meghan markle's explosive interview with oprah. so what is next the queen and the royal family? it is way too early for this. good morning and welcome to way too early oig, the show that know that when grandma talks, you better listen. the house is expected to vote today on president biden's $1.9 trillion coronavirus relief package. debate on the bill scheduled to begin just after 9:00 a.m., timing of the final vote is fluid given that republicans may try to slow the process. house democrats aim to get the bill to president biden's desk so he can sign it before key unemployment programs expire this coming sunday. it can take days for congress to formally send a huge bill down the street to the white house. once biden has signed it, the money can start flowing including those $1400 relief payments for eligible americans, $300 a week federal jobless benefits and those additional funds for vaccine distribution. new polling from the pew research center continues to show just how popular all of this relief is with the american public. 70% of u.s. adults say that they favor the legislation compared to 28% who oppose the bill. the majority of the public also said they felt the biden administration made a good faith effort to work with republican leaders on the coronavirus aid package. compare that to 42% who say gop leaders made a good faith effort to work with the white house on the bill. 55% say republicans did not work in good faith. now, despite the popularity, mitch mcconnell criticized the covid relief legislation in a speech on the senate floor yesterday. watch. >> democrats inherited a turning tide, the vaccine trends and economic trends were in place before this bill was ever voted on, before this president was sworn in, but they are determined to push to the front of the parade with an effort to push america to the left. >> joining us now, capitol hill correspondent leigh ann caldwell. good morning, thanks for getting up early with us. it is a big day on the hill. i'm so interested in mcconnell's strategy here. it seems as though republicans are taking the same approach that they did back in 2009 when the obama administration was passing this massive stimulus package in the midst of the 2008 recession. but at this point, this is so popular, people yes are seeing light at the end of the tunnel, we're starting to get our vaccines, we are starting to see more and more people who can safely go out, but also the economy is going to lag on all of those indicators, it is not clear that big things like theme parks or other events that employ so many people will be up and ready through the summer. what is the political calculation for republicans in just blanket on that position to what the biden administration is trying to do here? >> reporter: it is interesting, i was a little surprised that they would be so opposed right off the bat from the beginning of this. looking forward, talking to republican aides, they say remember the vote-a-rama that lasted into the night friday night and into saturday, that they forced democrats to take some really difficult votes regarding payments to undocumented immigrants and people receiving stimulus checks in prison, et cetera. and they say that those votes are what people are going to remember, not the passage and receiving a $1400 stimulus check. i'm a bit skeptical of that spin. but mcconnell is trying to also distracts from what the process is happening within the republican party with the former president. and so he is focusing on opposition, he has said to bide and to democrats repeatedly that is -- policy is what will unify the republican party and that seems to be the strategy that he is taking despite fact that this legislation is extremely popular. >> and how do you think this plays going into the midterm elections? you and i both know that mcconnell makes decisions based on raw power calculations and for him that would mean trying to take back the senate whether or not the house remains in democratic hands is also a critical piece of that calculation here. so what is the thinking in terms of how -- i get what you're saying about the votes and vote-a-rama turning themselves easily into campaign ads in the midterms, but it still seems tough to say we really shouldn't have sent you that check in the mail, that was a bad idea. >> yeah, democrats also set up a couple really key cliffs that are happening around the midterms too which will take into consideration the whole politics of this including that child tax credit where families with children under 17 years old making $150,000 or less are going to receive a check in the mail every month because they have children up to $300. and then there is the entire affordable care act subsidy expansion. a lot of people will get a lot of subsidy support in the affordable care act. that runs out around the midterm elections too. so that is making the affordable care act once again a campaign issue, something that democrats have won on over and over again the past recent elections. and so those aspects of this bill will be good for them because they can remind voters what they did even though, you know, a year and a half seems so far away now. republicans are betting on the fact that the deficit and the debt continues to increase because of this bill, nearly $6 trillion have been spent by congress on covid relief bills over the past year, and they think that long term this is going to have bad repercussions and that is what they are betting on looking forward heading into the midterms. >> i'm so glad you mentioned those other things because there is a lot in this bill that i think we'll sort of -- it will unspool over time as we learn the actual impacts after this crisis pandemic hopefully fingers crossed is behind us and there is a lot of significant policy that is in this bill that will have an impact far after all this is done.igh ann caldweo much. and today the senate is expected to confirm two more of president biden's cabinet picks. marcia fudge and merrick garland, both expected to pass easily. the senate voted 70-29 to limit debate and advance judge garland's nomination after a republican attempt to slow the process. and congresswoman deb haaland's push to become the first native american to head i take a few more days. she already has the backing of republican senators lisa murkowski and susan collins and that all but assures that she will have enough support. still ahead here, the fbi releases new security footage in hopes of capturing the person who planted pipe bombs near the u.s. capitol on the day of the january 6 riot. and later, jason crow will be my guest ahead of today's house vote on coronavirus relief. rus relief so you want to make the best burger ever? watch the big storm in the west on the move. so as we head toward the weekend, the snow breaks out in northern arizona through utah, it starts to head i colorado. we'll have rain, thunderstorms, maybe severe weather with this system. so this is the classic spring storm. saturday, heavy snow, they are already telling people get to your destinations friday night in colorado because you may not be able to travel because of the heavy snow right through the weekend. you may be stuck friday through sunday wherever you are because this storm is going to be, as i said, denver could see one of its all-time biggest snow falls, potential is there for 2 feet. and then sunday you notice the rain and storms in the middle of the nation. so march sometimes we get big blizzards on the east coast or'r you know allegations. you don't know facts. let's operate on facts and we have an investigation, qualified investigators, picked by the attorney general. let's get the facts and then we can have a discussion on the facts. >> cuomo has denied harassing women and said he was sorry for how his behavior made them feel. this is always my big question even more so than whether he will resign or not, will he run for re-election or not. because whether he can win that race will be determined by things perhaps not just facts but how voters feel about what they have learned about what has happened here. despite recent comments from job condemning migrant family detention, a recent court filing by the administration shows that i.c.e. will keep detaining families after all. a senior i.c.e. official spoke with nbc news on the condition of anonymity saying i.c.e. does maintain and continues a system for family detention and the agency is not closing down the centers. according to the official, more than 100 families are in a detention center near san antonio and over 350 are in the south texas family resident deny residential center. and in the coming days, kevin mccarthy along with roughly a dozen republican members are expected to travel to the southern border to view firsthand the overflow of migrants in custody. some critics say bide's rollback of trump's policy accounts for the recent surge. among them lindsey graham who claims the president's policies could create a national security crisis. >> they are children today, but they could easily be terrorists tomorrow. all i can say, there is a lot of danger coming from this wave of illegal immigration and the numbers will double by the summer if we don't go back to trump policies. as painful as it would be for the biden administration, they need to understand that what trump did on the border worked. >> let's underscore that one of the things that trump did at the border was put a -- have a zero tolerance policy that resulted in children being separated from their families. so if we're arguing about going back to trump administration policies, let's not forget about that. still ahead here, after she voted to impeach former president trump, lawmakers in wyoming consider legislation that would make it harder for congresswoman liz cheney to win re-election. we'll talk about that. but before we go to break, we want to know as always why are you awake? (vo) and on top of that, nobody gives you more entertainment you love like disney+, hulu and espn+ on select unlimited plans. we can binge that stuff all day. you even get a galaxy s21+ 5g when you buy one. only from verizon. welcome back to "way too early." it is 5:30 here on the east coast. former president trump is doubling down on calls for his supporters to donate him rather than the gop. he put out a statement yesterday that says in part this, i fully assume the republican party and important gop committee, but i do not support r.i.n.o.s and fools and it is not their right to use my likeness or image to raise funds. if you donate to our save america pac, you are helping the movement and coming it right. the "new york times" notes trump's actions could give him a stream of money at a time when his private company is struggling under investigations with some discussions of whether properties need to be sold. the former president could in theory pay himself and hit family members salaries from the money that is raised here. somehow i bet they don't include that disclaimer in their fundraising emails. after already censuring liz cheney over her impeachment vote, wyoming republicans are going one step further. state lawmakers are considering changing election law to make it harder for her to win another term next year. they report the wyoming senate is set to hold a committee vote thursday on legislation that would require runoff contests after a primary election if no candidate wins a majority. a prospect that could force her into a one-on-one contest with an opponent loyal to donald trump. donald trump jr. already tweeted in support of the bill accusing anyone of turning their back on my father and the entire america first movement. joining us now boston globe columnist kimberly atkins. always great to see you. i have to start with liz cheney because i find this dynamic to be just absolutely fascinating. and you say have talked and i know you've reported extensively on other places where republicans are trying to change voting laws to focus on minority voters or help them against democrats. but this seems to be an incredibly blatant obvious attempt to change the rules in order to punish someone who, you know, as liz cheney has explained it, she stood up in the wake of an insurrection and said no, this is not acceptable. >> yeah, you read my mind, this is exactly what i thought of given we've seen republican efforts to try to change rules in terms of the way elections are held in order to defeat democrats and suppress voters in order to do that. now you are seeing it used against their own party and something that donald trump sees as a potential tool to keep the party very trumpif ied and publish his enemies, things that he sees including republicans who voted for his impeachment or his removal. and we're seeing that happening in arizona. we've seen censures by state republican parties of republicans who stood up to donald trump. but this is something that has far more teeth if it can make it harder for liz cheney to be reelected. >> and just for folks who may not be familiar with the details of this, essentially right now she could run, it would be a wide field, she could potentially win that primary election with the 30% or 40% of republicans who aren't necessarily into president trump. but if they set this up so she then has to run and win 50% against a trump candidate, things would get a lot toucher. let's talk about the fundraising thing as well. because the republicans in washington who need cash, who are hurting frankly for corporate money and they lost a lot of donors in the wake of the january 6 insurrection, some of that is starting to come back but now they will literally have to compete with the guy that used to be in office. and he does have command over these small donors. how much of a problem is that for those who are trying to win back governing majorities in washington? >> good morning, good to be on. i am confident it will go through because this is something that is supported by an incredible swathe of the american people, almost three-quarters of americans assume this. over 60% of republicans support this bill. so we're doing the bipartisan thing and the thing that is overwhelmly supported. but we're doing things that are needed to reopen schools, to save businesses, to keep people in their homes and to get us where we need to be. because fast forward to july or august, and either america will be in a position where kids are getting ready to go back to schools, we're able to have summer barbecues again, grandparents can see their grandchildren, or we're not. and it is this bill, the american rescue plan, that will get us on the path to getting all those things to happen. so that is what we're doing. republicans will have to make a decision about what they will do. >> top of my list baseball games. but more serious topics, you of course were one of the those in the chamber during the capitol riot using the training that you have from your past military experience to help others in the course of this incredibly stressful and difficult day. and frankly, for those of us who were there and really affected by it, it has been in a lot of ways stunning to watch how politics has crept into how we are talking about this event. so tell me about what you want to do to make sure that we don't forget what happened that day and just how terrible a moment it was for our country. >> i've been shock would by a lot of things that have happened in the era of donald trump over the last four years before job became president. but perhaps nothing more shocking than seeing an insurrection where a police officer was murdered, 140 others brutally beaten, assassination attempt on members of congress and an attempt to derail the democracy. and then within hours later, members of the gop doing what donald trump wanted to do and continuing to perpetrate the big lie. and of course in the weeks since that attack, people have continued to discount the attack saying it really wasn't an insurrection, it wasn't a really big deal. that just won't happen on my watch. me and my colleague susan wild who you saw there in that picture will make sure that we never forget this. because you know, that is the interesting thing about history, if you don't remember the things we've been through, they do have that tendency as the saying goes to repeat themselves. so it is extremely important to remember so we can fix it going forward and make sure that it doesn't happen again. and that is one of the reasons why we proposed this bill. >> congressman, there has also been some comments from republicans questioning the integrity of the investigations that are being set up particularly saw this security review from the general, you had kevin mccarthy criticizing that review, saying that the house speaker nancy pelosi is going to use it as an excuse to turn the capitol into a fortress. why -- do you think these reviews are actually partisan? how do you explain what's going on as you have conversations in the hall with other members, republicans, democrats about the fact that -- i guess i'm just stunned by the fact they get on the same page in terms of protecting their own building, this has turned into a partisan exercise? >> yeah. there's absolutely nothing partisan at all about this view. kevin mccarthy, what he wants to do, he wants to sweep january 6th under the rug. anything that has to do with january 6th, anything that acknowledges that it happened, he doesn't want to be a part of and he wants to somehow say it's political, but here is thing with the security review, this was a standard security review. i've been a part of security reviews and securing embassy compounds, vulnerable facilities in war zones. we know how to do this. this is not rocket science, basic stuff. you do strategic assessment, tactical assessment, look at training, recruiting, technology being employed. there's a standard template for doing these reviews and the people did this review followed that template and we have a product that i would have expected to be delivered to us. there's nothing political at all about this. so the response by kevin mccarthy and others, that is what is political here because they don't want to acknowledge this happened in the first instance. but you are right in that the devil is going to be in the details and implementation of this we have to get this done. january 6th was horrific. we have to make sure something like this never happens again. we weren't prepared for it. we have to review in writing that shows what we need to do. now we need to do it. >> all right congressman jason crow, we appreciate you insights and getting up early with us and will follow the passage of this bill here in the house of representatives. earlier on in the show we asked all of you, why are you awake? (burke) get a whole lot of something with farmers policy perks. they should really turn this ride off. ♪ we are farmers. bum-pa-dum, bum-bum-bum-bum ♪ (burke vo) start with a quote at 1-800-farmers it all starts with an invitation... ...to experience lexus. the invitation to lexus sales event. get 0% apr financing on the 2021 rx 350. experience amazing at your lexus dealer. ♪♪ welcome back. joining us now a look at axios a.m. white house reporter for axios elena train. what's your one big thing today? good morning. >> good morning, kasie. today we look at how the biden administration is planning on selling the 1.9 trillion stimulus package to the american people. his inner circle has spent a lot of time looking at how can they mobilize outside groups to really connect the help that they're going to be receiving to the federal government. and this is really key, kasie, because not one republican voted for this bill. and given the biden administration and his pledge to work for bipartisanship when he was in office it's going to be key he maintains popularity for this bill and bipartisanship for this bill to make sure that he has support for the rest of his agenda. so taking a key look at that. i think it's interesting, too, because i remember last year a lot of democrats said that they could actually learn something from donald trump who, of course, you know, took a lot of credit for all of the stimulus packages passed in his administration. he put his name on the stimulus checks. joe biden isn't going to be doing that. >> the checks, yep. >> taking credit in other ways. >> so, how much of this is the lessons learned in the obama administration from trying to sell the stimulus package in 2009 a lot of people in office at the time credited that with making what was a devastating recession not as painful, but they really feel like instead they got punished by the voters and obviously we quickly saw the house flip and then eventually the senate and of course donald trump winning the white house in 2016. what are they going to try to do differently in this particular case? >> well, it's a great point and it's actually something we saw senator -- senate majority leader chuck schumer bring up last night when he was on cnn with anderson cooper. he mentioned that they didn't -- part of the reason they weren't able to work with republicans is because of look what happened in the past with the obama package. it wasn't big enough, it wasn't strong enough and we need something bigger. that's the message and theme i'm starting to hear from my conversations with democrats on the hill about why weren't you able to work with republicans. so i think a lot of it comes down to that. and they know they're going to need this massive stimulus package, biden's first legislative priority and of course biggest package that he's passed and first two months in office to propel them into the mid terms and hoping that history doesn't repeat itself and it does continue to receive bipartisan support like it does right now. the bill has 70% support from republicans and democrats across the country. they need to maintain that in order to keep his numbers high as we head into the rest of the year and into the mid terms. >> so, alayna, you've been reporting on kevin mccarthy who is planning a trip to the border in texas. sometimes i feel like i'm living in 2014 the way we're talking about this story. what is he hoping to get out of that? >> well, i think that it's kind of like they're trying to flip the script on democrats. we heard republicans get beaten over and over again for what happened at the border under the trump administration and republicans really didn't have a good answer. and now we're seeing an overwhelming number of unaccompanied minors flooding over the border now and overwhelming shelters. it's a big problem that the biden administration has to face. so they're hoping to go down there, take a look at what's happening and i think a lot of it honestly comes down to messaging. >> alayna treene, thank you for being up early with us. we appreciate your reporting. just to turn back to what's about to unfold in the house of representatives, we're going to likely see republicans do everything they can to slow down the passage of this coronavirus relief plan. they're making a bet that's standing in the way of it in the long run will work out better for them politically, but again, the circumstances so much different now than they were in 2009. a risky bet in many ways that we're going to watch play out over the course of the next couple of years ahead of those mid term elections. thank you for getting up way too early with us on this wne
