Hospitalizations and the number of icu patients went up. As the u. S. Keeps setting new records for new infections, the White House Coronavirus task force held their first News Conference in weeks. The u. S. Is flattening the curve, but as ray bogan shows us, that is not true in many parts of the country. We can be either part of the solution or part of the problem. Reporter the White House Coronavirus task force had their first briefing of more than a month, and they had a message for young americans. If you get infected, you will infects someone else. Reporter covid19 cases are spiking. Governor greg abbott to executive action to close bars and restaurants. They could run out of icu space in a matter of days. Today we find ourselves careening toward a catastrophic and unsustainable situation. Reporter and co. Florida, nearly 9000 new cases on friday. It has been a recordbreaking week were nearly 20 of the cases are between 25 and 34 years old and now we are more of a mass testing and that is a good thing because of every asymptomatic case you identify, if they follow precautions and isolate, they can lower the spread. Reporter this is a big concern for the task force. Asymptomatic patients can spread the virus to vulnerable populations without knowing it. Vice president pence says half of new cases of people under the age e is spread among that age group will be our strategy. Reporter he will travel to florida, texas, and arizona next week. Fox news. We will get to the details of San Francisco pausing the reopening from rob roth in a few minutes. First we want to ring in an Infectious Disease specialist with ucsf health. Thank you for being here. Id like to start with the surge in new cases. What is driving these new numbers of what do they tell us about the coronavirus . Thank you for having me on. The numbers tell us a few Different Things. It is a patchwork of Different Reasons and no one can pin down the exact cause. People are thinking theres a lot more testing but what is of concern in the health field is the increasing number of icu bed being filled which is independent of testing. Sick people are sick regardless if they got a test or not. We are focused on the outside effect of people getting together like following memorial day and going to the beaches. We have been worried about the inside effect as well. People going to bars, graduation parties, multi generation and large groups of people. I was talking to one of my colleagues from the Central Valley and he was invited to a prewedding party where no one wore a mask and there was 100 people. Those kinds of inside activities is what is driving case is currently. Not to mention those large demonstrations that we have seen over the last month or so. How long do you think the places like San Francisco will stop, halts moving into that next phase and opening hair salons and nail salons . How long do you think we will be in this holding pattern, if you well . That is a great question. I think the six counties have been more conservative. We were the first to institute shelter in place. We are the last to reopen. We are hitting the pause button. I think just looking at the numbers, and if they continue to go up, particularly with the use of hospital resources, that makes people nervous. Not necessarily testing the number of cases but the use of hospital facilities. If you want to overwhelm the hospital pull i think that that is the thing that is scary to people. In the states where we are seeing these increases, are there some commonalities here . Yes. One of the things that has been reported and we have talked about before in several areas is taking personal protection, protecting each other when you go out or when you go indoors. There is a wide variation in masks. When you go to the grocery you cant get in without a mask. People congregating in bars and there is variation in enforcing masks. I think from Contact Tracing alone, a lot of of them have been linked to frat parties and mississippi and texas and those are really examples of cases where people may not be as protective as they should be. No doubt about it. But we are seeing is troubling. The hope is that we will be able to shift here and bring the number of cases down so we dont have to look at potentially renewed lockdowns. Always a pleasure to talk with you. Thank you for coming on today. Thank you so much, heather. In San Francisco the upward trend in maryland and prefers tweeted about delaying the reopening of more businesses and a short time ago the Health Officer in San Francisco spoke about the situation as well. Rob, officials are no pausing the reopening. Reporter San Francisco was set to open hair salons and other businesses on monday. The Health Director has decided to pump the brakes because covid19s are spiking. That curve is getting more and more vertical. Reporter San Francisco reported the daily increase of 103 patients testing positive for covid19 which is more than the city had been saying in two weeks from 2. 7 people per 100,000 to 5. 1 . If this continues over the next couple of days, we could be in our red zone. Reporter the city has delayed mondays plant reopening of hair salons and museums. Earlier this week the city moved up the opening date from july because the infection numbers had stabilized. The Health Director would not say what age group or neighborhoods are making up the new numbers. He also didnt say if any activity played a role in the spike. Colfax said that San Franciscos hospitalization rate is relatively low, but they are concerned that could change when the disease typically worsens for some people. Public Health Officials will be watching the infection rates and hospitalization rates and that will determine what can reopen and when. Heather . So disappointing for a lot of people. This is an indefinite delay. Meaning there is no timeline for when those businesses can in fact reopen. Reporter that is exactly right. They are going to study the numbers to see if this latest spike is more than an outlier. If it is, maybe they can reopen not on monday, but perhaps its a earlier if the infection rate is consistently high, everything will be pulled back indefinitely. It really is, how quickly things turn. We just had the mayor on yesterday touting the upcoming reopening of the San Francisco zoo. Now all of that is on hold. Thank you. And onto another story. The oakland mayor is hitting back once again after President Trump compared oakland to quote living in. Henry lee now with more on the mayors reaction to all of this. And what else she said. Henry . Reporter its no secret that the oakland mayor does not take much interest in what trump says. There is clearly no love lost between President Trump and oaklands mayor. He has been insulting us. Reporter trump lasted oakland and other cities during an interview with sean hannity on fox news. We have cities that are far worse, take a look at detroit, take a look at whats happening and oakland. Take a look at whats happening and baltimore. It is like living in. Reporter within the hours she said, is another four years of this raises a call the white house. On friday the mayor double down. He should know that his statements are clearly racist. Reporter during the interview, trump said he had the support of african americans. Everyone gets upset when i say that. Frankly, black people come up to me and say thank you. Thank you, sir for saying it. Reporter the idea that the black oaklanders have found a way to thank him is beyond imagination. Reporter on the campaign trail trump insulted oakland by saying it was among the most dangerous places in the world. The most dangerous place in america was Donald Trumps mouth. Reporter she really made Law Enforcement much more dangerous. Reporter she is not alone in defending oakland. A representative also attacked trump saying, we understand a beautiful creative strong and adverse town like calamus seem like to you so please feel free to never come here. I think that oaklanders will never take anyone dissing our city sitting down. We will continue to stand proudly for our values. Reporter from sanctuary cities to just about every single issue, is clear these two will never see eye to eye. Reporting live, ktvu fox2 news. Here we go again. Thank you so unrest and more police reforms. We will get an update from seattle and where that city is clearing out parts of the protest zone. We will speak with our legal analyst to preview the block buster expected plea deal and what we can expect in the Golden State Killer case. Another foggy start to the day. What a glorious afternoon. I will tell you about all of your weekend weather coming up. On monday Golden State Killer suspect Joseph Deangelo is expected to enter a guilty plea. Prosecutor selected a large ballroom in sacramento as the site for the plea. More than 150 relatives are expected to attend. For more on the unusual move by prosecutors and the expected plea deal we are joined by michael cardoza. This plea deal is taking place in an unusual time. What does this move tell you about this case . Im not sure it tells you a lot about the case. It tells you about whats going on in our country, and how the courts are handling a. The larger venue is for the covid 19 issue. They could hold it in a court room and have the families off in different rooms. The court apparently decided to get a larger venue. The victims and the victims family can be there, and also so the press can be there. So that is what it speaks to. Obviously the victims here that is who will see the family members. They want to see closure. They wont be able to speak during the hearing. Can you tell us why . In california we have victim impact statements. That allows victims of crimes to speak to the court before the accused is sentenced. In this case, mr. Dangelo and what the criminal Justice System has found out is when the victims or the victims families are able to get up, they give voice to their feelings. They let the court know. They speak in front of the press. Here is how what he did has infected our lives. They have effected our families. It gives them a place to speak to get it off their chest and makes them feel a whole lot better about it. Most of them feel heard and that is what they want. They want to feel heard and be ange to tell mr. D life. Not only did you take the life of someone we love or kidnapped someone we love, but you effected us. And we want you to take that with you as you live out the rest of your life in this particular situation. It gives the victims a voice. The victim impact statement portion of the hearing set to take place on monday. He is set to be sentenced after he pleads guilty. 13 murder of 13 robbery counts. He admits responsibility for 62 other crimes in 11 california counties between 1974 and 1986. Could anything change before monday . Could anything change at that hearing . Of course, something could change. He could change his to happen. What he is doing is trading his guilty pleas to those 13 murders and those kidnappings in exchange for the death penalty. In this case, the government, Sacramento County das office is seeking the death penalty. They said if you plead guilty, we will take death off the table. We will give you life without possibility of parole. In my over 40 years of practicing as a prosecutor and defense attorney, this is a good disposition. Some may not think so. At a certain level it brings this case to a close. Conservatively it would take about one year to try. You can imagine the cost. I can tell you that the victims that i have spoken to as a prosecutor and the defense attorney always tell me at the end whether it is just sending someone to prison, they never feel satisfied. It brings it so much a closure. They still have the impact of that loss to carry for the rest of their life and that deep psychologicals guard that this meant inflicted either upon them or someone they love. Closure likely coming on monday for 150 family members and people crowding into the building. And by the way, we will be streaming the hearing live on the ktvu. Com app. It is in that app store. It has been a beautiful afternoon in many parts of the bay. A few clouds at the coast and a few hanging out in the bay too. Overall, a stellar afternoon. Thats take a live look outside. You can see the oakland estuary. Notice, you can see those clouds if you look deep into the picture. They are around. Right now, 70, oakland. Santa rosa, 77. Livermore, 90 degrees. San jose, 80. We are breezy out there too. Take a look at sfo with they are seeing 25 mileperhour wind gusts. We will see the wind start to increase. Notice a few little pots on the radar of green. We will see drizzle accompanying the marine layer tonight. It will come in a little more powerfully as we go throughout the night tonight. It is the entire coast of california. It is getting what usually causes june gloom. The marine layer returns tonight. Temperatures will be 51 and co santa rosa. 66 inland around antioch. A little bit of fog and as we take a look, we will start off our saturday with cooler temperatures. The real big difference comes on sunday when you notice spots in the 90s consistently will pull back to the 80s. There should be a big coast. We will talk about how long a b and andre. Unrest continues across many parts of the country with more demonstrations and calls for police reforms. And coseattle officials are trying to take down a protest zone. Minneapolis is taking another step toward dismantling the Police Department. A group in washington dc is vowing to tear down the emancipation statue of abraham lincoln. Federal officials are promising swiss, swift action. We will examine the security of our monuments. They have a higher level of security. We are in the process of doing just that. Minneapolis taking the first step in creating a new version of Law Enforcement. They approved the proportional to change the city charter that will allow the Police Department to be dismantled. Minneapolis police have come under fire and the proposal has to be reviewed by the Charter Commission before making it onto the November Ballot where voters would have the final say. It is a topic and one that the charter should take up. It is one which we believe the voter should vote on. They are calling to defund Police Departments including seattle for several demonstrators continue to occupy the cities chops zone in the capitol hill neighborhood. City transportation workers tried to move in early friday to dismantle barriers that establish the perimeter but had to pull back after protesters resisted. The mayor announced earlier this week she wanted everyone to leave peacefully. There is still no Police Presence here and some neighbors fear more violence as the chop heads into its third weekend. In seattle, fox news. Coming up, a candid conversation with the states superintendent of schools. How Education Needs to evolve. Be sure to tune into knife for wwe fridayfollowed by the 10 00 and the 11 00 news right here on ktvu. It is a big week on the issue is. Dr. Deborah burks is on the Coronavirus Task force and public superintendent, tony sermon. We have a preview of sundays show. Indeed. Lets start with the superintendent of Public Education for california. The big parents, question is what is school going to look like in cothe fall . It could be distancelearning and a lot of places. They are trying to make it as much physical learning in person as possible. That means that most likely masks and social distancing for kids and for schools. He said that High School Sports right now, the future is unclear. We also talked about the curriculum and what people will be learning. He is an africanamerican man and we talked about this concept of what is the curriculum going to look like when it comes to race. Heres what he had to say. I think that we do need to think differently about what our students are exposed to. We have created a virtual support circle where leaders on my Student Advisory Council gives us feedback about what we should be doing. The students have asked for more ethnic studies. The California Department of education is creating a curriculum but wont be ready until next year. In the meantime, we are rolling out a miniseries so students can see positive representations of themselves and africanamericans, latinos, native americans. We will have some incredible californians who will participate like dr. Shirley weber. Like conversations so that all students can see the contributions that people have made. That will be a change in the way that school is done. There will be implicit racial bias training for teachers in all 10,000 california schools. That will be a focus as well. I asked her specifically about how california is doing. She said doing relatively well. She gave credit to our governor and most of our mayors for the increases in testing. And i said, President Trump talked about having less testing. She said that he never said that to her. Behind the scenes hes always been proud of doing more testing. The administration has plans for more testing going forward. We are looking forward to those conversations with both of those leaders. Alex, thank you so much, and have a good weekend. Be sure to tune into the issue is coming up this sunday at 6 30 ahead of morning sun 2. Announced car racetrack owner in trouble as another controversy erupts. For bundling made easy, go to geico. Com the house of representatives made History Today testing for the first time legislation banning statehood to the District Of Columbia. The bill is not expected to pass in the republican controlled senate. The District Of Columbia statehood bill hr 51 is fast. Reporter an historic moment on capitol hill approving a bill to make the District Of Columbia the nations 51st state. This is about human rights. Reporter democrats argued it is time to end taxation without representation. Say the past the gop controlled senate. Seeking to gain an extra two seats in the Senate Democrats would strip the city of his special status and make it is still state. Reporter President Trump said it will never happen. The office of management and budget called it unconstitutional. The mayor says recent protests in the Nations Capital only highlight the need for district statehood. The principles of our democracy are based in the fact that every person is represented equally and all those who pay taxes should be represented. Reporter it does allow for a federal enclave for the monuments, the white house, and the u. S. Capitol. Fox news. For more on the house but we are joined by dr. Lauren right of Political Science lecturer with princeton university. Thank you for joining us. We heard a representative say the only reason that dc one statehood is a gain two extra seats in the senate. How much ofre . That is the only reason republicans want to. Of course it is political and statehood has always been. Its about look for republicans not to want to compete for those votes. There are constitutional barriers to this that have been in place for many years. And so there are a few reasons thereby it is difficult to do. Politically the strategy involving keeping the 700,000 people, which is more than vermont and why mild, wyoming disenfranchised. In the district especially. On the license plate if you have a car in dc it will say taxation with out representation. The nine colonies objected to paying the english crown taxes and they were not represented in coparliament. Doesnt it seem fair that dc would become a district if we fight against that way back hundreds of years ago . Absolutely. It is a hard argument to make against it if you believe in representative democracy. That is what this country stands for. Its an uphill battle. There are political hurdles and constitutional scholars argue about this. I do not think we will see it happen anytime soon. With that said, should happen and could happen are two very Different Things and the reasons why the citizens one statehood. 700,000 residents in the districts, many of them black and brown and during the george floyd protest they called in the National Guard and the mayor said there was little she could do about it because most of dc is under federal control. And they were handing out Economic Relief to the different states, dc only got a fraction of that money. Such a small fraction of that money. They obviously one statehood because it allows them certain privileges. What are the other arguments besides the political argument about why this should not have been . I mean, the constitutional arguments are several. The main hurdle i see is that it involves repealing the 23rd amendment that gives dc three electoral pass today. That is a very high hurdle. In 1978, both houses of Congress Passed legislation to give dc representation. Only 16 of the 38 states ratified it that were needed. However, again, like you said, that doesnt mean they shouldnt try it is understandable. And you bring up a really great point about the role of institutional racism in this. I have heard a lot of representatives from black lives matter make an effective argument which is essentially this will not fix systemic racial issues. It will not fix police brutality. We want to make sure those issues get attention too. That should definitely be part of the larger conversation. The residents of dc and the mayor of dc trying to make it the 51st state. The white house threatened to veto today. It doesnt look like it has a promising future but at least the will happen. Dr. Lauren right, thank you again for your insight this afternoon. We are several months into the covid19 pandemic. People are still struggling in line at food banks. How food banks and pantries are faring right now. But with the Vice President of the sf marin food bank. We have talked to a lot of food banks, and how our supplies now . What about the demand . Has it tapered at all, or are you seeing it increase . It has not tapered at this point. Before this pandemic we were feeding about 30,000 households a week in San Francisco and marin county. That number has actually doubled. Is that doubling Holding Steady as in the last week or this last month . You seeing that level of demand . Consistent for about the last six weeks now. We saw a steady climb to that number. We have been at that number for the last six weeks. We are planning for that kind of need in cothe community for the next six months to 12 months at this point. Wow. You are already looking at kid. Where are you getting the additional food . Well, we have a very strong produce program at this food bank. We have relationships with packers and growers in the Central Valley. We were able to quickly ramp up with that program. It has been week to week with a lot of different supplychain issues. We have had problems finding retail size packages of food of what youve seen in Grocery Stores as we started this pandemic. It is a weekly juggling act. I know you cant really disclose a whole lot about clients, but can you give our viewers a sense of who is coming in and asking for assistance with food . We continue to serve our existing 30,000 households but we are seeing a lot of new faces. We set up 20 new walkup pantries and many that are attending those in San Francisco and iran are new to our services. We also started drive through pantries in both San Francisco and marin and that is where we were today. We had a big one at oracle parking lot where we served 1000 cars in three hours. Most of those are new to our program. Wow. That is sobering to hear. All i can say is keep up the incredible work. We know that demand is really searching right now. If any viewers at home feel compelled to help out you are always accepting cash donations. We really appreciate your time, thank you. Thank you so much for highlighting our work. Our meteorologist is up next with your forecast. What you can expect heading into the weekend next. We are going to talk about the bay area weather right now. I got out on the patio today to check out the nice temperatures and the blue skies. We have had cooler temperatures where the clouds have held on. Take a look at this map im about to show you. Look at monterey at 68 degrees. Sacramento, 99. They he goes right down the Central Valley of california. 101, fresno. La, 69. Lets show you where we are. Mild in San Francisco at 62. 90, concord. There is the split right there where the effect of that marine layer doesnt make it quite inland. Those further inland will get that heat. A few little pops of green are showing up because we will see some drizzle tonight along with that marine layer returning. We had storms pop up yesterday and that energy has scooted on over to nevada and even into utah. We have no stormy weather, but we are staying warm because of high pressure. That will change as we have a bit of a pattern shift. It will change things. Fog will be coming in yet again for your saturday. We start to pull back more on sunday. A cooler forecast and windy conditions. No rain forest, it is a dry cold front and it will drop those temperatures down. A live look outside at the oakland estuary. There is a little layer of clouds over there too. That marine layer will make its way back in. San francisco, 56. Rday will start off foggy, but once we kick up, santa rosa will have a spot on average day at 83. San francisco, 67. 89, livermore. 86, san jose. You can see cool at the coast and 70s around the bay. And then for those of you further inland, at least we dont see many 90s. Antioch has 91 tomorrow. I wanted to mention that for our futures and alejo are fairfield you are under a heat advisory until 8 pm on saturday. So lets take a look at future cast. Notice that marine layer is in the north bay and the east bay and write in San Francisco along the coast. As a clears up tomorrow, it is drifting to the south. And while it rebuilds a little bit, it pushes away and will give us a bit of a break. The cooldown will be nice and thats great but it also means we will see coastal wind and also wind and the north and east bay hills. It could have fire implications. So thats something to keep in mind. High pressure does build back in coas we get into tuesday and wednesday. We start to warm up yet again. A little cool down and break for those communities that think were tired of the 90s. No rain in the forecast anytime soon. Just a short little reprieve. Thank you. Just in time for the warmer weather. Santa cruz beaches are now back open to the public and earlier than expected. Health officials wanted to keep the beaches closed until after the july 4 holiday, but the Health Officer lifted restrictions because she says it is becoming impossible to enforce the closures and keep people away. It has become impossible for Law Enforcement to continue to enforce that closure. People are not willing to be governed anymore in that regard. And so we want to recognize that by removing that restriction. People are still encouraged to practice social distancing at the beach. Those who cant stay six feet away are required to wear a face covering. Moving out of the bay area. We will tell you about the study that shows the mix of this Global Pandemic and the a new report suggests that homeowners are looking to relocate because of the pandemic. Realtors are saying a Record Number of people have explored moving away from big metropolitan cities and into suburbs or smaller towns. We have the details on the reports findings. With the pandemic, it made us think if we wanted to be in the city. Were not able to go outside. My daughter has to wear a mask. Reporter tonya and her family moved out of their two bedroom across from twitter in downtown San Francisco and into a five bedroom home in napa with the vineyard. The pandemic was one of the main reasons. You can no longer enjoy the city and all of the benefits of the city. Theres not really a point to 24 7 are looking to leave for places like sacramento and nashville. New york, San Francisco and los angeles have the biggest net floor meeting more people looking to leave the new van. I think this makes total sense. There are people that have been cooped up in their homes especially in cothe bay area where 1 million only purchases a condo or a townhouse. Reporter people have left for less expensive places before and now renters are giving it serious thought. Many employers like twitter and facebook have remote work policies. Bay area residents make up the largest portion of migrants looking to sacramento. Sacramento, el dorado hills, far less money for a much bigger house and work from home. Reporter many of her clients are looking at what i am seeing from my standpoint is that a lot of people are looking at the smaller areas. But more for vacation homes. We are going to be able to have chickens. Reporter she feels that her family made the right move. Unsure how the pandemic will last we do not know how long this is going to take. We have no idea if there will be a vaccine soon or not. Reporter ktvu fox2 news continue controversy in nascar. Of racecar owner advertised a bubble rope and a social media marketplace.
