chairs were supposed to send in results using apps but no one was given training on how to use the app. when the precinct chairs tried to call lynn by phone instead they could not get through to anyone. somewhere on hold as long as two hours. the party leaders say the app problems and not due to hacking or intrusion but offered no other specific information on what went wrong with the coding
