Counties across northern and Central California will have their electricity shut off as a precaution starting just after midnight. Nearly 800,000 customers will be affected overall. Pg e is warning the people who arent in the shut off phone could still lose power because of the windy conditions. Lets take a look at the planned power shut off by numbers. As you can see the most affected area is Sonoma County with more than 66,000 being told they will lose power. The number of outages in marin county has not yet been announced. It is important to remember that not every customer in each county will experience a blackout. Henry lee begins our coverage and he is live with more on what the city and residents are doing to prepare for this. Reporter thousands of residents here could have their power cut off as early as midnight. Many here are getting ready and city officials are warning people that this power outage could last for days. Power will likely be shut off for thousands in Alameda County alone including in the Oakland Hills because of red flag weather and high fire danger. It is an unprecedented move. This is the first time we received notification of a planned power outage. I will say it is good to have some warning rather than a warning. Reporter it could take up to five days for pg e to get the power back up which the mayor said would be devastating. Five days without electricity is unacceptable for our community. There is a possibility they could restore power sooner. That depends on how quickly they can get out and inspect lines and insure they can re energize those lines. Reporter the Oakland Police chief said the department is beefing up its ranks. All sworn officer days off are canceled. Starting this evening at 2 am we have assigned our entire Investigative Team will be in uniform. Reporter 12 schools in oakland are closed. Grass valley, howard, parker, sequoia and fruitville elementary. Elmhurst, tarte middle school, guideline, and bay tech. It could affect about 5000 students. We are going to have to find other ways to do it. That is a lot of students. I like that pg e is being somewhat proactive. Reporter mike remembers the Oakland Hills firestorm well. His neighborhood wasnt affected but he doesnt want a repeat of that ordeal. Im getting alert but i dont know if they will turn off the power or not. I would not be happy if they turn it off for five days. That would be a big problem. Reporter this afternoon there might be more than 12 schools that could be affected or closed. That is all evolving. District officials tell me parents will be notified directly if the school is affected. As far as homes are concerned, you can go to pg e. Com and punch in your address to see if your home will have an outage. Be patient because everyone is trying to get onto the website. It might take some time. Live in the Oakland Hills, henry lee. Couldnt help but notice where henry lee is that the winds are not too bad. Im seeing a light breeze over the hills. That will begin to increase as we get into the evening hours. I have fast forwarded into tomorrow morning at 5 am when the advisory moves into place. Northern areas of the Central Valley are looking at a little bit of wind. It will turn breezy for us. It is into the second part of the afternoon and early evening hours. Tomorrow evening right about 8 pm we have a wind across the entire bay area. The strongest over our hills. Napa reporting winds of 34 miles per hour. The shades of red, pink, and purple are 4050 mileperhour winds. As i move into thursday morning the winds continue. It takes until thursday afternoon before the winds died down. That is when the advisory is in place. It starts early tomorrow morning and goes until thursday afternoon. It starts a little later in the Santa Cruz Mountains and will and a little sooner. I also want to point out notice how widespread it is. This advisory goes from northern parts of california near reading all the way over toward the sierra foothills. And stretches back to the bay area. Some of the strongest winds we have seen in years and so widespread. It does cover a large portion of the state. That is something that cal fire is obviously monitoring very closely. We have the division chief here with us. As rosemary was mentoring we havent seen this type of scenario in a long time. This is a widespread event and it is being compared to the october 2017 fire season in the north bay. Of wind we are looking at. That means there is a huge contingent of resources being put in place across the region to ee the power goes out and the wind starts that we have a lot of firefighting force on the ground. I can help but notice that some of the strongest winds will come wednesday evening. For folks that are within the advisory area, before they go to bed what should they be aware of . That is the most important question. A couple things we recommend. Have a full tank of gas in your car and back your vehicle in. Have a bad with the stuff you want to take with you should you need to get evacuated. Those things include prescription medication, paperwork that you may need to grab. The other thing that is important is to remember who is in your community. Is there a neighbor who needs more time to evuate. Elderly or someone with a sability. It is that neighbor helping neighbor mentality that we want to ensure everyone understands. In those moments when evacuations are called it is critical we get out as soon as possible. We are talking about widespread outages. So many people will have no power whatsoever. At the same time these outages are being done to try to reduce the risk of wildfires. Not all wildfires are sparked by power lines and equipment like this. What is your warning to people about not letting your guard down with this kind of windy weather . About 95 of all fires in california are caused by some sort of human action. A part of that maybe powerline, but most importantly it just means in this moment we need to be extremely careful when we are outside. Whether in a vehicle, doing work in the yard or anything that has the potential to cause fire. These conditions are no joke. The red flag warning really means if a fire does start, it will get extremely large extremely quickly. We were talking and this power shut off does not eliminate the threat of a wildfire. It just takes some action to try to prevent fires from being sparked by power lines. Edison international in southern california, gusty winds going to affect that area is also warning about the potential of outages. What is cal fire doing to staff and get ready for this event . There is a lot that goes on behind the scenes. Both at a state, regional and local level when it comes to Emergency Response preparedness. We have brought an extra fire engines across the northern part of the state. More staffing and Logistical Support and chief officers. Recalling people to get on fire engines. We hired additional helicopters that are staged in livermore and sonoma. A night flying helicopter in sacramento as well as bringing in Partner Agencies to pre position. This is all in an effort to make sure that when we do get a start that occurs we get enough of the initial resources on it as possible so we minimize any potential that may be out there. We were talking about 800,000 people impacted by this safety power outage. What you think needs to happen to reduce the number of people impacted by these outages during future red flag warnings . I dont want to speak for pg e because they have their criteria that they use for these situations. I think what is most notable about what we are looking at over the next few days is the scope of this. That is a large number which indicates that this is a large, widespread event. I think they make their decisions based on their criteria. We prepare based on the weather as well. I think the take away from this is this is a largescale event that we are looking at. It is not a few thousand customers in a small area. It has potential for fire across a number of counties. What makes this interesting is we are not talking about intense heat. It really is a wind driven event. When it comes to the widespread event that we are talking about, there are so many areas that years ago or a decade ago were remote areas. And now you have cities and population there. I dont for see that changing anytime soon. I dont know if there will be a different way to handle such an event, what do you think jonathan . There are so many dynamics at play right now. Theres the climactic art of the equation. The human part of the equation with where and how we live. And all of this comes true fruition or a big jumble when we have these large wind events. The data shows that the largest, most destructive fires in california happened during offshore wind events. That is what we are looking at the next few days. Two years to the day from the tubs fire that broke through santa rosa. Cal Fire Division chief, we appreciate you coming in. Take care. So many people out there trying to figure out if their home or business is going to have the power shut off and the pg e website has crashed as a result. On twitter the utility apologized for the outage. They say they are working to restore the website and at last check access to the site was basically hit or miss. It goes to show the demand for information regarding the Power Outages. Lets go to pg e headquarters in San Francisco or the decision was made this afternoon. Christian is live with more on the timing of the outages. Reporter we are here at pg e headquarters in the Operation Center watching as they came to the decision to do the power shut off. In the last 15 minutes we were able to confirm through pg e that they say the way the shutdowns will proceed is after midnight they will start in the north bay and progress their way south. Of course they say that is if the way the weather is moving. A lot of this is variable and depends on weather patterns. Marin county added to that list of counties that are going to be impacted by this powder shut down. Some 800,000 customers around the state are going to be impacted. Pg e made this official this afternoon around 1 pm saying the power shut off would impact portions of 34 counties affecting some 800,000 customers. Pg e saying in that email they are turning off power in some areas as early as wednesday after midnight. We confirmed a few minutes ago that the shutdowns will start in the north and move their way to the south. We got a look inside the Operation Center where they have been monitoring weather conditions anticipating wounds from 4050 miles an hour with gusts in 50 to 70 miles. It can bring down tree limbs, damage powerlines and whip up fires that are sparked. The Power Company telling customers that are impacted to plan on being without power for several days. We need to wait for the weather issue to resolve and once that is completed we need to go out and inspect the lines visually. We will have approximately 700 people standing by to go through and inspect those lines as well as 35 helicopters. Reporter we are on standby waiting to hear from pg e to get more clarity and detail on what communities are going to be impacted by this power shut down. We will continue to stay here at headquarters and monitor development here and try to get back inside the Operation Center to see how things are developing. Live in San Francisco, ktvu fox 2 news. At this point do we know if pg e has notified every customer whose power is going to be shut off . Reporter every customer, it is hard to say. Talking with her spokespeople they said they have been working for the last 24 hours to get word out to potential customers. Just in the last couple hours marin county was added to the list. This morning we heard that marin county and San Francisco were the only two that would likely not be impacted by this. Then marin county folded into the list of counties going to be impacted by the power shut down. At this point they are working to try to get word out to every person they can. They are going to try to go door to door if their customers they cant get a hold of, they might be trying to physical going to knock on doors and give them tips and advice on how to last throughout the couple of days. Thank you. Bart said trains will continue to run despite the planned Power Outages. Officials say they dont expect service to be interrupted because they can pull power from other parts of the system to make sure that trains continue to run. All bart stations already are equipped with emergency Lighting Systems that run on backup power. The agency has also placed portable generators outside some east bay stations. Airport Officials Say crews are busy making sure that fuel is stocked up and generators are ready to go. We could look at generators running for a number of days. However, the situation is unprecedented. We have never had to plan for a Power Outages for up to seven days. Airport Officials Say they expect business to run as usual but travelers should run ahead and give plenty of time to check in before their flight at Oakland International airport. Officials have plenty of backup generators to make sure that operations run smoothly. Yesterday well into the 70s. The day before that into the 80s. The inland cities are taking a little while longer. Santa rosa at 79 degrees. Yesterday topped out in the 80s. Still a warm one at livermore. San jose at 82. We had the fog return to the coastline this morning as expected and the onshore breeze with us as well. Heres a look at the 24hour temperature change. Down by 11 in santa rosa. A few degrees down in livermore and san jose. As we roll into the next several days temperatures are going to remain status quo. Temperature wise going to be pleasant. It is the dry wounds we are concerned about. Here is a northwest breeze at 14 miles an hour in oakland. Coming in from the south noticed the arrows under those numbers. That flow coming in from the west and northwest. More than a humid flow. That will turn around and it will come from the north, northeast and that is when we have our highend fire concern. We have a lot of cloud cover overhead. Mid and highlevel clouds in addition to low clouds over the coastline. This is the system in here that is dropping our temperatures first and kicking up our wins by tomorrow morning. That advisory will last as we talked about into thursday. It is not just for our hills this time around. In includes northbay and east bay valleys. Wind gusts will pick up about 5055 miles per hour. Notice our temperatures dont change a lot. We have flashlights, that is important. Do not use candles. Use a flashlight. Extra batteries, you always need extra batteries for your flashlight. We have drinking water, it is important to have some drinking water. Three gallons per person per day. And we need to be planning for seven days. Better to have more than less. That is for everyone in your family. What else is in there . A charger for your phone. People use their phone all the time now. It is important to charge everything now and get everything charged up while you can. It is interesting you said that. I remember the fires two years ago and i was trying to communicate with someone in that area to make sure that they were okay and their phone had died. They didnt think to charge it. They didnt think they were going to need it so that its really important to have your phone already charged and also a portable charger so you can stay connected. Or when you can use in the car. The other thing we dont always think about is the radio. This is a battery radio or a crank radio. You need to have one or the other. A first aid kit. When you are talking about a firstaid kit, a lot of folks have medical conditions. They have special situations. Maybe they have breathing machines, what are some of the medical situations you would recommend people plan ahead for . If you have any equipment needs that are battery operated or electric operated to make sure you have a plan for those. Contact your Healthcare Provider and ask what they recommend. Also medication. Some people have to have medications that are refrigerated. Call and make sure you know what you will need from your Healthcare Provider. You guys are great about spreading the word for all of us to be prepared. What else is the red cross doing to help those communities that are going to be affected . We are talking about an awful lot of people that are going to be without power potentially . The biggest things we are doing is make sure people are prepared and know what they need. We are preparing for the wildfires that could happen because that is our response to those. We will support as needed. Obviously pg e setting up Service Centers for folks but we will be there. We were in the Emergency Operations center and we will make sure we are in step with we know you will be very busy. It is always nice knowing the red cross is there in times of need. I want you to look across the plaza and you will see a fire truck had pulled up and a few people gathered for a 5 pm remembrance of the twoyear anniversary of the tubs fire. This twoyear remembrance is being overshadowed by the possibility of a Public Safety power shut off. Coffey park will rebuild that it will never be the same. No one will ever forget the color of the sky after that fire. The orange sun and the masks that we were. Reporter chris was mayor of santa rosa serving before and well after the firestorm. I learned what it was to be a mayor. To be needed to do that job and i was proud to do that job. I feel lucky to have been in that position at that time when it was needed so badly. Reporter still serving as Sonoma County supervisor, sherry was a supervisor during the tubbs fire. There is hope and rebuild that theres a lot of recovery to be done. We are not just recovering homes but life. Reporter the Burbank Center for the arts was partially burned and is now the location of a permanent memorial to those who died in the fire. Nine santa rosa and and anita remains an employee. Today we are thinking about how grateful we are to the First Responders and our community and to be here as a resource. Reporter tihas healed a lot but not everything. The First Six Months it was hard to go to work and it was hard to make basic decisions. It is sobering. We know that there are things that are often out of our control. So, that is the tough part. From the bad things that did happen something magical happened here. We heard it time and time again. I used to walk around a lot. I walked around the neighborhood. I can tell you everybodys name up and down the street now. We are all real close friends. We know everybody. We understand each other in ways that other people cant understand us. We pulled for each other and we work for each other. We all know each other on a more intimate basis. It is an exclusive and extensive club. Reporter not just sonoma is over shattered this. 33 other counties, more than half the counties in the entire state are threatened with these Public Safety power shut off. I guarantee you once this is over we are going to have to take a close look at whether all of this was necessary or if it was just pg e trying to be too careful. That will be investigated. Tom vacar. Homelessness is up and so is drug addiction and they are suffering from Mental Health issues. As a result 911 calls are surging in San Francisco. It is putting a real strain on the ambulance system. Reigniting a cry for more emergency crews in a city that hasnt hired any additional paramedics since 2015. With 911 calls, every second counts. On a late summer day in San Francisco several ambulances were unstaffed with calls waiting. No crews were available. A scenario known as level zero. We are at level zero. The risk is a persons health. Reporter tom vogel is with the San Francisco firefighters union. If you are having a heart attack or stroke or you have been in a car wreck and you need to be in an operating room right away, the longer you wait the less likely you are going to have a positive outcome. Reporter on august 25 the city had to rely on mutual aid for ambulance coverage. We are at level zero. Reporter 25 times that day the cities ambulance coverage dropped below level zero meaning at least one call for help was waiting. The Emergency Medical Services agency which oversees ems care issued an urgent request for additional ambulances. To answer the call. When asked about the reason for the request, i was told decreased ambulance staffing that day and increased temperatures that put more demand on the system. It is fairly regular that we are not able to staff up to five scheduled ambulances on a daily basis. Reporter what happened in august is just another warning sign that the cities Ambulance Service faces its own emergency. He said staffing hasnt kept pace with the increasing number of 911 calls. A recent analysis paid for by the union shows the system is stretched thin. A 7 jump in calls from 106,000 in 2016 to 113,000 in 2018. At the same time, no additional paramedics have been hired. The survey concludes the department is unable to staff all scheduled ambulances do to a lack of available personnel. And that august 25 ambulance shortage is just one example. During a heat wave in june the city could not meet demand and once again fell below that critical level zero. Five ambulances drove across the bridge from Solano County to help respond to emergencies. How equipped are we to handle a citywide emergency like we had with our recent heat wave . Reporter at a Budget Committee hearing in june concerns were raised about a difficult challenge to keep up with the high volume of calls. The fire chief just two weeks into the tenure acknowledged the problem and admitted the need for additional staffing. We have had no ems hiring since 2015. It has been a huge challenge for us. We run at level zero on a daily basis. Level zero is when there are no ambulances available to respond to an incident. So, that speaks volumes to me. Reporter during the last round of budget talks the Fire Department requested funding for 12 paramedics but was denied. Chief nicholson is preparing for the next negotiations taking a closer look at the numbers to see what is needed to meet the growing demand. This is why i need to drill down on the data. That is what i need to do before i can definitively say we are 10 short or whatever. Reporter but your short . Yeah. I think we can use more personnel. I think the whole city could benefit from us having more personnel. Reporter as you heard the chief tell the board of supervisors, it is routine for the system to hit level zero every day. I am told just on sunday for most of sunday, dispatch told emergency crews automatic was to follow indicating that they were at that critical level zero once again. As our temperatures fall over the bay area our winds are expected to kick up. We will take a look at what you can expect for most of the week and more on the red flag warning coming up. Strongly will be moving into the bay area and Northern California over the next couple of hours. It is hard to tell that we had a red flag warning our mi way today. Winds were light and breezy. Typical of what we see around the bay area. We have beautiful mid and high level clouds. We showed you a picture of fog moving through the bay and temperatures dropped off considerably. We have the lake county area reporting a northwest breeze at 18 miles per hour. Humidity is a bit low. Heres a look of her middle peak. 90 19 relative humidity. This wind coming in from the northwest and west carries with it more humidity than a minute comes in from the north and northeast. We have mount diablo reporting relative humidity at 16 . The relative humidity is going to continue to drop and winds are going to continue to move upward and eventually they are going to shift and becoming from the northeast. With that the red flag warning will move into play. We are talking about how widespread it is and heres a look at the entire state. From reading into the bay area over to the Santa Cruz Mountains and the sierra foothills. The advisory starts early tomorrow morning and goes through thursday afternoon. 36 hours of this and that includes the northbay hills and valley locations and east bay hills. You notice right inside the bay, the bayside communities over San Francisco, the peninsula and along the coastline not included in this red flag warning. It does look like it will be breezy everywhere but stronger winds will be in the valleys and over our health. This is the system dropping in. It is associated with our cooldown and the winds. Here is a look at wednesday morning. Noticed by the evening hours winds are widespread and gusty over the hills. Darker shades of red and purple indicating wind gusts of 4050 miles per hour. As quick as it moves and it moves out. Theres thursday afternoon and the winds drop off considerably. We have 60 degrees in San Francisco and mid 80s in livermore. Still a warm one for our inland communities. Not quite as hot as we have been. Heres a look at overnight lows. Mid 40s in santa rosa and low 50s in concorde. Getting into the afternoon temperatures wont change a lot from where we were today. Inland cities will drop off by a few degrees. Livermore will notice the difference. Low 80s expected. 72 expected for San Francisco. Lets look at the extended forecast. The wind picks up tomorrow morning and last through thursday. Temperature similar to where we are right now. It is hispanic heritage month and in the bay area there are several latino neighborhoods celebrating their rich culture through food, music, and ar one of those neighborhoods is San Franciscos Mission District. Some say that neighborhood is changing. We spoke with a longtime resident about what is happening in the mission and the efforts now to preserve term. They come from mexico. Reporter Latino Committee organizer is showing me the murals in San Francisco Mission District. There are different murals of different people. Reporter the colorful works of art and the neighborhood as a whole are a vital part of San Francisco. I believe that the mission is like the lungs of the city in a sense. Reporter he said the city has changed. We are losing culture, music, and food. Reporter the Mission District has been historically a neighborhood where people seek less expensive rent and their music, food, and culture. One resident said he started noticing changes in the 1990s with artists, restaurants and Small Businesses left the area due to rapidly rising rent. Change is inevitable. The kind of change we are experiencing is more pushed by economics and those changes have pushed a lot of people out. Reporter historic theaters, all food markets, restaurants and Small Businesses have closed and given way to rooftop bars and trendy eateries. Now we are in the process of today paying for ideas of an economy separated from culture when it should be a marriage. It should be a collaboration. Reporter a theater professor at San Francisco State University and a playwright in local theaters. He said it will take a multi prong approached to keep the culture here from vanishing. The main solution has to be a insideout approach. We in the mission and chinatown to do art have to connect with each other. It is not the fact that i do theater the most it important expression. Murals are being painted right now. Not just because the owners want them, but because the community recognizes them as important and valuable. So, we need to increase that effort. He targeted vulnerable women, sometimes prostitutes or drug addicts. She was about 40 years old. I think she was a drug addict. Reporter little is serving three life sentences in california. In videotaped prison interviews he describes some of the murders in chilling detail. I grabbed her by the legs and pulled her to the water. Thats the only one that ever killed by drowning. Reporter officials believe all of his confessions are credible and they verified 50 of the deaths so far. Now the fbi is asking for the publics help in identifying the rest of his victims. They released sketches of several of the women drawn by little himself. Fbi analyst said in a statement for many years, Samuel Little believed he would not be caught because he thought no one was accounting for his victims. Even though he is already in prison, the fbi believes it is important to seek justice for each victim to close every case possible. Pg e will turn off power for Public Safety starting early tomorrow morning in an effort to reduce the risk of wildfires. The strongest winds are forecasted night through thursday morning. Thousands of families right now are trying to figure out what to do with their food in the refrigerator and where to send their kids to schools are shut down. Pg e said parts of 34 counties in northern and Central California will have their power shut off as a precaution to prevent wildfires. The shutoffs are said to begin just after midnight and we learned from pg e that the outages will begin in the north bay and then move south as the windy weather works its way down through the bay area. Nearly 800,000 customers in all will be affected. Pg e is warning people who arent currently in the shut off phone that they could still lose their power due to the windy conditions. The impact will hit eight of nine bay area counties. Pg e added moran to the list of counties expecting outages. You can see how many are expected in each county. The most is 66,000 in sonoma. The fewest is under 16,000 in san mateo. That adds up to 200,000 bay area customers. It has been tough for people trying to get onto pg es website to see if their home or work will be affected.
