yesterday afternoon, this man, the speaker, mike johnson, unveiled his plan to fund the government's, which involves a novel and untested approach called a laontiing resolution, or see our. under this plan, funding for some service agencies, such as military a veterans programs, and the department of transportation and urban development, among, others will be extended a current levels until the first ne, ich is january 19th. meanwhile, funding will be extended until february the 2nd, a couple weeks later, for the rest of the government, including the department of state, just, as health and, human services. it'll be a clean bill. no other provisions will be attached. meaning it will not include funding for ukraine, for israel, or border security. these are the three main sticking points with divisions in congress recently. it didn't take long for republicans to once again come out against their own parties proposal. just minutes after johnson announced the latter rcr, at least three house republicans announced their opposition to the bill. georgia representative, marjorie taylor greene, said that she will be voting no on this clean continuing resolution. warren davidson, of ohio, said you will be voting against that. adding, quote, disappointing, as polite as i can muster. and quote. then the texas congressman, chip, roy posted on x. my opposition to the clean sea arduousness by the speaker to the house gop cannot be overstated. roy, chip roy, as against the plan. it doesn't include spending cuts. one of the sticking points for a number of republican hard-liners. now three republicans, they're already opposing this, yard leaves open the possibility that johnson is going to need democrats to help pass the bill, which is been the case with the previous debacle and congress this year. it's unclear, however, if democrats are willing to help them out again this time, since democrats with both chambers of congress reportedly really just like this idea. the white house is against it as, well colleen hidden on serious proposal, and quote, a recipe for more republican chaos, and more shutdowns. but even if republicans do managed to pass some kind of stopgap measure in the last five days, to avoid a shutdown, there is still cause for concern. over the past two weeks, house republican leadership has counseled votes on three separate appropriations bills that they've been working on, because the different factions of the party have failed to come on to an agreement, on a number of issues. this ongoing unrest propped up one republican lawmaker to remark, quote, we are ungovernable. or, as the texas congressman, troy nehls says, quote, i don't think the lord jesus himself could manage this group. and quote. the lord jesus himself would neither conform nor deny that reporting, so the next best we have a stewart stevens. he's a senior adviser for the lincoln project, in a former chief strategist for mitt romney's 2012 presidential campaign and the author of the book, the conspiracy to end america. five ways my old party is driving our democracy to autocracy. also, steve bannon. producer for the rachel maddow show, msnbc political contributor. he's the author of the book the impostors, how republicans quick governing in and ceased american politics. good morning to both of you. i think troy nehls has being sarcastic about jesus not being able to corral this bag of cats. i'm not entirely sure. >> no, he is not wrong. when you look over the course of last, week you just see one debacle after another. we saw mike johnson trying to bring the bill to the floor, they were derailed by all kinds of republican divisions. they had another good spending bill failed. there is no plan to fix. this, yes we had the speaker's office unveiled a solution, where this tiered approach, but at the same time, as you noted, there's no reason to think is going to. pass is no reason to think it can pass the, senate or get the white house's support. they're open to possible kinds of laws. we're dealing with abortion, negotiating with democrats, how to negotiate with the senate democrat. whether governor chen is a good idea or bad idea. there's no real map as to how they get them from point a to point b, and i'm not confident that that's going to work up before the deadline. >> stuart, mike johnson has indicated, as we've just illustrated, that he may need democratic votes to help pass this laddered continuing resolution. no one else seems to like that idea that. much working with democrats though might work, but it's ultimately what might kevin mccarthy dead. -- it has been on the job for less than a month, talk to me, how could this possibly play out? >> well, i feel like advising the script the same way i was when i was asked to debate prep for sarah palin, i'm not good enough. look, the problem is, there is no reason to, for these people to come together. you really saw this the other night in the debate. there is no optimistic vision, and there's no unifying theme. we've had that in our politics a lot, be a conservatism, hope and change. you don't have. that you have this kind of make america great again out there, which nobody really knows what that means other than, like, those of us who are majority white, should settle grievances. that's not an optimistic vision. so to organize anything like this, to bring people together, think of it like a sports team. standing, there you're in a locker room, what do you say to say, okay, let's do this together. for a greater good. and there is no greater good that they're concerned with. that's just sort of a hollowness at the core of where the republican party is, which is the lack of governing philosophy. >> let's talk about this. i was covering the war in israel when this all went down, and i had to admit that i had not really heard much about mike johnson ever before. my optimistic view of it was that the guys knew, maybe he doesn't have the baggage within the party that mccarthy has, hasn't had the missteps. maybe he is the guy they can coalesce around for some kind of vision that steve was, the stewards talking about. that hasn't happened. the vision hasn't been present dead, the optimistic view hasn't been presented. no one is coalesced around anything. what happens now? >> well, i think it's important to understand why this is happened the way it has. i think you're right. when mike johnson got the gavel, there was an opportunity, there is an opportunity for them to kind of turn the conference on and on again. the problem is, the divisions that existed under mccarthy haven't been resolved. no one has changed their minds, no one has necessarily shifted focus in such a way in such a way that they would win a new constructive governing party. it's the opposite. they're continuing to be divided against themselves, they're continuing to fight amongst the republics themselves. they can't figure out, so to stewarts point, what kind of vision they'll try to pursue, so with that in mind, the problems that they put forward, put it this, way meet the new house republican party, it's the same as the old republican party. the divisions haven't been resolved, there's no reason to think it'll change anytime soon. >> stuart, let's talk about some reporti tt was in axios last week. they see a group of moderate republicans are threatening to vote against the spending bill, funding a variety of federal treasury department due to language restricti abortion. these areoderate republicans werealking. struggles of the houseicant republicans already face and trying to pass appropriation bills with the narrowed ideological disparate majority. the bottom line, is there's no abortion references in this particular ladder rca. the one thing by johnson is trying to do is get a, see, our is what is called a clean bill. that doesn't seem to help in this moment. the moderate republicans were against the idea that republicans are going to lay this thing with things that were controversial. even without must controversy, this isn't working. what will work? >> i think what is going to work is that the same thing that worked with mccarthy, which ultimately, powerful forces in america, or financial interest, they don't want to see this country befall debt, don't want to see this collapse, or the economy under pressure, which may support by republicans. they will pass the kind of el. that is really the only unified principle in the republican party, it's going to be houma going to get negotiations. the problem is, there is such a coherent inconsistency and the party. these are people who say that it is a an extraordinary violation of our civil liberties, if i had to wear a mask to defend someone else. it's perfectly acceptable. it's proper, it's, right it's a role of government. a 12-year-old girls, raped is pregnant, that she has to carry that child to term. how do you reconcile that? how is that any sort of coherent governing philosophy. you can do it. you, know we've always had weird people in congress. during congress, you know what it's like. they are where we are. does the weirdos are really running congress. this congress. republican caucus, marjorie taylor greene, i, mean with any serious organization with the pti, to a small business, as marjorie taylor greene to run it? same with matt gaetz. the party just has no leaders. it has no message. that is why it's stumbling along. >> interestingly enough, see, voters sent to message on tuesday. i'll be, at not across the country. in unusual places. even where republican voters came out and say, don't mess with them. i have limits to what i will accept. this wasn't necessarily a referendum on abortion itself. it was on the idea of rights. every time a referendum has come up in this country, in the, west about abortion, more people have been in favor of supporting abortion rights than the polls indicates, are in favor of abortion. that's the same thing. the moms for liberty group lost most of the people they ran on the book banning stuff. there is a signal being sent out. if you are in the mood to accept signals, there are signals being sent, there might be a world for republicans to play in the years coming forward. the culture wars, the abortion, stuff is not it. >> right. and, the day after. what happened, the hours that followed. what we saw is tim scott, and opening, debate they said, no, i want to federal abortion ban. i saw the election results, i saw what the voters had to, say not going to do the exact opposite. the congressional republicans are doing the exact same thing. he said he's going to reintroduce his federal, national abortion ban. four states are not going in this direction, even if they want to, on reproductive rights. the question i have for the party is, are you paying any attention? what would've really ground offensive of gaza look like? what happens to non combatant palestinian civilians caught in the middle? now we're starting to hear more talk of the so-called day after. when the bomb sees, the hostages are released, this war ends. but what is past its prologue. what is the end to this israeli palestinian conflict? it is everything to do with a lack of good governance amongst the ruling factions in the regions. the israeli government, the palestinian authority, and hamas. while it's true that hamas is neither a good government, nor a good neighbor, it isn't a viable negotiating partner, israeli prime minister, benjamin netanyahu, has himself demonstrated time and again that he is unwilling to come to the negotiating table to work out a viable solution for the palestinians. let alone, the elusive two state solution. the states way back to the current war updated. netanyahu stated policy has been against a two-state solution, with much of the international community sees as the only distant glimmer of hope. netanyahu also hold some responsibility for elevating hamas from a terrorist organization, to the ruling government of gaza. for a long time, netanyahu's policy was to weaken the palestinian authority, the successor to the palestinian liberation organization, and to empower hamas. a group of fundamentalist as a counterbalance. for the last decade or so, netanyahu has, and various, ways propped up hamas in order to weaken the palestinian authority. yesterday, netanyahu said that israel will control security of the gaza strip after the war, but not gornor en administer basic services which is what hamas used to do in the gaza strip. however, he ruled out the possibility of the palestinian authority, which considers itself the sole governing authority of the palestinian people taking control of gaza, as it had before 2007. over the years, netanyahu's plan to weaken the palestinian authority worked. the p.a., it's presidents, hamas, are not seen as legitimate in the eyes of the world leaders, and they're arguably not seen as trustworthy or reliable even by many palestinians who have watched them continuously lose territory and authority to the israeli government. one option the palestinian authority has to regain legitimacy is through the palestinian people in an election. the west bank hasn't had an election in 17 years, there's a reason for that. an election can go one of two ways. the people get elected leader who appeals to the international community, or, are much more likely, a militant group like hamas takes power. in the west bank. then the situation gets worse. which is why the palestinian authority doesn't hold elections in the west bank, and despite casual protests stations from time to time, neither the israelis or americans want them to. lastly, you've got hamas. which has hell-bent on creating an independent palestinian state, but is willing to do so at the expense of human life, both israeli and palestinian. despite its surprising military prowess, hamas has never shown any ability to govern, so who will govern gaza? >> you need a legitimate palestinian leadership. the most popular palestinian leaders are in jail. an entire generation of palestinian leaders are in jail. if israel wanted to have a legitimate palestinian leadership, they could make tough, difficult decisions. it should start by thinking about people like -- all the polls show that this is the most popular palestinian leader. more than most often boss, who is considered a corrupt, authoritarian, collaborator. more popular hamas, more infamous. they don't think they've done a good job in the west bank. certainly, people in gaza are seeing the horror that they have seen unleashed because of the massacre on october 7th. he was involved in armed attacks in the second intifada, but a spoken from jail about reconciliation, the path of nelson mandela. if there were a palestinian election and someone like him were to win, you could have a new kind of conversation because he would have a legitimate palestinian leadership that is a real could talk to. >> i know you think about these, things you read about, them you studied them, you write about them. are there people that you believe in the israeli government, that are influencing israeli politics right now, who listen to this, who say, yeah, let's see if we can find people on the other side of the table that we can have a meaningful conversation with in the days after? >> not really in this very far-right israeli government. what's interesting, if you look at the israeli security establishment, the former heads of the military, up the mess dog external and internal security forces, they have always been to the left of the politicians in recent decades. there are certainly those kinds of folks who would say, yes, we should begin a conversation with somebody like -- and then create the conditions where we could have elections. it won't be with netanyahu. we know that it's likely the next israeli elections. there could be a political earthquake. we need to start laying the groundwork of a vision, and ideas, that potentially the next israeli government might pick up. >> there are some who are stated might not even meet until the next elections so, this government might fail earlier than that. you know, you are the editor of something called u.s. currents. tell me about the currents right now. we've seen from last year is that most of israel is different to the left of where the government is. incidents like what happened on october 7th tend to coalesce communities and society, and to some degree, and the short term, has played into how netanyahu wants his release to think about palestinians. >> when october 7th showed is that you cannot manage this problem. the problem is, you have millions of palestinians who live under israeli control in different ways without the most basic rights. israel thought it could manage the problem through a blockading gaza, through collaboration with its subcontractor in the west bank, and basically focus on saudi arabia. october 7th shattered that. so, now things are up in the air. what i fear is that folks on the israeli right have an answer. that's a -- she's the finance minister. in 2017, came up with a decisive plan. it's essentially a plan for expulsion. if the palestinians are the problem, get rid of the palestinians, no problem. with people who have a humane vision of coexistence, they need to offer an alternative. it can't be managing people with no rights. it has to be a vision for giving people the basic rights, so it's palestinians live with dignity and freedom, it means more safety for israeli jews. >> but do you think this means? what netanyahu has said, that it will maintain security control, but no authority over basic functions. i think what he was trying to say that israel needs to be able to go in and out of cause at all times to be able to, if they find out there's another hamas terrorist, they want to get. that means there's a vacuum. as to who runs gaza. i think everybody agrees is not going to be hamas. netanyahu says is not to be the palestinian authority. have you given any thought to what does that look? like does it mean the saudis, the qataris, the egyptians, the americans, the u.n., who goes and runs gaza? >> first, i don't think anyone wants to go in there. who wants to do that? secondly, anyone who goes in there will not have legitimacy, and will face an insurgency. ultimately, if israel's responsibility to keep them in power, and just like the u.s. found it easy to go into iraq and afghanistan to topple governments, and extremely difficult to go out, found people are bleeding and a quagmire. this is where i feel israel is heading toward. it'll be like its occupation of lebanon, when it went in the early 19 80s. the frightening thing about that is they went in to get rid of the plo, because i thought the plo was the worst thing that could imagine. they laid the groundwork, as you, know for hezbollah, for something even worse. if you don't address the core political problem of people's desire for freedom, your military solution will be created in next problem. >> you would think that that lesson would be learned. the bottom line is, hezbollah is an organization that is fueled by religious fanaticism. they deal, was they were a lefty revolutionary -- >> nationalist. >> yeah. hamas, same thing. is that lesson resonating? is israel realize they, in i'm not sure america realizes, or has realized it in the past. are we recognizing that that kind of stuff is really playing with fire? >> i don't think this is really government. does little digger recognizes that what it does shapes palestinian politics, right? (guitar music) love food back and fall asleep faster. with other programs i've tried in the past they were unsustainable, just too restrictive. with golo i can enjoy my food and the fear and guilt of eating is gone. tuesday an election result across the country emphasize the deep political truth. americans enjoy the personal rights. the far-right learned that and more ways the, one efforts to ban abortion and ohio were rejected by voters, and now, abortion acts say that it's enshrined in the state's constitution. a struggle portions right message also helped propel kentucky's democratic governor andy beshear to reelection. helping virginia democrats flip the state's house of delegates. on a local level, the rights and efforts to stifle what our children learn in school was roundly rejected as well. candidates and school board elections, in multiple states, who are pushing far-right ideas about gender, sexuality, and race lost big. their extremist agenda was package and pedal to voters as parental rights, with the help of all funded groups like moms for liberty. instead of teaching about diversity and inclusivity, they sought to eliminate diversity programs, they sought to ban, bucks into prohibit discussion of certain topics and schools, and they met with success. until tuesday. moms for liberty based on to the political scene, but they won school board elections and virginia, 2021. they quickly expanded their efforts to ban books to limit lgbt visibility and schools nationwide. their political momentum has not so much pe out, as much as it has plopped like a wet towel. the numbers speak for themselves. in tuesday's elections, the majority of the more than hundred 30 candidates at the school board elections across the country lost. and social media, moms for liberty said that 50 other groups endorsed candidates won in tuesday's elections, and haven't quite been able to cooperate that. if you take that number, that's a winning percentage about 38%. in some states, and none of the candidates endorsed by moms for liberty won their races, but to be clear, this wasn't some euro coal. these candidates didn't randomly lose. americans who were concerned about their communities, concert for freedom of speech, were concerned about freedom to, learn democracy, truth, those americans mobilized and fought back. people like this woman, jane kramer. she helped elect five democrats to her local school district in bucks county pennsylvania, which was overrun by moms for liberty-backed candidates. just a few years ago. i spoke with jane on friday, she told me how they did it. >> it's scary to go into a school board meeting and stands in front of the board, to be on camera, and to have, i mean, we've had hundreds of people sitting in the audience. that is very overwhelming. parents after parents, teacher after teacher, after student. they came out because they saw how wrong it was. we had to stop it. , you know, we did. >> that takes courage. for more on, this i'm joined by somebody else who has a lot of courage on this. fight nicole, she is a prize wooden journalist in the new york times magazine. she's the creator of the 16 19 project. sees a founder or the center howard university, or will be this week, in conversation with her and others about democracy. great to see you, my friend. >> always good to see you. >> you are, in terms of moms for liberty, you are where they started, right? the 16 19 project offended people to its core. these people started saying that we don't want this alternate reality, we don't want these alternate histories being taught by our kids, they mobilized to ensure that their kids didn't learn anything else. >> yes, absolutely. moms for liberty comes out of this backlash to the movement of 2020. i think they were able to pick up so much speed because they were all top into parents who were upset about the school closures, and, for the first time, to see, from their computers, the lessons, and so they tucked into this growing anger amongst the small group of white parents, white parents, we should say. what these results that we just saw made clear is that they were never representative of most parents. many americans felt that this was gone way too far. we have librarians quitting their, job being attacked, you know, second grade, third grade teachers who are being attacked. it had gone too far. so voters voted in a way that reflected the larger constituency of america. >> this woman, james kramer, who i spoke to one, friday who is fbucks county, pennsylvania. she echoed a sentiment that a lot of parents he had. i've had enough of these wackos. you are not telling me what my kids are going to read. i can make that decision, i'm not an idiot. i'm going to say, as you have said, some folks are appropriate for, kids some are meant to be taught in college, that is not a right that is in the state. it aligns with the abortion foes that we saw on tuesday. people are saying it's not about abortion, is not about the, books it's about my rights. >> absolutely, one, the id of a parental choice, we've always had that. i, as a, parent have always had the ability to go to a school and say i don't think this is appropriate for my child. i don't want my child in the lesson that you're teaching in this particular book. but what you don't have is a right to tell every other parents what their child can read. you don't have a right to free society to pull books off the shelves just because you don't agree with them. as you said, it also, they scorn sides with an effort to restrict women's rights around their own reproductive choices. americans, in general, don't like the government telling that what rights they have, and what they don't. we saw a stunning rebuke of that notion. >> i want to ask you about how this ties in with where you and i will be at this weekend, the summit for democracy. tell me about the ties between the worth you've done, and the information that you've given to america about our own history, and how it is morphed into this sort of you being targeted, and the democratic ideal being targeted of this country. >> absolutely. what you know, you feature this on your show, consistently, is that our democracy is under attack. our democratic ideals, institutions, they've really been weekend. the summit that i'm holding in at howard university is really geared toward journalists. saying, we can't just cover what's happening, this kind of day-to-day reporting, or as if everything that we're seeing across our country just began with what we're seeing today, there's a whole history that builds this moment. there's a reason why one political party seems to be issuing the ideals of democracy. we need to understand the history that built that. also, we have an obligation to be pro democracy. we can't be neutral on the idea of democracy, because democracy requires a free press. we, as a free press, require democracy. >> we could be neutral about political ideology, but we're not discussing political ideology. we're talking about whether this a free, prosecutor that free press exist in certain democracies. >> what do we have a free society. this is not about whether you're a democrat or republican, it's do we believe in democracy? there is still a very, very bag, far-right, anti-democratic, anti-intellectual movement at the federal level. lead in large part by donald trump. that still exist, and has a lot of power. how does, what's your interpretation of what happened this week in the elections? how it affects us writ large? >> i do think that particularly the abortion rights, their big motivators for people to come to elections that they don't normally come out to. what that says, this was a settled, constitutional right. while we may disagree about a lot of things, many americans are very worried about having a write taken away. that seemed to be beyond the pale. i think we should be very cautious that we have not won this battle for our democracy. and facts, the summit that i'm holding at howard is going to be talking about the state and local threats to democracy that we still have kind of extreme parties, gerrymandering, that's taken away the will of the people. we have a representative justin jones from tennessee, who was ousted from the legislature, we have down in florida, very regressive policies, including us to attorney been removed. we still have a lot of battles ahead. what i hope we understand, as, yes we collectively can pushback on these anti-democratic policies, but we have to be sustained for the longer battle ahead. this is a war over who were going to be as a country. >> when you and i first talked in this building, in many years, ago when you were launching the 16 19 project as a time magazine, i was certainly not smart enough to think that was going to be a historic event. i thought this was interesting. , while you've given the information. you've given me data i didn't have my hard drive. to think about. you weren't looking for that battle. you were doing something. else you are looking to be a journalist and inform the public about something, and it has been battle after battle, after battle for you. you keep, winning but it's a lot of battles. >> it is. as i was saying to, you know one is more surprised at what both 60 19 has become, symbolically, and what i've become symbolically. this is just a work of journalism to me. i hope people would read it. it certainly didn't think that it would spawn this backlash that we've seen, all these anti-critical race theory, laws they began as anti 1619 project laws. this really becomes a cultural phenomenon. i guess that speaks to why we became journalist. understanding the type of impact, in power that we can have around the idea of narrative, how we see our society. >> well it spawned our velshi banned book club. every week we feature some writer who has gone up against some thin. you brought attention to this on your twitter the other day, about the number of journalists who have been killed in gaza. i was surprised at the reaction to what you post, and when i posted a subsequent article about that, by people who sort of implied that they're not real journalist. it happens around the, world right?
