She was just less than a block from her home, when she and her 4yearold niece were hit by a car. The driver took off. I thought i would have more time to give back to her. Reporter 17yearold Michelle Nguyen is devastated by the loss of her mother, killed by a hit and run driver just steps from her home. We live not even a block, it was on the same block. Reporter the driver never stopped. The girl ellie nguyen was taken to a hospital. We could have forgiven you, if you had stopped and checked if they were okay. But you didnt. I feel, i cant find it in myself to forgive you. Reporter they came to the u. S. From vietnam just a couple months before michelle was born. She came over here in seeking a better life for me, and my brother. Same time, same month, same year. I see her only two weeks before. That hurt me so. Reporter at the crash site, a memorial of flowers and candles, and plates of food. A sign of respect, and a reminder that she is loved in death, as she was loved in life. A day after the tragedy, Oakland Police set up this radar trailer, where drivers routinely go much faster than the 25 mileperhour speed limit. We encourage all of our Community Members to drive safely. Please be aware of their surroundings. As the family mourns their loss, they also hope the driver is caught. If we could just find out two did it, it would just wring us, just a little bit of, you know a little bit of closing. Today, investigators confirmed that a body found in santa cruise county is that of a kidnapped tech executive. Detectives say that 50yearold tushar atre was kidnapped yesterday afternoon. They said two people forced him into his girlfriends car. The white surf was later found abandoned on socal san jose road with the body inside. Today, officials confirmed, the remains are those of the missing man. The cause of his death was not announced. But ought Authorities Say they believe the knowtive here was robbery. So far, theres no description of any suspects in this case. Santa clara county officials have identified a woman who allegedly ran over two people at a park in cupertino yesterday. Detectives say 50yearold maria alta was charged with murder, and assault with a deadly weapon. Authorities say she intentionally ran over those two victims as they walked through different areas of the park yesterday. One person was killed. The other victim suffered critical injuries. Detectives are still trying to determine if there was any connection between the driver in this case and those victims. Police in the east bay searching for the man who stole a car witha 6monthold baby girl inside. That infant has been found. In fact, was found abandoned a short time later, unharmed. It happened in emeryville, right outside the taco bell, near the Home Depot Store on holland street this morning. Thats when someone stole the car. Minutes later, the thief dropped off the baby, still strapped in her car seat at the corner of 28th, and union, in west oakland. Now the suspect, and the ers ehicle still missing at this hour. The car is a 2018, honda accord, with california license plate, 8egl341. The hayward man arrested, and accused of being a spy for the Chinese Government appeared in first of all court today. The judge said the case cannot move forward until edward pong hires an attorney. The court said pong and his family have too much money to qualify for the public defender who was appointed to him. The u. S. Attorneys announced at the hearing that pongs sister, who runs a travel company here in the bay area is being investigated by the fbi for alleged fraud. Pong is being hold without bail. A preliminary hearing is now scheduled for october 15th. President trump was on the attack today over his controversial phone call, with ukraines president that is at the center of the impeachment investigation. Democrats say they will subpoena the white house for documents as fox news laura blanch ard reports, the president claimed without evidence that the chairman of the House Intelligence Committee helped to write the whistleblower report. But after negotiating for 6 months, they say they are no closer to a contract. Theyre hitting the picket line for the first time in 40 years. Workers with seiu local 521 are on strike in Santa Clara County. Today, they set up in front of places like the Family Resource center at the facilities and fleets department, and the public defenders office. Tomorrow will be others, and the day after will be more. Reporter the workers say the strike is about unfair labor practices, including the reorganization of some departments, and the moving of others. The working conditions have deteriorated exponentially. Its about the work load, the vacancy, the inability to retain staff. Reporter jeff smith believes the strike is about money. That the union wants double what the county has offered. The package on the table right now had been seeing 3 raises for five years, and totaled about 625 million. They basically will have the decision to make about whether they want to return to the bargaining table, and come up with a contract, whether they want to continue to believe that theres a billion dollars hiding in my pocket some place. Reporter so far, clients we spoke with with say they havent felt the disruption in services, and smith says theyre prepared to use managers to keep the doors open. We can maintain county services, as long as we need to. Reporter but Union Members say theyre prepared to strike as long as they need to, that for them, this is an issue of dignity, respect, and doing whats right for the community in the long run. No way the people who put themselves out there every day for disadvantaged children are going to come out here and lose a day of pay for something thats not true. Our jobs are based on facts. So the fact is, were on strike, people reporter county officials called that Union Negotiation so far beyond unrealistic. No word on what it might take to get both sides back to the bargaining table. Sausalito Officials Say they were concerned that state, and federal disaster funds would not be available if the city started the work on its own. Vermont senator, and democratic president ial candidate Bernie Sanders is in the hospital right now after undergoing a heart procedure. According to his campaign, sanders experienced chest discomfort during a Campaign Event yesterday, and a medical evaluation discovered a blockage in one of his arteries. Two stints were inserted, and he is now resting comfortably. All of his events and appearances have been canceled until further notice. For more on this procedure, and exactly what was done here, were joined by ktvu medical expurity, dr. Larry birshet. Explain how this procedure works. So they went in and found that Bernie Sanders had a blocked artery in his heart. I was just showing you right here. You go in through your wrist, up through there, squirt some dye, and you can see theres a blockage. They open it with a balloon, and leave a metal stint in there. So now bernie has an open artery for blood to his heart. This is not open heart surgery. How in the grand scheme, a lot of people get these stints, a lot of people have blockages in their arteries. How big of a deal is this, do you think for senator sanders . Theres political implications of this. Sure. Lets just take it from a health stand point, for now. Now serious do you think this is . So Heart Disease is the number one killer of both men and women. Theres risk factors for this, including diabetes, high blood pressure. Once you have cornary artery disease, or blockages in the heart, that confers another layer of risk that hes going to have to be on medication. You know, be monitored. That said, hes heart is getting blood flow, and again, theres a lot of things we dont know. Did he actually suffer a heart attack . Is his heartbeating normally, or is part of it permanently damaged, and it cant beat normally . I dont know, we cant tell from the information we have. Somebody could have some chest discomfort, get a stent, open everything up, and be relatively fine health wise. He was said to be feeling good, breathing easier, maybe not ready to get back out there on the campaign trail. That raises the broader questions here, when you have someone who was running for president. That puts a lot of stress on you. Those are long days. Its a lot of travel. What is the likelihood, do you think that senator sanders is going to be back out there on the campaign trail, with a rigorous schedule anytime soon . Thats going to be a question for him and his doctor. Youre right, stress does affect the body, and the heart. When youre stressed, adrenalin is released in the system. That affects the heart to both contract deeper, stronger, and faster. So his doctors are going to want to make sure that his heart is able to handle the stress of the campaign trail. How long do you think he is in the hospital, and resting, do you think . I would say recovery, you would advise a week or two. Its not open heart surgery. Thats weeks of recovery. Youre in the hospital. Some people go back the next day. Whats he going to do . I dont know. Thats a conversation between him and his doctor, and well see. Hopefully, obviously, his health comes first, and we wish him all the best in his recovery. Yeah, im glad they caught it. He went in appropriately when he had the symptoms of a blockage in his heart. Emotional testimony leading up to the sentencing today of a former dallas Police Officer convicted of murder. The tearful words from both the families of the victim, and the family. Plus Governor Newsom signs three bills into law. Up next, were going to sit down with cal fire to learn how the laws will help with post traumatic stress. The situations that First Responders face are inherently difficult, and stressful from fighting fires to coming across crime scenes. Those daily experiences may lead to struggles with post traumatic stress. Now a little help for those who help us. Joining me now is Cal Fire Division chief jonathan cox. Thank you so much for being here. Several really important bills that provide medical support to First Responders. Talk a little about why this is really needed. Yeah, so this is huge. A Fire Department is only as good as the people who staff it. Really the most important assets in the fire service. Governor newsom signed two very important bills for fire service, and First Responders yesterday. And that includes sb542, which is a presumptive clause for ptsd for First Responders. Really, what it says is the trauma that the firefighters see on a daily basis, collectively is a Mental Health condition that needs to be considered presumptive for any sort of treatment and care. Thats a really important step for firefighters. This means they can get workers compensation, while they are sort of recovering from what theyre going through. Yeah, thats exactly right. I think thats probably the biggest consideration for this, and a lot of communities, firefighters act as the First Responders from medical emergencies to fires. You take those daily incidents, the shootings, the traumatic accidents, the medical emergencies theyre responding on, you compound that with a lot of destruction, and sometimes into communities they live. Those daily stressors add up. Theres a continual rock being put in the backpack of a firefighter when theyre on duty, which is that trauma theyre going to. Do you think this will help more firefighters come forward, and get treatment, get help . I think what this does is it really allows there not to be another barrier to getting the treatment. Unfortunately, were losing more firefighters to suicide, than we are to line of duty deaths. That is an indication that theres some Mental Health challenges that need to be addressed. The other party of this is the bill ab1116, which gives firefighters a peer support network. A peer support standardized Network Across the state, because we are much more likely to open up to the traumas that we face with fellow firefighters. That is an impact that is important. So people feel comfortable talking about what theyre going through. As a firefighter, theres that culture, and understanding of what were responding to each day, and to be able to talk about that to another firefighter is a lot different than trying to educate someone who is trying to help you about what actually you do. The bill that the governor signed didnt really end there. They also included some additional resources. Some Fire Fighting resources. Thats true, after the last three Fire Fighting seasons, weve seen a big bolster statewide for additional resources. Additional programs to really combat this new normal in the state. So what weve seen at cal fire is over 400 additional seasonal firefighters beyond the normal staffing. A complete replacement of our helicopter fleet. Which is no small undertaking to aircraft. The use of National Guard crews to actually implement these projects, as well as things such as building standards, and defensible space. Its been a really aggressive approach to really start to address this. Seems like weve learned some lessons. Thattal also comes into play with firefighters Mental Health, knowing that they have the support from the state, from the governor, when it comes to additional resources, and additional health. Absolutely. Theres no substitute for that. We keep saying, theres no Silver Bullet to fix this problem. But all of these are welcome developments. All right, jonathan cox of cal fire. The dallas Police Officer who shot and killed her unarmed neighbor inside his apartment has been sentenced to ten years in prison. That sentence comes one day after the same jury convicted amber guyger of murder. More now from foxs casey steigle. In essence, the defendants punishment at 10 Years Imprisonment in the Texas Department of justice. Reporter the former dallas cop convicted of murder for fatally shooting another tenant in her Apartment Building lens her fate for the 2018 killing of her upstairs neighbor. Botham jean, an unarmed black man. Botham had mistakenly entered into his apartment, thinking it was her own. Were going to rise up against the system, and were going to fight for our rights. Were tired of being treated like animals, and we do not matter. But today, it is a new day in dallas. Reporter on wednesday, guygers mother told the court how her daughter was molested at age 6. Praise for guygers character, mixed in with sorrow from botham jeans teary eyed father. Because ill not hear his voice. Still not ready for it. Hurts me. Reporter during this trial, amber guyger insisted the shooting was not about hate, but rather a fear that she was going to be attacked. Thats the latest from the courthouse in dallas. Pg and e says its possible its equipment has sparked nine wildfires so far this year in california, according to a report from politico. That would be in addition to the hundreds of wildfires apparently caused by pg and e power lines and equipment over the past several years, including the deadly, and destructive campfire in butte county. For more on all of this, were joined by politicos California Energy reporter. Thanks for coming on today. How is it you learned about these new fires that may be connected to pg and e equipment . Thank you for having me, alex. So i learned of this news when i was going through the Court Filings for pg and es criminal probation. Ever since then, they have been sending periodic updates to the federal judge overseeing their criminal probation, stemming from that incident, and yesterday at the very bottom of a filing page it is disclosed that pg and e, its equipment may have contributed to nine wildfires so far this year. It sounds like it was maybe revealed as an afterthought. You had to dig deep to see it. Yeah, correct, exactly. They had spent the majority of this filing talking about their mitigation efforts, which are occurring. Pg and e is spending several billion dollars this year. They are hardening their grid, trimming trees. But this is a very dangerous environment to operate in, as we all know. This is the new normal, and this disclosure was made at the very last page of this fire. How much information was revealed about these fires that have happened this year, about how large they were, where they broke out . Right, so this is kind of the key to my story yesterday. So pg and e did list the causes associated with each fire, be it equipment, be it animal vehicle contact. But they did not list the name of the fire itself. When i contacted pg and e, to ask the names, and relevant information. They actually declined to share those stats with me, saying that it will become public in april of 2020. Not until next year. Theyre not going to reveal more information until then. Correct. This morning, the same federal judge that was overseeing pg and es criminal probation, ordered by court, a compelling order to have pg and e produce in a weeks time what the names of those fires were. Were learning about those fires, and this comes against the backdrop of this new program that pg and e has put in place, where they have these planned safety power shutoffs when we get critical fire wherever, red flag warnings in certain areas, pg and e says look, we have to shut off the fire. When you learn about nine fires that may be linked to pg and e equipment, while these planned outages were taking place, what does that tell you about the affectiveness of those planned outages . The effectiveness is still being born out, of course, were not even in the worst part of fire season yet, of course. There have been evacuations that have been associated with these power utoffs that have affected tens of thousands of people. There still is much worse to come, i would say, just in terms of the dangerous weather that often causes these wildfires to start. We have to leave the conversation there. The first system, which uses a huge u shaped barrier hasnt worked as planned. It was fixed and redeployed in june. Today the nonprofit Ocean Cleanup says this latest prototype is successfully capturing plastic debris. With the lessons with learned so far weve already started the next phase. A new system with improved performance, and extended life. Ocean cleanup says it hopes to extend the operation until the end of november. An estimated 9 million tons of Plastic Waste float annually into the ocean from beaches, rivers, and creeks. A daunting task. Im deeply concerned that these vintage aircraft, decades old, some of them having been involved in crashes before, are still flying.
