And look at this line. Theres been some moderate to heavy rain. Some of the forecast models have really upped the totals here for today. So when it rains, it pours. And if youre stuck in that, its coming down pretty good here. Cloudy, cool morning rain south to north. Mostly cloudy. Rain. Heaviest will be south south of San Francisco. Oakland but 60s on the temps. All right sal is here. He sees some rain out there i do steve i do see from our cameras here on the Golden Gate Bridge some pretty heavy rainuthe last few minutes. I can show it to you now, if you see its not really affecting traffic. Its not really windy, but the wet weather is there. Its a rainy commute, no doubt about it. You can see right now some firefighters standing there. We do know that there was a spburglary, as dave just mentioned, a multiple armed suspects, were doing just that, right . Burglarizing a, some sort of a business. An officer suspects. That is when thathose officer crashed the car. There was a fire hydrant right here. That was, i would say, shooting up about 30ft or so into the air. They just got that completely shut off within the last t5 seconds or so. Right beforeuwe came on to the air. But there are still a whole lot of standing water out there. At one point it was up to the shins of some of these firefighters who were working to get that turned off. But then we come over here and you can see that that wrecked police suv, that Hayward Police suv, you can see and i can tell you, of course, spits badly damaged. I dont nd to tell you that. You can see that. But it did look like the airbags had deployed. And then, of course, after we thats whenw enforcement kind of wrappedl wrapped crime scene tape around this thing and shut these streets down. There has been a lot of talk about crimec and Public Safety in oakland recently, and yesterday here on mornings on two. Oakland mayor xiang tao rejected suggestions that crime is on the rise. Were seeing that crimes and homicides are all trending down. Everything from from 2023 numbers. The mayor cited opd Crime Statistics saying that crime is down in many categories. Over the past three months compared to the same time in previous years, especially in Business Districts where there has been a lot of foot patrol and Crime Suppression Team activities. While this is true, data also show robberies are up 40 from last year in the same time period, home invasions increased from eight in the last inueight last year, in the first two months to now 18. So far this year. Analysts fall, it will take a while for the citys overall reputation to change lie before people feel confident that decreases are there to stay as well. So i think that perceptions mightutake a little while to adjust if these decreases that have been reported are are sustainable. Another issue raised by residents is that some crimes could go unreported, such as car break ins. Some victims say they dont want to report a smashed window, which would lead to an increase in their insurance rates. It is cut off from the main branch of the jet stream here. Zoom out. Theres nothing there. So it has a own. E steering currents are weak. Of s a forecast model called the lfm. It was called the limited fine mesh, or we called it the limited fine mess because it wa. Occasionally though, it handled cut off lows better than any other forecast to forecast, and this one is doing just that. Look at this rain stretching now going south to north. Its made it up to San Pablo Bay over to richmond, el sobrante, berkeley, oakland, even out to parts of the east bay, san rafael into marin county. But the heavier amounts, without a doubt, have been along the san mateo coast and san jose. Look at sunnyvale, milpitas. So again, this is the focus of spalthough it looks like that is little bit towards santa cruz,a Santa Cruz Mountains. uso i think this is more ofc a morning even. It will decrease throughout the afternoon as the low goes far enough. South will be tooufar north, would expect some pretty hefty totals here, maybe around redwood city. Half moon bay, again, thats that looks to be the line, but the low is now starting. You can see where most of the activity is, where its stretching itself out, starting to head more south. If youre about San Francisco south, its coming down, especially around san jose. The Almaden Valley, willow glen, take your pick, santa clara, theres been some heavy rain over a half inch of rain at san jose airport. Its just this morning. Some areas in the Santa Cruz Mountains are now also over a half inch of rain, and it continues to go. I think theres a back edge to it though, but it has been lifting north now over San Francisco into marin county, of course, over oaklandc and berkeley. Looks like its kind of hanging bay, but its really all about the peninsula. Half moon bay has picked up about a quarter of an inch, los gatos has picked up a third of an inch, and you can see there it looks like theres some break in it, but when it rains, it pours. Boy, ill say, most of this rain, though, moving south to north is favoring areas that i just mentioned. And well keep the heaviest rain to the south or along the san mateo coast for today. 60s on the temps. All right. Sal is here. 730 i imagine theres issues south because of all the rain. Yeah, some of these drivers in the south bay are going to be a little salty. Steve on 280 northbound and 101 because this. Northbound 280, its very slow. Its backed up from 101 ss just because of the wet weather. Ill show it to you on the map. Almost every south bay freeway is slower than it normally is. And that includes getting up to cupertino, getting those freeways are slow. Lets go to the bay bridge. Youll see theres a big backup, although it is not raining actively. The roads are wetc. 731 lets get back to the headlines. Well start in the city. Here at San Francisco, voters approved several propositions on their local ballot, including one that gives police the ability to use drones and expands their ability to chase criminal suspects. Ktvu erasmus is live in the city here to explain the results and also reaction this morning, ali yeah, measures on the local ballot for San Francisco voters, and voters approved all but one of those measures. Two of the most controversial and consequential measures, measures e and f, passed. Lets take a look at the vote totals from measure e. 60 of San Francisco voters approved it. It passed. It authorizes the city to install public surveillance cameras and give police more flexibility to use things like drones and facial recognition technology. It also allows police to update their Police Pursuit policy and chase people suspected of committing Violent Crimes and felonies. Opponents of this measure say it gives police too much power, with unclear results. There have been no evidence to any component of proposition e that would actually improve the safety of our community. It wont prevent violence or solve homicides. There are safeguards built into the measure for folks that are concerned. You know, the Police Department will have to go to the board of supervisors every year to basically explain footat theyre using from surveillance cameras, from drones. Theyll have to explain how theyre using the technology. Measure f passed with 63 of the vote. It requires people on public assistanceuin San Francisco to go through regular Drug Screening tests and get Substance Abuse treatment. Opponents say the city doesnt have the resources to provide Substance Abuse treatment to everyone who would need it in order to qualify opponents call it a false promise. Now, one measure that failed, the one of the seven that did not pass by voters was measure b that would have tied Police Staffing levels to tax increases. Lets just break down the early primary Election Results. We have ktvu political analyst brian sobel with us. Brian, good to see you and us,. Good morning. A momentous night in california and across the nation. Well, lets start, brian, with the us senate, adam schiff, steve garvey are expected to advance. What does this mean for california voters . I think the way that the election in novemberc will break down is that adam schiff, who will enjoy a 2 to 1 democrat advantage over the republican steve garvey, really will have a pretty easy time unless, some unforeseeable things occur between now and november, dave, you know, schiff ran a great campaign, but one that is a was bruising in the sense that he elevated steve garvey, with perhaps up to 25 million and made garvey a real opponent in the, in the eyes of, california voters. But at the same time, he, tamped down, the, candidacy of barbara lee and katie porter, and im sure that theres some, sore feelings today in those, two camps. Yeah, thats going to be interesting to watch. Now, brian, less than an hour ago, republican president ial candidate nikki haley announced shes suspendingc hert president ial campaign. Did last nights vote results make that inevitable . Absolutely. It, you know, the trump train started rolling, actually weeks ago, with the, the beginning of the caucus, time and then just, continued to roll through, through last night. And when you pick up as many delegates as the former president c did, it makes the job of an opponent, in this case, nikki haley, impossible. And so she had to suspend her campaign, but, you know, she did it as a fighter, as somebody who said, you know, i, i, want to bring issues to the American People and have the American People, discuss them and, she did not concede to the, to the trump, wing of the party, she fought it all the way to the to the end as far as she could. Anyway, and today she suspends her campaign, and now it sets up dave. Of course, the matchup, in a rematch up between, joe biden, President Biden and donald trump and, you know, game on. Yeah. Let me quickly ask you before i ask you about that, nikki haley, do you expect her to endorse trump . What do you expect her to do next . Its an interesting question. She was not treated well by the former president. And, but parte said today that, you know, donald trump is going to have to earn the votes of people who did not support him and supported her, i well see over time, i would expect that, you know, almost as were speaking, that the Trump Campaign is reaching out to the Haley Campaign to see what they could do to bring her into the fold, i think its going to take a few days because a lot of a lot of hurt feelings along the way. But again, i think those are the kinds of conversations that are probably going on really right now. Yeah. Lets talk about november real quick. Biden, trump in november for 2024. Well, we see the same kind of voter turnout in november as we did in 2020. Great question. I im not sure. I think aulot of voters have biden trump fatigue, polling anecdotally, empirically , we just know that this is not a race that is exciting. The American People. So as we as we move forward, unless the president can really start generating some interest and, and, donald trump some interest, i think we may see a lower turnout than we have in past years. Lets go right to the camera there. Its actually drying off, and the traffic looks a little bit more we go farther south. C this is 880 near the coliseum. It looks okay. San mateo bridge also still looking good, but you go to the south bay not that far away. Everything is very, very slow on all the freeways. If in case youre just waking up, said, yeah, maybe to the office and notice that every single thing is a lot slower than it normally is. And thats because of wet weather. You can see its not quite as severe as it was earlier, but definitely wet. And all the freeways lets go back. Okay. Now thank you. Parts of now, some areas not a drop, others its been coming down pretty good. The focus, though, has been about san jose, Santa Cruz Mountains, peninsula and up towards marin county. That officer respondedc to that burglary call, andc then a i should say a chase ensued. That is when we suspect that that officer who was driving a Hayward Police suv hit a fire hydrant, which you can kind ovee and white marked little traffic barrier would be, that thing when we got onto the scene here was was gushing. It was spraying probably about 30ft up into the air, and then we do want to say we got to the scene about 630. So it was spraying quite early a number of hours ago. At this getting it turned off. Now back to the scene. So you can see, here i believe youre watching video of that fire hydrant spraying into the air. Did take firefighters a quite a while to get it turned off in. That water was pretty deep. Its receded almost all now, but for a while there they were walking into it at some points, some people up to their shins. Of course, that water has receded now and then you see a police suv, which was badly damaged. You could see the driver side airbags had clearly been deployed. In addition to also destroyed. The suv, crashed into a ditch. Im not sure if we can kind of swing over here to show you exactly where that ditch was, and then they actually had to bring in an excavator. Hook that up to the back of that police suv, and kind of drag it up out of this ditch. From that point, they were able to tow that vehicle as as normal as a, as a tow truck normally works. But i can tell you again, this water has receded. Is gone. The roads open back up here and traffic delays. There wasnt too many here. This is a business park, so it was pretty slow up until now, up until some people just started showing up for work just a little bit ago. But other than that, its a pretty quiet area. The race between longtime democrat adam schiff and republican steve garvey. These are the numbers for the full time race. We see. Adam schiff has just over 33. Garvey has just over 32. For garvey, a former dodger star says he views this primary election as the first game in a long doubleheader. The second game is going to be daunting. Itll be almost like a super bowl over the next, Fourth Quarter or eight innings, but i think it should be exciting for all of us. I mean, its actual competition now. California has not elected a republican to the us senate since 1988. One year after garvey retired from baseball. Schiff is the overwhelming favorite with a large Campaign War Chest and will continue to easily outspend garvey. Carter received the a crowded 11 candidate field representing part of silicon valley. Were going to fight for reproductive rights. Were going to fight for democratic institutions. Ill be fighting hard for all those things. But in between the fights, we got to get something done and our our country desperately needs a congress that will get something done. On homelessness, on high utility costs and all the other things that are challenging our communities. This election is to try to win the seat held by retiring longtime congresswomanuanna eshoo. Now to the east bay, in what appears to be a clear leader in the race to succeed congresswoman barbara lee. When lee announced she would not run for reelection to instead run for senate, she endorsed Lateefah Simon to be her successor. Simon serves on the bart board of directors, also picked up endorsements from governor gavin newsom and attorney general rob bonta. She is leading heavily this morning, 43 of the vote to Jennifer Trans 17. I went back to. Its basically been im against trump, but you need to have some positive idea as to why youre running. I can do this better than the other person. And so she has gone into this tailspin of just being against trump. Look, i know theres a lot of americans who are against trump, but when youre running in a republican primary, you need a better reason. C and so her decision not to endorse him right away leaves her out there on a limb. And i dont think its good for her future. She wants to be the 2028 president. E republicans, and i dont see her in that path yet. Do you see her running as a spthird Party Candidate . I dont, because at the end of the day, were in this cycle, this four year cycle, were to spend some 20 something billion dollars between the two parties and their supporters. Third parties cant compete with that in america. Its too big, too many media markets and so if she went this path, not only would she be unsuccessful and probably not get on the ballot, but it would also end her career effectively in politics. If you want to be president , its a game of addition. You need to say to the americans, heres what im going to do on the border. I am, i think hes going to pick tim scott quite franklyn tim scott is very energetic. Hes been a good supporter of trump. Trump likes people who are loyal to him. Lord knows we know that by now. But i his energy and his sort of reaganesque message is what trump would need. And i think it also broadens the party because tim scott is not a establishment republican. Hes not an insider. And i think that brings him good energy at, i dont often use that word, but in politics, you need a lot of energy. Lets talk about the energy surrounding the two president ial candidates here. We just had a poll the other day that said about 60 of people say they are either somewhat or very concerned about the mental acuity of both former President Donald Trump and President Biden. What do you make of that well, weve just come to an interesting point. Not often in our history do we have two, candidates of this particular age. So i dont know that its something thats going to last into the next election. I think there will be a generational change, but for now, the proof will be in the pudding. Theyre going to be out on the campaign trail. People are going to see whether one of them or both have this problem. Frankly trump is more energetic. Hes got more energy than i do. And im a couple of decades younger than the guy. uso its going to be up to biden, especially thursday night, to show that energy if he wants to be able to convince americans that he should be reelected. Okay. The state of the union address, which youll get to see here on channel two. Ill have to put that plug in for our newsroom real quick. One quick comment out here on the California Senate. What do you make of steve garvey now going to be facing off against adam schiff. And specifically the tactic by schiff that sought to elevate garvey in this race . Look, i understand why schiff wanted to do this. You dont want a big inner party bloodbath between him and katie porter. That would have taken a lot of money. And theres that energy word again. Heres two things that give steve garvey a chance. He has enormous name id in los angeles, in san diego, the two biggest areas in the state, most beyond that, this move to repeal prop 47 is gaining ground 500,000 signatures that will bring a different mix to the polls this fall. In a state where, look, biden is going to win california, in all likelihood, right democrat to win the senate. But if a new mix of voters come in because theyre so tired of what with his name ids, will make this an interesting race this fall. Okay. Of course, registered democrats outnumber registered republicans 2 to 1 in our state, but just becausec youre registered there, there can still be some question there. The San Francisco voters weighed in on a number of propositions focused on Public Safety and help for spthe citys most vulnerable residents. Today is wednesday, march 6th. And we outside and a smattering of rain in certain areas. So lets check in with Steve Paulson to see how your day is shaping up. Its been about san jose. It really has peninsula as well. Santa cruz mountains. But really san jose has taken the brunt of this. This morning. And every traffic picture i think on sal has has shown lots of rain down there. It looks like its about done here. You can see i think its about ready to wind down as the upper low starts to drift south. Itll take its main moisture with it, but put on the went up to marin bay, not much, little toan but nothing. And then also on the peninsula, i think, though, but you can see that line looks like where edge to that. But when it rains it pours. And when its a rain year and its a rain year, this system and a dry year would not have done anything. But but weo see a decrease in that rain. 60s on the temps by tomorrow and friday we get a break in some warmer temps. All right. Sal is here and he will tell you and me what, you know, im tellinguyou now that the south bay is exactly as you say it is, steve. It is up a picture of 280 in san jose, and it does look very slow in both directions. Its been like a rainy day commute back in january. Thats what itulooks like. It shows where all the slow traffic is, it is filled in. So if you have flexibility,uyou may want to go later. Now, if you just go about 50 miles north to the bay bridge, yes, its slow, definitely slow, but its dry and thats helping out. 832 lets go back to the headlines, San Francisco voters approved several propositions on their local ballot, including a measure that requires anyone on public assistance to undergo regular drug tests. Ktvu sally rasmus live in the city with a look at the Voting Results and reaction. Ali garcia there were a total of seven local measures on san franciscans ballots, and voters approved all but one of them. Now, one of the measures that passed, there were several of them, as we mentioned, six of them. But one of them is measure f, and thats the one were taking a closer look at this time around. Lets show you some of the vote totals. More than two thirds of San Francisco voters approved it. It requires people on public assistance in San Francisco to go through a Drug Screening tests and get Substance Abuse treatment. Supporters say its a sign from voters that they want stricter enforcement against illegal drug use in the city. But opponents of the measure say they think it will make the problem worse, making it more likely. They say that people will lose their benefits and end up. We dont have theuresources to actually provide treatment to the folks who even need it now, who are asking for it now. Theyre waiting in line. And so its a false promise. Folks will still have 30 days and potentially longero if the hsa, the citys department, decides. And really what this is about is, you know, weve already tried the carrot approach in San Francisco. Its time to use a little bit more of the stick to nudge people into treatmentn now, another controversial, inconsequential measure that passed was measure e. It passed with 60 of the vote. It authorizes the city to install public surveillance cameras and gives police more flexibility to use Technology Like drones and facial recognition technology. It also allows police to update their Police Pursuit policies so that they can chase people committed suspected of committing Violent Crimes and felonies. Now, another measure that passed that was supported and put on the ballot by mayor london breed, along with e and f, was measure c anduthat temporarily removes the real estate transfer tax for any landowner that wants to convert housing. Another measure that passed overwhelming was a g, which calls on San Francisco Unified School District to teaching algebra or offer algebra to eighth grade. Democrat adam schiff and republican steve garvey expected to move on to the november general election and the race for californias open u. S. Senate seat. Schiff and garvey have commanding leads over their rivals. There are still many votes to count here. Longtime east bay congresswoman barbara lee came in fourth with 7 in the California Senate race so far. Still she says shes optimistic she left her seat in congress to run for the senate. She thanked volunteers and voters for their support in oakland. She noted this was the most expensive race for californias senate in our states history. So when you look at 27 million by my opponents, its like, come on, what do you think that is . I mean, i dont take corporate pac money. You the disparity in the money. I mean, comec on, the establishmet money doesnt go to a black progressive woman, but we have people and we have low donors. We have recurring donors. Lee headed back to washington shortly after polls closed. Did not go to the watch party in alo didnt answer a reporters questions about what could be in her future. For more on this years primary race and results, we are live with professor david mcewen of sonoma state university, david for joining us this morning. We know that youve been up all night watching whats happening here. So we just saw the Schiff Garvey race here, a pretty tight race at this point, does the fact that a republican republican steve garvey, performed so well signify anything to you about whats happening in our state . Well, i mean, hes look, het thats not really the headline today. Today, the headline was e race. Donald trump is pretty popular amongst california republicans. And adam schiff spent 10 million propping steve garvey up. That gave republicans an opportunity to come out. And in the in that vote, they voted for steve garvey. Hell probably end up 3 to 5 points ahead of adam schiff. Now thats a different animal. Come november, california, as your viewers know, is a deeply blue state. Its not all blue. It has red and purple areas, but almost one out of every two registered voters and a high turnout election is going to come out there. Democrats, and so that helps adam schiff. Hes also a fundraising juggernaut. So one of the challenges for steve garvey is can he raise money and can he hes viable, that will help him, congressional races and it could also fuel a potential recall against gavinunewsom. So there are some reasons for republicans to be optimists pickuout of today. But it is unlikely in november that steve garvey will be victorious. And thats exactly the way adam schiff wanted it, with he and his pac spending over 40 million. All told, for the most expensive race, with over 70 million spent in this us senate race. So if im hearing what your saying here, the voter turnout because it going to catapult schiff to be ahead of garvey and win the senate seat. Its going to be wider, more diverse. You know, we know that people 65 and older vote early and often, but voters that are 18 to 35 are not as enthusiastic , now, we saw them last night, at adam schiffs victory, kind of speech where they were rallying and demonstrating about gaza. But those 18 to 35 year olds are going to be hugely important, in november. And we will see them turn out at that point. And those are voters thae democratic side than they are more likely on the republican proponent for israel right now, and we saw what happened at his speech lastunight, could that be a factor in the race when they head to the polls . n yeah. I mean, look, i know were talking about yesterdays election, but what youre really talking about is the speech of joe bidens political life, which is tomorrow night, the state of the union, because democrats have to worry that, look, there is a progressive element, particularly younger, thatuis worried and upset gaza. And they dont want this to become like 1968. The last time we saw chicago, which was a mess. And so it is a worry that democrats have and is going to have to meet this head on. To barbara lees credit, she did move adam schiff in the last 24 hours of this schiff is closer to thedam administration about calling for some type of ceasefire. All right, david, proposition one here championed as critical to solving the states Mental Health and homelessness crisis, very close here. Yes, 50. 5 versus no. 49n5. What do you make of this nail biter . Yeah, i mean, theres a lot of votes still out there to count. So we want to Pay Attention to that. If it would k for Governor Newsom, mayor for t cash, to his time now as governor. And really as a National Political figure. Hes identified with homelessness, with Mental Health, and with dealing with this problem. But he only has two years left, basically, when this would take effect. And even if it takes effect, its going to take a year, to kind of rally up and build a bureaucracy around that. And this is a very difficult issue. And california voters remember coming out for garvey, coming out to vote for trump, a lot of them republicans, they voted this down. And so were going to Pay Attention to this over the next, say, couple of weeks to see if this ballot measure, it looks likeuit will eke out a victory, but it should havec been higher than 52. So really, anything less than 52 also fuels opponents newsom. And those opponents are not just in california. Theyre spacross the country. Thatll be something to watch because hes a National Political figure, a person whos running for president while not running for president , not running for president. Sunnyvale had a quarter inch of rain, along the peninsula, Half Moon Bay, about a quarter of an inch. But the heaviest amounts, without question, were around san jose, willow glen, the Almaden Valley blossom hill, back over towards campbell, los gatosuand into the Santa Cruz Mountains. Shes running against Millbrae City Council member alan schneider. The latest numbers show that speer is 68 of the votes here in schneider, with 32 of the vote. Now, this is not a primary election, and any candidate over 50 wins this race. Speer served on the board of supervisors from 1980 to 1986, before winning seats in the state legislature and eventually moving on to congress. Two seats are up in different Alameda County districts in district four, Jennifer Stein is running against longtime county supervisor nate miley. The seat on the board of supervisors represents castro valley. Most of pleasanton, and large parts right now with 63, while stein has 37. The other supervisor seat is district five, which represents parts of berkeley, oaklanduand emeryville. Oakland City Council Member Nikki Fortunato bass is in the lead here, with emeryville City Council Member john bowers coming in second, but only by a handful of votes. Mailin spballots may end up deciding ts race in these county supervisor elections, a candidate with over 50 of the vote wins the seat. 847 right now, the head of the Federal Reserve is answering questions on capitol hill. But Jerome Powell has steered the conversation to return to policy. No specifics on when, but he does say the economy has made considerable progress and that inflation has eased substantially in the last year. Now, google and the Contracting Company say the terminations were due to preplanned contract expirations.
