The temperatures have been up and down, then they bounced back up. They will settle into near seasonal averages. Fog is there trying to form, not as much as we have seen yesterday. Back to warm, now we warm it up a little bit. The high is nosing in. It is going to put its nose in a little bit in california, allowing temperatures to jump up a few degrees. Sometimes, i now, we have slow traffic at the bay bridge. At this morning, we do not. The san mateo bridge and the dunbarton bridge, looking good. We have just a little bit of slowing that is approaching the ultima pass. There is a crash on westbound 580 at the dublin interchange. Watch for that. It is going to slow traffic and it has not been cleared yet. Traffic is going to be slow as you approach the 580 interchange. Lets go back to the headlines. New job numbers have just came out, and they show that u. S. Employers added significantly fewer jobs last month, then in june. Ktvus Alyssa Harrington is here to tell us what the numbers mean. Good morning, alyssa. Reporter u. S. Employers added 1. 8 million jobs last month, that is more than some economists had predicted but it is nothing compared to what we saw in june, where 4. 8 million jobs were added. It appears that the country is losing momentum. A lot of that has to do with covid19 and the surgeon cases that we saw in july. Todays report will put pressure on the white house to speed up negotiations on another stimulus package, so americans can get a new round of checks. Republicans are accused of refusing to meet in the middle, the big issues being discussed is whether or not bailouts will be offered to state and local governments and what to do about the 600 boost and unemployment benefits. The president had tweeted that he is working to notify a staff to continue working on an executive order, but there are limits to how much a president can do. And executive order will leave millions of people out. It will be litigated, it will not be effective. Things will simply get worse. The jobs report released today shows the Unemployment Rate is down two percent from 11 percent in june. Im Alyssa Harrington, mornings on fox 2. Thank you, alyssa, theres a new concern with so many people unemployed, and with the end of the extra 600 a week federal bonus and, economists are saying that the extra 600 per week will likely be what kept many families afloat. With a financial boost gone, many will turn to the high cost payday loans, just to pay bills. In california, payday loans have a 45 dollar weekly fee. If someone takes a 255 loan, they would pay a fee of 45 for every pay period that they have the loan outstanding. Consumer advocates say that people that take out one payday loan often end up taking another one, and enter a perpetual cycle of debt. A study finds that half of the unemployment claims filed in california for the week ending july 25 were reopened claims by people who had previously filed for unemployment. According to a new analysis by the california policy lab, many people filing for unemployment in july had filed for unemployment earlier and the pandemic, or temporarily rehired, and laid off again. An average of 160,000 police a shooting where one person was killed, and at least three others were wounded. It happened last night at 10 p. M. On fairfax avenue, near creek park in high street. Police saw two people who had been shot, and they saw two other shooting victims. One victim died at the scene, and another was rushed to the hospital with lifethreatening injuries. The investigation continues, and so far there is no word about suspects or motive. The Alameda County das office is investigating wednesdays deadly confrontation between a San Leandro Police officer and a suspect who had an assault rifle. San Leandro Police chased a stolen car Late Wednesday night into east oakland. The driver had reportedly got out of the car, holding an assault rifle, and a san leandro k9 officer had opened fire and shot him. Authorities say there is Police Body Cam video of the confrontation, but they are not sure when or if the video will be released. The suspect who was killed, a 35yearold man from Castro Valley that has not been identified yet. The k9 Police Officers dog had disappeared it during the incident, but has been found, safe. Kane, the dog was found in a backyard of a vacant home on pierce street. San Leandro Police say that the dog may not have been exposed to gunfire, and its training. This morning, the state Senate Committee will debate a proposed Police Accountability bill. It is aimed at helping family members of People Killed and officer involved shootings here in california. It is sponsored by lawmakers and prosecutors here in the bay area, including San Franciscos district attorney. It would correct the racial inequity that results when there is no currently available compensation for victims of police violence, for disproportionately people of color. The bill would pay restitution to the victims of police violence, and their families, and consider documentation other than a Police Report when determining who is eligible. Police organizations do not like it, and they say it would create serious Law Enforcement problems. A new projection from the university of washington predicts the death toll from tran nine will hit 300,000 by december 1. According to john hopkins university, 160,000 people have died because of the virus, and the same study finds that 66,000 of those projected u. S. Deaths could have been prevented if people wear masks outside of their home, during the next four months. Gilead sciences in foster city say they can produce coronavirus vaccines, enough to meet Global Demand starting in october. Gilead sciences testing the antiviral drug, and began taking steps to ramp up production in january, Manufacturing Networks include more than 40 companies in north america, europe, and asia. The Biotech Company plans to produce 2 million treatments by the end of the year. San francisco, the Unified School District and the Teachers Union is scheduled to meet today to discuss the tentative agreement reached for Distance Learning for the new school year. The chronicle had reported that the deal came after a 16 hour bargaining session on wednesday. Had of the online classes that began august 16, the district has agreed to provide financial help and training for teachers that will be working from home. There will be special help for teachers who are also parents. The Sonoma County board of supervisors approved cover fines for people who ignore safety rules during the pandemic. The vote was unanimous, county Health Leaders said a crackdown is needed to stop the spread of the virus. Now, individuals can be fined 100 for not wearing a mask or not keeping 6 feet away from others. Restaurants, bars and stores could be fined at 1000, for not having safe practices for their employees. A second violation would cost a business 5000, and 10,000 for each additional violation. Critics say the fines are unfair and unnecessary. I hate the messaging that this sense, when the data points shows that we open too early, information on the virus changes every day. The crackdown and Sonoma County takes effect immediately, san mateo, and napa counties have similar policies already. Today, los angeles will enforce an order to shut off water and power where big parties are held. Large indoor and outdoor gatherings are blamed for adding to the rise in coronavirus cases. If Police Respond to a complaint of big house parties, and they can verify that people are ignoring social distance rules, police can ask that water and power at the house be cut off within two days. The victims and beirut are being honored here in the bay area, lebanese expatriates held a vigil last night along the embarcadero in San Francisco. Lebanon is already struggling with high unemployment, and they also have the covid19 pandemic. The explosion is yet just another setback for lebanon. Is an economic collapse, what people do not realize is that people are starting in that country right now. Organizers of the vigil last night say the best way to donate , is directly to the lebanese red cross. The state department is letting the global warning for u. S. Citizens to travel internationally. As families celebrate the last days of summer vacation, many had to places like lake tahoe and businesses that were struggling a few months ago are now booming. It seems the reopening of tahoe to tourists has opened the floodgates. We are fortunate our town is based in the service industry, but there are many concerns about the crowding. Included and the concerns are the rising covid19 numbers, along with a shortage of employees to keep up with customers, for many, theres a looming threat of more restrictions as El Dorado County nears the states threshold. There are businesses that are right on the margin right now, and they are really wondering if they will be able to stay open the rest of the summer, or not, or what further restrictions will they operate under . At the same time, three new businesses have opened since the pandemic started, including a coffee shop bookstore and Co Working Space that caters not to tourists, but locals. When the tourists came into town, i started seeing a dip in my numbers, i lost at that point, i had actually lost the locals, many of them were scared to come in. The huge number in tourists is affecting all businesses. Some say they are too busy, while others say they are not busy enough. Today, San Francisco Public School teachers will vote on a proposed deal for Distance Learning this fall. Mornings on fox 2s allie rasmus is here to tell us what it will look like when it begins in 10 days from now. Good morning, allie rasmus. Reporter we dont have a lot of the details about what it will look like, but we know that the Teachers Union and the School District have reached a tentative agreement about the distancelearning plan. San francisco unified, like barry area School Districts will start the year with distancelearning only. Teachers and School District administrators had to negotiate how it would work. Well with the schedule be like for teachers giving lessons live online versus prerecorded lessons . The details have not been released but we know that the state is requiring 120 minutes of daily interaction and instruction for Public Schools and students. According to the San Francisco chronicle, under this agreement, educators will have say and how the 120 minutes of live instruction is done. The chronicle also reports that the agreement includes things like a 400 stipend for teachers to purchase equipment in order to work from home, things like boosting internet speed, and getting enough equipment to teach from home. A plan for teachers who must return to empty classrooms to teach, to do it safely, the San Francisco Teachers Union says they will have a townhall meeting for members later today in order to discuss the details of the tentative agreement. The hope is that the agreement will be ratified by members by monday and that the school year in San Francisco Public Schools start a week after that. Monday, august 17. Reporting live, allie rasmus, mornings on fox 2. Teachers and san jose want to be given a choice on whether or not they teach online in a classroom, or from their own home. Last night, teachers and parents had protested in front of the san jose Unified School District board meeting. The School District is requiring teachers to teach lessons online from an empty classroom. If teachers can apply for in class teaching, it is tedious and not guaranteed. One parent we talked to sympathizes with teachers. It is shameful that the district is not supporting educators. These are the people we entrust our kids too. They are not being shown any professional respect, or human consideration for health and safety. Classes in san jose are due to begin next wednesday. Theres a delight job report that came out this morning and showing u. S. Employers added 1. 8 million jobs last month. That is a lot less than the 4. 8 million jobs that were added in june, and it shows that hiring has weekend. The Unemployment Rate went down from 11. 1 percent to 10. 5 percent. No progress made on a Coronavirus Relief bill in washington. Democratic leaders and white house negotiators met last night for several hours, but came out saying that they are far apart on a lot of issues. The democrats want to include aid to state and local governments, in the next bill, but republicans are against it. They also disagree overextending the 600 weekly boost to unemployment benefits. Republicans want to cut that down to 200. Not enough money for the american people, who really need this for no fault of their own, they are out of work. Certainly, when they set a skinny proposal, i mean, it was anorexic. We have been here for two weeks. We still do not have a deal. President from friends to issue executive orders to deal with some of the issues, if congress does not act. Back here at home, Union Workers from all over the state show up in palo alto, supporting janitors, and mornings on fox 2 protection pay. This was the protest yesterday, at the safeway store, and middlefield road. Demonstrate is one congress to pass a bill with a better covid 19 protection for essential workers. Unions to say that the janitors should be included in the bill. Organizers have also said that safeway and Stanford University do not give janitors the same protection as other essential workers. We cannot believe that safeway has offered an essential worker pay, a hazard pay, for all of their workers except the janitors. Reporter hazard pay is a sticking point, and negotiations and congress on the next relief bill. It was not included in the first aid package, but lawmakers and the house have added hazard pay for essential workers, including janitors to their bills. Republicans in the senate were fighting the provision. A San Francisco judge heard arguments on the states request to force uber and lifted to immediately classify drivers as employees, under the new gig worker law. Uber and left say that up to 90 percent of their drivers would be laid off, they are forced to make them employees. The Rideshare Company supporting proposition 22 on the November Ballot says that it would keep drivers classified as independent contractors. It would also give them and if its. Rideshare drivers are divided on the issue. It is to excuse themselves from responsibility to anybody else. It the majority of the drivers by a 41 margin support proposition 22. It gives us the freedom to maintain our independent contractor status. The judges expecting to hold out a ruling on whether or not Rideshare Companies will be forced to follow the gig worker law, as it stands now. The tran campaigns request for an earlier president ial debate has been denied. The first debate between President Trump and democratic nominee joe biden is set for september 29 in cleveland. There are two others in october. Many states will be voting by then. The Trump Campaign wanted to have a fourth debate in early september. The commission on president ial debate denied the request, saying that both candidates would have to agree on a change. California lawmakers are pressing Governor Newsom to allow counties to offer fewer in person voting the request comes before the november election, as the coronavirus continues to spread and the state. The state officials have already admitted to undercounting california virus cases due to technical issues and Governor Newsom has already signed a law requiring counties to mail eyelets to voters ahead of the election. County officials have said that they are struggling to find enough polling locations during the pandemic. Democratic president ial nominee joe biden is now clarifying comments that he made it during an interview in which he was trying to praise the Latino Community as being diverse. He said unlike africanamerican communities with notable exceptions, biden later tweeted that he did not mean to suggest that the Africanamerican Community is a monolith. He said that he will keep fighting for african americans, and for a more equitable future. President trump issued executive orders that would ban ticktock, the popular social media apps, from operating in the u. S. , and in 35 days if they are not sold by their chinese owned parent company. The president calls the application a National Security threat. The executive order claims that it automatically captures information from the users, which threatens to allow the communist party to have access to the personal and proprietary information of americans. In antioch, a delay in the School Board Vote on whether to hire Campus Police after protesters last night shut down a special meeting on that issue. Dozens of protesters and many appear to be student, protested outside the antioch School District headquarters. One board matter said the protesters tried to physically lock her from going into that meeting. When i get to the door, i cant get in because they have put their bodies blocking me. Im telling you, it was really a ruckus. Truck for a while, some School Board Members read letters from the committee took some of the letters favored having the School Resource officers, but many were against it. The protesters became so loud that the school board postponed their vote. Today, activists and the family of a san leandro man who was shot and killed by Police Inside of a walmart, are demanding justice. 33yearold Stephen Taylor was killed april 18. He was waving a baseball bat in that walmart store. His family says he was having a Mental Health crisis. The antipolice terror project is leading a protest outside of da nancy omalleys office at 4 pm calling for the officers involved to be fired and then arrested. The family of a 22yearold who was killed by police in vallejo and a walgreens back in june, is suing the officer responsible and the city of vallejo. Civil rights attorney john barris filed a federal civil rights lawsuit for wrongful death on be half of sean monte rosas family prayed he was killed when police were responding to reports of vandalism. Police officers shot him through the windshield from the backseat of a moving Unmarked Police truck. He has a history of being involved in four shootings within a 35 year time period. Of which where he shot them multiple times. The family wants that officer who shot and killed him to be fired and arrested. Police in alameda are asking for help with their searching for burglars who targeted two restaurants this week. The hobnob and the monk aching restaurants are nextdoor neighbors on park street. A normally quiet neighborhood. Family members say alan connell spotted a young man outside of his home trying to fix a flat tire on his bike. The vietnam war veteran grabbed a bike pump from his garage and went outside to help him, thats when he was stabbed. He has the utmost character. He is extremely kind. He is always willing to help anyone and everyone. He saw a young man with a bicycle that had a flat tire. And my father, being the way he is, he was out walking the dog and he said that he probably said, young man can i help you with that flat tire . The victim is still in the hospital in Critical Condition and has several stab wounds. Police later arrested an 18 yearold suspect, andrew cortez, at his home in east palo alto.
