Im Heather Holmes and im alex savage, candidate daniel lurie pitching his plan today to solve the fentanyl crisis with other candidates offering their solutions as well. Ktvu christian captain joining us live now from city hall and christian. Everyone running says this is a top priority for San Francisco. Yeah, thats exactly right. While the various candidates may have differences on how they want to address the fentanyl crisis, they all agree that something needs to be done sooner rather than later. Fentanyl continues to ravage parts of San Francisco, and now the candidates for mayor are explaining how they hope to address the Overdose Deaths and Substance Abuse. Daniel lurie is pitching a plan. His Campaign Says is supported by Law Enforcement and former public defenders. Luries six point plan calls for having police and Substance Abuse experts respond to calls engaging with Substance Abusers immediately and referring them to drop off crisis centers, which can treat them, and an end to the revolving door at hospitals and jails. Now now all of the candidates are touting their leadership on the issue. Im the only one in this race, actually coming from the outside that has a track record of getting big things done, Holding People accountable. So its not a resource issue. It really comes down to managing and leadership. We have the money and we have to have the ability to lead and put all the pieces together. I have allocated funds where this program has been around for 30 years, and they were always denied by Public Health and not the breed administration. Public health, because i made it clear that we are going to support abstinence based solutions. And we also reached out to the most recent candidate to toss his hat into the ring, former mayor mark farrell, who said, quote, we have tilted too far towards a Harm Reduction approach that is enabling drug use rather than helping people actually recover from addiction. Hes saying as mayor, he would mandate treatment, create sober living and recovery plans, and audit the citys health and welfare budget. Guys, clearly this is one of those defining issues in San Francisco. All of those running for mayor needing to stake out their position and explain that position to voters. Were live here in San Francisco, Christien Kafton, ktvu, fox two news, and christian just wondering, i know its early. Were just hearing from daniel lurie outlining his plan today, but do you get a sense that that any of these potential solutions will actually work . Its hard to say. Its such a complex problem, as you well know, heather, that its a nuanced issue. So its going to take changes in all different areas. And now all of the candidates are saying that they are going to push for those changes. It just depends on which one the voters think is the most likely one to work. Its definitely going to give that particular candidate an edge because, as weve said, crime and of course, drug use in San Francisco are some of the biggest issues facing the city. Yeah, those issues front and center as we head toward this election in november, Christien Kafton live for us outside city hall in San Francisco. Christian, thank you. Well, pg and e officials in the hot seat today following recent long lasting Power Outages in San Francisco earlier this month, an outage during a storm lasted more than two days, causing disruptions to residents, schools and businesses. It followed a similar outage last month that was unrelated to the weather. Well San Francisco supervisor myrna melgar called a special order hearing for this afternoon, asking pg and e representatives to answer questions about what led to those extended outages and how to prevent repeat occurrences. That meeting is being held by the citys land use and transportation committee. At t, meantime, says it will reimburse customers with a 5 credit following last weeks hours long cell phone and internet outage. The company says it will apply the credit to potentially impacted accounts in an effort to, quote, help make it right. The reimbursements are expected to show up in 1 to 2 billing cycles as thursdays outage affected more than 70,000 customers. At t says a technical error was to blame. The Us Supreme Court today heard arguments about laws passed in both florida and texas meant to prohibit social media platforms from removing objectionable content from their sites, and this ruling would potentially have widespread implications for online speech in the internet era. Ktvu tom vacar joins us now live from our newsroom with more on what people here in the bay area are saying about this upcoming decision. Tom. Well, the Supreme Court must decide if social media is a completely open public forum where anyone can say anything without filtering, editing or restraint. Or is it more like a newspaper that can gather and edit any kind of information . It chooses . We took that question to the streets of alameda, asking should there be rules . I think Fact Checking is important, and i think some of the social Media Companies do that. I also know of a lot of accounts that have gotten banned for very silly reasons, so im not sure more control is the better way to do it. Yeah, i think there should be rules of the road for social media for anything out there. I see whats going on with these kids and such on online and bullying. Well, absolutely. Theres a social responsibility if you give a platform to be able to spew hate. Youre also like encouraging, like the retaliation that comes with it. Yeah, its the best thing to do would be to get things. Yeah. Have a, have a, have an open forum and work out work it through with rules. Yes. With rules. Now make no mistake, this is all about political postings. True, false or out and out fantasy brought by the states. The very states that passed these very laws being questioned tom vacar, ktvu, fox two news. All right. Tom vacar live in the newsroom. Tom. Thank you. Okay. We want to talk more about these cases before the u. S. Supreme court with larry magid, veteran tech journalist and ceo of connect safely. Larry, always a pleasure to see you. The rulings on these cases no doubt, could transform online speech. I want to dig in to the main question here. Before the Supreme Court, which is deciding what social media is, as tom was just mentioning, are they similar to phone companies or are they like bookstores and newspapers is a good question. And you know, the irony here is that the two states that passed these laws say that theyre doing it to encourage free speech. Yet, ironically, its a First Amendment issue which could cause florida and texas to lose this case because free speech, you know, applies to when it comes to the constitutional right for free speech. And thats a government thing. Government agencies cant suppress any form of speech, but private entities are not only allowed to suppress speech if they want, they can also speak if they want. So in a way, i think that that Companies Like meta can use the First Amendment for their defense, just as the other side is claiming its a free speech issue, but it does bring up the issue. What is the responsibility of social media . Are they Public Forums . Kind of like a street corner, like a public park where anybody can get up and say whatever they want . Or are they private entities and up until now, at least, there regarded as private entities, they are, they are, they are corporation. Theyre not government agencies. And theyre not covered by strictly. The First Amendment. And they not only have the right, many would argue, and some of the folks that tom interviewed made that point, that they have a responsibility to not allow for hate speech or to not allow for wild, crazy claims. And so theyre trying to figure out how they can allow people to have political speech, whether youre left or right or in the center. But at the same time not threaten people, not intimidate people, not say things that are that are hateful and have a forum that that people want to be on. Yeah. And it certainly seems, larry, as though based on the arguments or the questioning from the justices today, that the high court is inclined here to decide that social Media Companies do have some degree. Of a right to block, or at least moderate content that they deem objectionable. Here why do you think that the high court and the justices seem to be leaning in that direction . I mean, i think that they understand that private corporations, just like the New York Times or ktvu or any other entity, has some control over what they can allow. On their platforms. There are certain things that would not be published in any newspaper. Could they . Should they must they be published on social media and so, you know, thats a real interest. Now again, theres competing forces on this. But i think the court probably will rule in favor of the social Media Companies saying that the state doesnt have a right to tell them what they can or cannot allow on their platforms. Larry, this ruling could certainly change the Business Model of the social media platforms because as weve talked about, they believe that they should be able to make editorial judgments, judgments. But just going back to that Business Model, what do you see as a potential effect here on how these social Media Companies have operate up until now . Well if the florida and texas were to prevail, it means potentially an end of moderation. Now, clearly, i dont think anybody would argue that they should discriminate against people based on their political ideology. But if someone happens to be on the left or the right and says something thats hateful, thats mean, thats scary, thats going to potentially harm someone, it seems to me that these companies should have the right to take it down. But if this these laws were to persist, they could be, i guess, in criminal law, some liability for moderating their content. And that would, i think , have a very negative impact on, on all of social media. Yeah. And i think now the question is sort of how how broad this ruling might be. It looks as though the Supreme Court is likely to send these cases back down to the lower courts, to have the lower courts sort of flesh out a little bit more about how these laws would apply to kind of a wide variety of Internet Services just beyond the social media platforms per se. Uh platforms like uber, for instance. Right, that they wouldnt want uber saying, you cant come in my car because i dont like your political views. Right. Thats more of utility function. And so yes, they have to be more specific. And the courts, i think, need to do a better job of defining what is within the purview of social Media Companies and what isnt. So, for example, i dont think, frankly, they have been that certainly not very successful, uh, filtering out conservative speech. Ive seen plenty of protrump people on on meta on, on the formerly back when it was when x was twitter. Uh, its really not what youre what candidate you support. Its how you behave yourself. Thats what they say. But there have been accusations that theyve actually discriminated against people based on ideology. And thats something that maybe they have a right to do. But frankly, thats not in their Business Model either. They want kind of a free flowing discussion. Again, with certain rules of behavior. Yeah. And larry, that brings me to my final question, which is you cant ignore the political nature of this discussion and the cases right now before the Supreme Court. Oh absolutely. This is highly politicized. And youre going to see it coming from all sides. But right now, some conservatives, for whatever reason, feel that theyve been discriminated against. And thats frankly where this is coming from. So it ties very much into the political realm that were all dealing with right now. With the elections coming up. Yeah. And of course, yeah, this this ruling of this case sort of playing out here in the high court against the backdrop of the upcoming election later on this year and a lot of folks want to be able to regulate content, and social media sites want to regulate misinformation here as we head toward election day and by the way, the bay area is very much at the center of it because people presume rightly or wrongly, that were a liberal bastion just because were in the bay area. The communication breakdown found between departments and what the faa says needs to change. Also a standoff with an armed suspect. It triggered a lockdown in a san pablo neighborhood. Just in the past ten minutes, residents received a robocall from the county, giving them the all clear and saying that the suspect is in custody. Now this all began last night when residents say they heard shots ring out in the montalvan manor neighborhood thats near san pablo. Many say at first they thought it was just fireworks, but there was more gunfire early this morning. Contra costa sheriffs deputies blocked off access to this area at one point, the suspect apparently fired shots at a Law Enforcement drone. But as we said, residents receiving a call from the county just before 4 00 this afternoon, giving them the all clear and saying that the shelter in place had been lifted and that that suspect is now in custody. We are working to find out more about exactly how all of this ended. Our henry lee, our Crime Reporter, is live at that scene and will have a report coming up in just a few minutes at five. A vallejo target store is expected to remain closed indefinitely after someone started a fire inside that business. Video on social media shows flames and employees running vallejos fire. Captain says this all happened saturday afternoon around 3 00 at the target on admiral callahan lane. That fire was started in the aisle where the paper towels are located. Preliminary reports estimate about 1 million in damage was done here. There are no injuries reported with this fire, and so far no arrests have been announced. Well, a new report released today by the faa found glaring flaws in boeings Safety Culture. The report found disconnects between Senior Management and other employees at boeing, with breakdowns in communication. It also noted that boeing had made some significant improvements, since those two deadly crashes involving the 737 max, eight jets in 2018 and 2019. Now, you may remember that new concerns about the companys Safety Culture emerged just last month after a door plug panel blew open on a boeing 737 max nine plane. During that, Alaska Airlines flight, the faa says it will continue to hold boeing to the highest standard of safety and ensure the company comprehensively addresses these recommendations. Over the weekend, bart recorded a spike in. Ridership thanks to two big bay area events San Francisco annual Chinese New Year parade and fan fest in oakland boosted those numbers. Nearly 124,000 trips were recorded on saturday. Thats 54,000 more trips than the previous saturday, the agency says. Saturday broke a postpandemic record for saturday ridership that was set back in october during fleet week. And, of course, the team from here at ktvu was down at the parade in San Francisco celebrating the new year. As we are every year. And boy, there were so many people out for the parade in San Francisco and the weather was just perfect. It was. And i really feel like there was a different kind of feel this year, and it probably did have a lot to do with the weather, because everyone was out there enjoying it. But i have to say, i think that this was really one of the best years and that Fireworks Show at the end, i mean, it was like 4th of july. Yeah, that that was really incredible. Yeah, it was. Those are pretty good amounts considering, you know the storm seems fairly weak. Up next here on the four today, a new Bipartisan House Task force is coming together in washington. It aims to take on Artificial Intelligence regulations. Next on the four well talk live with a Cyber Security expert about where that task force should begin and what their realistic goals should be as they try to navigate parents at Beverly Vista Middle School received an email last week about students creating and sharing nude ai generated images of other classmates. A todays statement says that more victims have been identified since that investigation into the images began. Officials add that the district is taking every measure to support those affected by this type of bullying, and to prevent further incidents. Students say theyre scared and that every one is vulnerable. Girls are being called out one by one, and theres always that fear like, am i going to be next . Am i going to be called in . Theres going to be a naked photo of me presented to the entire world. The school is working with police to find those responsible, and it says any student found to be creating, disseminating or in possession of ai generated images could be expelled. A new effort is underway right now in washington to regulate Artificial Intelligence. The house has launched a Bipartisan Task force to focus on the issues around ai and to craft legislation. This task force will be chaired by two california representatives, Jay Obernolte and ted lieu, both from Southern California and south bay. Congresswoman anna eshoo will be part of this. 24 member group that will consider what guardrails are needed for Ai Development to both protect the public and foster innovation. For more, we are joined now by joseph thacker, an ai. Engineer and security researcher with app omni, a cybersecurity company. Thank you so much, joseph. We appreciate you taking the time here. Lets talk about the task that this group of lawmakers has in front of it, trying to put together a final report with some some concrete policy proposals around regulating. Ai. Where do you think they start . What do you believe some of these key recommendations should be . Yeah, i think that they definitely need to start with controlling the output of these models and the people who are using them. I think that it would be kind of a fools errand to try to control them at the at the model creators level, like with trying to implement large regulation on, you know, google or openai for example, because the open source models are advancing so quickly with things like in that segment that you just covered about, um, creating images, the open source models, like Stable Diffusion are already significantly advanced. And so i think that if they try to control it at the creation level, its going to be really difficult because people are able to run these models on their own, like laptops and desktops at home. So theyre going to need to work on implementing controls that that punish, penalize, and then, you know, control the output of these where individuals are punished for things that happen as a result of the bad generations. Yeah. Youre kind of hitting on i it feels like a theme when you talk about ai are the things are moving so rapidly in terms of its development that its just going to be its just hard for a body Like Congress to really be able to keep up with the technology. It feels like by the time this task force comes up with policies and hopefully passes some sort of legislation, its going to be outdated. Do you get that sense . Yeah i do worry about that. I think thats a great reason why they created the task force. It seems like theyre moving a little quicker in regards to responding to technology than they have in the past, but yeah, theres no doubt theyll need to bring in experts. Theyll need to be briefed pretty consistently. It wouldnt surprise me if we have to have more dedicated measures for keeping up with the ai space. All right. Lets talk about about what you what you sort of view here as the most significant threats that ai poses. We it feels like it sort of runs runs the gamut. You know, on the extreme end of the spectrum, we hear a lot of the conversation about kind of this existential threat of machines eventually becoming smarter than humans here. But you know, on, on, on a more sort of a simple level, we hear these cases like we just reported, you know, deep fakes. We talk about misinformation potentially being spread using ai, especially as we head toward the election this year. What do you see as the most concerning threats from this technology . Yeah, theres no doubt that that deepfakes, both from image to video to voice, are going to have the biggest impact. There are a lot of cases of people being scammed by by voice clones of their family members or of their coworkers asking them to either give them money or buy gift cards and that sort of thing. And then i think that its going to be really difficult to know what to trust, even in a court of law. In a very short amount of time. As you can imagine. You know, people could have ai generate fake images of someone else committing a crime or videos of them saying something that they didnt actually say. I think that will affect the publics ability to trust what they see online. Um, and were going to have to, in some ways rely more on what we see with our own eyes in real life. And i think that will have some good effects. But but, um, yeah, i think that they need to focus on those things. And then i also think that, like you said, the existential threat may be a ways off, but if the chance of, you know, some major catastrophe, even being as low as 1, um, its great that we already have policymakers who are at least thinking about it. And how to, you know, start combating that at this point. Then the third and i think final thing that i would mention from a cybersecurity perspective is we need to give really good guidance about how to implement ai in a secure way in these products. Yeah, i was going to ask you before we wrap up, and we are almost out of time here, but how do you see lawmakers trying to strike this balance between protecting the public from those threats that you laid out here, but also fostering innovation in this space . Yeah, its a great question. I do think we dont want to let other nations kind of run too far ahead of us, but we also want to be cautious about how it gets implemented. I think that the biggest key is really to stay on top of it and to respond quickly and then think ahead about what new, um, innovations or what new breakthroughs. I might have in the near future and how we should respond. Yeah, it certainly is a technology that we all stand to benefit from in so many ways here. Joseph thacher i engineer with app omni. If you vote on committed, theyll realize how much of an impact were making. Michigan Governor Gretchen Whitmer urged democratic voters to turn out anyway. I just want to make the case, though, that its important not to lose sight of the fact that that any vote thats not cast for joe biden supports a second trump turm, a second trump turm would be devastating. This election will determine the future of our country for the next four years. The health of our democracy is on the ballot. Super tuesday comes just one week after michigans primary. Voters for more than a dozen states will head to the polls in new york, conahans on fox news. Both President Biden and former President Trump are headed to the usmexico border later this week. President biden is set to meet with u. S. Border patrol agents, Law Enforcement and local leaders in brownsville, texas, on thursday. Theyre expected to discuss the need for a new federal border agreement. On that same day, trump will be making a Campaign Stop about 300 miles away in eagle pass, texas. Republicans have been critical of the Biden Administration handling of migrants crossing into the u. S. However, democrats, including california governor gavin newsom, say its republicans who are to blame. The Republican Party is responsible today. Now for the conditions that persist because of their unwillingness to work with this president who went farther than any democratic president in my lifetime on a comprehensive package. An open border is the biden border policy for full stop that has been their policy. The Us Senate Passed a bipartisan Border Security agreement earlier this month, but House Speaker mike johnson says it didnt go far enough on Border Security and will never see the light of day in the house. Secretary granholm is set to travel to Southern California tomorrow to tour Energy Efficient solar powered homes and communities that were funded through a government, a department of energy program, new proposed legislation in sacramento could make california the first state in the nation to mandate routine testing of Wastewater Treatment plants statewide screening for drugs like fentanyl and methamphetamines. Marin and San Francisco counties have been testing wastewater for drugs in recent years, and some lawmakers believe its time to expand that testing statewide. Assembly member matt haney from San Francisco proposed the legislation when he says wastewater testing provides critical information that can be used to respond quickly to spikes in the use of those drugs , as well. A medical Research Team at Stanford University has now come up with the first ever treatment for Food Allergies. The fda recently approved the use of the medication, called xolair, following successful tests involving volunteers. Both young and old. Doctors say it dramatically reduces the risk of a possible life threatening reaction to peanuts, wheat and other Food Allergies. Food allergies affects two kids in every classroom and 1 in 10 adults over the last few decades, weve seen Food Allergies on the rise. Well, the stanford study found two thirds of the people who received the injection avoided severe allergic reactions. However medical experts stress this medication does not cure Food Allergies and that patients should still do Everything Possible to avoid foods that can make them sick. A hezbollah official said one missile targeted a convoy of trucks. Another hit a food warehouse. As well as efforts intensify to try to stop the fighting in gaza. The Palestinian Authoritys government submitted its resignation. This is the first step in plans to try to end the israelipalestinian conflict.
