New this year and the ongoing challenges in one of our regions Largest School districts. Live from jack, london square. This is morning. Time to the nine, right . Good morning to you. Today is thursday, august 10th. And were starting with this here. Were looking live at the oakland estuary across the oakland estuary where you can see that steel recycling plant. It is still burning this hour near the port of oakland, although the smoke has gone down considerably, even since just a couple of hours ago. Welcome to the nine. Because of the dense smoke given off from the fire since it started the bay area air Quality Management district issued an air quality advisory. However, the Environmental Protection agency says its hazmat teams have tested the air and say air quality levels are within normal limits. Despite all the smoke smoke. So nothing particularly toxic burning there that were all breathing in. Officials are worried that that smoke, though, could drift over and affect cities like oakland, alameda, san leandro, in fremont, even as far south as san jose. People in those areas are advised to keep their windows shut. The fire started last night about 530. A snitch or steal in west oakland. Flames came from a pile of debris that was stored outdoors as plumes of smoke could be seen for miles, especially at nearby jack london square. Oaklands interim fire chief described the fire as stubborn and hard to put out. It took hours for crews to finally get a handle on the situation and they needed help from both San Francisco and alameda. Fire boats. Its a pretty stubborn fire. Its a very, very large pile of debris. And also the way the pile is positioned on the yard. We werent able to get to the back of it. So thats why it was it was very valuable to have the fire boats come because they can pull right up to the dock and hit it from the back. No injuries are reported and its too soon to know how the fire began. This pile of debris was much larger than normal because a shredder at the recycling plant broke down a few days ago and schnitzer was waiting for a repair parts to arrive. Well this morning, the death toll of those destructive wildfires in hawaii, they have risen. Now, Officials Say three dozen people have been killed in those fires and that number could go up. And while the fires are starting to come under control, now comes the massive task of sifting through the damage. Overnight, we learned that on top of the 36 People Killed in the wildfires, more than 270 buildings have been damaged or destroyed. That includes most of the Historic Town of lahaina local, state and federal Officials Say aid is starting to arrive in hawaii. The mayor of maui posted a message of thanks to wellwishers these past few days. The resolve of our families business and visitors have been tested like never before in our lifetime. President joe biden ordered all available federal assets to go to the island to help with the response. He said the Hawaii National guard is using firefighting helicopters to help as well. Were told the choppers dropped more than 150,000 gallons of water over those fires yesterday. Were hearing harrowing stories from people in maui trying to escape the raging fires on the island. Ktvu is Amanda Quintana is live at sfo where flights are landing there this morning from kailua. Yeah, thats right, sal. The airport in maui was just packed with people trying to evacuate. Some of them just getting there for vacation and then turning right back around to try to come back home. Some people landing here in the bay area this morning. Many of the vacationers, they say their hotels, their airbnbs, they didnt have power, they didnt have water, they didnt have food that they could eat because of that high wind that was fueling those nearby fires. Hawaiis acting governor signed an emergency proclamation to deter tourists from visiting maui. The department of transportation had already been urging visitors to leave and stay away from maui. Ive spoken with multiple people who say they visited lahaina the day before the fire started. Now they just cant believe that its all gone. Some people were there for vacation, basically got to the hotel and were told they had to evacuate and turn right back around. We just had no choice because there was no food there. Theres no water. So you know, we had to take the treacherous route that goes through the back of the island, which is like a three hour, the most dangerous journey ive ever size of this belt here two suv trying to cross each other because it was like a panic. 11,000 people evacuate from maui yesterday. Airlines are bringing in larger planes and increasing service to get people out of their and home safely. The department of transportation says there were some empty seats, though, on planes because the fires caused roads to be closed, prevented passengers from getting to the airport. They had to take those treacherous roads instead. But busses stepped up. They started to help people get to the airport. Were told 600 people spent the night at the Kahului Airport to get on early flights out of there. Whats interesting is one of the things that everyone is mentioning is the communication, how bad the communication was. They say if you werent near those fires, if you werent seeing the smoke, then you didnt really know about it because the phones were down. They had no internet, so they werent really able to get any information about it. One woman i spoke to said, you know, i hope the mainland knows. I hope they know that maui is in trouble because they couldnt see anything on the news. They really didnt know what was happening. So there happy to be home. Weve seen some tears of people just really to be back here at home in the bay area, ktvu fox two news. I want to thank you. Meantime a family from san carlos is in maui right now and i spoke with marine cedric who arrived on the island tuesday afternoon. And like many, she had no idea about the wildfires raging and ravaging the island right now. She only realized how bad things were while driving from the airport toward lahaina and kaanapali. And heres what she saw. And all of a sudden, we see huge plume of smoke and so were just saying this doesnt look safe at all. And cars just keep driving into the smoke and we see emergency vehicles behind us try and get in, i mean, sporadically. This isnt a lot of emergency vehicles. You can tell that this fire has been raging for a while. And we just get closer and the wind speeds and the fire plumes are just so big, we decided to turn around only because we didnt feel like it was safe. I was really scared. I was thinking, this doesnt seem safe for our kids. Were not sure if were going to get there safely. I mean, we were we just this didnt seem right. Well cedric told me she turned around and drove to the other side of the island where she was able to get a hotel and room for her family in wailea. Pretty scary stuff there. Stay with warnings on two for the very latest on the situation in maui and throughout the day. You can go online to ktvu and sal will tell you just a year ago last month, i was in a Historic Downtown lahaina and i was looking at some pictures on my phone. And i cannot believe the destruction that im seeing on video coming out of there. Now. Its seen a lot of those i think a lot of those buildings that you saw in your pictures are gone, are gone. Just the history that vanished because of this devastating fire is really sad to see. Pam says shes hearing from friends there. The banyan tree is still okay right now. Theres some damage, but, you know, everyones just kind of looking to see, you know, the bay area has many ties there, whether you vacation there, have family there. So many people are keeping an eye on whats happening. And were going to keep an eye on that for sure. Now for our weather here locally, lets bring Steve Paulson back in. All right. Thank you, sal. We do have some breaks in the fog and its eroding rapidly. If youre down san jose and then lifting north, watch that poof, just disappear. And i think its also heading north and thats going to take care of this fog bank. We will now say. All right, lets keep an eye on this tropical moisture which has moved big time into southern california. Santa barbara now bakersfield, san joaquin valley. And some of that moisture is a lot there, lifting northwards, been up towards about coalinga, paso robles, some of those clouds and i think itll make it into the Santa Clara Valley later this evening. More likely late tonight into tomorrow looks to be the focus for the first impulse. 60 is on the temps on the mild side, you get that south wind in the upper atmosphere and that can actually drag in some higher humidity here. So were seeing even 60 one half moon bay, a lot of 60s here and temperatures only a few 50s left. And as the fog disappears, temperatures will start to jump up here. Kind of an interesting pattern for august. This is the remains of what was once the tropical system, eugene. But a low is forming just to off Central California coast. Now, if there wasnt there, id say its no big deal. But anytime you have a low that caught in the circulation, you get the high clouds, humidity factor goes up and possible scattered showers, thundershowers south and also over the sierra forecast models do latch on to it. They take that moisture and stream it northward in sacramento valley, also up in the motherlode tahoe, truckee. And for us, san jose, Santa Clara Valley, monterey, look at that. See a little bit of activity. I would also think areas Santa Clara County and contra costa, maybe napa, Solano County or areas to keep an eye on. Watch that moisture coming off the sierra late friday into saturday. I think a stronger impulse makes it sunday night monday. So theres a lot here in the mix and the amount of forecasts on the precipitation has gone up for central areas in central sierra, also tahoe, thats a little higher than it was just about six hours ago. Not probably not much here for us, but its something to keep an eye on here. That moisture is always tough to forecast for today, though, its mainly the fog disappearing than sunny, mild to warm. We do get a little bit of a breeze 6070s and 80s tonight. I think some of that moisture starts to move into the south. Well keep an eye on that for friday. And again, sunday into monday. You guys. All right. Thank you so much, steve. New this morning, former House Speaker nancy pelosi and her husband paul have agreed to let the defense team of the man charged with assaulting her husband have access to their home in preparation for his trial. Lawyers for david depape argued that they need to inspect the inside of the pelosis home to reconstruct what happened the night to pap broke into the residence last year. In a court filing yesterday, both sides asked the federal judge in San Francisco for a protective order for the information obtained from the visit. The agreement follows hearings where prosecutors initially opposed the request for that visit. The search continues for a missing teenager from saratoga after her car was found almost a month after she disappeared. 17 year old Katie Schneider is 2019. Honda was found on monday. Volunteers are handing out fliers and putting up posters they hope will bring Katie Schneider home soon. Well, the latest Inflation Report has shown an increase from july, which is less than expected now, coming up on mornings on july 9th. The reason experts say the latest numbers hint that the tight grip of inflation might be loosening its hold on the nations economy. Joining us now in the nine to talk about what students, teachers and parents can expect in the year ahead is superintendent kyla johnson. Trammell thanks for being with us this morning for having me. And happy first week of school. How are things going so far . Everythings going great. Weve had a smoo opening and just excited to have our kids and our staff back. Teachers are starting this school year with a raise. Most significant for first time teachers getting 10,000 more than they did a year ago during the strike this past may. I remember you speaking a lot about some of the constraints budget wise that the district is dealing paying for t increased teacher salary and what cuts can we expect in order to accommodate it . Well, one of the things that we did is before actually, you know, deciding on the raise that our board actually was pro active and there were adjustments that we made before so that we could make room and the budget and were all in the state of california and across the nation experiencing overall decline of enrollment. So theres going to continue to be some tightening of the belt and adjustments that are going to have to be made in the years coming forward. What kind of things programs specific programs are School Closures back on in the mix . Well, were in the beginning stages of really looking at what those numbers are, lets say, on the positive side, our enrollment is up by 700 students. Weve already met our enrollment projections and enrollment and attendance is a big focus for us because we know that thats tied to our revenue. So were trying to be proactive and not just looking at what we have to do in terms of taking away because we know all of our services and supports are needed in our schools, but we are in challenging times across the state. A know that those are conversations will co yr thd of unexpectedly rescinded some of the closures of five oakland schools that were set for the end of this school year. Is that back on the table . Is that a possibility . Well, one of the things that were doing is were really thinking proactively about what can we do to attract more students and families to our schools. And so part of that is weve been focusing on the improvement of our playgrounds, how were leveraging some of the funds that we have right now from the state, from our parcel tax, from the voters to really bring more programing to our schools in order to attract more families, which again increases our enrollment. Enrollment is up, as you said, 700 students. How much of that is because of the addition of transitional kindergarten in the last year or so . Some of it is transitional kindergarten. Some of it is middle school, some of it is high schools. And so again, we know im paying attention to what schools look like, paying attention to the services and supports that we have and make a difference in terms of attracting families right now. There should be seven School Board Members. Theres only six. Theres a special election coming up in november for one of those School Board Seats that viewers and voters and that district should know about. Its in that fruitvale area. In the meantime, though, theres been a lot of tied three and school bo. How has that affectedwell, theye and being down one School Board Member is a challenge. But i think that the board is doing a good job trying to figure out where the commonalities are. Everybody who runs for a board seat ultimately cares about the students and families and that particular area. And so theres a lot of work to figure out how to put aside differences is to be able to get on the same page for important decisions that need to be made until that seat is filled. Has the increase in teacher salaries helped with recruitment . We know its very hard to find Public School teachers in the bay area and in other parts of the state and the country. How many teacher vacancies are you dealing with and does the extra money help . I believe it does. We actually in terms of the raise all of our teachers received a 10 retro and depending on where they actually are on the salary schedule, the ongoing raise could be anywhere from 11 to 22. 3. In addition, there were Additional Services that we now have for schools, additional preparation time for elementary teachers. So the conditions, the improvement and the conditions, the improvement in the pay does help. And we believe that helped us to not have such a dramatic decline in the number of teacher like the teacher. Attrition never the less, we still are in the state of california and even across the nation. We are just expecting seeing a shortage in terms of educators. So we currently have about 53 teacher vacancies. We have 31 teacher on special assignment vacancies in about 190, a support staff, classified staff. Thats anywhere from an Early Literacy tutor, a para educator and instruction specialist. So i do believe both are a long term commitment and focus on growing your own programs. Were really supporting folks from the community. Weve had wonderful partnerships from salesforce that has helped us to actually help teachers pass some of the tests that tend to be barriers support them with that tuition, help them move along with the credential. And so that helps us in terms of attracting folks who want to be here. But just need some extra financial support. I think without both the increase in compensation and without our long term focus on the importance of grow your own programs, we would have even a more dire situation in terms of our vacancy. Really quick before we go, its been a tumultuous few years for usd. There was a strike in 2019. The pandemic, a ten day strike earlier this year. What do you say to parents and students who just want some stability for a while . What can you promise them in terms of what like . Well, one, i usually try not to promise because many things are outside of my control, but we are nevertheless make if theyre thinking about maybe leaving the district or going to private school, were hopeful. Well, one definitely as a city, we definitely need more support for housing. Housing is a huge barrier for many of our educators and folks in the public sector, period. And it is one of the main drivers for folks moving out of the area and so we want to continue to have partnership with various leaders around how to address that problem. I think really continuing to start the year with the spirit of optimism, keeping our students in the center of decisions that were making and leadership. And so we are hopeful that we will have a smooth year and a year really focused on on our students. Youre not expecting any more strikes, at least not for this year. I dont put any negativity like that out in the atmosphere. Okay. Thank you so much. Thank you. Kyla johnson from the superintendent of unified school district. Thanks for joining us this morning so much. Coming up on mornings on two, the nine, the cost of farmland continues to skyrocket nationwide will delve into the harsh reality. Farmers are facing as many continue to get priced out of the market and later, the magic is back after a three year hiatus, Cirque Du Soleil quartet is making its triumphant return to the bay area. Well talk live with some of the people whove been with this show since it started about the performance i taking affordable design. Endless possibilities. Ikea. In the us senate in february, she contracted shingles and missed several votes. During the three months she was out. At that time there were calls by politicians from both parties for her to step down. But experts say its not just her age that should be considered here. You can have a perfectly functioning mind and a body that begins to fail and then the reverse can also happen. So theres lots of variability that exists in the world of aging. Senator feinstein has been adamant that she will serve her full term, which expires in january of 2025. Senator feinstein was not able to attend the lake tahoe summit. Leaders from california and nevada gathered there to discuss ways to protect the basin. Feinstein helped launch the annual event back in 1997. This is the 27th year for the summit, which brings together lawmaker both political threats facing le tahoe. That includes an increase in trash traffic and air pollution. The summit comes during a push to extend a federal program called the lake tahoe restoration act. It provides money for environmental projects and is set to expire next year. The cost of farmland has risen more than 7 this year, pricing many farmers out of the market data from the usda shows the average price of farmland in the us is close to 4,100 per acre. In california, its 12,400. In new jersey, its close to 18,000. And in iowa, an acre of land goes for about 10,000. On average, Midwest Farmers have been dealing with severe drought in spring and summer, and now costs are also adding pressure. Many say theyd like to buy more land, but prices are becoming unaffordable as developers are turning farmland into housing neighborhoods. Some ground just right over here behind our farm that butts up to our firm that sold for 25 to 30,000 an acre just last year. Developers can compete with that. But we as farmers cant. The news comes as the us deals with an aging farmer population, causing many to wonder who will grow the next generations food supply. Still to come, dozens of people have been killed and devastating wildfires on the island of maui. Coming up on mornings on 2 to 9, the very latest on the evacuee actions that are still underway as people try to escape the disaster. You can see it kind of shrouding the Salesforce Tower on your left and the bay bridge in the foreground. Well have a check on the forecast coming up in just a little bit. Well, nearly 60 of americans consider themselves kids. Those are adults who hold onto their childhood spirit by incorporating things they enjoyed as a child into their grown up routine, like video games, toys, books, movies and fashion. Some kids even say they buy the toys their parents never bought them as children. I am chuckling a little bit because i did this. I always wanted to power wheels and guess what . I got my kids years ago because i wanted to play it. Riding the power. I mean, i dont im i do not fit in the power wheels, but its kind of some vicarious joy watching them play. Well, thats what i thought. You know, the thing is that you didnt get you get, you know, you know, i figure when i have kids one of these days ill get them like a go kart, which i wanted. Its like adults to which i never got boring. Like i have my, you know, adults are really boring. Like i have my favorite spatula. Right . Spatula. Yeah come on. Thats what adults. Come on. Its like, dude, you got to. So, like, i did actually, i used to like corgi trucks, fire trucks, a little model trucks. So, you know, i get that now. I have them and i still. Ill still, like, roll it out sometimes. Really eight. What do you little girls say when they see you playing with your trucks . Thats one of the joys of parenthood, though. You get to kind of reexperience some of the joys of your childhood through. Watch your kids learn about it, or just have a great childhood. I have a gi joe. I got to show you guys one day. Its pretty good. Oh, yeah. The g. I. Joe figurines, right . Yeah. G. I. Joe. Yes. My mom kept my fire to those like my little ponies. I still have those little ponies, man. Thats going back ways, right . Oh, boy. Thats my favorite spatulas sound pale, but in comparison, youve got to get that heman or g. I. Joe back. You have an easybake oven to come on all right. Lets move on to this story right now. Weve been following for you since yesterday afternoon. The plumes of smoke billowing from a steel recycling plant near the port of oakland has all but dissipated this morning. And while firefighters say the fire is contained, an air quality advisory remains in effect. Dave detailing is live near sister steel in west oakland to tell us the latest on the situation. Dave, if you live around downtown oakland, even outside of oakland, you might be able to smell it outside. Yeah all morning long you could smell it , you could see it. And now, after nearly 15 hours, as you can see, for the first time, we are getting a look at this steel pile of debris without any smoke billowing from it. Were still waiting on official word from the Fire Department to see if the fire is actually completely out. But as you can see right now, theyve got claw cranes working on the pile as well as shooting water onto the pile because the last thing they want, as with any fire, is to see a hot spot flare up. But as you mentioned, that air quality advisory still in effect and most likely will remain that way throughout throughout the day. As weve said, all morning, the Fire Department says there is no major threat to breathing. Still, people are being told to be safe and aware. So we sent out an ac alert, which is the Alameda County alert, telling people to close all their windows and doors just as a precaution. The epa is here. Theyve done some some air monitoring as well as our hazmat team. All air quality is within normal limits. Right now. And as it is a large plume of smoke, but its dissipating as it leaves the yard. And finally seeing some blue skies as of 9 00 this morning, it appears the fire is out. No smoke billowing from that fire that started last night around 530. Thats still still unclear what caused the fire, but we know the flames came from a pile of debris that was stored outdoors. The plumes of smoke at the height of this fire could be seen from miles around, even spoke to one he could see the people wanting tow what caused this fire. That o the Fire Department, this large pile became even larger because the facilities shredder had been down. So still waiting on official word from the Fire Department. If this fire is officially contained. But as you can see here, no smoke billowing into the air, which is good news. But again, that air quality remains in effect throughout the morning. And as any new information becomes available, we will bring it to you. Thats the very latest from west oakland. Dave devlin, ktvu fox two news. Dave thank you. We now know at least 36 people have died in the wildfires burning on maui. But there is a little bit of good news for firefighters who may get a little bit of help from the weather today. The powerful winds that have been pushing flames across the island are expected to decrease. That will help crews gain ground against the three separate fires burning on the island. Two of the fires are 60 contained as of this morning. Entire neighborhoods and the Historic Town of lahaina have been turned to ashes. If you have plans to travel there, the state is asking you to stay away. They say no one should be traveling to maui unless they live there and are trying to check on property. The state is also work there have places to stay, as well ast have been willing to stay at the maui airport so they can evacuate as soon as possible. We got about a little over 11,000 travelers out of maui. If we add in the airline personality, 11,400 or so, alaska delta, united and american have increased capacity by bringing in larger, larger planes to ensure we get more seats, to get more people off the island. Southwest has dropped their their fares and increase their service. Were going to have another capacity of another 2000 or so Seats Available for the about 1500 passengers that we expect to want to leave the islands. Most tourists say they have never considered a wildfire, making it difficult for them to get to the airport and off the island. One of the people who evacuated maui is San Francisco mayor, london breed. The Mayors Office released this statement this morning saying, quote, the mayor was on maui for a personal trip when the wildfire started. She has left the island and is now in oahu. The mayor was never in danger. The wildfire is devastating to witness. And our thoughts are with the people of maui, end quote. Experts say Climate Change is fueling conditions that are driving the devastating wildfires in hawaii right now. Hotter conditions, drier conditions, more variable rainfall. Its only going to exacerbate the problem. But the good news in the sense of the fuel problem is that thats within our control right. Well, Scientists Say the combination of high winds drive vegetation and drought are making extreme events like a severe wildfire on tropical islands or common. So you have dry vegetation. That is when theres a spark. Its easier for that vegetation to ignite and for the wildfire to spread. Climate change in many parts of the world is increasing , increasing vegetation, dryness in in large part because temperatures are hotter, in some cases because Pacific Ocean patterns are changing. Scientists think Climate Change is increasing the likelihood of events like this in hawaii, california and across the world as well. And you can stay up to date for the very latest information on the wildfires in maui by heading to our website. And downloading our app as well. Go to ktvu. Com. Petaluma police are reminding people to be careful at atms, gas station pumps and other places where card readers are used. Police say people have found skimming devices on some machines in the area. Now a skimming device is a card reader that can be disguised to look like part of the atm, but it collects private information and credit card numbers for thieves to use later. Now, before you use an atm, look for any loose parts or damage that could indicate someones tampered with the machine. They also say people should block the keypad when they enter their security codes in case theres a hidden camera nearby. They also suggest people check their Bank Accounts regularly to spot anything unusual. The latest Inflation Report shows inflation went up in july after 12 straight months of decline. But as Madeleine Rivera tells us, some economists arent worried. Inflation got a little hotter in july. Prices are up 3. 2, compared to a year ago, an increase of 0. 2 from the previous month. Look, this obviously was better than expected. The survey, had it expected at 3. 3. We came in at 3. 2. Housing was the biggest reason for the uptake. Prices for food like beef, bread and apples also went up. But the cost of airline fares used cars and trucks and medical care went down. I think the broad takeaway here is that the inflation that were seeing is in all the stuff that consumers really have no choice but to buy. So housing and energy, food. Economists are keeping a close and energy costs. Theyre seeing a bright spot with that number remaining at 0. 2 from june to july. Inflation is still with us. Its not going down as fast as wed like, but it is in increasing at a lesser rate. Overall, inflation has plunged from last summers peak of 9. 1, a sign that the federal reserves aggressive Interest Rate hikes are taking effect. Still, its higher than the feds target rate of 2. You know, you dont raise rates and suddenly everything changes. It takes time. This price data will be one of the key measures that the fed will take into account when deciding whether to raise Interest Rates for a 12 time since march 2022. In washington, marla rivera, ktvu fox two news. A new report shows downtown San Francisco came in last in a survey of how well cities are recovering from the pandemic. School districts return to the classroom today. That includes San Ramon Valley unified, mt. Diablo unified. San jose unified , and many others. Earlier today , we spoke to the principal of Alamo Elementary School who says he is expecting a normal and fun school year. Were having our first day of school, so were welcoming all the kids back and everyones super excited. We had a ice cream social yesterday which allows all the students to show up, get a little bit of a sense of where their classes meet their teachers and pick up registration packets and things like that. So the buzz on the campus was palpable yesterday. So i know its going to be a very excited kids today. This is the third year that firefighters have supported children at the school. They purchased backpacks which include firefighter logos that just might inspire some of those students. Kids look up to firefighter and i know were role models to them, and maybe we can inspire them one day to be a firefighter, two in their community and help out the community they grew up in. Well, this year, san jose firefighters purchased and donated 1000 backpack for students. The Peralta CommunityCollege District is moving forward for the first time with plans to build on Campus Student housing. The district has the state for just over 50 million.
