Portions of the east bay closer to pleasant on, actually, Pleasant Hill and walnut creek and into the north bay, santa rosa the 11 00, reporting light rain and scattered rain showers into napa county. This is a snow producer in the sierra, primarily for the Higher Elevations. Right now, in fact, we have rain in blue canyon. As we check out a couple of reports here, some of the snowfall reports around 16 inches closer to tahoe city and checking out more sites closer to donner, reporting about 15 inches. Nearby at montclair gym, the owner said shes been lucky enough to keep her business afloat with online and outdoor classes. We know a lot of businesses in the area are suffering because they dont have an outdoor option. And, honestly, i dont know that if this continues, if well be able to keep up, you know, what were doing. Reporter at restaurants like on piedmont avenue, its back to setting up tables outside only. No more Indoor Dining allowed. Movie theatres, houses of worship and museums can operate outdoors in alameda under key. I really in Alameda County. Reporter there are businesses allowed to operate indoors, including retail and shopping malls at 25 capacity. Hair and nail salons can stay open and personal care services. And unlike other bay area counties, Alameda County wont consider waivers or exceptions for Elementary Schools while the county is in the purple tier. The Alameda County office of education confirmed there is only one Public School district in all of Alameda County that is already open for inperson instruction. Mountain house elementary, which only has a total of 16 students. There are more than 60 private schools that have reopened in Alameda County, and they will continue, for the foreseeable future. A company in the east bay is getting close to distributing its athome covid tests where, indeed, people can administer the tests themselves. Jesse gary has the story. Reporter this nondescript emeryville warehouse style office is the center for the latest advancement in the battle to flatten the covid curve. Overnight today, the food and truck administration issued an emergency use operation for the first covid19 allin one test kit made by lucera. I think it could be a game changer potentially. I was excited when i heard of this announcement. Reporter the tests are approved for people 14 years of age and older. They use a nasal swab to collect a sample similar to other covid tests. With this one, a sample is placed in a vial that is put in a testing unit. In 30 minutes or less, the results can be read from the units display screen. When it was compared to a high licensative pcr test, it agreed with it 94 of the time with the positive cases j. Wow. And 98 of the time with the negative cases. That is great news. Reporter in a statement, the fda commissioner said in part, this is the first that can be fully selfadministered and provide results at home this new testing option is an important diagnostic advancement to reduce the public burden of disease transmission. The more we have an idea as to what our status is from an infected state or noninfected state, the better we are to be able to control the spread of the disease. Reporter its unclear how long it will take to get the new inhome tests widely distributed. There are concerns that some who test positive may not do the right thing and self isolate. We have to be realistic. What i do think a majority of people, if they tested positive, would do the right thing, notify their physician and then the physician could notify the Public Health agency and isolate. Services at salons and personal care businesses can be provided by appointment. Los angeles countysa you daily confirmed cases more than double the past few weeks to now nearly between hundred. Hospitalization increased by 30 over that same time. Another bay area county is recommending people dont travel this upcoming holiday season. San mateo county officials said Holiday Travel is risky, especially with the recent surge in covid cases. Theyre suggesting small gatherings at home or outdoors with people in the household over social bubble. We want to keep holiday gatherings small. Maybe to your only, only to your householder on your small social bubble. So much of the transmission occurs without symptoms or before symptoms occur. San mateo county is currently in the red tier in the states fourtiered color coded system. Reporter 41 counties in california are now in the most restrictive purple tier. The vast major of our students are still in Distance Learning right now. Under the purple tier, any class resumeing in person as of tuesday can continue. For the majority of california School Districts doing distant learning, reopening plans are on hold. Until conditions improve or the school gets a waiver. Primarily, this has the armest impact on districts putting their plants in place for a return in 2021. Reporter margaret represents 77 teachers from a School District in contra costa county, which is doing christmas learning. And that is not going to happen. The president said the next opportunity to make a decision is in march. Thee plans to push for not reopening at all this school year. Mean mole, the San Francisco board of education is set january 25th as the date for reopening Public Schools for inperson learning in San Francisco. They approved it at the meeting last night. The plan is to reopen Elementary Schools first and then middle schools, finally high schools. San franciscos mayor has expressed support for the reopening plan saying families are struggling with Distance Learning. In the south bay, san jose mayor is encouraging everyone to go out and get the flu shot. He got his shot this morning at the drivethrough in san jose. Californias nonpartisan legislative analyst is forecasting a surprise one time, 26 billion windfall the next budget year. The legislative analyst said the economic consequences of the covid19 pandemic have not been as severe as anticipated, but he does warn the windfall is solely the result of the state overestimating the 54 billion budget deficit in the current spending plan. He said, the states ongoing expenses will still exceed the states spending commitment. The faa lifted the order that grounded hundreds of 737 max planes for nearly two years. They were grounded after two separate crashes that culled 346 people overseas re killed 346 people overseas recently. European regulate overs are expected to allow the jets to fly again in the coming weeks, but it will take weeks if not months of Pilot Training before u. S. Airlines put the new 737 on to their flight schedules. Apple is settling a multistate 113 million lawsuit related to its iphone batteries. The settlement was announced this morning by California Attorney general Xavier Becerra and 33 other states, along with the District Attorneys from alameda, santa clara and santa cruz counties. The lawsuit said apple misrepresented iphone batteries. The company knowingly equipped iphone 6 and 7 phones with batteries susceptible to performance loss. California will receive 24 point 6 million of the total settlement. Pg e said it shouldnt be penalized for failing to tell customers the power could be cut last year. The company said it didnt break any laws in a few filing with the puc. The Public Advocates office argued that 400,000 customers were not properly notified during three power shutoffs. Regulators were asked to fine pg e 160 million. Pg e said there is no evidence customers suffered harm but advocates said, they put peoples safety and health at risk. Its unfortunate. Pg e talked a lot about changing its culture and accountability. Yet, here in the post bankruptcy tests, were seeing the same behavior as the old pg e. Pg and e accepted responsibility for past failures and made significant improvements. A judge will ultimately make a recommendation to the commission about whether or not pg e should be fined. Reporter experts say this years la nina winter will cool the north pacifics waters and could deuce drier conditions down south could produce drier conditions down south. The bay area could see normal rainfall, which may signal another problem. We know the Santa Cruz Mountains are notorious for having mud slides without having this recent burn history. Reporter burn areas like those within the multiple complex fire areas that no longer have vegetation and trees could see increased risk of mud slides and flooding during downpours. Heat from the fire impacts the soil characteristics and makes it water repellant. So, instead of that water absorbing into the soil, it will then run off. Historically, we had that issue in East San Jose where it got flooded. I am hoping this time this season at least with the local government, were, where theyre more proactive.
