Is really big day. Tell us, why do you think it is this point, this time, of all of this, that nancy pelosi decides to go ahead and move forward . Com. Stomach not to the very latest on the dangerously hot and dry weather out there in the bay area and across all of Northern California. Pg e says it is monitoring the conditions in case it needs to issue another Public Safety power shut off. Electricity is now being restored to some of the 22,000 customers who had their power turned off in the sierra foothills, just about 24 hours ago. Pg e says line inspection should be complete soon and that power in those areas should be restored to all customers by about 6 00 tonight. Tom vacar joining us live ed pg es Emergency Operation center for the north bay, and tom, when are we going to know if and when power will be cut off in that area . Reporter the Company Expects to be able to make that decision public sometime within this hour. Theyve made similar promises yesterday, thats because theyve got a lot of weather people, engineers, emergency people, power supply people, all the people that have to be involved in this, looking at the weather and trying to make the decision. That decision, as we said, should, this hour. We dont want to shut off the power, so we really want to get the forecast right. We really want to monitor for that heightened fire risk. F, big word, if, power is to be cut, here is how it will go. We like to contact the cities and counties, then we start contacting our customers either via automated text or automated phone call. If that message comes, heres what happens next. Some areas can be shut off remotely, with digital equipment on the lines, other areas have to be shut off manually, depends on where they are located. And what about restoration . We cant return the power until the weather has passed, and then we can start patrolling and inspecting the lines, making the repairs. That can be between 24 and 48 hours. In most cases, we restore power within 24 hours. But we ask everyone to be prepared for an outage lasting 48 hours or longer, a multiple day outage. Again, pg e says it expects to make this decision within this hour, it could come later, because there are very complicated formulas above and beyond just heat and humidity and wind speed. There has to be an officially declared red flag alert, that has already been done, the winds are picking up a bit, but i wouldnt call this the kinds of winds that a firefighter would really fear compared to some of the ones weve covered when the major fires to place in the last three years. But, the weather is a fickle thing, and they have a lot of information, and the winds will get alleged hunger, and if they get strong enough, we are off to the races. We will be later back later this hour once of the decision made, if it is made. Still a developing situation, we will check back in with you. And of course we are talking about the warm and windy conditions, obviously nothing compared to the conditions we are expecting later on today. In terms of the winds, it can pick up a bit, but theres always a bit of doubt with the forecast, we are not talking about extreme winds, over 60 or 70 miles an hour, but whenever you are caught up in the danger zone, rent 20 to 30 miles an hour, that is a cause for concern. Thats why everybody is keeping a close eye on the forecast. Take a look at the highs from this afternoon. The preliminary highs, santa rosa, 102 degrees, walnut creek, 99, san jose 95, San Francisco 87, even the coast, in the lower 80s. 80 to 81 degrees, the heat advisory will continue into your wednesday forecast. Thats in place for today, and then all the areas in yellow, essentially for most of the barry bay area. In terms of the fire danger, the main concern gusty winds out of the north and northeast. The red flag fire warning in place until 11 00 wednesday. We could have gusts approaching 30 to 35 miles an hour, maybe a few isolated spots approaching 40 miles an hour. Still, very dry him as a in place for the north bay hills, the delta region also out toward the east bay hills as well. I did notice a wind gust earlier today up to 51 miles an hour, at mount st. Helena. These are isolated, stronger wind events across the bay area, you can see what the forecast model does later on today, the colors indicate stronger winds pushing into portions of yolo county and napa county, not extreme, but of course this is what pg e is watching with the potential for stronger winds. Those winds could stick around into tomorrow morning, before backing off into tomorrow afternoon. The winds, right now, around 12 to 17, 21 miles an hour, out toward mount diablo, thats a gust of 18 miles an hour. Here is the satellite showing you clear skies up and down the coastline, the northerly wind in full effect, as a result, temperatures, big warmup today, the current readings, 101 in fairfield, San Francisco 85, san jose in the mid90s, so very hot today, another hot forecast for tomorrow. Then bigger changes headed our way by thursday into friday, we will talk more about those changes in the full forecast in a few minutes. And Sonoma County authorities are opening cooling centers for people who need to escape this heat. The Finley Community center on College Avenue in santa rosa is open until 7 pm today and tomorrow. The petaluma Community Center on mcdowell boulevard is also open today and tomorrow until 8 pm and the Windsor Senior Center on foxwood drive is open until 6 pm. The San Francisco Fire Department Training Facility on Treasure Island is set to shut down, still to come, the importance of this center and at the push to find a new place to train. Plus, cal fire is increasing resources around the bay area because of dangerous fire conditions. Up next we will talk live with an official from cal fire about this round of warm weather and fire season moving forward. Feed your head with the hot and windy conditions, cal fire is on high alert, bringing in reinforcements to help knockdown the threat out there. They will be here for a while, historically october, november and december are the peak fire months here in the state. For more on all this we are joined by the Cal Fire Division chief, jonathan cox, the good of you to come in today. We know about the dangerous conditions we have in the bay area and across Northern California, what is cal fire do to strategically position crews to be ready in the event that a fire breaks out . So we look statewide, where the threat is going to be, specifically right now Northern California is where the real wind event is happening. We bring in strike teams from Southern California, we up aircraft so they are in the air earlier in the morning, and then specific areas where there is additional specific needs, we staff additional equipment. We have five strike teams in Northern California right now of engines, additional hand crews, and then on top of that even more local Government Resources prepositioned for when an event occurs. We know this is the time of year we have seen the most devastating fires, including those recently. When cal fire sort of looks at this time of year, obviously its gotta be really concerning, but how do you in fact mapped out all of the resources, all of the reinforcements that you are going to need . Thats a great question, theres a lot that goes on behind the scenes when it comes to logistics of moving resources. We have two operation centers, one in Northern California, one in Southern California and they are the hubs for resources in both parts of the state. When a big event happens, all resource ordering goes to these two centers, and we can move resources all over the state. Thousands of people that need to be used, and this is the time of year that we get the damaging fires. Of the top 10 fires in californias history, the majority happen late in the summer early fall and offshore conditions. The thing that is different heading into this fire season, is the fact that we now have pg e instituting these planned safety power shutoffs in areas of concern. What role does cal fire play in figuring out how, when, and where to shut off the power . Obviously it follows very closely with the offshore wind event, and where its going to hit. They have their own process for determining when the shutoffs will occur. There is coordination at a regional level, as far as when and where they will occur, that fire officials locally know that will happen. And thats important both for being ready for the community and the calls, and also that fire stations are prepared with generations and backup systems so they can be in place. Its coordinated at a higher level, but obviously it something we are very interested in understanding. Because they are impacted just as the entire community is. As we continue on the next few days, talk with us a little bit about what cal fire will be focusing on, we talked about the reinforcements being brought in, but it seems as though we are all just kind of waiting and hoping that something doesnt in fact spark and lead to one of these catastrophic fires. Theres a few things, firstly we will get a lot of resources that can start very quickly, we put more resources on these events in the earlier phase because of the danger that is out there. We will also look statewide and see when this wind event will come down to to Southern California, we have to move resources to deploy what we need. The good news, weve had a relatively mild season so far, knock on wood, that continues. Right now we are preparing for the worst and trying to get on these small fires when they do start. With all the crews in place, just hope you dont need them. Cal Fire Division chief, we appreciate you coming in, thanks so much. Lets talk about the warm and windy weather we have all across Northern California and mark is here to talk about the conditions of particular concern in the Higher Elevations. In fact we can see some gusts topping 40 and 50 miles an hour. Isolated, so each wind event is so different and unique. This one, at least to showing you the increased wind speeds in a few isolated regions, its not a widespread event, but still, for this time of year when you factor in the heat and also that northerly flow increasing, it drives things up. We are in that red flag fire warning for today and into the first half of your wednesday. You can see whats happening, typically we have an onshore wind bringing in the cooler air from the pacific, but not the case, this is an extremely dry wind, if a fire were to start, it would spread rapidly, so the red flag warning is in place for the north and east bay hills, and portions of Northern California until 11 00 on wednesday morning. As you can see, with all those areas in red, its hot on wednesday, but a cooling trend is on the way. You can see what happens into thursday, more pronounced cooling for friday, so thankfully we are not talking about an extended period of hot temperatures in Northern California and the bay area. Heres a quick summary of whats going on. We have a heat advisory in place, for tomorrow. A spare the air alert in place for tomorrow and a red flag fire warning until 11 00 on wednesday. Satellite showing you this, clear skies up and down the coastline, the waves coming in from the north. Typically we are talking about the west wind which brings in the fog and cools us off, but not the case for today, very dry weather pattern in setting up over Northern California and the bay area. As a result, you can see the numbers, we are not just talking about 70s in San Francisco, it is currently 84 degrees, 90s out toward concord and livermore, fairfield 101, san jose in the mid90s. Right now 95 degrees here is our live camera, as you can see, a look at the dry brush, and we are heading into the peak of our fire season. Overnight lows, when you step outside first thing tomorrow morning, it feels warm, take a look at the projected numbers, most areas in the 60s to start out your wednesday. Here your upper 50s and upper 60s with lots of sunshine into the afternoon hours. Forecast highs, once again, triple digits, san mateo 94, san jose 97, pleasanton and livermore right around 100 degrees and San Francisco on the first panel showed you 90 degrees, and santa rosa, 102. So triple digit heat in the forecast for portions of the bay area, but some relief on the way. We will have more on that forecast coming up in a little bit. As the fire danger ramped up yesterday, the county opened its Emergency Operation center to be ready to respond if the power is in fact shut down, to thousands of people in the area. Joining is now live to talk about all of this is a spokesperson for the Sonoma County Emergency Operation center, thank you so much for joining us today. What is the strategy and having the Emergency Operation center up and running, even before there are any power shut offs . Its to make sure our residents are notified well in advance to make preparations in case the power shut off. Pg e told us he could take anywhere from 24 to 48 hours to restore power. We want to make sure residents are well aware of this, make arrangements. The county actually declared a state of emergency. If we do have one of those safety power shut offs in Sonoma County, what are the Biggest Challenges that you will face from accounting standpoint, and how does it affect Public Safety . So the biggest challenge, it affects almost a quarter of the population, as far as Public Safety goes, it could have major impacts to the roadways, to folks who are medically fragile, that means folks who need respirators or need to refrigerate their medications. We are reaching out, putting up messages, and reaching out to those folks individually, just to make sure they have a plan in case power is shut off. We do have an update from pg e, we are still waiting on a decision to be made. We dont know if power indeed will be shut off, we were notified earlier that we would know within the next hour or so. Youre not getting a sense of which way they may be leaving for tonight . No, not at this point. As we wrap up, this is something i was wondering about, is the county still able to effectively send out those really important emergency alerts, if we have one of the planned power shut offs . Yes. Okay, good, great. So people will be able to receive them, even if they dont have power in their homes . Just as long as their cell phone is charged, if they have an extra battery, then yes. We are doing the best we can. Okay. Thats very important, spokesperson for the Emergency Operation center in Sonoma County, you guys are quite busy, i appreciate you taking the time. We all know that firefighting is a demanding job, and i recently got a feel for the dangerous and a dedicated lives of a firefighter and ems crews when i completed fire ops 101, its a oneday course that walks participants through a variety of scenarios at the semper cisco Fire Department Training Facility on Treasure Island. Now its a center that is set to close, and the question is, where will this important training happen in the future . Signs that changes coming are everywhere on semper ciscos Treasure Island. Heavy equipment moves mounds of dirt, chainlink defenses block roadways, detours the drivers around the construction zone. This sleepy, manmade island in the middle of the bay is in the midst of a massive transformation. Watching it all, is San Francisco fire captain darius littrup. He oversees the fire dertments inservice Training Center on tis ast side, and expensive eight acre site designed to replicate reallife scenarios. We try to make the training as realistic as possible. But like other sites on the island, it has a looming date with a wrecking ball. The captain worries about the loss of such a critical facility. We dont want to practice on the public, we are not in the business of learning our trade entirely on the streets anymore. We dont want the first time somebody pulls a hose line to be at a structure fire of a citizen of this city. The city is looking for a replacement site to train firefighters, but nothing has been identified yet. And in 2024, the your developers will take over the ti property is fast approaching. I feel this is really important, for us to bring you the story of what we do. With the impending deadline, the department and its union invited city leaders to the Training Center to see why its imperative to identify a new site for firefighters and ems crews to hone their skills. And i joined them. We suited up in full firefighting gear, i was assigned to engine 2, with a supervisor and fire commissioner. Our first emergency scenario was a shooting on market street. We carefully loaded the gunshot victim into an ambulance and began cpr as time was ticking. The experience imitated reality. Everything was fast paced, and you are trying to save a life, and you are moving around while the vehicle is moving, it was amazing. Was it eyeopening for you . It was very eyeopening, i dont know how they do everything. The following task took us to a twostory building, in full gear we climbed up a letter to the top floor and carried out the window rescue. Next, we responded to a car crash, was a victim trapped inside the mangled vehicle. We use the power of the jaws of life to cut through the steel. We met one of the departments search canines, who successfully found a man buried under the rubble of collapsed building after an earthquake. Needs to be highly efficient and effective. Our final challenge, the burn room, would be the most daunting. We were briefed on what to expect, still, i stood wide eyed behind my oxygen mask as black smoke billowing from the doorway. Suddenly, i was gripped with fear, encouraged to press on, staring into unforgiving darkness, i traced the wall, then crawled until i found the firehose, behind me, and orange inferno, i turned to face the flame. And tried to keep control of the hose. By the end of the program, all of us who participated were exhausted and drenched with sweat. The day offered a rare insight into the demands of firefighting, and a better understanding of the job. This has changed my entire understanding of what our incredible firefighters do every single day. Most of the city supervisors who took part, had never been to the Training Center before this, all express support for finding a new location. My passion for getting that done, and getting it done in time has increased exponentially. But as mayor london breed admits, time is not on their side. Are you concerned about not being able to find a new location before the current one is forced to close . You are right, the clock is ticking, this is not some and we just started working on, it something we desperately need, and it something we are committed to making sure we have. The mayor is pushing a Public Safety bond on the march ballot that will go to replacing the Training Center, they like to identify a 79 acre site to accommodate the wide range of lifeanddeath situations that firefighters face read we can accommodate all the training needs. Back on Treasure Island, the captain is concerned about an uncertain future, hes holding out hope for a lifeline. You cannot replicate the job of fighting a fire with a set of vr goggles or a computer program, you physically have to be in the space. Again, we dont want to practice on the streets. That really was their message to the city supervisors who came oufor fire ops 101, its an important facility, nothing else exists like it in the state of california. And the clock is really ticking, weve got to find a new location, and find it soon. Thats very clear. I watched you and that burn room, and my heart started racing for you will come on your behalf, whats going through your mind when you are inside that dark, smoke filled room and tasked with trying to put out a fire. . I was terrified, ive never experienced anything like that, and to have an oxygen mask on and to be equipped with the tank and hearing that sound, that darth vader sound, it was really scary. I knew there was a firefighter liaison that i was with a major i was following the right path, and tell me what to do, follow the wall and use the flashlight, but as you heard the supervisor say, it is so dark, and its very difficult to hear. So there are a lot of dumb signals up and down, and that sort of thing, to talk with people. But it was really an eye opening experience. Credible perspective you got. We are approaching the peak of fire season, september and october could now be considered and into november as well. Primarily a Higher Elevation wind event, isolated in spots, mount st. Helena, a gust of 51 miles an hour, mount diablo, 46 miles an hour, heat advisory in place, so its a place for today and then it goes into effect once again for tomorrow. We are talking about 80s, 90s in a few spots, and a few more spots around 100 degrees.
