Know, thats foremost after the shooting. The suspect holed up inside the home and refused to come out. A San Jose Police Armored Vehicle brought merge or swat officers to the scene. A sheriffs swat team also assisted tactical negotiators tried to convince the suspect to surrender peacefully. Then at about 1220, in the afternoon, a loud boom from a police flashbang grenade was deployed, as was tear gas. I was just standing looking at what was going on. And i heard a big old boom, vito rosales was nearby when he got caught up in the aftermath of the arrest. And i thought maybe i was like a little tired because my eyes just started watering. Then the aroma of like, ammonia came over me. I was like, wow. Then i see one of the guys jump out of the van, rosales said. Its clear the police had a switch tactics. Im sure they tried talking to him and there was just no, this was the solution, you know, fire something in there. And obviously it worked. I think thats just a little too close to home. Palo alto police are investigate the death of a man on a downtown street. Police say a passerby discovered the mans body just before 630 this morning next to his parked car on waverly street near hamilton avenue. That intersection was closed to traffic for hours while police were at the scene. The cause of death has not yet been determined. Investigators say there were no obvious signs of foul play and no evidence that a crime occurred in a situation where you have so many different , you know, Vulnerable People and so much happening, you have to have that street designed again to make it very difficult for a conflict to happen. One day after a tragic collision in San Francisco, we are learning more about the crash location and why it is known as a dangerous spot. Tonight a vigil is being held at the intersection of fourth and king streets for the four Year Old Girl who was struck and killed there yesterday. Christian captain joins us now in the city. And christian pedestrian advocates say this deadly crash could have been avoided. Yeah thats right. That vigil you were talking about just about to get underway, you could see probably the memorial here behind me that stands at the site where this young girl lost her life. As Safety Advocates say with a few critical changes at this intersection that accident may never have happened. San Francisco Police are still investigating the circumstances surrounding the deadly collision here tuesday night. The victim, a four Year Old Girl being pushed in a stroller with her mother and father in the intersection of fourth and king streets. The girls father also struck was last reported to have life threatening injuries in the hospital. The mother reported to be physically unharmed. The driver remained on scene and was arrested. Police say drugs or alcohol dont appear to be a factor. Pedestrian Safety Advocates are saying this case with such a young victim is tragic. We lose a lot of people every year in traffic crashes, especially pedestrians. But this is a four Year Old Girl and its just its not right. Marta lindsey from walk sf says the little girls death was the 11th of the year. Lindsey says the intersection of fourth and king is already on their radar as being a dangerous one, with pedestrians coming and going to sporting events and traffic rushing to get on and off interstate 280. This has happened before. Crashes are happening here all the time. And so those are the streets that need the most aggressive treatments by the city to really make it possible for someone to cross the street safely. The Organization Says that this intersection, king street, is broad, sending a signal to drivers that they can speed up and having two right turn lanes to the freeway is a recipe for disaster walk. Sf says the city needs to make changes here to make the intersection safer, reduce the lanes, no turn on red so theres just reducing all kinds of opportunities for conflict. Pedestrian get there, turn drivers get their turn. Giants fans Linda Schaefer and carmel stanavich were at the game tuesday night and saw the aftermath of the deadly crash. They say they know firsthand how walking these streets two and from the ballpark can be dangerous. I say it every game we come to too much speeding. What is the speed limit . I ask an officer today and he said 35 miles an hour. Well theyre not doing 35 miles an hour out here. Both regularly walk in the area near the ballpark and say vehicles go too fast. Its sad to see all these cars how theyre going so fast and 35 miles an hour. They better put a lot of speed bumps out here in order to stop them. Thats the only thing thats going to stop them. Now, police did arrest the driver of the car involved in that deadly crash. That driver facing three counts of failing to yield to pedestrians and vehicular homicide. And coming back out to our live shot, you might be able to see that theres a police sergeant, an officer out here. And to give you a sense of just how aggressive drivers are in this intersection, one of these officers was actually helping people cross the street and there was a large truck that refused to yield even for a uniformed Police Officer who was holding up his hand shouting at him to slow down and to stop before making that right turn, to get on to 280, that truck driver just turned that corner and took off right away. The Police Officer here writing down that number of that vehicle. But it gives you just a sense of how aggressive drivers can be at this intersection and by all the people around me, you can get a sense of how busy this intersection is as well. For now, were live here in San Francisco. Christian captain ktvu fox two news. And our hearts go out to that little girls family. Christian, thank you. A pedestrian was taken to the hospital after being hit by a vehicle in alameda. It happened this morning at clement avenue and walnut street. Not far from the alameda marina. Alameda Police Closed the intersection for an investigation. So far there is no word on the extent of the victims injuries or whether any arrests were made. Hazardous materials, plastic crates, even abandoned cars. Coming up at 530, why east bay mud says residents can help prevent Illegal Dumping in reservoirs. Also ahead tonight, as search crews comb through the rubble, new videos are emerging out of maui that may show what sparked the devastating fires. And the death toll has gone up again. We will go live to maui for the latest on the situation there. Plus, five years ago, Lightning Strikes started many fires in california and raised a lot of chaos. This year, theyre already hitting in the north. Its been humid out there again today. Some high clouds and even some thundershower activity down around mt. Hamilton. Well take a look at that on the radar. Ill see you back here right after the break of more than 86,000 acres. It was one of several large lightning caused fires around the bay area back in 2020. Some people in the mountains are still trying to rebuild and recover from that fire. And right now, were following some breaking news out of Nevada County where a new wildfire started by lightning kicked up just about two hours ago. Live pictures over that fire. It is being called the highway fire. And according to the Tahoe National Forest Service is currently between 30 and 40 acres and growing. This is about 50 miles north of blue canyon, the town of washington, which has a population of about 200 people near highway 20, has been evacuated. Well continue to monitor this one for you and bring you updates as we get them into the newsroom. 27 acres and counting. The rapidly spreading head fire and ash fire have led to evacuation orders and warnings in siskiyou county. So far, no containment. Tom vacar joins us now live in studio with the story of these lightning storms. Tom well, in all, there are multiple fires and at least a half dozen of californias northernmost country counties. And thats spreading it comes at a time when the traditional worst, driest and hottest part of the peak fire season is now at hand. The wall of lightning created a wall of worry. 45 new fires on federal land and nine new fires on state land. Uc berkeley professor Scott Stevens is an International Recognized expert in forest and wildfire science. You dont really get much average lightning fire ignitions. You either get very little or you get a bunch forest fire science actually suggests less this year. I think with all the rain and all the good snow we had that i think theres a relatively low chance that we might get huge lightning fires. Not to say zero because of that moisture level. Were in a much better position than we were last year. That said, most at risk, says stevens, are grasses , lands and oak woodlands because rain grew them to twice their normal volumes. We are really going into a period now where were at the mercy of the weather and that really is the heat, the wind and any potential lightning that comes through the fuels are the driest. We traditionally see the offshore wind events this time of year. Now of course, Climate Change has something to do with this, but not quite as much as you may think, at least for now. So in the future, itll make a much bigger difference. Climate change is making a bad situation worse, but its not even 50 of the problem. Not even close. But says cal fire, the heat fuel, dryness and winds are at their peak this time of year, extending through next month and often into late fall. Back to you. All right. In this fire now, at 2700 acres, i misspoke earlier. So, tom, we are now able california crews able to fight fires from the air at night. Yeah, more and more equipment is being put in that can do that. A lot of this comes directly from military technology and all of that stuff. And eventually, within a few years, theyll be able to fight it 24 over seven and theyll be using a lot more drones and they will be using a lot more things that we dont necessarily think of as being used in the firefighting service. But this is all coming. And as that comes, youre going to have much more robust firefighting and more hours of the day right now, its very, very dangerous because smoke and darkness create serious hazards. But a lot of these electronic equipments can look through that. Thats coming and coming very, very soon. All right, tom, thank you. For more now on these lightning storms and fires, lets go to our chief meteorologist, bill martin. Bill, hows it looking . Yeah, well, more Lightning Strikes out there and to toms point, you know, i think he would agree with this. In the last five years, the firefighting efforts that get put forth when there are flames, its immensely more aggressive than it used to be in the old days. It would take a long time to get air support. And were seeing air support in the first few hours of a fire back to the current radar and satellite. And you see the lightning pops. And this is the third, fourth day in a row that weve seen multiple Lightning Strikes along the spine of the Sierra Nevada and up in the Del Norte County siskiyou area. So you can bet theres rain with these. Theyre not necessarily dry lightning, but youve got a lot of strikes occurring. And so the potential for more fire starts clearly exist now in our area. We actually have another cell thats moved up. You can see this just off of mount hamilton. So if i back out that san jose, you go to the east a little bit, this is a Lightning Strike and this is topography, right . This is mount hamilton. Its up over 4000ft. So this moisture, this plume of this plug of moisture has bumped up against the mountain. Its been pushed up and its become extremely unstable to the point that its at least doppler estimated radar showing us the potential for lightning, that it would be some lightning. I havent had reports yet, but i suspect we will heavy rain in this area as well. This whole cell is moving north towards the livermore valley. Itll die down once it comes off the hill. But theres going to be some potential shower activity out in livermore as well. So one of those this this pattern, when you get some tropical moisture involved, its pretty sticky. And thats what were seeing now in the mountains with the thunderstorms. Thats what were seeing now up around mount hamilton. And this is the other side of it. This is High Pressure down at the surface, creating fog and keeping temperatures along the coast. On the cool side and mild side around the bay. But still hot inland today cools off a little bit tomorrow. Well look into that in just a few minutes. All right, bill, thank you. Now to maui. Arborists are optimistic that the famous banyan tree in lahaina will survive following the devastate wildfires. The canopy of the 150 year old tree was scorched when the fire blew through the town a week ago. Experts say after thorough examinations, the tree is showing signs of life, such as flowing sap. Crews are also spraying the tree with six truckloads of water daily to help bring it back to life. Were now hearing from a maui resident about those very moments. The fire may have started last week. Shane true says he saw a wooden power pole snap and then a sparking line coming down on some dry grass, quickly igniting the flames. He says he called 911 and then started live streaming. His attempt to fight the flames. His video and others have emerged as key evidence pointing to fallen utility lines as the possible cause of the wildfire. Although an official cause has not yet been determined. Search and rescue teams with the help of cadaver dogs, have searched about 32 at the burn zone looking for victims. Fema says it is also sending in more canine search teams. Us federal officials sent a mobile morgue with coroners pathologists and technicians to hawaii to help identify the dead. And those who live on the island are asking for more federal aid as new video could give us more insight into what caused the fire as search and rescue efforts ramp up on maui. President biden will travel to the island on monday to meet with First Responders and survivors. The visit coming as frustration builds over what some folks here say has been a slow government response to the crisis. We need long term housing and the west side really could use some kind of schooling for our children. So that they can see their friends thousands of displaced people are now staying in vacation rentals, hotel rooms and shelters. Others are dealing with poor cell service and intermittent power. Fema officials vowing to provide long term assistance to these communities. Our federal, state and local partners are working around the clock to help all of those who have been impacted by this disaster. The death toll here now surpassing 100 people ahead of possible storms this weekend. K9 teams are scrambling to locate those still missing. Meanwhile video taken the morning of the fire may shed light on how all of this happened. Flames burned near downed power lines as a nearby hurricane whipped up gusty winds. Hawaiian electric now facing a Class Action Lawsuit claim the company ignored weather warnings and kept their lines electrified. I hear a pop coming from across the street. You get all this wind blowing and now you got a fire. Just that was fueling this in a matter of minutes. There is a sign of hope for people here. The road to lahaina has reopened for all hours. Access to residents in maui. Jake alexis ktvu, fox two news. All right, jake, thank you for that. Sfo will reduce the frequency of those Airtrain Service trains from four minutes to every eight minutes. Its also going to cut back on lighting and electricity use throughout the airport and temporarily deactivate ev charging in parking garages in the last hour at four, we did hear from the ceo of ohm connect about simple ways to reduce energy use. The key part is use less from 4 to 9 p. M. Monday through friday. And the amount that you use just isnt. Example, if you take your electric dryer and you do your loads during the day or late at night instead of from 4 to 9, thats going to save you over 30 a month just by doing that same number of loads of laundry, just moving the time. So we really care a lot now about when you use power. Thats what costs so much. Not as much about how much you use anymore. The ceo also said that a lot of things use power in sleep mode, such as game consoles. He advises using a smart plug or just unplugging them when not in use. July brought record breaking heat across the country and the rise in temperatures brought an increase in energy bills. Fox news sunny side joins us now live from las vegas where right now it is cooled down to a balmy 100 degrees and sunny. You spoke with some people who spent more than 600 just to stay cool. Hi. Good evening. Just like you said, it is atrociously hot here. July set an all time heat record in las vegas with more than 17 days hitting at least 110 degrees. I spoke with a man who has lived here for 30 years and says he has never experienced Something Like this before. 78 degrees is what i have to keep it at because im scared to put it down to 76 because i dont want to have a 700 power bill. Summer in the city has always been hot, but never this hot. We have Window Shutters and ive totally closed all the all the blinds, all the shutters and everything. And i think next year im going to get blackout curtains because i dont know whats going to happen. Torrez moved his family from a six bedroom home to a smaller one to lower his power bill, but that did not work this summer. This month, im pretty sure its going to be somewhere around 630 bucks. So 630 bucks for this month. 488 or Something Like that. For the last month. And then whatever the next month is going to be, its going to be somewhere in the vicinity of almost 2,000 for the three months. Torrez also runs a fish and plant shop that needs to stay cool. We give a good chunk to envy energy for the store. Its expected, you know, because its a 30 degree difference of what were trying to keep the store in than what it is from from the outside. The local Power Company says it is doing what it can to help keep costs low. Well, our companies actually recently filed to reduce prices for the summer months to help customers with those bills. But we always tell customers, do whatever you can to conserve. Nevada energy encourages customers to keep their thermostats at 78 degrees when theyre home and hire when theyre away. National Weather Service advises everyone to please Pay Attention to their warnings to protect yourself from heat related illnesses. In las vegas, sunnyside, ktvu, fox two news. In a recent Washington Post poll, only 27 said they know a good or great deal about the ira. It makes the largest investment in clean energy and Climate Action in the world, Touching Every sector power, transportation, buildings, industry, agriculture and forestry. The law contains 500 billion in spending and tax breaks 132 billion of it goes to clean energy projects, about half for electric vehicles and batteries. And half for Renewable Energy sources like wind and solar. The Administration Says that will create 86,000 new jobs. The law also beefs up parts of obamacare, helps seniors pay for prescriptions and caps insulin costs. Corporations and the wealthy are picking up the tab, so its raising Interest Rates while the private sector takes a direct hit. One thing, the Inflation Reduction Act doesnt seem to do is reduce the deficit. The bill was touted by democrats as a way to bring it down by 300 billion over a decade. But the final product will likely fall. Well short. Its still a huge, huge deficit, and spending is way out of control. Parker released a statement saying shes proud of the work shes done, using the law as a powerful tool to improve the community and to protect constitutional, civil and other legal rights. Checking this area out, this was about 4 00 this afternoon. Im just going to roll it forward here. See the lighting up there . Thats mount hamilton. Youve got a growing cumulus cloud or convective cell, and then boom, boom, Lightning Strikes numerous ones. It looks like 3 or 4, maybe 5 or 6. Look at that. So now youll see what happens. It comes off the hill, off the mountain. It goes out into the flats and starts to lose power. This is heading into livermore right now and you can see the leading edge of livermore, the thunder and lightning. It looks like its died down as its dropped down off the hill. But we still have moisture. So if youre out on 580, out towards 84, i wouldnt be surprised if youre getting some sprinkles or showers or even heard some kind of a thunder out there. That was pretty exciting for a time. And most of the activity is to the east of us and the north of us as as it has been really for the last few days, theres been many, many, many Lightning Strikes over the last 3 or 4 days up in this region. And you can see the rotation. Theres a low down here and the whole thing, its grabbing all this moisture, pulling it north. And when you do that this time of year with a sun angle, where it is, youre going to create a lot of instability. The air is unstable. Its subtropical, the ground is hot. Theres rising. Boom. You get this. And thats what were going to see the next few days to lesser extent. And then its going to pick up again as we go towards early next week, at least its forecast to well see how that goes. But these are the current hits. And then down at the surface, the winds are going the other way. Theyre going onshore at the boundary layer in our in our layer where we live. And this is the golden gate bridge. Obviously, you can see the fog slowly pushing in and its shallow. So it means its pretty darn hot inland. So theres that low weve been talking about and its going to continue to do this thing through tomorrow. Certainly friday, saturday, sunday and into monday and tuesday to a more greater extent on sunday and monday when theres some subtropical moisture potential that i mean, a bunch of it that could get pulled into this from a dying Tropical Storm and potentially a hurricane. Not that a hurricane would get here, but the byproduct, the clouds, the moisture as it falls apart, thats all early next week. Thats the buzz. So youre going to hear a lot about that. Well get a little closer to it till we try to dial it down. Dont want to scare you too much now, but it would be a lot of rain. It would be a lot of thunderstorms. Potential. Thats an early next week. So here is right now, temperatures are running a little cooler than they were yesterday at this time. The forecast model, theres all that moisture tomorrow. So thunderstorms tomorrow afternoon, same flow friday morning, more thunderstorms friday afternoon in the lake tahoe area. Forecast tomorrow, not as hot as today. That little clicks a little closer to us. And as it does, it sets us up with a slightly cooler pattern. So temperatures in the inland valley still in the mid 90s. But i think were going to lose the low one hundreds which we saw in some of the far inland bay valleys. And so here are the forecast for tomorrow in the five day forecast is one of cooling. There might be a sprinkle in the south bay on friday, but dont change your plans over. Ill see you back here in a little bit. All right. Well see you in a bit, bill. Thank you.
