door fast. nbc's exclusive sit-down with the treasury secretary on when the money will hit accounts and criticisms the package is just too big. >> are you spending too much? >> i don't believe we've overshot the mark. plus, what we know about that new accelerated vaccine timeline. can the white house keep promises made in the president's prime time address? and can cities and states keep up? i'm hallie jackson in washington on this friday morning, nbc's monica alba and kristen welker are at the white house, we're joined by dr. joshua sharpstein. ellison barber is with us as well. kristen, look ahead to what we can expect at the rose garden and next week across the country as it appears important to the white house, the president, his aides and advisers they get out and sell this package that just passed. >> reporter: that's the keyword, hallie, sell. that is what we are going to see from president biden and vice president harris. he's going to hold a signing ceremony for that sweeping piece of legislation a little bit later on today. $1.9 trillion. he will be joined by top democrats. with him in the rose garden house speaker nancy pelosi, senate majority leader chuck schumer as well as a number of other top democrats who fought to get this legislation passed. now, this legislation as you know it was the sixth covid relief package, hallie, but only the first to pass along party lines without any republican support. and so what we're going to see as president biden aims to sell this package is he is going to be touting how he believes this is going to be helping americans, those $1,400 direct payments that will start arriving in people's inboxes by this weekend, but the republican criticism of this bill, the reason why they say they couldn't get behind it because of that sweeping price tag, because they say it will only add to the ballooning deficit, a trillion dollars last year alone, and they say it just wasn't targeted enough, arguing that it goes to things like climate change as well as the arts. take a listen to morph our exclusive interview with our colleague savannah guthrie and the treasury secretary. >> even some progressive economists say this stimulus is up to three times bigger than it needs to be. have you overshot the mark? are you spending too much? >> i don't believe we've overshot the mark. i think that this package is the right size. when the pandemic struck the unemployment rate was 3.5% and i'd like to see us get back there next year. >> reporter: so, hallie, after today the president and vice president they're going to be hitting the road. president biden will be in delaware county, pennsylvania, next tuesday, vice president harris will be in las vegas, nevada, and the two of them hold their first joint event since taking office in atlanta, georgia. of course, both of those areas swing areas and georgia of course the state that helped deliver democrats control of the u.s. senate. so i am told they are going to be targeting republicans in those areas who supported the legislation to try to argue that in the country, if not in washington, there is some bipartisan support for this, hallie. >> you've also got the other big headline out of that prime time address on the vaccine front. this morning the white house interestingly is already out signaling that some states may beat that may 1st timeline for whenever adult can become eligible. talk about the new key dates and what you're hearing as far as reaction to laying down that marker. >> reporter: an ambition headline out of last night's prime time address but something the white house feels confident they can accomplish based on the pace of vaccinations to date. this tracks with something that president biden wants in his first 100 days which is its 100 million shots in arms. that's something they are sure to exceed in the next couple of days. remember, we're only halfway through that, so really they're probably going to go far beyond that, but that speaks to what the message was last night and that's why the president announced that by may 1st he hopes that every state and territory will tell adults you are eligible essentially to get in line. now, that doesn't mean that everybody is going to be able to get their shots immediately in the month of may, but the other important thing to remember is that by the end of may, so we're talking about just six to eight weeks from now, they hope there will be enough vaccine supply for all of those adults to get their vaccinations, which puts the united states on track, the president hopes, for some small gatherings on the fourth of july, essentially telling people fire up those barbecues, something we couldn't do last summer because of the spread of the coronavirus. they did acknowledge last night and the president spoke to things that we cannot anticipate and things that could derail this, but really it's so much about looking backward, everything that we suffered and have come so far from, but also now looking ahead and that's why those dates are so important and the way they believe they're going to be able to get there is also by adding more vaccinators, but the one big question the white house is promising a new website, something that really of course we've seen past administrations struggle with for vaccines. they're promising that by may 1st but we haven't gotten a lot more details. as for reaction to the speech we do know republicans are not happy with this white house claiming all of the victory they argue. they believe there should be a little bit more credit to former president trump and to operation warped speed, hallie. >> dr. sharpstein, realistic this marker president biden is laying down? what's your expert perspective on that? >> i think it's terrific. i think it reflects the fact that there's more vaccine than we imagined would be available by this time and that's due to a lot of small steps that this administration has taken using the defense production act in ways that people hadn't anticipated to help the vaccine manufacturers and of course the larger step of getting two rivals to work together to produce the johnson & johnson vaccine. it's really important for the president, just like he did, to give people hope. hope the vaccine will be available for them and hope that as vaccine becomes available and as we continue to be vigilant against the virus that we're going to regain a sense of normalcy. i really like the speech. i really liked how he gave a timeline and didn't say like we're all done with the pandemic now, but he said here is what we can expect if we all work together to defeat coronavirus. >> there still does seem to be an open question about the execution of this. look at what's happening in oregon, the state's democratic governor was asked if oregon would be able to meet that may 1st directive and she stopped short of committing. her office told a local paper instead they're taking a, quote, wait and see approach. does that signal the potential challenges that lie ahead for the administration to get the states up to speed with the timeline they're looking at? >> i think people are understandably wary. i mean, we have had a lot of let downs this year. there have been a lot of extra challenges. so for a governor to say i sure hope that's the case, but i really want to make sure there's adequate vaccine before i do this totally fair, and i think it's going to be a challenge that the administration is excited to meet to give confidence to governors that there's going to be enough vaccine. >> ellison, give us the view of what things are like on the ground. you have spent the last couple days traveling across one of those states that the president is talking b alabama, specifically the black belt region. give us a reality check on the ground there, how the vaccination effort is going, what the challenges or hurdles might be for them in the next couple of months. >> reporter: so the alabama department of health says that they have actually vaccinated about 20% of people who live in the black belt count yeegs and those numbers are good, but when we've talking about people who know this area best they say that the allocation plans don't really make sense for this area. this is an incredibly rural part region of the state, these are some of the poorest counties in alabama, they have very limited access to health care and when you go back to the height of the pandemic for this area, back into the summer months and you look at who was hit the hardest, it was these counties. they had some of the highest infection and death rates of covid-19 per capita across the state of alabama. listen here. >> i think the lens that has to be changed sin stead of allocating based off of population is to allocate based off of need because you know what will always happen, the black belt will always be without. >> why do you think this area gets forgotten so often? >> because of the black soil and the black people, point-blank. our nation has embraced a hierarchy of human value that if your skin tone is one color that you are more valuable than if your skin tone is another color. >> reporter: so the group that we're with today a rural health medical program have eight clinics across the black belt region. they couldn't get the pfizer vaccine because they couldn't afford the appropriate freezers necessary to get that vaccine. their applications for the moderna vaccine are still pending. they just got shipments of the johnson & johnson vaccine, 200 dose a couple of days ago. that is the first vaccine this clinic, this health group has had access to and now what they're trying to do is get government approval to turn this mobile vaccination clinic, i will show you inside it real quick, which is currently used to do mobile optometry, into a mobile vaccination clinic. that's the thing in areas like this, hallie, you have people who live in very rural communities, they are literally having to decide do they pay with their gas money to drive an hour to get vaccinated or do they go to the grocery store. obviously for some people that choice is a no-brainer. the people here say they need more help to do this and get people vaccinated in these vulnerable communities. hallie? (laughter) yeah. >same placements and everything. >>unbelievable. ♪ limu emu & doug ♪ liberty mutual customizes your car insurance so you only pay for what you need. thank you! hey, hey, no, no limu, no limu! only pay for what you need. ♪ liberty. liberty. liberty. liberty. ♪ it's moving day. and while her friends are doing the heavy lifting, jess is busy moving her xfinity internet and tv services. it only takes about a minute. wait, a minute? but what have you been doing for the last two hours? ...delegating? oh, good one. move your xfinity services without breaking a sweat. xfinity makes moving easy. go online to transfer your services in about a minute. get started today. so what do you love about your always pan? it's a kitchen magician. have you ever seen a pan cook three things at once? this morning new york governor andrew cuomo is fighting to keep his job now that a total of six women have accused him of inappropriate behavior. the sixth accuser who is an aide to the governor alleged cuomo groped her in a sexually charged manner. his case has been referred to the albany police department although she has not filed a complaint with them. cuomo denies the accusations saying he has never touched anyone inappropriately but he has apologized in case he made anyone feel uncomfortable. you have nearly 60 state legislators now calling for the govern for resign. they are releasing a joint statement asking cuomo to step down and for the lieutenant governor to take over to take power. state lawmakers plan to launch an impeachment inquiry that will give them the able to investigate misconduct. let's bring in jessie mckinley who has been all over this story from the beginning. there's been a lot that has happened in the last 24 hours. let's start with that potential impeachment inquiry. what does that look like and what is the timeline of something like that? >> well, lawmakers are saying they're going to act as expeditiously which is a big word for fast, but of course legislatures definition of past fast and our definition of fast may be different, but there is great pressure in albany on the governor both from democrats and of course from republicans to get answers on this. i think that the investigation by the legislature as well as the investigation by tish james, that is already under way. my understanding is that subpoenas are being drafted if not already out the door. so things are moving quickly. it may not be a question of today or tomorrow, but certainly i think in the weeks and months to come we should have some answers pretty quickly. >> there have been some reports of alleged intimidation on the part of the governor's office, cuomo's advisers deny any wrongdoing. what has been your reporting on how team cuomo and the cuomo camp has been handling this internally or externally. >> i know from covering the governor for eight years he is not shy about making his opinion known to anyone as to whether or not he is in the right about things. i think considering the level of crisis right now in this administration it's not at all surprising that his surrogates would also be reaching out not only to staffers but also to journalists and people like that trying to push back on allegations as well as intimations that he might resign or be impeached. i think that that is an ongoing ground war at this point between the administration and lawmakers to try to push back on suggestions that he step aside. >> is it your reporting, your sense from the sources that you are talking to that as of the moment at least right now governor cuomo is fairly politically safe, meaning he is not going to resign, he is not going to leave office unless he's absolutely forced to? >> well, i think it's a quick-moving situation. i think he is entrenched at this moment. i think he feels that these are not fireable offenses and certainly if they have not been proved. so the governor has given no indication that he wants to resign, will resign or will even consider resigning, but, as i said, you know, allegations have been coming out at a fairly steady clip, there's chatter that perhaps more publications would come out with more alligations so this is a fluid situation. certainly it is indisputable that the governor is in perilous political strive testify hour. there has never been a moment at which his grip on power has been less. >> >> jessie mckinley with great perspective and great reporting. always great to have you on. i have a feeling this is not the last time we will talk here on this show. next up, we're joined by new york congresswoman grace meng not just about this push to impeach governor cuomo but about her new efforts to confront the urge in anti-asian hate crimes. one year after the death of breonna taylor we are live in louisville, kentucky, as the city mourns. talking with a community organizers on the front lines in a fight for justice. on the fron a fight for justice. this is how you become the best! >> well, i do want to thank msnbc for covering this issue in the mainstream media, from the very beginning. it really means a lot. look, the former president did tone it down, but maybe for a few face or just a few weeks and then he went right back at it. in fact, one of his last public speeches as a president was including words like chinese virus. so even though he is not officially the president anymore, we know that he is still using these words, he is still empowering people who might perpetrate these sorts of assaults and attacks. he has done so even in a public statement just a few days ago. >> i want to ask you about the sort of underpinnings of some of this which is the covid pandemic itself. we are a year into it as you know and your district in queens was to hard hit, really at the epicenter of all of this last spring. how would you assess what's happening right now, the current situation as we stand? >> so the asian-american community has sort of been going through two battles this last year, one is the virus along with every someone else, but the second of this sort of discrimination. from the beginning and it's really only gotten worse. we have heard of so many families who tell me that they won't let their parents go out to the supermarket because they don't want anything to happen to them. just yesterday a friend who has kids texted me and says she's not going to let her kids go out to play even though it's nice this week because she's worried what might happen to them. you know, just this week there were multiple incidents here in queens and throughout the new york region where people were pat on. an 8 #-year-old grandmother was beat up just a few days ago in new york. so these stories are still happening and i just want to say i'm incredibly grateful for leaders and members of various communities, the black community, latino community, native americans who have come out in strong support to show solidarity with the asian pacific american community. it means so much. >> i want to ask you before i let you go about your state's governor andrew cuomo, we just talked about this with jessie mckinley a moment ago. he is facing increasing calls to step down, more and more pressure from democrats and republicans both to resign after of course those allegations accusing him of inappropriate behavior. he is also under investigation for down playing nursing home deaths in new york. can he still effectively lead your state, congresswoman? >> i think it has become increasingly difficult. i will be releasing a statement very soon in which i call for him to resign. >> so you have not taken that step, even as recently as this week. what changed your mind? what made you decide that this would be the right move, to add your voice to the course of those asking your state's governor to step down? >> i think i really wanted to give an opportunity for our state leaders from our attorney general tish james who will continue to conduct a thorough investigation to our leaders in the state legislature, assemblymen and speaker carl hasty, majority leader andrea stewart cousins. in the last 24, 48 hours they have spoken up and have made their decision and with the increasing numbers of incidents coming through every single day it's just become too much of a distraction for our state legislators to be able to do the job that they need to do to carry our state through this pandemic. >> do you believe there are other members of the new york congressional delegation who have not spoken out up to this point who might join new that call for resignation? >> i believe so. >> you believe so because you think there might be a joint statement coming out, is that what you're hinting or is this based on conversations you have had privately, congresswoman? >> we have had multiple conversations amongst each other. i think you will see statements coming out today. >> do you believe this is perhaps a tipping point for the governor? >> i don't know if it's a tipping point. obviously it is up to him and his team to make that decision and i do want to emphasize the importance of the work, especially as a former assemblywoman, the importance of the work that our new york state legislature has to carry through and i do want to respect the process that our attorney general tish james will continue to carry through. >> and i will let you go, but very quickly do you think if he doesn't step down that the governor, should, in fact, be impeached by the state leaders that you're referencing? have there been studies showing difficulty getting pregnant after getting the vaccine? >> there have not been, but i want to be very careful here. there have not been because there really could not have been. it's way too early to be able to get data specific on that question -- specific do that question, but let me underscore that we have had really many, many decades of experience with vaccines and pregnant people and vaccines and women and there is no indication that there is an association between any vaccines and infertility. that i can say. >> emily, let me take the next one over to you, this question, is there a timeline for kids ten and older to get the covid vaccine? >> so for kids 12 to 17 we're currently in trials and my guess is that those will be done towards the end of the summer and we will actually start seeing some vaccination there. for the younger cohort they are only just enrolling or anything about enrolling kids in those trials now. so i think realistically for kids, particularly kids under five but even the kind of under 12 set we're looking towards the end of -- towards the end of 2021. the better news is that kids are really low risk so i think that once all of the adults are vaccinated, once we see even young adults vaccinated, we're going to be able to return to nor normacy even as we ate for that last little piece of kids being vaccinated themselves. >> which i think a lot of folks are looking forward to. dr. bhadelia, let me ask this to you, my daughter-in-law will have her baby girl on monday, congratulations, she says, i'm getting my first pfizer vaccine today, the first dose. should i keep my distance for now? what would you say to her? >> well, congratulations to you, both for the vaccine and the grandchild. so what i would say is that what we know from cdc guidelines is that people who have both of their vaccines, you know, and two weeks after their vaccine or with johnson & johnson one dose and two weeks after that they are considered fully vaccinated and then they can go to low-risk households and merge with that household. so your daughter and their child would be considered if they are not high risk would be considered safe for you to visit. so for you to not visit them, the reason right now is not so much for their safety, but just so that you're protected and you have gotten the full protection of the vaccines that you're receiving before you can do that. i would say just delay until you get your second dose and it's been two weeks. >> that's good advice. emily, this next one is a personal one for us here in our msnbc family because the wife of one of our colleagues here, candy, sent us this question which buries the lede, their exciting announcement that is getting revealed on this show. she said my midwife says they're seeing fewer vaccine side effects in pregnant women than the population. is there any data to back that up or is my midwife just trying to calm me down? >> so i will go with -- start with the same thing ruth said is that we don't yet have enough data to be really confident about that kind of thing. i have heard that anecdote also. i think given that we generally see that the more robust your immune system on average the sort of more significant are the side effects with the vaccine so we're seeing higher incidents of side effects for younger people typically than older people. you might have thought that pregnant people would have a lower incidence of side effects because there is a bit of immune compromise there, but i think the high level point is all the data we're seeing on vaccination in pregnant people so far has been really reassuring and of course being protected against covid is important, especially for pregnant people. so i think that's pretty reassuring and most important congratulations. >> so candy and mike, a huge congratulations indeed. emily, that makes sense. thank you. ruth, on this timeline question that is something that i think a lot of people are wondering about. amy schwartz wants to know when can we expect reliable research to be published for the safety of these three vaccines for nursing mothers in pregnancy? it is clear that it's still very early in the data gathering process. when do you foresee more concrete info for women down the road? >> sure. there are two pieces here, for lactation really the message could not be more reassuring. people who are breast-feeding shouldn't let tate to get vaccinated and, in fact, there are just the beginnings of some results coming in to suggest that it may be really beneficial for newborns for the mothers to be vaccinated during pregnancy in terms of potentially conferring some protection of immunity in newborns. we're watching that data very carefully but it's looking encouraging and our two studies in the u.s. and multiple around the world that are monitoring breast milk and breast milk. so far, so good. on the lactation side, it's real easy to be very, very reassuring. on the pregnancy side, there you go, thank you. on the pregnancy side, too, the evidence is all leaning in the direction of reassurance, both historical evidence, evidence from the vaccine products themselves when they were tested in animals before they were introduced into human beings. those are also very encouraging. we now have two sources of data that are coming in that we didn't have previously. the first set of data are coming from all the women who are being vaccinated around the world during pregnancy. that's a lot of women. be safe, the monitoring system in the -- that the cdc maintains, is beginning to roll out some of the data. again, early days, but so far encouraging what they are seeing with pregnant women and the be safe system. two drugs -- two vaccine manufacturers, pfizer and johnson & johnson have announced they are beginning studies with pregnant women. johnson & johnson down the road and pfizer later. i mean pfizer now. excuse me. >> we are showing information on our screen. if you look, we are having all these studies you are referencing on our twitter page so folks can get there for the link. this is a question we took from folks who have been writing in. i'm an avid reader of your newsletter. when can kids have friends come over? on the travel front, is it safe to travel with kids if everybody else in the family is vaccinated? >> i think the answer is yes. as we get all of the high-risk adults vaccinated, we are going to really lower any of the serious hospitalization and death risks. for kids who are low risk, healthy kids, these risks are really small. they are much, much lower than a lot of the other disease risks that are floating around in the world at all times. although i think it's still going to seem scary initially and we will need to adapt a little bit, i think there is a sense in which parents can be confident that the travel is possible this summer, that play dates are possible this summer and that once the high-risk individuals are vaccinated, we can start acting more normally. one way to say it is given the low risk for kids, as if they are vaccinated. it's just that they are waiting on the rest of us to return to some sense of normalcy. >> we have a couple of seconds left. i want to ask a question i heard a ton in my course of reporting this. dr. riley has gotten this from a lot of women. can the vaccine actually transmit antibodies through breast milk or through the placenta if you are pregnant? do we know about that? >> ruth alluded to this. mothers in general transfer protective antibodies for all kinds of diseases to their babies while the babies are in their placenta and through breast milk. that's passing of the passive immunity. we want that. if a mother is vaccinated, if she builds those antibodies for the -- while she's breastfeeding and a little time after that, those protective antiboies will be passed on to the baby. >> i cannot thank you all enough. i've been looking forward to the segment for weeks. i'm glad we have gotten our viewer questions to you. much appreciated. we will post highlights on line. thank you all. coming up, the pentagon up in arms over sexist transphobic comments made by a fox news host. wait until you see how leaders are responding. another panel joins craig melvin to answer your questions on vaccinations and what is in the covid relief day for you. it's not too late to submit your questions.
