Pushing to get the lower house of congress to pass that 2 trillion Economic Relief bill the Senate Approved unanimously yesterday. The president has offered his support for the biggest relief of his kind in american history. Nancy pelosi wants to send that bill to President Trumps desk as fast as possible. She wants the house to pass a bill by a voice vote. That would not record which way the house votes but it could get it approved despite some house members being absent after they tested positive for the coronavirus or they may still be in quarantine. House majority leader says that vote is likely to be tomorrow after legislative debate on that giant bill. Now ktvu fox 2 newss alyssa hairenton is joining us live also working from home to tell us whos eligible, to get something and bh people might be seeing that money after President Trump signs the bill. Good morning. Well, almost everyone is eligible. This includes seniors who already collect Social Security checks, veterans, even people who are unemployed. The only people who cannot get a stimulus check are those in the country illegally and anyone who can be used for deductions for another person. Now the amount you are eligible for depends on income. A person who filed taxes individually and made less than 75,000 can get up to 1,200. But the more you make, the less you get. Every 1,000 over 75,000 reduces that check by 50 until it finally reaches zero for someone who made 99,000 in one year. People who filed jointly can get up to 2,400 plus 500 a child. Head of house holds are eligible for 1,200 and 500 per child. The Small Businesses like the Walnut Creek Yacht Club are hoping it will provide some relief. The bill would provide more than 300 billion in aid for Small Businesses mostly in the form of loans so they can continue making payroll while workers are forced to stay home. The yacht club has been in walnut creek for 23 years. The shelterinplace order forced the owner there to lay off 45 employees. Reporting live im alyssa harington. Ktvu fox 2 news. Thats likely because of fears about the unemployment report that will be coming out at 5 30. Its expected to show that millions of new jobless claims were filed last week. The markets were mixed at the end of trading yesterday. There was a selloff after the senate vote on the largest economic stimulus package in u. S. History was temporarily delayed before the closing bell. The dow and the s p 500 ended the day with gains. The nasdaq was down slightly. Our time is 5 04. Students at Public Schools in six bay area counties will be out of school at least until may 1st. The offices of education for alameda, santa clara, marin, contra costa, san mateo, and San Francisco as well as the city of berkeley agreed on that date and they made an official announcement. Officials say that date may even be extended, but they wanted to let families and educators have a certain time frame to work from. Knowing that this time is extended a little bit gives them a little more runway to make some more long term plans and i think everybodys prepared to deal with whatever comes whenever it comes. Now, the governor has warned the rest of the school year could be lost. However, the schools say theyll still provide Online Learning programs as well as school food programs. Pam. Well, we are learning more about the deaths of two passengers who contracted the coronavirus on the grand princess cruise ship and later died. Now the health and Human ServicesDepartment Says they were both men in their 60s. One went directly to the hospital, the other was quarantined at Travis Air Force base. The first death occurred last saturday, the second on monday. The grand princess docked at the port orford of oakland this month. 103 tested positive for coronavirus. Now, there are 1,181 coronavirus cases now here in the bay area with 27 deaths. Santa clara, San Francisco, and contra costa counties all saw more than 20 new cases in the past day. Santa clara county reports 84 new cases raising its total to 459 with 17 deaths. Governor newsom says california is sharply increasing the number of people getting tested for the coronavirus. Nearly 67,000 have now been tested. Thats more than double the number since tuesday. Newsom says testing will expand even more as medical facilities get additional kits and more labs start analyzing them. Now, the family of a south bay woman who died from the coronavirus is now warning others of the severity of the illness. Now, the family of 65yearold Arcelia Martinez says she was devoted a mother, a wife, loved her job as a cashier at food max. She was also a grandmother. She was feeling fatigued before she was eventually admitted to Oconnor Hospital on march 14th and she died one week later. Her family says she was diabetic. They do say they want other people to take this virus seriously. Now, no other family members have tested positive for covid 19 at this point. Food max called martinez a well respected and beloved member to the team. The store is reopening today after being closed for extensive cleaning. Pam, thank you. Time is 5 07. Many bay area communities taking action now trying to protect renters facing Economic Uncertainty right now. Courts in San Francisco, alameda, contra costa, and santa clara counties are delaying eviction hearings. And sheriffs offices in alameda and San Francisco say they will postpone executing evictions. Governor newsom issued an executive order allowing local governments to stop evictions. San francisco already laid out its rent moratoriums guidelines for people affected by the coronavirus. And a tenants rights lawyer explained exactly what that means. Because of the coronavirus, you either are hospitalized. You have mounting medical bills related to your hospitalization or family members. Youve lost your jobs or your hours have been reduced. Now, some groups also want rent freezes. One San Francisco landlord we talked to said he supports the idea of no i convictions, no late fees and deferring the rent, but says he needs guidance from city or state leaders on what he should do about paying his mortgage if hes not generating income from his properties. Some 200 state chartered banks and Credit Unions have committed to the state of california that they will provide for baerns on closures and for mortgage payments. Five National Banks are also offering some help. Wells fargo, citi, j. P. Morgan chase and u. S. Bank agreed to a 90day grace people for people affected by the outbreak. Bank of america is offering 30 days and says that may be extended. Real Estate Agents say the coronavirus is changing how they do business. Now theyre seeing a sharp drop in the number of people going out looking for homes to buy. And the shelterinplace order makes house tours impossible. So theyre using video tours instead. Its all adding up to a market that tips in favor of people who are ready to buy now. New this morning, San Francisco firefighters say one person was hurt overnight in a fire near the tenderloin. It was at a building on golden gate avenue in jones. A building with a two story parking garage. The victim suffered moderate injuries and was taken to the hospital. There may be at least one other minor injury. The fire started at about 2 30 this morning. It is still under investigation. Well, Bay Area Police officers are essential workers which you know they cant stay at home. That means more and more Law Enforcement officers are testing positive for the coronavirus. In the bay area, the virus has now infected at least eight agencies. Among the most recent infections, a San FranciscoPolice Sergeant who works with the special victims unit at the hall of justice. They may be asymptomatic right now. Our biggest frustration right now is trying to get our members tested in a timely manner. Now, as these tests continue, some agencies are minimizing contact with the public. Other cases outside of San Francisco include five santa clara sheriffs deputies, three Oakland Police officers, three santa rosa officers, a reserve San Jose Police officer, a santa clara officer, and an officer in vallejo. A gate agent at Oakland International airport has tested positive for the coronavirus. Airport Officials Say the gate agent last worked on sunday at terminal 2. Now the airport closed all of the gates that the individual worked in so they could be disinfected. They will also clean the other areas the gate agent visited including the restroom at the terminals baggage claim. Muni Officials Say one of its employees contracted covid 19. The employee tested positive earlier this week but did not release any other details. Union Officials Say it was bound to happen and ask to push more protections for their drivers. Employees say they want more protections including limiting the number of passengers on a bus. The agency addressed some of the drivers concerns by installing protective operator barriers on the entire fleet of buses. Barts general manager says that money will help make up for some of the steep losses in revenue brought on by the coronavirus outbreak. Senate passed a huge 2. 2 trillion Coronavirus Response bill, one that includes relief checks for most americans. As doug luzader tells us now, it moves to the house for another vote. Reporter well, this is the largest relief bill of its kind in u. S. History for a nation that desperately needs help. The scenery is still beautiful, but like businesses everywhere, the nations ski resorts are grounding to a halt. Lifts and workers are both idle. You know, im just out of work. The bill is passed. Reporter help is on the way. Late last night, the Senate Passed the largest bill of its kind ever, more than 2 trillion in relief. Money for most americans. 1,200 for adults. 500 for children. Phasing out at thien 9,000. Theres money to help Small Businesses survive, to sure up the nations hospitals and other initiatives to help the spending gap. Reporter getting there wasnt easy though and House Speaker nancy pelosi will have to try to get this through the house without calling all of her members back to washington. Reporter President Trump offered his support hoping to get the economy back in action while one of the nations top disease experts cautioned that this virus could keep coming back season alley. A lot of people have questions about those direct payments to americans like whos eligible, how will the government find me. We do have some answers. The bill makes it clear everyone is eligible including people on Social Security. The income levels will be based on peoples tax filings for 2019. But if if you havent filed yet, then your income level from 2018 will apply. The payments will be made via direct deposit to an account that the person has authorized for tax refunds or federal payments on or after january 1st, 2018. January 1st, 2018. A notice will be sent out to the persons last known address within 15 days of the payment telling them of the method and the amount of the payment. As we know, many people in the Restaurant Industry have been hit hard by this shelter inplace order by the governor. One popular Seafood Restaurant in the east bay had to layoff more than 40 workers. The yacht club owner sent them home with their final checks. The owners hope that will be enough to keep the business afloat. Now, he says he hopes the federal stimulus bill can provide some real help soon so that he can keep making payroll for the workers who are being forced to stay home. New Research Offering encouraging words for scientists working on a vaccine for the coronavirus. Scientists at Johns HopkinsUniversity Say the virus is not mutating a lot. That stability means the vaccine will likely give long lasting protection. The Early Research shows it looks the same everywhere its appeared and theres no evidence some strains are deadlier than others. Time is 5 36. Concern rising in louisiana where the number of people testing positive for the coronavirus is increasing rapidly. Louisiana governor John Bell Edwards says the Current Trends will overwhelm new orleanss hospitals by early april. President trump approved his plea for a federal disaster declaration. One possibility for the cause of those high numbers mardi gras celebrations back in late february. I happen to believe with people coming from all over the country and all of the world into new orleans, that a fair amount of coronavirus was seeded in that area. Now, the state of louisiana is sending extra ambulance teams to new orleans where more than half of the ems employees have been exposed to the virus. The National Guard is also running several drivethru test locations. And nationwide, the United States now has more than 69,000 confirmed cases of coronavirus. And topping the list with almost half of the cases in the country, new york at 33,000 followed by new jersey, california, washington state, and michigan. Pam. Well, the health and Human Services department is confirming the deaths of two passengers on the grand princess cruise ship. Both were men in their 60s. One died last saturday, the other died on monday. There are now 1,181 confirmed coronavirus cases in all in the nine bay area counties. 27 people have died. 17 in santa clara county. And 5 in san mateo county. A somber message from an executive at Kaiser Permanente hospital in san jose. He did not go into specific numbers but says almost half of the patients at the hospital are now infected with the coronavirus or suspected of being infected. Kaiser has been forced to boost staffing. Tents are set up outside the emergency room to screen any of the incoming patients. And the San Francisco city run atla honda hospital is under lockdown this morning. The fifth staff member has tested positive for the coronavirus and a second unit of the hospital is now closed off. Now, investigators do not know if the staffers were infected at the hospital or elsewhere. Administrators say 15 patients have been tested so far and there are no positive cases. The virus is a deep concern at this hospital since the majority of the patients are seniors. San francisco also working on plans to handle a surge of people infected with the virus. A new floor in st. Francis hospital just opened. Its dedicated to treating up to 40 coronavirus cases. The citys Health Department estimates San Francisco will need 5,000 more hospital beds and 1,500 ventilators. Public schools in six bay area counties will stay closed at least until may 1st. Alameda, skoifrj, marin, San Francisco, sean mcdermott, and santa clara counties as well as schools in berkeley agree to that extension and they may stay closed even longer if they have to. Many of the schools will still provide Online Learning as well as free meal programs. And the east Bay Regional Parks district is closing more than a dozen parks as well as parking lots. They want to prevent the coronavirus from spreading. Park rangers said a lot of those areas saw a lot of visitors last weekend and many of the people were ignoring social distancing guidelines. Among the closures are the parking lot at the crown beach in alameda. And the parks at sinole regional wilderness as well as the tillden botanical garden. They want to cut down on the number of visitors at the beach. Big crowds flocked to parks and beaches last weekend. Pam. All right. Speaking of the parks and beaches, we are supposed to stay away. We have breaking news now. The Labor Department just released the report on unemployment claims for last week. We knew the numbers would be big. Ktvus allie rasmus reporting from home right now. How big was it . Nearly 3. 3 million americans filed for unemployment claims last week. That is more than quadruple the previous record set in the u. S. Back in 1982. Even before this report came out, we had a sense that things were going to be pretty bad. Governor gavin newsom estimated that as many as a million californians filed for unemployment claims since march march 13th. So a million at least of those 3. 3 million across the country in california. Now the bay area was the first in the nation to enact a Community Wide shelterinplace order. That of course led to the closure of hundreds of thousands of businesses and people immediately began filing unemployment claims after that. The governor says the stimulus package passed last night by the senate will provide help for some. The state provides about 450 a week in Unemployment Insurance and now the federal government would add an extra 600 a week to that. But the governor said californians will need more help in the days and months ahead.
