MEC unhappy with pace of municipal spending and dodgy appointments

Eastern Cape co-operative governance MEC Zolile Williams has thrown down the gauntlet to the province’s municipalities for failing to reach spending targets and, in some cases, hiring incompetent officials facing criminal charges.
