Hundreds of bay area hair salons are getting ready to restart Indoor Service tomorrow after the state made some big changes to its reopening guidelines. Contra costa county is among the bay area counties that is allowing hair salons and barbershops to move operations from outside to inside on monday morning. But these businesses can still only operate at 25 capacity. Some salon owners who have been struggling dont see any and do their economic troubles any time soon. Is not eating enough to break even. Biden including Kamala Harris against trump directly surpassed trumps ratings performance. That is important to him as a metric. I think both parties made their best case with trump clearly identifying the differences between the parties. He made clear they have separate agendas. Trumps rnc offering a platform so this is Donald Trumps party. They are all in. His incumbency can be a blessing or curse depending on whether these are good times or bad times as far as voters are concerned. If these are good times, then being a an income it is a good thing for trump. Almost ends are passable. That is his strength. But if these are bad times, if the American People feel economic misery and if they feel a sense of chaos, then it may be a millstone on him. For that reason, he has somethings going for him. He is not broken 50 in any national poll. The law and order present, i wish we could enumerate every one of them. Every one in American History from johnson through nixon and all the way through to george bush, the father, were all one termers or impeach or had to resign. Not a single one had a good outcome. 1968, nixon use the chaos to get reelected but in 1992, it backfired on george bush, the father who had rights in los angeles and that was last time we had a one term republican incumbent. In contra costa there are two big changes that you should start noticing as of tomorrow. Hair salons and barbershops can start opening indoors and indoor shopping malls can also reopen a 25 capacity. The food courts and common areas in malls have to stay closed. There are some restrictions with malls, they have to submit plans to the Health Department to make sure they can prevent gatherings. On friday Contra Costa County about hair salons, gyms and personal Care Services, like nail salons, to open outdoors. The countys Health Officer says they are still trying to understand coronavirus and there is a good study that looked at outbreak that hair salons. Thats why they are allowing them to open tomorrow, while other personal Services Remain outside. We have learned more that some of those close oneonone services, if there is good hand hygiene and good masking, that can really reduce the risk. Reporter the new reopening guidelines are broken down into a four tier colorcoded system that replaces the States Coronavirus watchlist. Its a blueprint that creates a standard for the entire state. It simplifies the criteria down the numbers of cases per 100,000 people in Positivity Rate. Each county lands and one of the four tiers broken back by risk factor there. They are categorized as minimal, moderate, substantial and widespread. Contra costa lands and the widespread group , that means there are more then 70 cases per 100,000 people in the Positivity Rate is more then 8 . The countys Health Officer says the greatest risk of transmission comes from group gatherings. California surpassed another grim milestone over the weekend. Estate is reporting over 702,000 cases of the coronavirus, that is 4000 new cases in the last 24 hours. Nearly 13,000 people have died. In the bay area there are more then 80,000 confirmed cases, 1100 people have died locally. Stanford university is going to extreme measures to avoid covid19 committee spreads on their campus grounds. University will start to turn away any Community Members trying to access the campus. The school is working to minimize interactions between nonessential visiting students and staff. Fire crews across Northern California are gaining ground against the wildfires that started earlier. Well some people have evacuated from the Santa Cruz Mountains and they are now being allowed to return to see how bad the damage was to their property. The czu burned 132,000 square miles and is 35 contained. As we continue to reinforce and build the lines on the fire the focus is transitioning to what recovery looks like and what the Community Needs for resources. There are no new evacuations, warnings and in either san mateo or santa cruz counties. Highway one has reopened. Cal fire says they are facing favorable conditions in the battle against the scu lightning complex fire that spans 5 counties. It has burned more then 590 square miles, cal fire lifted a number evacuation warnings for alameda and santa clara county. Containment is at 50 since the fire broke out two weeks ago 53 structures have been destroyed. Cal fire says slow progress is being made in areas of heavy, dense rush fields that have had no reported for history. There is help available for Sonoma County residents whose homes were destroyed and in of the walbridge or myers fires. The county has opened up two Assistance Centers. One is at the west community, or west county Community Service building on main street. The other is located at the Healdsburg High School gym. Fire victims can learn how to file claims with fema and Insurance Companies, along with other art and recovery information. Napa county is up and they were fire Assistance Centers to help those impacted by the lnu lightning fire complex. People can begin receiving support to the napa county local assistance center. They will provide information for local, state and federal recovery sources. It is up that Counties Health and Human Services campus. It is open seven days a week from 9 00 a. M. To six p. M. Cal fire has Safety Information for people who are being allowed to return to their property. They are telling people to make sure to check the area for smoldering tree stumps and other vegetation, as well as hot spots on the ground.
