Reporter a labor day Diving Adventure turns tragic, a but with more than three dozen people on board caught fire near the shoreline of Santa Cruz Island in california. They overheard a made a call of an engulfed 75 foot commercial diving vessel with 39 people on board. Reporter the call for help coming from somebody on board as it was apparently filling with smoke. You have 49 persons on board and cant breathe what is your current position . Reporter pictures show bright orange flames and heavy smoke billowing from the burning boat named concepcisn. Family and friends itinfor word on their loved ones who were on a 75 foot scuba diving vessel. Department crews were fighting the fire when the vessel sank and 64 feet of water. Five people were evacuated. Those five people were crewmembers they made their way to a fishing boat named great escape, the owner of that reportedly said the crew told him that jumped into an inflatable boat to escape the flames. Authorities say more than 30 people were reportedly asleep below deck after a threeday diving excursion that began friday night. Your diving hard all day long youre really exerting yourself and at 3 30 in the morning you are asleep in the bunker. Reporter the conception is owned by worldwide Diving Adventures, this is a picture of the vessel posted on the website. Its touted a 665 baylor dollar trip that was supposed to end monday but hours before, a shocking turn of events and what was supposed to be a fun Holiday Weekend descending into disaster. The coast guard has full efforts in the response right now, we are currently still in the response phase. Reporter records show there were no major issues but a 2016 inspection found some safety violations which resulted in the owners placing the detector and in 2014 they replaced a leaking firehose. Violations were quickly addressed by the boats owners. In Southern California there are authorities giving us an update. The crews were actively fighting the fire when the vessel began to sink at approximately 7 20 a. M. This morning. 39 people were reported to be on board when it left Santa Barbara, five victims were subsequently rescued and during initial response have been transported to ventura harbor. This particular dive trip the boat was on was a threeday trip that began august 31 and scheduled to end tomorr morning. It was advertised as a Labor Day Weekend North Channel islands dive trip. The boat was scheduled to depart Santa Barbara harboron saturday the 31st and return on monday the second. The dive company charted the boat from truth aquatics a harborbased operation that has been in existence since 1974. So far in Santa Barbara the Coroners Bureau has been involved in this event because 4 victims have been recovered thus far. They have been transported to our Coroners Bureau, you can only identify them as 2 adult males rescue and Recovery Efforts have located an additional 4 victims on the ocean floor in close proximity to the vessel and we have dive teams in the water as we speak working to attempt the recovery. Im not when you are going to be able to recover the bodies as well as anyone that might be within the vessel. The Coroners Bureau is responsible for identifying victims and notifying the next of kin and determining the cause and manner of death. We have asked for assistance due to the sizable nature of this incident and have received support from the Los Angeles County Coroners Office and from the Sacramento County Coroners Office as well. The victims we have recovered as of now will need to be identified through dna and that might take some time. The condition of the remains that are recovered subsequently will determine the speed at which we are able to identify any of the victims. Our hearts go out to the families of the victims of this terrible tragedy. We understand the tremendous burden that they are under right now as they waits to determine what happened and what condition and situation the loved ones are in. We will be working diligently to try to get as much information as soon as possible. We also sent up a Family Assistance Center designed to provide specialized assistance to family members of victims of this tragedy. Im going to now turn this over to captain Monica Rochester of the dates coast guard los angeles sector and she will give you everything on the rescue effort undertaken this morning. My name is sheriff bill brown. Good afternoon im captain Monica Rochester, we have been fully involved with this incident since 3 30 a. M. , we continue to have coast guard vessels continue search and rescue efforts along the shorelines of Santa Cruz Island. We also have our coast guard aircraft thats also engaged in providing cover to ensure that we have the full swath of the area to be searched. We also provided a safety zone which is approximately one mile which provides safety to the responders so that we dont have interference from other vessel traffic or other incursion into the area. We have also established a 3000 foot ceiling for temporary flight restrictions so again this is all to protect the First Responders. This is not a day we want to wake up to and its a very tragic event, we will search all the way through the night and into the morning but i think we should all be prepared to the worst outcome but those are our efforts right now and they will continue through the night and through the morning. Good afternoon i am the county fire chief and county fire warden for the county of Santa Barbara. I want to start by telling you that the hearts of this community are heavy as the families deal with this, representing those in the water and on the ground and those supporting this incidence today and into the future, we are saddened with the families and those that are close to the folks affected by this tragedy. From the fireside shortly after the mayday Ventura County was notified by the coast guard which initiated an Immediate Response as you heard this morning from Ventura County Fire Department. They responded with 2 fire boats and upon arrival at the scene of the incident they encountered a fully involved wooden vessel in the waters off of Santa Cruz Island. They began to extinguish the flames and then notified the county Fire Department here in Santa Barbara. The Fire Department continues today to offer our expertise and cause and origin along with the team of the sheriff and we will also provide Incident Support throughout this incident. You have been listening to officials there in Santa Barbara county giving up date on their investigation and what we learned is in addition to the four bodies that have been recovered 4 bodies have been found on the ocean floor next to that sunken vessel. Once we also learned is just how long this response was. 2 hours, that really goes to show and sale about the intensity of this fire. It takes a while for the coast guard, they have to get out there and start the firefight. Also on these boats they are diving with not just compressed air in their tanks but they have tanks on those boats and its a higher concentration thats found in regular scuba tanks. Divers can go down longer and steeper but the trouble with that is if there is a fire on the boat that oxygen is in higher concentration which creates the intensity of the fire. At the stage in the game they are still in search and rescue operation mode if you will. But obviously she wanted everyone to be prepared for what she called the worst outcome, what do you think is a likelihood at this point of finding survivors . We also heard they have a family reunification area set up at one of the fire stations which tells me theyre starting to get family that want to know whats going on. They are in a response mode, quickly recognizing this is probably going to be a recovery operation because of the period of time that the boat has been under the water. Obviously theyre going to look at what was taking place on the boat at the time of this fire and also safety aspects related to the fire but when youre looking at this at 3 am everybody is sound asleep below deck and you have the crewmembers above, is there anything you can point out right now . Typically in that operation they are probably getting up getting ready to fix breakfast so its not unusual that they would be up i think whats unusual is that there was no ability it appears to gets down underneath the deck area where the sleeping quarters are to get people out. It sounds like the crew had to abandon ship fairly quickly but it sounds like because of the intensity there was no time. What kind of firefighting equipment would have been on board to put out a fire in the early stages . They have suppression systems within the engine compartment and fire extinguishers, we heard they had inspected the boat less than one year ago and did not find any safety problems so there are precautions taken but we did see the intensity of the fire and because of the intensity and the heat they could not get close enough to boarded. Just from the firefighting aspect it was difficult because you needed to put as much water as he could on the boat but not too much to make it sink. It was a bit of a catch 22. And unfolding tragedy there, we appreciate you coming in. The mother of five leaving celebration killed by a stray bullet in oakland. There are reports of major flooding in the bahamas and many people trapped inside their homes. This very slow moving storm has weekend to a category 4. People near the coast are being urged to evacuate. We have more from Daytona Beach florida with the latest. Reporter this is the last chance to prepare. The monster storm has slowed as it creeps towards the u. S. Mainland after bettering the bahamas monday as a category five and 10 or hurricane. Our garage door has already come offloading this high water. Reporter the storm stalled over the bahamas and the red cross believes thousands of homes have been damaged or destroyed. Dorian now setting its sights on americas Atlantic Coast but the unpredictability means forecasters are having trouble establishing its ultimate path. The only predictable thing at this point is the unpredictable mess. Reporter even if it only brushes florida coast as it moves up the eastern seaboard, some areas could still see 10 foot storm surges. Millions of people up to the carolinas are under evacuation orders. They are told to get out now before high wind forces some bridges to close. Even hospitals are closing and transporting patients to other facilities. If the road gets flooded theres no way out. If you think youre going to have to evacuate i would start going. It is still a very strong storm. I would not describe this storm as we at all a strong category 4 and can pop back up again its over. Very warm water wearing sounds gone up to the entire coast of florida up to jacksonville, we are looking out for those bands that are going to come across and bring a lot of rain so another 6 to 12 inches in the bahamas and 12 to 18 feet of storm surge. Think about that this is the current status and its a category 4 hurricane with 145 mileperhour sustained wind but this is the part, i dont see this very often. Stationary, not moving. Thats going to be devastating for the bahamas right now and it is just sitting there causing incredible destruction. Hurricane force wind extends 75 miles out of the i taking everything in its path. It is expected to weaken as it rolls up the coast, it looks like it will stay offshore but notice it does not get up and to north florida and south georgia until wednesday. This is the eye it looks like its undergoing replacement starting to smooth out. Incredible bands of storms, these mini squalls if you will rolling across florida from the top of the state to the bottom, these are nasty storms that can also pick up little tornadoes so even if this eye is not expected to go on a short does not mean theyre out of the woods as far as weather goes. I just saw video from miami and all of these are staying offshore until he gets up at the north and South Carolina. We will talk about california weather, a much nicer picture to show you when i come back. Now we go to a labor day traffic nightmare, chp urging drivers to avoid highway 24 between lafayette and orinda. Emergency work is wrapped up as crews are preparing powerlines that go over the freeway and were knocked down by a crane earlier this morning. At 5 22 a contractor working on upgrades knocks down a power line. It cut power to someone hundred 14 homes and businesses for many hours. The chp, Lafayette Police and pg e were immediately summoned. They had to temporarily close all the westbound lanes and then they were able to reopen one hour later when the lines were removed from the highway. Reporter crew showed up and found out some temporary closures would be needed later in the day to restring the overhead power lines and damaged insulators. We were supposed to have friends over and thats probably not good. Reporter everything lost power. The over check should have been popping but when the electricity went, so did the refrigeration and the business day. Basically we grab the generator and came down here and try to save as much product as we could. Generators the storage refrigerators cold but the overt making and dispensing machines themselves require a lot more power than a little generator could make, causing loss of the product inside of them. There might be about 1000 and products lost. Rerter because the barge trains were replaced by a bus bridge for the repair, passengers were not involved. Hundreds of Kaiser Permanente workers rally today against what they call unfair labor practices. The group marched on broadway in oakland this morning ahead of a possible strike in early october of more than 80,000 kaiser employees. Kaiser calls these rallies a publicity stunt and tells us that it has been arguing in good faith. We remain committed at being at the bargaining table and negotiating a new contract for our employees, we want to maintain strong wages and benefits so we are very committed to that. We will talk more about the protest and whats next, you heard that representative say they are committed to strong wages and benefits and that this today was a publicity stunt. Im not surprised about what they are saying, the first thing, the simplest thing is the federal government has taken a formal position and filed a formal complaint determining that kaiser has broken the law and bargained in bad faith, is not the union saying that its the federal government saying that. They refuse for over 15 months to meet with us, illegally and now they are refusing to provide all sorts of basic information that the unions are entitled to. And when you boil all this down from our perspective we have kaiser saying one thing and doing another. They are a notforprofit Healthcare System making almost 1 billion per month, the ceo is paid 16 million per year, he received a 2 increase last year, we are one of the key sticking points in the negotiation as we are looking for a commitment not to outsource jobs, despite all the talkd what they have said to you, they wants to write to be able to outsource jobs and turn them into lowwage, no benefit jobs here in california where we all know the cost of living is skyrocketing and people are struggling to make a living. He said on both of those things youre mischaracterizing the hospital stance. We are not for profit or shareholders, our resources go right back to the organization and we maintain that infrastructure that we can continue to provide high quality care. The money that is made we put it right back into the organization. That includes paying 36 executives over 1 million per year in a nonperfect not for profit system, kaiser has booked over five dollars in earnings, if you put the First Six Months of 2019, kaiser has made more money in the first half of this year than in any Previous Year in the history of the company. There are saying one thing and doing another and from our perspective kaiser is mimicking the worst teachers of corporate forprofit healthcare, we deserve better. The citizens of california have invested in the status of this company and in return they are outsourcing jobs and paying executives through the roof, cutting staffing and raising prices. We have been creating jobs since 2015 and of those 8000 of those were graded since 2015. He points to all the jobs that have been created over the last four or five years. I would direct him to talk to the gardeners whose jobs were on the chopping block earlier this year and kaiser was looking to outsource those jobs to minimum wage. Right now we have a dispute with warehouse workers including oakland and berkeley where kaiser wants to write outsource those jobs and pay 40 less on wages, dramatically reduce benefits and frankly for caregivers and workers at this level that is the difference between being able to pay the rent and ending up on the verge of homelessness. It seems as though the two of you, the union and kaiser are very far apart here. Raleigh far apart if we refuse to acknowledge reality. Kaiser is having unprecedented Financial Success and we are looking for a contract that simply secures the ability of over 85,000 people to be able to care for their families. If we continue on this past we will have an early october the largest strike in the United States since 1997 but not from a forprofit company from a Nonprofit Company that is behaving in the worst ways. Thank you both. Seven of the eight victims from a hazmat incident in a downtown San Jose Hotel have now been released from the hospital. Our southbay reporter tells us the exposure that forced a partial evacuation came after a welfare check on a hotel guest. Reporter operations are back to normal at the Fairmont Hotel following a hazmat emergency that sickened eight staffers over the weekend. Investigators say the incident started with the use of chemicals and an apparent suicide on the 19th floor of the building. A staffer opens the room door which led to exposure and evacuations. We just heard a bunch of sirens go off in the room and they were saying please evacuate if you are at level xviii, 19 or 20. They said is not a fire evacuate to the lobby. Reporter eight staffers were sent to the hospital after being sickened by a chemical smell coming from the room. You can get what we call a chemical pneumonitis where the actual layer of the lungs is damaged. Reporter 20 floors were evacuated as First Responders checked the liquid found at the scene and also confirmed no other guests or staff were in close proximity. They took their own with them so they didnt have to read the air up there. Reporter management issued a statement saying were deeply saddened and exposure to the unknown chemical was believed to be very brief. We remain steadfast in securing the safety of our guests and employees. Im sure the evaluation included checking their oxygen levels and make sure that theyre safe. Reporter all but one victim has been released from medical care, they are invested in the chemical use and why the victim chose to end her own life.
