Now, its worth noting that, safai is going to be running for mayor in november. Back in 2005, Governor Newsom was mayor of San Francisco back then, and he was the one who put this into place. Anyone who was on westbound 80 between 135 and 145 this morning, who may have seen the incident, is asked to call chp. Chp is also investigating a shooting saturday on the bay bridge, where one person was wounded. It happened onuthe eastbound lanes just east of yerba buena island. Investigators say the gunman pulled up alongside the victims vehicle and fired several shots. The victim was hit once and transported to the hospital with nonlife threatening injuries. Chp is now working to determine a motive and identify the suspect and vehicle involved over the weekend, the us military was forced to airlift several staffers from the American Embassy in haiti. And when wrongdoing is found, and termination is approved, then the, the, you know, Police Department can be very proactive and let the public know. And that was the whole point of this bill. Well, the bill comes in response to the case of a former San Jose Police officer, matthew dominguez, in 2022, he was arrested for inappropriate sexual behavior that took place while he was responding to a Domestic Violence call. Dominguez was later fired and placed on a list which could prevent him from joining another Police Department in california. Recall oakland mayor shengtao say their efforts picking up steam weekend rally at a that once housed a popular vietnamese restaurant. Its now closed, due in part to streetucrime. This isuinteresting here because the concern here is that bytedance is based in china. The owner of tiktok, and you could force the company theyre worried that the Chinese Government could force a company to give data thats collected from the users on this. Tell us a bit about that. Yeah so this is different than what weve seen on capitol hill before with social media giants on test testifying about the effects of social media. This particular cases around espionage and the potential spread of misinformation and the fact that tiktok is owned by a Chinese Company called bytedance and by chinese law. The company is mandated that it has to make its data available. Its user data of essentially all around the globe as well, available to the Chinese Government. And so what this bipartisan bill thats on the table and up for vote this week is contemplating is the requirement that bytedance needs to divest or let go of tiktok in order to be able to operate in the us, which will allow tiktok to operate independently and not give access to user data to the Chinese Government and the other issue, of course, the concern among some lawmakers is that the Chinese Government could lean on tiktok to promote beijing propaganda and shape americas political opinions. So i wanted to ask you this is there precedent for outright banning a company from operating in the us, we havent seen anything on this scale in magnitude before. We have seen the government get that the ftcr example, is involved in antitrust and regulation and things like that, breaking up the companies. But this is a new territory. This is, around a social media company, and theres questions around the First Amendment rights. And then also how involved is the government and the president going to be in the operations of Foreign Companies in the United States. And we know now that, you know, these social Media Companies arent just about spreading, you know, our information sources, but theyre also show business and commerce hubs. So you have millions of Small Businesses that rely and depend upon tiktok, instagram and other social medias to create their livelihoods and, share information to get Brand Information out there. So this really has some nuances that we havent seen before. You touched on President Biden just a moment ago, and he said friday that if the senate and house passed this measure, he would sign it into law. Could tiktok also challenge the legality of this bill, arguing that it violated First Amendment . Because, remember, this is a company thats not based here in the United States. Thats right. I believe that regardless of what happens in congress, this is going to be tied up with lawsuits. The minute anything gets done, whether or not it will even get signed and get through the house and Senate Remains to be determined. But weve already seen precedent for this in the state of montana. Remember last summer, montana, the state there decided to ban the tiktok app. But in january, federal judges came in and said, its illegal to do this, and its been tied up in lawsuits ever since on the basis of First Amendment violations. And so no matter what happens in congress, and even with the president s signaturel i do believe that this is a lawsuit in in the making. And that is what tiktok is actually promoting on the side. Its advocating and advocating for its users to call lawmakers and say, this is unconstitutional. This will impede upon your ability to, have business and create commerce. And so its trying to create its own Grassroots Campaign around this. And so what youre going to see is this collision, if and when that ever happens. And it might be having an effect too, because we have heard from some senators who say they do not support any kind of ban on tiktok by the way, bytedance does have an office here in san jose as well. But, but but i want to know from you because this is a Chinese Company. Do First Amendment rules apply to a company that is not based in this country . I mean, they apply to americans, but what if thec company is not an American Company . Well, im not a legal expert here and couldnt explain the nuances of First Amendment rights on, on on different soils. But what i do know is that, you know, what we have isua National Security concern, and it is valid and it is true because the tiktok ceo has said at one point had said, look, we have these servers that are based in the us and not based in china. Also, i believe in singapore or other countries not based in the chinese, chinese soil, that being said, what we have come to learn after that is that has had access to user data of american users, and that bytedance engineers continue to have access to the data. And as china being probably the top, you know, political adversary that we have, we have a National Security issue in a political, political issue, but we also int amendment issue. And so this is very, very complicated. And this is exactly what is going to play out in in congress. But one of the key issues which i hope people dont lose sight ofuis the fact that the Chinese Government does have access to some of that data there, unlike what we heard from before. Now, with the announcement of all of this finally, we do know some companies, some American Companies are circling tiktok and offering and pitching to purchase a into american ownership here. What do we know about these efforts . Yeah, i mean, this is ever ongoing. We knowuthat there are American Companies that have theres always the opportunity. But whether or not bytedance wants toudo that and i believe g to be its going to be forced. Its going to have to have the e able to do that. What what it would have to do is if it did ao through the senate and did also get the signature of the president by dance, would have six months to force the sale of tiktok. And plenty of Big Companies here in the United States with big cash balances. I think it would be, you know, a no brainer. There would be a huge, a huge number of buyers and bidders in the marketplace. But whether or not we get to that point just remains to be determined, to be determined. Do you see any commonalities between all these incidents that are causing so much concern . I know theres been a lot of focus on the recent that i have taken a look at. And i, i would rather a look at them as a success rather than a failure at. And the reason i say that is because, first of all, in those incidents, no one got hurt, which was a was a beautiful thing. The training of the pilots and the ground crews and the dispatchers all kicked in, and, the pilots performed the proper actions, got the of the cases safely and, and wet were able to gather some information and, and learn from spthese things and go forward. A couple of the incidents were a little bit troubling. One was the wheel falling off the aircraft that, that is, going to be interesting to see what the outcome is. But it sounds to me its more likely than not that that was, a human failure, but well find out in the future. And also,c its unfortunate abot the runway excursion at houston, but thats that incident, i think was a little more complicated than what meets the eye. n so, you know, so lets kind of go back over some of the incidents youve mentioned and that are top of mind for travelers. The incident with the wheel falling off after takeoff from sfo back to houston. And that united plane, theres that wheel falling off of the united flight. And then a few days after that, there was the incident in houston that we reported, i think, late last week. We see here this plane sort of tilted on these are verl instances of things going wrong on or with a plane. What effect do you think these two incidents, coupled with whats been happening in recent months, is having on the flying public on travelers or would be travelers . Well, obviously it shakes the confidence of the traveling public and it causes, concern for those that are in the know, like myself, but what i would what i would say to the traveling public is that, you know, take a look at, take a look at whats going on here, for example, united launches almost 5000 flights a day, and these airplanes have. More than a million, sometimes up to 6 million parts in them. So its a very complex operation. Things are going to happen, i flew for 40 years and things happened on virtually every flight. Of course, our training kicks in. We do what we need to do. We get the job done, we get the flight accomplished with with no no one, no drama. Yeah. You know, the old any landing you couldnt walk away from is a good landing. Even if youre, lets say, you know, tilted on your side. You know, for 40 plus years. 40 years ago, we didnt have people with cell phones pointing toward the sky, you know, Live Streaming planes taking off from sfo, that sort of thing. What do you think about you know, have these incidents incidences been happening but only now theyre much more in the public view, thanks in part to cell phones, cameras, social media, etc. Like, yes, thats a big part. Okay. Factor that theres more visibility. The news is instantaneous. The incident this morning in new zealand is a great example of that. But also the system is much more complex. The airplanes are more complex. And the system is growing at an exponential rate, as we know. Safety is a culture. You know, its just not, its just not, a terme. It isua culture. And its important for people to, to look at the airlines that theyre flying and ask themselves, does this airline have a Safety Culture . Do they walk the walk . Are they are they just using it as an Advertising Firm . Yeah. And its good advice. The problem is look at when it comes to traveling, who can get me there for the least amount of money in in the time frame that i have. So in we have left. Whats your best advice to people who are seeing these incidents stack up, but who also want to fly, lets say over spring break or the summer months . Go with a reliable airplane that has spares that with a culture where the pilots are able to say, you know what, this airplane doesnt seem safe to me. Im going to park it. I want another one. The Measles Outbreak that started in florida is spreading now. As foxs Jonathan Serrie reports, new cases are now being reported in chicago. Weve made progress trading and preventing serious cases of covid, but thats not the only outbreak causing concern. Three cases of measles have been reported in chicago, just weeks after at least ten cases were reported. Hundreds of miles away in florida, raising fears the disease could be spreading across the country. In chicago, two of the three patients were children living inside a migrant shelter. One has been attending a nearby public school. Yeah, people have told me that since they have little kids and all that, its bad for them. The cdc says there are now reported measles cases in at least 17 states, and most doctors agree the spreadc is being fueled by low vaccinationd getting the shots during the covid outbreak and never got back on schedule. A lot of the w were seeing, new vaccination rates in the children in the high 60s, which means that weve got an awful lot of susceptible kids that are out there. The cdc issued a measles warning back in january, urging Health Care Providers to be on the lookout for a possible new outbreak, but officials are stressing the possibility of a widespread covid like crisis is extremely low and protecting yourself is easy. n measles is much more contagious than covid 19, its incredibly safe in terms of the vaccination. This is not a cause for panic or cause for alarm. Its called for good prevention, which is immunization. The cdc recommends an isolation period of three weeks. If your kids are unvaccinated and they get exposed to measles. In atlanta, john serry ktvu, fox two news. Oaklands lake merritt is changing colors again, and officials are still trying to figure out why this is how things look saturday, when people started to notice, the lake turned a rusty hue. The color is reminiscent of the harmful algae bloom from two years ago, which killed thousands of fish and aquatic life. Joining us now for some more insight is eileen white, who is the executive officer for the water board of the San Francisco bay area. Eileen, great to have you with us. Good morning. Good morning. Well, this has been going on for days now. Any idea what it is . And how harmful it may be to lake life . There yeah. So were carefully monitoring the situation. Luckily, the waters turned more brownish and less reddish. There was reports of some reddish water being discharged into the on thursday afternoon. So were continuing to monitor the good news is the dissolved oxygen levels is something that we monitor because when those drop that can result in fish kills. And thats what happened in the summer of 2022. But the dissolved oxygen levels are still are very good. Theyre above the 5 milligram l that we want in the lake. And then were also monitoring chlorophyl a, which is an indicatorc of algae growth. And the good news is that is still within the normal range. So right now, although it looks like there may be some presence of Heterosigma Akashiwo , which was present and took over the lake and a lot of San Francisco bay in the summer of 2022. Right now it looks like its not a big harmful algae bloom, and its not impacting any fish, or any of the aquatic species in lake merritt. But we will continue to work with our partners and continue to monitor the lake. So no similarities to the algae bloom you had a couple of years ago at lake merritt that did kill a lot of aquatic life. What we did find that there was Heterosigma Akashiwo, which was the prominent the mass fishs in the summer of 2022. There was some present in the sample we took, but were not seeing it spreading at this point like we did in the summer of 2022. And the good news is, the dissolved oxygen levels, which is something thats very important, for the, fish health and the aquatic species is still on very good levels. So right now its not looking like a harmful algae bloom, but were going to continue to monitor with our be, what other aquatic life is in lake merritt . If at all . Well, theres you know, theres all the other little species that, you know, you dont see. So when we think of marine life, its all the marine life. And we dont want to impact that because other fish feed on it. So theres, fish. Theres all sorts of marine life. Theres the other algae. And what happened in 2022 as this harmful algae bloom took off. Then the algae died off. And as the, it consumed the oxygen which resulted in the fish kills. You mentioned the storm drains. I guess 60 plus feet into lake merritt. And do you think that is where that reddish hue is coming from . From the pipes themselves . Sediment . Were not certain at this point. So we want to continue to monitor that. Did of want to coo monitor over the next few days. It would be pretty unusual to have this harmful algae bloom at this time in the year because, you know, weve had a lot of rain lately. Its not when you normally associate harmful algae blooms, you normally associate it with warmer weather and warmer temperatures, so its kind of a bit of a mystery to us, and we want to use it as a learning opportunity. So we responded very quickly. Is it kind of a wait and see kind of thing . Does this kind of clear itself up . Yeah, its a wait and see, but we want to be on top of it and monitor. Were hoping itc looks like its clearing up. It really did dissipate quite a bit over the weekend. From what it looked like on thursday afternoon. So were cautiously optimistic that, this is not going to turn out anything like what we saw in the summer of 2022. Yeah. And it would be, i was going to say, judging from the video on thursday, it does it does look like its getting better. How about advice for the public that might come in contact with it. Just stay away, right. Yeah. We or just tell the public if you see water in a lake or river or creek thats discolored, its bestuto stay away and not let your pets get in the water. And what we saw te bloom was in the bay, you know, people still swam in the bay and they may have experienced a little bit of rash. They might have had, i irritation. So we always just say if there is any discoloration in water, best ber pets out of the water. All right. Well, we hope it does clear up soon.
