blocked off and they have been out here four hours a. they did capture the fugitive with the help of the canine. the police were out here and tactical gear with a helicopter overhead and neighbors were told to stay away. we did see a few people return home but the police are still out here and have the neighborhood blocked all. the suspect is at a hospital being treated for injuries due to the canine bite. the police have not said what the person was wanted for or what exactly happened on the street that kept them out here for hours. you can see there's still work they are doing. we have seen them collecting evidence with a lot of vehicles. when we first arrived at 4:30 this morning. the police have been slowly leaving the scene. we will check to get more information later today. elissa harrington, ktvu fox 2 news. the santa rosa police are investigating and overnight shooting at the olive street park. the police responded at 11:00 last night and found a man with a gunshot wound to the leg. detectives searched the scene but did not find a gunman and the victim did not have much information on the attacker. he was taken to the hospital and expected to recover. two men are in critical condition and san francisco after hit-and-run crashed and they did arrest the driver suspected of hitting them at mission and 23rd street just before 4:30 yesterday afternoon. the driver was speeding down 23rd street just before the collision. witnesses said that the car sped up turning onto mission, hit the pedestrian in the crosswalk and slammed into a bus that was allowing passengers to get off. >> the bus when across the intersection and struck by the driver and it quickly went out onto the sidewalk. it mowed down the people coming off the bus. >> one woman was slightly hurt but only needed medical treatment at the scene. the witnesses said the driver sped away but the bumper fell off of his car so he came back to the crash scene. he was detained by the police and passed a field sobriety test. he was arrested for leaving the scene of a crash with serious injuries as well is running a red light. a woman in her 80s died and the numbers from china are raising more doubts on the reliability of the data and testing method. china announced that the problem is at the center of the disease is revising the way they make the diagnosis which is leading to significantly more confirmed cases. the death toll is close to 1400 with over 60,000 confirmed cases of the coronavirus, 15,000 more than yesterday. several political leaders have also been fired. a second american evacuated from china tested positive for the coronavirus and flying from wuhan, china to miramar at san diego last week. the person is being treated at the uc san diego medical center. the first american evacuated also went to miramar but the cdc said that the two patient arrived on different flights and never met. a palo alto woman and her 15-year-old daughter are finally home independently in a small space at a small dollar. these are very economically possible to billed in a short time. it is with limited skills, and to get it done and to provide it without having an incredible overhead like you would have running a shelter and to provide a permanent solution to the situation. >> reporter: tell us what these homes have and how they're different from the cabin communities and other cities in the bay area. >> there only 153 square feet but they have their own kitchen, bathroom, living space, bedroom area, heat, tv set. everything a normal home would have and state-of-the-art house that is shrunken down to 153 square feet. >> reporter: maybe we can get a closer look inside. it looks like they finished cleaning up this went as we take a look in. it has a porch light so it has electricity. let's step inside so you can see. it even has a ceiling fan and futon that folds out, a couch to a bed. it has a countertop with burner and bathroom with a shower. following a 10 hour standoff that started at five yesterday. the fugitive was taken into custody around 3:00 this morning but the police did not say why they needed to arrest him. ktvu elissa harrington is monitoring the scene and will bring an update in the next half-hour. a number vote attack happened at 6:00 monday night approaching the lake merritt station in oakland. the victim said that a man asking for directions and hit him with what he thinks is a bike lock. the attacker has not been found. fewer people are riding bart on nights and weekends and we have more from the newsroom with the numbers with christina rain don't and the possible reasons. >> bart has lost nearly 10 million passengers over the last few years and the trains always busy during the peak hours. it's the night and weekend trips seeing a major decline in ridership. the chronicle said a survey of 662 passengers showed the crime, dirty trains and stations with limited services the reason people do not ride the trains. last year more than 53 million people road bart, down by 62 million roughly in 2018. they added the bart ambassadors to patrol the trains and stations in the afternoon and nights honoring former first lady michelle obama and the woodrow wilson school will reopen as the michelle obama and elementary school. this for comes ahead of the $36 million plan to rebuild the woodrow longtime ally of president trump. president trump said he never spoke with attorney general william barr about a sentencing recommendation for stone but let him be known that he thought the 7 to 9 information about the overnight standoff in the city of san jose and the police captured a fugitive hiding in an east san jose neighborhood not far from the raging waters amusement park. we are live at the scene with a new account from elissa harrington. >> reporter: good morning. i am on vista verde drive. this is the house where the suspect was found under this morning. what i'm learning from neighbors and family members is that the police set off teargas and you can see the homes side by side and they went into one house first and set off the teargas. they went to the home next door and did the same thing. they sent in a canine which is where the suspect was found. the suspect is being treated at the hospital with non-life- threatening injuries. the home he was found in the longs to his father and stepmother. the police will only say that the man was wanted for a homicide. when i spoke with family members this morning they said that was news to him. they said they don't know what he did or when that may have happened. the police came out here yesterday afternoon and blocked off the street and would not let the neighbors that live here, home. the people that were at their homes were told to stay put. i spoke with one neighbor this morning and she talked about what that experience was like. >> they laid off teargas or something in it was a lot of smoke from a gun. and i stayed in the house for another hour and they came to knock on the door and told me that i had to leave. i could not get to my car. i went up the street and stayed with a friend, and spent the night there. >> reporter: the standoff lasted for hours and the s.w.a.t. team was here with the helicopter flying overhead. they used many different tactics to try to get the man outside of the home. the canine was able to take him into custody. you can see investigators wearing white suits going in and out of one of the homes where they set off the teargas. they are wearing those suits because there is gas in the air and have to protect themselves but that person was taken into custody just after 3:00 in the morning. his name is not been released. the police will release more information later today. i can tell you that vista verde drive is still closed off to the traffic with the tape up. they are turning people away. elissa harrington, ktvu fox 2 news. santa rosa police are investigating and overnight shooting at olive street park. they found one man with a gunshot wound to the leg. detectives searched the scene but did not find an attacker. they did not have much information on the person that hurt him, and he was taken to the hospital but is expected to recover. a suspect is in custody after a crash at mission 23rd shortly before 4:30 yesterday afternoon. the driver was speeding down 23rd street moments before the collision. witnesses said that the car accelerated turning onto mission street, hit a pedestrian, crosswalk and slamming into a bus letting off passengers or >> the bus when across the intersection and was struck by the driver and it quickly went up on the sidewalk. it mowed down people coming off the bus. >> i woman was slightly hurt but only needed medical attention at the scene of the crash. witnesses said the driver raced away but eventually returned to the crash site. the police retained him and he did pass the field sobriety test. he was arrested for leaving the scene of the crash and running a red light the first coronavirus death with a woman in her 80s raising concerns about the reliability of the china data methods. the providence community of tiny homes open its doors to the new residence this morning and we have ktvu allie rasmus live in castor valley to explain how this program works and who will benefit. >> reporter: good morning, gasia. the goal is to provide traditional housing for those that have been homeless, living in shelters or in their vehicles. this is a new tiny home community at the parking lot at the first presbyterian church in hayward at castor valley. let's go inciting take a look at this tiny homes. only 153 square feet with six of them on the church parking lot. this is tom fleming who designed the homes and what was the most important things to include to make this feel like a little home? >> we wanted to make them have everything you would need to live independently and these have their own bathroom and their own kitchen so that people can prepare their own meals, get ready for work and have a safe place to sleep at night. they can lock up their positions without worrying about people stealing them, etc. >> reporter: the bathroom and plumbing makes this different from other cabin communities. >> yes. these are set up so that someone can live without supervision necessarily, as you would have in your own apartment. >> reporter: how quickly can these be constructed, and what do they cost? >> these were built in the parking lot in livermore and it took about six weeks to complete the units, and four weeks to do the foundation and plumbing. the cost abruptly is about $65,000 or $70,000 if we just bought everything. a lot of this was donated, and a lot of the time and materials was donated by the local building trades. even at that price, it is maybe 25% of the cost it would be to build supportive housing like in san jose, for instance. >> reporter: that has tom fleming, the designer and builder with the nonprofit group, lifeline housing. they have the grand opening ceremony they will have at 9:00. that will be when the first six residents will move into these tiny homes. at a commute and what grade would you give this morning commute? >> it is not graded on a curve so i would give it the c on average. it has kind of improved since earlier this morning when we had more difficulty. let's go back to highway 8 4 which is slower than normal. so we 680, however, 80 is average. we do have some improvement. on the richmond bridge into moran it looks okay with an average commute. we have back and forth traffic. 880 northbound is slowing down. if you are used to the slowdowns and you commute you will see them this morning across the bridges and in the hilton valley. police firing tear gas in the neighborhood and officers focused on the house next door were the canine unit help to take the suspect in custody. they say the future was wanted for homicide in we have station in oakland. the victim said that the man asking for directions and hit him with what he thought was a bike lock. the passenger was treated for non-life-threatening injuries but the attacker manage concerts, sporting events including the nfl games. the city is accusing the 49ers of siphoning off over $800,000 in sponsorship deals and revenue over the last few years. >> you can terminate for misappropriation, willful misconduct or misrepresentation or fraud. >> the 49ers responded saying the city is retaliating against the team for working to defeat measure sea c. the 49ers say that the santa clara leaders are on a heavy political vendetta against the team. the board of trustees for the evergreen school district will vote on whether to close two of the schools. last month the superintendent accepted the recommendation by the district school consolidation advisory committee to close the laurelwood and dove hill elementary schools at the end of the academic year. the district says they are facing a $12 million deficit and declining attendance. the woodrow wilson elementary school will reopen as the michelle obama elementary school. the school board unanimously approved the change last night just ahead of the 36 main dollar plan to rebuild the woodrow wilson elementary school. they can back away from president wilson that let federal agencies segregate their and some drizzle. we could use some rain but nothing anytime soon for sure. the rainfall deficit, and falling. the good news is that the reservoir levels are still in pretty good shape after the last year which helps. as far as the rainfall goes, we could use 6 inches for the month of february, average for santa rosa. 4 1/2 inches for santa rosa and 3 1/3 inches for san jose. this dry forecast is separating the wholesale business into a commercial bank and investment bank. wells fargo will split the consumer bank into two units. one will focus on branches and small businesses, and the other will handle consumer lending. this is the first major structural change under the new ceo and the first since the fake account scandal from 2016. valentine's day means an influx of flower imports from backed up for 25 minutes. it is 8:45. mainly a low cloud deck with a few locations that have a little bit of fog including livermore and santa rosa. lease is up and says it's time to wash the car, plant the flowers, put away the skis and break out the boats, whatever works to break this pattern. i agree it is a very dry pattern and we do need the rain but not getting any rain. very dry this weekend and probably next week as well. there's nothing that says that the rain is on the way. it could change but i don't see anything right now. we do have a big fog bank impacting the city with the high 58 and low of 50, an average of 60 and 48 with below a little bit. the city of 50 degrees with barometer rising to 30.11. 50s on a lot of the temperatures with a few 30s to the north. the onshore breeze the south wind, maybe a west wind at the oakland hills, berkeley hills and even at the delta. with that in place it is a dry but cooler pattern. this fog returns with the coastal variety and
