It triggered evacuations in the area. Earlier flames were racing across trees and dry brush on the steel hipside. Firefighting planes dropped water on the fires. And fire crews responding to a three alarm fire. You could see the smoke there billowing up into the air from our sfo camera. This fire is on star lite street near north canal street. No word on which building is burning here, but we know this is an Industrial Area about a block or so away from the South San Francisco fire station. This fire was reported just before 3 00 this afternoon. As of 3 30 or so, it did look as the crews on the scene were getting a pretty good handle on this fire. Of course some very challenging conditions out there for fire crews across the bay area. Lets check in with Rosemary Orozco on the weather were seeing. Alex, that wind is Still Holding on, into the second part of the afternoon into the evening hours, with the advisory still in place as well. We can take a look at where were seeing a red flag warning for the Santa Cruz Mountain area. This is expected to expire at about 6 00 this evening, but for our north and east bay hills, it has now been extended to 8 00 a. M. Tomorrow morning. So that is going to continue as we get into the evening hours. And the winds were really strong and robust in some areas this morning. They have died down just some, but we are seeing really, really low humidity. If you lack at some these numbers in the hills. Near picket road, we have 97 degrees and relative humidity is 9 . Even though the winds are slowly treeing down, it is so incredibly hot and dry out there right now, that when fires start, they just move really fast. Here is a look interest the east bay hills, berkeley reporting 96 degrees and relative humidity 8 . So critically dry. Anytime its that dry out there, it just removes any type of moisture, whatever we have from the fuels, and just allows the fire to burn that much hotter and faster. The other headline, the heat. With the heat advisory that remains in place until 9 00 tonight and includes the entire bay area. More on your forecast coming up. Well, the lights in and the a. C. Are coming back on now for so many people in the bay area after pg es last shutoffs left parts of 24 counties in the dark since wednesday night. Ann rubin joins us live. This was tough in the middle of a heat wave. Thats right. It left many scrambling for a place to cool off, and many relieved to have the power back on on such a hot day. The heat, plus high winds, bring back harsh memories for some here in Sonoma County. This is how it was in 17. Our friends lost their house. So we know were a tinder box. Were just a tinder box. Reporter joanna said that pg es Public Safety power shutoff didnt seem so bad by comparison. It was pretty decent, actually. Stayed out of the house during the day, and came back at night, and by then started to cool off, so, yeah, were lucky. Reporter if all about 41,000 customers were impacted in parts of 24 counties, with peak wind gusts wednesday reaching 65 miles an hour. But now the weather all clear has been given, and pg e is systematically bringing the power back on. Places like alameda and santa cruz counties are 100 restored. Sonoma county by midafternoon was more than halfway there. Basically you have an inspector and a lineman and a crew basically going inch by inch along those lines to make sure there isnt any damage, and we have helicopters, eyes in the sky, also doing inspections on the line. This involved at least 8 vehicles this afternoon. So far the chp has not confirmed if there was, in fact, a shooting or some sort of pursuit here, but our photographer at the scene is reporting at least 7 bullet castings were found along the freeway. One witness told us his car was hit from behind by the suspects vehicle. When i opened my eyes, i saw a couple of officers kind of running down the shoulder on foote with a dog, obviously pursuing somebody. Anyway, the car that hit me was trying to elude or evade the police, and ran into a number of cars where they got to mine. So i think mine was maybe the last car they hit. We have not heard of any injuries at this point, and weve also not been able to determine in anyone is in custody here. This all happened in the westbound lanes right where interstate 80 and interstate 580 personal close to golden gate fields. Westbound traffic in that area is still extremely heavy at this point because lanes were shut down for the investigation. So this is probably a good inquire of the freeway to avoid this afternoon, if you can. Despite calls to stop the violence, shootings continue in oakland with another person killed last night. Police say the unidentified man was shot to death around 8 30 in east oakland. A second man and a woman were wounded in the shooting. This killing marks oaklands 79th homicide of the year and the third sheeting with multiple victims in the city this week. Mayor libby schaaf calls the increase in gun violence in oakland heartbreaking. We have seen a direct relationship between the effects of this pandemic and a heartbreaking increase in gun violence in oakland. This week has been so tragic. No motive yet for the shooting has been released, and police have not yet announced any arrests. Joining us this afternoon is oakland Deputy Police chief laraun armstrong. What we are seeing in oakland is more than just heartbreaking. A person is shot and killed nearly every four days. So what is behind this increase in shootings . Yeah, i think its a various things. Obviously were deal with the band that is having a tremendous impact on our community, and weve seen some gang and Group Violence across our city that is really having a Significant Impact on our community. Obviously were losing lives, and were seeing bullets being fired in our community at a rate we havent seen in a long time. Yeah. Lets talk a little bit about what is being done to tree to stop the surge in violence crime. What is the department doing . Well, weve adjusted our resources, reallocated resources to the areas where weve seen the most violence occurring. Been very focused utilizing our ceasefire strategy on individuals that we know have been involved in these incidents. This year weve recovered so far over 1,000 firearms in our city. And that is a 35 increase from this same time last year. So enforcementwise, weve been working hard to try to get as many guns off the streets as we can. Unfortunately we still see individuals in our community that are willing to pick up a firearm and use it. And thats troubling. Not only is it troubling for the department, its troubling for our residents in our community. It having a tremendous impact watching people yesterday as i was at another scene, be afraid to come outside their homes, because of the level of violence, is truly unacceptable. Weve been putting command posts throughout the city to provide a greater presence is that the community can see us. Were much more visible. We get officers out on foot walking in these communities that have been impacted the most. So we are all hands on to deal with this violence. Yeah, and the work that youre doing is commendable, especially in regards to the number of illegal firearms youve been able to get off the streets. Wondering if any city or Community Leaders have offered any plans to try to address the rise in homicides. Yes, our ceasefire strategy has been working directly with our clergy community. Theyll be doing night walk tomorrow night in the areas thats been impacted by violence. Weve been work with our Citys Department of violence prevention. The chief is his team of violence interrupters have been in the community, as well. Theyve been responding to our scenes to try to reduce the possibility of any retaliatory shootings, trying to provide services to those families impacted they by violence. So it really is a citywide approach. Weve also reached out to our local, federal, and county resources and support, as well. So we are reaching out to all of the support mechanisms that we utilize during these times where we see significant spikes, and i really will say that the city has a whole has really been trying to get their hands around this violence. Yeah, it really is so tragic, every time we put a mom or dad here on ktvu just pleading with information regarding the circumstances surrounding their loved ones death. Hopefully more people will come forward and provide you, the police department, with more information so you can make some arrests. Really appreciate it, deputy chief, thank you so much. Thank you for having me. A proposal is being considered in San Francisco that calls for changing the names of 44 public schools. The names have been deemed inappropriate by the San FranciscoSchool Names Advisory committee that says the reasons are cultural, racial, or historic. Those schools include lincoln and washington high schools, as well as jefferson and Diane Feinstein elementary schools. The school board will likely vote on this proposal early next year. Mayor london breed opposes the renaming plan and calls it a waste of energy in the midst of the pandemic, putting out a Statement Today saying in part quote we are in a pandemic right now that is forcing us all to prioritize what truly matters. Conversations around school names can be had once the critical work of educating our young people is underway. Recordbricking heat over the bay area once again this afternoon. Despite the fires out there this afternoon and the weather conditions, the air quality seems to be good to moderate over most areas, but take a look at the numbers. Starting in the north bay over santa rosa, where its 100 degrees right now. A lot of 90s. Not just inland, but around the bay. 9 on the east bay sure of oakland. 93 over san jose. 92 in livermore. As you head west, Half Moon Bay at 75, but Half Moon Bay at noontime was hitting 90 degrees. So definitely a warmer day early on, and then temperatures, thankfully, came down just a bit for the afternoon. Half moon bay is still two degrees warmer than where we were yesterday. Most degrees at least a couple of degrees warmer. Along the east bay shore, down by 5, napa down by 4. Getting into saturday should feel even better. Notice as we get into tomorrow morning, we dont see the fog come our way, at least not for saturday. We will begin to transition as we get into the back end of the weekend, with even better cooling expected. But for tomorrow, going to be relatively mild. We are looking at upper 50s for santa rosa, low 50s for fremont, and 63 over redwood city. Antioch, 68 expected for you there. Still well above average getting into your bay area saturday, but not quite as hot as today. 93 expected for santa rosa. Compared to 100 degrees right now. 80 degrees San Francisco. 94 livermore. 80 degrees in san jose. The heat advisory expires tonight. The Trump Administration reversed course today and approved a request for a disaster declaration for six recent wildfires here in california. Now initially, fema had denied that request, saying it did not meet federal requirements. But a few hours ago, Governor Newsom tweeted he had talked directly with President Trump by phone, and he said that the president has now approved a major declaration request, a disaster declaration request. Those fires covered under the declaration include the creek fire in Fresno County that has burned more than 534 square miles and still is not fully contained. Joining us to talk about these issues here and help us sort out exactly what is going on is former fema coordinator mark nouveau. Appreciate you coming on here to help us make sense of all of this. What is your take on what happened here. Why do you think we saw this turnaround from the Trump Administration . Well, it is kind of interesting. Good afternoon, alex. Whats interesting about it when Governor Newsom was the Lieutenant Governor he requested a declaration for a fire in california and it was denied. Now that hes been governor, he has requested a number of wildfire president ial disaster declarations and hes been able to get it. So his work along with fema and the cal folks here in the state have allowed them to be able to provide up to 350 million in reimbursement for recovery and response activities associated with the fires that you mentioned earlier. So its good news, whatever is working keep it up. Sure. So when fema initially denied californias request for aid here in reference to these six fires, the agency said essentially that these fires did not meet the threshold for central assistance, in essence saying this was not beyond what the state of california or local entities could handle. How much do we know about the criteria that has to be met in order to get federal assistance, you know, as part of a disaster declaration . Yeah, the kind of the factors, the formula thats being used is the same that fema uses across the entire country for each state that requests assistance, and basicry what they do is they partner up with local officials in this case. Might be los angeles, sonoma, whatever, along with cal oes officials and fema officials. They go out and look at the burned areas and determine what is damaged. Schools, roads, wires, water distribution, whatever it may be. They put a cost to that number and then look at the population in that state, in this case 40 million, and there is a factor used, either 1 or 3, and they have to determine that that damage exceeds the factor multi application, so in this case, you know, 120. And this one did exceed it and thats why they were able to get it. Also the discussions, sometimes when youre trying to compact that through april, its not always easy to do. So to have discussions brings clarity to what that request was, alex. All right. So obviously all of this is, you know, playing out against the political backdrop here. We know President Trump has taken shots at california. He has threatened to withhold federal disaster aid in the past here. Do you think that any part of this might have been politically motivated . And how would we find that out . Well, im not sure it is or isnt, because in this particular case, you know, california is pretty democratic, and i think for the most part, that, you know, california is probably going to vote for a democratic candidate. So im not so sure the president would curry favor by doing it. I think its more about the discussions between two executives trying to figure out how to make things whole. In and in california, remember just recently, we had 27 major wildfires going with 19,000 firefighters responsible the cost is just astronomical. In this case, you know, that discussion yielded probably the ben in the factor is california. But remember, california is one of the few states that provides more money to the federal treasury than gets back. So in this case, were getting money back. So thats good for california, good for californians. Yeah, and despite President Trump and Governor Newsom sort of sparring in many cases publicly, apparently behind the scenes on these disasters, theyve had a good working relationship, is what were told. Its been a difficult year and the fact that this has a happy ending is certainly the ending that they wanted. As you said, mocky is now safe and sound back at the San Francisco zoo, and the suspect is 30yearold corey, who is in custody in marin county. Reporter mocky, the 21 yearold endangered ring tailed lemur is back home safe and sound at the San Francisco zoo after disappearing for more than 24 hours. While hes back here, hes still agitated, dehydrated, and hungry. Were working with our vet and wellness teams to get him back health. She socially distancing from his primate family. She now recovering in private under the careful observation of zoo staff and veterinarians. They believe that the suspect broke into the zoo on tuesday not a and took mocky. He was arrested on an unrepresented charge. Once arrested on those charges, hell be transferred over to the San Francisco county jail, where he will face charges for the burglary, the theft of mocky. Daly city police say mocky turned up at Hope LutheranChurch Thursday afternoon. Students there say he made his way on to the playground. Theres a little play house over there. And he was just hiding in there, i think because of all of the commotion. Reporter kids and staff got a chance to see the lemur up close and personal. One of the parents told us they spotted the lemur, and once ellis herd lemur, he said where where and it just strutted around the playground area. Reporter Daly City Police officers arrived on the scene, keeping a close eye on the lemur until zoo staff arrived and coaxed him into a carrier. Picked him up like a little kitty cat. [ laughter ] spoke with the department of wildlife, and they confirmed that possessing a lemur is ill league well, but said there is certainly a black market for lemurs and other endangered animals here in the state. That church will get the 2 100 reward. And that was certainly exciting for those kids, certainly the story of a lifetime. Yeah, intended, but a little bit of the zoo came to them, and, again, an arrest has been made. Christien kafton, thank you. Oakland mayor libby schaaf and doctors from ucsf revealed the results of recent covid19 testing that was done in the citys fuller neighborhood with a large latino population. 1100 people received a nasal swab test during a twoday test. Antibody positive prevalent was found to be 9. 8 of people who live in work in the fruitvale. That number increased to 11. 9 among latino adults and children and also among guatemalan immigrants, it was 26. 8 . Covid19 is teaching us hard lessons. We must learn. And i want to say how grateful i am to be part of a governmental ecosystem that cares about these disparities, that will fight against these disparities. That are going to continue to dig for the actual truth to understand these disparities, so that we can abolish them. According to mayor schaaf and the researchers involved, he test findings revealed the need for more testing, financial relief, and house league sources, especially for those who are most at risk. Joining us now to talk more about this study is dr. Fernandez from ucsf. You took part in this study, doctor. We appreciate you coming on to discuss the results here. Lets start with the why here. What are the factors, you think, that are leading to these high test Positivity Rates and the high rates of antibodies in folks who live in the fruitvale neighborhood . Well, i think what we found to duplicate some of the findings in San Francisco and in other areas, which is that infection is really associated with a need to leave your house to work. And what we found is that 95 of people infected in our in fruitvale identified as latino, decide despite having tested a very mixed population. And these are people who either worked themselves outside of the home, or lived in a house where an adult worked outside of the home. So the second fact thats right driving this is household transmission. Okay. And in terms of the rate of infection that you saw, in terms of active infection, it was interesting, because you saw a Positivity Rate of about 4 , i believe it is. And for those who tested positive for covid19 antibodies, the Positivity Rate much higher, about 10 . What does that discrepancy indicate for you in terms of what is going on in that community . I think what it shows is that there is a higher number of people with past infections than with current infections, and that is good news. That is in line with what we are seeing throughout the bay area, where the infection rate has been coming down. And what that shows, so antibodies past infection, that was high. That shows that fewer people are currently infected than have been exposed throughout this pandemic period. All right. So the hope is, is that the number is sort of trending in the right direction. Maybe youre sort of at the tail end of an outbreak. So your Research Also ands the broader overall effects that the pandemic is having on people in this community in terms of income, in terms of employment, in terms of food insecurity. What did you find in that area . Well, here again we find large disper days. We find that la tina nos were more likely than nonlatinos to report having lost a job or having reduced income due to covid, and we also found quite stark problems with food insecurity. 42 of latinos reported food insecurity, a worry about whether or not they will be able to buy food or actually running out of money to get food. And a full 61 of people identified as mayans and came for testing reported food insecurities. These are extraordinarily high numbers, and they show how much economic distress there is in fruitvale right now. So how do you take the findings from this study and turn them into something positive in that community, and get more resources in there for folks who need them . I think thats a great question, and one that we all need to think about, as people who live and work in these areas, but i was very heartened by the mayors comments today, at the press conference, as well as comments for our Community Partners at university council, and the Alameda County public health. We are being told that there will be more test, more directed outreach toward the spanishspeaking communities, and i hope that the mayor is able to gather more resources to alleviate hunger and support families during these extraordinarily difficult times. Voters across the country and here in the bay area are expected to shatter previous records when it comes to early voting. Ali ramirez has more on the local county that are seeing a big increase in mailin blots. Reporter 136,000 voters have already turned in their mailin ballots, three times the number of mailin ballots said at this point in 2016. I wanted to vote hear to make sure it gets counted and not caught up somewhere. I think some people are just playing dirty, so i just want to be safe. Well, im going to be out of town on the 3rd, so ive got to make sure that i get to voice my opinion, because i cant complain if i dont come out and vote. Other bay area counties report a similar high turnout. In solano county, a Registrars Office received 37,000 mailin ballots already. This same point four years ago, it was just 13,000. Its part of a trend statewide. The california secretary of States Office says 1. 5 million vote verse already turned in their mailin ballots, nearly 10 times more than the number returned four years ago. Part of the reason is because this year, for the first time, all of californias registered voters received a mailin ballot automatically. A voter day man liquidities company took a look at the early voting trends statewide so far. The people who are returning there are ballots most rapidly are older, whiter, higher income, more likely voters. Democrats are overrepresented in this early data, and thats interesting, because generally, its republicans that are overrepresented in the early data. Reporter but that doesnt mean turnout is only high among registered democrats. It really means that voter turnout on election day going to be even more up important than ever before. It seems as though a lot of Republican Voters are listening to President Trumps complaints, criticisms about the reliability of mailin balloting, and they may be more interested in waiting to vote until election day. Reporter if Contra Costa CountyElection Officials say more than 125,000 people have returned their ballots. Thats roughly one out of every five registered voters in that county. In San Francisco, more than 80,000 people have sent back their mailin ballots. Napa county reports higher than usual returns as well. Marin county said they have received more than 34,000 mail in ballots already. Thats more than double what they had at this point four year nice. In Alameda County, were still waiting to get information from them about their early vote returns. Outside our doors this afternoon, its a hot one. Temperatures in the 90s around the bay pin and land. Even santa rosa hitting 100 degrees this afternoon, after napa hit 100 degrees yesterday. Here is a look at beautiful San Francisco, where it has been warm there, as well. We are expecting to break several records around the bay area. Those official numbers. Reporter come in just yet. If you are just joining us we have a red flag warning that continues until 6 00 in our north hills and east bay, at least a portion of the hills. An extended red flag warning until tomorrow morning, and our heat advisory for the entire bay area goes until 9 00 this evening. High pressure is firmly in control of our weather pattern for today. Notice the storm track well to the north of us. Just a little bit of activity reported over washington and then stretches over towards idaho and montana, but for us, its been about that offshore wind. We started out really warm, at least in most areas this morning. 70s and 80s. Never cooled off, and then we warmed from there. The onshore breeze will continue at least for another day or so. We will return to a bit of an onshore breeze later in the weekend, but its going to take a little while. In fact, beginning to see just a very light onshore breeze at the surface. But take a look at our hills. This is one of the areas that has been really breezy the entire day. Now reporting 23 miles per hour, which is an improvement. It was 30 to 35, at least from the start of the day into the early part of the afternoon. And despite the fires that have started this afternoon, we are looking at good air quality over the north bay. Good air quality in the central bay, and our south bay also reporting good to moderate air quality, moderate air quality reported over san jose right now.
