Man identified in Oak Bay teddy bear incidents

The incidents were similar to two others on Dec. 20 and Jan. 1, when a teddy bear was placed on the sidewalk by the Oak Bay Recreation Centre. In the Dec. 20 incident a man began to talk with a group of girls after the teddy bear was picked up. In the second, he was seen hiding in bushes nearby. Police said what the man did was not illegal.
