Details on the extended forecast coming up. Thanks, rosemary. A bay area man is in the hospital but when he is released he will be charged with murdering a 13monthold boy. The man and child were found inside of a home in santa rosa. We talked to neighbors about the suspect and how he was known in that community. Reporter the pain and anguish was clearly visible as these women consoleord each other outside of the home on derrick drive. Police say a woman went to the home saturday afternoon to check on the occupants and discovered the man and child. Medical personnel was on scene and th immediately began performing lifesaving efforts but unfortunately the child passed away from the injuries. Reporter police say in a Patrick Oneal. Ll you that the were narcotics found inside of the room. Reporter police say oneal is recovering from injuries at a local hospital and when released will be charged with murder. We determined that that child was placed in a situation by that 29yearold male that caused their death. Reporter police say oneal rented a room at the home and he and the child are related. Neighbors we spoke to say they dont know much about who lives in the home but was stunned by what was discovered. Ive been here 16 years and it has been quiet. It is a good neighborhood. Kind of strange Something Like this would happen. Reporter one neighbor says that he knows Patrick Oneal and he was working as a painter. The same neighbor says the 13 monthold was oneals son. In santa rose, ktvu fox 2. Now to the east bay where authorities pulled a body from the bay. That was reported just before noon yesterday at Langley Street near the car area. Oakland police and the Sheriffs Office, parks police all responded to the scene and the body was removed. The coroner was called. So far we have not received any other details on the case. All lanes of eastbound 80 in vallejo are reopened after a shooting around 9 00 last night. Officers say a car headed east on interstate 80 west of the interchange in vallejo was hit by at least one bullet. The chp did not provide any more information about the victims or the extent of their injuries. Interstate 80 was shut down for several hours while they investigated. A motorcycle crashed his bike on the highway and landed on a San Francisco city street. Chp says the crash reported just after 1 30 this morning. They say the motorcyclist went over a railing westbound interstate 80 where the connector to northbound 101 and landed in the city. The bike remained on the highway. No details have been released on the identity of that motorcyclist or how the crash happened. Chp says there were no major closures of the freeway or city streets because of that accident. A person was struck and killed by a vehicle in a hit and run crash ar the bar station late last night. Police received a call of a body underneath a vehicle near the intersection of ashby avenue. When the Police Arrived they found the the scene. The victim has not been identified and police have not released any description of the suspects vehicle. San joaquin Sheriffs Office is investigating a deadly hit and run boat crash. Five people were injured and one person was killed. New video into the newsroom. The incident happened around 7 15 last night near ski beach, which is east of discovery bay. The Sheriffs Department says when they arrived on scene, the boat suspected of hitting the other had already left. One person was flown to a trauma center. 11 have been released from the hospital and that includes three children. The cause of the collapse is still under investigation. And police in new york city areffed a man for bringing a sword to the empire state buildings observation deck. Police say the man did not threaten anyone with that sword which was hidden in a cane but they say that he was acting erratically. It is not clear how he was able to get security with it. You see him with it there. But he dropped it when police surrounded him. He was taken to the hospital for a Mental Health observation. He is charged with criminal possession a weapon. Firefighters in Riverside County are battling the horseshoe fire. The fire has burned 200 acres. It is 10 contained. Evacuation orders were issued for people who live in the area but it is not clear right now how many homes are actually threatened. The cause of that fire is under investigation. Tropical storm humberto is continuing to move away from the bahamas, which is still struggling of course to recover from Hurricane Dorian from weeks back. Humberto was originally expected to take a similar path as dorian but the bahamas missed the brunt of the tropical storm. A number of people in the bahamas still out of their homes after Hurricane Dorian devastated the islands two weeks ago. 50 people died after making landfall. 1300 are still missing. Oakland police are investigating several shootings including one outside of a bar that killed one man and injured four other people. That shooting happened at about 1 00 yesterday morning near 38th avenue and macarthur boulevard. There was a fight inside of the bar. It spilled out on to the street and it all ended in gunfire. Police say the 46yearold man who died was not directly involved in the original fight. A 34yearold man has been arrested in that shooting. But police are still searching for suspects in four other separate shootings on friday night that left one man dead and three others injured. The san jose county Sheriffs Office is asking for help to a home breakin in san carlos. A neighbor heard an alarm go off and saw two men run from the house and get into a waiting car parked nearby. It is described as a g35 or 37 model with paper plates. Deputies found a shattered sliding door but nothing was taken. Investigators are asking anyone with information or Surveillance Video to give the Sheriffs Office a call. Time 7 32. The Governor Newsome plans to veto a bill to shadow california from the roll backs of environment laws by the trump administration. It would attempt to negate every environmental regulation proposed by the administration for the duration of thinks time in the white house. Newsom supports the aims of the bill but argued legislation fell short of its promise. Two bills aimed at reducing plastic pollution failed to pass before the legislation session came to a close. The measure would have required companies that sell single use plastic items to Grocery Stores and fast food restaurants to reduce plastic pollution by 75 by the year 2030. Bill cleared one house but not both chambers as required. Environmental groups are calling it a disappointing set back. California is prone to many disasters. I was a member here of this incarcerated community at one time. Reporter the reason for the discussion, to give the san quentin prisoners a chance to directly ask questions to some of the people responsible for putting them behind bars. G charged e the district with life sentences or even sent to prison. Our office looks at every juvenile charged with a crime and we decide whether or not this is the type of crime wh they should be charged as an adult. Our county has taken extreme steps to minimize that happening. Reporter the topics varieds from district attorneys from al immediate a San Francisco and Contra Costa County spoke. We look at the pending bills but we dont start changing our procedure until it is a law because we enforce laws, not pending bills. It is just a as a matter of fact that the District Attorneys Office comes to a parole hearing with the preconceived idea that they have to, you know, keep you in prison. Absolutely no sir do we say no to everyone for the sake of saying no. In alameda county, i do most of them. I evaluate each hearing involved. And in 200 , i objected to is victim vehemently disagrees with it or the next of kin, we will come in and oppose. In prison is a dumping ground for people with Mental Illness and theyre doing the best help with that. On the sentencing level i wonder what is being done to mitigate those factors. Were reviewing before people are even charged whether they should be pushed in the Community Based programs. Because we see it as a Public Health issue. As the two and a half hour forum progressed, people say the most emotional and impactful portion is when the police chief spoke up off the cuff and from the heart. I have a great deal of respect for the police. But we have caused some hurt and harm. Everybody in this room has hurt someone. It is rare. That never really happens. Nobody really stands up and takes accountability on that side. I cant like the police before i got into Law Enforcement. I wasnt treated very well. Like so many the only way i could make change in Law Enforcement is to become Law Enforcement. We need to learn to say im sorry. Then we need to make amends. And that is through actions and not cheap words. But many of you have never even heard im sorry. It matters. What the chief did, it impacted me. Actually she just changed my life. I had no respect for Law Enforcement up until this day. We cant even begin to move forward in our lives until we come to some type of repentance in our hearts and say im sorry to the community, to our families, to those in our lives. Reporter the apologies kept coming as those in the room take advantage of a rare opportunity to use our cameras to send personal messages to the individuals and communities they caused harm to, hoping that people on the outside will understand and see their time behind bars is not in vain. I want to take this time to say i am sorry for all of the people hurt. Im very, very, very sorry that happened to me taking your son. After a spike in temperatures and a big heatup we are looking at temperatures continuing to fall today. And weve got rain in the forecast if you can believe it already. That is a different story from yesterday morning when we woke up with plenty of sunshine. Temperatures along the coastline and the bay we felt the bigger cool down. The inland cities will cool for today and tomorrow looks like it be here is a view of the futurecast models. Mostly sunny for the rest of us. Look what is going on over northern california. It takes all day but by tomorrow morning we are with that possibility of scattered shower activity. And weve been watching this for some time now. It looks like it will hold together f it does, we could see anywhere from a few one hundredths of an inch to a tenth of an inch or so. Still over the central bayat 10 00. The shutdown is between river road and airport boulevard. And this is a live shot youre looking at at 101 at fulton road. And just a few minutes ago the chp was there to get off the freeway. The chp says the people involved in the pursuit are refusing to get out of the vehicle. So this is an ongoing situation.
