Breaking news in san jose where just moments ago, mayor sam ricardo announced a proposal to require all gun owners in the city to carry Liability Insurance. The mayor joines is a life from city hall. Thanks for being us with us, mayor ricardo. Good morning. This would be the first legislation of its kind for a city, outline what you want to see . Well, as we all know, if we are going to be using a car, we need insurance. We know that the use of a firearm is inherently dangerous as well. So the mandate would be that all gun owners would also have to carry Liability Insurance. If not able to access insurance on the market, we would ask them to pay a fee that would help compensate taxpayers for the cost of gun violence that is currently being borne by all of us. Is your goal to deter people from buying guns by making them too expensive as we have seen with cigarettes . We have seen that insurance can be part of a Harm Reduction strategy. The idea is that Insurance Companies can incentivize people to engage in safety behavior, for example, like taking gun safety classes, ensuring the gun has a child proof safety lock on a. Those kind of actions, the same way they incentivize good behavior, might also increase of a 19 yearold is trying to buy a semi automatic in a location, the law currently allows it. That is exactly the Insurance Companies can do to help reduce harm. We know not all Insurance Companies will do this so we are offering the public option as well. How do you answer the concern that your proposal does nothing to address illegal guns which are used in the majority of Mass Shootings, essentially some mites your call as a attack on legal gun owners to pay largely for the actions of people who own and use gods guns illegally. In the state of california, there are penalties for driving without insurance so we would adopt those same kinds of penalties and fines that you see in the vehicle code contacts context so if an officer sees a gun in plain view or find it during a Fourth Amendment search, the gun obviously can be seized and the individual can be find. We recognize the bad guys are not going to follow the law. But this gives Law Enforcement one more tool where the bad guys have a gun and they havent followed the law. What are your next steps in making this happen . We are going to be launching what we call a nexus study that will help us assess the total public cost of the harm of gun violence. For example, the cost of hospital emergency care, police response, etc. After we aggregate that, we will be able to calculate a fee that would be appropriate to impose in the city. We know that we are not suddenly going to stop and violence with this measure but we are going to stop paying for it. Mayor sam liccardo, i would like to move to another topic. The city council is taking up the issue tomorrow of preventing landlords saying they will not rent to people was section 8 housing arches. What you want to take that choice away from san jose landlords . Landlords still have the ability to use other criteria, for example, Credit History and income that could enable them to distinguish who they would want to open an apartment to and who not, nothing changes in that regard but the problem we have today is nearly 1000 people are in the city of san jose with federal vouchers being , federal money that could pay their rent and are homeless and we could help get an awful lot of folks off the street and into apartments if we are able to take advantage of that money that is sitting there for us and get those folks in apartments and essentially eliminate the discrimination against those tenants who have vouchers. It is a money issue or a welcoming neighbor in san jose issue . It is both. We have a homelessness crisis like every big city in the west coast and it doesnt help when we have 1000 people out there with the ability to pay for an apartment and landlords unwilling to accept them because they dont want the voucher. We need to do more to make it easy for the landlords to take the voucher but part of it is, lets eliminate discrimination at the front end. Sam liccardo joining us live as you do every month.
