The decision before my office as the special prosecutor in this case is not to decide if the loss of miss taylors life was a tragedy. The answer to that question is unequivocally yes. Reporter he said he was not surprised not a officers would be charged with Breonna Taylorless death, and neither is this Business Owner who isnt sure what taylors decision will mean for the city now. Hopefully what else came out of that particular situation with Breonna Taylor it gets tricklinged down through laws and policies. Here is what steve kerr said. Its a matter of run hue mandy. These are human beings with families, and its give stating to think of the emotional toll that these people are feeling, the families involved. Reporter bay area civil rights attorney john burr said its an insult that one of the officers involved in taylors desk was faced with first degree endangerment because his bullets pierced a neighboring aof apartment. None were charged with her death. They created this confrontle situation, and ultimately you can fall it negligence in failure to do due diligence, put they are responsible, because it was their activities, their negligence, their failure to exercise dull diligence that ultimately resulted in this homicide taking place. So this is obviously another punch to the gut for people who have used taylors image in the fight against racial injustice, but what this will mean for the bay area and cities like oakland . Jesse gary, ktvu fox 2 news. Well, and that bad air quality in Southern California in the 60s is part of the reason we went to unleaded gasoline in the 70 because they realized that air pollution takes lives and its really hard on people. So like i said earlier, were really fortunate to have outside this air quality with beautiful conditions today and yesterday, after that smoke had left. But if you look out here, there is that smoke off in the valley. Now, of course, thats, you know, the valley out past davis and those areas out towards sacramento. If you think whats on the other side of davis, or sacramento, youve got the sierra nevadas, so that smoke gets kind of trapped when the winds blow westerly and the smoke starts working its way west, its gets trapped. So its hanging in there and being a mess, and thats why the air quality is not so great along the western slope here in nevada right now, especially up around butte county, oroville, and paradise. If you see this system, thats a goodlooking weather system. You know see rain, first of all, if the pacific northwest. Thats good, because they have fire problems, too, and smoke problems, too, so you know thats going to clear them out. Its flushing us out as well. Underneath on the surface, we have decent surf coming pretty early in the season. So well see 8 to 10foot swells along the coast. We have good air quality right now. It will be good again tomorrow. It will deteriorate a little bit as we head into saturday and sunday when we heat up, which is not a surprise. And 15 million paid out in recent lawsuits. All stemming from one agency, Vallejo Police. Chief Shawny Williams took over the Department Also a year ago, me and sat down with evan to talk about what he said she doing to try to reform the Police Department and also rebuild community trust. Chief, theres been 19 Police Killings in the last 10 years in vallejo. Is that something that is acceptable to you . Let me first start by saying any loss of life is tragic, and it requires us to do a thorough investigation. I am committed to transparency and accountability, especially when it involves a loss of life, and one of the things that we want to do is to reform our department, that we can do better, and that, you know, our mission is to protect and save, and so thats what were focused on. Reporter since becoming chief, williams has instituted a sweep of reforms that are best practices in modern policing, banning chokeholds, and a body cam requirement policy, and a violent de escalation policy. Part of the things in the reforms are changing policy. But if people dont follow policy, how can you ensure the public that logical be accountant. Thats a good question, evan. I believe there strong accountability, thats my job at chief. But you have to have the oversight, the policy, but then good supervision. Reporter of the 19 officers who used deadly force, none were charge we had the d. A. s office. In many cases, restraining was simply recommended. Chief, you mentioned the oir report, something stood out to me in that, and it was that many officers have an us against the world mentality. Arent the police tasked, arent they hired to protect to community . So i certainly appreciate the oir report. We need to do a self assessment, to be receptive to scrutiny so that we can improve. We want to engage with our community and thats what were doing. Reporter since taking over as chief, he has sought to fire at least one officer involved in two fatal shootings. When corrective action is needed, i will take those corrective actions. Ive made recommendations for termination for officers that not complying with our policy, and i will continue to do that. Reporter the chief hopes to rebuild trust as Violent Crime is surging in vallejo. There have been more than 200 shootings, and 22 homicides so far this year. Violence not seen since the mid 1990s. Part of stopping Violent Crime is solving crimes, and if the community doesnt have a buyin with the Police Department, that makes it very difficult. I believe in Community Policing. I believe in partnerships. So were forming partnerships with people like the naacp. With common ground. With the undivided. With dr. Quick and the clergy, and people in the city of vallejo that at the grass root level is addressing those underlying causes. Do you know what the clearance rate is this year for the 22 homicides . Yes. What it . 36 . Thats abyss male low compared to, say, San Francisco, that had over 70 . Ion year had 100 clearance rate. Is that indicative of the lack of participation by the community in helping solve some of these . It is low. 36 is low. Do we want 100 . Absolutely. Do we want our hop side rate to be a lot lower than what it is . Absolutely. Reporter earlier this month, the department announced operation peace, a Community Policing initiative that seeks to engage with residents and ultimately help reduce and solve crime. But for civil Rights Groups and family members of People Killed by police, the chief isnt doing enough. Its outrageous. Reporter a lawyer for the families of several people fatally shot by Vallejo Police. I dont think there will be real reform there with piecemeal and kind of half hearted movement. Its going to take bold action. Its going to take completely, inmy opinion, kicking out all of the bad actors and enables, in order for there to be the chance of a new day in vallejo. Theres a lot of community engagement, thinking were doing that im excite bite that have going to bring us closer together to have those important dialogues. There is smoke up here in northeast california. Kind of grass valley up towards chico and the red bluff area from fires burning there, and then you see poor air quality on the even slope of the sierra nevada. But for most of us, its looking like this with lots of greens. So be a heck of a nice day tomorrow. Temperatures tomorrow, about the same or maybe a little cooler than these, so you see these were the highs from today. So hes tomorrow, think generally be most of our numbers tomorrow will be in the mid80s, Something Like that, so it will be pretty nice. But not too hot and not super fire danger yet, super aggressive fire danger, but as we get into saturday and sunday, well probably see we do have a fire weather advisory that could easily get changed to a red flag warning saturday night into sunday and monday. You wont notice the winds most likely in bay area cities, but other folks will. Smoke off in the distance. That fire. Comer is for late in the weekend, especially sunday into monday. There is the smoke, you see the red, and then you see the fog here, and kind of letting you know theres High Pressure around. Thats how the fog forms, or is trying to form, and we have is a beautiful falllike day out there, and that fall weather is going to continue through tomorrow. Thats thursday. Friday, too, as this system slides through to the north. And its been you know, its a perfect system. Fight bunch of rain up in the pacific northwest. Thats good. They had fires. They had smoke. This helps. Same system down at our latitude is flushing out the atmosphere and getting rid of that smoke, or pucking it at least east of the metropolitan bay area, which is pretty nice. Thats where we had lots of greens today. So temperatures tomorrow or pardon me, temperatures right now, and temperatures tomorrow very similar. Thats theres the low. Thats low is the reason for the air clearing. That slow the reason for the rain in the oregon area. That low is the reason its going to get hot this weekend. Thats not the many reason, but the low will slide through, and when it does, well get a high jumping in place. And when that happens, well real heat up. Youll see it here on the saturday and sunday, and into monday, as well. Doesnt appear to be an extreme event. The models are still calculating it out. This is just a typical weather pattern that will produce northeast winds and heat us up fairly significantly in the inland bay valley. Because into the low 100s spawned monday. And thursday and friday, join as weve been doing, more of the same thursday and friday which will be a wonderful respite from the poor air quality, julie, that weve seen, and then well start to turn the heat up, but really, sunday and monday are the days well be most concerned with for high fire danger. All right, bill, thank you. Well see you later tonight. He should be back. But Jimmy Garoppolo most likely will not play with that ankle sprain he sustained in the game against the jets. Look for nick mullens to make the start. That seems to be the hint that coach Kyle Shanahan is giving us today. I would be surprised if jimmy gets back later in the week. But, yeah, nick is really to go, and if not, c. J. Will be ready to go. He applied well, because he did arent get a ton of reps. And he didnt get to play last year. I know our players believe in him and hell be fine.
