Ktvu crystal bailey has the latest on the investigation in Brentwood Community center is typically buzzing with activity. Kids playing. Families strolling by. This video shot by a witness shows the 16 year old clearly in distress and police saying its possible he was experiencing a Mental Health episode. They did take several minutes to try to deescalate the situation, create distance between them and the subject. The teen is seen stabbing the unnamed officer, causing him to fall to the ground. Another officer appears to pull out her weapon, but doesnt shoot the person that stabbed the officer was very fortunate that the other Police Officers did not use lethal force because the first thing that came to my mind was that that person was going to be shot. It takes a lot of restraint to do that. And so im proud of them for doing so. A bystander is also seen in the video taking down the teen, ending the altercation. An we dont generally encourage people to intervene. But in this case, im glad he did. And took action. Officers responded to the park after a 911 caller told police a 16 year old was taunting people with a kitchen knife. There might have been a little confrontation between he and some other individuals in the park. It is generally, generally a safe place. The officer was taken to the hospital but is expected to be okay at the end of the day, we just want a peaceful resolution. Its a really scary job to protect the Community Like they do and i do wish him well. I hope he recovers. Officers are working with the District Attorneys Office to determine charges for that teenager reporting in brentwood. Crystal bailey, ktvu fox two news. New at six tonight, Governor Newsom has signed two major proposals aimed at reforming the states Mental Health system. The measures will allow the state to create more Substance AbuseTreatment Facilities and build more housing for those who are chronically homeless. And suffer from Mental Illness and drug addiction. Today, city mayors from across the state gathered for the signing and vowed to Work Together to solve the states Mental Health crisis. We want to make sure that people can get the treatment that they need. Just saying that people should receive treatment and having nowhere to deliver that treatment is only halfway. The proposals will need to be approved by voters next march. Thats because the governor wants to borrow 6 billion to help pay for the 11,000 new beds and outpatient treatment slots to serve up to 100,000 people a year. Today again, is about holding ourselves to a higher level of accountability and a higher level of expectation. And its about creating a framework where we actually can deliver, recognizing we all have a fundamental role to play. Some republican lawmakers have criticized the plan to borrow more money when the state faces budget shortfalls. Alameda County District attorney pamela price has announced a new team to address organized retail theft. But as ktvu. S alice wertz reports, many of the das toughest critics are still attempting to recall her from office. We want Alameda County to be safe for everybody. That means from the children to the grandmothers to the adults, the store owners, the Restaurant Owners, we want everybody to be safe. And the current admin orchestration, that is not their main focus, not even a full year in alameda County District attorney pamela price is under heavy scrutiny in east oakland. Save alameda for everyone or safe announce that theyre starting to collect signatures for an official recall campaign to unseat price. A lot of our families have lost loved ones during this nine months. As a victims, theyre being acting like they just dont matter. And we cannot have that. Nine months of it is enough. Across town, District Attorney price introduced the organized Retail Theft Vertical Prosecution Team, which includes inspectors Program Specialists and deputy das all working to investigate and prosecute organized retail theft in collaboration with other Public Safety agencies throughout the county and the state. The 2 million grant will be matched dollar for dollar by the das office. We are having the opportunity to interrupt thefts at the lower level while at the same time im focusing our efforts on how do we stop it through organized retail and how do we essentially choke off the demand that is driving a lot of what we see happening in our community cities. The recall campaign is getting a lot of attention for a lot of reasons, letting criminals out on the street is a harm to everybody. Save alameda for everyone. Officers carl chan and Brenda Grisham say theyre inundated with volunteers and support. That is going to cut down a lot of the cost. Community advocate chan says hes leading the effort. And without accountability in our current high crime climate, it will get worse and voters wont have it. Its almost like a wildfire. Its just a matter of time. Its going to burn everything. So we must put a stop now in order to make changes. So i think thats the reason why many people are signing on and the Organization Safe will be collecting signatures on the official recall petition. In one case, when the car finally did stop, police found a group of nine teenagers inside. Ktvu Crime Reporter henry lee has a look at this string of high speed chases. There were at least three high speed chases in the bay area early thursday morning for unrelated crimes. One incident began at about 215 in the morning at 43rd and irving in San Franciscos sunset neighborhood. Residents called Police Reporting that someone had climbed into a parked lexus through the sunroof. Officers caught them in the act that suspect was observed, jumped out of the vehicle and jumping into a waiting vehicle. But as officers approached what turned out to be a stolen lexus, the driver took off. In doing so, that officer was dragged several feet. That officer sustained nonlife threatening injuries, which they were transported to the hospital for treatment. In a tweet, San Francisco supervisor Joel Engardio identified the dragged officer as jeff chan of taraval station. Sfpd and chp officers chased the car to east oakland but lost it around that same time. There was another chase involving the chp that began in west oakland and ended near borghetto and eads in the Sobrante Park neighborhood in east oakland. Inside the stolen hyundai, tucson were nine juveniles, two of whom ran off the chp, arrested three youths and released the others to their parents or guardians. A number of chp cars were damaged and at least one had to be towed. A third chase began at about 4 a. M. When Pittsburgh Police spotted a stolen car. Our traffic cam caught the pursuit as it was taken over by contra costa sheriffs deputies on highway 24. They lost the car, but it was later found abandoned on highway 13 in oakland. The driver lost control because of a flat tire and crashed into the Center Divide on highway 24 near telegraph in oakland. All three ran out of the car as Orinda Police pulled up two suspects, even jumped off the overpass. But all three were eventually caught. The visit comes a month after she officially recommended that everyone six months or older to get that updated vaccination. She says she received hers yesterday in los angeles. Cohen says the updated vaccine is formulated to target the latest dominant omicron subvariant. This virus has changed. And second, your protection is decreasing. So its really important that you get this updated Covid Vaccine to have the most protection you can. Doctor cohen also says october is the right time to get vaccinated because the number of covid cases is expected to increase over the next three months. All righty. Temperatures today warmed up nicely. A good 3 to 5 degrees in some places as very pleasant fall weather, 80 degrees in vallejo. 80 in santa rosa. 68 out the coast. Theres no fog out at the beaches. Really nice. And thats how it goes. Again tomorrow. You see the high clouds here. Are these high clouds increasing outside. Now, as a system as this system kind of gets closer to us, you see it drawing in some moisture from the south and then these clouds kind of coming in. These these are the higher clouds that run out ahead of almost any extratropical weather system. And so theyre serious clouds. So theyre up in the jet stream. So they theyre not limited by the friction of the ocean or the ground. Their flowing pretty freely at 20,000ft. So as they come in like this, you can kind of see them up the high ones anyway, up in here, this is how this is a live picture, obviously, but you can kind of see them coming in. And so when you see that kind of a cloud cover, the high cirrus, then the see drops down a little bit behind. Thats typically a weather system coming in, an extratropical weather system. This time of year. And thats what we have. So a beautiful, beautiful sunset tonight. Beautiful day today. Tomorrow, a pretty nice increasing clouds, partly cloudy. Partly sunny. And then tomorrow night into saturday morning, super early, theres a chance for a sprinkle. Its not it shouldnt be a big deal. It should be like those last few that went through here, but definitely a bit of a change as we go into saturday away from where we were today. All right, bill, thank you. A 12,000 raise for every teacher in year one of a new contract. And then a 7. 5 increase in year two. The district is offering a 10,000 raise in the first year and a bonus depending on other conditions. What theyve done is attached their proposal to strings and other conditions that are outside of the bargaining table. So what it really looks like is not 10,000, but its really 9,000 and that they can increase that in the first year. If we take cuts to the union and the district have been negotiating for the past ten months, starting salary for a San Francisco teacher is 67,000 a year. If a teacher strike does happen, it would be the first in the city in more than 40 years and 100 with the teachers. I mean, we should pay teachers the same as engineers or doctors or lawyers, right . Were educators. Kids to be paid fairly is critical, all without fair pay. Theres no point in doing this. So absolutely, im supportive. The San FranciscoUnified School District is also under financial pressure. It says dealing with budget deficits for the coming years and declining Public School enrollment. The first step to declining enrollment and really rightsizing the district is taking a look at administration. If we truly do have fewer students, then we dont need quite as many folks working in central office. Allie rasmus, ktvu, fox two news. And the School District has released a statement saying in part, our employees are critical to creating an educational environment where each and every student can learn and thrive. We want to reach an agreement that honors our employees contribution and ensures we are responsibly stewarding public funds. There are two additional steps in order to for a strike to actually happen. First, the teachers would have to vote again to call an actual strike. Then they would have to set a date to begin the strike. Although there is still time for both sides to continue negotiating, layoff notices are set to go out in Silicon Valley to workers at qualcomm in an effort to reduce costs. And getting close to the weekend, the weather shaping up well like weve been seeing kind of on again, off again clouds, some sun and temperatures on the 60s and 70s side. Today was a little warmer. Tomorrow will be a little cooler. Heres the long range model. I want to show you what we got. And you can see, dont even worry about the time. Just look at these. This parade of weather systems. None of them really amount to much as we go into next week. But they do have a huge impact on our daytime high temperatures, our humidity, our fire danger, our air quality. So its steady as she goes. More of the same, more of this. These are the highs from today or more of these. These are the highs from today. Highs tomorrow will be a little bit cooler because were going to see some cloud as that next system comes close to us. And there it is right there. You can kind of see it bumping up against the coast. And its showing up here on the sunset tonight. Wow beautiful shot tonight as the sun sets. And you see the higher clouds coming in ahead. And then some of the lower clouds dropping down as that weather system gets closer again, the impacts from this weather system are going to be Northern California and southern oregon, very similar to the last few weve seen. Were going to see clouds. We might see a sprinkle friday night into saturday morning, and that would be it. And it would be a 10th of an inch in the heaviest spots will say santa rosa north. But i would expect most of us just get some trace amounts. But beautiful. And you can see some looks like a little bit of coastal fog out there as well. Just a little bit. Its not going to stand up. So as we go into the next couple of days, heres the plan. Friday night into saturday morning, but its an overnight thing. Saturday is money. You got your Football Games or whatever you got working saturday day. Its going to be fine. Its going to be fine. Its just kind of like its going to be fall. Its going to need jackets and go gloves or not gloves. It might be a little over the top, but you know what i mean. Its going to you know, you go to those i remember when my kids were young, wed go to the games, you know, in the morning and it just a little chilly. And this is how it will be saturday morning. Tomorrow morning, too, as they go to school. Here it is tomorrow night. And then they just kind of see that was friday night and saturday morning that which was almost nothing. So the model suggests not much going on. Maybe a little fog returns to the coast saturday evening and then these are the current temperatures which are running warmer now than they were last night at this time. Overnight lows are going to get down into the upper 40s and some of the inland spots as you know. So thats going to be noticeable as you head out to school or to work. The clouds come in tomorrow. So this is tomorrow. You knew that and then some sun, some clouds, thats it. No shower chances tomorrow until late tomorrow night into saturday morning. Ive said that like five times, but thats the forecast late tomorrow night into saturday morning. And its not a game changer. Forecast highs, a little cooler. And then the five day forecast, you can see it right there. A lot of clouds, but it works, man. Cal fires loving this. Yeah. Yeah. All right, bill, thank you. They give up just 197 yards per game and former top overall pick Myles Garrett is as dominant as they come. He already has five and a half sacks this year and since he came into the league in 2017, only t. J. Watt has more total sacks than Garrett Garrett off of this edge. And then he looks like all the great rushers we face. I mean, when you face aaron, donald, you face t. J. Watt, you face micah parsons, Myles Garrett has always been one of the most talented pass rushers in the nfl since the minute he walked in the league. And he continues to do that. They do a great job with, i feel like just getting after the offensive line and pushing them back and getting up on the quarterbacks toes sort of pushing the quarterback off balance with just being in rhythm for a play. So they do a great job with that and yeah, you can see the similar so whilt of town, levis stadium will be put to good use with the third annual golden heart run this saturday. He won four super bowls with the niners and hell serve as the official starter for the run and we asked him why this cause is so important. Guys play long enough to have retirement from the nflpa. We just felt like that wasnt enough to take care of some of our guys and some of our alumni, former players are just like a normal people that have challenges. You know, when we retire, both financially and mentally. And this is a chance for the Golden Heart Fund to team up with the golden heart, run now to raise some funds to help our own guys that put their bodies and their lives out there to make sure that our fan base was happy, especially during the dynasty years. About 40 minutes from now. The sharks are in full rebuilding mode, coming off one of the worst seasons in franchise history. They traded away erik carlsson, who won the norris trophy as the leagues best defenseman. So they have lots of new faces and a second year head coach and david quinn, who is very clear in his messaging about what the sharks must do. One thing that we need to do night in and night out is earn respect. And, you know, one of two things happen every time you show up here and you go on the rink, youre either going to earn a little respect, youre going to lose a little respect. And for us, its about gaining respect. All righty. The warriors, theres still 12 days out from their regular season opener. But steph klay and the rest of the team hopped on a flight earlier today. Theyre heading down to los angeles, where they will face the lakers tomorrow. In their second preseason game, the warriors beat the lakers last saturday at the chase center in their season opener, though, lebron james didnt play in that game.
