Well start with the news. Well begin with the unprecedented move by House Democrats to strip congresswoman Marjorie Taylor greene from her committees and her pretty unprecedented comments as a congresswoman. It came after house gop leadership failed to take action in response to her inflammatory social media posts and sprea ing violent Conspiracy Theories. 11 republicans joined democrats in backing greenes removal from her committees. 199 republican lawmakers voted no. Speaking on the house floor yesterday, minority leader Kevin Mccarthy warned democrats were setting a dangerous new precedent. Watch. If people are held to what they said prior to even being in this house, if Majority Party gets to decide who sits on what other committees, i hope you keep that standard, because we have a long list you can work within your own. Shortly after those remarks from mccarthy, majority leader steny hoyer pointed out just how recent some of Congresswoman Greenes incendiary rhetoric has been. In a striking moment on the floor, he displayed a social media post from greenes campaign showing her holding an Assault Rifle next to three progressive democrats. Watch. And this is an ar15 in the hands of ms. Greene. This was on facebook, just a few months ago. An ar15 can carry up to a clip of 60 bullets. I urge my colleagues to look at that image and tell me what message you think it sends. Here she is, armed with a deadly Assault Rifle, pointing it toward three democratic members. I think its pretty obvious what it says, certainly to me and likely to all of you, too. Just hours before the vote, Congresswoman Greene took to the house floor, herself, hoping to cast herself in a new image and insisting her days as a Qanon Follower are over. I never once said during my entire campaign qanon. I never once said any of the things that i am being accused of today during my campaign. I never said any of these things since i have been elected for congress. These were words of the past, and these things do not represent me. They do not represent my district. And they do not represent my values. The truth is, greene did espouse faith in q during her campaign, and she continued to use q rhetoric as recently as this week. On sunday, she tweeted in part, quote, what would the list of the antitrump pedos and associates look like . It would likely contain all of the people currently frothing with mtg hate. And here she is as a candidate last july. In the individual, you say, quote, q is a patriot. Do you believe that . Is that what you believe . Ive only ever seen patriotic sentiment coming out of that source and other sources. You know, theres a lot of censorship, unfortunately, from big tech on social media, and this is the type of censorship that americans are so tired of, and that is a particular source that gets censored tremendously. I think twitter Just Announced recently last week that it will be removing anyone that associates themselves with qanon. But yet, theres never been any dangerous rhetoric coming out of people like that. Just a reminder, all of these Conspiracy Theories are what led her to then go down to the house floor, the u. S. House of representatives, and say that, yes, in fact, 9 11 did happen. Im sure your computer was just overwhelmed as youre uncovering the voterrama on the senate floor. Hopefully, we have more hill folks with us this morning. They normally get up a lot later. Lets talk about what happened yesterday, because i mean, that speech from Marjorie Taylor greene, im not sure we ever imagined wed see Something Like that on the floor of the house of representatives, where she has to insist that, yes, she knows that 9 11 was real, yes, she knows that all of those kids tragically died in these school shootings. What happens now to her, now that democrats have stripped these Committee Chairs, but there clearly is still significant support for her from republicans . Yeah. Its a real question on what Marjorie Taylor greene, what sort of role shes going to have in congress. She just tweeted about seven hours ago, thank you to the real republicans who had her back. She will remember them. And shes going to hold a Press Conference later this morning. Who knows what shes going to say . Despite that public vote with only 11 republicans voting to strip her of her committee, there is a lot of trepidation among the Republican Party privately that they think that she is just a ticking time bomb. But it shows that republicans are still fearful of the trumpstyle base, to only have 11 of them vote to condemn her and to punish her. But the fact that she has no Committee Assignments is actually it seems like it doesnt mean a lot, but it means a huge amount in congress, because she doesnt have the ability to develop an expertise. Its going to be harder for her to craft and pass any sort of legislation. She wont be able to build coalitions with her republican colleagues and her democratic colleagues. So its going to be very difficult for her to even just be a functioning, Effective Member of congress, if she really came to washington to get things done and make policy changes, kasie. Yeah. I mean, in theory, thats the job that she signed up for, but obviously, we havent seen much of it in these first weeks, and now youre right to point out, shes not going to have much of a chance to do it. Leigh ann, can you talk a little bit about just how dramatic you know, you heard nancy pelosi there saying, if somebody threatened a member of the other party, physically threatened them, we would be the first to remove them from their committees on our side of the aisle. There was that verbal altercation between greene and freshman democratic member cori bush, screaming at each other in the cannon tunnel. This is not how it normally feels when youre walking to and from votes in that tunnel. And you and i have both done it hundreds of times, between the Cannon Office building and the house floor. What does it tell you about just how toxic things have gotten . And what did democrats doing this, setting this new precedent how did that contribute to or help fix that . Well, republicans say that it didnt help fix anything, and theyre threatening, you know, House Republican leader Kevin Mccarthy is threatening retribution, once they gain back the majority. But youre absolutely right. Toxic. The amount of distrust between republicans and democrats is greater than ive ever seen it before, and thats saying something, because its been very partisan, especially over the last four to six years. You can see it with nancy pelosi putting Metal Detectors outside the House Chamber for members to walk in. That is signaling that she and other democrats do not trust their republican colleagues. But this is unprecedented. But democrats have really been focusing on the violence part of what Marjorie Taylor greene has said, talking about executing nancy pelosi and barack obama, saying that is the punishment. Republicans, on the other hand, are trying to Equivocate Ilhan omar and some of her perceived antisemitic remarks last year. They say that she didnt democrats didnt do anything about it. But in fact, Speaker Pelosi made ilhan omar apologize for that. So, there was some internal pushback, but its not even the same. Thats why democrats are talking about the violence that Marjorie Taylor greene has espoused before and saying that is the reason she was punished, kasie. Yeah. After four years of a president who seemed to allude to violence being okay, we now have that culture in the very halls of congress, itself, and its, i think, very unsettling and also, as you very rightly point out, turns what was already a very partisan atmosphere into a very, very personal, beyond partisan, you know, cultural opposition to one another. Its not as though theres never been violence in congress before, but youve really got to go back almost to the civil war to find the worst instances. So, a tough, a difficult, new trend. You are looking at the procedure that is required to set up a potential vote down the line on a Coronavirus Relief package that could be passed with just democratic support. And Democratic Leaders after the senate side, anyway, has had this late night, theyre going to head to the white house this morning to talk about that very Coronavirus Relief bill. Two sources tell nbc news that House Speaker nancy pelosi, majority leader steny hoyer, Majority Whip Jim Clyburn and several other Committee Chairs will meet with President Biden. Okay, thats all house side. So maybe the senators are going to take a nap. It comes days after Senate Republicans separately discussed the upcoming bill at the white house. So, we are in the process of kicking off what could end up being something that democrats push through with only votes from their own party. Meanwhile, a little good news. Johnson johnson has applied to the food and Drug Administration for Emergency Use Authorization for its experimental covid19 vaccine. The fda could grant authorization in the coming weeks, and if approved, this would be the third vaccine approved for use in the United States, joining the pfizer and moderna shots. The Johnson Johnson vaccine will only require one shot, and it can be stored with basic refrigeration. Although studies looking into the effectiveness of a potential booster shot are still going on. In Clinical Trials, the vaccine showed to be 72 effective against moderate to severe illness, with maximum immunity after four weeks. Phase three Clinical Trial data also showed that its somewhat effective against the new variants that are present in the United Kingdom and south africa. Normally, i think all of these people are asleep or on the treadmill. See . Theyre all voting right now on the Budget Resolution to actually set up a potential vote on President Bidens major Coronavirus Relief package. Welcome to the Early Morning to all of the u. S. Senators. Of course, this comes ahead of next weeks planned Impeachment Trial. And former President Trump says he wont participate in it, neither in person, nor on paper. In a letter to the Trump Defense team, lead house impeachment manager jamie raskin yesterday requested that the 45th president appear under oath to present his side of the story about the allegations against him. Trump was charged in the house impeachment article with inciting a mob to violence in the january 6th attack on the capitol. In an exclusive interview with nbc news, when asked if his client would testify, Trump Defense team member bruce castor simply answered no and later said he would also not file written responses. Castor called the request for testimony a, quote, publicity stunt, in order to make up for the weakness of the house managers case. Congressman raskin responded in part, quote, we will prove at trial that President Trumps conduct was indefensible. His immediate refusal to testify speaks volumes. We do know President Trumps defense team will not focus on voter fraud at his second Impeachment Trial. That same attorney, bruce castor, told nbc, quote, were not planning on going down that road, and i dont see any reason to. He added, as far as i can tell, the case is a winner and im not going to inject the problem into the case. Castor also said hes received no pressure from his client to make the fraud argument. The crux of the defense will be that its unconstitutional to impeach a preesi the houses position to its logical conclusion, they could impeach donald trump and convict him if he was dead, they could impeach abraham lincoln. Note that the house did impeach him while he was in office. When asked if there will be any surprises, castor said, quote, it will be exciting. Joining us is politicos sam stein. Sam, good morning good morning. Always good to see you. Of course. We do have, as i mentioned before, the senate is awake and doing things at this very, very early hour of the morning. Shockingly, yeah. But i want to talk about the coming Impeachment Trial, because clearly, this was a bid from the house managers to try and put trump on the spot. I think theyre going to use his refusal to try and indicate that it means that hes guilty. But at the same time, even as we talk about how this is actually all going to unfold, it does seem like the outcome is preordained, that there doesnt seem to be any way trump is actually going to be convicted. So, what are the implications of how this unfolds next week . Yeah, i think thats right. I mean, its very hard, if not impossible, to imagine 17 Senate Republicans voting to convict, when 45 of them said that this whole process is unconstitutional, to impeach someone after theyve left office. So, the idea of a conviction seems farfetched. So, what are the implications here . Well, twofold. One is, its a litigation of the constitutionality of the impeachment, itself. Can you impeach someone after theyre out of office . Theyre going to argue that. And secondarily, its a matter of Public Relations, for better or worse. And i think the trump people know this. I mean, its not only that they dont want to talk about voter fraud because theyre worried that it might blow up in their face, but they dont want to relitigate the events of january 6th. My colleagues, Meredith Mcgraw and gabby orr are reporting there is deep anxiety within trump world about having this whole trial become a relitigation of that day. They recognize that that would be politically damaging to go through what happened, the violence of the day. They dont want witnesses. They dont want to have to talk about the incitement or the riots. They think that, you know, this is essentially a stage for a Public Relations battle, and they want to keep it short and simple, whereas democrats have been very, you know, clear, they want to talk about what happened. They want to go through whether he did incite those riots, and they want to talk about the riots, themselves. So yes, of course, its a question of constitutionality, its a question of whether trump will be able to run for office again or not, but more than anything else at this juncture, its a question about trumps future. Well, and sam, you know, i spent a lot of time thinking about Mitch Mcconnell in this context, because he has said some things that i think even members of his own conference were surprised to hear him say in public, that he has put a lot of distance between himself and the president , suggested that hes open to voting to convict. Its clear that he was affected by the events of january 6th. So, you know, i think theres also a political calculation for him that it would maybe be better for the Republican Party if trump couldnt run again. Whats the calculation there . Right. I know, certainly, privately, there are a ton of republicans who agree with that, they want trump off the stage, but theyre afraid to say it in public. Right. Yeah, no, its a really fascinating subplot here, which is, essentially, a good chunk of both parties want the same outcome, which is just for trump to go away, right . Democrats but they want to get at it through different means. Democrats want to use the Impeachment Process to convict him and say you can no longer run for office again, youre done. Republicans say dont poke the bear. Just let him recede into retirement in maralago and lets just not, you know, attack him over what happened on january 6th. So, they all want the same end. Its just the means of getting there. But i think mcconnell is most instructive here, which is, right after this happened, he did let it be known that he was open to conviction. And then over time, seems like he stepped away from that position, and in fact, voted to say that this postpresident ial impeachment was unconstitutional. I think to a large degree, that underscored the evolution of the Republican Party writ large, which was intense anger in the moment, questions about what to do about it, and then ultimately coming to the belief that its best to just let this thing resolve itself. The only thing i will say and your analysis, i think, is spot on that dont poke the bear strategy that you referenced is absolutely the strategy they are using. It has also failed them time and time again. Never worked. Look at whats going on with Marjorie Taylor greene. They decided they werent going to poke that bear, and now here we are, here they are. I thought that the basic message, as biden said, was americas back, diplomacy is back, and then this big, unstated reality of the speech donald trump is gone. So, biden went through a series of ways to distinguish his policy from bidens were going to reconnect with our allies, his sharp words towards russia, were not going to roll over for you anymore, an interesting, slightly conciliatory tone towards china were willing to work with you, even as we compete with you. And then the saudis, big pals of donald trump and jared kushner, warning, we are not going to back your war in yemen anymore with our weapons. Were going to designate a new person to try to mediate a settlement. So, i thought in all those ways, it was a message. New management in town. As with Everything Else in bidens first couple weeks, i thought he got the tone pretty much right. Final point is, he was telling those diplomats who felt pretty beaten down sometimes with trump, im your guy, i stand behind you, you know, we love diplomats. That was his final message. Well, and certainly i think something that that building needs to hear. Seems like Antony Blinken has been underscoring that message also as he takes the helm over there. David, i want to ask you about your latest piece in the post. You say that afghanistan is bidens first big Foreign Policy headache. What do you mean by that, and what are the choices on the table for President Biden . So, biden inherited a Peace Agreement that was signed in february of last year by trumps envoys that calls for all u. S. Troops and the numbers down to just 2,500 to leave afghanistan may 1st. And a study group headed by the former chairman of the joint chiefs of staff, general Joseph Dunford as respect to the general as weve had just issued a report this week saying, essentially, that if we pull those troops out on may 1st, as planned, because the taliban has gotten so much stronger, the result is going to be civil war. And hes laying the question as starkly as he can before biden. If you pull out, this countrys basically going to go down the drain, its going to see a reestablishment of al qaeda safe havens. Mr. President , do you really want to do that . Biden is the person in the Obama Administration who was most skeptical about putting more troops into afghanistan in the first place. He was against it. Obama ended up agreeing. Biden didnt. So a lot of the military will be saying, sir, you cant. Were going to have a rolling, cascading defeat of an ally, if you do it. But that decisions coming up, its got to be made may 1. And i think in the biden white house, already, after the messages i got after the column, people are really thinking hard about it. Very, very interesting. Im sure well keep tracking that with you. And david, the one thing looming over all of this is iran. The conversations about the deal, the jcpoa, were missing from bidens speech yesterday. And there are some reports this morning the nsc may be meeting to talk more about it. Obviously, what biden was focused on with yemen and the saudis also plays into this in a pretty significant way. What do you know about what the Landscape Looks like there and what they may be talking about in that meeting today . Obviously, i dont know, but i know what theyve been talking about in general, as they try to gear up policy. The idea would be kind of threecushioned shot, as the u. S. Reenters the jcpoa, iran accepts again the limits on its nuclear program. Theres also an effort there is an effort to deal with regional problems. The war in yemen is a humanitarian disaster. It is caused in part by irans support for the houthi rebels. Its not irans doing, but the hope is you could have sort of a threeway negotiation. A new u. S. Social enjoy, and the hope is you could reach out to iran, to saudi arabia, to yemen, all the surrounding countries and have some kind of a package thats got enough in it for iran that we see some progress finally on this regional issue. And they are signaling to allies just how important it is to get Irans Nuclear program back inside of some sort of agreement. So theres going to be this meeting later today. A series of phone calls. Well have to report this all out. It seems the administration is still trying to figure out how precisely they will resurrect the iran deal. This was john kerrys signature accomplishment, heavily criticized by President Trump and congressional republicans. These are the initial steps. Theyre serious about it. The way to get republicans in congress to support this package is to get their voters to support this package. You have seen a subtle shift in rhetoric from the administration what the definition of bipartisan ship is. And the definition may actually be having broad republican or some republican support out in the country but not necessarily votes in the congress. So youre seeing them try to do an end run around. This is a Campaign Style video. They did stuff like this during the Democratic National convention. This is part of their whole strategy of trying to speak directly to the American People. Yeah. So, i mean, that seems to me, hans, like an attempt to i mean, they promised bipartisanship. They are basically trying to say, yes, but meeting that goal doesnt necessarily mean getting republican votes in congress. Do you think i have that right . Close. They havent said it as clear as you just put it, right. You saw this happen with nancy pelosi in impeachment. The old bar was it had to be on a bipartisan basis. And the common acceptance of that is whether or not you actually have votes in the house and the senate, or in this case the house. Now they are starting to say bipartisanship means republican support in the hinterlands. It gives them a little cushion. That said, they have not given up on getting republican senators to go along with Democratic Senators to support the american recovery act. Thats fair enough.
