The incidents were similar to two others on Dec. 20 and Jan. 1, when a teddy bear was placed on the sidewalk by the Oak Bay Recreation Centre.
In the Dec. 20 incident a man began to talk with a group of girls after the teddy bear was picked up. In the second, he was seen hiding in bushes nearby.
Police said what the man did was not illegal. Officers have talked to the 25-year-old man they believe was responsible and explained to him the impact of what he did.
