Also today the governor announced plans to provide vouchers and stipends for travel and shelter for frontline healthcare workers so they can stay closer to their patients, and isolated from their own families. The workers will be able to stay at nearby hotels which are offering the state deeply discounted rates. We will extend those deep discounts directly to our caregivers, and in other cases, for low income workers we will provide 100 reimbursements so that they are allowed to stay closer to their patients, and provide them the opportunity not to worry about being out of pocket or worry about exposing their ng in their car so they can stay closer to the needs in their communities. Governor newsom says so far 150 hotels have agreed to be a part of a bulk room purchasing program with the state of california. A deadly outbreak of covid19 at a nursing facility in hayward is being closely watched by Health Officials. So far six residents have died and dozens of others tested positive. Henry lee has more now on what is being done with the facility to try to keep the residents there safe. Many residents dont have the luxury of moving to another location so they are being physically separated from the people who are sick. The medical staff also taking precautions to care for the residents infected, or not. Im doing everything i can do. Six residence have died at this center in hayward, 24 Staff Members are also infected. They are okay, as okay as they can be, obviously. To make the nurss been hectic. Like a chicken with my head cut off. Even so she will fulfill her duties to care for the residents. Its a scary time for everybody right now, this is what we signed up for, so, you just got to do your job. Infected residents have been moved to one side of the facility. The uni city councilmember has her 85yearold grandmother here that receives roundthe clock care at gateway. A totally surprised me. I called my dad and he didnt know anything about it, and he is the guardian. Gateway reached out to the family on thursday and he says despite the deaths, his grandmother is staying put, she is healthy, but hardhave my hesitations to leave her there but right now this is probably the only option. Gateway has a history of Violations Including injured when a resident was not given an antibiotic ontime because a registered nurse was not on duty. There are also patients with used and disposable needles in an unlocked utility room. Understaffing and those conditions are related. They said they take these situations very seriously and has established a task force to meet these needs of the facility. I signed up for it but did not think i was going to be part of a pandemic. Unfortunately thats just the cards we were dealt. County Health Officials have been to gateway and are working with staff to make sure they have proper safety gear and the correct training. Alameda county is also investigating an outbreak at a nursing home in castro valley. Nine residents and 17 Staff Members at the east bay postacute center have tested positive. One resident mac is hospitalized. We are told the Staff Members have mild symptoms and are isolated at home. The u. S. Labor Department Says 6. 6 million americans filed for unemployment in the last week, that is a record amount for the Third Straight week bringing the total number of unemployed americans to more than 18 million. Reporter consider this, if you are over the age of 12, you would have been in generations that would have lived through two of the worst economies in american history. Astonishing, more than 6,600,000 new unemployment claims nationwide, almost 1 million of those in california. Weve never seen anything remotely, remotely, comparable to this. Labor lawyer says in just three weeks at the nation has seen more than 16 million new claims, thats about 10 of the entire u. S. Workforce. If this continues to last, looking for a job in this time with the economic applications that covid19 virus is having, will be really tough. California has by far sustained the largest job lead out. Weve had over 929 new claims filed as of april 4 editor to the over 1 million claims, so now we have over 2 million new claims filed within two weeks. The National State unemployment rates are now surely well over what they were during the Great Recession and many more job losses are coming. But he says we should not, and cannot wait for the virus to be totally conquered. We need now, to start looking for a plan here in california, start opening the economy, now. It would open a gradually phased in economy testing, social distancing and some residual he working at home. A period of months, perhaps even longer to get this economy restarted. Most workers ive talked to, want to go back to work. There still is some hiring on a places like amazon and Grocery Stores but the losses are far outweighing anything that is being gained. I wish we were talking under other circumstances. But we are just seeing these steep, sudden job losses week after week, is there any precedent for this, and how much worse do you think it gets . There is no precedent, weve lost about 10 of the workforce, its just an unimaginable number. I went back and looked and even during the Great Recession, the amount of job loss was just under 9 million, and all this is happening within a period of weeks so its really extraordinary. And as tom vacars story talked about, we are just getting crushed, and the number one area getting hit is hospitality, things like that. So, where do we see the unemployment figures going in the next couple of weeks, keeping in mind, as you just eluded to, it was only back in february where we had unlimited figures that were right around 3 in this country and things were just humming along. Where do you think we see those unemployment numbers going in the next couple of weeks and months . They will go higher, although you have to wonder how many more restaurant workers can be laid off, people that work on cruise ships or work for the airlines, because nobody is flying, nobody is going on a cruise are going to restaurant so there is probably a limit there where it will peek out, and the blazing as far as the combination of loans, grants that are being initiated by the executive branch, so the government is certainly supporting the economy as best it can in the sense that its adding liquidity to the system literally every day. They announced the 2. 3 trillion that will help Small Businesses, consumers, cities, municipalities. So everybody is trying. You talk about that too trillion dollar relief package that congress passed, but either some folks, some experts are saying some people may not even get those 1200 checks for potentially weeks or maybe a couple of months. We had the treasury secretary say that direct deposits could go out as early as next week, what is your sense, how long do you think it will take until folks out there who need the help will actually have the money in their hands . Actually, ive been very impressed, not only by what congress has done, but by what the feds have done. They announced another 2. 3 trillion effort, including 600 billion to the mainstreet lending program. They are making 900 available to consumers and another 500 million to cities and states through the municipality, liquidity facility. They are also doing things that are just not heard of, like buying the shortterm debt of cities that have a population of more than 1 million in counties that have a population of more than 2 million, they are also supporting the sba in the paycheck protection program. So they understand they have to get this money to the consumer and the Small Business and they are alluding to all of the really ugly headlines that created a bad backlash during the Great Recession. I think they are doing everything right, they are putting literally trillions of dollars into the economy and that will make a difference. They understand we have an a quiddity crisis and if you think of the economies like than engine, a quiddity is the oil of that engine. And they are making that available. We may not notice the difference for some time, but certainly pumping money into the economy has to help in some form or fashion. Joining is now to talk more about this process is a doctor. So 45 people are taking part in medical history, dave received their first shot, what will Research Teams be looking for . They will talk about the Clinical Trials but initially what we are trying to look for are symptoms and what we will use it all the population. Lets talk about the different phases of a typical Clinical Trial. Theyve mentioned that this is phase 1 and they received their first shot, what happens next . If we see the potential it is tested in animals, if it is safe and animals we move on to human subjects. So this is stage i, its a very small subset of the population made up of volunteers and we try to figure out, is this vaccine safe, doesnt seem to work, and what are the dependent side effects, if any. If everything seems to check out in phase 1, we moved to phase 2. And then in phase 2 we study the same thing, what are the side effects, and how are the volunteers responding to this vaccine that was given to them. Ultimately we moved to phase 3, thats when we have potentially hundreds, sometimes thousands of volunteers, and we are seeing how they are doing compared to other people. We are still learning, are there any side effects, and whether the benefits are outweighing the risks associated with side effects. The fda only licenses the vaccine if its safe, effective, and if nitely outwei associated how long does each one of these phases last . Of vaccine from start to finish before we can have 58 license can take up to 18 months. Phase 1 will actually last 14 months. I know that in this specific situation they are getting the second injection in may. The main culprit once again is this area of low pressure in Southern California. This continues to bring in the cloud cover into the bay area, and also as far as rain showers, mainly focused to the south. We will still hold on to that chance of a light shower or sprinkle in the bay area forecast for tonight but it looks like the main action south of gilroy and monterey bay. But we still have clouds, they are also starting to break up a little bit as well. Its been a stubborn cloud pattern all day long. Current numbers, most areas in the low to mid 60s. Overnight lows, some clouds to start off your friday morning and temperatures in the 40s to write around 50 degrees. So no big chances there, and heres the forecast models, still keeping clouds around for tonight. Then we will cloud things up first thing tomorrow morning. The worry is the fund will dry up quickly, already thousands of businesses have applied for the program to help them stay stable. It is forgiven if you use it for the purpose they give you, mostly payroll. Democrats shot the proposal down because they say it doesnt do enough. They want assurances that the program is helping minority owned a Small Businesses and they say this bill was not put together in a bipartisan way, rather was designed to fail. Speaker pelosi is working on a proposal that will add an additional 500 million to the act but she says mcconnell and republicans will have to work with her party if they want to pass anything. More and more bay area schools have shifted to using zoom videoconferencing to help with Distance Learning during this time but there have been some recent Security Breaches and some serious questions being raised about student privacy and whether it is being protected. Joining us now to talk more about these issues, is a security engineer at check point software. So you looked into your issue and you found there are in fact more cyber criminals targeting zoom right now, how are they hacking into the site and doing what they do . A lot of times, its actually a very easy hack for them because people are posting their zoom links on public facebook groups for example, or twitter. If you are not putting a password on they are or putting extra levels of protection, all the hacker needs to do is click that meeting at the and they can join the meeting. Sue has a lot of features built in that people should be taking advantage of to try to avoid the zoom bombing hacks. What are those features . Well, one that i ally for schools and other kinds to be private, is using only allowed finding features to join, this is a feature they have that makes it so that if someone tries to join your event and they are not logged into zoom with the email you sent the invite to, they will not be allowed to join the meeting. This makes it so that even if the hackers get a hold of the meeting id, they wont be permitted to enter. Anheature at zoom has is called waiting rooms. What this does, it lets you as the host manually except who gets into the meeting before the meeting starts. And so this way you have a little bit of control over who is allowed and who isnt. So if you are the teacher lets say, and you see a name of someone popping up that is trying into the meeting and you dont recognize them as a student in your class, you just dont let them in to that meeting, that makes perfect sense. Is there something inherent in the way zoom was designed that makes this application more susceptible to being hacked, or is it just because he the sheer numbers right now are off the charts with people using the app that we are seeing more of these Security Breaches . I think its more of the second. You have to understand, zoom was built for everything from private meetings to very public events, rate, companies that host webinars, and so at things becarid of a huge base of customers. So what is very important is that the users of the zoom, and you are right it is getting much more targeted now because of the uptick in users. Users need to understand what they can do to protect themselves and really take advantage of those features. Dont ever use your personal meeting id, always generate a new meeting for everything you want to do because it generates a new id every time you schedule the meeting. If you are using your own personal meeting id, it is the same one and makes it a lot more susceptible. Keep your zoom software upto date. Each update has vulnerability patches rolled into it, so that is really important as well. That is good information because ill been using the exact same id, im not sure if i should admit this on tv, but im sure a lot of people are doing the same thing, so that is very good advice, to switch up the id number. We have to leave the conversation there, some very helpful tips to try to keep us all safe and protect our privacy while using zoom during these very uncertain and challenging times. Appreciate it. You look at nitrogen dioxide emissions, tell us just how dramatic the dropoff has been. The dropoff has been really dramatic. Especially in areas of the west and in the urban corridor of the northeast. So looking at the washington and boston corridor, its been about 30 less then the average levels between 2015 and 2019. So you are really seeing kind of this, what these numbers explain to me is an unintended largescale airquality experiment going on. Where we see what happens when we shut down all the cars and shut down certain factories and our demand for electricity goes lower, people are breathing easier. I mean, you step outside in San Francisco and it just appears as though the skies are much clearer. With rushhour congestion virtually vanished in major big cities, you mentioned the areas where you are seeing these big dropoffs and pollution, are there other areas, just here in the United States, i imagine we are seeing this and other countries as well. We are seeing it in other countries, first we started looking at it in china, which is the most logical place. There were pretty strict restrictions they put in place which was a sort of the source region for the virus, and we saw a pretty significant differences they are. Then we saw a pretty significant see it across the United States. If we were to look in other places in the world that suffer from smoggy conditions, we would probably find them as well considering how widespread the stayathome orders are, globally. And we are seeing airquality indexes and other countries that are significantly improved from what they were before. And what is especially interesting is at the intersection we are learning between the airquality and the outcome and likelihood, if you do contract covid19, there was recently a study out of harvard that said basically if youve had decades of exposure to poor air quality, you are more likely to have the raised connection to better air quality and how well someone may in fact deal with having those covid19 symptoms. And they think its primarily because covid19 attacks the lungs. And longterm exposure to air pollution also impairs the lungs. And we are finding out more and more connections between certain ways that air ctors thi predisposes people to have a more severe case and an increased turnout of a poor outcome. For now, really most people in Southern California are looking at the mountains and more crystalclear views. People in Northern California the same, and people on the east coast are also noticing that this guy is clearer than usual and relatively empty of airplanes. People are not traveling so much, so there is a whole list of changes that we are kind of observing from space and ground observation stations that will continue to come out and analyze and tell stories with.
