. so the idf, to state for two people, that's in an estimate to them. you can't do that until you have a different administration and gaza. we have an administration in the west bank, the palestinian authority, which is lacking and credibility, highly corrupt, needs to be revitalized, need to be reformed. you have to go through a process of, i think, getting the arabs to work with the palestinians in that west bank to retool and revitalize and referral. and if they can't do that, you can create a different bases on the palestinian side. there is going to be a political reckoning and israel because of october 7th. and what you see and israel today is not what we are going to see in israel six or seven months from now. israelis have to process the trauma have gone through. it will be a debate that emerges. there will be a political reckoning -- i think you are going to see a different kind of israel and 6 to 7 months. there will be a debate for the first time on what relationship should be with palestinians. you have the -- process that was really not a functional debate. it was done secretly by the israeli government. we in paris basically upped opted it. in 2005 -- it wasn't debated. sharon made the decision. there was opposition to it, but not really a debate on what should that relationship with palestinians. that could be to come. it has to be part of the political or can, but it will come. the challenge for us is to sort of work out what i call the conflicting timelines of the arabs want a space for an, hour saying she's for now produces hamas still in power in gaza. the arabs would like to see a process where they would play a role and reconstruction and reform of the palestinian authority, but they also want to see what the political destination. when we say to state for two peoples? and you've got to reconcile their desire to move on that with the time israelis need to have to process what they're going through and have this debate. >> you mentioned political reckoning many times. i felt like you have seen it before. you have seen different faces of israel and palestine. i wonder if you can take us back to some of those historic peace deals you were involved in. i hope you can help us understand helpless lessons from the past can help us navigate what we're living through right now? >> it's a really good question. i think the most important lessons we learned from the past is putting accountability on both sides. if i had to do the summit over again, i would not have gone until we had agreements from the leadership on both sides that they were going to take certain steps they knew were going to produce a backlash. leaders can always told about their willingness to make serious decisions, but they don't really confront these kinds of historic decision until they're ready to confront their own constituencies who oppose it. and being prepared to advance and understanding -- even if there is a quiet understanding with us, that will tell us both sides are ready to move through it differently. one thing is, creating a better understanding on what are the real steps and real concessions they were prepared to make, even if it's only understood with the two of us privately. >> and bassett, thank you so much. i can't tell you how helpful it is to get a wind into the past. really appreciate it. up next, a colorado judge does the former president engaged in an insurrection. but can storm it on the ballot. what does this mean for similar challenges in other states? great in my book! who are you? no power? no problem. introducing storm-ready wifi. now you can stay reliably connected through power outages with unlimited cellular data and up to 4 hours of battery back-up to keep you online. only from xfinity. >> this is a historic decision. home of the xfinity 10g network. it will reverberate throughout the country from today through the 2024 presidential election. and well beyond. >> a florida judge has ruled donald trump deliberately incited insurrection, finding the former president violated a 14th amendment in spirit, if not in letter. however, the colorado court did not block trump from the 2024 ballot. trump is also temporarily free from his gag orders in new york, and in washington d.c.. both are pause on appeal until later this month. trump is on attack on social media once again. today, he called the clerk of his new york judge, quote, crooked and partisan. trump's previous comments about the clerk earned him $15,000 in fines. joining me now is msnbc contributor, and former watergate prosecutor, jill wind bass. she is a co-host of the hashtag sisters in law podcast. she is of course the author of the watergate girl. i want to start with colorado, just so i understand these words. on the one hand, what's happening, is we're wrestling with this idea that anyone who is engaged in insurrection is barred from office. with the exception of the president. >> i don't think that's what our founders intended. >> please explain. >> the language, the language of the 14th amendment says anyone, any officer, military, or civil, and the president is both a civil officer of the united states, and the military commander in chief. so he falls into both of those argument that he is not an officer, and that there is a difference between his oath and the oath that a senator takes is a difference without distinction. the difference between protect and support doesn't make any sense to me. of course, protect is even a higher burden. if the president has to protect the constitution, he also has to support it. so i think her decision is wrong on the law. of course on the facts she is right, and she made a factual finding that he is insurrectionist. and that would bar him if he were an officer. and i believe that any higher court will find that it was the intent to bar such a person from holding the office of president. and that he will be barred. >> from colorado, jill, let's take you over to new york city, where we are. the appeals court in new york, as you know, will rule on trump's gag order until after thanksgiving. could trump face any consequences for all of the threats that he is making, all of the words he's using, same crooked, all these things. could he face anything? >> yes, he could. i think that there could be crimes he's committing in threatening witnesses and creating a obstruction of justice by possibly tainting the jury pool with his statements. he isn't going to be guilty of violating a gag order, and of course he did violate it. if it is still been in effect. his comments, right after it was lifted, would have violated. but he can't be charged with violating a gag order that isn't in place. so we will have to wait and see if there is any heart to go after him for a criminal violation of threatening a witness, or a codefendant. >> from new york, jill, i'm taking you to georgia. third is just so much going on. as you know, georgia prosecutors have finally requested a trial date for trump's racketeering case. the date is august 5th, 2024. that is about a couple of months from the 2024 election. that is a pretty big deal. what does this timeline mean to you? >> this is not actually educating voters in this case. this is the miseducation of latino and latina voters, the larger question right is to understand that the latino, latina, latinx, latina, hispanic vote is the second largest voting corps hot, cold or in the united states. how latinos and latina's vote will have a lot to do with what happens not only in this election, but with democracy. that is a lens through which the trump campaign is looking to reach those voters. but it is, in fact, paola, that you would have the network, univision, where donald trump first begins to reveal his fascist tendencies by going after a journalist in a news room, in a news conference setting. and physically removing that person because of donald trump's racism against mexican, against mexicans, that person happened to be your father. the notion that univision now is in the softball interview, -- so many journalists are feeling something we call in mexican spanish, -- [speaking in a global language] we feel shame for you, we don't understand what happened. sadly, his reputation, his reputation, univision's reputation, 60 minutes reputation, because -- is tied to 60 minutes, the whole ripple effect, and frankly, the insulting of the latino latino voters, that there would be no pushback on the lies being told to people who can vote, it's inexcusable. >> i think what maria is getting to, it's obviously something that i grew up around is the idea that univision, for many years has always been considered a trusted voice for many latino and immigrant families. it was always a platform that they could trust. suddenly, we are seeing something different. but the reach is still the same. univision is still reaching more than 90% of spanish making households. we know that the latina demographic is changing, but it still very powerful. this energy is still very powerful. what does this mean for your work, chuck? what does this mean when you are trying to mobilize latino voters that are still, many of them, watching univision? >> i think it is really important to play off of my sister maria's point about the importance of the vote and the importance of this network. the majority of the house, and the senate, and the president will be -- who live in arizona, who live in nevada, who live in pennsylvania. and a few handful of battleground states. we've outgrown texas, california, florida, which a lot of us tillis there. but these battleground states are where real information will get the latinos. to maria's point, we've looked at the station for a long time to help us get vaccinated, and to get facts out there. something else everyone needs to know, in the last election cycle, democrats outspent republicans on this network 5 to 1. in the off-year. and even in the last presidential election in 2020, joe biden spent almost 6 to 1 over donald trump here, because republicans didn't spend a lot of time on univision, talking to our electorates. they took them for granted. they didn't care. in the past we voted for democrats almost 70 30. so this is where you start seeing the real wrinkle. that when you look at a trusted network, who puts donald trump on, and they have every right to put donald trump on, as long as they put joe biden, and they put democrats, republicans on. univision is not there to say coup should win or lose an election. it's a misinformation, to what maria was talking about, to a trusted group of news anchors or looked at to give us a real news every night. when they start seeing propaganda, that is people who really have a problem. >> i wonder, maria, it univision is seeing an opportunity in the landscape. there is suddenly perhaps seeing that some latinos may want more conservative voices. right? i wonder if this is sort of a business bet for them. i'm asking you this because you've been on the field for many years. you know the latina audience. you've seen them change, or not. so what can you tell us about this changing latina audience. is univision betting on the right play here? >> the thing is, it's much more complicated than that. because univision now almost has a televisaunivision, which is basically a government supported news and information. they make great talent develops, but in the question of news and information, televisa has always been perceived as, i don't want to use the word corrupt, because that's a very intense word. but basically not trustworthy. so the question is is the role of televisa having an impact, and frankly, i think when you have an interview like this, when there is no pushback on clear lies that are being stated, then the question is, why? obviously, televisa has no interest in really educating the latino and latina voter whatsoever. and now we have a situation where you have a latino and latina like myself, who would prefer to watch the evening news on univision because it's international in scope. it is frankly, it is better international news than most american news networks. but, now what? where did those viewers go? where do they turn toobviously e to -- and latina usa, and the work that we do. but the bigger question is, we are losing a real source, and why? is it a money play? is it just a money play? i think it's much deeper than a money play. >> really quickly, chuck, [speaking in a global language] now what? what do democrats do now? >> i think democrats, again, like you said, most of the latino population america are watching the station. democrats have to have the station. we are not gonna boycott that. john was out there by himself. i've worked with -- we are not calling for a boycott. i think we want to call for a dialogue. it was sent to the ceo, i think there's lots of good folks who work in the government affairs department who want to make sure everyone is treated fairly. from the messages i've been getting from the network to the groups, come in, meet with, us talk with us, we want to be fair, we want to be honest brokers here. we want to conclusion where everyone can be on their airways, communicating with democrat and republican voters. >> chuck, maria, thank you both very much. we appreciate it. next, is extremism a winning message? >> we saw trump, at one point, which was essentially, you know, he was basically children in cages and separation of families. the state of mexico policy where people came across back and forth with impunity, title 42, stunt after stunt, none of it worked. and now, trump two point, no immigration policy, it is just more cruelty. mass deportation, more separation of family, more children in cages, i would imagine. you know, no regard for to process, no regard for the law. tremendous humanitarian effects that could come of it, not to mention, you know, the economic effects of such nonsense. we've seen these stunts played out texas through craig abbott. i think that the future, if this man becomes president, is bleak for hispanics, it's blake for black americans, asian americans, muslim americans. i will tell you why. just last week on the senate floor, members of the senate said, listen, if we got south africans coming in, asians, muslims coming in, this isn't just about the people that look brown. black, asian, muslim people are going to be in trouble, because a cop can stop you with impunity. >> one of the things that you also mentioned, just beyond the racist nature of this policy is the economic impact of this. this is a new. we've seen florida do this, we've seen arizona do this, we've seen the backlash created from those bills. immigrants that are literally fleeing florida to find new work, and new places of employment elsewhere. what type of economic impact do you foresee in texas? >> well, we've seen it already. we've seen a governor stop hundreds and hundreds of truck at the border. it cost us about five billion dollars. they found zero immigrants, and zero fentanyl. we have seen this governor place buoys along the border that ended up killing women and children. so the economic affects, and the humanitarian effects, the sheer loss of life, because of this man, all of this begins, greg abbott's plans, increasing his plans, all begins with this main architect of donald trump and stephen miller. what is happening now in texas, is every bit a plan that has been laid out by this mad man who doesn't have any plans for comprehensive immigration reform. he doesn't want to fix anything. but he is devastating our economy, and instead killing people, killing women and children. >> there is a chance that as trump heads to the southern border tomorrow, there is a chance that governor abbott may endorse him. suddenly we're gonna have two of the most anti-migrant men teaming up. how do you think this escalated anti immigrant rhetoric is playing out among latinos in texas right now? >> i hope latinos wake up. i'm hoping rural republicans wake up. this chaos they've created with this messaging, it is simply that. i mean, our border communities are fine communities. they're doing fine. yes, there's an issue that needs to be addressed, but we need comprehensive immigration reform. we need republicans and democrats in congress working together to create a comprehensive plan to be able to fill, for example, the 30 million jobs here. latinos need to wake up. this isn't the problem in texas. the problem is failing school, an ailing health care system, ailing infrastructure, and all of this has been under republican control for the last 30 years. so, forget all of the smoke and mirrors, focus on what's in front of you. focus on your kitchen table politics. ask yourself why greg abbott, ted cruz, and donald trump have done nothing, nothing to create any change in your life. >> you mention governor abbott has done nothing, which is why, before we let you go sir, i want to take you to what the washington post published this week. which of course, are very, very graphic images from an ar-15 mass shooting. including in uvalde, in washington post, they did explain they did this because they believe it was extremely important for the public to really understand the effects of these weapons. were you able to see these images? >> paola i saw those images, but i've seen all of the images. i've signed a nondisclosure agreement. i've seen images inside those body bags. i've seen those children. we are lost in these united states on guns. we need missile weapons banned once and for all. i've seen everything that dawn did to those children. and the images that i have seen, i can't get him out of my mind. -- >> sir, i only ask you that because i know how traumatic those images are. that's why don't think everyone is ready to see those images. and so i wonder if you think those images can have any effect right now. like how can those images continue to change the public discourse on gun reform? >> yes, the risk it takes to bloom really delves into my experience coming into my identity. but of course, my journey coming into a commitment to social justice. i think what is important for us to think about in this week, trans awareness week, as you know, we have seen all of these strides around visibility. i think that's what folks often outside of the community latch onto. but of course, those strides around vitality have it completely happened for everyone. so we are still seeing, as you've said, upwards of 600 pieces of anti lgbtq+ legislation across the country. and of course, there is an ongoing a pandemic of violence that is largely plaguing black and brown trans women. >> beyond just seeing people, right, i think the important thing is humanizing them. it's not enough -- one of the things you also write about is this idea of how, you know, you describe so much pain when you are watching the breakfast club interview, of course trans icon -- goes on the show, and then they ridicule her. just last week, comedian marlon wayans used the same show, he went on the breakfast club, and he embraced his trans son. let's take a listen. >> as a parent i want my kids to be free. i want them to be free in spirit, free and thought. free to be themselves. the more you know yourself the more you can govern yourself, the more you live your truth, the happier your existence. so if they can't get that in a household with their father, and their mother, how the [bleep] do i send them out into the world with that kind of confidence. i'm just so proud of them for being them. >> considering what you wrote, considering what you just saw, how do you measure progress? what does this represent to you? >> i think it's beautiful to see parents like wayans of course dane and gabrielle union, showing up to support their trans children. especially black trans kids, they need to be seen and understood, and respected. i think we still have a long way to go what it comes to coverage of trans people in the media. it is a different conversation to have when an ally can have that conversation, be respected, then when a trans woman, especially a notable one like the amazing janet mom. and you, know someone like me, luverne, so many others are not always completely heard. i think we still have strides to make their. of course is your have to give it up to organizers in media, who are calling out these big media outlets, like the new york times for instance on some of the failures it's had uncovering trans people and youth recently. >> one of the things that that clipped reminded me of is your own journey, with your own father. i know your father passed away over a decade ago, but in a letter to him you right, in a quote, you say, your death saturn me, but it also freed me. so raquel, how was his loss liberating?
